San Diego’s Old Globe Theatre Stages “Romeo And Juliet” The World’s Greatest Love Story By Jack Lyons Theatre and Film Critic Member American Theatre Critics Association There have been many love stories written about the redemptive power of love in all its art forms: poems, songs,
odes, sonnets, essays, novels, movies, and stage plays over the centuries. Be it the 2500-year-old Greek theatre with its ancient plays and their paean’s to love and war– or the plays of Shakespeare centuries later - each in its own way has
impacted societies no matter the culture or the language. When it comes to the English speaking theatre, however, no one has written more eloquently or with the beauty and the transformative power of our language over the
last 400 years than the Bard of Avon, William Shakespeare. He was a prodigious playwriting genius, actor, and storyteller. His magnum opus tribute to love; the tragic and cautionary tale “Romeo and Juliet,” is often referred to as the greatest

Emergency Preparedness Tips to Help Ensure Pet Safety prepare before it occurs. When it comes to managing pet safety during an emergency, the unpredictable can make the preparation process even more difficult. Regardless of a pet’s size or demeanor, a disaster can take a toll on a pet without proper planning. Keep in mind that all pets are different, particularly when the unexpected occurs. From accommodating their nervousness to tracking their food or medication requirements, understanding the needs of your pets can make a difference in the handling of an emergency. Consider these tips from PetSmart Charities to help create a preparedness plan for you and your pets.

Pack in Advance Arranging emergency supplies ahead of time can be a helpful first step when creating a pet preparedness plan. Essentials for packing include bowls for food and water, basic first aid items, lists of vaccinations and medications and a spare leash and collar. Consider adding the pet’s name and
your phone number to the collar to ensure you can be contacted if you become separated from your pet. Keeping these items close will be essential if you’re able to stay in your home but if there comes a time to leave your home, bring along a week’s supply of food and water, labeled pet medication and a crate to provide a safe space for pets that may feel nervous or frightened. “Plastic or wire crates will not only safely contain and transport pets, but they also condition relaxed behavior,” said Amanda Landis-Hanna, DVM, senior manager of veterinary outreach at PetSmart Charities. “Using a crate can provide a familiar reference point for pets during times of fear, uncertainty and anxiety.” Pick a Safe Location Knowing where to turn in the case of a crisis can be tricky when bringing pets along. Try locating an array of safe places that allow pets and keep the list on-hand in the event of an emergency. Locations range from the homes of friends
and relatives to hotels and disaster shelters, however, be sure the accommodations are pet-friendly and do not have restrictions on specific animals or breeds. If those locations won’t suffice, check with your local humane society or Society for the Prevention of Cruelty to Animals (SPCA) to see if they offer facilities during disasters or can provide recommendations. Ready Yourself When disasters take place, try to maintain as much of a ready-to-go mindset as possible. With items packed in advance and locations in mind, it can be beneficial to have details and items sorted, like a toothbrush and other easily overlooked necessities. Although the needs of your family members, whether they are four-legged or two-legged, are at the forefront of your mind, it can put you at ease knowing your needs are in check. A Creative Twist on Halloween Carvings W

hen it comes to Halloween, carving the same pumpkin designs each year can become routine. This year, save a pumpkin and carve your spooky masterpiece into a watermelon instead. Nutrient-rich watermelon can be a healthy alternative to other sweet treats full of added sugar during Halloween festivities as it’s a source of vitamins A and C as well as the antioxidant lycopene and the amino acid citrulline. Because they are made up of 92% water, watermelons can be an effective way to stay hydrated during trick-or-treating, and creations like a Mummy or Jack O’Melon can help satisfy sweet cravings while keeping friends and family members frightfully delighted. To get started, consider these carving tips and tricks:
Mummy Supplies and Tools: Watermelon Cutting board Kitchen knife Dry-erase marker Paring knife Melon baller Scoop Vegetable peeler Cheesecloth or gauze Straight pin (optional) Battery-operated candle or light Small bowl Blueberries or bloody candy eyes

To make cutting and slicing easier, the watermelon should be at room temperate when carving. Cut a small, thin, flat piece from the bottom of the watermelon to provide a stable base for carving. Draw the design on the watermelon rind with a dry-erase marker before cutting. If you make a mistake, this can make it easier to wipe off. Use a sharp knife with a pointed tip for easier, cleaner cuts. Consider a paring knife with a smaller tip for ease of detail. Blend scraps of watermelon that are too messy for dicing or slicing to create an easy juice.
For more watermelon carving ideas, visit watermelon.org.
Toothpicks, pins or glue Wash watermelon under cool running water and pat dry. On cutting board, place watermelon on its side and use kitchen knife to cut off 1/4-1/2-inch of rind from bottom to provide sturdy base, being careful not to cut too deep into white part of rind. Cut 1-2 inches from stem end to create opening for bowl to be added. Using dry-erase marker, draw eyes, nose and mouth, along with wavy slits around carving. Use paring knife to cut them out, being sure to cut through to red flesh to let more light flow through.
Use melon baller to hollow out inside of watermelon. Reserve watermelon balls. Use scoop to remove remaining watermelon. Using vegetable peeler, remove green skin off outside of watermelon, similar to peeling cucumber. Wrap thin strips cheesecloth or gauze around mummy carving and secure with straight pin, if needed. Place battery-operated candle or light inside carving and fit small bowl into top of carving. Trim away excess rind to make bowl fit securely. Fill bowl with melon balls. Attach candy eyes or blueberries using toothpicks, pins or glue.

Using dry-erase marker, draw outlines of eyes, nose, mouth, hair, ears and other features on side of watermelon. If mistake is made with marker, wipe off using paper towel to start over. Following outlines, carve features into watermelon and remove excess rind. Safe, battery-operated light can be firmly placed inside watermelon to provide haunting glow. What to Consider to Avoid a Tax Audit, if you Relocate To States with Lower Taxes
By Janice Gough The key to avoiding a tax audit when you decide to make a move is to comply with the rules of the state you are leaving from so that state doesn’t still consider that you are a resident. The state one plans on leaving may very well be watching, ready to pounce with a state tax audit to collect some of the tax revenue it will be losing. Some of the high tax states are New York, New Jersey, Connecticut, and California. New York State conducts roughly 3,000 nonresidency audits annually and

has collected approximately $1 billion in revenue between 2010 and 2017 as a result of these audits. High-tax states have increased their audit percentages, after the passage of the massive 2017 tax cut bill, which instituted a $10,000 limit on state and local tax deductions, starting with the 2018 tax returns. Florida residents have no estate tax, no income tax, and lower property tax rate, however, you cannot buy property there and feel that the state you leave is just going to accept that you are now domiciled in that state. You will have to meet all the rules of the country you are moving to. States have different qualifications for taxpayers to establish their residency. The most common criteria are based on time spent in-state within one year, often coupled with owning a home there. New York state, for example, will consider an individual a resident subject to full state income taxes if among other criteria the individual person maintains a permanent place of residence in the state for more than 11 months of the year and spends more than 183 days in the state. New Jersey and Connecticut have similar rules but use one year for their definition of a permanent place of residence; Maryland uses six months. As long as one considers what all the things that the states will do to verify that you are a real resident of the
and New Jersey, which also base proof of residency or non-residency on facts and circumstances, taxpayers must document their primary residency because the burden of proof rests with the taxpayer. The easiest way to prove that one has relocated from California is to sever all ties with the state. However, it is not always possible. However, putting all your ducks in a row is even more critical in California, where tax authorities can look back four years instead of the usual three-year period that the federal government and most states use. Remember the tax authorities talk to each other, and if you’re filling out multistate tax forms and audited by one state, that state will contact the other states and the IRS. They will also look at social media accounts to
Recall Questions, Part 2
By Kelly G. Richardson, Esq. CCAL Kelly: Our HOA recently had a total board recall and election. The new (self- appointed) president handed out terms based on votes received, with three twoyear and two one-year terms. Our bylaws specify a procedure for the first election, namely drawing of lots to determine terms, to be two (two-year) and three (one-year). Subsequent elections should be for twoyear terms, for a staggered election pattern. Should the president have followed the bylaws’ first election procedure, as the situation is identical, or should the president have given more two-year terms than is specified? I can’t find the answer anywhere on the Internet. new state, it should be simple. But, beware, in California, the Franchise Tax Board leaves no stone unturned. Cover all of the bases, and it should go smoothly. California has stricter rules than other states. California, which has the highest state income tax in the country, is more complicated because California doesn’t use a set period as a factor in determining residency. The California FTB instead focuses on the strength of a taxpayer’s ties to the state compared to ties to other states. The franchise board considers factors such as the location of spouse and children and principal residence, the state that has issued a taxpayer’s driver’s license and vehicle registration, and the state where the taxpayer votes, maintains bank accounts and has his or her doctors. In California and other states such as New York

board, the association still must follow its bylaws. Instead of a recall shortly before the annual meeting, such as in your case, sometimes it is better to focus on the upcoming annual meeting, instead of electing a board only for a short time. Another approach would be for the directors to all tender their resignations, conditional upon achieving quorum, in the upcoming election. Then perhaps the recall petitioners might be willing to wait, and everyone could focus on trying to elect the best board available. Recalls are a hostile and divisive business and should be avoided if possible. Hoping things improve at your association, Kelly Kelly G. Antifa may be branded ‘organization of terror - Trump warns
By Desert Star Staff Portland, Oregon, is bracing itself for a major right-wing rally – an event previously marred by clashes with anti-fascists. Warning any would-be violent counter-protesters, Donald Trump said events will be
“watched very closely.” Trump on Saturday warned that “major consideration is being given to naming ANTIFA an “ORGANIZATION OF TERROR.” Trump also expressed hope that Portland mayor
By Desert Star Staff Trepidation is rising in North Carolina’s Asian-American community amid recent changes to federal immigration law slated to go into effect on October 15. The new rules take into consideration a greencard applicant’s income level and use of federal assistance programs, among other criteria. Ricky Leung is one of the founders of the organization North Carolina Asian Americans Together. He said the new rules threaten the health of families. “Asian-Americans as an immigrant group a lot of times get left out of the conversation,” Leung said. “And a large part of North Carolina’s Asian-American community are immigrants - many of them recent immigrants as well. And so, this public-charge issue is going to affect a large segment of that population.” Education and the ability
to speak English also would weigh more heavily on a greencard applicant’s approval. Experts say the new rule would fundamentally alter the U.S. immigration system, and likely lead to the denial of green cards and visas to hundreds of thousands of otherwise eligible people. Leung said in North Carolina, more than half a million people live in a family with at least one non-citizen member, and receive at least one of the income supports identified in the rule, such as Medicaid or SNAP. He said these changes, along with the push to add immigration status to the list of questions on the 2020 census, has unsettled the Asian-American community. “It’s really kind of put the community on edge,” he said. “That dissuades some community members from accessing the support for the basic needs that they need.”
By Desert Star Staff RALSTON, Neb. – Children’s advocates are hoping Nebraskans will weigh in on a proposal by the Trump administration that could kick more than 3 million people, including children, out of the Supplemental Nutrition Assistance Program (SNAP). If implemented, an estimated 265,000 children nationwide would no longer be automatically qualified for free school lunches. The proposal also would take away state flexibility in administering SNAP.
Julia Tse, policy coordinator for economic stability and health with Voices for Children in Nebraska, says the proposal goes against the public assistance program’s main purpose. “Which is to help families become self-sufficient and to ensure that they can work towards a better future for their families, ensuring that folks don’t suddenly lose the ability to make ends meet,” she points out. In Nebraska, families with assets up to $25,000 can qualify for SNAP benefits
Ted Wheeler would be able to “properly do his job” and prevent outbreaks of violence at the upcoming gathering. That hasn’t always worked out for the mayor in the past, with Portland repeatedly becoming the scene of brutal clashes

The down point of the scuffles was Antifa (from AntiFascist) attacking journalist Andy Ngo, who was beaten up, doused with milkshakes –which reportedly contained quick-drying cement– and deprived of his equipment. The FBI and Oregon State Police will be helping Portland law enforcers to maintain order in the city, with Mayor Wheeler saying that the National Guard may also be deployed. Asian-American Community “On Edge” Amid Immigration Law Change
North Carolina Asian Americans Together and other advocacy organizations have expressed opposition to the Trump administration’s move to broaden who is considered to be a “public charge” under federal immigration law. (Adobe Stock) While the law only takes into account benefits received by the green-card applicant, Leung pointed out the policy is designed to create
confusion and likely could prevent immigrant families from seeking or using benefits they are legally permitted to use. He said his organization

if they fall on hard times. According to Tse, the proposed rule change would force families to choose between food assistance and spending down their savings to $3,500. U.S. Agriculture Secretary Sonny Perdue has called flexible eligibility provisions a loophole, and maintains removing them would save $2.5 billion. Tse argues that helping families get back on their feet is a smarter investment, and notes removing state flexibility will actually cost
taxpayers more d because of increased paperwork and administrative costs. In 2017, SNAP helped 87,000 Nebraska children avoid missing meals, and helped lift 8,600 Nebraska families out of poverty. Tse says families are working very hard, but a minimum-wage job just isn’t enough to make ends meet. “Until wages are enough to meet a family’s basic needs, these public programs are really important in ensuring that children don’t fall through
the cracks,” she states. Tse says cutting off food assistance also would stress Nebraska’s food pantries, which do not have the capacity to provide services at the scale of SNAP. SNAP currently creates 12 meals for every one meal provided by food banks. The Trump administration must consider all public comments on the rule before it can be finalized. Comments can be submitted online at regulations.gov until Sept. 23.

Collapsing Coal Industry Leaves Miners Fighting for Benefits
By Desert Star Staff A wave of coal company bankruptcies has left miners fighting for back pay and medical benefits. Three large coal producers have gone under this year. At the same time, an epidemic of black lung disease is sweeping many coal mining communities. Letcher County resident Patty Amburgey says her husband, a coal miner, died from decades of exposure to coal dust. They were married for 45 years. “It destroyed his body,” she says. “It’s like a storm went through and there wasn’t nothing left.” Last month miners traveled to Washington to press lawmakers on legislation that would ensure retired miners suffering from black lung disease and their families
are paid disability benefits when a miner’s employer has gone bankrupt. Known as the Black Lung Benefits Disability Trust Fund Solvency Act, the bill was introduced by U.S. Rep. Bobby Scott, D-Va., and is funded through an excise tax. Bankruptcy is a real fear as the coal industry continues to atrophy. Amburgey says it’s not just miners with black lung who are suffering. “Every day, I changed his bed and bathed him,” she relates. “It takes a toll not only on the person that has black lung, it takes a toll on the whole family. “It leaves a mark that can’t More than 1,000 coal miners were laid off after West Virginia-based Blackjewel filed for Chapter 11 bankbe erased nowhere. has done hemp production trials and the results will be helpful for growers. “Michael Fields did do research on hemp last year, was one of the few in the state that did,” she states. “So just kind of on the front end of it and trying to figure out as many things, make as many mistakes as we can and get all that information out to growers to try and mitigate their risk.” Last year was the first year Wisconsin farmers could legally grow hemp again. According to Wisconsin Department of Agriculture, Trade and Consumer Protection numbers, nearly 250 growers and 100 processors gained licenses in 2018. This year, the state issued more than 1,400 licenses for growers and nearly 700 for processors. The Industrial Hemp Production Field Day is on Sept. 6 in East Troy. Predictions are high for
the hemp industry, especially the CBD market. It’s expected to grow from $618 million in 2018 to $22 billion in 2022. But Sandler notes there’s a still a lot to learn about the industry and time will tell how big it eventually becomes. “A lot of the processing doesn’t really exist in the state or really in the region, and so trying to figure out if growers can be successful growing, where are the markets, where are the processors that’s going to allow the industry to grow?” she states. Urban Farm Provides Job Skills to Women in Recovery
By Desert Star Staff A pilot program in Berea where women in recovery learn job skills through farming saw its first batch of graduates this month. Harvesting Hope is a partnership between Sustainable Berea and Liberty Place, a recovery center for women in Richmond, along with several local businesses. Program director Cheyenne Olson said many people might be surprised by how much planting and harvesting translates to other types of work. “There’s an incredible amount of job-skills learning that takes places on the Berea Urban Farm,” Olson said. The 26 graduates were paid for their work on the Berea Urban Farm, in addition to receiving training in financial literacy, job interviews
and building a resume. Kentucky has one of the lowest workforce participation rates in the country, according a 2017 report by the Kentucky Chamber of Commerce. Olson pointed out while the opioid epidemic has made it difficult for many employers to fill available jobs, communities haven’t put effort into helping people transition from sobriety into employment. “And we also want to develop a model program that can be adopted by other communities who are seeking to do job-skills programs,” she said. Olson also said no jobskills program is going to work without addressing personal trauma and self-worth. “Unless they are able to have some way to heal, personally and spiritually, all of the job skills in the world

Ropeless Fishing Gear Could Aid Maine’s Lobster Industry, Endangered Whales

that at least 5% of its fleet sold by 2023 be zeroemission vehicles. Some critics argue that consumers in Colorado don’t want today’s electric sedans, they want SUVs. Dealerships also oppose the measure in part because electric vehicles require less maintenance, and a higher percentage of EV sales could force them to change their business model. Baker-Branstetter notes a couple of electric SUVs already are on the market, and more are coming. She says most consumers haven’t even seen electric vehicles, advertised or at dealerships, and 85% of Colorado car buyers don’t know about tax credits that can reduce the price of an electric vehicle by
thousands of dollars. “And so if there were better education about how consumers can save money on fuel and maintenance costs as well as the state and federal incentives, that would also help increase EV sales,” she states. A recent study of 50 major cities found that zeroemission drivers can save an average of $770 a year because of lower maintenance costs and paying as little as 68 cents for the equivalent of a gallon of gasoline. After the rule was adopted Friday, the director of the Colorado Public Health and Environment’s Air Pollution Control Division told the Denver Post that since the federal government refuses to act on air quality, it’s up to states to take the lead.

Consumer Reports: Car Buyers Win in Zero Emission Vehicle Rule
By Desert Star Staff DENVER – Colorado has joined 10 other states
that have adopted an official zero-emission standard for vehicles, a move Gov. Jared
Polis says will lead to cleaner energy and healthier air. The action comes as the Trump administration is working to restrict states’ rights to adopt protections stronger than federal standards under the Clean Air Act. Shannon BakerBranstetter, manager of car and energy policy for Consumer Reports, says the new rule means Coloradans will have a lot more choice in electric vehicles. “It also provides the state and businesses the certainty they need to invest in electricvehicle infrastructure,” she states. “And battery prices are dropping rapidly and the economies of scale that this program provides will help EV prices drop even further.” The plan imposes a mandate on automakers
By Desert Star Staff The two police officers who led a handcuffed black man by a rope from horseback will not face criminal charges over the incident, it has emerged. Images of the August 3 arrest in Galveston, Texas of Donald Neely, a 43-yearold black man who relatives say is mentally ill, triggered widespread outrage after they were published. Many of the online commentariat said it evoked images of slavery and racism in the US. Neely, who reportedly had been sleeping on the streets, was arrested for alleged criminal trespass. When a police vehicle was not immediately available, the arresting officers
led him from horseback, having secured him with a rope. The Texas Ranger Division of the state’s Department of Public Safety conducted a review, one of two external inquiries, to determine whether the officers had committed any crimes, but ultimately determined that they had not. “The Texas Rangers conducted an inquiry into this matter, which has since been completed,” the public safety agency said in a statement. “The Rangers subsequently conferred with the Galveston County District Attorney’s Office, which determined that there was nothing that warranted a criminal investigation.”
Neely’s lawyer is still campaigning for the police department to release the body-cam footage of the arrest and subsequent incident. Galveston Police Chief Vernon L. Hale III apologized for the officers’ “poor judgment,” saying they should have simply waited, though he added that they were indeed following their training for such circumstances, opting for what other police advocates described as “the least bad option.” Chief Hale vowed that his department would stop using rope escorts despite being “considered a best practice in certain scenarios, such as during crowd control,” according to a previous
Colorado’s zero-emissions policy would require 6% of cars sold by 2030 to be zero-emission vehicles, a move that is projected to eliminate more than 3 million metric tons of greenhouse-gas pollution. (DOD)

Analysis: CEO Pay Swells as Worker Wages Remain Idle
By Desert Star Staff A new analysis finds pay to CEOs is ballooning while average wages for workers remain stagnant. The Economic Policy Institute looked at compensation for CEOs at the 350 largest firms in the
U.S. and found they have risen more than 1,000% over the past four decades. Meanwhile, pay to the median worker has gone up just 12% over that time period. John Burbank, executive director of the Economic Opportunity Institute, says
the growing income gap is a symptom of a larger issue in the country. “The value of stock as shareholders is held above the value of workers, who are the people who are actually doing the work to create the profits for the companies, and

it is a continual undermining of the quality of life of middle class workers and their families,” he points out. Burbank adds that this is not just happening in the private sector. Even nonprofit hospitals have emulated this trend. According to an analysis by his organization, in 2018, the head of the Kaiser Foundation Health Plan made 193 times as much as the typical nurse. In 2018, the ratio of CEOto-worker compensation was 278-to-1. Thirty years ago, that ratio was 58-to-1. Burbank says there are ways for the Washington state Legislature to address this issue. One proposal this session would put a surtax on companies where CEOs make more than 50 times that of the median worker. Another bill would put an excise tax of 5% on employers who pay employees more than $1 million and a 10%
tax for employees who make more than $10 million. Burbank says that would bring in millions of dollars. “Our legislators could make a choice as to whether they will continue to allow this obscene escalation of compensation to the very top or whether they want to put a little brake on that and use the revenues from that brake to fund basic services for the people of our state,” he states. Burbank says if the excise tax had been implemented this year, it would have brought in more than $300 million in tax revenue, which could help fund programs as such expanded health care coverage or early childhood education. Marvel’s ‘Avengers: Endgame’ --A Superhero Finale A little over a year ago “Avengers: Infinity War” grossed $2.048 billion at the worldwide box office. That made it one of the biggest grossing films of all time. While that sounds truly impressive the latest Avengers epic “Avengers: Endgame” has surpassed that total by raking in $2.8 billion already, making it the highest-grossing film of all time. Wow! That’s impressive. But guess what! The latest Avengers epic may break up the old gang, spelling the end for some of the most beloved characters in the Disney/Marvel franchise. Who will bite the dust won’t be revealed here. You have to find that out for yourself. If you missed this compelling superhero movie in theaters-don’t worry. It is now available on Blu-ray and DVD. “Endgame” picks up where “Infinity Wars” left off. Thanks to the supervillain Thanos (Josh Brolin) the world’s population has been drastically reduced. He was aided in his catastrophic destruction
efforts by taking control of six “Infinity Stones.” As the film begins, Captain Marvel (Brie Larson) enters the scene, determined to destroy Thanos and gain control of these powerful stones. But Iron Man (Robert Downey) takes on the daunting task with the aid of Captain America (Chris Evans) and Thor (Chris Hemsworth). However at this time, due to the Avengers terrible defeat earlier, Thor has literally gone to pot. Now he is fat and out of shape, with a beer belly that has destroyed his sexy brawny good looks. It takes some convincing to get him off the sauce and back into being a superhero Avenger once more. Christopher Marcus and Stephen McFeely wrote the script for this three hour Marvel marathon directed by Anthony and Joe Russo. As the story progresses, some of the main characters may meet their untimely end in the marathon battle that ensues when the forces of good and evil are pitted against one another. Avengers like Black
Panther (Chadwick Boseman), Dr. Strange (Benedict Cumberbatch), Spider-Man (Tom Holland) and Ant-Mann (Paul Rudd) join in the chaotic struggle to save the universe. Avenger fans will be mesmerized by the horrific battle that takes place between the forces of good and evil. At one point during the carnage, Iron Man asks Dr. Strange who will win. His answer is, “You will have to
wait and see.” And so will you. While the climactic battle is overpowering and ends in the death of one special character, it still leaves plenty of Avengers alive for more Marvel film adventures. On the lighter side, we get to meet Iron Man’s little daughter. Yes, this time he is happily married to Gweneth Paltrow. The film features an allstar cast that includes Don
Cheadle, Bradley Cooper as the feisty raccoon, Scarlett Johansson, Jeremy Renner, Jon Favreau, Tilda Swinton. Chris Evans and Robert Redford. “Avengers: Endgame,” rated PG-13, has a running time of 3 hours, 1 minute. And if you missed it on screen, don’t worry. The Avengers ultimate story has returned.

Governor Gavin Newsom Signs Use-of-force Bill
By Desert Star Staff SACRAMENTO – Today, Governor Gavin Newsom signed AB 392 by Assemblymember Shirley Weber (D-San Diego). The bill enacts one of the strongest use-of-force laws in the country. AB 392 modernizes standards for the use of deadly force by officers. Correctly, this bill updates the existing deadly force standards to provide that deadly force may only be used when necessary. AB 392 also requires officers to use other techniques to address threats instead of using deadly force when safe to do so, encouraging law enforcement to train on and use deescalation techniques like verbal persuasion and other crisis intervention methods. “This is a time for healing, progress, and looking www.desertstarweekly.com
forward. The bill goes to the heart of some of our most sacred principles, in which force should be exercised judiciously, with respect for human life and dignity. The bottom line is that deadly force should only be used when absolutely necessary,” said Governor Newsom. “With the Governor’s signature, we are closer to a culture of policing in California that values and preserves human life,” said Assemblymember Weber. “Working on this policy has been a high hill to climb, but what has lifted me up is the energy and the devotion of the families who have lost loved ones to these shootings. Our hope all along has been to save lives and to establish trust between law enforcement and communities of color finally.” The provisions in AB 392
will be reflected in both law enforcement agency policy and officer training statewide, and will further ensure that
all officers in California are trained to a higher legal standard. Use-of-force policies have remained mostly

WITH LADY BEVERLY COHN
Conversation With Julianne Moore and Bart Freundlich on “After the Wedding”
Cast of “After the Wedding” Courtesy photo. Short Recap of Part 1: Julianne Moore launched her career on episodic television programs such as “The Edge of Night,” “Another World,” “B.L. Stryker,” and “30 Rock.” She eventually moved onto the big screen where she gave memorable performances in The Hand That Rocks the Cradle, Body of Evidence, Benny & Joon, The Fugitive, Roommates, Nine Months, Surviving Picasso, The Lost World: Jurassic Park, Boogie Nights, Welcome to Hollywood, Psycho, Hannibal, Far from Heaven, The Hours, Children of Men, I’m Not There, A Single Man, The Hunger Games: Mockingjay – Part 1, (and Part 2) The Kids Are All Right, and The Big Lebowski. She is also the first American woman to receive acting awards from some of the most famous international film festivals including, Cannes, Berlin, and Venice. Julianne’s latest film is After the Wedding, which she not only produced, but also plays one of the lead roles of Theresa Young, a highpowered media mogul who has amassed millions. Directed by her husband Bart Freundlich, Michelle Williams co-stars as the Isabel, who runs an orphanage in a poor section of Calcutta. Billy Crudup plays Oscar, Theresa’s husband, and Abby Quinn* plays their daughter Grace, who has two younger twin siblings. Bart, Julianne, and Abby Quinn* recently sat down with a select group of journalists to talk about their film and other topics, and the following is Part 2 of that interview, which has been edited for content and continuity for print purposes. Part 2: In the film, most of the characters make lifechanging mistakes. How do you feel about mistakes in general and what is the audience take-away? Julie: There has to be

room for people to make mistakes. Some things might be irreversible, but rarely are. It’s important to take responsibility for what you’ve done. That’s what we all have to do in life. You want your children to know that it’s okay to make a mistake. Bart: In the film, there are actions and consequences. There are no judgments. But teaching kids that you have a choice, and if you make that choice, there might be consequences, which aren’t necessarily bad consequences, but what you do affects your life as well as other people. That’s really taking ownership of your choices and celebrating those moments knowing that’s the stuff that life’s really made of. Life is kind of what we make it and I think that’s a great message to give to kids.
with very real-life things like being parents, being sick, connecting, art, and money.
Sometimes she would respond, “I don’t think that would happen.” The way we handled that was generally I would trust Julie’s instincts as her reasons were usually valid and never ego driven, especially when it came to her character. So, unless I was absolutely 100% clear that the reason I wanted to shoot it a certain way was because I had a more macro view as the director of the film, I would listen to her. Julie: There were times when there were choices I made didn’t work out when we were shooting a scene or they disappeared in the editing. Film is a collaborative effort so you’re always going to try to adjust to each other’s needs of the day. Bart: It is a big narrative with so many secrets. Movies are pretend ultimately so sometimes when you are trying to catch such a rich world, if you open too many doors, you start to see the falsehood. So, occasionally we would entertain an idea but would decide that it wasn’t working and it was a bridge too far.
You have created so many memorable characters. What is your approach to developing them? Julie: You know, the older I’ve gotten, the more research I do. When I was younger, I would just read the script and that was it. Now, I think I don’t know anything about this. I have to talk to my friends or start reading about a particular subject or asking questions because I don’t know. I want evidence on which to base my character. I want it to be something I’ve seen or something someone has told me about. I want information. So, with each character, no matter who they are, whether it’s a fictional character or based on a real person, I just try to learn as much as I can beforehand.
Producing is not one of the hats you’ve worn very often. Did you seek advice? Julie: We have a friend who has an independent company called Horizon Media. I spent a lot of time with him talking about what media placement means and this idea that you have this ephemeral The film has a look thing that you’ve created and of being shot with an have to place it somewhere. unlimited budget. Producing is not something I was compelled to do, but because there has been so much change, actors are taking responsibility for their own projects. So, it’s mainly a result of that. It’s not as though I had some burning desire to produce – I just wanted to keep doing the work I like doing. I really admire what Reese Witherspoon has done because she said at a certain point that she was tired of not enough roles for women and seeing her contemporaries going after the same small parts. I thought she’s right. It really feels good to be able to say to somebody hey, I’m going to develop this. So it’s exciting to make opportunities for yourself and others.
Do you do a back-story? Julie: No. Surprisingly no. I like to collect evidence from the real world. But the story is what happens on the page. Sometimes I don’t even know my character’s last name. (Laughter) Bart: The story deals
Were you and Julie always in agreement in how a scene should be played out? Bart: Not always. Because Julie is a producer on the movie, we got to talk and because we live together, we talked about it a lot. (Laughter) I would say, “What about this?” August 21, 2019
Wedding Crashers, Home Alone II, Ace Ventura: Pet Detective, and The Nutty Professor, the total antithesis of After the Wedding. I reached out to him and he happened to be available. He called every rental house and every lab and because of all the good will he’s established over the years, he got them to give us what they would give to a huge movie. Using the same camera he shot with for Roma, our idea was to treat the actors’ faces like landscapes so you could see every detail. The camera has this great selective focus so the shots really looked like an abstract painting. Without having to do a big camera move, you could just hang back and have everything in the background out of focus and just be on Julie. It would feel like you were witnessing a private moment. So, Julio bought and clawed to get us everything that a fifty million dollar movie would have and as a result, he was almost like another actor in the movie. He worked so hard that we are actually on the cover of the September issue of “American Cinematographer.” That is a huge deal for such a small movie. PR Rep: Sorry. Time’s up. Julie & Bart: Thank you for the interview. It was fun. *Due to space limitations, Abby’s portion of the interview is not included.

By Desert Star Staff Palm Springs, CA -Eightythree local restaurants, bars, bakeries, and coffee shops participated in Dining Out for Life on April 25 donating 33% or more of their food, beverage, and liquor gross sales to support Desert AIDS Project. Setting a record this year, fifteen participants gave 50% or more. The local event, which raised $307,000, was part of the larger Dining Out for Life program which occurs on the last Thursday of April each year. In 2019, there were 49 Dining Out For Life events throughout North America. Two thousand four hundred fiftynine restaurants participated, and with the support of 4,000 volunteers and 400,000 diners, more than $4 million was raised to support local H.I.V. services. Harold Matzner donated 100% of Spencer’s gross revenue in honor of his friend, Barbara Keller who championed the mission of D.A.P. and for whom D.A.P.’s main building will be renamed ‘The Barbara Keller LOVE Building’. Matzner’s restaurant was the top fundraising location in North America for the second year in a row joined by Lulu California Bistro and Trio Restaurant as the prime three fundraising locations. Jointly, the three areas raised over $74,000. Locally, the event generates great community pride of place. Greater Palm Springs raised more funds than cities such as Los Angeles, Chicago, Washington DC, and San Francisco. “This is a powerful story about the impact of generous restaurants and our local community.” Said Desert AIDS Project’s Chief Development Officer, Darrel Tucci who credits the generosity of Great Palm Springs business owners for raising a record amount this year for client services at Desert AIDS Project (D.A.P.). “Palm Springs is the smallest participating market, but because of their commitment to D.A.P., we were second in overall fundraising again this year. No other market can boast the level of commitment shown in Greater Palm Springs.” Beyond fundraising to support D.A.P.’s clients and services, the event generates community awareness of HIV/ AIDS and supports Desert AIDS Project’s mission to enhance the health and well-being of its community. Desert AIDS Project provides compassionate care for 6,500 patients and clients. Desert AIDS Project’s goal and specialty is helping people achieve overall health. D.A.P. is in the midst of a capital campaign, D.A.P. Vision 2020, which, when fully funded, will enable it to double the number of patients and clients served. Desert AIDS Project C.E.O., David Brinkman explains why

the expansion is so essential. “There are 27,000 transgender individuals in our service area that need culturally competent care. Forty thousand lowincome residents near D.A.P. are still without healthcare, and our neighbors facing a mental health crisis often wait weeks or months for an appointment. Treatment for addiction is often out of reach, and affordable housing is almost non-existent in Palm Springs. The future of D.A.P. is humanitarian, moving individuals into care, and onward toward a life of wellness. Brinkman reflected on the impact of Dining Out for Life Greater Palm Springs. “Few other events bring D.A.P. closer to our taproot of community action. D.A.P. was founded on unconditional love and guided by community members who
defined and funded solutions to help those in need. I hope the community shares our great sense of pride in being home to the top three fundraising restaurants in North America for the third year in a row.” Over
10,000 residents ‘made one meal matter’ at participating locations throughout the day sporting their ‘I Dined’ badges of honor. Sponsors of Dining Out for Life Greater Palm Springs included Sysco

German amusement park ride that looks like swirling swastikas shut down By Desert Star Staff Some design flaws are disastrous, others simply leave you red-faced. The owner of an amusement ride in southern Germany had it shut down after realizing that from a distance it looked like a pair of swirling swastikas. The gaffe happened to a ride called ‘Eagle Fly’ in the Tatzmania park in the town of Löffingen. At its core is a timehonored pendulum-style thrill ride, where you take a seat in one of the eagle-shaped gondolas, to get lifted into the air and spin in a vertical plane. The caveat is that the eight gondolas are in two groups of four, and when seen from a distance they make two very distinct reverse
swastikas, the same that the Nazis used as their symbol. The ride opened in late July, but it was not until journalists from the broadcaster SWR showed up that owner Rüdiger Braun noticed the design flaw. He said he was taking it out of service and apologized to anyone offended by the ride. Those eagles will take flight again only when the manufacturer makes them look more appropriate. The ride’s peculiar shape has not been a secret for some time, at least not on some social media platforms. One snarky commenter on Reddit even called it “Holocauster” while another suggested the name “2fast 2Führerious.”
By Desert Star Staff The legal team of Jeffrey Epstein said they disagree with the medical examiner’s ruling that their client hanged himself. Promising their own investigation into his death, they have demanded CCTV footage from his prison cell. “No one should die in jail,” the lawyers said in statement, which blasts the conditions in which Epstein was held at the Metropolitan Correctional Center in New York as “harsh, even medieval.” Lawyers were “not satisfied with the conclusions of the
medical examiner” on the cause of death of the alleged multi-millionaire, who stood accused of sex-trafficking underage girls. The examiner said that Epstein committed suicide in his cell on August 10 by using bedsheets to make an improvised noose. The death swiftly prompted conspiracy theories alleging that Epstein was murdered by some of his high-profile friends over fears that his testimony could expose their involvement in the pedophile ring. What fueled the theories was public disbelief that
Epstein’s lawyers unsatisfied with suicide ruling such a notorious figure could have been left unguarded, especially after a previous attempt to take his own life. In order to find out what really happened, the lawyers said they will conduct their “own independent and complete investigation” into Epstein’s death. They promised to take legal action to gain access to the “pivotal videos” from the prison “if
they exist as they should.” Epstein’s “safety was the responsibility of the MCC,” the lawyers wrote. “It is indisputable that the authorities violated their own protocols.” The man was put on ‘suicide watch’ on July 23 after being found unconscious with bruises on his neck. However, he was removed from intensified supervision just a week later.
Multiple reports say Epstein was housed alone at MCC after his cellmate was transferred. The guards, who were on duty on the night of his death, are also claimed to have fallen asleep due to working overtime. Epstein’s death is currently the subject of four federal investigations, with the night guards being among those probed.

‘In God We Trust’ Motto Greets Returning SD Students By Desert Star Staff SIOUX FALLS, S.D. — The mandatory display of the motto “In God We Trust” will greet South Dakota students when they return to public schools on Thursday, and those who believe in separation of church and state say that’s sending the wrong message. A law approved by state legislators and signed by Gov. Kristi Noem requires the motto be visibly displayed in all 149 South Dakota school districts. Annie Laurie
Gaylor, co-president of the Freedom From Religion Foundation, said she believes the requirement is improper, because students, teachers and other school personnel likely have a variety of spiritual beliefs. “We think this is a very inappropriate motto because we have a godless constitution, we are not a theocracy, nobody has to believe in God, God is no part of our government,” Gaylor said. “And yet whole generations have
been miseducated by this motto since it was adopted by Congress.” Congress adopted the “In God We Trust” motto in 1956. Gaylor said she believes it would be more appropriate if the motto said, “In God, Some of Us Trust,” because 25% of the U.S. population currently identifies as religiously unaffiliated. South Dakota lawmakers said the new requirement is meant to inspire patriotism in the state’s public schools. According to the state
law, the motto must be displayed in a “prominent location” such as a school entryway, cafeteria, or common area where students are likely to see it. Gaylor believes the mandatory display sends a message to non-believers that they’re not real Americans or true citizens. “The whole idea is to put that word ‘God’ in front of school children, in their public school,” she said; “and that some people are first-class citizens, believe in God, and the rest of you, not so much.”
Other states such as Tennessee, North Carolina and Kentucky have adopted similar laws, but South Dakota is the first state to pass it under the auspices of Project Blitz, a coalition of Christian right groups which supports electing legislators at the local, state and federal level and whose mission it is to “preserve America’s Judeo-Christian heritage and promote prayer.”

Another Orange County School Linked To Nazi Salute Scandal NBC PS News Staff Garden Grove Unified School District officials Monday condemned a video that made the rounds on social media showing members of the Pacifica High School boys’ water polo team making a Nazi salute and singing a propaganda song. The video was made in November 2018 before an event that was held offcampus, officials said. “The video was shared within a small group of students on SnapChat, district officials said in a statement. “It was not brought to the attention of the administration of Pacifica High School until March of 2019, four months following the banquet, at which time school administrators took immediate action and addressed the situation with all students and families involved. Federal law restricts school officials from saying how the students may have been disciplined. “In response to this unfortunate incident, district and school administrators have reached out to community organizations to provide support that will continue to ensure an anti-bias learning environment and address
issues of hate, bias and exclusion with all staff and students, according to the district’s statement. “Pacifica High School, along with our other district schools, will be working with students, staff and parents to continue to address these issues in the fall in collaboration with agencies dedicated to anti-bias education. Officials said educators in the “highly diverse district work to “actively combat bias and bullying. In March, high school students in Newport Beach were seen in a Nazi salute photo that sparked outrage. Some of the students, who were from Newport Harbor High School while others attended JSerra Catholic High School, could be seen playing beer pong with cups arranged in the shape of a swastika. Alison Edwards, chief executive of OC Human Relations, said the organization has reached out to Garden Grove Unified School District officials to offer help. “Everyone is noticing an increase of (similar incidents with) students, specifically linked to white supremacy, Edwards said. “It’s really upsetting and awful and
we’re doing our best to be out there every day to right those wrongs. “I can’t remember a time when I worked here when we’ve seen so many incidents tying back to this kind of imagery, said Edwards, who started working with the agency 20 years ago. Peter Levi, regional director of the Anti-Defamation League in Orange County, said he has been working with school officials to improve Holocaust education. Referring the Newport Beach scandal, Levi said that was only the second time this year that the media learned of such anti-Semitism. “These are just the two that have been caught. There are
many more that are bigoted, anti-Semitic incidents that have happened that have not gotten press attention, Levi said. “Sadly, we’re seeing a normalization of these type of hateful expressions in our community and in our teens and high schools. Levi said he has been stressing to school officials that they should more publicly condemn anti-Semitic expressions in the future. “If this happened months ago, why are we hearing about it now? Levi said, adding that community leaders are “actively calling out behaviors and actions that don’t meet the values of our communities and call them out for what they are. Levi said he told school
officials, “When we deal with it publicly it sends a really strong message. Levi said the song the students were singing was unknown to him, indicating it must be obscure and difficult to find. He said it makes him wonder if any of the students had the potential to be radicalized by white supremacists. “Are they visiting extremist sites and testing the waters with this hateful ideology? Levi said. Garden Grove Unified School District board members have a meeting on Tuesday, although the video is not among the items on the board’s agenda. Source: NBC Palm Springs
