Number 1 ranked Lydia Ko wins ANA Inspiration LPGA Golf Tournament 2016 Story and Photos by Pat Krause Lydia Ko won this year ANA Inspiration LPGA Golf Tournament at only 18-years old. She is the number one player on the tour and carries that title with grace and talent. She said that jumping into Poppies Pond is the dream of
all players and was thrilled and hoped she made the jump in grand style after watching Abby Wambach jump in on Tuesday. She thanked everyone and I think was concerned she might miss someone to thank. She said being there with her team was so special and surreal.
By Desert Star Staff With uncanny accuracy, the proverbial sh*t storm made landfall on Sunday as the German daily Süddeutschen Zeitung released the leaked documents, touted as the most prodigious dump of data in the history of data dumps. The papers unveiled the offshore assets of some 140 politicians and public servants all over the world, including 12 incumbent and former world leaders, but will not provide a glimpse into the life of the US political elite, as there’s no such information in the batch, Ryle confirmed. SZ said it received the law firm’s documents a year ago from an anonymous source that “wanted neither
financial compensation nor anything else in return.” The German paper obtained further documents in an investigation that followed, involving “400 journalists from more than 100 media organizations in over 80 countries.” SZ said it decided to analyze the data in cooperation with the International Consortium of Investigative Journalists (ICIJ). The data in the so-called Panama Papers, “provides rare insights into a world that can only exist in the shadows. It proves how a global industry led by major banks, legal

stroke every golfer would love to have. Ko made the win with a birdie on 18. Charley Hull and In Gee Chun tied for second place and made a valiant try for a win. Lexi Thompson made an eagle on 18 but it was a little too late for a charge to the leader board.

Story and Photos by Pat Krause The ANA Inspiration LPGA Golf Tournament has started something new to give women’s golf a leg up to be one of the best in the LPGA golfing world. The ANA brought Olympic Gold medalists to the course on Tuesday before the Pro-am part of the tournament. Four Gold medalists from various Olympic sports arrived to be a part of all the festivities. The day started with LPGA Golfers Sandra Gal and Shanshan Feng along with Olympian Missy Franklin and LPGA veteran Amy Alcott talking about the upcoming Golf in the Olympics in August. Amy Alcott was thrilled to be a part of the design of the course they will play in Rio De Janeiro. They wanted to make it a course that would challenge both men and women but not be a Tigerized course. The front nine would be longer and the back nine a little shorter. The
course would be a bit shorter for the women than the Dinah Shore course at Mission Hills. Sandra Gal will represent Germany and Shanshan Feng will represent China. Missy Franklin, 5 times Golf medalist in swimming spoke about the thrill of being in the Olympics where millions of people are watching on TV and being able to compete for your country is such an incredible feeling. Missy said that winning for all those that worked hard with you and those that supported you is so special. They are a part of all the hard work it took to get there. She told the women to be prepared for anything that might come up. A special conference was held where Arianna Huffington spoke to the guests about the need for sleep and how it impacts our lives. She brought her book The Sleep Revolution for everyone. Olympian Julie Foudy emceed the next event

Story and Photos by Pat Krause Over 700 people frolicked at the annual Street Party that is hosted by Helene Galen and Jamie Kabler on Sunday night April 3rd. The Party is always held at The Galen Art Museum in Palm Desert off Hwy 111. Guests are told to dress
casual and dress for fun. This is a fun Party that no one wants to miss. It’s all there and free to the invited guests. Vendor trucks line a walkway giving away Lobster roll sandwiches, Slider Rueben’s, Pizzas, Hot dogs, polish sausages, all served with French fries or tater tots. It was a warm night so the line was long waiting for an
ice cream cone or ice cream dish with toppings. There was popcorn and dishes full of cookies on the tables for Dessert if you didn’t want Ice Cream. Vendors were Deli Doctor, Pieros PizzaVino, King Kone, Cousins Maine Lobster, Me So Hungry, Westwood Catering and others. All this and entertainment too. The group Nightshift from Citrus College is an amazing group of young musicians that had the guests either dancing on the dance floor or tapping their feet at their tables. This is a large group of wonderful singers, guitarists and other artists that are truly very talented. The party lasted 3 hours from 6 to 9. Guests came and went throughout the night but the area was always filled with people. Local political leaders and Mayors from several cities were present. Helene and Jamie really know how to throw a party.

Pro-am on Wednesday and said she gave him credit for a putting tip that helped her. He said it was probably the other way around but he was proud of her comment and noted that this is the way this young woman has with people. She is the second youngest player to win this tournament. The ANA has made many upgrades to make the tournament a friendlier place for fans to watch. They are a big supporter of Women’s Golf and will make it even better next year.

prompt banks to only advance money to the best borrowers. As with any financial regulation, however, the effects will start to be felt sooner than the implementation date. The new rules could trigger a tsunami of worldwide bankruptcies. Starting from 2017 therefore, financial institutions will no longer be able to use their internal models to assess risk for derivative counterparties (the risk weighting attached to similar assets). These rules require banks to stop using their own internal measures to assess risk. By 2018, lenders will have to evaluate all of their loan clients based on standards set by a committee on banking supervision. The leverage ratio compares debt-to-equity, resulting in increased interest rates or not qualifying for a loan. Two key rules are slated for 2018: The leverage ratio set by the International Financial Reporting Standard Board( IFRSB), sets a single set of high-quality, understandable, enforceable and globally accepted standards, based upon clear accounting and investment principles. IFRSB employs important safeguards that will promote sound levels of sound capital and comparability across banks. IFRS 9, for instance, will require earlier recognition of expected credit losses, a move that according to some credit analysts could increase
nonperforming assets at some banks by as much as a third. As bad loans, or their recognition of being a potential one, will increase, so will capital requirements. In other words, it’ll be more expensive and difficult for banks to lend. How banks account for risk will come into effect over the next two years. The regulations imposed after the global financial crisis of 2008, require banks to set aside more capital for every dollar they lend, depending on a borrower’s credit standing. The trouble is, global regulators left the decision on creditworthiness, mostly to the banks themselves. Studies found variations of as much as 20 percent between banks. According to the proposed
rules, companies that have higher revenues and lower leverage will require less capital from banks, meaning banks will have an incentive to lend only to the biggest corporates with more established businesses. Smaller enterprises needing funds to increase sales will be out of luck. Before that rule comes into force, however, the leverage ratio takes effect on Jan. 1, 2018. From then, banks will be required to limit how much their balance sheet is leveraged overall, effectively putting a hard cap on loan growth. It’s increasingly difficult for banks to help spur global expansion, no matter how low or negative benchmark rates are. But it’s about to get a lot tougher. Banks will tighten their
belts and as they deleverage, so will the world. That means more bankruptcies, lay-offs and fewer jobs, which sounds very much like a recipe for a global crisis. The massively detailed banking legislation that was enacted after the last financial crisis has certainly created a lot of jobs for lawyers and compliance officers. HOA Homefront – Neighboring Nuisance Issues By Kelly G. Richardson, Esq. CCAL
Mr. Richardson: I own and live in a condo complex. Secondhand smoke from neighbors drifts through my unit even with windows closed. I have repeatedly told the smokers that smoke on the patio, that it bothers me and that it’s a nuisance and that keeps me from quiet enjoyment of my unit. I have asked the smokers to smoke away from the building. What rights do I have? What can I do to prevent secondhand smoke in my home? M.B., San Diego Dear M. B.: Cities in California are increasingly imposing complete smoking bans in attached residences, such as in Pasadena, for example. An increasing number of associations are also adopting their own rules or restrictions on smoking. Most CC&Rs already contain a general prohibition against activities which are
a nuisance to neighbors. I really hate to see neighbors suing neighbors, and this is a great example of a situation in which internal dispute resolution processes may help. Under Civil Code 5905, all associations are required to have a procedure by which neighbors can work out their disagreements directly, before they ripen into expensive and stressful legal matters. Hopefully your neighbor and you can reach some compromises to help you both to live in peace. Thanks, Kelly
Dear Kelly: What recourse does a common interest development have in rectifying prior illegal construction when a condo is sold? Our CC&Rs state no one above the first floor is to install anything other than carpeting in the living room and bedrooms. However, several owners covered their floors in tile or hardwood without going through the proper channels to even have the variance considered by our Architectural Committee or the board. Several of these units April 6, 2016
have since been sold without the situation being rectified. Does the Board just ignore this infraction of the rules when it is brought to its attention? One new owner wants to have hardwood floors replaced with a better quality of hardwood and asked for Board approval. Can the Board refuse this request and order the new owner to put down carpeting? J.C., Rancho Palos Verdes Dear J.C.: In wood frame multi-story buildings, some amount of noise is to be expected from upper neighbors, but if all developers had the foresight to ban hard floors above the first floor, it would reduce so many problems and disputes. Your association is fortunate to have such a prohibition in CC&Rs. Either the association or an individual homeowner may enforce CC&Rs, under Civil Code 5975. Some associations have a hard floor ban only in their rules, and per Civil 5975(b), only associations can enforce rules. Associations (or homeowners) have five years to sue for violation of covenants, under Code of
Civil Procedure 336(b). In the event the violation is not discovered until later, the running of this time limit might also start later, depending on the circumstances. If someone bought a home with an existing violation of the CC&Rs, the association may still pursue the new owner (and the new owner may have a need to talk to their previous owner) to have the violation corrected. The facts can change the application of the legal rules in this area, so the HOA’s legal counsel should be consulted for advice on this. Hopefully these general principles are helpful. California Sees a Surge in IRS Tax Scams By Desert Star Staff SAN FRANCISCO California has seen a huge surge in reports of threatening or aggressive phone scams in this income-tax filing season, according to experts with AARP’s Fraud Watch Network. This year, the group is warning of several types of scams. In one version, a person will call and pretend to be from the Internal Revenue Service, and will sometimes begin to bully the consumer, demanding payment. Amy Nofziger, a fraud expert with the AARP Fraud Watch Network, says the IRS will never call without having contacted the taxpayer first by mail, and will never threaten to involve the police, arrest you or deport you. “The IRS will never require that you use a specific
payment method, such as a prepaid debit card, wire transfer, money order,” says Nofziger. “We’ve even heard of scammers asking for people to go and get gift cards.” She says identity theft tends to spike this time of year when scammers use a person’s stolen birth date and Social Security number to try and intercept their income-tax refund. Nofziger advises people to use a locked mailbox and never leave outgoing mail that contains personal information on it in the mailbox - instead, take it directly to the post office. And, beware what you leave in your trash can. “Always shred your personal and private information,” says Nofziger. “And use a confetti shredder, because there are people

MARRIED Couples should have a serious discussion about finances before marriage. Talk about your financial goals and habits to get a sense of how compatible you are in this area. Consider getting financial counseling. With about 40 percent of all marriages ending in divorce and with women typically living longer than men, it is critical that women take an active role in the household finances. Develop a household budget together and get into the habit of communicating regularly about goal setting, budget and cash flow, insurance and investing. Create a will and purchase adequate insurance coverage to protect yourself financially in the event of an accident, death or disaster. Meet as a couple with your banker, accountant and

“Quiet” Recreation Makes Big Impact on Calif. BLM Lands By Desert Star Staff A new study commissioned by Pew Charitable Trusts shows about $329 million pour into California’s economy each year from so-called “quiet” recreation on Bureau of Land Management-managed lands. It said pursuits such as camping, fishing, hiking and hunting mean tourists spend $244 million directly within 50 miles of BLM lands, and wages and benefits for more than 2,600 workers account for another $97 million. Kristin Lee, project director of ECONorthwest, the firm that conducted the study for Pew Charitable Trusts, said that when you crunch the numbers for 11 western states plus Alaska, the impact to the nation’s economy is considerable. “We found $2.8 billion
in total economic output,” she said. “We found $1.5 billion in value-added. We found $799 million in employee compensation, and almost 25,000 jobs.” The study found that in 2014, tourists made 38 million visits to BLM lands across the West to enjoy nonmotorized activities, or about 63 percent of all such visits. Ken Rait, director of the U.S. Public Lands Program at Pew Charitable Trusts, said California’s Muir Woods and Devil’s Postpile, are just some of the huge draws for the state’s economy. He laments the more traditional view of BLM lands as places to be exploited for extractive industries, such as ranching, oil and gas, and mining. “People visit Bureau of Land Management lands not to see pump jacks or

By Desert Star Staff BOSTON - A Bostonbased children’s advocacy group says a video learning series is back at it again, making “unfounded claims” about infants’ ability to learn, even during the first 18 months in the crib. Executive Director Josh Golin says his group, Campaign for a CommercialFree Childhood, first alerted the Federal Trade Commission (FTC) to those claims in 2012. He says the FTC imposed a $148 million judgment against Dr. Robert Titzer and his “Your Baby Can Read!” videos. Golin says the company simply declared bankruptcy
and is back in business. “The FTC said you can’t do that anymore, so all he did was he just changed the name of his product from ‘Your Baby Can Read!’ to ‘Your Baby Can Learn!’ - and he’s still selling the same digital snake oil,” Golin says. The group filed a complaint with the FTC this week, asking the commission to enforce the earlier consent order. On its website, “Your Baby Can Learn!” continues to defend its products, claiming it is one of the moststudied baby products in the world and that studies show no negative effects. However, Golin says the
video series has a history of targeting low-income families with the promise of future success for their kids for a couple hundred dollars. “And that’s heartbreaking, when you think about a parent thinking if they spend this money this product will give their child a leg-up,” he says. “When, in fact, what we know is babies don’t learn anything from watching videos, let alone a complex skill like reading.” Golin believes the videos are especially hurtful, because they take time away from what he calls the best thing parents can do - spend a few minutes a day reading to their children.

New Federal Policies For Education Of Homeless Children
To Take Effect Next Year; Decision Impacts Every School District Nationwide
WASHINGTON, -- Today, the U.S. Department of Education (ED) announced that key policies related to homelessness in the recently enacted “Every Student Succeeds Act” (ESSA) will take effect on October 1, 2016, one school year earlier than other parts of the law. This decision means that revised policies and practices must be in place in school districts across the country to ensure the identification, enrollment, stability, and success of homeless children and youth. Signed in December, the Every Student Succeeds Act replaced the No Child Left Behind Act; it also amended the McKinney-Vento Act (the federal education law that provides protections and services for homeless children and youth). The law included two conflicting effective dates for the McKinney-Vento Act amendments: July 1, 2016 and October 1, 2016. Key components of the new law include:

• Designating appropriate school personnel with training to identify, enroll and support homeless students; • Increasing school stability for homeless children and youth, so they can stay in their same school throughout their homelessness when it is in their best interest to do so; • Improving graduation readiness by ensuring college counseling and access to documentation for financial aid; • Assisting young homeless children to access early childhood programs; and • Authorizing more funding to support school district efforts to identify and serve children and youth experiencing homelessness. “Swift implementation of this law is essential to ensure that homeless children and youth receive the education that is their best hope of escaping poverty and homelessness as adults,” said Barbara Duffield, Policy and Program Director for
the National Association for the Education of Homeless Children and Youth (NAEHCY). “These new policies represent best practices from states and school districts across the country, and we look forward to working with schools, communities, families, and April 6, 2016
youth to implement them.” Public schools identified 1.3 million homeless children and youth in the 2013-2014 school year, according to U.S. Department of Education data. The data represent a 7% increase over the previous year, and a 100%

Whoopi Goldberg launches weed startup for women By Sara Ashley O’Brien Actress and comedian Whoopi Goldberg is the cofounder of a new medicinal marijuana startup that’s geared toward providing relief for women during that time of the month. The company is called Whoopi & Maya, after Goldberg and her cofounder Maya Elisabeth, who’s been running medical marijuana company Om Edibles since 2008. The women are launching four products to help relieve period cramps and discomfort. Sort of a “menstrual survival kit,” the products range from edibles, tinctures or liquid extracts, rubs and a bath soak. All are infused with cannabis. “This was all inspired by my own experience from a lifetime of difficult
periods and the fact that cannabis was literally the only thing that gave me relief,” Goldberg said in a press release. She has previously professed her love for pot, writing about her relationship with her vape pen for The Cannabist two years ago. Goldberg will serve as chairwoman of the startup, while Elisabeth, who is based in the Bay Area, will be CEO. According to Elisabeth, the products are designed to be “discreet.” The tincture, for instance, can be dropped into any beverage, or placed under the tongue. In the cacao, the cannabis flavor can’t be tasted, said Elisabeth. These two products are psychoactive, meaning they may induce a marijuana high -- while the bath soak and rub are not. That doesn’t mean the bath soak isn’t without
effect, said Elisabeth. “You’ll be so relaxed, you’ll just go straight to bed,” she said. It’s April and spring is in the air. It’s a time when we feel light and cheerful, with a spring in our steps and in our spirits. And even if we can’t dance, now is the time for us to enjoy dance on stage at both the Dorothy Chandler Pavilion and the Valley Performing Arts Center (VPAC) in the San Fernando Valley. On Friday April 15 through Sunday April 17, Glorya Kaufman will showcase works by Complexions Contemporary Ballet with choreography honoring Maya Angelou in connection with National Poetry Month. Complexions, a dance company that focuses on reinventing dance with an emphasis on the aesthetic appeal of performances that celebrate the similarities and differences of a multicultural nation, is under the artistic direction of Dwight Rhoden and Desmond Richardson. Jake Gyllenhall Gives A Spellbinding Performance in “DEMOLITION”
If Jake Gyllenhaal has a starring role in a film, you can pretty much count on a sterling performance. His role as Davis Mitchell in DEMOLITION once again secures his spot as one of Hollywood’s most gifted young actors. With an excellent screenplay by Bryan Sipe and
spot-on direction by Jean-Marc Vallée, this is a compelling story of a young widower’s efforts to come to grips with his profound loss. Davis, a successful investment banker who works for his sympathetic father-in-law, wonderfully brought to life by Chris Cooper, is in a tragic car accident
with his wife Julia, played by Heather Lind. She dies but he doesn’t even have a scratch. While in the hospital waiting to hear about his wife’s condition, he puts some coins in a vending machine, which fails to deliver his selection. Outraged, he begins by sending a letter
of complaint to the vending machine company. One letter turns into a series of deeply personal, heartbreaking letters that are read by the customer service representative Karen, sensitively played by Naomi Watts, who has emotional and financial challenges of her own. An usual friendship evolves, which includes her young son Chris, played by Judah Lewis, who delivers an excellent performance in his first screen role. In trying to make sense out of his loss, and to unlock his frozen emotions, Davis begins dismantling small gadgets in his beautiful home to see how they work. Little by little he tears apart everything around him – with each object growing bigger and bigger in size. Let’s just say at one point he actually needs a bulldozer. Perhaps if he destroys his material world, he will be able to heal his broken psyche and start a new life. Gyllenhall’s performance
By Desert Star Staff Hillary Clinton and Donald Trump are preparing for the worst as their challengers, Senators Bernie Sanders and Ted Cruz, walk into the Badger State as the odds-on favorites. The future shape of the presidential primaries rests on the voters of Wisconsin. Super Tuesday is long gone, and it seems as though April 5 could end up having more impact on the 2016 race than March 1 did when over a dozen states voted. In Wisconsin, where voters will drop ballots from 7am to 8pm, the goal for all presidential candidates isn’t necessarily to rack up more delegates, although that would be nice. The greater prize has to do with momentum, a sense of overcoming the odds to emerge a new victor or otherwise to solidify unstoppable dominance. With the April 19 New York primary around the corner, the Brooklyn-born senator from Vermont, Bernie Sanders, could really use a Wisconsin victory boost to compete with the former New York senator Hillary Clinton. Clinton has 1,243 delegates to Sanders’ 980, a big difference when considering 2,383 is the finish line, and many of those are superdelegates, elite loyalists to the Democratic Party and, consequently, loyalists to the front-runner. Sanders stands to make
a dent in that lead tonight. Winning Wisconsin would mean the self-described democratic socialist had been victorious in the last six of seven contests. The Real Clear Politics average, an accumulation of seven polls in the last 13 days, has Sanders up, 47.9 percent to Clinton’s 45.3 percent. In Wisconsin, there are 86 delegates and 10 superdelegates at play. Of the 86 delegates, 57 are distributed by proportion to the vote in the state’s eight congressional districts, while the other 29 will go to the winner of the state overall. Clinton may already be bracing for a Wisconsin loss as she was campaigning in New York on Monday, although her target wasn’t Sanders. It was Trump, and already in general election mode, the former secretary of state attacked his position on the minimum wage. “I don’t know what the calculation is by Trump and others but I’ll tell you this: They are selling Americans short,” Clinton said, Reuters reported. The other big challenge for Sanders tonight could be with the state’s voter ID law. Out-of-state college students won’t be able to vote with only a college ID, but have to provide a recent tuition bill, while in-state students can use a driver’s license and utility bill. Sanders has fared well with young voters, and the polls are close enough that they, or the voter ID law,
could make all the difference. With 42 delegates at stake, Senator Ted Cruz is polling well enough to potentially fundamentally alter billionaire businessman Donald Trump’s mathematical path to the nomination. Of those 42, 24 will be rewarded based on placement in congressional districts, while the remaining batch will go to the overall winner. In order to secure the GOP presidential nomination, a candidate must attain at least 1,237 delegates. Going into Wisconsin, Trump has 737, Cruz has 475, and the stubborn and/or committed
Ohio Governor John Kasich has 143. With just 930 delegates left at play, Kasich’s only shot is at an open convention, also known as a brokered convention, where even a surprise fourth name could be introduced as a nominee. Trump campaigned in La Crosse, Wisconsin, where he predicted a “very, very big victory,” but he must have received advice, possibly from himself, to tone down the hype. At a following event, he said, “if we don’t win here, it’s not over, but wouldn’t you like to take the credit, in Wisconsin, for ending it?” “And then we can focus

Broad Coalition Defends EPA’s Clean Power Plan in Federal Court
By Desert Star Staff DENVER - Faith leaders, elected officials, public health experts and environmental advocates have filed statements in support of the Environmental Protection Agency’s Clean Power Plan. The U.S. Court of Appeals for the District of Columbia Circuit is considering a case brought by industry groups and 27 state attorneys general, including Colorado’s Cynthia Coffman, to block the measure. Janice Nolen, assistant vice president for national policy, with the American Lung Association says the new rules are critical to addressing climate change. “The Clean Power Plan is a landmark step to really address climate change as a nation,” says Nolen. “We’ve been doing little things here and there but this is a really comprehensive look at trying to reduce carbon pollution from the biggest human-made source, which are the power plants.”
Governor John Hickenlooper has come out in favor of the plan. Opponents claim power plants would have to make big investments to comply with rules that might be overturned, depending on the outcome of the next election. The federal appeals court is expected to rule on the case later this year. According to the EPA, the plan will produce up to $54 billion in climate and health benefits each year by 2030, and will prevent 3,600 premature deaths and 90,000 asthma attacks. James Crooks, assistant professor with National Jewish Health in Denver, notes communities who live closest to the sources of climate pollution are most at risk. “The health impacts of power-plant emissions and climate change are likely to fall disproportionately on those among us least able to endure them,” says Crooks. “Children and the elderly, those living in poverty or

Performances are Fridays and Saturdays at 8:00 PM and Sundays at 2 PM, through May 29, 2016. JUNK is about two gay
men, one younger, one older. They have been offered the contents of the North Carolina cabin of a recently deceased man in exchange for cleaning it up so that the house might be put on the market. It turns out that this house is stuffed from attic to cellar with the man’s massive collection of old porn... and very little else. But as the two sort through this man’s belongings... something of his character begins to emerge... and in turn, something of their own characters as well... their unusual relationship to one
another... and what it means to be an individual. A delightfully funny and touching look at a gay generation gap with book, music and lyrics by a bright voice in LGBT Musical Theatre! The musical comedy follows the fate and faith of five smalltown boys as they rise from bingo hall fame to a national “Raise the Praise” tour. The Christian group has everything you’d expect from a boy band… Matthew, played by Nicholas Sloan,
is the heartthrob leader of the group. Mark, played by Alex Keane, is the seemingly obvious effeminate one, but no one seems to notice. Juan, played by Charlie Bostick, is the Latin lover; the ethnic member of the group. Luke, played by Jospeh Paul Rykert, is the bad boy. And, then there’s Abraham, played by Scott Clinkscales; he’s the Jewish one! The boyz have it all – tight harmonies and cool
choreography. And, they are saving the world one screaming fan at a time with hits like, “Girl You Make Me Wanna Wait” and “Jesus Called Me On My Cell Phone.” At the end of their big tour, the boyz begin to question whether or not faith is really holding them together. With a heartfelt book by Kevin Del Aguila, and music and lyrics by Gary Adler and Michael Patrick Walker, Altar Boyz inevitably

Iceland PM resigns following Panama Papers leak
By Desert Star Staff Icelandic Prime Minister Sigmundur David Gunnlaugsson has been seen running from the country’s parliament, with some reports suggesting the politician has resigned. The PM held a meeting at the parliament on Tuesday, where he announced his decision, local media reported. The resignation still needs the approval of his coalition Independence Party and President Olafur Ragnar Grimsson. The news of the PM’s departure was delivered to the press by Minister of Agriculture and Fishing Sigurour Ingi Johannsson, who is reportedly in line to take over the position, according to the Financial Times. Gunnlaugsson first tried to seek the dissolution of parliament, but President Grimsson turned down his request. The Icelandic politician is believed to be the first victim of the massive offshore holdings leak known as the Panama Papers. According to the

The protest in front of the parliament was said to be the biggest in the country’s history, with more mass demonstrations having been planned for later on Tuesday. Governor Brown Signs New Minimum Wage Law
By KMIR News Staff Los Angeles, Ca. -In front of a boisterous downtown Los Angeles crowd of legislator, union leaders and workers who have been fighting for increased salaries, Gov. Jerry Brown signed legislation today that will raise the state’s minimum wage to $15 an hour by 2022. Brown, during a ceremony at the Ronald Reagan State Building, said the passage of SB 3 doesn’t mark the end of the struggle for livable wages, but it’s a big step in the right direction. ``It’s about people,’’ Brown said. ``It’s about creating a little tiny balance in a system that every day becomes more unbalanced.’’ The state Assembly and Senate both approved the legislation Thursday, despite opposition from Republicans and business leaders. Under the legislation, California’s $10-an-hour minimum wage will increase to $10.50 in January 2017, then to $11 on Jan. 1, 2018. The minimum wage will then go up by a dollar in each of the following years until it reaches $15 in 2022, after which it will continue to rise each year by up to 3.5 percent to account for inflation. Businesses with 25 or fewer employees get an extra year to raise their wage, so that workers will be paid $15 by 2023. The plan also gives the governor the ability to temporarily halt the raises if there is a forecasted budget deficit of more than one percent of annual revenue, or due to poor economic conditions such as declines in jobs and retail sales. Government workers who provide in-home health services will receive an additional three paid sick days under the plan. ``Today we’re not just witnessing the signing of a bill, we’re witnessing the honoring of our social contract -- specifically that, if you get a job and work hard, you will be able to support family,’’ Assembly Speaker Anthony Rendon, D-Paramount, said. ``For too long, that just hasn’t been the reality Many Californians who work full
time can’t put a roof over their families’ heads or put meals on their table. This bill changes that for tens of thousands of Californians.’’ The wage hike will affect 5.6 million workers, or about one-third of the statewide workforce, officials said. ``Today California leads the nation once again, passing a historic minimum wage increase that will help lift millions of hardworking men and women out of poverty,’’ Los Angeles Mayor Eric Garcetti said. ``Last year, I led efforts to raise the wage in Los Angeles, and we watched a wave of cities follow suit. We are fighting against income inequality with every tool we have.’’ Other California cities have also enacted wage increases, some even earlier than Los Angeles. San Jose’s wage rose to $10.30 per hour in Jan. 1, 2015, and is set to continue climbing depending on the CPI. San Francisco’s minimum hourly wage, now at $12.25, will go up to $13 on July 1 and to $15 in 2018, followed by further increases based on CPI, under a measure approved by that city’s voters in 2014. Republicans and business leaders opposed the statewide minimum-wage hike, arguing it will lead to businesses reducing the size of their work force or increasing prices to cover the costs of the increased wages. ``This bill will add to the challenges that include recent Affordable Care Act mandates, recent minimum wage increases, new mandatory paid sick leave and increases in workers’ compensation,’’ Assemblyman Bill Brough, R-Dana Point, said. ``Small business workers’ compensation is based on payroll. As payroll increases so does workers’ comp. This isn’t even considering local permits and other regulatory agencies small businesses have to comply with.’’ But supporters, primarily Democrats, rallied behind the proposal, saying workers earning minimum wage should be able to pay for basic necessities.
