Each nonprofit was surprised during a staged interview with News Channel 3’s Kelley Moody. During the taped television interview, a group representing the Berger Foundation and News Channel 3 barged in with balloons and a check all during a Live News Channel 3 Facebook Feed. The unexpected $10,000 grants were presented to Sanctuary Palm Springs and Academy of Musical Performance (AMP). The two nonprofit organizations

were two of about 80 charities that applied for Coachella Valley Spotlight grants last summer. “For almost eleven years now, we select 12 nonprofits to receive a $25,000 Coachella Valley Spotlight grant from about 80-100 nonprofit applicants,” said Catharine Reed, Program Director for the H.N. and Frances C. Berger Foundation. “It is difficult to choose only 12 from many notable applications. So, we started surprising three nonprofits with $10,000 grants during the summer. It’s a great way to give charities a boost in the arm for summer programming

and ammunition at the scene, and have searched his home. The attacker reportedly shouted that he was shooting because he was “very angry.” The gunman opened fire at the Gilroy Garlic Festival in California. The suspect has been killed, but the scene has

been described as “active.” Gilroy Police Chief Scott Smithee said the popular annual family event had security, and bags were screened at the entrance, but it appears the suspect cut through a fence to gain access.

in reality,” the chief of police told a news conference. Footage shared online shows confusion and panic as people run away from the food stands. There were reports of a second suspect possibly being involved in the shooting, at least in a support role of some kind. However, this has not been confirmed. “We have teams working on trying to track down and identify leads regarding the second suspect,” Smithee said. Nearly three hours after the initial incident, additional shots were heard in the area. Elissa Harrington, a reporter for KTVU, tweeted, adding that “police in full tactical gear” were searching a nearby creek with dogs, and helicopters were flying overhead. Police and emergency personnel responded to reports of a shooting at Gilroy’s Christmas Hill Park at around 5:30 pm. San Francisco’s Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) has also been dispatched to the scene to help local law enforcement. Witnesses described chaotic scenes as terrified people fled for their lives after a gunman opened fire at the Gilroy Garlic Festival, a popular family event in California, killing three. The first gunshots were heard around 5:40 pm local time, immediately causing confusion and panic at Gilroy’s Christmas Hill Park in Santa Clara County. “We heard it distinctly. I just didn’t recognize the first round. The second time I

did, [when] they were getting closer,” a witness told local media. “I just started running. I left everything and ran.” Videos shared online to show people abandoning food stands and fleeing the park in fear, with bangs heard in the background. Some got away on foot, while others managed to escape after quickly hopping in their vehicles. “I knew what had happened. We just screamed and yelled at everybody to get in the cars,” one man recalled, describing the horror. And we got out of there as fast as we could. As we were leaving, [we saw] two women and a baby. We picked them up in the back of the truck and got them to safety. “People were running for any exit [so] they could get out of the park. Everybody was screaming, running,” another man said, still shaken by the tragedy. It was just crazy. Some described the assailant as dressed in fatigues and firing “randomly.” The Gilroy Garlic Festival is a popular family event in California, and many were there with small children when the shooting started. “He came ready to shoot because he was wearing a protective vest,” a vendor at the festival, Michael Paz, told the San Francisco Chronicle. He was shooting left; he was shooting right, with an assault weapon without any particular aim. The three-day Gilroy Garlic Festival is one of the largest annual food festivals in the US and takes place about 30 miles southeast of San Jose, California. Sunday was supposed to be the event’s final day.

The U.S. Government is solely responsible for runaway medical costs and the presumed necessity of having insurance. In my opinion, all laws regulating anything to do with medicine and health should be abolished. Why? Because they are the actual cause of the crisis. represents capital that could have been spent developing new technology, it’s trivial compared to the FDA’s real costs. The FDA is why it typically takes ten years and hundreds of millions, often billions, of dollars to develop a new drug. It’s a significant reason why drugs are as expensive as they are, and why relatively few are ever approved. Consumer protection” laws encourage contingencypaid ambulance chasers to sue everybody for everything that can go wrong in a medical situation, adding many billions to medical costs every year. Medical malpractice coverage, for which many specialists pay several hundred thousand dollars a year, is only a small part of this cost. To defend against predatory litigation, doctors are forced to practice “defensive” medicine, which prescribes numerous tests, drugs, and procedures, which are useful only as legal shields. The AMA (American Medical Association), a lobbying organization and wannabe trade union, artificially restricts the number of doctors that can practice in the U.S., both through state licensing laws and limiting the number of medical schools. It’s said to be a tragedy that millions of Americans

don’t have medical insurance. A lot of people feel they don’t need insurance because they’re young, healthy, and risk-oriented. During my years of selling Health Plans, I knew many people who just didn’t want it, because they could afford to self-insure or did not wish to spend the money. Some saved the premiums that they would have paid for that “Rainy day event” and would purchase high deductible plans to cover something significant. Health Insurance is not a necessity; it’s just a financial planning tool. And it has become a costly tool. Up until the 20th century, nobody on the planet had health insurance. The whole issue of medical insurance basically arose during World War II, when the government locked the country down with strict wage and price controls. Employers couldn’t legally induce workers with cash, so they offered benefits, prominently, including medical coverage. This was an especially rich benefit during the high-tax war years because it was tax-deductible to employers while tax-free to employees. During the 1920s, individual hospitals began offering services to individuals on a pre-paid basis, eventually leading to the development of Blue Cross organizations in the 1930s. Teachers

created the first employersponsored hospitalization plan in Dallas, Texas, in 1929. When health insurance became institutionalized, it taught the public that someone else should, and will, be responsible for their medical expenses. Having insurance induced people to see doctors, and demand services much more often than would otherwise have been the case since these things were now “free.” This artificial demand has put a lot of upward pressure on medical costs over the years. A family of four in San Francisco can easily pay premiums of $4000. There was once a time when a person set aside money for medical care to maintain their body, just as he would maintain his car or his house. Prudent people might have a major medical policy, with a large deductible, in case a major health catastrophe happened. A poorer person might have to rely on any of numerous charities and fraternal organizations. In that era, most people would even think twice before seeking services. Unfortunately, the cost of administering insurance is enormous – both for the insurer and for the doctor. Half the employees in a typical doctor’s office do nothing but shuffle paper for private insurers,

Medicare, and Medicaid. The system leaves most Americans to think their health is the responsibility of their doctor – or the government. It is the responsibility of each of us. The keys to health and longevity are diet, exercise, and intelligent lifestyle. However, it also entails selfdiscipline and taking personal responsibility for the state of one’s health. Americans are overweight, under-exercised, and overmedicated. These schemes and bureaucracies will, in fact, eventually disappear. They’re going to disappear for the same reason the Soviet Union did – because they’re inefficient, uneconomic, and unsustainable. Although the U.S. medical system is technologically excellent, it’s long been way too overloaded with paperwork and legalism. Conduct Policy With A Forced Waiver? By Kelly G. Richardson, Esq. CCAL Kelly, Our board instituted an ethics policy for all directors and committee members. The first requirement is that all nominees for directors sign a confidentiality promise and promise they will never sue the board. If a board member does something wrong, illegal or unethical, how can we get relief if we sign away our rights to sue? The board’s current attorney wrote this policy because we have had board members suing the board for problems they could not resolve among themselves. Why should any candidate for the board sign their rights away? Is this even legal? S.K., Encino Dear S.K., Board ethics and conduct policies are a great idea for associations, and can apply to directors, committee chairs, and committee members. Such policies can make a strong statement about the association’s values and build members’ confidence in their volunteer leadership. Eligibility standards for board candidacy or for board service should not

be in the conduct policy but should be stated in the bylaws or election rules. However, if Senate Bill 323, currently pending in Sacramento, becomes law it will require that all board eligibility requirements be stated in bylaws and will not allow such standards to be in board-adopted election rules. That bill is in process in the Assembly, with some increasing opposition after passing the Senate on a divided vote. The Community Associations Institute has a Model Code of Ethics for Community Association Board Members, which can be found by CAI members at www.caionline.org/ homeownerleaders. That is a good place to start. A code of ethics/ conduct can be adopted by the board as an operating rule, to make it harder for a future board to tinker with it without having first to notify the members in advance. A policy on conduct should address behavior in board meetings, ethics, conflicts of interest, preservation of confidential information, the giving benefits to (or receiving from) vendors, and the Business Judgment Rule, among other important topics. With respect to the July 31, 2019

protection of confidential information, many associations require their directors to annually sign confidentiality promises to remind them of the sensitive information with which they are entrusted during their board service. I think such agreements are quite proper and a good idea. Another topic is board boundaries – is it ok for any individual to be instructing vendors or the manager without a board vote so authorizing? If not, it should be included in the policy. While board eligibility standards could require that a candidate or board member not be actively in a lawsuit against the association, it is hard to envision how a homeowner could validly be required to release their rights during their board service. For example, if a homeowner after being elected to the board had a bad roof leak which the association refused to repair, would that director have in advance released the association from

that responsibility? Further, what does such a policy say about that association? Remember, this policy says much about what is important to the community. The association’s legal counsel hopefully has substantial experience in drafting solid board conduct policies and should be involved in reviewing it before it is adopted by the association. Report: Voting Rules Disadvantage Low-Income Voters

The report, by Georgetown University and the nonprofit Campaign Legal Center, is called “Can’t Pay, Can’t

Vote: A National Survey on the Modern-Day Poll Tax.” Danielle Lang, co-director of voting rights and redistricting at the Campaign Legal Center, said two states permanently disenfranchise people who have been convicted of a felony, but Missouri and 19 other states only restore the right to vote once people are done with parole or probation. “And so you can end up on supervision for much longer simply because you’re unable to pay,” Lang said. “And that will, in turn, ensure that you’re not able to restore your voting rights until much later because you’re unable to pay.” Lang said these laws sometimes can be turned into a political weapon. Last year in Florida, almost two-thirds of voters passed a constitutional amendment restoring the right to vote to people with

past convictions. Then the Legislature redefined “all terms of sentence” to include the payment of legal financial obligations. Supporters of that law argue the requirement is necessary to motivate people to pay off their court debt. Lang noted these rules disenfranchise millions of low-income Americans, particularly people of color. “Representatives are responsive to their voters,” she said. “And so when we cabin their voters to a certain class of people, sometimes the people who are historically disenfranchised in a number of ways are doubly disenfranchised by this system.” The report estimated 10 million Americans owe more than $50 billion in fines and fees related to criminal convictions.

By Desert Star Staff As millions of kids around the country trade swimsuits and popsicle sticks for backpacks and pencils, parents should be advised that current research shows that contaminants in school drinking water can pose a threat to student health. Municipal water, which is not always optimal quality, may contain chemicals, bacteria, lead or microplastics -- all contaminants which have been found in tap and fountain water in schools nationwide. Lead, in particular, is a major concern due to old metal pipelines and systems that carry water into schools. According to a Harvard study published in 2019, 44 percent of the nearly 11,000 schools tested nationwide had one or more water samples with a lead concentration at or above their state’s action level. What’s more, a lack of federal quality standards and statewide requirements for testing school water sources and pipelines means that schools may have an undiscovered problem or that test results may not always be public knowledge.

Activists Urge Fishing-Industry Changes to Protect Right Whales

By Desert Star Staff AUGUSTA, Maine — Some in Maine feel new federal regulations to protect the right whale will hurt the lobster industry the state relies on. But researchers and conservationists say immediate, drastic action is needed to keep the species from going extinct. Experts say only about 400 right whales are left on the planet, and their biggest threat is getting caught in lobster and crab lines. Katharine Deuel, an officer

with The Pew Charitable Trusts, said action can’t come soon enough for the dwindling right whale population, but she understands the plight of the fishing industry too. That’s why the organization supports bipartisan legislation that would encourage creation of more whale-friendly fishing gear. “It would fund research, it would fund improved monitoring and surveillance to know where and when the right whales are,” Deuel said. “And it would be an opportunity for industries that

are impacted by potentially upcoming regulations to have funds available to support gear research and gear innovation.” The Scientific Assistance for Very Endangered Right Whales, or SAVE Right Whales Act, was introduced by Rep. Seth Moulton of Massachusetts last spring. It passed in the House with bipartisan support and now goes to the Senate. Charles “Stormy” Mayo directs the Right Whale Ecology Program at the Center for Coastal Studies. He said he feels for the fishermen who

have concerns for the future of the industry, but the right whale could be extinct in decades if humans don’t take action now. “It is really the conflict between an endangered right whale and the fishing industry – that at least parts of which are also endangered,” Mayo said. “So it’s a very difficult conflict.” Mayo said some researchers believe functional extinction – meaning not enough individual animals left to repopulate – could be imminent for the North Atlantic right whale if humans

don’t take immediate and drastic action to protect the species. But he hopes with new federal regulations and legislation, the tide could change for one of the most endangered species of whales. Fink is one of a series of underground damage prevention experts interviewed by Rowe. A new expert video is being released each month and focuses on key steps of the 811 process. When the World Uses More Than It Can Regenerate

By Desert Star Staff SACRAMENTO, Calif. — Today, July 29, is 2019 Earth Overshoot Day - which marks the day of the year by which we have used as many natural resources as Earth can renew in an entire year. It’s the day humanity has “blown its budget” of things like clean air, water, productive soil and timber. People first started using more than the world can produce in the 1970s, and this year the “overshoot date” is the earliest it has ever been. Mathis Wackernagel, founder and president of the Global Footprint Network, said it’s possible to continue to overuse because the earth has stockpiles - but they will eventually run out. “We can deplete forests we can overfish, we can pump

more CO2 into the atmosphere than the biosphere can absorb, etc.” Wackernagel said. “So we can use more for some time, but not forever.” Conservation groups have been marking Earth Overshoot Day for about 10 years, and their “move the date” campaign aims to convince governments to use fewer resources so the overshoot date moves later and later until supply and demand are once again in balance. The group said the best way to do that is to transition to renewable energy, make buildings more energy efficient, and structure communities so people do less driving and waste less food and water. Wackernagel said governments could also encourage smaller families by giving women around the

Drug-Policy Advocates Say Decriminalization Falls Short By Desert Star Staff Drug-policy reform advocates say New York’s latest marijuana decriminalization law doesn’t do enough to address the legacy of discriminatory drug law enforcement. The bill, signed into law Monday by Gov. Andrew Cuomo, makes possession of fewer than two ounces of marijuana a violation subject to tickets and fines and includes automatic expungement of past convictions for low-level offenses. But according to Melissa Moore, deputy state director for the Drug Policy Alliance, the new law still gives police broad discretion to continue making arrests. “The only way to stop the extreme harms that are caused through disproportionate and biased enforcement of marijuana prohibition is to remove that tool entirely,” Moore said.

She is advocating for legalization and regulation. Proponents of the new law say expunging past low-level convictions will help address disparate impacts of past enforcement practices. Moore acknowledged that the provision of the law could positively impact many people. “In the very immediate sense, it should mean that somebody who’s had a low-level possession arrest previously hopefully wouldn’t have that hanging over their heads as they seek employment or housing or higher education, for example,” she said. She added there had been about 900,000 arrests for low-level marijuana charges in New York over the past two decades. Moore pointed out that merely reducing misdemeanors to violations don’t stop the underground trade in

‘Stockholm’--A Crime Caper Based on Fact Writer/director Robert Budreau’s bank heist film begins by informing us that the story we are about to see is “Based on an absurd but true story.” It’s also interesting to note that the phrase “Stockholm Syndrome” comes from the actual 1973 Stockholm bank robbery depicted on the screen where the hostages taken by the reallife Lars (Ethan Hawke) come to his defense after his capture. At the start, we watch as Lars dons a wig, dresses in casual clothes and places a rifle in a duffle bag. With his disguise in place, he jauntily heads toward the bank. Once inside, he starts shooting in the air to frighten the employees and customers who cower on the bank floor. So far, his strategy appears to be working. Eventually, he notifies the authorities, demanding one million dollars in cash and a getaway car. He also insists that they release his friend and former prison buddy Gunnar Sorenson (Mark Strong).

Chief Mattenson (Christopher Heyerdahl) arrives on the scene with Gunnar as requested, but the negotiations break down when Lars insists that they are allowed to leave in a getaway car with their hostages as protection from the police. The chief refuses, and the governor won’t negotiate with the two men either, telling them that this isn’t done in Sweden. At this point, both Lars and Gunnar realize that they need to kill one of the hostages to prove they mean what they say. But will they? The most interesting relationship in the film is between Lars and bank employee Bianca Lind (Noomi Rapace) even though it doesn’t get off to a good start in more ways than one. During all the confusion of the intended bank robbery, Bianca can secretly phone the authorities. When Lars discovers what she has done, she is sure he will kill her. To her surprise, he assures her she is safe at this point. Lars even

allows her to call her husband so she can tell him what’s happened. When he comes to the bank to beg for Bianca’s release, it is clear that she is the strong one in their family. As the story unfolds, we see a new bond develop between Lars and Bianca as she realizes he is a decent man at heart. He is also an odd duck. For example, at one

point, he makes the hostages sing Bob Dylan music along with him to ease the tension. After a while, you can’t help liking him despite his criminal intent thanks to Ethan Hawke’s sensitive performance. The film would have been even more interesting if “Syndrome” had told us more about what eventually happened after Lars is

captured. It turns out that the actual hostages had bonded with the real Lars, refusing to testify against him when his case came to trial. Some even befriended him. “Stockholm,” rated R for language and brief violence is 92 minutes in length. It is now available on DVD and streaming.

Sridhar said to them, “Ya got some of the greatest musical acts in the world, but what’s missing is the spiritual component.” With their to-do lists already bursting, they answered, “Ok you deal with that part.” As can be seen in the documentary film about the event, Woodstock, on August 18, 1969, Sri asked singer/songwriter Richie Havens to introduce Swami Satchidananda. Still reeling from his legendary set, Richie gave him a “that would be a no” look. So, Sri escorted Swami Satchidananda and his entourage onto the Woodstock stage to deliver an invocation. More than half a million American youth were in attendance – the largest peaceful gathering in the West at the time. Swami Satchidananda introduced the power of mantra, inviting the crowd to recite “Hari Om” and “Ramaramarama.” A moment of silence followed. Not even a camera clicked. By Desert Star Staff CATHEDRAL CITY, CA. –To improve public safety and reduce pedestrian-involved accidents, the City of Cathedral City has installed two new High-intensity Activated crossWalK (HAWK) pedestrian traffic signals on Dinah Shore Drive at Via De Anza and at Linda Way. The HAWK crosswalk system provides pedestrians with a significantly safer path of travel to and from the Marketplace Shopping Center and Cathedral City High School (CCHS) while enhancing the pedestrian traffic signaling for motorists. The HAWK system is relatively new to California, and according to the Federal Highway Administration, the HAWK System works in the following manner: The HAWK beacon is not illuminated until it is activated by a pedestrian, triggering the

warning flashing yellow lens on the major street. After a set amount of time, the indication changes to a solid yellow light to inform drivers to prepare to stop. The beacon then displays a dual solid red light to drivers on the major street and a walking person symbol to pedestrians. After the walk phase, the beacon displays an alternating flashing red light, and pedestrians are shown an upraised hand symbol with a countdown display informing them of the time left to cross. During the alternating flashing red lights, drivers can proceed after coming to a full stop and checking that pedestrians have already crossed their lane of travel. Each successive driver is legally required to come to a complete stop before proceeding during the alternating flashing red phase. The alternating flashing red phase allows the driver delay

nother school year means millions of children across the country are boarding buses at the beginning and end of each day, and it provides an appropriate opportunity for parents, teachers, school administrators and students themselves to practice and enforce safety guidelines in and around the school bus. Consider these tips from the experts at the Propane Education & Research Council (PERC) to help keep children safe before bus rides, during travel and after exiting the vehicle.

Ensure backpacks are packed securely so papers and other items don’t scatter as the bus approaches. Create a morning routine that puts kids at the bus stop five minutes before the scheduled pickup time. This helps avoid a last-minute rush, when safety lessons are easily forgotten, and ensures kids are safely in place for boarding. Encourage children to wear bright, contrasting colors so they can be seen easier by drivers. Instruct children to walk on the sidewalk. If there is no sidewalk, advise them to stay out of the street, walk single-file, face traffic and stay as close to the edge of the road as possible. Walk young children to the bus stop or encourage kids to walk in

groups. There is safety in numbers; groups are easier for drivers to see. If kids must cross a street, driveway or alley, remind them to stop and look both ways before crossing. Verify the bus stop location offers good visibility for the bus driver; if changes are needed, talk with nearby homeowners or school district officials to implement changes. Never let kids wait in a house or car, where the driver may miss seeing them approach the bus. Remind children that the bus stop is not a playground. Balls or other toys could roll into the street and horseplay can result in someone falling into the path of oncoming traffic. Instruct children to stay at least three steps away from the road and allow the bus to come to a complete stop before approaching it.

For parents who meet their kids at the bus, remember that excited kids may dart across the street. Eliminate the risk by waiting on the side of the street where kids exit the bus. Make the bus ride part of your daily “how was school?” discussion. Encourage kids to talk about the things they see and hear on the bus so you can discuss appropriate behaviors and, if necessary, report any concerns to school administrators. As bullying is prevalent and buses are no exception, ask children to tell you about any bullying they observe, whether against another child or themselves, and talk about how to shut down bully behaviors.

Pigpen Theatre Co. Returns to San Diego’s Old Globe with New Musical

By Lisa Lyons It seems these days that we are all “holding out for a hero” - Robert Mueller anyone? - But sometimes the hero might turn out to be a small mouse with very large ears. The premise of PigPen Theatre Co.’s “The Tale of Despereaux” is that a tiny mouse with big dreams can affect the destiny of not only a beautiful Princess but the entire Kingdom of Dor. Based on the bestselling children’s book by Kate DiCamillo, “The Tale of Despereaux,” a charming fairy tale of a brave little mouse, was first made into an animated film by Universal Pictures. When Universal decided to musicalize the story for the stage, the innovative and talented PigPen Theatre Co. was their first choice to adapt it for the stage. The PigPen company previously graced the Old Globe with their original “The Old Man and The Old Moon” and if the wildly enthusiastic greeting the company received as the lights went up is any indication, they are crowd favorites. And, wow, did they deliver the goods on opening night. If you are not familiar with the seven men who make up PigPen, they are all graduates of Carnegie-Mellon, one of the premier drama schools in the country. They have intimacy and shared rhythm, which makes the collaborative process a thing of beauty. For this production, they have added three talented women to the group, and they more than hold their own. From the opening number of the show (did I mention that all the members also play the instruments including banjo, assorted percussion, and accordion), we know we are in for a treat. Despereaux (winningly portrayed by petite Bianca Norwood) is an inquisitive young mouse, living in the palace of the King of Dor. The Kingdom is in dark despair since the Queen died of fright on her birthday when a rat dropped from the Great Hall chandelier into her soup. Since then, the King has declared that rats, soup and revelry are strictly forbidden. Sadness envelops the palace and weighs heavy on the tragic and lovely Princess Pea (a radiant Taylor Iman Jones). Despereaux is imaginative and open (perhaps too open?) to all aspects of his below-stairs life in the castle kitchen. When his worried parents ask his older siblings Merlot (also played by Ms. Jones) and Furlough (a scene-stealing Ben Ferguson) to wise him up a little, things don’t go as expected. An encounter with a “Knight” who steps out of a stained glass window and introduces Despereaux to the world of books in the castle library, giving the young rodent his raison d’etre. He will become a

Knight and rescue his damsel in distress - Princess Pea! And the saga unfolds with a melodic score that will remind you a little of Sondheim in the most glorious way. Every one of the talented performers on this stage will dazzle you with their prodigious gifts. All of them play multiple roles, often in the same scene, as well as play instruments, dance...they bring you to both gentle tears and subtle laughs. Favorite moments? Those looking for musical diversity need not look further than the four far-flung titles celebrated in my latest roundup of new releases. Artist: John Wesley Harding Title: Greatest Other People’s Hits (Omnivore Recordings) You might like if you enjoy: Bruce Springsteen, Fastball, the Minus Five Tell me more: Singersongwriter John Wesley Harding delivers in full on his delightful new LP “Greatest Other People’s Hits,” a 17-track disc where he covers a diverse field of cuts while joined by a talented field of players who bring these lively reworkings to life. The Minus Five joins Harding for a shimmering take on Pete Seeger’s “Words Words Words”; Fastball helps hit Joseph Egan’s “Star” out of the park via bona fide powerpop perfection; the wistful “Je Suis Venu Te Dire Que Je M’en Vais” reveals a poignant soundscape further enlightened by Harding’s vocal reading in

Kay Ceniceros, Riverside County Supervisor, passed away. By Desert Star Staff Claremont CA – Kay Ceniceros, Riverside County Supervisor from 1981 to 1996, passed away July 26, 2019, at the age of 81 from Alzheimer’s Disease. She had resided in Claremont for eight years with husband Blair Ceniceros. Ceniceros was born Kay Sandra McPherson to Ross and Eunice McPherson in 1938. The family moved to Long Beach from Los Angeles at the beginning of WW II. In her youth, Ceniceros read voraciously and excelled in school. She graduated from Long Beach Poly High and entered Occidental College on a scholarship. There she met fellow student Blair, and they were married in 1958. In 1960 they moved to Riverside County where Blair began teaching at Beaumont High School. In the early 1970s, Ceniceros testified to the Riverside County Board of Supervisors regarding the negative environmental and community impacts of a massive land development proposal in Garner Valley near Lake Hemet. Her energetic but straightforward style and command of the facts attracted notice from Third District Supervisor Clayton Record. Who appointed her to the Riverside County Planning Commission in 1972, and

Ceniceros became the first woman on the commission in its 42-year existence. Attending the meetings of the California County Planners Association for several years, she was elected First Vice President in 1976 and in 1978 assumed the presidency. During this time she enrolled at UC Riverside and earned a BA in Urban Studies and then an MA in Public Administration. Ceniceros managed to handle her duties on the planning commission and rigorous coursework in the master’s program while raising three children. In 1979, she resigned from the county planning commission to become a full-time planner for the City of Hemet. In 1980, she was asked by several community leaders and friends to run for the Third District seat on the Riverside County Board that was to be vacated by Supervisor Record. Having no experience with elected office, she initially declined. However, she was ultimately convinced to run and beat nine other candidates by a wide margin with the help of many dedicated volunteers. In January of 1981, Ceniceros was sworn in as the first female supervisor elected to the Riverside County board, paving the way for a board majority of women a few years

later. She quickly developed a reputation as a non-partisan supervisor who helped warring parties find common ground. She was known for doing her homework—consuming weekly board agendas that typically included over one thousand pages of background reading material. She became an expert in many urban policies and technical areas including flood control, habitat management, air and water quality, waste management, and renewable energy. County staff and proposers of development projects came to learn that they needed to come prepared to answer tough technical questions from Ceniceros about the impacts of their proposals. She was re-elected three times, one time unopposed, serving 16 years in the office. Retiring from the Board in 1996, Ceniceros was then hired as Dean of Advancement at Mt. Blair and Kay became active in the local community, playing critical roles in organizing the Mountain Communities Firesafe Council to educate residents and mobilize volunteers to reduce risks of property loss from wildfires. This organization secured millions

of dollars in grant funding and became a model for other regional fire-safe councils. During her time as a county supervisor, Ceniceros was elected president of the California State Association of Counties. Some of her other appointments included the Task Force on Environmental Law appointed by State Attorney General Evelle Younger in 1973, the U.S. Forest Service’s Regional Advisory Committee in 1975. The National Forest Policy Advisory Committee to oversee development and

implementation of the first forest plans across the nation in 1977 appointed by US Secretary of Agriculture Bob Bergland. Moreover, the Santa Ana Regional Water Quality Control Board serving western San Bernardino County, western Riverside County, and Orange County in 1979 appointed by Governor Jerry Brown. Convicted Sex Offender Arrested by Border Patrol By Desert Star Staff CALEXICO, Calif. – U.S. Border Patrol agents assigned to the El Centro Sector arrested a previously deported aggravated sex offender this past Saturday. On July 27, at around 7:30 a.m., agents assigned to the Calexico Station observed a man suspected of illegally entering the U.S. approximately 12 miles east of the Calexico West Port of Entry. Agents responded to the area and arrested the man and transported him to the Calexico Station for immigration and criminal history screening.

Border Patrol agents conducted records checks, which revealed that the man, later identified as Gregorio Neri-Basilio, a 36-yearold Mexican national, was convicted on three counts of Sexual Abuse of a Child on July 13, 2004, out of Utah County, Utah. He was sentenced to 12 months in prison for his crimes. Additionally, Neri was removed from the United States by Immigration and Customs Enforcement (ICE) on February 24, 2005, as an aggravated felon. Neri is being held in federal custody pending

further criminal prosecution. In the fiscal year 2019, El Centro Sector Border

Patrol agents have arrested and removed 19 individuals either convicted or wanted

on sexual assault charges after they entered the United States illegally.

El Paso and Juarez: One City Interrupted By Tough Border By Desert Star Staff EL PASO, Texas – People in El Paso and Juarez often regard their communities as one big city. But recent research confirms that the hardening of the U.S.-Mexico border is getting in the way of that. A recently released survey of citizen perception confirms deep and longstanding ties that span the border – including huge percentages of people with family, friends and commercial connections. Maria Covernali, executive director of Familias Triunfadoras (Successful Families) in San Elizario, Texas, was one of those who went door-to-door for the survey. She says the survey found a lot of folks from El Paso who had problems doing things such as accessing medical care because of border security.

“They go to Juarez to get medicines, to see the doctors, because they don’t have any insurance here,” she relates. “A lot of them answered that ‘we are afraid to cross the border, but we have to.’” U.S. policy has long made it hard to cross from Juarez. But the Trump administration has cited what it describes as “an invasion” of migrants to justify intense pressure on anyone coming north. El Paso Mayor Dee Margo is a Republican, and has supported many administration policies. But he compares El Paso and Juarez to a single city-state – such as those in pre-modern Italy. Margo says he often has a hard time conveying the reality of what border life is like to folks in Washington. “To convey what our thoughts and issues are on a local basis that seem to

By Desert Star Staff CALEXICO, Calif. – U.S. Border Patrol agents assigned to the El Centro Sector rescued two suspected illegal aliens in the desert west of Calexico on Sunday. The incident occurred at around 12:10 p.m. when Border Patrol Search Trauma and Rescue Team (BORSTAR) made contact with two abandoned migrants in the Yuha Desert approximately 29 miles west of the Calexico West Port of Entry. On July 27, 2019, the government of Mexico received a 911 emergency call of two males lost in the desert. Government of Mexico contacted the El Centro Sector Border Patrol Foreign Operations Branch (FOB) and

provided global positioning satellite (GPS) coordinates of the distress call. FOB was advised that a Mexican Military helicopter and Grupo BETA had searched and were continuing to comb the Yuha Desert on the Mexican side of the border. At this point, BORSTAR was activated to search the Yuha Desert in the United States side of the border. BORSTAR is a highly trained special operations group designed to not only rescue but also provide advanced medical care in the field. The El Centro Sector has ten agents assigned to the team, which are used to respond to these type of daring rescues. On July 28, 2019, when temperatures reached 115 degrees Fahrenheit, the

Westchester Playhouse Launches a Triumphant “Blithe Spirit” Production By Jack Lyons Theatre and Film Critic Member American Theatre Critics Association The Westchester Playhouse, home of the Kentwood Players is celebrating 70 continuous years of presenting quality theatrical entertainment to audiences of LA’s Westside. It’s an enviable track record in the face of today’s mortality rate when it comes to theatrical presentations in today’s shrinking entertainment markets. The greatest playwright of the English speaking world was William Shakespeare. Four Hundred years later, Sir Noel Coward became a master playwright/actor/ director of the 20th century who, along with the equally great 19th century author/ playwright Oscar Wilde, best understood the uniqueness of their English society with its quirks, tics, high and low historical water marks, that defines the English theatre to this day. I believe it’s safe to say that Coward’s plays: “Blithe Spirt”, his deliciously entertaining take on British comedy plays of veddy, veddy, drawing-room, comedy of manners style, and his achingly poignant romantic drama of “Brief Encounter,” are but two classic examples of his power to touch audiences. The Kentwood Players have once again tapped the directorial gifts of Gail Berardi who delivers another winning production of fast-paced, energetic, hilarious, British comedy that is lovingly spiced with farce elements in her production of “Blithe Spirit.” Kentwood audiences will fondly remember her staging of “Present Laughter” a couple of season ago, as do I. As gifted a director as Ms. Berardi is, and she is very talented indeed, she doesn’t however, work the magic all by herself. She will quickly mention how blessed she is to have such a fabulous ensemble cast where everyone is on the same wave-length. But more about the director’s vision and the performances of the excellent cast later. Playwright Coward lovingly pokes his playwright fingers into the eyes of upper crust, English society in an effort for others to better understand these ‘crazy Englishmen who love to go out in the noon day sun’ (with apologies to Rudyard Kipling). We may speak the same language but culturally we’re accents and societies apart. While we’re rugged individualism and optimistically driven, the British are tradition and discipline oriented. www.desertstarweekly.com

However, both views have supporters and both are worth a look-see when the opportunity is presented. “Blithe Spirit” has continued to be a smash hit comedy since it first premiered on the London and Broadway stages in 1941. The hilarious supernatural comedy with tones of farce centers on fussy and cantankerous socialite and successful novelist Charles Condomine (Michael Hovance), who invites the village’s eccentric “kooky” medium Madame Arcati (deliciously played by Joanna Churgin) to his home to conduct a séance, in the hope of gathering material for his next book. The scheme, however, backfires during the séance when his annoying and temperamental, deceased first wife Elvira, (impishly played by Jessica Plotin) is accidently summoned from the ‘other side.” Elvira makes continual attempts to disrupt Charles’s marriage to his second wife, Ruth (Megan Blakeley a captivating, stunning brunette) who cannot see or hear Elvira during the séance or afterwards. Also involved in the plan to have Madame Arcati conduct her séance is family physician and friend Dr. Bradman (George Kondreck) and Mrs. Bradman (Michele Selin). Kelsey Weinstein plays the easily rattled but eager maid Edith, who turns in a little gem of a comedy performance. Coward’s plotline and characters in “Blithe Spirit” have become the progenitor for numerous movies and plays over the years that feature comedy stories concerning the supernatural where only select characters can see and hear the “ghosts”. The more modern movie with this

And, more recently, “Ghost” with Demi Moore and Patrick Swayze in 1990. Anyone not familiar with those references are probably too young to appreciate well written, stage plays and movies. Therefore, I recommend TCM or streaming Netflix as homework assignments. Besides being informative they are highly entertaining. Going to my memory book of memorable performances of actors who have performed in “Blithe Spirit” over the years Megan Blakeley is the best “Ruth” I have ever seen. She brilliantly grabs that character; ingests her DNA and then delivers a mesmerizing performance where it’s difficult to not keep one’s eyes on her all the time she’s on-stage. Noel Coward called those gifts “star quality.” Professional credits pour

out of her performance. Timing is a gift. It can’t be taught. Either you have it or you don’t. Ms. Blakeley, definitely has it and an acting skill-set along with a broad range in the bargain. I found her Ruth performance to be flawless. This entire production makes for a delightful evening in the theatre, and a theatre treat not to be missed. Kudos also go to the nuanced performances of Michael Hovance as Charles Condomine, Joanna Churgin as Madame Acarti, and Jesicca Plotin as Elvira. Director Gail Bernardi’s vision of bringing together talented and inventive performers and then orchestrating their performances into a terrific ensemble evening is the hallmark of gifted directors. Her direction is seamless in its execution. The Westchester Playhouse is fortunate to have Ms. Bernardi in its cadre of directors.

The Playhouse also is known for its technical mastery. In the technical department the creative team led by director Bernardi, features a functional set design by George Kondreck that allow plenty of space for the cast magic to take place along with the show’s special effects. Lighting designer Michael Thorpe, Sound designer Susan Stangl, Costume designer Diana Mann, and co-designer Maria Cohen comprise the technical disciplines. The impressive production is produced by Susan Goldman Weisbarth who also is the Lobby Designer for “Blithe Spirit”. The production is stage managed by Grecco Bray. “Blithe Spirit” performs at the Westchester Playhouse in Los Angeles, and runs through August 24, 2019. It’s a must see show !
