General Patton Memorial Museum Preserves World War II History

Consumer Groups: Recalled Airbags Pose Greater Threat in 2023

It’s a brand-new year, and consumer auto safety groups hope to avoid further deaths from faulty Takata airbags by raising awareness about the ongoing recall.

More than 41 million vehicles from 34 brands, and from model years 2000 to 2018, are affected.

director of the Center for Auto Safety, warned the ammonium nitrate, which causes the airbags to inflate, has become unstable and can explode, with even a minor fender bender.

“When there’s an airbag trigger, that means that you’re just going to have an uncontrolled explosion that, instead of pushing the gas into the airbag, simply

destroys the entire housing of the airbag and shrapnel out towards the driver or the passenger, and causes injuries or death,” Brooks explained.

“Maybe states need to step in and refuse registration to vehicles that haven’t had the recall repair performed yet, effectively forcing consumers to save their own lives,” Brooks suggested.

The repairs are free; some manufacturers even offer $100 gift cards to entice people to bring in their vehicles. In addition, people can check to see if their car is on the recall list on SafeAirBags.com.

Joseph Ratzinger was elected Pope on April 19, 2005, succeeding John Paul II. Benedict was the first German Pope in about 480 years. Almost eight years later, he resigned voluntarily in a spectacular step - as the first pope for more than

700 years. He justified the step with his advanced age and his poor healthhe lacked the strength for the demanding office, he said at the time. During the pontificate of his successor Francis, Benedict lived in seclusion in a monastery in the Vatican Gardens.

During his pontificate, Benedict continued the conservative course of his predecessor. He resisted modernizing the church, which brought him a lot of criticism. As a result, the initial enthusiasm of the Germans waned. In addition, his tenure was overshadowed by abuse scandals that plunged the Catholic Church into a deep crisis.

Benedict shaped the Catholic Church long before the beginning of his pontificate. As Prefect of the Congregation for the Doctrine of the Faith in Rome, Cardinal Ratzinger, born on April 16, 1927, in Marktl am Inn in Upper Bavaria, had already written church history for more than 20 years. Numerous believers, especially in

Europe, rejected his strict stance on issues such as birth control, abortion, and celibacy. However, the conservative line found support in other parts of the Catholic world church.

Previously, the retired Pope had become quiet. Although he was mentally fit into old age, as his private secretary Georg Gänswein

repeatedly emphasized, his physical condition was severe. Although he wanted to remain “hidden from the world,” his writings on sensitive topics such as celibacy or abuse repeatedly fueled speculation that he probably disagreed with the course of his successor Francis, at least in part.

any public appearances recently. He celebrated his 90th birthday again in 2017 with a delegation from his native Bavaria. After that, he only received occasional visits to the monastery Mater Ecclesiae. In recent years he has, in his own words, been on a pilgrimage “home.”

[Second article in a fourpart series, with possible resolutions for the HOA owner. Next week’s installment will suggest ideas for managers.]

I, the HOA member, resolve to:

NUMBER ONE:

1. Follow the Golden Rule. (paraphrase: “Treat others as you would like to be treated”)

MY ATTITUDE:

2. I won’t refer to the HOA or board as “they,” since it is “us.” The directors are also members who pay assessments and spend their time working for free to benefit us all.

3. Be neighborly, because shared ownership fails without cooperation.

4. Assume our directors are doing their best as volunteers and give them

the benefit of the doubt.

5. I won’t assume the board is incompetent or dishonest when I think it is overspending.

6. Avoid the “my home, my castle” attitude. We share the benefits of shared ownership, which means we also have agreed to share control of our property.

7. Ask questions before making statements, criticizing, or even accusing others.

8. Acknowledge the board may have more information than me. This doesn’t mean the board is always right, but it does mean my opinion might not be fully informed.

9. Take the long view of our association property, supporting growth of our capital reserve fund and maintaining our buildings.

BE KNOWLEDGEABLE:

10. Read the information the HOA sends to me.

11. Be familiar with the CC&Rs, bylaws, and rules.

I will be a better neighbor by understanding the use restrictions and rules.

12. Read the association budget and reserve study. I will ask informed questions, particularly about deviations from the budget.

13. When asking to review financial documents, I will not ask for “everything,” and request only documents that I really need, acknowledging my manager is not a librarian.

HELP BOARD MEETINGS:

14. Insist our board follows transparency laws and only handles in closed session the limited items allowed by law. I will also do my part to foster orderly meetings.

15. Review the posted agenda before attending board meetings.

16. Organize my open forum remarks, and accept that the board may not immediately have answers or responses to my questions or suggestions

17. I will use my open

forum time to inform the board, not to argue with them, and after the open forum, I will not interrupt board deliberations.

18. Encourage others attending board meetings to behave with decorum and respect, as we are all neighbors.

HELPING:

19. Join a committee, to help share the load.

20. If I disagree with the board, I will first provide suggestions and information before criticizing.

COMMUNITY BUILDING:

21. Find ways to enhance our community’s image.

22. Try to resolve disputes with a neighbor or the association before “going legal.” Legal disputes can fracture relationships for years. Neighborhood resolution is almost always more effective than lawyer action and court orders.

23. Participate in all member votes, even if only

by mailing in my ballot.

24. Join a Community Associations Institute chapter, and suggest our HOA encourage directors also to be educated members and hire credentialed managers.

25. Find opportunities to thank our directors, committees, and manager for their service to our community.

26. Vote for directors who demonstrate an attitude of service and commitment to doing things the right way.

New California Laws Take Effect In January 2023

If you’re a Californian, you may wonder about the hundreds of new laws enacted in January 2023. Many of these laws will increase the state’s minimum wage, legalize jaywalking, and make it easier for farmworkers to unionize. But some controversial laws have made headlines. Here are a few that will affect California residents in the coming year.

For example, the state has created a “CARE” court to provide court-ordered mental health services to severely mentally ill unhoused people. This system will operate in six California counties starting in October. It will be led by a “sex assault evidence outreach coordinator” who will work with medical facilities and law enforcement agencies to improve sexual assault victim services.

Retention of rape kits: Rape kits are essential because they can provide biological evidence to help law enforcement investigate an assault. Some examples include a victim’s DNA, bite marks, and fingernail scrapings. While they can help the prosecution, they can also serve as a deterrent for sexual assault survivors who might otherwise avoid reporting the crime. The CNN investigation into the destruction of rape kits was an eye-opener. It found that nearly two dozen law enforcement departments across the country had destroyed hundreds of rape kits in the past three years without even considering the possible merits.

Reproductive justice: The new law also protects pregnant women from being prosecuted for choosing an abortion. In addition, qualified nurse practitioners can now perform first-trimester abortions in the state without supervision. New laws also

protect reproductive justice. Women who help someone terminate a pregnancy will no longer be liable for criminal offenses. They will also receive free medical exams if they are victims of domestic violence.

Catalytic converters: California’s new year brings new laws aimed at reducing the number of catalytic converter thefts. The new rules come with fines for violations. They are also designed to prevent the illegal trade of stolen devices. One of the most notable laws, AB 1740, is a California bill that makes the record-keeping of catalytic converter transactions more critical. The law requires recyclers to record certain information, including the car’s make, model, and year.

Criminal records: In January 2023, the California Department of Justice will begin reviewing records for eligible criminals. This will start with people who have served time in jail. The new law is designed to remove the stigma associated with a criminal record, making it easier for people to find employment and housing. In addition, if signed into law, California Senate Bill 731 will make it possible to clear a person’s record automatically. Automatic record clearing is a significant step forward for those who have had a criminal conviction.

DMV license plates: A new law in California will require all drivers to install digital license plates. The state has long been piloting the technology, and now it’s available for all 36 million vehicles registered there. It’s a small step toward improving public safety on the state’s roadways. It’s a 6-by12-inch tablet mounted to the rear of your vehicle that displays a sequence of numbers or letters when operating.

The device also includes a built-in location tracker.

Omni Bike bill: This new law makes four substantial changes to the vehicle code, requiring vehicles to move to an adjacent lane to pass bicyclists. It also prohibits cities from requiring bicycle licenses and vehicles to maintain a three-foot separation between bikes and the road.

Fast food workers: The California legislature has recently passed several important bills that affect workers. Among them is a new law that would give fast food workers more power. This legislation is also expected to increase wages and improve workers’ health. In addition, SB 1162 will require employers to post salary ranges in job postings. The law will apply to businesses with more than 100 employees and require companies to submit pay data to the state. In addition, it will create a presumption of unlawful discrimination. Finally, assembly Bill 257 will authorize a state council to bargain for workers in the fast-food industry. It will also allow for the creation of local fast-food councils.

Minimum wage: AB 257 will also authorize the Fast-Food Accountability and Standards Recovery Act. Previously, the only way to organize a union was to negotiate a collective bargaining agreement on a location-by-location basis. However, the fast-food industry has been plagued by high rates of violations. As a result, the new bill will increase the minimum wage and make it easier to organize a union. The minimum wage will be $15.50 per hour for all businesses, regardless of the number of workers.

Transgender: California is a “sanctuary state” for transgender people. The legislation is designed to shield transgender individuals from legal action while providing them with health care. In addition, it includes a provision that protects transgender individuals from being charged for failure to use the bathroom of their choice.

Fur ban: Another controversial bill is a law banning the sale of new animal fur. However, the ban has several exceptions, such as religious and tribal purposes. Also, the legislation has a clause that exempts used fur products,

including leather and cowhides.

Pedestrian stops: Jaywalking is illegal in many states, and California is no exception. Black pedestrians in the state are four and a half times more likely than whites to be stopped for jaywalking. The number of citations to pedestrians is also disproportionately high, particularly in low-income neighborhoods. Since the emergence of cars, many state and local governments have passed laws to control jaywalking. These rules have often been interpreted and enforced arbitrarily. This has led to confrontations between police officers and pedestrians of color.

Feather Alert: Some measures aim to expand the Emergency Alert System (EAS) to catch hit-and-run suspects. Others will improve the state’s traffic laws to accommodate cyclists and pedestrians. California already has a statewide Amber Alert program that was launched in 2002. The state is also considering a new law to create a statewide “Feather Alert” program to help families find their missing Native American relatives.

On December 29, Deputy Cordero, 32, of Rancho Cucamonga, made a traffic stop on a vehicle in Jurupa Valley in Riverside County when the driver opened fire. Deputy Cordero was transported to the Riverside Community Hospital, where he

succumbed to his injuries. Deputy Cordero joined the Riverside County Sheriff’s Department in 2014 and was assigned to the Jurupa Valley Station.

Deputy Cordero is survived by his mother, Rebecca, and father, Gilbert.

History-wise, Dec. 7, 1941, seismically shook the country. Americans were tired of foreign wars and just beginning to thrive again after the Great Depression. To meet the land challenge — in particular, that posed by the formidable German General Rommel and his panzer

divisions — General Patton was tasked with establishing the Desert Training Center in late 1941, just weeks after the Day of Infamy at Pearl Harbor. Since World War I, when tanks first saw combat, Patton had advocated for armored strength teamed with knockout offensive action. At the DTC, his mission was to train a million soldiers to do this in heat, similar to that in the Sahara of North Africa, where the first American war action would occur. The chosen area was 18,000 square miles of Mojave and Colorado Desert in California and Arizona, which was Sahara-scorching in the summer months. This historic chapter in WWII history unfolds at the Patton museum.

L.A. County Eyes Ordinance to Fast-Track Approvals for Wireless

Thousands of wireless transmitters could pop up across unincorporated areas of Los Angeles County in the next few years if the Board of Supervisors approves an ordinance at its meeting tomorrow.

The ordinance sets height standards, requires camouflage, and allows approval without a public hearing.

Brenda Martinez, a volunteer with FiberFirstLA and a Los Angeles resident, said community members should have a say in where small-cell wireless boxes are placed.

“If you have a light post right in front of your house, they might place it there; you will have no say,” Martinez noted. “The way they usually do it now is that you will be notified, they have to have a hearing, they have to give you a chance to appeal. None of that will happen. “

The county has not updated its rules for wireless in decades, so officials say the change is badly needed and is intended to help close the digital divide by ramping up faster internet to underserved communities. The Supervisors gave preliminary approval three weeks ago, so if it passes again, it will take effect next month.

Currently, the county

requires a conditional-use permit with public input on each wireless transmitter.

Bruce Durbin, supervising regional planner in the county’s Department of Regional Planning, said it has become problematic because the Federal Communications Commission requires government agencies to approve or deny them within two months.

“A conditional-use permit in California requires 30-days public notice, a public hearing in front of the commission,” Durbin explained. “And to be able to approve that all within 60 days, it’s impossible.”

Martinez emphasized she worries about possible fire hazards from the boxes’ wiring and the health effects of radiofrequency radiation coming from the boxes. However, Durbin pointed out the county is not allowed to weigh in on the safety of the equipment.

“I’m respectful of those concerns about the R.F. output,” Durbin acknowledged. “But the fact is, the FCC forbids local agencies from considering those impacts. So the thinking is that FCC has tested this equipment, and it complies with federal standards, and it has no place in the land-use regulation.”

The wireless industry’s trade association, the CTIA,

responded after the deadline but has argued for years that inconsistent, time-consuming rules for siting small-cell boxes are slowing the spread of high-speed internet.

W. Scott McCollough, an attorney who consults on telecom issues and works with FiberFirstLA, noted that the wireless industry has supported similar fast-track ordinances across the country.

“They find public involvement in their facility placement decision to be bothersome, and they want to get rid of it,” McCollough asserted. “The main

point is to dispense with notice and hearing and any environmental review. That’s what it’s all about.”

McCollough added that fiber-optic cable is much more secure and reliable

than wireless and has already been laid in wealthier areas. However, he stressed companies are balking at extending fiber to homes in underserved communities because it’s less profitable.

“Forest Bathing”: A Worthy New Year’s Resolution?

Get in shape. It’s a common New Year’s resolution, but research shows the Japanese practice of Shinrin-yokuor “forest bathing” - has multiple benefits for mental and physical health.

Studies show that forest bathing, which is basically getting outside and soaking up some nature, can improve mood.

Dr. Suzanne Bartlett Hackenmiller, chief medical adviser for the app AllTrails - an outdoor hiking and recreation app to help find trails - said researchers from Stanford analyzed MRI data and found that time in nature decreases activity in the part of the brain responsible for depression and anxiety.

“They’ve found that 90 minutes of walking in a natural setting,” said Bartlett Hackenmiller, “participants reported less of what we call

rumination - just that cycle of spinning negative, stressful thoughts - than people who walked in an urban setting.”

She cited a raft of studies that expand on the benefits of getting out in nature. For example, one showed that it helps people reach their fitness goals because exercising outdoors is more enjoyable, so people are more likely to repeat it.

Nature walks have also been linked to better memory, a boost in immune function, lowered stress hormones, blood pressure, and cancer risk.

Starting on a path toward healthy habits is often easier than maintaining them long term. This year, you can avoid a major pitfall of healthy resolutions and build healthy habits that stick by working small, positive steps into your daily life.

Bust Common Habit-Building Myths

You may be surprised to learn the truth about creating and sticking to healthy habits. One myth is getting healthy means doing things you don’t like. Research shows positive emotions make habits stick, so set your intentions on something you enjoy. Another misconception is big results require big changes, which may lead to overly ambitious habits. However, the simpler the routine is, the more likely it is to become habit.

Work with Your “Brain Loops”

Your brain creates “loops” for habits made up of three things: a cue, a routine and a reward. Each time the loop is repeated, it becomes more routine and may become automatic. Knowing this, you can design cues for developing new, healthy habits, such as setting walking shoes by the bed to start a walking habit. The routine is putting on the shoes and walking around the block, and the reward is the pleasant sensations and brighter mood from a morning stroll.

Create Cues That Work for You

Most successful health habits begin with a cue. The cue can be external in your environment or internal in terms of your mindset. The more consistent the cue, the more likely it is to trigger the habit. Hacking your brain’s reminder system can help you remember your cue. Some examples of visual cues are placing a sticky note where you’ll see it often, keeping a water bottle on your desk or refrigerating fresh veggies at eye level.

Build a Routine That Supports Your Goals

Positive and consistent habits are important to achieve your personal goals. Small habits done consistently can add up to big results. To create a new healthy habit, think through the steps that could lead to your desired outcome. Ask yourself whether you want to do it, if it’s easy and if it’s high impact. It’s important to choose habits that make a difference and move you closer to your goals.

For example, if one of your goals is improving your heart health, a meaningful habit might be to move more. Increasing physical activity can help lower blood pressure and cholesterol along with many other health benefits, Gibbs said.

“Every little bit of activity is better than none,” she said. “Even small initial increases of 5­10 minutes a day can yield health benefits.”

Use Rewards to Make Habits Stick

Start by choosing a habit you enjoy that’s rewarding by itself. If you’re more of a dancer than runner, increase your physical activity with an upbeat dance class. You might also look for a more enjoyable version of a new habit, such as getting more fruits and veggies by sipping on a delicious smoothie.

Understand Resets are Part of the Process

New habits are experiments. If they don’t stick, you haven’t failed. Instead, you’ve learned what doesn’t work, which is useful. Get curious and ask yourself which part of the habit didn’t work for you. Maybe the cue was ineffective. Maybe the steps of the routine were too ambitious and you need to split them into smaller, easier steps. If you realize you don’t enjoy the habit, stop doing it and try something else.
