Governor Newsom Proposes 2021-22 State Budget By Desert Star Staff SACRAMENTO – Governor Gavin Newsom today submitted his 2021-22 State Budget proposal to the Legislature – a $227.2 billion fiscal blueprint that provides funding for immediate COVID-19 response and relief efforts where Californians

need it most while making investments for an equitable, inclusive and broad-based economic recovery. With the end of the COVID-19 pandemic insight, the Governor’s Budget prioritizes critical actions that will urgently help the California families and businesses

impacted most. It proposes $372 million to speed up vaccines’ administration across all of California’s 58 counties, bolstering the state’s all-handson-deck approach to swift and safe vaccine distribution. It also includes a $14 billion investment in our economic recovery and the Californians

who most need relief – those who have lost their jobs or small businesses or are facing eviction – advancing direct cash supports of $600 to millions of Californians through the Golden State Stimulus, extending new protections and funding to help keep people in their homes and investing in relief grants for small businesses. As part of this investment in California’s

future, the Budget intensifies the Governor’s commitment to equity in and for our school communities, reflected by the highest school funding levels – approximately $90 billion total – in California’s history. The commitment includes investments to target the pandemic’s inequitable impacts on schools and

Local Artist Brightens, Enlightens The Desert

By Pamela Price Nicholas Kontaxis, a desert resident with an uncommon flair for vibrant hues accentuated by self-expression, has brought a dimension of ‘high flying’ to the desert that has taken to the sky, literally. This self-taught artist has built a successful career creating large scale paintings utilizing heavy body acrylic paints and a battalion of palette knives. During the last four years, his vast, multicolored canvas creations have triggered

sell-out solo exhibitions from Palm Desert to London. The most recent landing of his larger-than-life oeuvre took the form of a unique installation at Desert Jet, at their private executive terminal known as an FBO (FixedBase Operator) located at the Jacqueline Cochran Regional Airport in Thermal, Calif. According to Chris Little, Chief Marketing Officer at Desert Jet, this remarkable exhibition carries over to a catalog of the artists’ paintings,

which will be positioned aboard their aircraft. The 24-year-old artist, who calls Rancho Mirage home, was diagnosed with an extensive brain tumor at 15 months of age, resulting in his enduring over 50,000 seizures though his life. However, this did not hinder his talent as an artist—as the French might say, tant s’en fact: far from it! BBC/PBS Movie” Elizabeth Is Missing” Explores The World Of Alzheimer’s

By Jack Lyons Theatre and Film Critic Member American Theatre Critics Association (ATCA) Member Academy of Television Arts and Sciences (ATAS) I’ve been asked over the years, “what is it that makes these British actors so good at what they do on stage or in the cinema? Is it something in their drinking water or their food choices perhaps, or is it a cultural thing that sets them apart from their peers. Shakespeare was indeed correct when he penned the words “the Plays’ the thing” over 450 years ago. And, no, it’s not their water or food that gives them their abundance of rich acting talent. It’s their dedication and unwavering commitment and discipline to their profession of acting that gives them an edge. And it’s baked into their cultural DNA. I honor talent and creativity knowing what both of those gifts can do for audiences. I’m not too doctrinaire or picky either when it comes to where talent originates or resides. For me, performance is where the rubber meets the road period.

Which brings us to the great 84-year-old British actress Dame Glenda Jackson, who starred “Elizabeth is Missing,” an emotional and moving BBC/PBS TV film production centering around the frightening subject matter of dementia and how to deal with it; each in our own way. As an actor of uncommon talent and energy with a boatload of awards and trophies (two Tony Awards, two Emmy Awards several BAFTA awards, Golden Globe Awards and other honors, Glenda Jackson managed to take a hiatus from acting to “squeeze in” a 23-year career as a political member of Britain’s Parliament serving as a Labor MP. Following her retirement from government at age 80, Dame Glenda heard the siren call of her old acting days. As the saying goes, if one wants to get a job done, give it to a busy person. Jackson still has the fire in the belly when it comes to energy along with the stamina required to go the distance in the physically demanding plays and TV movies she selects. The lure of the theatre

and films brought her back to her first love - the stage. And she returned in 2016 with a vengeance playing Shakespeare’s most demanding role of King Lear in an astonishing-genderbending, stamina-driven, brilliant performance. She is known and most admired for her fearless, bold and ferocious performances when they come along - in creating memorable characters and theatrical moments. Jackson’s dedication and loyalty to the play and to theatre, in general, is legendary. When theatre discipline is discussed, she ranks among the best: Olivier, Chaplin, Daniel Day Lewis, Judith Anderson, Peggy Ashcroft, and Leslie Manville, plus an illustrious list of British performers too numerous to mention here; who still practice their craft well into their 80’s. In America, however, female actor careers are over at 50 or 60. Apparently, in Hollywood, producers think there are no stories worth writing roles for elderly actors. The art of writing nowadays is very formulaic. Good actors, however, need quality writing

to soar in their performances. I’ve been waiting for over ten years for a return to quality writing that playwright Tom Stoppard used to deliver to stages and movie screens. In the U.K., stories are character driven. However, in the states, they’re actiondriven, i.e., explosions, car chases, Half-humans, and robots causing mayhem are more in vogue thanks to today’s SyFy, dystopian-based locations that now boast more scenes by computer generated imagery (CGI) than live actors, making these ‘technical gurus” the new “stars” of modern film productions. Glenda Jackson at age 82 returned to the Broadway stage in playwright Edward Albee’s “Three Tall Women” (2018) winning another Tony Award. Two years later she was nominated for her astonishing, gender-bending, stamina-driven performance as an addled King Lear in the throes of dementia. 2020 found the acting legend up to her old tricks of winning another BAFTA acting award. This time she starred as Maud Horsham, an elderly woman struggling with dementia. The subject

matter may be fraught with old age issues; however, thanks to a spot-on cast of solid actors, the audience is drawn into this compelling, mystery/drama despite its off-putting subject matter. None-the-less, the performances are just sublime, especially Glenda Jackson. One has the sense that one is eavesdropping on a real person/patient session as to what the patient/person is experiencing with their memory issues. The 97-minute poignant movie that in the future may come calling on you or me, it might help in understanding the plight of ageing in the 21st Century. “Elizabeth is Missing” is sensitively and empathetically directed by Aisling Walsh, with a screenplay by Andrea Gibb, from a story by Emma Heney. Lucas Strebal is the Cinematographer, and the TV movie is edited by Alex Mackie. The film debuted on PBS, January 4, 2021. Check your local TV guide for the date and time of its next screening. It’s worth the wait. And remember, a great nation deserves great art. Support all the arts.

Nicholas’s story evokes that of other prominent figures throughout art history, such as Vincent Van Gogh, who, as is widely known, had temporal lobe epilepsy. Nicholas also has a rare form of autism, which in some ways is revealed within his compositions. The myriad repetitive brushstrokes emerge as a hallmark of his inimitable artistic style. Playfully cryptic titles of his compositions range from “Go Backstage” and “Let Me Guess” to “Please Don’t Ask” and “Be In London.” After Nicholas graduated

from Cathedral City High School and with his family and friends’ support, he continued to brighten and enlighten the desert through his inimitable paintings. Consider these tips to keep meetings moving forward efficiently. Stay on topic. The Open Meeting Act only allows boards to discuss the posted agenda items, and verbal detours waste time better spent on the scheduled matters anyway. Everybody should help the chair keep the

discussion on agenda. Get back on track, and discuss what the agenda announced the board would address. Use consent calendars. Routine and non-controversial items should be in a consent calendar. All items are voted upon as a group and without discussion but any director desiring to discuss an item can remove it by asking. Use the consent calendar routinely, reserving time for items meriting discussion. Plan your agenda and don’t be too ambitious. If the agenda is too full, avoid a very long meeting by deferring some items to the next board meeting. Some items are sufficiently important that they even merit a special board meeting, but may get short shrift if the agenda is too full. Refer major topics to a committee, manager, or consultant, who then will make a detailed written recommendation. This can help orient the board and make its deliberations more effective. Don’t discourage dissent. In a 5-member board, a 3-2 vote is as binding as 5-0. “No” votes are not bad or disloyal. Insisting on unanimity puts too much pressure on directors to agree, and lengthens discussion as the board tries to attain consensus on everything. Call for the question. Boards often over-discuss issues – even ones on which everybody agrees. When the chair sees that the

board is clearly headed in a certain direction, it is time to move toward a vote. Be prepared. Hopefully, your board receives an agenda packet several days before the board meeting. If everyone reads their packet beforehand, that prepared board will be more efficient. Postpone incomplete items. If the subject isn’t ready for presentation, postpone it until a meeting when sufficient information is available. Sometimes directors try to flesh out and reconstruct an item when more information is needed. Consider postponing such items until they are truly ready for consideration. Avoid “town hall” style board meetings. Board meetings often are overly extended because the

audience participates in the discussions, even though they are not legally responsible for the board’s decisions and lack the information the board is provided. Allow owners to speak uninterrupted during open forum and then insist they not interrupt afterward. Have a reasonable time limit on open forum remarks. Three minutes is very common, and if many wish to talk, reduce it to two minutes to give everyone a chance. Don’t co-manage or do committee work. Boards often become mired in details of the manager’s tasks or in reconstructing committee recommendations. If the board is bogged down on a committee item, return it to the committee for further work. As to managers, set their overall

instructions and allow them to execute. Micromanaging consumes a lot of board time. Adopt meeting rules. Such rules should establish behavior standards, indicating a positive indication to members that the association places a high value on organized and fair meetings. Strive for efficient meetings and go home sooner. Kelly G. Civil Rights Groups Call for Investigation of Attack on Capitol

By Desert Star Staff Civil-rights advocates say the police response to a violent attack on the U.S. Capitol by President Donald Trump supporters was in stark contrast to reactions to peaceful civil-rights protests. Pro-Trump rioters easily breached barricades and forced their way into the Capitol building itself on Wednesday, ransacking offices with impunity for hours before being forced to leave the building. Reports have said the rioters got inside because U.S. Capitol police were outnumbered and overwhelmed. But according to Mara. Verheyden-Hilliard constitutional rights attorney and co-founder of the Partnership for Civil Justice Fund and the Center for Protest Law and Litigation - peaceful civil-rights protests have been confronted by the massive and often violent police response. “When confronted with

an actually violent mob that they knew was coming, they fell back,” said VerheydenHilliard. “They did little to try and stop them from entering.” Chief Steven Sund, head of the Capitol Police, has defended the response, saying officers “acted valiantly when faced with thousands of individuals involved in violent riotous acts.” Video from inside the Capitol does show rioters violently confronting police, who do appear to be overwhelmed. But VerheydenHilliard pointed out that other videos tell another story. “There’s a lot of images circulating now that show police taking selfies with the white supremacists who entered the Capitol, who besieged it,” said Verheyden-Hilliard, “and them opening up and very calmly stepping back from barricades.” She added that Capitol police have dressed in full riot gear to confront peaceful antiwar and civil-rights

Gale Hackshaw Brings Her Faith And Service To Mama’s House By Guest Reporter Madeline Zuckerman Gale Hackshaw has a long history of service in local nonprofit and volunteer organizations within our Valley. She has been involved with the Ophelia Project, which mentors teenage girls since its founding 22 years ago, having served as one of the first mentors. She also served as vice-chair and has been a board member of the John F. Kennedy Memorial Foundation, the Ophelia Project’s parent organization, for two decades. Four years ago, Gale began volunteering at Mama’s House, a local Coachella Valley nonprofit that is the only residential home in this community providing shelter for women in crisis pregnancies. Since opening its doors seven years ago, Mama’s House has served more than 230 Mothers and Babies. Mama’s House offers a once-in-a­lifetime opportunity for these mothers to conquer fears, face challenges, and get back on track for success. Gale had heard so much about Jan Lupia, Founder and Executive Director of Mama’s House, and the hope she provided for pregnant women who wanted to have their babies but who didn’t have the resources or the family support to care for them. “When I met Jan that very

first time, I was so inspired by her vision and her willingness to take on such a grand project,” stated Gale. “At that point, I wasn’t sure how I could be of help, but one thing I knew for sure was that I wanted to be part of this program. Shortly after that, a new mom came to Mama’s House, and I got a call that she needed a mentor. This was my first opportunity to see how the program worked, and I was amazed at the comprehensive way in which lives were being transformed. I love working with girls and young women because it is the most rewarding thing I have ever done. Sometimes women shy away from mentoring because they don’t feel qualified. But, in truth, everyone has the capacity to mentor. These young women don’t need the whole world to believe in them. . . . sometimes it just takes one person to show up and do what they promised to do!” After seeing that first young mom achieve her goals and depart Mama’s House, Gale decided that since she would be out-of-town for five months each spring and summer, she would help in other ways at Mama’s House. In addition to helping out with the annual Mama’s House HEARTbeat of Love Luncheon, Gale now helps these young women create meaningful Prayer Boards,

which are decorative prayer boards to nurture the moms’ faith, hope, and relationship with God, as they work to overcome troubled pasts and create a brighter future for themselves and their babies. The idea for these Prayer Boards actually came from a Bible Study Gale attended, where each attendee got to design and create their own prayer boards based upon their own personal vision. “For me, I chose a format which would help me to organize my own prayer life … a tool which I still use to make sure that I don’t forget anything during my prayers! This project was so effective and inspirational for me personally

that I decided to gather the needed supplies and share the idea with others. It is really, very simple. I provide the materials and some guidance, while the moms provide prayers, personal insight, and creativity. “Having a visual boost to demonstrate growth and progress during life’s challenges is encouraging and hopeful,” Gale says. “I am so honored to be a part of Mama’s House, who creates such positive changes in the lives of these moms. When that happens, everyone around them is impacted in a positive way, especially the generations, to follow.” Gale is a believer in God and in personal growth. She

went back to college starting at the age of 38 and has obtained her Associate’s Degree in Liberal Studies from College of the Desert, her Bachelor of Arts Degree in Psychology from California State University San Bernardino, and her Master of Science Degree in Clinical Psychology from California State University San Bernardino. She believes that women can go back and get their education at any age and that it is never too late to turn your life around! Sweeping Legislation Boosts Protections for Student Veterans By Desert Star Staff Thousands of veterans in Virginia and across the nation now have additional educational support with the signing of landmark legislation that includes the GI Bill’s significant protections. Carrie Wofford, president of support group Veterans Education Success, said the Veterans Health Care and Benefits Improvement Act, passed unanimously by Congress, lets student vets get in-state tuition at public universities, regardless of residency. She outlined another necessary provision, which directs the Department of Veterans Affairs (VA) to target schools for payment instead of veterans if any conflicts over tuition occur. “Previously, before this law, [the] VA was going after students every time there was a tuition dispute, and it was affecting one out of every four GI Bill students,

according to the U.S. Government Accountability Office,” Wofford explained. If a chosen school closes or doesn’t get VA approval, the new law means veterans can get their GI Bill payments back and start over at another school. More than 780,000 veterans live in Virginia. Nationally, about 70% use their GI Bill benefits. Wofford noted the bill also places more scrutiny on schools known for taking advantage of GI Bill recipients. The VA will investigate if schools facing government legal action, creditors or fines should not receive more GI Bill money, she said, adding advocates have been pushing for this protection for years. “VA felt that their hands were tied,” Wofford remarked. “They felt that under the law, they couldn’t cut off GI Bill funding. So Congress unanimously came back and said, ‘Oh, yes, you can, and you should. You must protect the

Groups Slam Feds’ Attack on Migratory Bird Protections By Desert Star Staff SACRAMENTO, Calif. - Conservation groups are expressing outrage over the Trump administration’s rollback of the Migratory Bird Protection Act. With the change announced Tuesday, companies could no longer be held accountable for killing birds in the course of business, as long as their actions don’t specifically target birds. Mike Leahy, director of wildlife, hunting and fishing policy for the National Wildlife Federation, said he sees it as another example of President Donald Trump weakening environmental protections. “This rule is basically the administration ‘flipping the bird,’ and saying, ‘It doesn’t matter what Congress or the courts say, we can interpret laws however we want,’” he said. The U.S. Fish and Wildlife Service has claimed it’s

“clarifying” the rule to provide regulatory certainty and cut down on lawsuits. Liam Neeson Delivers Knock-Out Performance in “The Marksman”

There is a reason why award-winning actor Liam Neeson is one of the highest box office grossing actors in film history. I suppose one could describe him as a quiet superhero as his soft, gravelly voice is highly recognizable and nearly always is understated. His characters don’t exhibit a flamboyant show of strength, but his retaliations are swift and often deadly to those who injure anyone in his orbit. We’ve seen him in myriad films, too extensive to list, from the classic Schindler’s List to Cold Pursuit, Michael Collins, Rob Roy, The Commuter, Unknown, Clash of the Titans and the riveting Taken franchise where in the first film, after his daughter has been kidnapped, he tells one of the bad guys in a quietly determined voice, “I have a particular set of skills…that make me a nightmare for people like you.” In a way, his character

of Bryan Mills’ quiet persistence could be the hallmark of many of his characters, steady, strong, and determined. This brings me to the film at hand, in which his special skill set is his accuracy as a marksman. In The Marksman, directed by Robert Lorenz, who co-wrote the script with Chris Charles and Danny Kravitz, Neeson stars as Jim Harrison, a widower and ex-Marine sharpshooter who earned the Medal of Honor. He lives an isolated life in Arizona near the U.S. Mexican border with his happier days behind him. There is nothing around him except miles and miles of arid land, nicely captured by cinematographer Mark Patten, whose sweeping camera work illuminates the abject emptiness of that region. A rancher, Jim’s life has fallen apart since his wife died, with her illness draining him financially. His ranch, which he shares with his

Jim Harrison (Liam Neeson) lived a lonely life on his secluded Arizona ranch. Photo by Open Road dog Jackson, is run-down, and the bank is ready to foreclose. He tries to sell what’s left of his cowherd, but they are undersized and won’t fetch the $20,000 needed to cure his arrears. His attempts at getting day work also fail, with his age being a factor. What starts as a remarkably uneventful day is about to change as this quiet man is thrown into a tailspin as he grapples with obeying the law or taking a dangerous action. As he is driving around in his pick-up truck, he sees a man, a woman, and a young boy desperately searching for a hole in the border fence. They are being pursued and shot at by a gang that belongs to the Vasquez drug cartel. The super badass and leader of the gang of assassins is Mauricio, well played by Juan Pablo Raba. Rounds of bullets fly and the boy’s uncle is mortally wounded. As he is lay dying, he hands his sister Rosa (Teresa Ruiz) a bag and a piece of paper with the address of family living in Chicago. At first, Jim wants to call border patrol where his stepdaughter Sarah (Katheryn Winnick) works. Rosa begs him not to call, but he does anyway on his walkie-talkie. Unfortunately, mom doesn’t make it, and Jim is now faced with what to do with Miguel, the

Finally, he speaks, and hostile exchanges begin between them. Not trusting this stranger, the young “fugitive” tries escaping a few times but always winds up back in the pick-up truck. After maintaining his rough exterior, Jim slowly begins to soften and takes the boy to a church so the priest can say a blessing for his dead mother. Now, what would a Neeson action movie be without a respectable body count and a high-octane car chase? Fear not, as there is a doozy of one during which the bad guys, in hot pursuit, get into an almost fatal accident where their car flips over several times and is demolished. Did this stop them? I’m afraid not, as all but one emerge from the car wreck battered and bloodied with renewed determination to retrieve the money, as the consequences of failure would be worse than the injuries sustained in the demolished

However, spotting the bad guys again, Jim realizes that they will kill him if they get the boy. He goes back to the station and surreptitiously retrieves Miguel, who was waiting to be sent back to Mexico, where he would await a bad fate. A deep bond has now formed between Jim and Miguel – a bond that was nowhere in sight when they first met. So, this is really a story about doing the right thing and acting with integrity, even though it resulted in Jim leaving a bunch of dead bodies in his wake. He is the good guy, and good guys do good things even if there are consequences. Starting with a well-written script and Lorenz’s excellent directing, we see an arc to Neeson’s characterization. He starts out like a crusty, isolated guy who morphs into a sensitive superhero who saves the day.
