HOA Homefront – A Washout On Laundries?
Dear Mr. Richardson, The HOA demanded owners with washers to remove them and return the plumbing to original condition. Some washers are connected to bathroom sinks, and those owners propose to move the washer drain pipe to the tub drain to comply with city code. No HOA document prohibits installing a washer. Can the HOA demand unit inspections to confirm a washer was removed? Can the HOA prohibit moving the pipe to comply with city code? The HOA wrote an owner will be
Dear B.H. and T. H.: Some buildings were constructed with plumbing which cannot handle the load of clothes washers. Since the units are not designed for washing machines, there may be no safe place to install them with a proper drain and overflow. Caution and restraint should be considered before passing a rule (by board vote) or CC&Rs use restriction (by member vote) which immediately creates a group of violators. Unless the matter involves a present danger or nuisance, associations may wish to “grandfather”” existing violators for some period of time, or delay implementation of the new standard, to give members a chance to bring
their units into compliance. However, if there is no written rule or use restriction, then there is no ban on the items. Similarly, a board cannot pick any fine it deems appropriate – the fine must be based upon a written “schedule of fines,” per Civil 5950(c), and the association may not impose a fine in excess of that. T.H., if your association has no written ban on washing machines, how does it justify prohibiting them? Moving the pipes to comply with building codes, if those pipes are inside the walls, may be a common area alteration. Alterations of common area can and should be regulated by the association. However, if the alteration does not harm the building and remedies a building code violation, why would the board want to deny it (assuming the contractor is licensed and insured)? The association right to inspect units is whatever is
stated in the CC&Rs, or as may be granted by a court. If the CC&Rs are silent, is the issue so important that the HOA would file a suit and seek a court order? Hopefully not, unless the issue presented a danger of some kind. When adopting a new restriction or ban, the board should seek qualified advice from an expert; create a sensible rule; consider the community impact; and enforce the rule consistently. how dependent the state’s economy is on immigrant labor. California’s lucrative agribusiness is structured around low-wage immigrants – and having to replace them with higher paid workers could throw farm profits out of whack, says Steve Suppan, a senior policy analyst at the Institute for Agriculture and Trade Policy. “Let’s say you take the average wage up to $15 an hour, and you include benefits,” he points out. “That changes the pricing structure of agriculture, and then it becomes questionable whether, for example, the confined animal-feed operation business model is viable.” For the most part, California has welcomed its Many of California’s immigrant farm workers, and their employers, hope the immigrants will be able to re2.4 million undocumented main in the U.S. after the White House changes hands. Employers Scramble for New IRS Deadline
By Desert Star Staff CONCORD, N.H. – Employers across New England and the nation are scrambling today to meet a new end-ofmonth deadline that is designed to protect your income-tax refund. The change is part of the Protecting Americans from Tax Hikes or “PATH” Act, and AARP volunteer fraud-fighter Norma Boyce said the goal is to prevent tax refunds from falling into the wrong hands. The change requires employers to get W2 forms to the government by January 31st, so they can do some cross-checking before they mail your refund. “When people file their return, they take what’s on their return and match it to what the employers or the payers have sent in, which is a very good idea, because that’s going to stop some
fraudulent returns right at the source,” she explained. Boyce said if you’re claiming the Earned Income Tax Credit or Additional Child Tax Credit this year, any credits or refunds will be delayed until February 15th, again, that’s so the IRS can be sure it’s sending the return to the right person. You don’t need to delay filing for those credits. She added that federal authorities made progress in 2016 cracking down on scammers from foreign call centers who claimed to be from the IRS and were using personal information to trick taxpayers into thinking they owed more money. Boyce said a major federal indictment came down in October. “They were able to locate this operation out of India, and 56 people were indicted that were siphoning more than

Bloodiest Christmas weekend: 11 dead, more than 60 shot in Chicago
By Desert Star Staff More than 60 people were shot, 11 fatally, across Chicago during the holiday weekend, according to police, making it the deadliest weekend in years, with the Windy City reaching a record 753 homicides in 2016. “We had a reprehensible amount of shootings and murders,” Chicago Police Superintendent Eddie Johnson said on Monday, according to WALB. Many, he said, “were deliberate and planned shootings by one gang against another.” “They were targeted knowing fully well that individuals would be at homes of family and friends celebrating the holidays. This was followed by several acts of retaliation,” he added.A total of 61 people were shot in the city during the holiday weekend, and 11 of them died of their wounds, according to the Chicago Tribune. Police said most of the victims were targeted by gang members. The most recent shooting happened on Monday night, when two teenage girls were shot after their father had left them in a van to go speak to someone in a nearby house.
The father’s 13-year-old daughter was shot in the back and is in critical condition. The 14-year-old suffered a graze wound. A two-year-old boy, also in the van, was unharmed, according to police. The West and South sides of Chicago are the locations of the majority of gun violence in 2016. Police spokesman Anthony Guglielmi said 90 percent of those killed during the weekend “had gang affiliations, criminal histories.” Police said the father of the teenage girl was a gang member, and they are “are operating under the belief that the father was the intended target.”Seven people were killed on Christmas Day alone, more than on the holiday the past three years combined, according to the Chicago Tribune, which keeps a running tally. There were eight shootings involving multiple victims and two double homicides. One attack at a party left two brothers dead and five others wounded. The majority of victims as well as assailants were black. Community activists are calling on witnesses to break the code of silence.
“We have to take our communities back. We have to take it back nonviolently and peacefully,” said community activist Jessica Disu, according to WGN. “We must hold our police accountable as well as community members who are perpetrating crimes accountable. Enough is enough.” Superintendent Johnson called on lawmakers to “give judges the autonomy to sentence repeat gun offenders to the upper end of the gunsentencing range,” according
to the New York Post. The last weekend of mass destruction was the four-day Thanksgiving weekend, when 61 people were injured and nine killed. In September, Rev. Jesse Jackson and his Rainbow PUSH Coalition said Chicago was in a state of “undeclared war.” At a press conference on Thanksgiving Day, Rev. Jackson’s Rainbow PUSH Coalition urged Presidentelect Donald Trump to make fighting poverty a top priority in his administration. “Poverty is a weapon of mass destruction,” Rev.
Jackson said. “There’s 700 empty places at the Thanksgiving table. That’s 700 heartbreaking reasons why we must recommit and redouble our efforts to stop the violence and eradicate poverty in urban and rural America.”So far this year, the Windy City has seen more than 4,000 people shot and more than 750 have died. It is ranked as the deadliest among cities with more than a million residents and in 2016 it has recorded more murders and shooting victims than New York City and Los Angeles combined, according to CBS News.

It’s also the environment and fighting climate change.” The poll also found that 79 percent of Latinos in Arizona supported candidates who want to reduce carbon pollution and invest in clean energy. That’s the best way to prevent further infections -- and stop outbreaks from occurring in the first place. The efforts to rein in Zika illustrate the limits of direct treatment. In mid-September,, officials in Florida tripled the size of the zone in Miami Beach where they believe Zika is spreading. Some of the mosquitoes that transmit the virus have developed resistance to conventional insecticides. They can also

Zika is just one of the many vector-borne viruses ravaging communities across the globe. The same species of mosquito can also transmit yellow fever, Chikungunya, and dengue fever. The dengue virus infects nearly 400 million people every year. The 2014 Ebola outbreak that claimed over 11,000 lives in West Africa has been linked to a single infected fruit bat. Worldwide, animalborne diseases kill 2 million people every year. Broader environmental changes affect the health of humans and animals. Increasing global and local travel -- by people, animals, and insects -- in combination with global warming has raised the temperature of many environments. That’s increase the number of mosquito breeding sites and expanded their disease transmission range. Or look at deforestation. In parts of Africa and South America, forest clearing has pushed infected animals into

human communities. Expanding human populations have also moved into previously virgin forest areas. That’s facilitated closer interaction between sylvatic viruses and people. The public health field must expand its scope to recognize and address such realities. That evolution starts with training. Public health programs should not operate within academic silos. They need to take a multidisciplinary approach that draws on the expertise of a wide range of departments. Take Zika. Understanding its protein structure is certainly important for researchers and clinicians. But so is comprehending
the environments that breed carrier mosquitos. Some institutions have already take steps in this direction. The University of Florida’s public health master’s program offers a “One Health” concentration that combines veterinary sciences with environmental health studies. The University of California at Davis runs a month-long, public health field course in which participants directly study the environmental causes of disease. At my institution, St. George’s University, we offer a course in holistic public health and run complementary, practical training programs in partnership with our neighbors

How Safe Are Our Crumbling Bridges And Buildings?
By Desert Star Staff America’s bridges need work. So do some of the nation’s buildings – both old and new – that were designed to avoid collapsing during an earthquake or other major catastrophe, but aren’t quite up to the task of remaining inhabitable after disaster strikes. “Earthquakes are possible just about any place, not just in California,” says Douglas P. Taylor, president of Taylor
Devices (www.taylordevices. com), which manufactures seismic dampers that protect structures during such events as earthquakes and high winds. “New York, Ohio, Pennsylvania and many other places that you don’t usually think about can have seismic activity as Oklahoma recently did. If buildings, bridges and other structures aren’t designed to withstand the shock, they can endanger the lives of drivers and the

building’s occupants.” Taylor says these structural problems are more widespread than most people realize. Some of the issues include: • Bridge aging and deterioration. Across the United States, 58,500 bridges are structurally deficient, according to a report by the American Road & Transportation Builders Association. That represents about 9.5 percent of the nation’s bridges. “That’s definitely a concern for the people who use those bridges every day,” Taylor says. From a technological standpoint they can be fixed, but Taylor says he worries the money to do so isn’t coming any time soon, at least in part because the nation’s debt makes it difficult for the government to make the appropriate investment in the nation’s infrastructure. • Older buildings without proper earthquake-resistant engineering. Some older buildings aren’t designed to withstand a seismic event. For example, many of the old brownstone apartment buildings in New York have “virtually nothing holding them together if the building whips back and forth,” Taylor says. Anything made of brick or concrete also can be problematic. • The limits of building codes. Current building codes require that a new building be constructed so it won’t collapse during a major earthquake. But even when they remain standing, buildings can sustain enough damage to cause them to be December 28, 2016
condemned and therefore unusable. “People think that if they move into a brand new building that meets all the modern building codes, that their building will perform well during earthquakes and they will be able to inhabit them immediately after a seismic event,” Taylor says. “They also think the contents of the building, including personal items, will be intact. This is simply not true.” In this case, he says, a lack of awareness may be a major factor in keeping the necessary fixes from happening. “I think you can look at the nation’s vulnerability in this area as a bad news and good news situation,” Taylor says. “Clearly, the bad news is the potential hazard for people and property. The good news is that we’re not facing something that’s unsolvable. We as a nation just need to recognize that these problems exist and have a determination to address them.” About Douglas P. Taylor: Douglas P. Taylor is president of Taylor Devices (www.taylordevices.com), which manufactures seismic dampers that protect structures during such events as earthquakes and high winds. He is inventor or co-inventor of 34 patents in the fields of energy management, hydraulics and shock isolation. Social Media Skewers NASA Scientist for Comet Comments By Desert Star Staff SAN FRANCISCO – One recent “explosion” on social media is about the potential for an actual explosion. At a meeting of nuclear scientists in San Francisco last
week, Dr. Joseph Nuth, the Senior Scientist for Primitive Bodies at NASA’s Goddard Space Flight Center, said an “extinction-level event” could happen if Earth were hit by a very large comet.
This fall, FEMA and NASA studied what would happen if such an object crashed into Southern California, and found its effects would be deadly. But Nuth said he didn’t anticipate the social

media reaction to his talk, that his point was the nation’s overall lack of preparedness. And he said the news media took him too literally. “It’s true that I said that, but taking it out of context basically would be the equivalent of saying, ‘The sky is falling,’ you know, ‘Something’s coming down now,’” he said. After his announcement, the Internet snark ranged from, “Thanks for the heads up!” to semi-obscenities, all of which Nuth said he takes in stride. This year, NASA created a Planetary Defense Coordination Office to track potential threats to Earth from comets and asteroids. While it seems more like the stuff of science fiction, Nuth said it never hurts to be prepared, and cites a more down-to-earth example. “People die in auto accidents all the time, and now that there are seatbelts in cars, that number’s gone down,” he added.
“If you can start to put precautions in place, on some appropriate level, to reduce the chance that you’re going to have some fatalities, that’s a good thing.” Nuth advocates creating a “high-reliability” spacecraft to destroy a potential comet threat, but said it would take years to develop. He adds the time to prepare isn’t when danger is inevitable. “Five-hundred years from now, if we’re a space-faring civilization, this isn’t such a big deal because we could divert the resources that we needed to take care of the problem,” he explained. “Right now, we’re just barely starting, and that’s why we need the precautions. We need to get over that one period of vulnerability, now that we know it exists.” The spacecraft idea faces opposition from those who question spending money on a hypothetical situation, as well as those who fear such a craft could be weaponized. www.desertstarweekly.com

‘Fences’ and ‘Salute to Vienna’—Holiday Entertainment Highlights
Photo Courtesy of “Salute to Vienna” “Fences,” a Pulitzer Prizewinning play by August Wilson, is one of ten dramas Wilson wrote for the stage as part of his American Century Cycle. Each of his plays chronicles the black experience in America during ten different decades in the 20th century. James Earl Jones originated the role of Troy Maxson when “Fences” opened in 1985. Denzel Washington took on the role in the 2010 Broadway revival of “Fences” and both, he and Viola Davis, who also stars in the film, won Tony Awards for their performances. Now “Fences” comes onto the screen, starring Denzel Washington. He also directs the film from the screenplay August Wilson wrote before his death in 2005. “Fences,” set in a working-class neighborhood in Pittsburgh circa the late 1950s, opens as Troy (Denzel Washington) and his good friend Bono (Stephen McKinley Henderson) are working on the back of a garbage truck. As they lift and empty heavy garbage cans, Troy expresses his underlying anger at a system he feels discriminates against black workers. “How come you got all whites driving
and the colored’s lifting,” he tells Bono. Ironically, when things change and he finally becomes the first black union driver, he confides to Bono that driving can be lonesome. Before he was a garbage man, Troy was a fine baseball player in the Negro league, but by the time baseball’s color barrier was broken, he was too old to transition into the majors. The injustice still stings. Troy is unable to see that times are changing. He is still bitter that he never got the chance to play in the majors and refuses to allow his son to pursue a sports career. Troy’s son Cory, a senior in high school, is an excellent football player and has the chance to play for a college team in North Carolina, but his father refuses to sign the paperwork needed. He also insists that his son keeps his part-time job after school, which means Cory can’t go to football practice. Rose (Viola Davis) urges Troy to let their son follow his dreams, telling him that things are changing, but he refuses to listen. His stern advice for his son is “white men ain’t gonna let you get nowhere with that football.” He also has a strained
BY THEDA KLEINHANS REICHMAN
“Fences” relationship with his older son, Lyons (Russell Hornsby) from a previous marriage. Lyons is a musician who loves to play in clubs, but his talents don’t always earn him enough money to pay his bills, so he often comes to his father to borrow a ten or a twenty. Troy believes a man’s worth involves his willingness to perform real work and bear real responsibilities. He considers playing jazz a waste of time and resents lending his son money, even though Rose never minds helping Lyon out. The anchor and true love of Troy’s life is his wife of 18 years, Rose (Viola Davis) who stands behind him through thick and thin. She also tries to support her teen-aged son’s dreams. Davis, who won a Tony for her portrayal, may in addition receive a well-deserved Oscar nomination for her moving on screen performance. These characters deep, rich, and beautifully drawn, and the actors are clearly up to the challenge. If you have never seen an August Wilson play, this is your opportunity to experience one of his finest works. And “Fences” will certainly be a Best-Picture contender when
the Oscars roll around.

Photo by Artie Lechtman By Pamela Price Jeff Berger is at home with an array of exotic birds at Exotic Birds Unlimited on San Pablo Ave. in Palm Desert. “It’s becoming known as Pet Row,” says Jeff, since there’s a puppy store to his right and across the street the bright new resale shop for Loving All Animals. Jeff has called the desert home since 1962, and he recalls his first bird, a little blue parakeet, he named Blue Boy. Today he is surrounded by domestically raised parrots and including the likes of www.desertstarweekly.com

Jeff’s interest in birds took flight during the 1970s as he spent two years in Guyana, South America exporting birds to the U. S. Returning to Palm Springs, his original store was on Ramon Road, from 1981, and later he relocated to Palm Desert where he now has a fascinating selection of bird accessories, cages,
toys and of course birdseed and nuts in addition to a truly impressive array of exotic birds, many of whom he and his wife Debbi have raised since they were hatchlings. Baby’s birds are treated gently with hand feeding several times daily, he says. It was obvious the birds we saw were one happy family, chirping and chattering away, and several spoke perfectly, greeting us upon arrival as if they were welcoming us to their private pet palace. “The birds December 28, 2016
have marvelous plumage, had joyful personalities, and seemed very curious and were friendly,” said ten-year old Harris Lechtman visiting from Washington, D.C. Jeff said that his clients have their birds groomed here offering wing and nail clippings and beak trims. Perky cockatiels, carefree conures, and inquisitive African Greys are also known to find their perch in this oasis of fine feathered friends. Jeff and Debbi Berger are known for boarding birds too and have as well
provided their sexy birds for parties and conventions. Educating their clients about unusual bird behavior is part of the process of ownership, they say, especially with baby birds. The couple takes great joy in making new “bird parents” aware of creating a healthy and happy environment for their fancifully feathered baby birds. Star Wars’ Actress Carrie Fisher Dies at 60
By KMIR News Staff “Star Wars” has lost its most beloved princess. Carrie Fisher, best known for her portrayal of the plucky Princess Leia in George Lucas’ epic intergalactic movie series, died Tuesday, days after suffering a heart attack on a plane. She was 60 years old. “It is with a very deep sadness that Billie Lourd confirms that her beloved mother Carrie Fisher passed away at 855 this morning,” Simon Halls, a representative for Fisher’s daughter, said in a statement to NBC News. “She was loved by the world and she will be missed profoundly.” Fisher, who had recently wrapped the filming of “Star Wars: Episode VIII,” the second of three new “Star Wars” films, was in the midst of a tour to promote her eighth book, an autobiography called “The Princess Diarist,” when she was suffered the medical emergency. During a Nov. 21 appearance on TODAY, Fisher showed no sign of

being ill while she bantered with the hosts and dished about her affair with costar Harrison Ford. “It was a three-month one-night stand,” she said. But on a flight from London back home to Los Angeles last Friday, Fisher went into cardiac arrest and sources said members of the United flight crew joined by a doctor and a nurse on board performed life-saving measures on her. Actor Brad Gage, who said he was sitting directly in front of Fisher, tweeted that the actress was taken off the plane by EMTs. Born October 21, 1956, Fisher was Hollywood royalty before she became a member of the fictional Organa royal family in the Star Wars movies. The daughter of singer Eddie Fisher and actress Debbie Reynolds, Fisher was just two when her parents divorced and she went to live briefly with starlet Elizabeth Taylor. Following in her mother’s footsteps, Fisher made her
film debut in the 1975 movie “Shampoo.” But it was her turn as the tough-talking princess who defies the Evil Empire in “Star Wars” two years later that rocketed her into fame and turned her into a feminist icon at the tender age of 19. And she relished the role. “And as much as I may have joked about Star Wars over the years, I liked that I was in those films,” she later wrote in her autobiography. “Particularly as the only girl in an all-boy fantasy. They were fun to make. It was an anecdote of unimaginable standing.” In 1983, Fisher became a sex symbol for a whole generation of Star Wars fans when she appeared in a memorable metal bikini chained to the villainous Jabba the Hutt in “Star Wars: Episode VI - Return of the Jedi.” “What’s funny is I wish I had known I was a sex symbol,” she later told The New York Daily News. “That’s so odd. Because I don’t think that way. I don’t look at myself even remotely that way.” American actress Carrie Fisher on the set of Star Wars: Episode VI - Return of the Jedi directed by Welsh Richard Marquand. Sunset Boulevard / Corbis via Getty Images Fisher went on to appear in other movies, landing scene-stealing supporting roles in “The Blue Brothers,” “When Harry Met Sally” and “The Burbs.” Recently, Fisher played the annoying mother in a British TV comedy called “Catastrophe” that aired on Hulu. In 1987, Fisher published her first novel “Postcards from the Edge,” a semiautobiographical book that drew on her real-life battles with drug addiction, bipolar disorder and her fraught relationship with her mother. It was a bestseller that was turned in a 1990 movie starring Meryl Streep and Shirley Maclaine. December 28, 2016
Fisher continued making movies and became one of Hollywood’s most in-demand script doctors. She also found a new generation of fans with appearances on shows as varied as “Entourage,” “30 Rock,” and “Sex and the City.” She also was the voice of Peter Griffin’s boss Angela on “Family Guy.” In 2014, Fisher confirmed that she was reuniting with Ford and Mark Hamill in “Star Wars: The Force Awakens.” American actress Carrie Fisher on the set of Star Wars: Episode V - The Empire Strikes Back directed by Irvin Kershner. Sunset Boulevard / Corbis via Getty Images But after the movie came out, the now 59-yearold actress was barraged with hateful tweets from body shamers who said she’d aged badly. Fisher fired right back at them. Two years later, Fisher released her tell-all book, that
included her claim of an affair with Ford and the admission that she thought her days as Princess Leia were over. “I was surprised. As surprised as you can be and still be so far over forty,” she wrote. “I mean, I thought they might make more Star Wars movie—not that I thought it all that much—but I doubted that I would find myself in them. And now it looked like I would! Hallelujah!” Fisher was in a long term relationship with musician Paul Simon and married to him for a year before they divorced in 1984. From 1991 to 1994, she was involved with talent agent Bryan Lourd — a relationship that produced one child, actress Billie Lourd. She was also briefly engaged to comedian and actor Dan Aykroyd, whom she met on the set of “The Blues Brothers.” Funeral plans were not yet finalized. Source: KMIR/NBC News

100+ Calif. Mountain Lions a Year Killed by Motor Vehicles By Desert Star Staff LOS ANGELES – The biggest threat to mountain lions in California is traffic. More than 100 of the big cats died this year across the state in collisions with fast-moving cars. The Santa Monica Mountains are the major problem area, with at least two mountain lions killed there in recent weeks - including one known as “P-39,” who leaves three cubs behind. But Andrew Hughan, public information officer for the California Department of Fish and Wildlife’s Regions 5 and 6, says that isn’t uncommon; vehicle collisions are an unfortunate side effect of their habitat erosion. “Mountain lions are probably killed a couple times a week,” said Hughan. “They’re killed all the time across the state.” And yet, state officials say the mountain lion population remains stable, mostly because the species lacks other, natural predators. Wildlife advocates have
worked hard to raise awareness of the challenges for big cats, to the point that any death sparks a public conversation. Hughan says P-39’s orphaned cubs are now fending for themselves. Mountain lions usually stick close to their mothers for the first two years of life. Statewide estimates of the mountain lion population range from 4,000 to 6,000. Hughan points out that California is the only state that protects them by legislation. So, the big cats may not be safe from traffic on busy roadways - but they are safe from hunters. “There are a few other states that outlaw it, just because they don’t want them hunted,” he explained. “But California’s the only one that’s protected. There’s no hunting, so the population’s allowed to thrive. The only thing, really, that keeps the population in check is getting hit by cars.” He encourages drivers to report any car accidents involving a mountain lion, because many are tagged
P-39 and one of her cubs, captured in spring 2015 by a National Park Service trail camera. (National Park Service) and studied. These accidents are not considered a crime. His department also handled the high-profile case this month of “P-45,” a mountain lion that killed about a dozen alpacas and a couple of goats. The owner requested a permit to kill the
lion, and according to Hughan, that caused a public uproar. “The alpaca owner decided to rescind the permit and not do anything about it, so P-45 continues to roam around the Santa Monica Mountains,” he said. “But you know, we’re not looking for it or hunting
it, or anything like that.” He added the department supports the plan for a wildlife corridor over the busy U.S. Route 101 freeway to help ease tensions for the Santa Monica lion population, but says the politics of funding it are complicated.
Report: Caregivers Seeking Rest Face Barriers
Nearly a half-million family caregivers provide 437 million hours of care each year for loved ones in Oregon, according to a new report. (sarcifilippo/Pixabay)
By Desert Star Staff PORTLAND, Ore. Nearly a half-million family caregivers in Oregon provide 437 million hours of care each year, but taking a break from caregiving can be difficult. A new report from AARP offers recommendations on how to make respite for caregivers more easily accessible. Jon Bartholomew, director of government relations for AARP Oregon, said stress from caregiving can lead to health problems. “We know from other research that’s been done that the impact of caregiving on people who just care for people with Alzheimer’s disease leads to higher health-care costs of over $100 million a year in Oregon,” Bartholomew said. AARP Oregon convened a work group to produce the report and got public input at 14 community meetings
across the state. One of the biggest findings was that many caregivers lack awareness of where to find respite services. Bartholomew said one of the best resources in the state is the website ADRCoforegon.org. Kathy Couch works fulltime for the city of Portland and also is caring for her husband, who was diagnosed with early-onset Alzheimer’s disease three years ago and had to retire. Couch said she has a supportive group of friends and family, but feels guilty asking them to help care for her husband. She said juggling the dual responsibilities of work and caregiving is exhausting. “I don’t have time to just be me, you know? I feel like I’m living for everybody else all the time,” she said, “and I’m disappearing.” According to a national survey by AARP, 52 percent

bathroom as a relaxing oasis. Unfortunately, bathrooms are

according to the National Safety Council. These incidents happen to people of all ages -- from young children who may see the bathroom as a play area, to expecting women whose balance may be off kilter, to seniors. You can reduce the risk of falling by adding grab bars near the toilet, along the showerhead wall and on the back wall of the tub or shower. Grab bars also provide assistance for
of caregivers work full time. The report offered a number of recommendations for respite options, including partnering with community colleges and universities to provide care, along with training opportunities for students. For working Oregonians, Bartholomew said paid family leave is a legislative solution that will be on the table during the coming session. “Let’s say your mother had a stroke, and you need to spend some time helping your mother out with those caregiving responsibilities,” she said. “Paid family medical leave guarantees that you have a job to come back to, and that you can make ends meet while you’re taking the time off to care for your loved one.”
getting in and out of the tub, as well raising or lowering yourself onto the toilet. Because people of all ages are prone to injury, adding these safety features is a good idea for every household. And these days, you can do so without compromising on style -- brands like Moen offer grab bars in different sizes, finishes and styles, so these elements can blend seamlessly into any décor. With a few simple considerations, you can prioritize safety in your home’s bathrooms. StatePoint

MUSIC Celebrate 20 Great 2016 Albums BY ROBERT KINSLER
2016 was an especially strong year from my perspective with a mix of high-profile returns, break-out debuts, local indie releases and even a holiday collection warranting my attention. Here are my favorite 20 new studio albums of the year listed alphabetically by the artist’s name. Artist: Bobbo Byrnes Title: Motel Americana (Bobbo Byrnes) Tell me more: As a member of the Fallen Stars, Bobbo Byrnes has long proven himself as a key voice on the international Americana scene. On his 2016 solo album “Motel Americana,” the singer-songwriter and multiinstrumentalist continues to successfully explore roots rock and alt-country, focusing on the slightly quieter and more nuanced regions of Americana. The songs bask in a sonic glow that fuses his own voice with those of singers Tracy Byrnes and Ben Riddle and a wide range of acoustic and electric instruments (Bobbo himself handles guitar, bass, mandolin, pedal steel, dobro and more!). Information: songandwhispers. com or bobbo.org. David Bowie Title: Blackstar (Columbia) Tell me more: David Bowie celebrated his 69th birthday on Jan. 8, 2016 with the release of his 25th studio album “Blackstar.” Only two days later the legendary artist was dead following an 18-month battle against cancer. “Blackstar” is a powerful and riveting sonic ride, providing the groundbreaking artist to blend rock, jazz, electronica and other styles as only he could; the ambitious 10-minute title track, stunning “Lazarus” and driving discending “I Can’t Give Everything Away” are among the instantly-affecting songs here. Information: davidbowie.com. Artist: Cheap Trick Title: Bang, Zoom, Crazy... Hello (Big Machine Records) Tell me more: Cheap Trick’s resurgence was not limited

to the band’s induction into the Rock & Roll Hall of Fame on April 8, 2016. The quartet’s first new full-length studio album since 2009, “Bang, Zoom, Crazy...Hello” is a bona fide triumph filled with the band’s characteristic brand of high-octane melodic rock. The highlight on the album is “When I Wake Up Tomorrow,” a melancholia-drenched original that bridges Cheap Trick’s power-pop instincts with the sonic territory explored by David Bowie in “Heroes.” Information: cheaptrick.com. Artist: The Cult Title: Hidden City (Cooking Vinyl) Tell me more: The Cult’s “Hidden City” is a superb effort, branded with the band’s blend of hard and goth rock. On the band’s first album since 2012’s “Choice of Weapon,” singer Ian Astbury and guitar hero Billy Duffy lead the ensemble through a dozen original songs that deliver on the outfit’s past glories while forging ahead. “Dark Energy,” “No Love Lost” and the infectious “Dance the Night” rock with unbridled power yet capture the shadowy sonics that have been a part of the group’s sound since the 1980s. Information: thecult.us. Artist: Neil Diamond Title: Acoustic Christmas (Capitol Records) Tell me more: Neil Diamond brings his rich baritone and signature style to some of the season’s most beloved standards and several originals on his Acoustic Christmas. The sparse arrangements bring depth and introspective enchantment to all the performances, from the weighty “O Holy Night” and “Do You Hear What I Hear” to the anthemic “Hark the Herald Angels Sing” and delightful Celtic-flavored “Christmas in Killarney.” The album features two new shining originals, notably the lovely pianoanchored “Christmas Prayers.” Information: NeilDiamond.com. Two Men Charged in Palm Springs Invasion Robbery Plead Not Guilty By KMIR News Staff PALM SPRINGS, Ca. -Two men accused in a home invasion robbery in Palm Springs, in which the homeowner was tied up at knifepoint, pleaded not guilty Tuesday to multiple felony charges. Aaron Anthony Allen, 24, of Hemet, and Paul Stephen Keller, 25, of Beaumont, were arrested Dec. 21 after Palm Springs police and sheriff’s deputies stopped them in the victim’s SUV in western Riverside County. They’re charged with burglary, carjacking, vehicle theft, receiving stolen property, making criminal threats and false imprisonment. Keller also faces sentence enhancements for allegedly using a weapon during a felony, indicating he’s the
one accused of wielding the knife during the robbery. The men are next due in court Jan. 6 for a felony settlement conference. The homeowner reported the robbery to police at 4:14 a.m. The defendants entered the man’s home in the 200 block of East Granvia Valmonte ``by unknown means while the victim was sleeping,’’ according to police. The homeowner woke to lights on inside the house and allegedly was confronted by the masked suspects. Keller allegedly held a knife to the victim’s throat and tied him up. Allen and Keller then allegedly took ``a large quantity’’ of the resident’s property, including his 2015 device in the BMW. BMW X1. Police tracked Palm Springs police and down the SUV and the Riverside County sheriff’s suspects via a GPS tracking deputies tracked the BMW
to a home in the 400 block of El Monte Street in San Jacinto. Allen and Keller were allegedly seen getting into

we were supposed to do.” Abe’s visit is not without political risk given the Japanese people’s long, emotional reckoning with their nation’s aggression in the war. Though the history books have largely deemed Pearl Harbor a surprise attack, Japan’s government insisted as recently as this month that it had intended to give the U.S. prior notice that it was declaring war and failed only because of “bureaucratic bungling.” “There’s this sense of guilt, if you like, among Japanese, this ‘Pearl Harbor syndrome,’ that we did something very unfair,” said Tamaki Tsukada, a minister in the Embassy of Japan in Washington. “I think the prime minister’s visit will in a sense absolve that kind of complex that Japanese people have.” Since the war, the U.S. and Japan have built a powerful alliance that both sides say has grown during Obama’s tenure, including strengthened
military ties. Both Obama and Abe were driving forces behind the Trans-Pacific Partnership, a sweeping free trade deal now on hold due to staunch opposition by Congress and President-elect Donald Trump. Moving beyond the painful legacy of the war has been easier for Japan and the U.S. than for Japan and its other former foes, such as South Korea and China. As Abe arrived in Hawaii, Beijing dismissed as “wishful thinking” the notion that Japan could “liquidate the history of World War II” by visiting Pearl Harbor. “Japan can never turn this page over without reconciliation from China and other victimized countries in Asia,” said Hua Chunying, a Chinese foreign ministry spokeswoman. Source: KMIR/AP Associated Press writers Brian Skoloff in Kailua, Hawaii, Mari Yamaguchi in Tokyo and Gillian Wong in Beijing contributed to this report.

Why Switching to LED Bulbs Makes a Difference
By Desert Star Staff It may seem like a small detail, but the way you light your home can have a big impact on the environment and your energy bills. Indeed, widespread use of lightemitting diode (LED) lighting has the greatest potential impact on energy savings in the United States, according to government findings. Add it Up: Using at least 75 percent less energy and lasting 25 times longer than incandescent lighting, residential LEDs, especially ENERGY STAR-rated products, can help you significantly reduce the cost of lighting your home. And this is truer than ever, as the price of this technology has declined and the uses for it have expanded. Even LED decorative holiday lighting can be purchased these days, giving consumers more opportunities to light their homes and lives efficiently. Community Efforts: Community efforts are helping to make sweeping change and brighten lives. For example, the Environmental Protection Agency’s “Change

the World Tour,” is a national program designed to motivate consumers to purchase ENERGY STAR-certified LED bulbs that bring energy-efficient lighting to communities in need. Leading the charge are forward-thinking companies, such as ProVia, a manufacturer of home renovation products, including energy-efficient entry doors, replacement windows, vinyl siding and manufactured stone. They have partnered with Thompson Creek Window and Fairfax County Public Schools to teach students
the importance of changing to ENERGY STAR-certified LED light bulbs. ProVia is also donating LED light bulbs to Habitat for Humanity and encouraging their employees to get on board personally by making a commitment to purchase ENERGY STARcertified LED light bulbs. With these kinds of efforts taking place nationwide, LED adoption in local communities is expected to continue to rise. To learn more about the campaign, visit provia.com/change.
Take the Time: Swapping out traditional bulbs for energyefficient alternatives is a simple home project that requires no special skills or tools, just a commitment to lowering one’s carbon footprint. Take an afternoon to make this simple swap that promises to have a long-lasting and major impact. Actions taken by individuals may feel small, but on a collective scale, greening your home means greening your community and the larger world. StatePoint
1 in 4 Death-Row Inmates Has Intellectual Disability
By Desert Star Staff PORTLAND, Ore. — Onequarter of people on Oregon’s death row most likely suffer from some form of intellectual disability or brain damage, according to a new report. The Fair Punishment Project found that, alongside those with intellectual disabilities, people who endured severe childhood trauma or who weren’t yet old enough to purchase alcohol at the time of their crimes make up twothirds of death-row prisoners. Rob Smith, director
of the Fair Punishment Project, pointed to a 2002 Supreme Court decision that found the death penalty unconstitutional for people with intellectual impairments. “What we found was that people on Oregon’s death row look very close to the kind of impairments that the Supreme Court has ruled leave you categorically ineligible for the death penalty,” Smith said, “and that was very concerning to us.” Although 35 inmates currently sit on death row, only two people have been

executed in Oregon over the past 40 years. Earlier this year, a Multnomah County judge vacated the death sentence of a man with an IQ of 61; a score which placed him in the range of intellectual disability and in the bottom two percent of the population generally. Gov. Kate Brown has continued former Gov. John Kitzhaber’s moratorium on executions. But Smith said that doesn’t alleviate the effects of keeping the death penalty on the table in Oregon. “The death penalty is a fiction, but it’s an incredibly damaging and costly and
reckless decision,” Smith said. “And it’s something that seems to be out of keeping with the way I understand Oregonians to view themselves, which is reasonable and measured and prudent.” A study released last month by researchers at Lewis and Clark College and Seattle University found that Oregonians have spent $140 million in pursuit of the death penalty, and that costs of trial and incarceration in deathpenalty cases are nearly twice the costs of life imprisonment or other lesser penalties.

the United Arab Emirates, and Iraq were listed as the largest buyers in the developing world. However, developing nations purchased less on the whole in 2015, buying $65 billion worth of weapons compared to $79 billion the year before.
By Desert Star Staff The US took first place in closing weapons sales deals globally last year, signing agreements to sell about $40 billion worth of military hardware, accounting for half of all such contracts worldwide, according to a congressional study. The study, titled ‘Conventional Arms Transfers to Developing Nations, 20082015,’ showed that the US placed well ahead of the number two weapons dealer, France, when it came to overall weapons agreements clinched in 2015. Paris signed deals worth $15 billion. Russia placed third in closing global arms sales agreements, with $11.1 billionThe US also sold more weapons to developing countries than any other country, accounting for 41
percent of such deals. The four major Western European suppliers (France, the United Kingdom, Germany, and Italy) placed second as a whole, with 27 percent. Russia was third, with 17 percent. Both the US and France managed to increase their weapons-agreement totals in 2015, despite a drop of almost $11 billion in arms sales overall globally. Worldwide deliveries The US also ranked first in arms deliveries worldwide for the eighth year in a row, delivering nearly $16.9 billion worth of weapons. Russia ranked second – a position it has also held for the past eight years – delivering arms worth $7.2 billion globally. France ranked third, with $7 billion in deliveries. The three countries collectively delivered 67.77
percent of all arms supplied by all nations in 2015. However, the combined value of international arms deliveries in 2015 dropped to nearly $46.2 billion, down from the previous year’s total of $54.1 billion. Deliveries to developing nations The US placed first when it came to delivering weaponry to developing nations, supplying $11.9 billion worth. Russia and France tied for second place, totaling $6.2 billion each. According to the study, developing nations took delivery of the lion’s share of weapons worldwide, scooping up military hardware accounting for 72.7 percent of the value of all international arms deliveries.
