The Agua Caliente Band of Cahuilla Indians is ready to hit a ‘triple jackpot’ when the Tribe opens its third Casino. The gaming floor features no fewer than 546 slot machines and eight table games. Nurses on Reopening NY Schools: “A Clear and Present Danger”
New York nurses warn that restarting in-person schooling could spark a resurgence of COVID-19 infections. (Budimir Jevtic/Adobe Stock) By Desert Star Staff NEW YORK -- Nurses are warning that reopening New York public schools for inperson classes risks spreading COVID-19 among students, their families and school staff. The state has approved bringing students back to
school this fall, although recent reports show young people are significant carriers of the novel coronavirus and can spread it to adults, who are much more vulnerable to the disease. Judy Sheridan-Gonzalez, president of the New York
State Nurses Association, said they are concerned that the supply of personal protective equipment is inadequate, and that schools haven’t taken other important steps to ensure safe reopening. “There are issues of transportation that I don’t
think have been worked out, the isolation or the need for shields,” said SheridanGonzalez. “How are people to eat? What would they do if they have a person who becomes positive?” The nurses association called on state and local officials to postpone in-person classes and to make the investments that would make classroom instruction safe. Sheridan-Gonzalez said the rapid spread of COVID early in the pandemic showed that planning and preparation for a return to in-person classes needs the active participation of teachers, school administrators and parents. “One of the many errors that took place in the hospital situation was that the direct caregivers were not involved in the planning,” said Sheridan-Gonzalez, “and certainly were not given accurate information about what the preparation was.” She emphasized that
additional revenue also is needed to facilitate at-home learning for all students. Sheridan-Gonzalez pointed out the revenue would be available -- if New York lawmakers pass legislation to tax the types of income that benefit the state’s wealthiest residents. “There are about five or six separate taxes that could generate billions of dollars of revenue for the State of New York,” said SheridanGonzalez, “to save hospitals from closing, to provide support for families who are paying rent or paying mortgages, create jobs.” She said she also wants Congress to pass the Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act, which she said would help working-class New Yorkers and mitigate state and local budget shortfalls. benefits of your generosity. While obtaining tax benefits may not be the primary motivating factor for your gifts to charity, the federal tax deduction for charitable contributions can prove valuable at tax time—and, with smart planning, there’s no reason why you would need to forego these tax benefits under the new tax law.
Changes in Tax Reform Effecting the Charitable Contribution Calculus The 2017 tax reform legislation roughly doubled the standard deduction to $24,000 per married couple and $12,000 per individual. This tax law change also limits the value of itemized deductions so that fewer people will itemize under the new tax law. For example, the deduction for state and local taxes was capped at $10,000, and the mortgage interest deduction was limited to interest on (new) mortgages of $750,000 or less. Thus some people have fewer reasons to itemize. The charitable contributions deduction, itself, was left intact. However, you are required to itemize to claim a deduction for gifts to charity. This could exempt many taxpayers
from receiving a deduction for charitable donations, without careful planning. One’s income-based limits restrict the charitable contributions deduction from exceeding 50 percent of adjusted gross income (AGI). Also, if you make non- cash gifts in 2019, 30 percent of AGI is allowed if the donation is subject to capital gains treatment. The fashionable gift of appreciated stock is subject to this restrictive 30 percent limit. Despite these limits, the wealthy may still benefit from donating appreciated stock. One can even generate tax savings by giving the stock instead of selling it and paying the associated tax. Furthermore, donating appreciated stock allows one to make a more substantial gift because the appreciation in the stock’s value is essentially donated pre-tax. Because of the expanded standard deduction, many may consider using a “bunching” strategy to consolidate charitable gifts into a single year, to cross the standard deduction threshold and itemize. For example, if you typically donate $15,000 per year to charity, you may want to consider donating $30,000 in 2021 and forgoing the
donation in 2020. Doing this would entitle you to claim the itemized deduction in 2020, rather than potentially missing out on the deduction in both years and possibly placing you in a lower tax bracket. If you enjoy continuous support to your charity and are concerned that the bunching technique will leave the charity without a regular gift during “off” years, An easy solution would be to Set up a donoradvised fund, which would help you to achieve your goal, and maximize the tax benefits of your gifts. A donor advised fund is an account set up with a financial institution that can be funded with a large donation in a single year, however, allows you to direct funds to the charity or charities at your discretion to continue to provide a “more- steady” stream of support to the charity. If you have reached age 70 1/2, and are taking required minimum distributions (RMDs) from an IRA type account, the “qualified charitable distribution” (QCD) strategy can be a great strategy to donate and benefit taxwise. These gifts are made directly from the IRA to the charity, and they serve to reduce the client’s RMD for the year. Simply ask the
investment company to direct funds of RMD to the charity. A QCD provides substantial tax benefits because the donation directly reduces the client’s tax liability with no need to itemize. For example, if you are required to take a $50,000 RMD and elect to direct $20,000 to charity, your taxable income from the IRA is limited to the $30,000 balance—reducing the tax bite. It potentially causes you to move to a lower income bracket. Conclusion There is no one-size-fits-all approach to charitable giving. With careful advance planning, most donors can continue to support the charities of their choice while still obtaining substantial tax savings. Janice Gough is a Financial Advisor in Palm Springs. Embracing Virtual Meeting Function – Now and Later
By Kelly G. Richardson, Esq. CCAL Many months now into the pandemic, some associations have stopped conducting board meetings. That is a mistake on many levels, but also completely unnecessary. Boards do not need to govern in secret, avoiding the Open Meeting Act. Many inexpensive platforms are widely available to help HOAs conduct open and virtual meetings. There are many platforms, and Zoom, Ringcentral, Webex, GoToMeeting, and TeamViewer are some which I have used. Most have a free limited service version and a reasonable monthly subscription with more and enhanced features. Here are some things to consider for HOA virtual board meetings: 1. Don’t assume this is only useful during the pandemic. HOAs may find that the option of virtual attendance in the future may increase communication and member participation. Plan on keeping the technology after live meetings are okay again. 2. Pay attention to the setup. I attended a meeting recently where the organizer forgot to give themself full control over attendees with
the ability to mute or even disconnect someone when necessary. One homeowner was long-winded and habitually talked over others in meetings. Every time the organizer muted the attendee, the attendee unmuted themselves, repeatedly disrupting the meeting. 3. Think about the sound. One problem with mixed live/ virtual meetings is that multiple unmuted microphones at the same time will create feedback or very distracting echoes. Also, a single laptop, tablet, or smartphone may not have an adequate microphone to pick up all the board deliberations. A short-term solution is to make sure that the physically present directors cooperate to make sure only one microphone is on at a time. This will slow the pace of the deliberation, but that is not always a bad thing. A longterm solution is to purchase a separate conferencing microphone/speaker to provide a single source for the audio component of those in the meeting room. Many manufacturers have such devices, including Owl Labs, Dell, Jabra, Polycom, and others, and are priced from less than $200 to just under $1,000 for models which include cameras. 4. Think twice about recording meetings. Most August 19, 2020
meeting platforms have an option to record sessions. However, the important facts from the meeting should be sufficiently recorded in the written minutes of the meeting. The commentary and deliberation itself may best not be recorded, because sometimes recording can intimidate and even squelch participation by those afraid to “say the wrong thing.” 5. The meeting rules still apply. Whether someone is participating from their den or in the clubhouse, the HOA’s meeting rules should be enforced. Disorderly virtual meetings are a nightmare. 6. Alert virtual participants that poorly functioning devices or poor internet connections may make it hard for some users to be heard or seen and may be prone to freezing. Announce before the meeting that poor connections will not hold up the rest of the meeting.
7. Necessary documents such as the agenda and any other documents for members to see should be properly uploaded in advance. Screen sharing is a good backup. 8. Have a roster handy to ensure that only members log in. 9. Stay on topic and keep the meeting moving. Have great virtual board meetings and consider keeping this connection along with live attendance when we all have the choice again. Kelly G. CA Group Plans High School Voter Registration Week

The latest survey from the University of California

shows an upswing in civic participation among 18-to24-year-old Californians. More than half say they intend to vote in November, compared to a youth turnout of less than 40% in 2016. But new voter registrations
have sharply declined since the pandemic began. Laura Brill, founder and director of the Civics Center, a Los Angeles-based nonprofit working to improve youth voting rates, wants to reverse that trend. August 19, 2020
“We’re just going to miss out on the energy and enthusiasm and creativity of these recent graduates and other other young people,” Brill said. Motor Vehicle Departments, where eligible California voters are automatically registered unless they opt out, have been closed to stop the spread of the coronavirus. And concerts and sporting events -- places where, without the pandemic, there would have been registration drives with voter information -- have been cancelled. The online High School Voter Registration Week event starts September 21. Brill said there’s a misconception that historically low youth participation rates mean younger voters are either apathetic or self-centered. She disagrees, and said lots of young people really care about each other, their families and their communities. “A lot of what stands in the way is lack of a cultural
context in which they can really see themselves participating,” she said. California is one of 15 states that allows pre-registration, so 16- and 17-year-olds can fill out forms that become active when they turn 18. Brill said this system also gives young people time to understand their roles as voters. “People think there couldn’t be much that happens in high school because kids aren’t 18 yet. But there’s a lot of organizing and action and development of civic engagement,” she said. In the last two years, California’s pre-registration rate has grown from just under 10% to just over 17%. Brill said she hopes through efforts like next month’s registration week, more and more high school students will take advantage of the opportunity. Teachers Paying for PPE Out of Pocket
At least $116 billion is needed to equip public schools - with masks, plexiglass, cleaning supplies, test kits and other safety measures - to stop COVID-19’s spread. Kevin DiPasquale, a Denver-area 8th-grade STEM teacher and member of the American Federation of Teachers Colorado, said he’s eager to be back in a classroom with his students. But he does not believe all schools are prepared to reopen safely, due to a lack of resources and the absence of a cohesive national strategy. DiPasquale said teachers have had to find their own personal protective equipment (PPE) and pay out of pocket. “Today I picked up face shields for masks for further PPE protection, and my students are coming on Monday,” DiPasquale said. “The rest of my building is still waiting for Plexiglas dividers.” Safety concerns over reopening schools have been downplayed by the Trump administration. President Donald Trump has claimed the coronavirus does not pose a large risk for children. Secretary of Education Betsy DeVos has stated, without evidence, children block COVID-19. In the final two weeks of July, more than 97,000 U.S. children tested positive for the coronavirus, according to the American Academy of Pediatrics and the Children’s Hospital Association. At least 86 children have died from COVID-19 since May. DiPasquale does not think risks to children should be taken lightly. “When we have certain areas of our country that are shutting down because it’s just not safe, but schools are being encouraged or even sometimes strong-armed into opening, it points to a larger issue of the value of education and educators in our country today,” DiPasquale said. The American Federation of Teachers estimates at least $116 billion is needed for masks, plastic shields, cleaning supplies, test kits and other safety measures,

Schools Look for Continued Flexibility to Keep Children Fed
By Desert Star Staff COLUMBUS, Ohio -Hunger-fighting groups in Ohio and other states are asking Congress to extend waivers that are helping to feed children as the coronavirus pandemic rages on. Roughly half of Ohio school districts are starting fall classes either fully or partially remote, which makes it more difficult for traditional schoolbased nutrition programs to reach children in need. Kimmy LoVano, director of advocacy and public education for the Greater Cleveland Food Bank, says greater flexibility is needed for take home, pick-up or meal distribution programs. “The less red tape there is around these programs, the more efficiently we can get meals out to kids, especially as things change,” she states. “If schools are open now but they close later on in the fall, having some of these waivers in place now will make it significantly easier to for us to respond.”

More than 1,300 organizations have signed a letter asking the U.S. Department of Agriculture to extend several waivers through the Families First Coronavirus Response Act to ensure continued access to meals in the school year. One example, says LoVano, is the need for a waiver to allow after-school meal programs to skip the enrichment activity that is currently required. “It’s difficult to require kids to do an activity when kids can’t be in close proximity to one another, and when we’re providing a grab-andgo meal,” she points out. LoVano also maintains, with record numbers of Ohioans turning to food banks for assistance, that the Supplemental Nutrition Assistance Program should be strengthened. “For every one meal that is provided by food banks, SNAP provides nine,” she points out.

However, for $4.99 a month, a Peacock Premium subscription will provide you access to exclusive content. If you hate commercials, Peacock Premium Plus will
