Getting Expert Advice when Inheriting an IRA

How to take benefits is crucial in getting the most out of the gift your loved one left to your better discretion. The rules are much different than those that apply to a regular I.R.A. One of the first problems one faces is that the company that is holding your inherited IRA will not provide direction on what the best solution would be for you to withdraw the money. They are not

required to give you any information. In fact, their only obligation is to issue the appropriate tax reporting for transactions that are made on the account, and many times they don’t even get that right. Unlike the IRA, you cannot do a 60-Day Rollover. IRA assets inherited by anyone other than the account owner’s spouse can only be moved in a direct transfer from one IRA custodian to another. Any distribution payable to a nonspouse beneficiary is taxable. There is no fix for this mistake. Some beneficiaries may wish to allow the account to continue to grow and compound on a tax-deferred basis (tax-free for inherited Roth IRAs) until the beneficiary is in his early 70’s. When the inherited IRA is kept intact, and only RMDs are taken each year, and when most of the account has been withdrawn, the IRA will eventually be paid out in full. If money is left in the account upon your death, your children or grandchildren can become beneficiaries, enabling them to stretch the IRA. When there are multiple beneficiaries named on an inherited IRA, it is not wise to split an Inherited IRA into Separate Accounts, because left intact, each recipient can

use their life expectancy for calculating RMDs. A split into separate accounts for each beneficiary by 12/31 of the year after the account owner’s death would eliminate this benefit. If you are the son, daughter, brother, sister, or even a close friend of an IRA owner who has named you as their beneficiary, it’s critical that you and the owner of the IRA understand the rules that govern IRA inheritances. Whatever your situation, a discussion in advance with your attorney or tax adviser may help you avoid any unintended consequences. As a non-spouse beneficiary, you do not have the option of rolling the assets into your own IRA. If you inherit IRA assets from someone other than your spouse, you generally have two options from which to choose: Your age will determine your ultimate course of action, the period of the original IRA owner, your income needs, any creditor protection concerns, and the type of IRA you inherit. Be sure to consider all your available options and the applicable fees and features of each before taking any action. All non-spouse beneficiaries have required minimum distribution (RMDs) beginning in the year after the

account owner’s death. This includes Roth IRA beneficiaries and beneficiaries of all ages. The RMDs will be based on the beneficiary’s age in the year of the first distribution as determined by the Single Life Expectancy Table. The factor for the first year will be reduced by one in each subsequent year. The Penalty for not taking RMDs is 50%. Generally, assets in NonSpouse inherited Roth IRAs must be distributed by the end of the fifth calendar year after the year of the original IRA owner’s death unless a lifetime benefit is due. Spousal IRAs have Different Options. A spouse can remain a beneficiary of the inherited account. She will use the Single Life Expectancy Table but look up her factor each year. But she can delay her first RMD until the deceased spouse would have been 70 ½. A spouse can do a 60-day rollover of inherited IRA assets to an IRA in his/ her name; neither of which a non-spouse beneficiary can do. If a spouse has inherited the Roth IRA, they may delay distributions until the deceased IRA owner would have reached age 70½ or treat the Roth IRA as their own. The beneficiary of the

inherited IRA should always name their beneficiary, referred to as the successor beneficiary. If the beneficiary dies while there are still assets in the inherited IRA, the successor beneficiary will inherit the inherited IRA instead of it going to the deceased beneficiary’s estate. The successor beneficiary continues to receive the annual RMDs of the deceased beneficiary as if the deceased beneficiary were still alive. The successor beneficiary cannot reset the RMD calculations to their age. When you inherit an IRA, you should consider working with an advisor who is knowledgeable in the area of IRAs and especially inherited IRAs. Don’t depend on the IRA custodian, or even IRS, to give you the correct answers to your questions or to provide guidance. Mistakes can be very costly and can easily mean the end of the inherited IRA. Ten Ways to Keep the Lawyers at Bay

By Kelly G. Richardson, Esq. CCAL Serving as a volunteer director is often thankless, but it shouldn’t be risky. Here are ten ways to reduce if not prevent personal risk from your service. Learn and follow the Business Judgment Rule. Found at California Corporations Code 7231 and 7231.5 and contained in most bylaws, the Rule protects volunteers from liability while acting in good faith, for the association’s best interests, and upon reasonable inquiry. Only serve if the association has directors and officers (“D&O”) insurance coverage. Civil Code 5800 protects directors from personal liability if the HOA with more than 100 memberships has $1,000,000 of D&O insurance or $500,00 if less members. Refuse compensation. Whether called a “stipend” or assessment reduction, reject any form of renumeration for board service. Upon receiving even one dollar of compensation the director is no longer a volunteer and loses all the immunities of volunteers. Reimbursement for a director’s time serving the HOA is not reimbursement

– it is compensation. Reimbursements are repayments of out of pocket expenses. Don’t get mad… or even. “Good faith” doesn’t just mean a pure heart. However, it certainly does exclude any willful, malicious or retaliatory intent. The nastiest homeowner has the same rights as the saintly ones. Enforce the rules evenly. Don’t take matters into your own hands. HOA governance is a team sport, not an individual event. What you think is valid instruction may be viewed by the board (and the HOA’s attorney) as interference. A director (even the president) must use restraint and wait for the board to act. Follow the corporate process. Is the association making a contract, or the director? The corporate process is what makes it clear that the corporation is acting and not you. The corporation acts by the board voting in a meeting and then documenting that vote in the minutes. Sign contracts in the name of the corporation, not in your own name - “Shady Acres HOA, by John Smith, director.” Do not make commitments to HOA vendors without having clear board authority. A director committing to spend HOA August 15, 2018

funds without board authority may be held to have made a binding commitment under the doctrine of “ostensible agency.” The association in that event would have to pay, but the board could decide the expenditure was not in HOA’s best interests and sue the director for reimbursement. Get the advice necessary for the decision at hand. Most of the time your manager will supply the board’s advice for ordinary decisions, but sometimes more specialized expertise is needed. Don’t rely on a fellow director for specialized advice – it is not fair to ask them to take on the responsibility of a free expert, even if they truly do have the required expertise. Deal promptly with danger. Earlier in 2018, a Nevada association was shocked when a jury imposed a $20,000,000 verdict including $10,000,000 punitive damages, arising from a serious playground

injury, finding that the HOA ignored previous failures of playground equipment. A willful failure to deal with known hazards can expose directors to personal liability. Avoid conflicts of interest like the plague. Don’t seek or accept special favors or treatment. Volunteers should avoid personal risk arising out of their service. Understand the protections the law provides and stay within them. Kelly G. How Ready is Your Child for the New School Year?

By Desert Star Staff Backpack and supplies -- check! So, what’s left to do before going back to school? How about finding out how well your child has learned foundational skills that they need to succeed in the next grade? Ninety percent of K-8 parents believe their child performs at or above gradelevel in reading and math, according to Learning Heroes’ research. However, the National Assessment of Educational Progress finds that only a little more than a third of students are achieving at that level. What’s more, the “summer slide” puts students at risk of losing up to two months of reading skills and two and a half months of math skills over a single summer. To get a better feel for how prepared your child is for the next grade and how to support their learning at home, check out these tips from Learning Heroes’ “Super 5 Back-toSchool Power Moves.” 1. Get a gut check: Use

the Readiness Check to see how prepared your child is for their new grade. year. Find out what’s expected of your child and how you can provide support at home. Help the teacher get to know your child by sharing their interests and strengths as well. You can also share what you learned from the Readiness Check. 3. Make learning fun: You are the expert on your child and can make learning exciting. Read together, choosing topics that interest your child. Find math in everyday life and turn it into a game. These small learning moments add up to a lot. 4. Celebrate effort: Help your child see that hard work is what leads to success. Focus on effort and what your child is learning. This will help your child feel less nervous about new tasks or subjects. 5. Support life skills: Strengths such as communication, problemsolving, and confidence will help your child in school and life. Talk openly with your child about how they feel and handle situations, especially tough ones.

If you’re a parent, you’ve likely already instilled in your children the importance of good grades and healthy decisions, but if you aren’t also discussing concepts like overall saving, budgeting and the importance of having an emergency fund, now is the time to start. Children are never too young to learn skills needed for a secure financial future. To get started, consider these tips: • Teach young children money basics by playing “store” at home. Take turns being the customer and the cashier. Play board games involving money exchanges to practice addition and subtraction. • Give children an allowance and help them

create a budget. Stress the difference between needs vs. wants to help them make smart decisions when it comes time to shop for clothes, school supplies, toys and more. • Offer children incentives to save, promising to match any money they sock away so they’ll learn how invested money grows. • Encourage teenagers to get part-time jobs, then help them make smart decisions about how to allocate their income, whether that’s saving for big-ticket items, putting money away for college or donating to charity. • Review free, online financial education materials together that are geared for school-age children, such as those found at PurchasingPower.com and JuniorAchievement.org. “Purchasing Power has been helping adults learn to manage their money in smarter, more flexible ways for years,” says Richard Carrano, Purchasing Power CEO. “Expanding these efforts to include resources for young people empowers parents to put their kids on the right path in their formative years.” • Seek out community initiatives helping to combat financial illiteracy. How Much Do Your Kids Know About Money?

Large-Scale Efforts Helping Pre-K Teachers Receive Resources

By Desert Star Staff Studies have shown that high-quality pre-K education better prepares children to achieve in school and makes them more likely to strive for higher vocational aspirations. It also has a positive impact on society. For every dollar spent on high-quality early education, society gains as much as $13 in longterm savings, according to a 2016 study by Nobel Laureate, James Heckman. “Too many teachers struggle to access essential classroom resources,” says Sally McCrady, chair and president of PNC Foundation. “Luckily, it’s easier than ever to get involved in supporting local efforts to help pre-K teachers and their classrooms and students.” Large-scale efforts are being made to help more teachers, classrooms and children get the resources they need, such as science kits, books, art supplies and field trips. One example of this is a $5 million alliance between the PNC Foundation and DonorsChoose.org, a crowd-

funding platform whereby teachers request the materials and experiences they need most for their classrooms, and donors can give to the vetted projects that inspire them. Any person interested in helping pre-K teachers can access DonorsChoose.org and donate to a project. “Though teachers often spend their own money on classroom supplies, they still need many more resources to provide a well-rounded, high-quality learning experience,” says Yasmina S. Vinci, executive director, National Head Start Association (NHSA), a not-forprofit advocacy organization dedicated to supporting the Head Start community. Major initiatives of this alliance include: • Teacher Gift Cards: Every teacher who submitted a pre-K project request in the PNC footprint since April 4, 2017 received a $100 electronic gift card to be used on DonorsChoose. org. More than 3,700 public pre-K and Head Start teachers received the cards

to support new projects. • Spotlight: One outstanding early education teacher in most PNC markets has been honored as a Teacher Hero for his or her efforts and involvement in the alliance. All honorees received a $2,000 gift card to fund a project in their classrooms and a second $2,000 gift card to help seed other pre-K projects listed on DonorsChoose.org. • PNC Volunteer Gift Cards: All PNC employees who volunteered for the early education initiative Grow Up

Great in 2017 will receive a $50 electronic gift card to support pre-K project requests on DonorsChoose.org. These resources are already having real-world impacts. Last year’s campaign enabled nearly 244,000 preschool children across 21 states and the District of Columbia to receive new classroom materials and educational opportunities. More than 7,500 pre-K classroom projects benefited from the grant, which was made in support of PNC Grow

Up Great, its $350 million early childhood education initiative. ‘The Rider’--A True Story of An American Cowboy

“The Rider,” a moving western story set on South Dakota’s Pine Ridge Indian Reservation, was written and directed by Chloe Zhao, a Chinese-born, U.S. based independent filmmaker. Lauded by Variety as one of the best films of 2018, “The Rider” won the C.I.C.A.E. Award at the Cannes Film International

Film Festival, the Grand Prix Award at the Deauville Film Festival and is certified fresh on Rotten Tomatoes with a score of 97%. The film is now available on Blu-ray and DVD as of August 7 and is well worth seeing. What makes “The Rider” such a compelling cinematic experience is the

fact that it’s based on the real-life experiences of Brady Jandreau, who stars in the movie along with his actual father and teenaged sister, Jim and Lilly Jandreau. Brady, a young bronco rider, and rodeo star was violently thrown from his horse in 2016 and received a severe head injury as a result.

He returns home from the hospital with a steel plate in his head and a neurological condition that often causes spasms. His doctors warned him that he would never be able to return safely to the life and career he loves-- a job that defines him as a man and gives him a sense of purpose and self-worth. Devastated by his doctor’s dire warnings, Brady plans to find a way to overcome his severe injuries. His friends try to console and reassure him as they sit and talk and smoke by a campfire on the range. While he is healing, he finds work in a local supermarket. He also helps train and break horses for others. He is good at it, and it is evident that he cares about the horses in his care as he talks to them, strokes them gently and rides out into the South Dakota plains on horseback for solace. Brady tries to continue with his daily life while recuperating, but will he eventually risk everything to ride a bucking bronco once again? As

he struggles we watch his 15-year-old sister Lilly try to comfort him. It is clear that they share a special bond. His father also loves him but is less able to express his feelings. Watching “The Rider” the viewer can experience the lives of modern cowboys who, while not wealthy, live and love what they do in remote areas of the United States. And Brady Jandreau, playing out his own real-life story, gives a compelling performance. Perhaps a new star has been born. Cookies ’N Cream Popcorn

Yield: 12 cups 12 cups popped popcorn 1package (11 ounces) white chocolate chips 2 teaspoons coconut oil 15 Oreo cookies, coarsely chopped Place popcorn in large bowl; set aside. In medium saucepan on low heat, melt chocolate chips and coconut oil; stir until blended. Pour melted chocolate over popcorn, stirring until well-coated. Stir in chopped Oreos. Spread mixture on baking sheet and chill until chocolate has set. Break into pieces to serve.

Yield: 8 slices 3 tablespoons butter 1 bag (10.5 ounces) mini marshmallows 2 quarts popped popcorn 1 tube (.68 ounces) red piping gel 1 package red raspberry fruit roll-ups green jelly beans coconut candy-coated chocolate pieces Spray 12-inch pizza pan with cooking spray; set aside. In large saucepan over medium heat, heat butter. Stir in marshmallows until melted. Stir in popcorn until well coated. Spread mixture evenly onto prepared pizza pan. Drizzle red piping gel over “pizza” to make “sauce.” Cut small circles (about 1 1/4 inches in diameter) from fruit roll-up and place on pizza for “pepperoni” slices. Decorate as desired with jelly beans, coconut and candies. Allow to cool completely before cutting into wedges to serve.

Yield: About 30 pieces 6 cups popped popcorn 1 cup roasted and salted peanuts 1 package (12 ounces) semisweet chocolate chips 1/2 cup honey Popcorn and Peanut Truffles In large bowl, stir popcorn and peanuts together; set aside. In microwave-safe bowl, heat chocolate chips 10 seconds. Stir chips and repeat, stirring after each 10 seconds, until chips are melted. Warm honey in microwave 10 seconds and stir into chocolate until well blended. Pour chocolate mixture over popcorn mixture and stir until popcorn is evenly coated. With small ice cream scoop, push popcorn mixture into scoop and release onto wax paper to form truffles. Refrigerate until firm. Note: Truffles can be stored in an airtight container up to 5 days.

Yield: 10 cups 10 cups popped popcorn 2 tablespoons butter or margarine 2 tablespoons light brown sugar 1/2 teaspoon coconut extract (optional) 1 cup chocolate chips 1 teaspoon vegetable oil 1 bag (7 ounces) shredded coconut, toasted Place popcorn in large bowl; set aside. In small saucepan, combine butter, brown sugar and coconut extract; stir until melted and combined. Pour over popcorn, coating well. Spread popcorn onto large cookie sheet. In glass measuring cup, melt chocolate chips and vegetable oil in microwave on low heat until smooth. Drizzle over popcorn. Immediately sprinkle coconut over popcorn mixture; cool. For example, 8 million metric tons of plastics wind up in streams, rivers and waterways each year, according to research published in “Science.” According to the Ocean Conservancy, plastic product consumption is predicted to double over the next 10 years. With the health of the oceans

closely tied to the health of the environment, marine life and humans, making choices that help reduce ocean pollution is one way to make an impact. In fact, research from the Plastic Free July Foundation shows that more than six in 10 people refuse plastic shopping bags, avoid prepacked fruit and vegetables, pick up litter and avoid buying water in plastic bottles. “Mismanaged packaging waste is a threat to our oceans and the overall health

of our planet,” said Lynn Bragg, president of the Glass Packaging Institute. “We can all make a difference by changing the type of food and beverage packaging we buy, opting for reusable and refillable containers, following local recycling guidelines and helping keep beaches and waterways clean.” These tips from the Glass Packaging Institute are just a few ways to contribute: 1. Think about the

In the early morning tweet, Trump called Newman a “crazed, crying lowlife” and said he had given her a break with a job in the White House

but it “just didn’t work out”. Trump’s fury at the former Apprentice tv show contestant was unleashed after she accused him of being a racist and using the “n-word” in a tell-all memoir about her time working in the White House. When asked if he felt betrayed by Omarosa by a New York Times reporter on Saturday, Trump called his former aide a “lowlife”. He followed that comment up on

Monday with a Twitter tirade of insults directed at Newman who he said “begged” him for a job with tears in her eyes. He also claimed that other White House staff “hated” her and that she was “vicious, but not smart”. That tweet came shortly after Newman told NBC’s Today show that she believed Trump was not fit to hold office, that he was being “puppeted” and that

his presidency posed a “danger” to the country. Newman also said that Kelly fired her without Trump’s knowledge and has released audio recordings of conversations from inside the White House which appeared to back up that claim. She also said she was offered hush money not to talk about her time at the White House. The Trump administration has denied claims made by

Newman. In a statement at the weekend, White House press secretary Sarah Huckabee Sanders said that Newman’s book was “riddled with lies and false accusations” and that Newman was a “disgruntled” former employee who was simply trying to profit off attacks against the administration.

Scientists capture the speed of death as it rages through a cell

By Desert Star Staff For the first time ever, scientists have witnessed death itself moving through a cell and have measured

its speed. The revolutionary finding could hold potential for the future treatment of cancer and Alzheimer’s disease. Scientists from the Stanford

University School of Medicine witnessed the wave-like motion of cell death and published their groundbreaking findings in the journal Science.

The team found signals that trigger death to travel through cells in a domino-like effect, at a rate of three micrometers per minute. A micrometer is equal to one-millionth of a meter. These signals trigger apoptosis, a type of cell suicide or programmed cell death (PCD). It is the most understood form of cell death and is used by the human body to get rid of old or damaged cells. “This work is another example of how nature makes use of these trigger waves –things that most biologists have never heard of– over and over again,” biochemist James Ferrell said. “It is a recurring theme in cell regulation. I bet we’ll start to see it in textbooks soon.”

By Desert Star Staff PASADENA, Calif., - A Kaiser Permanente study of more than 80,000 children born over a 4-year period showed that the prenatal Tdap vaccination (tetanus, diphtheria, acellular pertussis) was not associated with increased risk of autism spectrum disorder in children. The study was published today in Pediatrics. “Infants are at the highest risk of hospitalization and death among any population subgroup after contracting a pertussis infection, a highly contagious respiratory disease also known as the whooping cough,” said Tracy A. BecerraCulqui, PhD, a post-doctoral research fellow with Kaiser Permanente Southern California’s Department of Research & Evaluation and lead author of the study. “With waning immunity against

pertussis in the United States, it has become very important for pregnant women to be immunized against pertussis. It is an immunity they pass on to their unborn baby.” “Pregnant women can be reassured by this study that there is no indication of an increased risk of autism spectrum disorder in children after being exposed prenatally to the Tdap vaccine,” Becerra-Culqui added. The Advisory Committee on Immunization Practices, which provides guidance on the use of vaccines for the United States, recommends pregnant women receive the Tdap vaccine to prevent pertussis infection, but some women still hesitate. Kaiser Permanente researchers were able to comprehensively study the hypothesized link between Tdap and autism because of

the organization’s large and diverse patient population. In Southern California, Kaiser Permanente provides health care in 15 hospitals and about 220 medical offices to approximately 4.4 million members who are broadly representative of the area’s population. Recommended vaccinations are free to all members. This retrospective cohort study looked at the autism diagnosis for children born at Kaiser Permanente hospitals in Southern California between Jan. 1, 2011 and Dec. 31, 2014. The study included 81,993 children and found that: • Prenatal Tdap vaccination coverage ranged from 26 percent for the 2012 birth cohort to 79 percent for the 2014 birth cohort. • The autism spectrum disorder incidence rate in

children was 1.5 percent in the maternal Tdap vaccinated group and 1.8 percent in the maternal unvaccinated group, comparable to autism rates in the United States (1.7 percent). • Analyses of the data extracted from electronic health records showed that Tdap vaccination during pregnancy was not associated with increased autism spectrum disorder risk in children. • Results were consistent across study birth years and among first-born children. “The link between vaccination and development of autism has been refuted by many rigorous scientific investigations. Unfortunately, the misconceptions still generate concerns,” said the paper’s senior author, Hung Fu Tseng, PhD, of the Department of Research & Evaluation.

By Desert Star Staff LAS CRUCES, N.M. — Groups advocating for the rights of children and families detained at the southern border are using the Freedom of Information Act to find out exactly where the Trump administration plans to build migrant detention centers on two military bases in the Southwest. The centers are planned for Fort Bliss and Goodfellow Air Force Base to house immigrants until their cases are resolved. Both sites are known to have toxic waste threats. The Southwest Environmental Center has joined Earthjustice in requesting information on the location of those detention camps. Attorney David Baake with Southwest Environmental Center said Fort Bliss has

Superfund sites - polluted locations that require longterm cleanup of hazardous material contamination. “The various, really nasty toxics that could be there, we’re obviously really concerned about it, and the primary concern is that we don’t want innocent families to be poisoned,” Baake said. “We don’t want them to be incarcerated at all, but certainly not in places that are dangerous.” The government has said the sites are safe. But the Freedom of Information request claims the military bases contain areas that could expose children and adults to dangerous toxic chemicals in the air, water and soil. Earthjustice has requested a response from the government

before the end of August. Baake said the Southwest is being harmed by the Trump administration’s “zero-tolerance” policy on immigration. “Just this general attitude of militarization has prevented us from maintaining those relationships across the border that have always been central to this area,” he said. “They’re not sensitive to the needs of people of color, people who are low-income.” In July, the Southwest Environmental Center filed a separate lawsuit in federal District Court in Las Cruces seeking to stop the government’s policy of holding migrant children in detention indefinitely. A hearing on a preliminary injunction could be heard as early as September.

Scientists used the egg of an African clawed frog, which is a single, large cell, to conduct the experiment. After removing the cytoplasm and placing it in a tube, they then initiated apoptosis and used a fluorescent green protein that glows when apoptosis occurs. The green glow moved at a constant speed which shows apoptosis was spreading through trigger waves rather than chemical diffusion. Scientists then conducted the same experiment with an intact egg. The findings add to scientists’ understanding of cellular death, which could contribute to research on cancer treatment and for Alzheimer’s as well as other neurodegenerative conditions.

Program Key for Funding MT Outdoor Recreation Set to Expire

are calling for permanent reauthorization of the Land and Water Conservation Fund – a program that has received

bipartisan support in the past. Montana has received nearly $600 million since the fund was created more

than 50 years ago. It’s helped protect a wide range of landscapes, including Glacier National Park and grizzly bear habitat on the Rocky Mountain Front. Dave Chadwick, executive director of the Montana Wildlife Federation, says the program is crucial for the outdoor recreation economy, which supports more than 70,000 jobs in the state. “Acquiring crucial parcels that open up access to other areas of public land,” he states. “Of course, 70 percent of the fishing access sites in Montana have been funded in part with LWCF funds, and really these dollars have touched every corner and every community in this state.” The program receives funding from royalties paid by energy companies drilling for oil and gas offshore. Funds also are used

to build playgrounds, swimming pools, urban bike paths and other facilities. The LWCF’s Forest Legacy Program has supported timber jobs and sustainable logging in Montana as well. It’s set to expire on Sept. 30. Chadwick says the program has played an “immeasurable role” in keeping Montana the way it is today. “The need is only going to grow in the future, and fully funding and authorizing the program is really going to help us keep Montana so that in 20, 30, 50 years, future Montanans are going to be able to enjoy everything we love about the Treasure State today,” he points out. Montana’s U.S. senators have supported fully funding the Land and Water Conservation Fund. In most years, Congress raids the fund to spend on other projects.

High Turnout Expected in Tuesday’s MN Primary By Desert Star Staff MINNEAPOLIS — It’s estimated nearly 50,000 Minnesotans will have submitted ballots ahead of tomorrow’s primary election in Minnesota, a record number according to the secretary of state. Voters will decide primary races for two U.S. Senate seats, three open House seats, the governor and several other races. Ginny Gelms is elections manager in

Hennepin, Minnesota’s most populous county. She said Minnesota historically has one of the highest rates for voter turnout in the nation. “We are seeing really high turnout,” Gelms said. “Our absentee ballots, we’ve already broken the record for the most absentee ballots we’ve ever seen for a primary election.” Nearly 400 candidates have filed to run for state and federal offices in Minnesota this year, the biggest spike

in potential candidates since the early 2000s. Voters in Wisconsin, Vermont and Connecticut also go to the polls Tuesday. Minnesota voters who want to view a sample ballot in their county, verify they’re registered or search for other election information can go to mnvotes.org. Since 2014, Minnesota voters no longer need a reason or excuse to vote absentee and can request

a ballot and vote in person or by mail up to 46 days before an election. Gelms said Minnesota has a history of making it as convenient as possible for people to exercise their right to vote, including Election Day registration. “Folks who haven’t gotten around to updating their voter registration if they’ve moved, or people who’ve moved close to election day, or people who moved to the state close to the election day or something like

that have the opportunity to register, even if they didn’t do that ahead of time,” she said. A stronghold for Democrats, Minnesota has not voted for a Republican president since 1972, but in recent years has seen tens of millions of dollars spent by the Republican Party on advertising to elect more GOP candidates. The GOP now holds three of the state’s eight seats in the U.S. House.

The incident occurred at approximately 8:15 a.m. Sunday morning, when a Lawful Permanent

Resident (LPR), approached the checkpoint in a white Chevy Malibu. During an immigration inspection, a canine detection team alerted to the windshield area near the front right fender of the vehicle. By Desert Star Staff FBI agent Peter Strzok, who became a central figure in controversy surrounding investigations into alleged Russian meddling and Hillary Clinton’s private email server, has been fired, his attorney has said. The 21-year FBI veteran was fired Friday afternoon, according to Strzok’s attorney Aitan Goelman. “This decision should be deeply troubling to all Americans,” Goelman said in a statement released on Monday, adding that the bureau’s deputy director had “overruled” the FBI’s Office of Professional Responsibility concerning Strzok’s case. Strzok’s firing comes just days after President Donald Trump took to Twitter to denounce him and other FBI officials as “clowns and losers”who have tarnished the reputation of the bureau. Once the deputy assistant director of the FBI’s Counterintelligence Division, Strzok was one of the leads in the “Midyear Exam”investigation of Clinton’s use of a private email server during her tenure at the State Department, as well as the “Crossfire Hurricane”probe of claims that Trump had “colluded” with Russia during the 2016 US presidential election. In May 2017, he joined the team of Special Counsel Robert Mueller that took over the Russia investigation. His name first popped up in the press in December, when it was revealed that Strzok had been removed

from Mueller’s team and reassigned to FBI’s Human Resources department. The Justice Department’s inspector general had found hundreds of text messages between Strzok and FBI special counsel Lisa Page, who were having an extramarital affair, revealing the duo’s hostility to Trump. “[Trump’s] not ever going to become president, right? Right?!” Page texted Strzok in one exchange in August 2016. “No. No he won’t. We’ll stop it,” Strzok replied. The inspector-general’s report, released in June, found no “documentary or testimonial evidence” that Strzok and Page’s political bias affected their work, but conceded that “the conduct by these employees cast a cloud over the entire FBI investigation.” In a testimony before two House committees last month, however, Strzok insisted he was not biased at all and had done nothing wrong. He was “particularly proud” of his work on the Clinton investigation,

“In addition to answering for this crime, we will pursue revocation of legal immigration status when appropriate.” The details of the subject’s arrest were referred to U.S. Citizenship and Immigration Services, to determine if revoking her privileged status is warranted. The 52-year-old woman, a Mexican citizen, was turned over to the Drug Enforcement Administration along with the vehicle and narcotics for further investigation. In the fiscal year 2018, El Centro Sector agents have seized more than 1,035.35 pounds of methamphetamine, amounting to over $2.4 million. Sunset for Conservation Program Draws Near By Desert Star Staff DENVER – The Land and Water Conservation Fund, financed by fees from offshore oil and gas production, will expire on Sept. 30 if Congress doesn’t act. Suzanne O’Neill, executive director of the Colorado Wildlife Federation, calls the fund one of the nation’s best conservation programs that has been tapped to preserve wildlife habitat and open spaces, and to create parks and public access to outdoor recreation. “Essentially, it’s provided an investment stream into our outdoor recreation economy in Colorado,” she points out. “Over the years, we’ve received approximately $268 million from this fund.” According to the U.S. Census, each year more than two million people hunt, fish, or view wildlife in Colorado, activities that contribute $3 billion to the state’s economy.

In addition to hundreds of park projects across Colorado, the program has helped protect places such as Great Sand Dunes National Park, Canyon of the Ancients National Monument and Uncompahgre, ArapahoRoosevelt, Gunnison and Rio Grande national forests. The Trump administration’s proposed 2019 budget would eliminate the Land and Water Conservation Fund’s budget. Tracy Stone-Manning, associate vice president for public lands with the National Wildlife Federation, says if that budget is approved by Congress, no federal land conservation projects would be funded for America’s national parks, forests and wildlife refuges, and other public lands. “For the last 50 years, we have been creating these remarkable public places, from urban parks to protecting wildlife habitat, and we have

By Desert Star Staff PHOENIX – National Parks, such as the Grand Canyon, Yosemite, and Zion, are beloved American visitors’ sites, but they also face an $11.6 billion backlog in maintenance issues. Now, there’s growing bipartisan support to fix the National Parks. The spending backlog includes more than $500 million in maintenance needs in Arizona park sites alone. Yaron Miller, an officer of the Pew Charitable Trusts Restore America’s Parks project says the problems threaten visitor access and safety. “These repairs include deteriorating historic buildings, unsafe roads, eroding trails, outdated campgrounds and broken bathrooms, crumbling monuments and degraded water, sewer and electrical systems,” he says. A bipartisan group of senators this summer introduced the Restore our Parks Act. It proposes to spend $6.5 billion over

five years to make some of the most critical repairs in the parks. Lawmakers say National Parks are important not only to the nation’s identity but to its economy. Arizona’s National Park sites brought more than $1 billion in visitor spending to the state last year. John Dillon is the executive director of the Grand Canyon River Outfitters Association. The businesses he works with rely on park visitors who come on guided whitewater rafting trips. Dillon says much could be done to improve the Grand Canyon National Park experience for visitors. For example, he worries about the park’s aging water system which regularly has leaks or breaks. “That’s massively important to the economy of travel and tourism throughout Northern Arizona,” laments Dillon. “If that’s a broken water line and there are no potable sources of water, you simply can’t accommodate those guests.”

Reps. Ken Buck (R), Doug Lamborn (R) and Scott Tipton (R) have yet to co-sponsor legislation to reauthorize the program.
