Supporters of a California law to ban oil and gas drilling within 3,200 feet of sensitive sites like homes and schools are gearing up to fight a new ballot measure which would invalidate the law.
Last week, a referendum qualified for the ballot to overturn Senate Bill 1137, which automatically put the 2022 drilling restrictions on hold.
Katie Valenzuela is a member of the Sacramento City Council who grew up in Oildale in Kern County, and she supports the ban.
“My elementary school, my home -- places where we would shop, the parks
we went to -- are all very close to some very large oil fields,” Valenzuela pointed out. “I take asthma inhalers every single day to keep me being able to breathe. And I will be doing that for the rest of my life.”
A 2021 study from Stanford found increased levels of toxic air pollution downwind of oil and gas wells. As of December, the oil industry had contributed about $20 million to the referendum effort, known as “Stop the Energy Shutdown.” The group’s Facebook page asserted the ban would cost 50,000 jobs in the industry, and increase dependence on foreign oil.
Valenzuela believes petition gatherers misrepresented the effects of the referendum.
“The oil industry didn’t hesitate to drop millions of dollars to lie to voters,” Valenzuela contended. “I saw some that had signs
up saying this would lower gas prices, this would do all sorts of things that the measure wouldn’t do.” The measure will now be on the California ballot
in 2024. Cal GEM, the state agency regulating oil and gas, has been working on regulations to phase out new drilling for the past few years. Cal GEM’s director
resigned in January, so environmental groups are pressing Gov. Gavin Newsom to appoint someone who will prioritize the health of front line communities.

No one on our HOA board has been elected and they all remain on by default year after year. We never meet quorum. I suspect foul play and would like to have the property manager as well as the board members investigated. I was wondering if you had any ideas on how we can investigate them all.
C.M., PomonaDear C.M.: Low voter turnout in HOA elections could be caused by member discouragement, but it also could be caused by contentment and a lack of desire to have different people staff the board of directors. Either way, directors can sit on a board for years without ever being re-elected. There may be some hope on the horizon from Assembly Bill 1458, recently introduced in the California Legislature. Assembly Bill 1458, by Member Ta of Westminster, would add a new subpart 2 to Civil Code Section 5115(d), allowing a member election that fails for lack of quorum to proceed within 5 to 30 days later, changing the quorum to be those members participating. It’s very early in the legislative session, so it is very difficult to predict if the bill has a chance.
Generally, I find that boards are staffed by well-intentioned people, and outright foul play is rare. However, boards can easily
create the impression that they are hiding something when they become defensive in response to criticism and behave in a less transparent manner.
HOAs are little democracies – if you talk to enough neighbors who want a new board, you can elect a new board.

An HOA that I am involved with is holding upcoming elections and is looking for a truly independent inspector of elections. I am wondering whether you know of any paralegals or junior associates who might be willing to perform that function for a modest fee or as pro bono work to enhance their resume.

Dear C.S.: The HOA election reforms from 2005 and Senate Bill 61 dramatically changed the way HOA elections are conducted. One new requirement was that an “inspector of elections” be appointed to run the election and count and announce the vote. This created a small cottage industry of election inspector businesses. However, not all HOAs need professional inspectors. The law allows the board to appoint a volunteer inspector, so long as they are
prosper, along with you. Like a garden under Spring’s sunlight. Over time, you become a greater support to others, offering guidance and direction where needed. Maintain harmony, challenge nothing and no one. Offer compassionate understanding instead. It will nourish your heart and then the hearts of others. People notice.
LIBRA: Think about what you want to be doing daily…what job, career, occupation, work, vocation, artistry, you truly and deeply need to pursue. If you don’t know, ask yourself what that may be. The true information will subtly appear. Talk to everyone about your hopes, wishes and dreams. In the coming year, if you rest more, your health improves, you become stronger and more resistant to illness. Have a salad with each meal, add apples and dates. I think you need a canary or a fish or two.
SCORPIO: Don’t go down the road of regular investments thinking you’re lucky and the economy will improve soon. The monetary situation is shifting in our country and world. California that are not allowed to use electronic voting.

LOS ANGELES – Game Changer conducted training event #138 with the Los Angeles Kings on Monday, February 13, 2023. The nation’s premier law enforcement/ community relations model continued to provide California-State-sanctioned training to members of law enforcement with the NHL team as part of their Black History Month programming.
The focus group portion of the event began 3 hours before the puck dropped between the Los Angeles Kings and the Buffalo Sabres and was moderated by Game Changer Founder Sean Sheppard. Training event #138 featured youth from the Brotherhood Crusade and police officers from the Los Angeles Airport Police Department and the Los Angeles Police Department. Game Changer participants Jesse Lizarraga from Brotherhood Crusade, and Dr. Luann Pannell, Director of Police Training and Education for the Los
Angeles Police Department, was selected to participate in the pre-game honorary puck drop. Brotherhood Crusade and the Kings Care Foundation, the philanthropic arm of the Los Angeles Kings, sponsored the training.
The training event allowed participating officers to earn 4 hours of California Commission on Peace Officer Standards and Training (POST) continuing education units in Community Engagement/Building Trust.
Game Changer training events also provide opportunities for members of the general public to receive training and insight into the concerns, objectives and priorities of members of law enforcement. Game Changer is the only entity in the state of California that utilizes sporting events and community residents to train members of law enforcement while collecting behavior change data.
The global law enforcement training model creates a safe space for members of the general public, law enforcement, prosecutors,
and elected officials to discuss problems and devise solutions together during moderated focus groups that take place 3 hours before the start of collegiate and professional sporting events. At the focus group conclusion, all participants
attend the game together to continue communicating in a casual environment.
Since December 2016, Game Changer has conducted 138 in-person and virtual training events in 10 states and Canada. A total of 2,464 community residents and

Protesters will be in Palm Springs at noon today to draw attention to ongoing negotiations on a huge international trade deal, the Indo-Pacific Economic Framework.
Trade negotiators from the U.S. and 13 other countries are attending the Asia-Pacific Economic Cooperation conference over the next two weeks.
Will Jamil Wiltschko, director of the California Trade Justice Coalition, said any deal needs to be workercentered and climate-friendly.
“It can’t be another
backroom deal that helps big corporations offshore jobs, drive down wages, and ignore environmental rules,” Wiltschko asserted.

The Palm Springs Air Museum held its annual gala on Saturday, February 18th. Over 800 guests came to honor Women in Aviation. These women have broken the glass ceiling and taken it into the stratosphere. Women in aviation have accomplished much, including becoming generals, fl ying into space, creating new planes by becoming test pilots and training future aviation recruits. Guests arrived, servicemen, lining the red carpet and younger cadets inside the Museum. Cocktail hour was held in the giant hangar where drinks and appetizers were served, as pizzas and tacos by Lulu’s Catering and events. Guests got their photos taken in front of a plane, while others took iPhone photos of the aircraft on the runway in front of the hangar. Artist Stan Stokes had his paintings for each of

There was an awe-inspiring display of uniforms worn by famous people. Uniforms are worn by celebrities like actors Steve Martin and Carl Reiner, Sports fi gures like Jack Dempsey and Stan Musial and Astronauts like Pete Conrad. Uniforms by women Arlene Duerk and Carol Mutter and more, to name just a few. The many uniforms were from all wars. They were on loan just for this gala. Each uniform came with an explanation of who wore it and when. So many different ones were exciting.
Actor Joe Mantegna was the Master of Ceremonies again this year. He wore his favorite jacket. His friend Colonel Bob Friend, a famous Tuskegee Airman, gave him the jacket. The friend lived to age 99, and his plane is at the Air Museum; named Bunny, his wife’s name. A video was shown of each honoree and her accomplishments, which
was very impressive. They also acquired the Walt Disney Plane,

Fred Bell hosted the raise the paddle to raise funds to keep the programs alive. Thousands of money were raised. Bell announced the new children’s learning center to honor Ronald M.Auen. He made a surprise announcement of $500,000 by the Huston Auen and one Million by the H.N. and Frances C. Berger Foundations to help build the new center. He said that there is a grave shortage of pilots. Airlines are paying big money to pilots. He said he heard some are making over a million dollars a year. Guests were treated to music by the Cathedral High School Chorus. The Elite Show Band played before and after the program. Dancing followed.

Joining the line-up of school marching bands, charros, dance groups, classic cars, and more will be this year’s grand marshal, Fuego, from the Coachella Valley Firebirds!
The parade, a yearly tradition of the Riverside County Fair & National Date Festival, steps off at 9 a.m. Monday, February 20, at the intersection of Miles Avenue and Deglet Noor Street in downtown Indio.
The parade will go east on Miles Avenue to Oasis Street, south to Highway 111 and west to the Riverside County Fairgrounds.
“With the brand new Acrisure Arena in the heart of the Coachella Valley, we
have a team to unite behind, the Coachella Valley Firebirds, the first professional hockey team in Riverside County,” said Supervisor Perez. “Fuego is an ambassador for the Firebirds and our community, representing the nine Coachella Valley cities, unincorporated communities and Riverside County as a whole. That’s why Fuego is a perfect choice to be our Grand Marshal for this wonderful community parade to bring your friends and family out to!”
Fuego is the official team mascot for the Coachella Valley Firebirds, the newest American Hockey League team and an NHL Seattle Kraken affiliate. The bright orange and red Firebird energizes hockey games, and is active in the community, appearing at schools, special programs and community events.

Supporters of a California law to ban oil and gas drilling within 3,200 feet of sensitive sites like homes and schools are gearing up to fight a new ballot measure which would invalidate the law.
Last week, a referendum qualified for the ballot to overturn Senate Bill 1137, which automatically put the 2022 drilling restrictions on hold.
Katie Valenzuela is a member of the Sacramento City Council who grew up in Oildale in Kern County, and she supports the ban.
“My elementary school, my home -- places where we would shop, the parks we went to -- are all very close to some very large oil fields,” Valenzuela pointed out. “I take asthma inhalers every single day to keep me being able to breathe. And I will be doing
that for the rest of my life.”
A 2021 study from Stanford found increased levels of toxic air pollution downwind of oil and gas wells. As of December, the oil industry had contributed about $20 million to the referendum effort, known as “Stop the Energy Shutdown.” The group’s Facebook page asserted the ban would cost 50,000 jobs in the industry, and increase dependence on foreign oil.
Valenzuela believes petition gatherers misrepresented the effects of the referendum.
“The oil industry didn’t hesitate to drop millions of dollars to lie to voters,” Valenzuela contended. “I saw some that had signs up saying this would lower gas prices, this would do all sorts of things that the measure wouldn’t do.”
The measure will now be on the California ballot in 2024.

While today, Palm Springs is justifiably renowned for its Modern architecture, it first rose to international fame in the 1920s and 1930s as a charming Spanish-styled village brimming with red tile roofs,
warm stucco walls, graceful arches, and babbling fountains.
The man responsible for the “Look” of Spanish Palm Springs was William Charles Tanner (1876-1960), a Canadian-born artist and architectural designer who used his skills as a painter to create works of art in concrete, stucco and tile. Tanner transformed Nellie Coffman’s dowdy old Desert Inn into a Spanish paradise of such charm it was soon hailed as “the hotel that built Palm Springs.” Tanner’s masterfully crafted Desert Inn set in motion a mania for Spanish design that lasted until World War II.
Some of the best-built examples during that time were by Tanner himself, including Ojo Del Desierto, the Tom O’Donnell home perched high above the village; the second O’Donnell home,
which is now the clubhouse at the O’Donnell Golf Club; Invernada in the Movie Colony; and Morada La Estrella in Las Palmas, among many others.

“The isolation and stress from the pandemic really took a toll on mental health,” PattonSmith observed. “This led to increased depression, anxiety, and domestic violence. And so, it showed that the long-term impact of trauma increases depression, anxiety and other mental health conditions.”
To reverse the trend in individual households, PattonSmith suggested parents check in often with their kids and have open and honest conversations to ensure they feel like they belong and can share their thoughts.
By Desert Star StaffThe latest report from the Centers for Disease Control and Prevention finds teen girls are experiencing record-high levels of sadness and violence.
The report said 57% of teen
girls in the U.S. said they felt “sad or hopeless” in 2021. The percentage is about twice that of boys and represents around a 60% increase from a decade earlier. In addition, the number of teen girls experiencing
sexual violence rose by 20% between 2017 and 2021.
Dr. Asha PattonSmith, child psychiatrist for Kaiser Permanente, said the pandemic exacerbated the ongoing problems.
She noted one misconception is if a child is isolated, moody or sullen, it’s just “teenage angst.” However, she warned if it is persistent and teens are not doing things to take care of themselves, it could be a sign of something distressing.
Aside from the pandemic, doctors feel numerous factors have contributed to the decline of young people’s mental health.
Dr. Christina Brown, a pediatrician for Kaiser Permanente, finds the growth of social media, online games and smartphones are also factors. However, she cautioned children and teens to look beyond their screens to help maintain good mental health.
“Finding things that bring them joy -- getting out into the world, into nature, doing service projects -- seeing the bigger picture, not just what’s right in front of them in their high school world,” Brown advised.
Brown added families should not hesitate to reach out to guidance counselors, pediatricians and teachers if they have concerns about a teen’s mental health.

ONCE tells the story of Guy, a young Irishman who dreams of success as a songwriter but is depressed about the breakup with his girlfriend and fixing vacuums in his father’s Dublin shop. When on the verge of giving up his hopes, along comes a girl who is an immigrant from Czechoslovakia. She convinces him to believe in the power of his music and his love for the woman who inspired it. ONCE takes you on a heartfelt, powerful, and thoroughly entertaining journey as Guy and the girl enlist a motley crew of bar friends to record a demo album and rekindle dreams.
Performances of ONCE are Tuesdays through Sundays, February 21-March 5, 2023. Curtain time for Wednesday
through Saturday evening performances is 7 p.m., and Saturday and Sunday matinees are at 2 p.m. Audiences Free Talkback Thursdays are held after every Thursday performance, offering audience members the opportunity to discuss the plays with the directors and casts.
