By Desert Star Staff BORREGO SPRINGS, CA – Borrego Community Health Foundation (Borrego Health) has opened a new clinic, the Coachella Valley Community Health Center, in Coachella, CA. To celebrate the clinic’s opening and raise awareness of the services offered, a ribbon-cutting ceremony will be held on Thursday, August 18, 2022, beginning at 5 p.m., with clinic tours to follow. “Our primary focus is improving the health of the underserved,” said Rose MacIsaac, CHFP, interim Borrego Health interim CEO and CFO. “Opening the Coachella Valley Community Health Center will alleviate many of the fundamental barriers to care for individuals in Coachella, Indio, La Quinta, Mecca, and Thermal by introducing a local option for comprehensive health services. In a region that has historically lacked accessible care.” The clinic has opened with Family Medicine, Pediatrics, Obstetrics, and Laboratory services. When complete, the site will offer comprehensive health services, including Urgent Care, Women’s Health, Dentistry, Pharmacy, and Radiology.

Riverside County Fourth District Supervisor V. Manuel Perez was honored as the Arena’s first ‘sitter’ and helped affix the final bolts of the first 11,000+ seats at the Arena. By Desert Star Staff Last year, Americans reported losing a recordbreaking $5.8 billion to scams, and now, the State of California and AARP are teaming up to try to bring the number down. A four-part web series on consumer fraud protection debuts today at noon and runs every Wednesday through the end of the month. Sally Westlake, the targeted outreach specialist for the California Department of Financial Protection and Innovation, pointed out that so-called romance scams affect thousands of people. “The most recent report by the FBI said last year, over 3,000 Californians fell victim to online romance scams, losing nearly $184 million,” Westlake reported. “The most vulnerable to romance scams are people over 60.” The first Scam Chat webinar will cover the most prevalent types of fraud in California right now. The other three in the series will cover home improvement and solar schemes, investment fraud, and financial empowerment. Jackie Wiley, also a targeted outreach specialist for the California Department of Financial Protection and Innovation, said people should be suspicious when someone calls or emails claiming to work with a financial institution, law enforcement, or government agency. “It could be a utility company telling you your bill is delinquent. It could be ‘the IRS.’ It could be someone saying you missed jury duty,” Wiley outlined. Wiley added that it is always a big red flag if a caller or email asks for payment via cryptocurrency or gift card. By Desert Star Staff According to law enforcement, a man drove his car into a barricade at the US Capitol in Washington DC on Sunday morning before firing several shots into the air and killing himself with his gun. Reports suggest that the suspect set his vehicle on fire immediately before committing suicide. The incident occurred just after 4 am, with US Capitol Police saying that the man’s car “became engulfed in flames” as he exited it following the crash. After leaving the burning vehicle, he fired several shots into the air and shot himself as officers approached. Nobody else was hurt, and the responding officers did not discharge their weapons. Capitol Police investigators are currently looking into the man’s background but said on Sunday that it does not appear that he was targeting any members of Congress who are now on recess. A Fox News report suggested that the unidentified suspect set his car on fire before ramming the anti-vehicle barricade. Economic Success Ladder a Harder Climb

According to a new study, Hispanic and Latino workers have high employment rates in the U.S. Still, they continue to experience a shortage of jobs paying enough to lift them into the middle class. Jessica Vela, the research assistant in tax and budget policy at the Center for American Progress, said America relies on millions of front-line workers. Still, the typically low-wage jobs are often held by people of color, and the darker their skin, the more discrimination they face. She added that many Latino workers, particularly those of Guatemalan,Mexican,Honduran, and Salvadoran descent, work in jobs where labor violations are expected, including hospitality or caregiving. “This is the root of systemic racism within the U.S.,” Vela asserted. “This can impact individuals trying to fi nd a job and keep a job.” Census data show that the percentage of Latino adults with at least an associate degree is 20 points lower than white adults. Earlier this year, the Texas Higher Education Coordinating Board began examining whether a postsecondary degree is producing value credentials, leading to higher earnings for all, not just some students. Latinos represent 17% of the workforce but 24% of the tipped worker population. According to the report, tipped workers often make subminimum wages, are at the mercy of the economy, and were laid off by the millions during the pandemic. Vela added that many of them were Hispanic women who lost jobs at alarming rates starting in April 2020. “Hispanic women 20 and older experienced one of the highest unemployment rates by race, gender, ethnicity; a little over 20%,” Vela reported. “Losing jobs, it can be tough with labor markets to fi nd other jobs, leaving them vulnerable to not being able to provide.”

More Problem Presidents (Part 2)

By Kelly Richardson,G. Esq. Richardson:Mr. The president of our associationhomeowner decided she was overwhelmed with responsibilities and there was a need for a paid on-site manager. There was no mention, notification or discussion for the next meeting agenda in regards to the on-site manager hiring. The minutes following the next association meeting which came 2 months after the board meeting, notified members the board had hired the president as a paid onsite manager. Since she has become onsite manager, every vendor except the management company has been replaced, including the pool man, plumber, trash company and gardener. Isn’t there something unethical, wrong and possibly liable about these ongoings? M.H., Pasadena Dear M.H.: Your president wears too many hats, and probably is not qualified to manage an HOA. Even if she were truly qualified, the conflicts of interest are huge. More importantly for her, she is almost certainly not protected from liability by the business judgment rule and by the volunteer director errors and omissions insurance. She is not a volunteer (since she is being paid) and is not acting as a director, but as manager. Hiring homeowners is a bad idea and such arrangements rarely work in the long term. Encourage your board to hire a credentialed professional manager from a mainstream HOA management company. E.A., San Jacinto Dear Kelly: The board president chose a management company without getting 3 bids and with approval of the owners. The president should not be taking actions such as closing clubhouses or hiring a vendor without express board approval, which is recorded in the minutes. No one position on the board has a weightier vote than any other, and the president of a nonprofit HOA is much less powerful than the business CEO or president. In the HOA world, the board is the “boss,” not the president. Rein in your president, and make sure the board makes decisions. In this year’s election, the ballots were submitted to the president who announced the “winners” of the three board positions. The president will not disclose how many votes each candidate received. He simply announces who won, and then determines who will take each of the three officer positions. Is this whole process even legal? The Inspector of Elections, a volunteer or vendor appointed or hired by the board, opens and counts ballots and announces the results – not the president. The president does not select the officers, the board appoints officers in an open meeting of the board. Lastly, any member of the association has the right to inspect the ballots pursuant to Civil Code Section 5125. Young artists formed collectives during the 1970s, such as Asco, Mujeres Muralistas, Los Four, and the Royal Chicano Air Force, among others. Artists featured in The Cheech include the late Carlos Almaraz, a leading member of the Chicano Art Movement in Los Angeles in the 1970s and ‘80s, producing banners for rallies in support of Cesar Chavez’s United Farm Workers labor union. The exhibition will also feature the work of Frank Romero, one of L.A.’s most iconic artists. Also joining the show is Wayne Alaniz Healy, a founding member of the East Los Streetscapers, one of the first groups of artists to begin the muralist movement in the 1970s. María Esther Fernández, the Artistic Director of The Cheech, said the Center takes its stewardship of Chicano art very seriously.
