The flames even temporarily trapped children in a summer camp, officials said. The blaze, which started earlier in July, initially affected Santa Barbara county. It then spread to California’s State Route, Highway 154, and got “completely out of control,” county fire Captain Dave Zaniboni said, as cited by AP. The wildfires temporarily trapped at least 90 children and some 50 councilors at a local summer camp, Zaniboni said, adding that later the campers had

been safely evacuated. On Saturday, the blaze dubbed the Alamo Fire burned more than 23 square kilometers outside Santa Maria and remained 10 percent contained, Zaniboni added. The Santa Barbara blaze is one of three separate wildfires that have rocked California. Some 300 residents were to evacuate Santa Barbara and neighboring San Luis Obispo County, AP reported. Kids Get Brain Boost from Summer Reading By Desert Star Staff SPRINGFIELD, Ill. – Experts have long recommended children be introduced to reading as early as possible - and now, research can help parents make story times even more beneficial for their little ones. An international study headed by researchers at Cincinnati Children’s Hospital Medical Center found greater brain activation in four-yearolds when they are “highly engaged” during reading time. Dr. John Hutton, a pediatrician and clinical researcher for the Reading and Literacy Discovery Center at Cincinnati Children’s Hospital Medical Center, explains that means asking them questions and getting them more involved in reading which he says works like a “turbo charge” for the brain. “Kids that are read to

more from a younger age and whose parents get excited about reading, and really interact with them in a loving and nurturing way, are more likely to teach their kids that reading is a fun thing, and something they really want to pay attention to and that they really want to do,” he explains. The study suggests parents develop a reading routine that allows them to spend quality time with their child and a book on a daily basis. That also means turning off the cell phone, which Hutton says is the most common preventable barrier to a quality story time. To better engage a child and build their interest in reading, Hutton recommends parents read the words on the page and then, ask simple questions. “If you are reading about a dog, say, ‘Oh, we have a dog, do you think our dog would like to do this?’ and, you

know, ‘What’s grandma’s dog’s name?’” he says. “And the more that happens, the more kids feel involved in the process, the more they’re going to practice their language skills and they’re going to want to do it more. So, the more interactive, the better.” He notes there is no perfect reading experience. What’s important, he says, is creating a routine at home, making it fun, and beginning as early as possible. “A lot of parents will say, ‘Well, what can my baby do, you know?” Hutton notes. “They don’t understand yet, they’re not talking yet.’ And it’s really just getting the child on the lap, opening the book, letting them hold the book. And then for the little babies, it’s going to be mostly about that feeling of connecting with the parents, with the book.” Hutton adds that longterm studies are needed with

very young children to better understand the parent-child

connection to healthy brain development and literacy skills.

Dakotans considered “food insecure” has fallen slightly this year, nearly one in eight

still isn’t sure where their next meal is coming from. According to Feeding America’s “Map the Meal Gap” report, large numbers of South Dakota children are at risk, too. About 18 percent are food insecure, compared with the national average of 14 percent. Matt Gassen is CEO of Feeding South Dakota, which works with more than 350 groups across the state to provide meals. He says even working South Dakotans are going hungry. “We just look across the landscape, be that urban or rural, and I think some of it has to do with folks that are just not making a livable wage,” he says. “They’re working, but they’re still struggling to make ends meet.”

Gassen says the Supplemental Nutrition Assistance Program or SNAP is crucial to feeding South Dakotans. But to him, the most alarming statistic in the report is that more than 37 percent of food-insecure families in the state have incomes of $45,000 a year or higher for a family of four - but still have to rely on food assistance to eat. Rural counties struggle more than urban areas. In nine counties, more than one in four children is food insecure. The highest rate for adults and children is 27.5 percent in Oglala Lakota County, home to the Pine Ridge Indian Reservation and also the poorest county in the nation, according to the U.S. Census Bureau’s

American Community Survey. Gassen says his organization is looking at new ways to feed the hungriest parts of the state, such as mobile food distribution. “This year we’re looking in piloting some new programs to try to go to where hunger is, instead of expecting hunger to always come to us,” he explains. Gassen says transportation is one reason summer presents a challenge. Kids go without meals at school, and families can’t always get their children to the summer food program sites designed to help fill that gap. In 2016, Feeding South Dakota distributed more than 11 million meals to people in need.

By Desert Star Staff RALEIGH, N.C. – The Senate bill that was expected to repeal Obamacare as early as next week remains in a holding pattern, while supporters of the legislation continue to look for ways to find consensus among their fellow senators. One such amendment by Sen. Ted Cruz would allow insurers to sell plans that don’t comply with current regulations about what must be covered - as long as they offer plans that do. Ciara Zachary, policy analyst for the Health Advocacy Project at the N.C. Justice Center is concerned about the changes, which she says could affect women’s health costs and coverage more than men’s. “An important thing with the ACA is that it really covers some essential health

benefits and that women have been able to get care for the same costs as a man, and have these protections for their rights to get the health care that they need, when they need it,” she explains. North Carolina Sen. Richard Burr has spoken out in support of the Senate bill, while Sen. Thom Tillis continues to review it. The nonpartisan Congressional Budget Office has scored both the Senate and House versions of the bill and found women could pay as much as $1,000 a month for insurance that covers pregnancy and maternity care, on top of their premiums and other health-care costs. According to the Kaiser Family Foundation, Medicaid covers at least 25 million lowincome women, and since

Tax Deductions for Rental Property

By Janice Gough Rental properties have built the fortunes for many, and for some have cost them a fortune. It can be a considerable investment if you get great tenants and have long-term renters. To protect yourself, It is always advisable to work with a property manager who has performed well for other clients. By doing, this you will outsource any legal situations that you may not be aware of by doing it yourself. As great as it is to get the reoccurring income, pay close attention to the deductions that are allowed. When you own rental real estate, you can deduct almost everything you spend to maintain or improve the rental property. These deductions are listed on Schedule E, Supplemental Income and Loss. If you have an expense that isn’t listed on Schedule E, you may list them separately under “Other.” You are entitled to deduct these expenses from the first day you make the property available to rent. The common expenses that are deductible on Schedule E include advertising, cleaning and maintenance, commissions paid to a rental broker, homeowner association dues, insurance, legal and professional fees, management fees, mortgage interest, painting and decorating, supplies, taxes, utilities, and travel to maintain your rental. You may also deduct

the cost of repairs; however, improvements are treated differently for tax purposes. If the work done brings the property back to its condition prior to the breakdown, it can be considered a repair because it halted the property’s deterioration. If the work done extends the “useful life” of the property so that it is in better condition than before the breakdown, you will have to spread the deduction over the useful life of the work done. This is called depreciation. The IRS provides charts showing the expected life of various improvements and property. Depreciation can be the largest single deduction relating to rental property. Depreciation is a system devised by lawmakers to spread the cost of recovering expenses for significant improvements and the rental property itself over a series of years. Time period over which the depreciation deduction is permitted is tied to the useful life or “expected life” of the property. Generally, the cost of your improvement or the rental property plus certain amounts you paid as part of the sale such as legal fees, commissions and transfer taxes, is typically your depreciable basis. Because land is not depreciable, you must subtract the cost of the land from the amount you paid for your rental property before you can figure your depreciation deduction. July 12, 2017

Protecting Young Immigrants Boosts NY Economy

a significant boost to New York’s economy, according to a new analysis. About 76,000 immigrants

in New York State are protected from deportation under the Deferred Action for Childhood Arrivals or DACA program.

Cyierra Roldan, a policy analyst with the Fiscal Policy Institute, says that protection helps them get drivers licenses and find better jobs - and increases their contributions to the tax base in every state, including New York. “DACA recipients currently pay a total of $1.6 billion to local and state taxes around the country; and currently in New York State, they are contributing $140 million,” she says. During the presidential campaign, Donald Trump said he wanted to terminate the DACA program, but so far it has been allowed to remain in effect. Even without protections, undocumented immigrants still would pay taxes. But Roldan points out that ending the DACA program would have consequences for those it now covers, and

for the state as a whole. “The DACA recipients would lose their work permits, their incomes would decrease,” she adds. “So, if DACA was terminated, the state would lose $55 million in local and state taxes.” In June, the Trump administration canceled DAPA, a program that would have protected immigrant parents whose children are U.S. citizens or lawful permanent residents. Roldan notes that ending DACA would put almost 900,000 young immigrants nationwide at risk of being deported to countries they have never known. “They grew up here,” continues Roldan. “This is the only place they know as home and the place that they call home. And they just want to do the same things that we all do.”

Final Push for Bill to Protect Undocumented Oregonians’ Info By Desert Star Staff SALEM, Ore. – As Oregon lawmakers enter their final days of the session, immigrants’ rights advocates are pushing state senators to pass a bill protecting the privacy of undocumented Oregonians. Gov. Kate Brown and Attorney General Ellen Rosenblum spearheaded House Bill 3464, to give guidelines to state entities on what information can and cannot be shared with Immigration and Customs Enforcement. Opponents of the bill say it undermines federal law by shielding people who are undocumented. But Andrea Williams, executive director of the immigrants’ advocacy group Causa, says the bill is compliant with federal and state laws. “So, it’s not just about what information they are

keeping private,” she says. “It’s also about making sure that schools and courthouses, and other public entities aren’t held liable if they are keeping information they should be sharing, right? So, it’s really to provide clarity and direction.” HB 3464 is currently in the state Senate. The legislative session ends on Mon., July 10. Data from the Department of Homeland Security shows a 40-percent increase in arrests and deportations so far this year over last. Williams says arrests by ICE agents outside of courthouses and schools in Oregon are on the rise as well. She thinks it’s especially troubling that parents are being arrested when the state doesn’t have the resources to take care of children when parents are deported. “It’s a moral issue because you’re leaving children, most of whom are U.S. citizens,

60 Percent of Employers Plan to Hire Full-time in the Second Half of 2017

By Desert Star Staff CHICAGO and ATLANTA, -- Are you one of the 27 percent of workers who plan to change jobs in the back half of the year? The odds of landing one – and getting paid more - are in your favor, according to CareerBuilder’s 2017 Midyear Job Forecast. The nationwide study reveals a significant yearover-year jump in the percentage of companies hiring full-time, part-time and temporary or contract workers from July 1 through December 31. More than half of employers anticipate offering higher starting salaries for new employees and the majority indicates that bigger paychecks won’t just be for high-skilled workers, they will extend to entry-level workers as well. In the second half of 2017: • 60 percent of employer’s plan to hire fulltime, permanent workers, up from 50 percent last year • 36 percent of employer’s plan to hire part-time, permanent employees, up from 29 percent last year • 46 percent of employer’s plan to hire temporary or contract workers, up from 32 percent last year “Events dominating national headlines have had a polarizing effect in the U.S., but most employers remain confident in their outlook for financial growth and plans for hiring,” said Matt Ferguson, CEO of CareerBuilder and co-author of The Talent Equation. “Job seekers stand to benefit not only from having more options, but also from the growing intensity in the competition for talent. Employers are moving quickly to recruit candidates and they are willing to pay more across job levels. They are also placing a greater emphasis on candidates having a positive experience when they apply to their firms. The current climate puts job seekers in a more advantageous position.” The national surveys, which were conducted online by Harris Poll on behalf of CareerBuilder from May 24 to June 16, 2017, included representative samples of 2,369 hiring managers and human resource managers and 3,642 fulltime U.S. workers across industries and company sizes in the private sector. How much of a pay increase can new and current employees expect? Looking at a subset of human resources managers, 72 percent feel they must start paying higher wages because the market has become increasingly competitive for talent. the entry-level worker has no college or training • 17 percent say they have to pay more, but only if the entry-level worker has a college degree • 19 percent say they must pay more, but only if the entry-level worker has at least some college or training Among all employers (hiring managers and human resources managers), 53 percent report they plan to offer higher starting salaries for new employees over the next six months, a big jump from 39 percent in the same period last year. Nearly one third (32 percent) plan to increase starting salaries on job offers by 5 percent or more. Two-thirds of employers (66 percent) plan to increase compensation for current employees before year end and 34 percent anticipate an increase of 5 percent or more. What are the hot areas for hiring? Information technology (72 percent) is leading the industries hiring in the back half of the year, coming in 12 percentage points higher than the national average for plans to add full-time, permanent headcount. Manufacturing (66 percent), health care1 (64 percent) and financial services (62 percent) are also expected to outperform the national average. Looking across industries, some of the most in-demand roles employers say they will be recruiting for during this timeframe are those tied to: Skilled trades – 15 percent • Software as a service – 14 percent • Cybersecurity – 13 percent • Sales enablement – 13 percent • Talent management – 13 percent • Providing a good user experience – 12 percent • Managing and interpreting Big Data – 11 percent • Creating digital strategies – 11 percent • Social marketing – 10 percent • E-commerce – 10 percent • Developing apps – 10 percent • Healthy living – 9 percent Which region is hiring the most? All regions are showing a year-over-year gain in the percentage of employers expecting to hire full-time, permanent employees in the back half of the year. The West leads with 67 percent of employers planning to add headcount, while the South remains on par with the national average. The Northeast and Midwest came in below the national average, but are reporting healthy increases over last year. • West – 67 percent

are hiring, up from 53 percent last year • South – 61 percent are hiring, up from 50 percent last year • Northeast – 56 percent are hiring, up from 49 percent last year • Midwest – 53 percent are hiring, up from 46 percent last year How do small, medium and large companies compare in plans for hiring? Full-time, permanent hiring over the next six months is also expected to increase across company sizes. Midsize firms are leading the pack in the percentage of employers hiring, while small businesses are reporting the biggest year-over-year growth. • 50 or fewer employees – 37 percent hiring, up from 27 percent last year • 51 to 250 employees – 67 percent hiring, up from 53 percent last year • 251 to 500 employees – 72 percent hiring, up from 64 percent last year • 501 to 1,000 employees – 75 percent hiring, up from 69 percent last year • 1,001 or more employees – 67 percent hiring, up from 61 percent last year What is the outlook for Q3? Nearly half of employers (47 percent) plan to add fulltime, permanent employees in the third quarter, up from 34 percent last year. Seven percent expect to downsize staffs, relatively unchanged from 8 percent in Q3 2016.

By Desert Star Staff SACRAMENTO – The California Department of Public Health (CDPH) is reminding Californians about the importance of safe food handling to prevent foodborne illness while enjoying picnics, barbecues and other outdoor activities during the summer season. Salmonella, E. coli and Campylobacter are bacteria most commonly recognized for causing foodborne illness in the United States each year. Most of these cases are mild and cause symptoms

for only a day or two, but some cases are more serious. However, there are some easy and effective steps you can take to help lessen your chance of contracting a foodborne illness. “You can protect yourself, your family and your friends from foodborne illness by following simple safety tips for properly preparing and handling food,” said CDPH Director and State Health Officer Dr. Karen Smith. Following these four “C’s” can prevent foodborne illnesses:

Chill: Keep hot foods hot and cold foods cold. Bacteria can grow in foods kept in the temperature “danger zone” (41°F-135°F) / (5 °C-58 °C) for an extended period of time. Refrigerate leftovers to less than 41°F / 5 °C as soon as possible, but definitely within 2 hours. Use shallow pans and loosely cover while in the refrigerator to allow warm air to escape and facilitate cooling. Select cold foods at the grocery store last and put them away first when you get home to keep them cold. Refrigerated foods packaged in hermetically sealed or vacuum packaged containers should always be stored in the refrigerator. Storing these types of vacuum packaged products at room temperature could allow the production of Botulism toxin. Follow package instructions, especially when it comes to keeping foods refrigerated. Thaw frozen foods in the refrigerator or in a microwave immediately prior to cooking. Never thaw frozen foods on the counter. Clean: Wash your hands with warm, soapy water for at least 20 seconds before and after handling food. Humming “happy birthday” twice while washing hands is a good way to ensure you are washing long enough. Scrub cutting boards with hot, soapy water after preparing each item and before moving on to the next

food. If your cutting board has deep grooves or cut marks, which make it difficult to clean, consider replacing it. Wash and thoroughly rinse utensils and cutting boards with soap and water. Thoroughly cleaning them with a bleach solution (made of one tablespoon of unscented liquid bleach diluted in one gallon of water) will provide effective sanitation action. Cover any cuts or skin abrasions on your hands to avoid contaminating the food. Keep pets and household chemicals away from food preparation areas. Prevent Cross Contamination: Keep raw and cooked foods separate. Use separate cutting boards and knives for chopping ready-to-eat produce and raw meats. Never rinse raw poultry because it spreads germs around the kitchen sink, which can serve as a source of contamination for other foods. Discard used marinades. Use clean utensils and plates to remove cooked foods from grills and pans. Never place cooked foods back into the dish that held the raw or uncooked foods. Separate raw and uncooked meats from readyto-eat items when shopping at the grocery store. Place raw meats in disposable, plastic bags away from other foods. If you use reusable shopping bags for groceries, designate specific bags

for meats to avoid crosscontamination. Wash and dry bags as they become soiled. Store bags used for groceries at home in a manner which protects them from other sources of contamination such as pets, children, and chemicals. Thaw frozen foods in the refrigerator in water-tight containers to prevent juices from leaking onto ready-toeat and cooked foods. Cook: Use an accurate thermometer to measure the final internal temperature of meat and meat products. Color is an inaccurate way to determine if meat is sufficiently cooked. Measure the temperature in the thickest part of the food, ensuring the thermometer does not touch bone or the cooking pan which can give you an inaccurate reading. Wash thermometers after each use. Wait until foods are completely cooked before taste testing. When using a microwave to cook or reheat food, be sure to rotate or stir the food to facilitate thorough heating. Additionally, some labels recommend a “resting time” for the food after cooking before it should be served. Those instructions should be followed to allow the heat to evenly distribute. For the next several days, temperatures are expected to be 10–15 degrees above normal with many places topping 100 degrees. “It’s going to be a hot week, and we would like everyone to protect themselves from the dangers of excessive heat,” said CDPH Director and State Health Officer Dr. Karen Smith. “It is important that everyone stay cool, stay hydrated, stay inside and take other precautions to prevent heat-related illness.” Extreme heat poses a substantial health risk, especially for vulnerable populations including young children, the elderly, those with chronic diseases or disabilities, pregnant women and people who are socially isolated. “Simple actions can avoid

tragic situations when we know weather changes like these are in the forecast,” said Cal OES Director Mark Ghilarducci. “Err on the side of caution if you’re going to be outside these coming days.” Heat-related illness includes: cramps, heat exhaustion, heat stroke and death. Warning signs of heatrelated illnesses may include heavy sweating, muscle cramps, weakness, headache and nausea. Vomiting, paleness, tiredness and dizziness can also be indicators of heat-related illness. In areas where air quality is poor, people with heart disease, asthma or other respiratory diseases should reduce or eliminate their outdoor activities. Summer schools and programs with children who have sensitive conditions, including heart disease, asthma and other respiratory diseases, should conduct activities indoors as much as possible. CDPH offers the following tips to stay safe during this period of excessive heat: • Never leave infants, children, elderly or pets in a

parked car. It can take as little as 10 minutes for the temperature inside a car to rise to levels that can kill. • Drink plenty of water or juice, even if you are not thirsty. Avoid alcohol. • If you don’t have air conditioning, visit a cooling center or a public place with air conditioning (such as a shopping mall or library) to cool off for a few hours each day. • Avoid outdoor physical exertion during the hottest parts of the day. Reduce exposure to the sun from 10 a.m. to 4 p.m. when UV rays are strongest, July 12, 2017

and keep physical activities to a minimum during that time. • Wear a wide-brimmed hat to cover the face and neck, wear loose-fitting clothing to keep cool and to protect your skin from the sun. • Regularly check on any elderly relatives or friends who live alone. Many may be on medications which increase likelihood of dehydration. • To prevent overheating, use cool compresses, misting, showers and baths. Get medical attention if you experience a rapid, strong pulse, you feel delirious or

have a body temperature above 102 degrees. Liberally apply sunscreen (at least SPF 15) 15 minutes before venturing outdoors and re-apply at least every two hours – sunscreen may reduce the risk of skin cancer, the number one cancer affecting Californians. By Desert Star Staff SACRAMENTO – New data released today by the California Department of Public Health (CDPH) show an increase in newly reported hepatitis C cases among young adults in the state. Between 2007 and 2015, newly reported hepatitis C infections increased 55 percent among men 20-29 years of age and 37 percent among women in the same age group. These data are consistent with increases in hepatitis C across the country and highlight the importance of hepatitis C testing, treatment, and prevention. Injection drug use among young adults increases their risk of both hepatitis C transmission and infection. Prevention strategies, including access to sterile syringes and safe injection equipment and treatment for opioid use disorders, can reduce the rate of new hepatitis C infections among young people who inject drugs by 60 percent. “As a physician, I have seen firsthand the deadly effects of hepatitis C,” said

CDPH Director and State Public Health Officer Dr. Karen Smith. “Patients with advanced liver disease may not know they are infected until it’s too late,” said Dr. Smith. “However, this is preventable. New treatments can cure hepatitis C in as little as two months. I urge people to speak with their doctors about getting tested.” An estimated 400,000 Californians live with chronic hepatitis C, but many do not know they are infected. Hepatitis C-related deaths now outnumber those due to HIV. The U.S. Food and Drug Administration (FDA) recently approved the use of new treatment for adolescents 12 years and older, raising hopes for teenagers infected with hepatitis C. Although young Californians (ages 20-29) make up an increasing number of newly reported infections, baby boomers account for about one out of two newly reported chronic hepatitis C cases. “Two groups are top priority for hepatitis C testing – young people who inject drugs and baby boomers,” said Dr. Smith. “Drug users may be at high

risk for transmitting hepatitis C to others if they are not being treated, and baby boomers may be at risk for developing serious liver disease, even if they have no symptoms.” CDPH urges all Californians who have ever injected drugs, even once, and all people born between 1945 and 1965 to talk to their doctors about getting tested for hepatitis C. Patients who test positive should receive care from an experienced provider. The Department is working to address hepatitis C on multiple fronts, including monitoring hepatitis C trends, producing data reports, educating health care providers on hepatitis C screening and treatment guidelines, and supporting hepatitis C testing and access to care in settings where at-risk people are served. CDPH also supports coordinated HIV and hepatitis C testing in non-traditional settings, such as mobile health vans. In 2016, about 7,200 people received hepatitis C testing through these programs. The California Legislature July 12, 2017

allocated $2.2 million in July 2015 for three-year pilot projects to help ensure people with hepatitis C are aware of their infections and linked to care. Heisenberg’ --A Very Unpredictable Love Story? Definitely!

“Heisenberg,” the title of British playwright Simon Stephens’ two-person play at the Mark Taper Forum, poetically alludes to uncertainty and unpredictability when it comes to matters of the heart, not science. In this case Alex Priest (Denis Arndt), a seventy something butcher has a chance encounter in a London train station with Georgie Burns (Mary-Louise Parker— TVs “Weeds”) a middle-aged American widow 33 years his junior. To say Georgie is an odd duck is putting it mildly. She chatters on endlessly about this and that at a frenetic pace, and in the course of their conversation, she discovers Alex is a butcher. He doesn’t know what to make of her, and to make matters even more peculiar, she gives him a big kiss before she scurries off. The lights go off. When they come back on we find Alex in his butcher shop defined by a long table where he stands alone. Suddenly in walks the very quirky Georgie. As they talk, he isn’t sure if he should call the Bobbies and have her removed or listen to her intriguing babble. When he asks her what she does for a living, she says she’s an assassin, before

revealing a more mundane occupation, a waitress. As time moves on they too have moved on to a more intimate relationship. Their blossoming friendship revitalizes the lonely life of this reclusive man who has had many personal tragedies and losses in his life. For him their friendship has been rewarding, but what about her? Who is she had what does she really want from him and from life. As we learn more about each of them, we discover that Alex is a contemplative man who thinks deeply when he takes his long daily walks. As for Georgie, she seems to want to find her long-lost son who has returned to New Jersey. So what does that mean for the two of them. At one point when Georgie is rambling on and on about herself in almost a deranged way, she tells him it is her way to turn people away, because eventually they always reject her, and this speeds up the process. But why does he stick around? What can she give him? And what will she expect from Alex? Definitely, the attraction deals with the unpredictability and strangeness of their interaction. And it is this peculiar link that

keeps us interested and curious about how things will finally turn out for this very unlikely duo. Playwright Simon Stephens, who also authored the award-winning “The Curious Incident of the Dog in the Night Time” coming to the Ahmanson in August, keeps us guessing and caring about these two people whose chance encounter could lead to something more. The play is a delightful work by Simon Stephens, which began it’s theatrical life in a

By Desert Star Staff ROHRERSVILLE, Md., -The crafty up-cycling of wine corks can be found all over Pinterest and Etsy. But one artist in Michigan has fully elevated the humble wine cork by creating museum quality portraits with hundreds of thousands of corks. In the last decade, Scott Gundersen has completed 25 works and has been commissioned to replicate the likenesses of Courtney Cox, famous writers like Gabriel García Márquez and the King and Queen of Spain. His art graces the halls of the Kennedy Center for the Performing Arts in Washington, D.C., and can be viewed at Ripley’s Believe It Or Not! Museums in London and San Francisco. To create these stunning works, Gundersen has used close to a quarter of a million wine corks that he’s collected over his 10-year career from co-workers, friends, and most recently, a cork recycler in Austin, Texas. Though Gundersen hopes his art is greater than the sum of its parts, he believes each cork is unique. “Every cork tells a story,” he says. “Sitting in the studio, sifting through boxes of corks, I start thinking about the origin of the cork, the drinking of

the wine, what happened the night that wine was shared among friends. My portraits, like people, are made up of thousands of stories.” Gundersen’s next commission will take him to Big Cork Vineyards in Rohrersville, Maryland. From July 8-16, he’ll carefully place 14,000-16,000 corks, to create a portrait of the winemaker. The project will take 65-80 hours to complete. Patrons can watch Gundersen work on-site, as the corks that the winemaker once used to seal bottles of wine now become a piece of art in his image.

Unfortunately, the current staging is sideways, so the actors are facing one side wall or the opposite side wall making it very difficult to hear everything. We, and our seatmates, only fully got every word when the actor speaking was facing our direction. As is the custom in spoken drama, neither actor was miked. In this staging, however, sound reinforcement might have helped the playwright and the actors to communicate the thought-

provoking and clever dialogue. Schumer calls on FDA to crackdown on ‘snortable chocolate’ Senate Minority Leader Chuck Schumer is calling on the FDA to clampdown on a new type of “snortable chocolate,” warning that the cacao powder substance is being marketed like a drug. The New York Democrat wrote to the US Food and Drug Administration (FDA), Saturday, calling for a crackdown on inhalable food products like Coko Loko, according to AP. Coko Loko, produced by Florida based company Legal Lean, is described by its manufacturers as “infused raw cacao with a special energy blend.” It doesn’t divulge details on further ingredients, but it reportedly includes common energy drink constituents. The product is intended to focus the energy of the consumer as well as improve mood and overall well being. “A sudden rush of serotonin will produce an elevated mood and a state of euphoria similar to the feeling of ecstasy. This is the feeling that will make the music sound

better and increase overall happiness,” the website claims along with the disclaimer that its statements have not been evaluated by the FDA. The company also claims snorting the substance will unleash a “euphoric energy” ideal for “party goers to dance the night away without a crash.” Schumer says the product has “no clear health value”

predicted - the state has seen an increase in fireworks-related injuries this Independence Day holiday week. This is the first year since 1938 that consumer fireworks

have been legally available in Iowa, after legislation supported by a majority of residents. Local police departments across the state reported an increase in calls,

ER doctors say they’ve seen higher numbers of injuries, and fire departments note they’ve been especially busy. But Lorraine Carli, vice president of outreach and advocacy with the National Fire Protection Association, says it’s extremely difficult to change minds on this controversial issue. “This is one of the toughest advocacy positions that we have, I think because people feel that it’s their patriotic duty; they have the ability to make their own choice around this,” she explains. Carli thinks it’s clear that fireworks should be left to professionals who are trained to use them. Nationwide, nearly 12,000 fireworks-related injuries are reported each year, about two-thirds that occur over the July 4 holiday.

Still, the number of states liberalizing the use of fireworks has risen in recent years. It’s expected to be another busy weekend for first responders, as fireworks can be sold in Iowa through Saturday. Carli says people tend to be in denial about the implications of lighting them. “I don’t think people go into this use of fireworks by saying, ‘Oh, something horrible could happen,’” she says. “They just don’t really think about it.” Carli notes that tax revenues from fireworks sales contribute to the desire to legalize fireworks. She says the NFPA will continue to communicate the dangers of fireworks and hopes that individual families will make smart choices for their loved ones.

Groups Call Zinke’s Drilling Expansion a ‘Giveaway’ By Desert Star Staff DENVER – U.S. Interior Secretary Ryan Zinke signed an order yesterday opening up more public lands for drilling and mining in an effort he says is needed to tackle permitting backlogs and delays. Chris Saeger, executive director of the Western Values Project, warns the measure could result in less access to federal lands for other uses, including outdoor recreation. Saeger believes the move is more of a favor to oil and gas companies. “There are actually not that many impediments to drilling for oil on public land in this country,” he says. “What they’re doing through this process is trying to create even more giveaways for the special interests that www.desertstarweekly.com

brought them to power.” The order is part of the Trump administration’s push for “energy dominance,” which includes goals of exporting domestic fossil fuels globally. Conservation groups are concerned the policy could lead to more drilling rigs next to national parks, inside wildlife refuges and outdoor recreation areas. The Bureau of Land Management is supposed to process drilling applications within 30 days, but according to a recent DOI review, the average wait has been over 250 days. Saeger says industry claims of oppressive rules and diminished access to federal lands are overstated. And, since companies aren’t using millions of acres they

already have under lease, he says there’s no reason to hand over even more. “Most people in most walks of life kind of adhere to the principle of ‘use it or lose it,’” he adds. “But oil and gas companies seem to be allowed to hoard and hoard and hoard all of these permits, all of these leases, without using them and they can get away with it.” Saeger points to BLM data that shows with historically low gas prices, companies voluntarily passed on over 22 million acres of oil and gas leases offered for sale between 2009 and 2016. By Desert Star Staff CARSON CITY, Nev. – A new report finds nearly 500,000 veterans would lose health coverage over the next decade under the Republican Party’s health care bills. About 1.8 million veterans rely on Medicaid, according to an analysis by the Center for American Progress. Nearly 25 percent of those vets would lose insurance under the American Health Care Act, the House version of the bill that aims to repeal and replace the existing Affordable Care Act, also known as Obamacare. Kate Gallagher Robbins, the center’s director of family policy, authored the report. She says the GOP bills also would impact military families. “There’s effects of service

on family members as well as veterans themselves, including PTSD,” she points out. “There can be increased rates of domestic violence, and so there’s a variety of factors for which families might also need health care and may not be able to get it if the Senate or the House bills eventually became law.” The Senate planned to vote on its version of the bill as soon as this week, but Republicans have gone back to the drawing board to gain more support for their effort. The analysis found about 2,600 veterans in Nevada would lose coverage by 2026 under the House version of the bill. Robbins says the bills also weaken protections for people

with pre-existing conditions, which would impact veterans with service related conditions such as post-traumatic stress disorder or paralysis. “The way that the bills are structured, you could see really skyrocketing costs for veterans and their families, particularly if they have a very expensive condition,” she states. “So, if you look at something like amputation, the cost of a prosthetic limb can rival the cost of a car.” Nearly 1 in 10 veterans is on Medicaid. A Congressional Budget Office analysis of the Senate bill found that by 2026, 22 million fewer Americans would have health insurance – most of them Medicaid recipients. The politicians called the idea “close to the dumbest” and insisted Putin is doing the hacking. “It’s not the dumbest idea I have ever heard but it’s pretty close,” Republican Senator Lindsey Graham of South Carolina told NBC’s Meet the Press program, labeling Donald Trump’s meeting with Putin on the sidelines of G20 summit as “disastrous.” Trump has “a blind spot when he deals with Russia,”

the senator said, adding that by “forgiving and forgetting” Moscow’s alleged cyberattacks means to “empower Putin.” “Two hours and fifteen minutes of meetings; Tillerson and Trump are ready to forgive and forget when it comes to cyberattacks on the American election of 2016,” Graham said, “Nobody’s saying, ‘Mr. President, the Russians changed the outcome. You won fair and square. But they did try to attack our election system.’” Long-standing Putin critic Senator John McCain of Arizona said that Trump’s teaming up with the Russian president might actually make sense.

“I am sure Putin could be of enormous assistance, since he’s doing the hacking,” McCain said sarcastically, speaking on CBS’s ‘Face the Nation’ program. The senator said that the Russian president “got away with literally trying to change the outcome” of the US election. “…There was really sophisticated attempts to do so [meddling into US 2016 election]. So far they [Russians] have not paid a single price for that,” he said. never be a trusted ally or a reliable constructive partner.” Senator Ben Sasse even suggested that right now the Russian leader is “plotting future cyberattacks on America.” Putin and Trump held a long-awaited first meeting on the sidelines of G20 summit in Hamburg on Friday where the leaders discussed cybersecurity along with other issues. On Sunday, Trump tweeted that he and Putin had discussed forming an impenetrable cybersecurity unit to prevent election hacking. The US president, however, later clarified that the fact that he discussed

a joint cybersecurity unit with Putin “doesn’t mean I think it can happen.” Putin confirmed on Saturday that the accusations claiming Russia meddled in the US election had been addressed during his conversation with Trump. The Russian president reiterated that there is no reason to believe that Russia interfered in the US electoral process. A National Weather Service excessive heat warning for the Coachella Valley, the San Gorgonio Pass zone, which includes Banning and Desert Hot Springs, and the valleys around Riverside took effect at 11 a.m. Friday and will last until 9 p.m. Saturday. A less severe heat advisory for the mountains will run concurrently. High temperatures Friday featured record breakers in the desert, including a 122-degree mark in Palm Springs, shattering the previous July 7 record of 117 degrees, set back in 1976. Forecasters thought there was a chance of possibly tying or breaking the all-time record of 123 degrees, but mercifully for the

city’s residents, Friday’s high temperature held at 122. In Thermal, temperatures reached 121 degrees, breaking a 1985 record of 118 degrees, while Indio reached 119 degrees, breaking the previous 1985 record of 117 degrees. On Saturday, highs will range from 105 to 112 degrees in Riverside and the surrounding valleys, 94 to 101 degrees in the mountains, 112 to 117 degrees in the San Gorgonio Pass zone and 113 to 118 degrees in the Coachella Valley. Cooler conditions are expected to prevail early next week, but isolated afternoon thunderstorms that will increase the risk of dry lightning may develop over the mountains, with the

greatest potential Sunday. The hot weather will raise the risk of heat-related illness and anyone working or spending time outdoors would be more susceptible, as will the elderly, children and those unaccustomed to the heat. Forecasters advised residents to reschedule strenuous activities to early morning or evening, drink plenty of water, wear lightweight and loose fitting clothing and be aware of the signs and symptoms of heat exhaustion and heat stroke. By Desert Star Staff Newspapers including the Washington Post, Wall Street Journal and New York Times have formed an alliance and are seeking an antitrust exemption from Congress in an effort to negotiate collaboratively with Facebook and Google. The newspapers believe that the internet giants disproportionately profit from digital advertising without employing content-creators. “[Facebook and Google] don’t employ reporters: They don’t dig through public records to uncover corruption, send correspondents into war zones, or attend last night’s game to get the highlights. They expect an economically squeezed news industry to do that costly work for them,” said David Chavern, president of the News Media Alliance, which leads the campaign. “The only way publishers can address this inexorable threat is by banding together,” Chavern added. Google and Facebook currently run the table when it comes to advertising online, as

they command 70 percent of the $73 billion digital advertising industry in the US, according to a study by the Pew Research Center. Meanwhile, US newspaper ad revenue last year was $18 billion, down from $50 billion a decade ago. In response to the prospect of the newspapers’ bypassing antitrust laws to press on the internet companies, Facebook ‒ which recently celebrated 2 billion users ‒ said it wanted to “help quality journalism,” and that the company was “making progress” in working with news publishers. Google issued a similar statement, saying it wanted to support the news industry’s ongoing transition towards digital. “In recent years we’ve built numerous specialized products and technologies, developed specifically to help distribute, fund, and support newspapers,” a Google spokesperson told CNBC. As far as public trust is concerned, neither industry is faring particularly well. Only

27 percent of Americans say they have high confidence in newspapers’ reporting, according to a Gallup poll from June 7-11. For news on the internet the number is even lower at 16 percent. The internet giants have faced pressure on a number of fronts lately.Google was recently slapped with a record

Google and Facebook are now fighting a proposed bill that would require internet service providers and websites to obtain users’ consent before sharing their personal information, including browsing

history and location. The Internet Association – a group made up of Google and Facebook, along with Amazon, eBay, Microsoft, Netflix, PayPal, Reddit, Twitter and others – issued a statement saying the bill could “upend the consumer experience online and stifle innovation.”

The $4.1 trillion budget boosts military spending and doles out huge tax breaks, paid for by cuts to programs om which millions of low-

income Americans rely to survive. According to Joel Berg, executive director of Hunger Free America, just days after Agriculture Secretary Sonny Perdue assured Congress there would be no cuts to SNAP, formerly known as food stamps, the president’s budget calls for slashing the federal nutrition program by

$192 billion over 10 years. “That’s far bigger than even the worst cuts that (House Speaker) Paul Ryan proposed in the past,” Berg said. “That would equal about $8,000 worth of cuts per family over the next decade. It’s just unimaginable.” The Trump administration has said the cuts will be

balanced by stricter work requirements and reduced fraud, but Berg said the numbers just don’t add up. “The vast majority of people who receive SNAP are children, senior citizens, people with disabilities, veterans and working parents,” he said. “This idea that they’re big, strong freeloaders who just don’t want to work is absolutely bunk.” A recent survey found that a majority of Americans think SNAP benefits are too low, and Berg noted that cutting benefits not only would hurt the poor but would hurt the economy as a whole. “Every dollar spent on SNAP generates $1.80 of economic activity,” he said, “and much of that is in the very rural parts of the country that most supported Trump.” The president’s budget also proposes cutting $800 billion from Medicaid and $272 billion from welfare programs. Man Shot and Killed by Palm Springs Police Grabbed Officer’s Holster

KMIR News Staff Palm Springs, CA - A suspect who was shot and killed by a Palm Springs policeman last year grabbed the officer’s gun holster, prompting him to shoot the man twice in the stomach, according to a district attorney’s report released Friday that concludes the shooting was justified. Abraham Ortiz, 26, of Desert Hot Springs, was shot just after 1:30 p.m. last Nov. 4 in the parking lot of a Rite Aid store at 366 S. Palm Canyon Drive. The District Attorney’s Office found that Officer David Etchason, a two- year member of the department, was justified in firing on Ortiz because he believed the suspect was trying to grab his gun while he and another officer attempted to handcuff him in the parking lot. The officers were initially called to the business because Ortiz was making threatening statements and racial and homophobic slurs, and was seen urinating in public and exposing himself, Palm Springs police Chief Bryan Reyes told reporters on the day of the shooting. In addition to a witness hearing the racial and homophobic slurs, the assistant manager of the Rite Aid said Ortiz stole a shirt from the store, then threatened him with a knife when confronted, according to the “determination letter” sent to Reyes and signed by District Attorney Mike

kill Juan (Vasquez) with it, so he needed to be stopped.” Heron also told investigators that he saw Ortiz’s hands near Etchason’s gun and a civilian in the parking lot saw Ortiz’s arm around Etchason’s waist and that “it did look like he was going for his gun and the officer had every right to pull his gun out.” “Concerned that Ortiz could remove his gun and shoot him or the other officers, Officer Etchason removed his weapon and fired two shots into Ortiz’s stomach,” the letter concludes. “Officer Etchason acted in reasonable self- defense and he therefore bears no criminal responsibility for his actions.” The determination letter also states that Ortiz had a history of erratic behavior, prompting his family to call the police on him in 2015.
