California Paws Rescue Locates Loving Homes For Dogs In Need By Pamela Price The desert community is home to a reputable nonprofit organization, California Paws Rescue (CPR), located at the Barkingham Pet Hotel in Palm Desert, Calif. Lori Weiner, founder of the Barkingham Pet Hotel, established this small 501 (c)(3) nonprofit organization focused on saving dogs from euthanasia in 2011 while

helping them to rehabilitate and find homes. CPR is aware that orphaned, impaired and abused pets are left homeless for various reasons. This is when the organization steps in like a guardian angel, removing these abandoned dogs from shelters and subsequently offering them medical care, vaccines and most of all love as they prepare each dog

Racial Gap Among CA Youth Behind Bars Improves but Remains High

their white peers, according to a new analysis. Research collected by The Sentencing Project shows Black teens are nine times more likely to be locked up

than white teens, and that’s a slight improvement over 2015. Josh Rovner, the senior advocacy associate at The Sentencing Project and the report’s author, said one July 28, 2021

significant factor is that communities of color are much more heavily policed. “And so, when a youth of color experiment with marijuana, they are much more likely to do so in public spaces where they are likely to be arrested for it,” Rovner explained. “Whereas white youth living in the suburbs might be doing it in their parents’ basement, and so, there’s no police around to see that.” The report said in California, Latinx youth are almost two and a half times as likely to be incarcerated as white teens, which is an 11% improvement since a decade ago. The disparity for Native American youth has more than doubled over the past decade. They are now almost four and a half times as likely as a white teen to be incarcerated. California keeps kids out of jail by favoring drug

courts, restorative justice and family counseling. As a result, detention facilities have emptied. The report confirmed the state’s juvenile justice system now has about 700 kids behind bars, compared to 10,000 in 1996. Dan Macallair, executive director of the Center on Juvenile and Criminal Justice, based in San Francisco, said it is notable this was achieved even as the population soared. Juvenile crime rates plunged to record lows. “The crime rates are 80% lower than they were 25 years ago, and no one has explained it,” Macallair recounted. “But one thing we do know is that this is the best-behaved generation on record.” This summer, California closed its last three state juvenile prisons. It will now try to help justice-involved youth in county facilities to maintain ties to family and community.

City Says We’re Condo; Can I Have A Clothesline? By Kelly G. Richardson, Esq. CCAL Mr. Richardson: I am a veteran trying to get a VA refinance, but the VA wants an HOA for our house. We live on a two on a lot, with another separate home behind us. The city calls our place a condominium even though we are not attached. VA says now we need an HOA will all the documentation just for two units. We had an HOA when we purchased (about 30 years ago) but walked away from it and have had handshake deals with our neighbors only for lawncare. Everything has been by mutual agreement. No meetings, no minutes. The CC&Rs also date back 30 years. Can I ask for waiver or do we need to makeshift an HOA to satisfy the VA? Thanks, T.L., Redondo Beach

Dear T.L.: If a lot is too small to legally split, developers sometimes create a 2-unit condominium project on the lot to circumvent zoning restrictions.

You will probably find that your deed describes your property as a “unit,” and that the longignored CC&Rs describe the two homes as a condominium project. So, you almost certainly have an HOA consisting of two members. You and the neighbor can make informal arrangements to handle your homes and shared concerns (your common driveway), but it doesn’t change the fact that this lengthy document, the CC&Rs, is a “covenant running with the land” and does not go away just by being ignored. So, you not only have an HOA, but one which is not functioning correctly. Your situation is very common with very small HOAs, which typically do not have managers and generally ignore the complicated and lengthy provisions of the CC&Rs and Davis-Stirling Act. Unfortunately, most CC&Rs and the Davis-Stirling Act make no concessions for very small HOAs. Your HOA CC&Rs were probably written from a form that also was used for all size associations, following DavisStirling’s unfortunate “one size fits all” approach to HOAs. Sincerely, Kelly

Kelly: I was recently cited for having a clothesline visible above my fence. The clothesline has been there for the over 20 years that I have lived here. I put it in. Get Ready for a Decade of Inflation

By Janice Gough Lenin was certainly right. There is no subtler, no surer means of overturning the basis of society than to debauch the currency. The process engages all the hidden forces of economic law on the side of destruction and does it in a manner not one man in a million is able to diagnose. – John Maynard Keynes Last March, the chair of the Federal Reserve, Jerome Powell, exercised unfathomable power... At the time, it was the height of the stock market crash amid the COVID hysteria. People were panicking as they watched the market plummet, and they turned to the Fed to do something. In a matter of days, the Fed created more Federal Reserve Notes (called dollars by most) out of thin air than it had for the US’s nearly 250year existence. It was an unprecedented amount of money printing that amounted to more than $3 trillion. To place this in perspective, the daily economic output of all 331 million people in the US is about $58 billion. At the push of a button, the Fed was creating more dollars out of thin air than the economic output of the entire country. It was the most significant monetary explosion that has ever occurred in the US. Thus, it should be no surprise that all that money printing would lead to higher prices, as inflation has risen to 5% this year to date; however, in www.desertstarweekly.com

Recently, the increase in US consumer prices hit a 13-year high. The mainstream media and Federal Reserve claim that inflation is only “transitory” and that there’s nothing to be worried about. However, on Jun 6, 2021, Secretary of the Treasure Janet Yellen Said, “Higher Interest Rates Would Be a ‘Plus.” Yellen said Biden’s $4 trillion spending plans could trigger inflation, but it would be a “plus” for the society and the Fed. Inflation is out of control, and there is nothing that can stop it! What is inflation? How is it measured? What is coming next, and what can we do about it? Inflation is one of the most misused words in the English language. The correct meaning of inflation is an increase in the money supply. Over the years, the government and its team of economists in academia and media have attempted to redefine inflation to mean an increase in prices. Initially, it had always been defined as an increase in the money supply, but in 2003, the definition in the dictionary was changed to mean a rise in the general price level. It may appear the same, but the government does not want to take responsibility for its decisions. Thus the printing

presses will run as long as there are politicians to appease. Redefining inflation does not address the cause and effect, which is why the government wants to put its spin on it. Price increases do not cause inflation. However, an increase in the money supply causes prices to increase. Defining inflation as a rise in prices gives people the impression that inflation is a natural market phenomenon. When it is not. It conceals who is causing this unnatural occurrence to happen. The direct victims of this fraud are, therefore, confused as to what is happening. The reality is that inflation is a purely political phenomenon. ‘Broken Diamonds’ – A Tender Film Dealing with a Mental Disorder

Yvette Nicole Brown as stepmother Cookie, with Tony and Grammy award winner Ben Platt as Scott in Peter Sattler’s ‘Broken Diamonds’ now screening in select theaters and VOD. Schizophrenia is a severe mental disorder and one of the top 15 leading causes of disability worldwide. An estimated 4.9% of those afflicted commit suicide, a far greater rate than the general population. It is characterized by distortions in thinking, perception, and emotions, manifesting in erratic behavior. ‘Broken Diamonds’ is a tender family film focusing on the relationship between two siblings, one of whom is impaired. Based on the very personal screenplay by Steve Waverly, Peter Sattler superbly directs the film with a gentle hand. The story begins with the ‘Dear Evan Hanson’ star Tony and Grammy award-winner Ben Platt, who delivers a brilliant, nuanced performance of his character of Scott Weaver. On his way to sell his car, he is practicing French in preparation for his upcoming trip to Paris, where he has decided to write a book. But, the road to the City of Lights is paved with challenging obstacles, beginning with the sale of his car falling through. Scott, pretty much a loner, is undaunted in his determination to fulfill his dream, but a phone call from his father’s wife, Cookie, well played by Yvette Nicole Brown, puts another prick in his balloon as she tells him his father has died. Saying his last goodbye, Scott folds his dad’s two hands together and gives them a slight pat. Director of Photography Bryce Fortner’s camera lingers on that moment showing the emotional impact of that gesture without one word. We next meet his schizophrenic sister Cindy, sensitively played by Lola Kirke. Her dizzying emotional transitions are both subtle and believable. She has been living at the Crosswinds Mental Facility, where she has frequent clashes with her neighbor. Her latest altercation is the last straw, and she is no longer welcome to live there. The administrator tells Scott she has made arrangements with a new facility to take in his sister in two weeks, which is when he’s

leaving for Paris. Because the family has always been fixated on his sister’s problem, Scott has been walking in her shadow his entire life and got used to being invisible to his parents. Despite that, he has been a devoted sibling and agrees to take her into his apartment for the next two weeks. Cindy refuses to sleep on his couch and is about to walk out the door. Her brother reasons with her and gives her his bed. When Cindy opens her medicine bottle, there is a pivotal moment, pours the pills into her hand but decides not to take the psychotropic drug. Thus, begins even more wild, unpredictable behavior, with Scott at her side trying to save her from herself. With his trip closing in, he finally receives his passport. Still, he faces another obstacle as his sister inadvertently starts a fire in his apartment, and the passport is destroyed. She has a new idea: getting a job, which her therapist agrees, might be a good move. Her shrink explains to Scott that while the drugs lower the voices in her head, she still hears them. He gets her a job as a “busboy” at his old coffee shop, but you can imagine that employment is short-lived. As the effects of not taking her meds become more profound, at one point, she does not recognize her brother, sounds are amplified in her head, and she thinks people are following her. The tension builds as she disappears. Desperate, Scott goes to the police and gives them a complete description of his missing sister, including the fact that she is off her meds. In desperation, he calls his mother, who has dementia, for advice. She tells him he must go to Paris. If this were a soap opera, which it is not, here are some questions: Does Scott get on that plane to Paris? Will he write his book? Does Cindy go back on her meds? And, as a sidebar, what is the meaning of the film’s title? Director Sattler did an outstanding job in eliciting two credible performances from Platt and Kirke, as well as the supporting cast. He did

not over-exaggerate Cindy’s schizophrenic characteristics as this is a role that could have easily slid into caricature. Instead, he guided the actress in embodying the elements of that mental illness resulting in a sustained performance in which she captured the subtleties and nuances of her character. While Platt’s character is less extreme or “showy,” he too delivers an actualized characterization of a young man torn between living his dream contrasted with his sometimes-reluctant devotion to his afflicted sister. The narrative throughout the film is enhanced by Keegan DeWitt and Dabney Morris’ eclectic, beautiful musical score, with

Robert Hoffman’s excellent editing pinpointing the action. Please don’t let the subject matter stop you from seeing this well-made film. It’s a tribute to the determination of one sibling to help his impaired sister attain some semblance of normalcy. If this were a soap opera, which it is not, I could end this review with: Does Scott get on that plane to Paris?

North Coast Rep Theatre Drama “Dr.Glas” Presents Its Final Streaming Play By Jack Lyons Theatre and Film Critic Member American Theatre Critics Association (ATCA) Member Academy of Television Arts and Sciences (ATAS) It’s amazing what the human mind can understand and accomplish when it comes to the world of theatre and its sister art form the motion picture. Both are potent art forms that appeal to audiences worldwide. Creative arts practitioners of today however, are still traditionally bonded to the western culture of the Greek Theatre of 2500 years ago. It’s a base that has served us well. The immediacy of the written word spoken on a stage by live actors resonates with its live audiences everywhere; just on a different level than film. The world of theatre is the province of the playwright, ideas, words and actors. The motion picture camera, on the other hand, with its sweeping mobility for vistas and action sequences, or for capturing the intimacy of a moment in a close-up, has the luxury of taking the audience anywhere during its presentations along with an unseen technical army of highly skilled professional artists that make the screen magic happen. Film is the kingdom of the director and his or her vision, together with the actors, can at times become an out-ofbody experience. Think Emile Zolas’ “Therese Raquin” or Stanley Kubrick’s “2001: A Space Odyssey” for scifi junkies or “The Exorcist” directed by William Friedkin, for fans of the horror genre. Add Ridley Scott’s

“Alien”, the film that scared the wits out of half the known world, to the list as well. Yes, film is powerful as well as the stage. We the audience are the beneficiaries of both art forms. North Coast Repertory Theatre (NCRT) of Solana Beach, CA, produces and presents world, state, city and regional premieres with Equity cast productions. NCRT’s currently streaming production “Dr. Glas”, is based on the original novel written by 19th century Norwegian author Hjalmar Soderberg in 1905. American journeyman playwright and author Jeremy Hatcher has fashioned a new version that takes into considerations the heart of the story set in 1905 Sweden, while creating a riveting psychological thriller, and a perfect vehicle for the talent of polished British actor Daniel Gerroll, in a solo tour-de-force performance that is smartly directed by NCRT artistic director David Ellenstein. The story in short is about Dr. Gabriel Glas a respected doctor in Stockholm, is told in the form of a epistolary diary and follows Dr. Glas as he struggles with his depression - a favorite Scandinavian subject matter along with sexual fantasies - that fueled the plays of the great Norwegian playwright Henrik Ibsen and literary giant Swedish playwright August Strindberg. Swedish film director, playwright and author Ingmar Bergman became a world celebrity in the 20th century with his provocative and profound movies that forever changed the world’s image of Scandanavia as a region of Europe with stern moralists and repressed females and lots of snow.

Gregorius’ beautiful young wife confesses to Dr. Glas that her sex life is making her miserable and asks for his help. Glas is immediately smitten with the young wife to the point where he agrees to help even though he’s aware she already has a much younger lover. Glas attempts to intervene, but 56 year-old Reverend Gregorius refuses to give up his “marital rights” of having sex with his own wife. Glas reluctantly advises her that she must have sex with Gregorius whether she likes it or not. So, in order to make his ‘fantasy lover’ happy, he begins to plot her husband’s murder. Shades of Emile Zola’s novel and later the movie “Therese Raquin” or the film “Double Indemnity” both plotlines were bold and scandalous for their time. The real beauty of this

But, according to some pet experts, the heart of relief for several common seasonal pet woes is CBD. If you must take a dog outside, keep them securely leashed. Microchips and up-to-date ID tags can help you safely reunite with your pet should they go missing. • Heat: If you’re sweating, there’s a good chance your pet is too. Keep pets hydrated by constantly refilling their bowls with fresh, clean water. Choose mornings or evenings for exercising with dogs to avoid the hottest part of the day. On scorchers, avoid paw-topavement contact, letting your dog walk in the grass instead.

Timing in solo actor productions is critical and are visually evident in this excellent “Dr. Glas production at North Coast Rep in Solana Beach CA. The technical credits at NCRT are always first rate. Director Ellenstein is fortunate in having a team of technical wizards close by. First and foremost is the camera crew of cinematographers: Aaron Rumley, Christopher Williams and Philip Korth, who nicely capture the shifting drama components in delivering another winning production for

NCRT’s “Filmed Plays OnLine” series during the pandemic. In addition, resident set designer-magician Marty Burnett, Costume designer Elisa Benzoni’s costume for Mr. Gerroll is evocative of the period and spot on for the eyes and authenticity; Props are by Phillip Korth and the production is managed by Aaron Rumley. This will be the final NCRT production in a streaming movie format. The theatre returns to live theatre performances with a charming production of “Dancing Lessons” written by Mark St. Germain and directed by Richard Baird.
