California city first in US to mandate liability insurance for gun owners
The law passed by the city council is likely to be challenged in court on constitutionality grounds By Desert Star Staff The San Jose city council has passed a bill that will require gun owners to pay an annual fee and purchase liability insurance policies. The legislation was passed in two separate votes on Tuesday evening and became the first of its kind in a country where the right to own firearms is enshrined in the Constitution and ingrained in the culture. One councilwoman dissented on both items, saying that the bill may be unconstitutional. In addition, she predicted that
it would not help reduce gun violence, contrary to what its sponsors argued since the latter often comes from those who possess arms illegally. Two members voted only against the fees, citing concerns over how they would be managed. The rest of the 10-seat body voted for the piece of legislation. The bill was put forward in 2019 by Mayor Sam Liccardo after a shooting at a San Jose food festival claimed the lives of three victims, two of them children, and left 17 Continues on Page 4

By Suzanne Potter/PNS Today is National Poll Worker Recruitment Day, and counties across California and nationwide are looking to hire. Between the pandemic and the retirement of thousands of older people who have served as poll workers, the situation is grim for ensuring enough people for midterm elections. Donald Palmer, chairman of the Election Assistance Commission, an independent federal agency dedicated to helping states run clean elections, said 52% of jurisdictions had described it as “very” or “somewhat” difficult to recruit a sufficient number of poll workers in 2020. “It was very acute, probably around April, May, June of 2020, in the primary season,” Palmer recounted. “We had a steep drop-off. There was even the National Guard that
was used in some states.” Last year saw rising reports of harassment of poll workers and even death threats against some election officials after former President Donald Trump and others claimed the 2020 election was “stolen,” despite no evidence of widespread voter fraud that would have changed the result. In 2020, 775,000 Americans served as poll workers, and about 637,000 served during the last midterm election in 2018. Palmer, who former President Trump appointed, added everyone should treat poll workers with respect. “They should understand that they’re there to facilitate the vote of every American, regardless of political affiliation, race, creed,” Palmer urged. “They’re there to help, not to hinder.”

By Desert Star Staff Sacramento, CA – The American Lung Association’s 20th annual “State of Tobacco Control” report, released today, reveals significant progress in the work to end tobacco use. Still, e-cigarettes and other flavored tobacco products, including menthol cigarettes, create concern for losing another generation to nicotine addiction. However, the report finds that California has made progress on passing policies to reduce and prevent tobacco use, including e-cigarettes. The “State of Tobacco Control” report evaluates state and federal policymakers on actions taken to eliminate tobacco use, the nation’s
leading cause of preventable death. The report recommends proven-effective tobacco control laws and policies to save lives. The 2022 “State of Tobacco Control” reveals that the country has made substantial progress in advancing tobacco control policies over the past 20 years, including comprehensive smokefree laws in more states, increased tobacco taxes across the nation and more Americans with access to treatments to help them quit smoking through state Medicaid programs. In addition to the federal report, the “State of Tobacco Control California Local Grades” report highlights
localities across the state— all cities and counties—and how their tobacco control policies rank. While some jurisdictions have shown significant progress, others still have room to improve. The report primarily focuses on the sale of flavored tobacco products—a vital undertaking given the SB 793 referendum of 2020, which would prohibit the sale of all flavored tobacco products across the state. Here in California, over the last 20 years, lawmakers have made significant strides to reduce tobacco use, like increased tobacco and e-cigarette taxes, increased funding for cessation programs, and the passage of SB 793,
which would have prohibited the sale of flavored tobacco products across the state. However, there is more work to be done. The smoking rate is still 8.9%, and the high school tobacco use rate is 12.7%. In addition, flavored tobacco products remain on the shelves in many California jurisdictions. The opportunity to remove these dangerous products from the stands is critical. “While we have seen considerable progress in California, tobacco use remains our leading cause of preventable death and disease, taking an estimated 39,950 lives each year,” said Erica Costa, Advocacy Director at the American Lung Association

Bill Would Require Transparency on Carbon Emissions from Big Corporations
By Suzanne Potter/PNS A bill to require big corporations to be transparent about their carbon footprint needs a vote in the California Senate by the legislative deadline on Monday, or it will die. Senate Bill 260 would require U.S.-based corporations that do business in California and make more than $1 billion a year in revenue to disclose their total greenhouse-gas emissions to the state. Melissa Romero, legislative affairs manager at California Environmental Voters, said the data is necessary to fight global warming “because we can’t have a serious conversation about reducing carbon emissions without addressing the corporate sector’s contributions to pollution when just 100 companies

are responsible for 71% of global industrial emissions.” Senate Bill 260 has long lists of supporters and opponents. The bill doesn’t include details of how it would be enforced, and opponents say it would increase the costs for companies that have to comply. The bill also would require the California Air Resources Board to produce a report that estimates how much these companies would have to reduce their emissions to avoid overall global temperature increases over 1.5 degrees Celsius. That’s considered the limit to prevent climate catastrophe. Romero noted that companies would have to release data on their energy usage and their carbon footprint, up and down the supply chain. “That is really where the
biggest information gap exists,” she said, “and also, where a lot of the emissions from large corporations are coming from.” Critics of the bill claim it would discourage big companies from doing business January 28, 2022

Gun rights advocates opposed the idea from the get-go, pledging to take the city to court if it were ever passed into law. They say it seeks to de facto punish law-abiding citizens for exercising their right under the Second Amendment instead of addressing the root causes of violent crimes. Unless overturned, the mandate will come into force
in August. The insurance covers cases of accidental discharge and those in which a firearm gets lost or stolen from the rightful owner. The annual fee will amount to between $25-$35. It will be paid to a nonprofit, distributing the money among groups offering services like suicide prevention counseling and firearm safety training. The pioneering ordinance provides exceptions to active and retired police officers, people with a license for concealed carry, and poor people facing financial hardships who wouldn’t afford the additional costs. with checks of payments done by the police whenever they encounter a firearm during an investigation, similar to checking driving licenses. San Jose, a city of over one million residents, has adopted several laws
recently to increase gun controls, including one that requires videotaping all gun purchases and another one that demands that gun owners lock up their property when they leave home.

COVID-19 Showed We Need a More Diverse Doctor Workforce
By Robert Grant According to new research from the National Cancer Institute, deaths related to COVID-19 were more than twice as high among Black, Latino, and Native American people as among whites in 2020. It’s only the latest reminder of the glaring inequity that plagues the U.S. healthcare system. Addressing that inequity will require boosting access to care among marginalized groups. That’s partially a supply problem -- the United States needs more doctors, especially doctors who hail from historically underserved communities. However, research shows that doctors from these communities are not only more likely to return there to practice but more likely to deliver better outcomes for their patients. According to the Kaiser Family Foundation, over 83.7 million Americans live in places with limited access to primary care doctors. Moreover, they’re disproportionately people of color. Unfortunately, that figure will likely increase. A June 2021 report from the Association of American Medical Colleges estimates that the United States
could be short 124,000 physicians by 2034. Research has consistently shown a link between access to physicians and health outcomes. Life expectancies in areas with fewer doctors are, on average, lower than those in the regions that have more. About 7,000 U.S. lives could be saved every year simply by narrowing care gaps in the country’s most underserved communities. To sustainably address the doctor shortage, we must recruit from the communities that are most acutely experiencing it. Numerous studies have found that a doctor’s race or ethnicity strongly indicates where they eventually return to practice. The same goes for language, family income, and whether the doctor comes from a rural or urban area. Patients also fare better when they can relate with the physician treating them. For example, a 2018 National Bureau of Economic Research study found that Black men had significantly better health outcomes when treated by Black doctors. This was also true for preventative care. For example, black men treated by Black doctors were 10% more likely to receive a flu shot and nearly 30% more likely to submit
to cholesterol tests. It’s on medical schools to produce the doctors that historically marginalized communities need. But, sadly, they haven’t done an excellent job of that. Black and Hispanic people make up more than 31% of the U.S. population -but only a smidge over 20% of the student population at U.S. medical schools. Incoming medical students hail from disproportionately wealthy families, too. Last year, the median income of parents of medical school matriculants was $140,000 -- double the overall median household
income in this country. International medical schools, by contrast, have made addressing inequity a priority. One-quarter of America’s doctors attended medical school outside the country. In low-income communities, international medical graduates are one-third of the doctor workforce. And in areas where the population is majority non-white, IMGs are even more prevalent. Graduates of international medical schools are also more likely to go into primary care, where they need, especially in underserved communities, is greatest.
For example, of the U.S.born international medical graduates who matched into residency programs last year, roughly 70% entered into primary care specialties. The disparate racial impact of COVID-19 is a tragic example of those inequities. Developing a more diverse doctor workforce is one small way to end them. whether somebody is going to be a good fit,” he said. Heath wants to see Congress change the Fair Credit Reporting Act to require credit-reporting agencies and companies that offer credit terms to respond to third-party inquiries. The three credit-repair agencies did not respond by deadline to a request for comment. The Rev. Andre Chapple, the senior pastor at Faith Church Los Angeles and chief executive of the African American Empowerment Coalition, said problems with credit block many people from building wealth as homeowners, and many aren’t sure where to turn for assistance. “We help people to understand that whole ecosystem of credit and credit responsibility,” he said. “We help them get free credit repair for three months. By Desert Star Staff Justice Stephen Breyer will retire at the end of the Supreme Court’s current term; it’s been confirmed. Should President Joe Biden appoint a successor before November’s midterm elections, he will likely be able to replace Breyer with another liberal justice and avoid changing the court’s balance. At 83, Breyer is the Supreme Court’s oldest justice and has been urged by liberals for some time now to retire while Biden holds the White House and Democrats hold both houses of Congress. But, citing “people familiar with his thinking,” NBC reported on Wednesday that Breyer would step down when the court’s current term ends in October,
with Senate Majority Leader Chuck Schumer confirming the news shortly afterward. Come Breyer’s retirement, Biden will be under pressure to appoint a replacement immediately, lest the balance of power in Congress change following November’s midterm elections. A Republican-held Senate would be under the control of Kentucky’s Mitch McConnell, who in 2016 famously prevented Barack Obama from appointing nowAttorney General Merrick Garland to replace the late Antonin Scalia on the bench. Gambling Boost NFL’s Sponsorship Revenue By Desert Star Staff The National Football League’s sponsorship revenue grew 12% year-over-year from $1.62 billion to $1.8 billion in the 2021-22 season and spiked from $1.47 billion in 2019, according to a study by IEG. NFL franchises only brought in an additional 4% of revenue for rights fees, while leaguewide sponsorship spending grew 23%. IEG global managing director Peter Laatz says the sponsorship boom is “coming from emerging categories.” • Led by Microsoft’s roughly $100 million-peryear deal, technology sponsorships brought in the most money for the season. • Sportsbooks, Casinos, and lottery sponsorships brought in the second-highest dollar figure, with fees growing 140%. In addition, DraftKings, FanDuel, and Caesars — which purchased naming rights to the New Orleans Superdome for $138 million — signed five-year deals to

freshly ground black pepper, to taste 1/2 cup seasoned breadcrumbs 2 tablespoons butter, divided 6 ounces regular or part-skim fresh mozzarella, sliced into 1/4-inch slices 3 tablespoons toasted pine nuts (optional) Preheat oven to 350 F. Pound veal cutlets to 1/8-inch thickness. In small bowl, toss tomatoes and pesto to mix well; set aside. Place flour in shallow dish. In second shallow dish, beat eggs, milk, salt and pepper, to taste, until blended. Place
breadcrumbs in third shallow dish. Dip each cutlet into flour then egg mixture then breadcrumbs to coat both sides. In large nonstick skillet over medium heat, heat 1 tablespoon butter until hot. Place half of cutlets in skillet; cook 3-5 minutes, or until golden brown and veal is cooked through, turning once. Remove cutlets; place on baking sheet. Wipe out skillet with paper towel. Repeat with remaining butter and cutlets. Place one slice cheese on each cutlet. Bake 3-5 minutes until cheese is melted. Transfer cutlets to plate and evenly top with tomato mixture; sprinkle with pine nuts, if desired.
