By Desert Star Staff Scientists have raised the alarm about the new Omicron Covid-19 variant, first identified in Botswana, with an “extremely high number” of mutations that may drive new waves of infection. So, how dangerous is it? On Friday, the World Health Organization (WHO) named the B.1.1.529 variant of the novel coronavirus Omicron.’ Scientists are working overtime to find out what impact this variant will have on the trajectory of the Covid-19 pandemic, but there are some things we know already.

Where did the B.1.1.529 variant come from? The first cases of B.1.1.529 were identified in Botswana from samples taken on November 11. Patients were then recorded in neighboring South Africa, which reported the new variant to the WHO on Wednesday.

Flying To Stockholm? It’s A Piece Of Cake

By Anthony Grant To peer into the soul of a city don’t duck into a museum: grab a piece of cake. Great works of art and architecture are important but so are the delicacies you may have occasion to taste. You can find a million pictures of the Eiffel Tower on Instagram but there’s nothing like entering a Parisian bakery early in the morning and smelling the freshly baked chocolate croissants. That’s what you’re going to remember. But now it is with great pleasure that I can reveal a European pastry that’s sweeter and more sophisticated than any humble breakfast roll, one that involves lots of whipped cream, dreamy icing and raspberries—but you have to go to Sweden to get it. Which granted is not exactly next door to Southern California, but maybe not as arduous a journey as you might think. That’s because starting this month Finnair flies from LAX to Stockholm, the capital of Scandinavia (#visitstockholm), non-stop, which means the cake I am about to describe could be tempting you from the cozy confines of a bright Swedish cafe less than 24 hours from the time you finish reading this article. It’s called the Princess Cake: a light and sweet (but not overpoweringly

so) cross between cake and confection and that serves as a reminder that a) no, you cannot get everything at Trader Joe’s and b) there’s more to Sweden than IKEA and ABBA. What is it, exactly? According to the legendary Swedish coffeehouse VeteKatten, this regal treat has sponge bases that are layered with freshly-prepared custard and raspberries, “enveloped by a thick quilt of whipped cream, all encased in green marzipan powdered with icing sugar.” There’s usually a pink marzipan rose plunked on top. So your ingredients are flour, eggs, sugar, cream, milk, corn flour, butter, vanilla, almonds and raspberries. According to Visit Stockholm, about a half-million Princess Cakes are sold every year— pity I only had time for one! Enjoy your slab of Princess Cake the way the Stockholmers do, which is to say as part of a fika: the traditional Swedish coffee and cake break. As it turns out, I didn’t have to go very far to find my Princess. There was a small Vete-Katten almost next door to my hotel, a posh urban bolthole called At Six, tucked inside the sleek Gallerian shopping mall. Fueled by my sizable portion of Princess and a big cup of Swedish caffe latte—putting

Starbucks to shame—I was ready to take on the frosty Scandinavian fall weather and explore Gamla stan, a central urban island replete with winding cobblestone streets, fanciful 17th- and 18th-century buildings and of course, home to the Royal Palace. But the myriad sights and cultural attractions of Stockholm are for another dispatch. The food scene in Stockholm now is burgeoning with an emphasis on local, Nordic ingredients and an impressive array of vegan and vegetarian options too. At December 1, 2021

the Grand Hotel (no relation to the fictional Grand Hotel of Greta Garbo fame) Chef Mathias Dahlgren is creating the “next generation of lactoovo-vegetarian cuisine” at his Rutabaga restaurant. Less lavishly (and also in Gallerian) there is The Farm Family, a hipster eatery where the menu is one part fresh fish items (think fish tacos or fish and chips with homemade dipping sauces like one that blends horseradish and cucumber), one part organic salads that change according to the season. I didn’t have time

to hop over to Mr. Cake, an upbeat spot for a fika with a dazzling range of cakes and sweets overseen by Roy Fares, a young Swede of Lebanese extraction (but check out the Instagramworthy cakes at mrcake.se). Jack Dorsey steps down as Twitter CEO By Desert Star Staff Jack Dorsey is stepping down as CEO of Twitter, the company he co-founded in 2006 and will be replaced by the company’s CTO, Parag Agrawal, Dorsey and the social platform said on Monday. In a statement on his exit from Twitter, Dorsey listed a variety of reasons he was leaving, primarily saying he does not want to limit the company’s potential by having it be “founder-led.” He also expressed support for Agrawal and said he would continue to serve on the board until “Mayish” to help the new CEO, as well as a new board chair. Dorsey said his exit was effective immediately.

The announcement that Dorsey would be replaced came shortly after a CNBC report earlier Monday cited sources saying he would be stepping down in the coming days. Separate reports citing sources later said Dorsey’s exit had been planned since last year, and his replacement had already been chosen. Nasdaq quickly suspended trading Twitter stock after the company’s value shot up approximately 10% at the reports of Dorsey stepping down. Dorsey said the resignation was his decision alone. However, he was reportedly nearly removed from his position as CEO last year after investors grew concerned with his dual CEO roles with Twitter and Square. At the time, Dorsey reached a deal to remain in his position.

Angelique Coetzee, the South African doctor who first detected the new variant, said patients have so far exhibited mild symptoms, such as fatigue and headaches, and did not present with some of the symptoms common in Covid-19 infections, such as a cough and a loss of smell. Can Omicron strain dodge vaccines? The WHO said that, given the existing data, it is “reasonable to assume” that the currently available vaccines provide “some protection” against severe illness and death. However, scientists around the world need more time to see how well existing vaccines work against Omicron. “Probably in a few weeks, we’ll have a better sense of how much this variant is spreading, and how necessary it might be to push forward with a variant vaccine,” Dr. Jesse Bloom, an evolutionary biologist at the Fred Hutchinson Cancer Research Center in Seattle, told the New York Times. How did we get here?

What comes next? While news of the variant has caused a global panic, sending stock markets plunging, we still don’t know how transmissible this strain is or whether it will be able to evade vaccine-induced immunity. WHO’s the technical lead on Covid-19, Dr. Maria Van Kerkhove assured that “any variants showing evidence of spread are rapidly assessed.” However, it could take several weeks to gain a real insight into the impact of the new strain, she added. Striking a similar tone, European Commission President Ursula von der Leyen said scientists and vaccine-makers would likely have a “full picture” in two to three weeks. BioNTech, which produced a vaccine with Pfizer, Moderna, Sinovac, and the makers of Sputnik V, have each announced that they would quickly make updated versions of their vaccines tailored for Omicron if necessary. Professor Andrew Pollard, the director of the Oxford Vaccine Group that designed a vaccine with AstraZeneca, told The Guardian it was “doubtful that a reboot of a pandemic in a vaccinated population like we saw last year is going to happen” in the UK.

Hello Kelly: With the historic low interest rates in bank money market and CDs for our reserves, it seems to me that the board has a fiduciary duty to manage these funds like a trustee’s role in managing a defined benefit pension plan for its employees. I believe one could have a diversified fixed income portfolio to have safety and yield and value-oriented equity portfolio for income and growth and a small piece in growth. What are your thoughts on this approach? Respectfully, R.S., Palm Springs Dear T.S. and R.S.: The Davis-Stirling Act presently requires that managers deposit HOA funds in a federally insured account (Civil Code Section 5380(a)). Furthermore, beginning in 2022, AB 1101 (sponsored by the Community Associations Institute) adds to Section 5380 a further prohibition against investing HOA funds in “stocks or other

high-risk investment options.” There is no similar explicit restriction on the actions of the board on this regard, so theoretically a board could bypass management and invest funds in a way that is not federally insured, or even in stocks or mutual funds. So, it is tempting to seek higher-yield (and riskier) investments for HOA funds. However, it is important to remember that, as R.S. correctly notes, HOA directors are fiduciaries with respect to the HOA funds in their care, and they can be arguably held liable if there is a loss of the principal due to a downturn in the investment. If the HOA is to invest its funds in a way other than managers are allowed, boards will need to consult some investment advice and develop a written investment policy. That will help keep the board within the Business Judgment Rule (Corporations Code Section 7231.5). Regarding the concern of erosion of accumulated reserve funds due to inflation, December 1, 2021

How Should We Invest HOA Funds? By Kelly G. Richardson, Esq. CCAL Mr. Richardson: HOAs face a financial issue with interest rates so low. My HOA and the vast majority of other HOAs play it safe with CDs and money market accounts for investment. I am opposed to this. Now that we are averaging something well below 1.5%, the risk to HOAs is enormous. It is easy to increase HOA fees to homeowners by 3% per year and that will cover annual operating costs and maybe some reserve replenishment. Those reserves overall, though, will lose value over time as it relates to inflation and increases in costs. HOA management companies have financial advisors that warn against risk of going into stocks/ bonds. But HOAs need to earn more. Otherwise, HOA fees will go up and up and up. And then property values will

Changes in Taxes & new Benefits in the Biden BBB Stimulus Plan By Janice Gough The bill imposes a 15% minimum corporate levy on companies that have traditionally been able to pay little-to-no taxes because they were eligible for a long list of credits and deductions. It also includes a 1% excise tax on companies when they buy back their own stock. The 21% corporate rate is left untouched, maintaining a key part of President Donald Trump’s 2017 tax law. International Tax Changes: A 15% global minimum tax on corporations’ foreign profits is set — implementing a key portion of a deal made with approximately 140 countries earlier this year. There is also a series of changes that would increase taxes on companies that shift their profits offshore. Levies on High Earners: A millionaire surtax would place a 5% levy on individual incomes in excess of $10 million and an additional 3% tax on those over $25 million. There’s a 3.8% investment

income tax for high earners who own businesses and a limit on how business owners can use losses to reduce their taxes. The plan puts a $10 million cap on individual retirement accounts after concerns that some wealthy individuals were using these tax-advantaged vehicles to skirt IRS bills. SALT Deduction: The House lawmakers have settled on raising the cap on the federal deduction for state and local taxes, or SALT, to $80,000 from the $10,000 imposed by Republicans in 2017. The higher cap would be in place through 2030 and then revert to $10,000 in 2031. Pre-School: The plan includes funding for states to start or grow universal prekindergarten for three- and fouryear-old children. States would be directed to begin rolling out the programs in high-need and low-income areas first before expanding to other areas. Paid Leave: A last-minute addition to the House package provides four weeks of paid parental and medical leave, starting in 2024, for workers

who don’t receive such a benefit from their employers. Renewable Energy Benefits: Some $300 billion and by far the largest component of the climate spending in the package would go to expanding a slew of tax credits for renewable power, electric vehicles, biofuels and energy efficiency. The credits could accelerate investments in both utility-scale and residential clean energy as well as electricity transmission, power storage and cleanenergy manufacturing. New Bans, Methane Fees: Plans would block oil drilling in most U.S. offshore waters and Alaska’s Arctic National Wildlife Refuge. Oil and gas companies would be forced to pay for excess methane leaking from wells, storage sites and pipelines for the first time. Electric Vehicle Tax Credit. Under the bill a $7,500 consumer tax credit would be made refundable and expanded by $4,500 for cars assembled domestically by plants represented by unions. An additional $500 bonus would be added for vehicles that use

batteries made in the U.S for a total of $12,500. The legislation also creates a new $4,000 tax credit for the purchase of used electric vehicles. Drug Prices: The bill would empower the government to negotiate with pharmaceutical companies on drugs that have been on the market for at least seven years or longer for more complex medicines. Drugmakers would be required to rebate the government for raising the price of their product above the pace of inflation, starting in 2023. Obamacare Extension: The package represents a massive investment in bolstering the Affordable Care Act to make good on the health law’s promise of reasonably priced insurance coverage. It would extend boosted premium subsidies into 2025 and offer a new tier of lowcost plans to people in the 12 states that have declined to expand their Medicaid programs under the ACA. Medicaid Boost: One of the package’s largest investments is in Medicaid’s home- and community care programs.

Democrats are proposing to inject states with $150 billion to give more elderly and disabled Americans the opportunity to get long-term care at home and boost pay for home care workers. Medicare: For the first time, Medicare would cover hearing services for seniors. Immigration: The House measure would offer parole status to an estimated 6.5 million undocumented immigrants who entered the U.S. before 2011, offering deportation protections and work permits if they meet specific requirements. Paid-Leave Advocates Press for Build Back Better By Suzanne Potter/PNS SACRAMENTO, Calif. -The push to offer paid Leave nationwide is in high gear. A plan already passed the U.S. House as part of the Build Back Better Act, but it faces unanimous Republican opposition in the Senate, where a vote is expected in the coming weeks. California is one of nine states plus D.C. already offering paid Leave, so advocates are focused on convincing holdout Sen. Joe Manchin, D-W.Va., in a state hit hard by the opioid crisis. Neil Sroka, communications director for the group Paid Leave for the U.S., said paid Leave is sometimes about caring for yourself, so you can be there for the people who depend on you. “When someone needs to get treatment for addiction recovery, they often need to go to inpatient services for two weeks or four weeks,” Sroka explained. “And for many, that means choosing between a future without substanceuse disorder and their job.” Opponents say the $2 trillion Build Back Better bill is too costly. Meanwhile, California

advocates are working to improve the system in the Golden State, where people can take up to eight weeks of paid family leave per year as part of the state disability program and recover 60% to 70% of their salary. However, state data showed many lowincome families couldn’t afford to use the program because they needed their full salary. This year Gov. Gavin Newsom vetoed Assembly Bill 123, which would have increased the pay rate to 90% for all workers, citing concerns it would have raised payroll taxes. Sroka pointed out Build Back Better would help California fund the program. “One of the provisions of the paid-leave program is it would offer additional funding support for states like California that already offer a program,” Sroka noted. “But most importantly, it would be a federal framework that will make sure that everyone has access to it.” Next year, the state Legislature will reconsider Assembly Bill 995, which would require employers to offer five days of paid sick Leave per year, up from the current three.

Pecan-Crusted Pork Tenderloin

Total time: 35 minutes Servings: 6 1 pork tenderloin (about 1 1/2 pounds) salt, to taste pepper, to taste 1/2 cup brown sugar, divided 2 tablespoons soy sauce, divided 2 teaspoons minced garlic 1/2 cup pecan pieces 1/4 cup pineapple juice 2 tablespoons Dijon mustard Preheat oven to 400 F and lightly grease large baking dish. Season pork tenderloin with salt and pepper, to taste; set aside. In small bowl, stir 1/4 cup brown sugar, 1 tablespoon soy sauce and minced garlic. Spread mixture over pork. Press pecan pieces into brown sugar mixture on pork. Bake, uncovered, 20 minutes. In medium saucepan over medium-high heat, combine remaining brown sugar, remaining soy sauce, pineapple juice and Dijon mustard. Bring mixture to boil; reduce to simmer 3-5 minutes then remove from heat. Slice pork, spoon sauce over top and serve.

Total time: 50 minutes Servings: 6 8 ounces cavatappi pasta 1 tablespoon butter 1 block (8 ounces) cheddar cheese 1/2 cup raw pecan pieces 15 ounces part-skim ricotta cheese 4 tablespoons sour cream 1 teaspoon salt 1/4 teaspoon ground pepper 1 large egg, lightly beaten Preheat oven to 375 F. In salted boiling water, cook pasta according to package

instructions. Drain, reserving 1/2 cup pasta cooking water. Return pasta to pot and stir in butter. Using box grater, shred cheddar cheese. Using food processor, process 1/4 cup shredded cheese with pecans to coarse breadcrumb consistency. Add remaining cheddar cheese, ricotta, sour cream, salt and pepper to warm pasta. Stir until thoroughly combined. Add egg; stir. Add reserved pasta water to loosen mixture; stir until smooth. Pour into buttered 9-inch square or round casserole dish and top evenly with pecan topping. Bake 30 minutes.

Western Monarch Butterflies Rebound from Edge of Extinction By Suzanne Potter/PNS GOLETA, Calif. - The western monarch butterfly appears to be pulling back from the edge of extinction - with more than 100,000 counted so far in the 25th annual Western Monarch Thanksgiving Count. More than 100 butterfly enthusiasts are creeping around groves early each morning this week, counting the iconic orange-and-black western monarch. They’re finding large clusters from Los Angeles to Santa Cruz. A Xerces Society conservation biologist, Emma Pelton, said it’s unclear if the rebound is because of natural variability or something else. “They move and migrate over such large areas that it’s hard to know exactly what weather conditions or environmental factors affected things in any one spot,” she said, “but we think this is a

good example of resiliency.” People who spot a large cluster of monarchs are encouraged to report it on the app iNaturalist so that scientists can check it out. Gardeners can also help the species by reducing pesticide use and planting the butterflies’ favorite flowering bushes, such as native narrow-leaf milkweed and other flowers that bloom year-round.
