“This is our historical moment of crisis and challenge, and unity is the way forward,” Biden said, after being sworn in as the 46th US president shortly after noon on Wednesday. He urged Americans to “start afresh” by listening, seeing, hearing, and respecting one another.

Biden unleashes executive orders aimed at fighting Covid

By Desert Star Staff Newly-inaugurated President Joe Biden has signed multiple executive orders to combat the Covid-19 pandemic, starting with a “100 Days Masking Challenge” mandating face coverings on federal property. After taking the oath of

office on Wednesday, the newly-inaugurated president issued his first executive order, dubbed the “100 Days Masking Challenge.” Biden campaigned extensively on his predecessor Donald Trump’s alleged ineptitude in managing the Covid-19 pandemic and has made a point of being seen in

public with a mask at all times. Biden’s coronavirus czar, Jeff Zients, explained the executive order as directing federal “agencies to take action to require compliance with CDC guidance on mask-wearing and physical distancing in federal buildings, on federal lands and by federal

employees and contractors.” The order has no effect on state governments. However, it “will call on governors, public health officials, mayors, business leaders and others to implement masking, physical distancing, and other measures to control Covid-19,” Zients said. Biden has been a champion of mask-wearing, though the scientific justification for a sweeping face-covering mandate remains up for debate. He deemed it “stupid” that mask use had become a political issue and has attempted to reframe it as “a patriotic act,” declaring last week that “we are in a war with this virus.” The newly-minted president has also reversed his predecessor’s move to defund the World Health Organization and relaunching the National Security Council’s Directorate for Global Health Security and Biodefense, a position created by former President

Barack Obama in 2015 and liquidated by Trump in 2018. Dr. Anthony Fauci, the country’s Covid-19 response’s public face, will give a speech to the WHO executive board on Thursday, presumably outlining the Biden administration’s shift from its predecessor’s policies. In addition to his role as head of the National Institute of Allergies and Infectious Diseases, Fauci will take on another part as chief medical adviser to the Biden administration. Biden has declared a goal of vaccinating 100 million people within his first 100 days in office, appointing Dr. David Kessler – a former Food and Drug Administration commissioner – to lead Operation Warp Speed, the Trump administration’s inoculation initiative. Moncef Slaoui, the former GlaxoSmithKline exec who chaired the project under Trump, will remain with the project consultant.

groups are asking Congress to bolster our system of elections.

The For the People Act, a package of democracy reforms, is the first numbered bill in the newly elected U.S. House and Senate. Lisa Gilbert, executive vice president of the group Public Citizen, said the bill would encourage more people to vote and make campaigns more transparent. “There are provisions in the legislation like automatic voter registration, things that would make it easier to vote by mail, limit secret corporate political spending,” Gilbert outlined. The bill would require same-day registration and early voting, counteracting restrictions many red states have imposed. Senate Minority Leader Mitch McConnell, R-Ky., has called the bill a power grab by Democrats, and former President Donald Trump said

of similar efforts, “They had things, levels of voting that if you’d ever agreed to it, you’d never have a Republican elected in this country again.” Gilbert noted the bill also would end gerrymandered voting districts, so voters can choose their representatives and not the other way around. “It would create independent commissions,” Gilbert explained. “Taking away the politicization of this process to ensure that lines are drawn by how many people live in a place, not by letting politicians choose their own constituents.” The bill also would institute new ethics rules for the executive branch and Congress, and bolster the security of our elections. Palm Desert Debuts Restaurant Recovery Loan Program

By Desert Star Staff PALM DESERT – The City of Palm Desert seeks applicants for its Unite Palm Desert Restaurant Recovery loan program. The City has earmarked $800,000 for the program, which is designed to aid restaurants facing shut down due to the COVID-19 pandemic and related State of California public health orders. Loans will be made in $5,000 increments plus $1,000 per full-time equivalent employee up to a total of $10,000 per establishment.

Loans will not require repayment if participating restaurants comply with State public health orders. Participating restaurants must offer to take- out and, if available, delivery services while retaining the number of employees listed in the application through May 31, 2021, for loans to be considered for forgiveness. Applications and guidelines can be found at PDbizsupport. com. Applications will be accepted on a first-come, first-served basis beginning

at 8 a.m. on Wednesday, January 20, until 11:59 p.m. on Sunday, January 31. A current City of Palm Desert business license is required to qualify. Recipients can expect funds in about 30 days following an executed loan agreement. Palm Desert Mayor Kathleen Kelly said the new program will support one of the community’s vital business sectors. “We are extremely grateful to all of our businesses who are supporting current health orders for the sake of the common good despite the January 22, 2021

Disability Advocates Push for Mental-Health, Community-Care Funding

By Desert Star Staff Advocates for Iowans with disabilities want state lawmakers to dedicate more funding in two key areas: mental-health treatment and community-based care. As the Legislature begins its new session, the Iowa Developmental Disabilities Council has said it’s trying to get lawmakers to pay attention to an issue the general public might not be aware of. Bill Kallestad, the council’s public policy director, said people with disabilities often struggle with mental distress on top of their original diagnosis. The council also urges full funding of a Medicaid program to increase the reach of community-based care. While Iowa does have a budget surplus, legislative leaders have said COVID relief, including small-business aid, will get top priority. Republican leaders also have noted they’re expecting many funding requests from across the state, making it harder to set priorities when so many people are in need right now. Groups “Floored” by Biden Immigration Proposal By Desert Star Staff SACRAMENTO, Calif. - On his first day in office, President Joe Biden will press for bold immigration reform, proposing a path to citizenship for an estimated 11 million undocumented immigrants. The proposal would apply to people who have a clean criminal record and were in the United States before Jan. 1. If approved, this would be the first so-called “mass legalization” since 1986, during the Reagan administration. Carlos Guevara, associate

director for immigration policy for the group Unidos U.S., said there’s a lot of pentup demand for change in the immigration system. “We’re pleased, and frankly floored a little bit, by how visionary this bill appears to be,” he said. “The path to citizenship of eight years - that is the fastest that we have ever seen.” California is home to 2 million undocumented immigrants, 200,000 DACA recipients and 55,000 people who hold Temporary

Faith Communities Reflect on a Post-Trump Future

By Desert Star Staff RALEIGH, N.C. -- As a new administration began its work, faith leaders said there is an opportunity for religious communities to tamper down on extremism and work toward peace and unity. Many supporters at the Capitol insurrection appeared to be fueled by religious fervor, displaying Christian imagery signs. Some were participants in the Jericho March, a gathering of Christians rallying for election integrity, and some shouted slogans that appeared to equate former president Donald Trump with Jesus. Rev. Dr. Jennifer Copeland, executive director of the North Carolina Council of Churches, explained extremist views of Christianity have existed since the country’s founding. But she noted there have always been Christians who have fought for democracy and social justice. “There were always Christians who stood up in

the face of demagogues, and we’re going to make a difference the same way we always have,” Copeland maintained. “We’re going to be faithful to the call of scripture to love God and love neighbor.” In a series of tweets yesterday, North Carolina Gov. Roy Cooper congratulated President Joe Biden and Vice President Kamala Harris. The governor also thanked the 300 North Carolina National Guard members who assisted with inauguration security. Rabbi Fred Guttman of Temple Emanuel in Greensboro said North Carolinians of all faiths feel more compelled to work toward promoting bipartisan healing in the post-Trump era. “In terms of trying to combat all sorts of hatred, bias, bigotry and racism, as well as anti-Semitism, and coming together to reaffirm our commitment to justice, love, compassion and peace,” Guttman explained. St. Louis Metro Has Highest Average Rate of Police Killings

LOUIS -- The St. Louis Metro Police Department has the highest average rate of killings per population of any major police department in the nation, according to a new report from ArchCity Defenders,

released on MLK Day. Between 2009 and 2019, 179 people were killed by police or died in jail custody in the St. Louis area. Ninety-two percent of those killed were men, and 72% were Black. The report also found

that media articles tended to protect police officers’ identities while exposing those of the victim’s family. Emmanuel Powell, staff attorney for ArchCity Defenders said these deaths take a vast toll on those family members.

“They often face a callous police department that refuses to provide information on their loved ones’ death,” Powell observed. “There’s a lack of legal advocacy.” He added few attorneys are willing to file civil-rights claims on behalf of families, and few prosecutors ready to investigate and bring charges. He noted families have a range of issues around how to pay for funerals and how to access social services and mental health support. Toni Taylor, the mother of Cary T. Ball, Jr., who was shot 21 times by police in 2013, said grief can cause different illnesses, and it’s critical for survivors of police brutality to take care of themselves. “So you can be able to stand up and fight another day for your loved one,” Taylor explained. “Fighting for these last eight years for Cary has taken a huge toll on my body. Three Variant Strains of Covid-19 Found In California

NBC PS Olivia Sandusky While hospitalizations in the Coachella Valley begin to steady, concern is rising over the coronavirus’s new variant strains. Variants have been found in the UK and South Africa, and three different versions have been found in California. “The finding of a variant like this really increases the urgency

for us to collectively get the pandemic under control,” said Dr. Charles Chiu, a professor of laboratory medicine at UCSF. Variants have also been reported in multiple states across the country. In California, the CAL.20C strain was found in 36 percent of patients at Cedars-Sinai in Los Angeles. Another, the L452R

strain, was responsible for infecting 90 people in a hospital in San Jose. Dr. Kinji Hawthorne, the director of infectious disease at JFK Memorial Hospital, says the mutations could be the reason behind the local surge in cases. “I don’t think we’re certain if we’re seeing any of the increase in cases attributed

to the new variant yet. Is it? Most likely, yes. Because of the fact it can be transmitted much easier. It’s more than likely we see it here in the valley, but I don’t think it’s actually been confirmed here yet,” said Dr. Hawthorne. While the variants are more contagious, so far, reports show they aren’t more deadly. Dr. Hawthorne says

the vaccines should protect patients from the discovered mutations. “The mutation is actually happening in the part of the virus that attaches to the cell to cause infection. So the vaccine produces different types of antibodies that are specifically targeting that part of the virus. So even if there is one change or mutation in that part of the virus, the vaccine should actually be effective,” said Dr. Hawthorne. Experts say the best defense against new strains is to vaccinate and sanitize, as with all viruses. And Dr. Hawthorne says COVID-19 will most likely continue to mutate throughout its existence. “We will see new variants popping up just because that’s what viruses do, but it’s still to be determined whether or not it’s going to effect the likelihood of the virus creating more severe disease,” said Dr. Hawthorne. Amazon greets Biden with offer to speed up distribution of Covid-19 vaccines By Desert Star Staff Amazon offered on Joe Biden’s first day as president to help speed the US rollout of Covid-19 vaccinations, leading observers to wonder why the world’s largest retailer didn’t step forward before Donald Trump left the White House. “Amazon stands ready to assist you in reaching your goal of vaccinating 100 million Americans in the first 100 days of your administration...” Dave Clark, CEO of Amazon’s consumer unit, said on Wednesday in a letter to Biden. “Our scale allows us to make a meaningful impact immediately in the fight against Covid-19, and we stand ready to assist you in this effort.” Trump and Amazon CEO Jeff Bezos have feuded since at least 2015, and Amazon political donors favor Democrats over Republicans by a wide margin. Just as US House Speaker Nancy Pelosi admittedly stalled Covid-19 relief legislation to avoid letting Trump look good – and just as Pfizer was accused of delaying news of its positive vaccine trial results until after Trump lost the November 3 election – Amazon may have had political reasons for timing its offer to Biden’s inauguration, social media users suggested. Keystone XL Worker Camps Threaten Indian Country During COVID

By Desert Star Staff President-elect Joe Biden is considering canceling the permit for the Keystone XL pipeline project as early as day one of his terms, which could be good news for Native American communities in Nebraska living near crowded worker camps during the pandemic. Wesley Furlong, staff attorney for the Native American Rights Fund, said Indian Country is at greater risk of illness and death from COVID-19 due to a systemic lack of access to quality health care, which has led to higher incidences of heart disease, diabetes and obesity. “Because there’s been generational lack of adequate health care in Indian Country, you have very vulnerable populations who have preexisting conditions, who have the co-morbidities that make this virus especially deadly if you catch it,” Furlong contended. He said the Rosebud Sioux Tribe on Nebraska’s northern border has less

Molly Davis, policy analyst for the Libertas Institute, said after a summer of Black Lives Matter demonstrations across the state, lawmakers feel a sense of urgency for change.

Tribal Leaders Encouraged by Keystone Cancellation, Want More Action

By Desert Star Staff Shortly after taking office Wednesday, President Joe Biden signed several orders, including one that revokes the Keystone XL oil pipeline’s presidential permit. The project goes through South Dakota, and while tribal leaders applaud Biden’s move, they hope he doesn’t stop there. Construction work on Keystone has been suspended in light of Biden’s action. The plan first surfaced in 2008 and eventually was rejected by the Obama administration before being revived by outgoing President Donald Trump. Chase Iron Eyes, lead counsel for the Lakota People’s Law Project, said seeing Keystone blocked again is encouraging, but the group feels there’s another project in need

of Biden’s intervention. “To uphold the federal law, which requires a proper environmental impact statement in the Dakota Access Pipeline,” Iron Eyes explained. That separate project, which runs along the Standing Rock Sioux Reservation, also has drawn heavy opposition from Indigenous communities. Activity on Dakota Access paused last year after a judge ordered a more extensive environmental review. But various tribes have sent Biden a letter demanding quick and decisive action on Dakota Access. Oil industry groups said shutting down these projects results in thousands of lost jobs. Iron Eyes countered protecting tribal areas from environmentally questionable projects ties in with a movement to reclaim lands.

By Desert Star Staff More than 12,400 people in Israel have tested positive for coronavirus after being vaccinated with the Pfizer/ BioNTech jab, including 69 who had received their second dose, the country’s Health Ministry said. According to ministry data reported by Israeli outlets, some 189,000 people were tested for Covid-19 after being vaccinated, with 6.6 percent getting a positive result. The majority were apparently infected shortly after receiving the first jab of the two-part vaccine – a period when the inoculation isn’t expected to have kicked in yet. However, 1,410 people tested positive two weeks after their first injection, by which time partial immunity should have already taken effect. Moreover, 69 patients became infected with the novel coronavirus despite already having been administered both vaccine shots, the ministry said. Israel began administering the second dose almost two

weeks ago, with Prime Minister Benjamin Netanyahu being the first to complete the course. Pfizer has said that a spike in immunity occurs between Day 15 and Day 21 after the first jab when the effectiveness of its vaccine increases from 52 to 89 percent. According to earlier trials, the vaccine’s protection reaches the 95 percent level a week after the second dose is administered, the pharma giant said. When it comes to vaccines, the results of clinical trials may differ from how the immunization performs in the field, where it’s administered to a much greater number of people. On Tuesday, Israel’s coronavirus tsar, Nachman Ash, reportedly complained to Israeli ministers about the insufficient protection provided by the first shot of the American vaccine.
