Census 2020 Counting People Who Speak Little English By Desert Star Staff DENVER -- Getting an accurate count in the upcoming 2020 Census could be a big factor in determining whether federally funded agencies can provide the same services other Americans rely on to people with a limited ability to read, write or speak English. Stella Yu, founder of the youth program Arts Street, says it’s important for all of Colorado’s communities to show up in the once-a-decade count, and she notes the census form can be filled out in 13 different languages. “Historically, communities
who speak only a little bit of English have not been accurately counted,” she points out. “Instructions are available in 59 different languages including American Sign Language and Braille.” In 2015, more than 300,000 Colorado residents said they were less than fully fluent in English, and spoke a different language at home. Coronavirus pandemic could wipe $1.1 TRILLION off global economy By Desert Star Staff China’s GDP growth is expected to fall from six percent last year to 5.4 percent in 2020 due to the spread of the COVID-19 virus, said the latest report by Oxford Economics. It has modeled two scenarios on the coronavirus outbreak morphing into pandemic. Under the first scenario, if it spreads more widely in Asia, world GDP would fall by $400 billion this year, or 0.5 percent. The second scenario foresees the global GDP dropping $1.1 trillion or 1.3 percent, if the virus outbreak becomes a pandemic and a disruption to manufacturing in Asia spreads worldwide. Such a decline would be the same as losing the entire annual output of

Neighbors of Man Who Died in Murder Suicide Say he was Troubled
By Kitty Alvarado NBC-PS People who live on a quiet street in Desert Hot Springs are still reeling over the violent death of a man they’ve known for years: 63-year-old Walter Carter. “I just can’t believe the whole thing; it’s just in shock,” says Lorraine Spencer, who lives across the street from Carter’s now-empty home. Even harder for them to accept is that according to Riverside County Sheriff’s Department on Valentine’s Day, Carter entered a medical building in Rancho Mirage shot and killed Dr. David Duffner then turned the gun on himself. “It was devastating all the neighbors we’re all close here in the neighborhood, and he

was a good person, he never talked of violence, he never talked of guns, nothing like that, and it was a shock to all of us,” says Dolly Moen, Spencer’s daughter who also lives on the same street, just on the other side of Carter. Spencer says she’s knew Carter and his wife for years and she and her daughter, Moen, looked after Carter after his wife died several years ago, “He was kind of a loner, he didn’t have friends,” she says adding they always took him to his doctors’ appointments. Spencer says she never heard him mention Dr. Duffner but assumes that’s who did a back surgery on him over a year ago. She says he was in more pain
after that procedure. Several neighbors say he’d been in a downward spiral for months. “We’ve been worried about him for a long time we have taken him to the doctors we have tried to get him treatment centers, and we haven’t been able to find the right help,” says Moen. “Very isolating very reclusive, I knew he was having trouble getting his pain meds since he was apparently blacklisted from all the doctors in the area,” says Patrick Thiels, who also lives across the street. Spencer said when she took him to the E.R.s, they all turned him away without medicine and handed him rehab information. February 21, 2020
She recalls an incident where she took him to a doctor, ” The doctor ran out of the room said he threw a chair at him and so he said you can’t come back anymore,” says Spencer. They say the evening before the murder-suicide, his son, who lives out of town called law enforcement for a welfare check, but don’t think they made contact. They said there were deputies in his front and backyard. “Some police came and apparently were trying to talk to him, and I went over there, and they just told me to go home wish they would have let me have talked to him maybe I could have done something,” says Spencer. They knew his life would
end tragically if he didn’t get help, just never like this. “He had just had it, he just couldn’t handle it anymore, but why he had to take somebody else’s life that’s what I can’t understand,” says Spencer. “It shocked all of us because we thought we’d maybe find him in overdose or something to end the pain, but we never dreamed he would snap,” says Moen. Lives today are affected by a vast number of online and social media statistics -- likes, followers, scores and ratings. However, a new survey suggests that despite the time and attention this generation devotes to social media, they are more focused on the importance of a very different number: their credit scores. The new survey from Experian was conducted to see how those ages 23 to 38 rank their credit scores in importance relative to other numbers in their lives, including the number of followers they have on social media. and social media numbers command millennials’ constant attention (19 percent say it’s an obsession), 49 percent of those surveyed believe a credit score impacts their life the most. Fifty-nine percent worry about their credit score and 52 percent would be disappointed if their score went down. The numbers reflect their concern. In the past five years, members of this generation have seen their average FICO Score grow by 21 points, increasing from 647 in the second quarter of 2014 to 668 in the same quarter of 2019, according to Experian data. This is the largest increase of any generation for the same time period and shows that millennials are working to establish and build their credit. Though concerns over some scores and their online presence are causing a touch of anxiety -- 51 percent of millennials surveyed feel bad when their numbers go down, they can easily access help to improve their credit scores, say experts. “Proud scorekeeping millennials often have low
credit scores due to short credit histories, but there are steps they can take to better manage their scores,” says Rod Griffin, director of public education for Experian. Paying credit card bills on time and only making purchases that you know you can afford to pay back are effective steps you can take to gradually improve your
credit score. But in the age of immediate results, you may want to check out tools with the potential to increase your credit more quickly – even immediately. For example, the free online resource Experian Boost allows consumers to add positive payment history from utility and cell phone payments to their Experian credit reports, which can possibly improve

Census 2020: Counting People Who Speak Little English of language proficiency. An accurate Census count can help ensure that the right translators and support materials are available -- in hospitals, schools, and among fire departments and first responders -when they’re needed. Some community advocates worry that people who speak limited amounts of English may shy away from census participation out of fear still lingering in the wake of the Trump administration’s quest to add a citizenship question. Last summer the U.S. Supreme Court blocked the question, but many people are skeptical about giving the government personal information.
Yu says all data in the Census form is protected, and records are confidential for 72 years under federal law. “Census workers take an oath for life to protect your information,” she stresses. “By law, Census data cannot be shared with immigration or any government agency.” Census data helps determine how states are represented in Congress, and how billions of tax dollars are distributed for programs supporting agriculture, infrastructure, schools, public safety and health initiatives. Film Noir ‘Motherless Brooklyn’ Now on DVD
Actor/director James Norton adapted the screenplay for his latest film “Motherless Brooklyn” from Jonathan Lethem’s 1999 detective novel. In the movie, Norton portrays Lionel Essrog, a private eye with Tourette syndrome, a condition that can bring on involuntary facial tics and outbursts of speech. This is overlooked by his boss and mentor Frank Minna (Bruce Willis), who appreciates his skills and intelligence. When Minna is gunned down, Lionel is determined to find his killers even if he receives little support from Minna’s other detectives, played by Bobby Cannavale, Ethan Suplee, and Dallas Roberts. In his search for justice, Lionel comes in contact with Laura, a fair housing advocate and lawyer (Gugu MbathaRaw). At one point, they meet at a Harlem jazz club where Michael Kenneth Williams plays a trumpeter. (The music
we hear him play is actually performed by Wynton Marsalis.) Then, without warning, Lionel is roughly escorted out into the alley where he is beaten. Is he getting too close to the killers? Alec Baldwin plays Moses Randolph, a powerful master developer who wants to transform Harlem, which he considers a slum, into a beautiful residential area. To do so, he plans to force the minority residents out so he can bulldoze and rebuild. At this point, he already has the total support of the local government. He is ruthless, ambitious, and determined to let nothing stand in his way. Willem Dafoe is Baldwin’s brother, who is against Moses Randolph’s strongarmed tactics and greed. They had once been close in wanting to make New York a better place, but now Baldwin’s lust for power has destroyed their relationship. There are some scary
close encounters in the film. One of the most chilling takes place on a fire escape as Laura and Lionel run from a truly oversized villain. On the downside, Bruce Willis was out of the picture far too soon. Warner Bros.“Motherless

By Desert Star Staff AUSTIN, Texas -Texas is tied with Virginia for the third-lowest union membership rate in the country at 4%, according to a new report from the Center for Public Policy Priorities. Report author Jonathan Lewis says the drop in the number of workers protected by unions has resulted in significant losses in real wages, health care coverage and retirement savings. “The decline of union membership has made life harder for middle- and working-class Americans,” he asserts. “And these are the folks that are really the backbone of our economy.” The 1947 Taft-Hartley Act paved the way for states, including Texas, to pass so-called right-to-work laws, which prohibit private sector unions from requiring
workers protected by a union contract to pay dues. Since 1950, union membership dropped from 30% to just 10% nationally. In 2018, the U.S. Supreme Court dealt an additional blow to organized labor by ruling that dues could not be mandated for public sector workers protected by unions. Among full-time workers in 2019, union members had a median income of more than $10,000 above workers who did not belong to a union. Lewis says in addition to negotiating for fair compensation, unions can help protect against race, gender, and other forms of discrimination, sexual harassment, whistleblower retaliation and unsafe work conditions. “A lot of folks have bought into this narrative that unions
