public health crisis, along with challenges in our economy and a powerful social justice movement. Together these events have shaken our nation’s foundations. We have no doubt lost a lot during this
difficult time. But because birthdays are a time to look back and reflect on what has gone well and what has not, this 4th of July I have been asking the question: Where do we go from here?
By Desert Star Staff Ghislaine Maxwell, the British socialite accused of acting as a pimp for deceased pedophile Jeffrey Epstein, has been arrested. She was charged by the FBI in relation to the late financier’s alleged sex-trafficking operation. Maxwell was arrested in Bedford, New Hampshire, on Thursday morning, according to law enforcement sources that spoke with the media. She is expected to appear in the federal court on Thursday to face charges of perjury and conspiring with Epstein to sexually abuse children. Epstein was found dead in an apparent suicide while awaiting trial on sex-
trafficking charges. Maxwell’s arrest was confirmed by the FBI shortly after media outlets reported on the story, citing law enforcement sources. In a six-count indictment, she was charged with conspiracy to entice minors to travel to engage in illegal sex acts. Maxwell allegedly assisted, facilitated and contributed to Epstein’s abuse of underage girls as young as 14, helping the convicted sex predator groom his victims as far back as 1994, according to the sixcount indictment filed against her in Manhattan federal court. “In some instances, Maxwell was present for and
participated in the sexual abuse of minor victims,” the indictment states. Maxwell has remained largely out of the public eye since Epstein’s mysterious death in August, a month after he was arrested in New Jersey on federal charges of sex trafficking. The 58-year-old socialite, daughter of media baron and alleged Israeli spy Robert Maxwell, is also a codefendant in a number of civil cases Epstein’s victims have brought against his estate. U.S. House Votes on Historic D.C. Statehood Bill By Desert Star Staff WASHINGTON, D.C. - Spurred on by recent antiracism protests around the country, today the U.S. House is voting to make the District of Columbia the 51st state. The historic vote is the first on the issue since 1993, and seeks to correct what is seen as a longtime injustice rooted in racism, according to Monica Hopkins - executive director of the American Civil Liberties Union of Washington, D.C. She points out that the 700,000 mostly Black residents have never had voting representation in Congress. At the same time, Congress has complete authority over the District - and can even veto City Council moves, as when President Donald Trump ordered the National Guard to dominate recent protesters at the White House, against the D.C. mayor’s wishes. “The entire nation’s focusing in on these protests
in D.C,” says Hopkins. “And how, you know, that the Trump administration came down with a heavy hand really highlighted the inequity of living without representation.” The bill is likely to pass the House, but faces opposition from Senate Republicans, who claim the District is too corrupt and financially dependent on the federal government to be a state. White House officials have said the president would veto the legislation if it reaches his desk. Hopkins says the voting repression of D.C. residents stems from white supremacy. Black men in the District got the right to vote during Reconstruction, but as they became more politically powerful, Congress removed that right in 1890. Hopkins says the idea back then was to use D.C. as a model to disenfranchise all Black Americans. “Some of the southern

and regional leaders are celebrating the formal approval of a $25.4 million award from the California Strategic Growth Council, which helps to further the City of Santa Ana’s vision for creating inclusive and sustainable housing along transportation corridors, integrating health, wellness, and active living. Funding from the award will be leveraged to create a transit-oriented, multipurpose, affordable housing development adjacent to a future Orange County Streetcar station located at Santa Ana Boulevard and French Street. The development, known as Legacy Square, will replace two underutilized buildings owned by the Santa Ana United Methodist Church with high-quality affordable apartment homes and flexible space, bringing new investment to downtown Santa Ana. “I think from the perspective of Santa Ana United Methodist Church, the repurposing of this property represents honoring the legacy of those who have been faithful in the past, while creating a new legacy for those in the future,” said Douglas P. Gillen, Chairman of the Board, Santa Ana United Methodist Church. The contemporary and mission revival design of Legacy Square will complement the surrounding neighborhood helping to revitalize downtown Santa Ana. The award includes funding for urban greening projects in the surrounding neighborhood including new street trees and a pocket park on Mortimer Street where it meets Santa Ana Boulevard. Together these elements will promote a diverse and thriving community. “We are honored to have the support of the California Strategic Growth Council in building a healthy community that provides long-term opportunities for residents and businesses,” said Santa Ana Mayor Miguel A. Pulido. “The Legacy Square Development will bring much-needed affordable housing options,
new transit opportunities, and infrastructure improvements to residents of Santa Ana.” Legacy Square will be 100 percent affordable, featuring 93 beautiful apartment homes, more than 1,750 square feet of ground-level flexible space, and a 3,800 square foot community center to serve as a neighborhood hub for events and activities. The community will provide housing for individuals and families with household incomes ranging from 30 to 60 percent of the area median income, with 33 apartment homes set-aside for permanent supportive housing. Mercy House will provide comprehensive supportive services, focusing on economic mobility and overall well-being. “This is an amazing project on so many levels,
from its beautiful design to addressing critical needs,” said Larry Haynes, Executive Director of Mercy House. “Not only are we ending the homelessness of some very vulnerable people, but also we are addressing an immediate local need for affordable housing for larger families. region’s commuter rail system by supporting Metrolink’s SCORE (Southern California Optimized Rail Expansion) program. Specifically, funding will allow Metrolink to increase rail capacity, train speeds and service – facilitating departures up to every 15 minutes all day in both directions along the agency’s Orange County and Inland Empire–Orange County lines. FICO Announces New Credit Scoring Method
By Janice Gough Your financial ability to re-build your life and business depends on how your history of managing credit is. FICO score is important because the score you create gives lenders a fast, objective measurement of your credit risks. FICO scores are used to determine the amount of interest you will pay for loans, the costs associated with all insurance products, employment acceptability, trustworthiness for public office and effects so many areas of our lives and what it cost us to own anything. Your score depends of five different categories of credit performance: payment history (35%), amounts owed (30%), length of credit history (15%), new credit (10%), credit mix (10%). The scores range from 300 to 850 and obviously the higher the score, the cheaper the interest rate offered. FICO stands for Fair Issac Company, who is the company providing the data. Recently FICO has developed a new way to assess Americans to an arbitrary number with the launch of the FICO Resilience Index. By analyzing your credit history, the Resilience Index supposedly measures your ability to financially weather a whole bunch of disasterousthings happening to you at once. The new system will rank credit consumers on scale of 1-99; with 1 being a literal billionaire who could lose hundreds of millions of dollars and still live like a king for a thousand years; and 99 being a guy all-in on a startup making building luxury vehicles without a set plan. The index might seem like the desperate actions of an unnecessary institution trying to justify its existence in turbulent times, but FICO claims it will allow folks with low scores to access credit that they might not otherwise get. It turns out there are tens of millions of consumers that have lower FICO scores, below 700, that do relatively well in a recession. FICO is clearly quite proud to have devised a new way to score people after 64 years of business. “For the very first time, we can help lenders and consumers identify those who are going to be more sensitive to the downturn and those that are going to be just fine.” This new index uses data from over 70 million consumers to predict who is better positioned to withstand economic shocks, like a global pandemic or the entire planet seeing the threat of recession. The occasional delinquency, which would tank your regular FICO score, is not given as much weight in

the Resilience Index, as long as you have money in your accounts. In other words: you can have some delinquency and not have that counted as in the past. It is so easy to forget a credit card payment, but most people do not forget their major payments. If you have a lot of money in your account, you probably are not missing loan payments that often. However, when credit is refused due to a couple of late pays, it is very frustrating and now that most of us are struggling with knowing what day it is, staying on top of everything is difficult and “late pays” can happen. FICO will happily distribute your private information for free to any lenders who want to take a peep. But there is not yet a way for consumers to check their own resilience score. For those who own small
businesses, another score is compiled by Dun and Bradstreet, referred to as your Paydex score, which is rated 1-100. The importance of building a score up to 100 is that, the Small Business Administration who oversees SBA loans uses the Paydex score to determine their offer

MSWD Approves Map for Election by Division
By Desert Star Staff DESERT HOT SPRINGS, CA – On June 24, 2020, the Mission Springs Water
District (MSWD) Board of Directors voted unanimously to adopt a final map splitting the MSWD service boundary
into five (5) divisions. This move transitions MSWD elections from at-large to by-division elections.
MSWD migrated to division elections to preempt any possible threat of litigation. Division elections will be effective starting with the November 2020 elections. Until then, the current MSWD Directors will continue to serve at-large representing the entire service area, which includes Desert Hot Springs, North Palm Springs and unincorporated areas of Riverside County. Three (3) of the five (5) divisions on the Board are up for election in 2020. Those are Division 2 (Randy Duncan), Division 3 (Russ Martin), and Division 4 (Ivan Sewell). The remaining divisions, Division 1 (Nancy Wright) and Division 5 (Steve Grasha), will be up for election in 2022. Voters will vote for only one candidate from within their own division, also known as a district.
In order to comply with the California Voting Rights Act, many cities, school districts, water districts, and other special districts are switching from at-large elections to by-division elections. In March 2019, the Board of Directors passed a Resolution of Intention to initiate procedure for establishing and implementing election by-division (Resolution 2019-06). Various public hearings were held starting in January 2020 to gather public input where draft maps were subsequently created and shared with two additional public hearings. Twitch suspends Trump’s account as Reddit bans his supporters’ biggest community

The subreddit ‘The_ Donald’ was the most popular community devoted to supporters of the president and included more than 790,000 users, who often used the space to post political memes and videos. Reddit executives have accused the group of targeting and harassing individuals and consistently breaking its conduct rules.“Reddit is a place for community and belonging, not for attacking people,” the company’s Chief Executive Steve Huffman told reporters on Monday. Border Patrol Agents Seize Meth Packages
By Desert Star Staff CALEXICO, Calif. – El Centro Sector Border Patrol agents seized packages filled with methamphetamine in two separate events over the weekend. The first incident occurred on Friday at approximately 1:05 p.m., when a Remote Video Surveillance Operator received a call from an employee from the solar panels located approximately seven miles west of the Calexico West Downtown Port of Entry. The caller stated that he had found a backpack in the fenced in property of the solar panels. Agents responded to the area and made contact with the solar panel employee who directed the agent to the
abandoned backpack. The agent opened the backpack and found several packages that appeared to be narcotics. A canine detection team was requested to respond to the area. When the team arrived, the canine immediately alerted to the backpack. The agent seized the backpack and transported the narcotics to the El Centro Border Patrol Station for processing. At the station, the contents inside the packages tested positive for methamphetamine, with a weight of 6.9 pounds and an estimated street value of $11,400. The narcotics were turned over to the Drug Enforcement Administration. The second incident
occurred on Sunday at approximately 3:50 p.m., when a Remote Video Surveillance System operator notified agents of a package being thrown over the International Border wall from Mexico into the United States. An agent responded to the location and discovered one taped wrapped kettlebell shaped package just west of the Calexico West Downtown Port of Entry and near First Street. The agent seized and transported the package back to the Calexico Border Patrol Station. At the station, the contents inside the package tested positive for methamphetamine, with a weight of 2.26 pounds, and an estimated

Border Patrol Apprehends Sex Offender By Desert Star Staff OCOTILLO, Calif. – U.S. Border Patrol agents assigned to the El Centro Sector arrested a man Sunday night previously convicted of a sexual offense. The incident occurred at around 10:30 p.m., when Remote Video Surveillance System operators notified agents in the area of a man suspected of illegally entering the United States approximately 29 miles west of the Calexico
West Downtown Port of Entry. Agents responded to the location and arrested the man. Agents conducted an immigration and criminal history screening in the field before transporting him to the El Centro Station. Records checks revealed that the man, a 32-year-old illegal alien from Mexico, had a conviction on June 13, 2019, for “Sexual Abuse 2nd Degree” out of Albany, Oregon. The
man was sentenced to 30 days confinement and five years probation for his conviction. The man had been previously removed from the United States on May 26, 2020. The man is being held in federal custody pending further criminal prosecution.

Border Patrol Agents Rescue Distressed Illegal Alien CALEXICO, Calif. – U.S.
Border Patrol agents from El Centro Sector rescued an illegal alien Saturday evening in the desert east of Calexico. At approximately 9:10 p.m., El Centro Sector Communications Dispatch notified Calexico Station agents of a distress call made by an individual who illegally crossed the international boundary in the desert area 15 miles east of Calexico. The illegal alien stated that he was lost and
team alerted to the vehicle. Agents sent the vehicle to secondary inspection for further investigation. A search of the vehicle was conducted and revealed several packages hidden inside the gas tank. The substance inside the packages tested positive for the characteristics of methamphetamine. The man, a 45-yearold United States citizen, the vehicle and gas tank were turned over to the Drug Enforcement Administration (DEA). The total weight and value of the narcotics will be determined by the DEA as the packages were leaking powdered crystal inside the gas tank. The second incident occurred Sunday at 2:12 p.m., when a man driving a blue 2007 Ford Explorer approached the Highway 86 checkpoint for inspection. A Border Patrol canine detection team alerted to the vehicle. Agents sent the vehicle to secondary inspection for further investigation. A search of the vehicle was conducted and revealed a total of 19 packages hidden inside the vehicle’s spare tire. The substance inside the packages tested positive for the characteristics of methamphetamine. The total weight of the narcotics came out to 54.5 pounds with a total estimated street value of $103,550. The man, a 41-yearold Mexican citizen, the vehicle and narcotics were turned over to the Drug Enforcement Administration.

Modernism Week Helped Local Community Organizations Raise Funds Neighborhood Tours and Partner Events Provided Opportunities for Charitable Fundraising By Desert Star Staff PALM SPRINGS, CA– Modernism Week announced that its recent 11-day festival in February 2020 and its four-day Fall Preview in October 2019 provided an opportunity for dozens of local organizations and neighborhood groups to produce events and raise significant funds. The funds were raised from ticket sales for official Modernism Week events, including neighborhood tours, parties, educational talks, and other events and enabled the organizations to contribute to local Coachella Valley charities or to fund civic improvements. During Modernism Week Fall Preview and Modernism Week 2020, participating partner organizations raised $1.75 million. This includes more than $450,000 in funds raised by local neighborhood organizations from tours. Modernism Week works closely with local neighborhood organizations to showcase the design of iconic Palm Springs residences and other architecturally significant buildings during tours in many of the city’s 48 official neighborhoods and neighboring cities. Most neighborhood organizations reinvested the funds into their neighborhoods through architectural restoration, improving infrastructure or landscape improvements. This year 24 neighborhoods (including 6 new neighborhoods and 5 mid-valley tours) organized tours that featured 152 residences, attracting more than 8,000 participants. These neighborhoods included Canyon Estates, Canyon View Estates (aka Grand Canyon View), Chalet Palms, Cody Court, Country Club Estates, El Rancho Vista, Green
Fairway Estates, Hidden Cody, Indian Canyons, Marrakesh (aka And Then There’s Mod), Mesquite Canyons, Racquet Club Estates, Racquet Club Cottages West-William Cody, Seven Lakes Country Club, Sunmor, Sunrise Park, Tamarisk Gardens Bungalows, Twin Palms, and Vista Las Palmas. Other tours included “Give Me Shelter” in multiple Palm Springs neighborhoods (which raised funds for the Palm Springs Animal Shelter) and “A Tale of 2 Codys” which raised funds for Preservation Mirage, which will go towards ongoing preservation initiatives, educational programs and events. Many neighborhoods raised funds specifically to donate to local charities, including: El Rancho Vista, which raised more than $15,000 for the Palm Springs Police Officers Memorial Foundation, Donald Wexler Memorial Fund and Save Oswit Canyon Fund. Sunmor, which raised more than $19,000 and plans to donate a significant portion of the funds to the neighboring Neuro Vitality Center. Sunrise Park, which raised more than $11,000 to donate to the Palm Springs Public Library, Well in the Desert, and other local nonprofits. Twin Palms, which raised nearly $25,000 and will donate the funds to promote a traveling exhibition about architect William Krisel, sponsoring a barbeque for Palm Springs Fire Station #4, and to support the recent star on the Palm Springs Walk of the Stars for the Alexander Family. Indian Canyons and Vista Las Palmas neighborhoods raised $54,000 combined and plan to donate to local charities. Mesquite Canyons
raised more than $9,000, a percentage of which will support a scholarship at College of the Desert for a student pursuing a degree in architecture (the remaining funds will help restore and preserve the property). Many neighborhoods raised funds to reinvest in their communities and their surrounding neighborhood. These include: Canyon View Estates (aka Grand Canyon View) raised more than $20,000 to help fund community improvements and invest in the architectural integrity and historical character of the residential community. Chalet Palms raised more than $8,000 to help fund landscaping throughout the community, including restoring the original putting green, and the restoration of the parking areas. Cody Court raised more than $17,000 and will use the funds to upgrade pool umbrellas to period-correct ones, and design a periodappropriate entrance gate. Country Club Estates raised more than $22,000 to fund the conversion of grassy areas to desert landscaping.
