By Desert Star Staff Hundreds of people celebrated US independence in Highland Park, a suburb of Chicago when suddenly, a pop-pop sound of high-powered gunfire rang out. Panic broke out. According to the police, six people were killed and 36 others injured, including several children. The perpetrator was a fugitive for several hours, then around 7 p.m. (local time), the redeeming news: the suspect was arrested! According to the police,

it is 22-year-old Robert E. Crimo III, whom himself comes from Highland Park. Police described him as dangerous and armed during the search. A police officer recognized the vehicle after being searched, a silver Honda Fit. After a brief chase, Crimo III was arrested without resistance in Lake Forest, Illinois, not far from Chicago. U.S. Supreme Court Strips EPA’s Power to Curb Pollution By Desert Star Staff The Environmental Protection Agency now has fewer tools to fight climate change after the U.S. Supreme Court stripped the agency of its authority to regulate greenhouse-gas emissions from existing power plants. The Court’s 6-3 ruling along party lines involves the 2015 Clean Power Plan. The majority ruled it is unlawful for federal agencies to make “major” decisions without explicit authorization from Congress. Jayson O’Neill, director of the Western Values Project, predicted existing laws in both “blue” and “red” states that go further than federal

Martin Heinrich, D-N.M., called the Court’s decision a “major step backward” when hydrocarbons fuel more destructive wildfires, reducing snowpack and contributing to the state’s worst drought in 1,200 years. Thursday marked the end of the High Court’s current term, which also saw explosive rulings on abortion and guns. In handing down its ruling in the EPA case, the Court invoked the “major questions” doctrine. This decision could affect the federal government’s authority to regulate other areas, including the internet

and worker safety. Andres Restrepo, senior attorney for the Sierra Club, believes the ruling is dangerous. “It is something that has the risk of metastasizing in a way that could hinder the government’s ability to keep us safe,” Restrepo cautioned. O’Neill expects to see a flood of lawsuits by corporations challenging federal rules protecting human health and the environment. “Put another feather in the hat that corporations have more rights than individuals essentially,” O’Neill contended. “And they would be able to challenge laws protecting individual health and win those cases, for their profits.” The Court’s ruling does recognize the EPA’s authority and responsibility to limit climate pollution

Crimo III was trying to become known as a rapper. According to Spotify, he has released a total of three albums. Crimo III also published various, mostly dark music videos with multiple hints of violence on a YouTube channel. A clip of a newspaper article about JFK killer Lee Harvey Oswald can also be seen in a video. The Chicago Sun-Times reports that the parade started around 10 a.m. local time but was suddenly halted ten minutes after gunshots were fired. The shooter apparently fired from a roof, said Christopher Covelli, spokesman for the competent authority. Hundreds of people - some covered in blood panicked and left the parade route, leaving behind chairs, strollers, and blankets. A reporter from the local newspaper saw several bloodied bodies wrapped in blankets. The police yelled at people: “Please, everyone disperse. Leave the place. It’s not safe to be here.” Video taken after the shooting by a Chicago SunTimes reporter shows a parade band playing while people run screaming by. A photo posted to social media appears to show pools of blood near fallen chairs in downtown Highland Park. A resident told the local newspaper: “I heard 20 to 25 shots fired in quick succession. So, it can’t have been a handgun or shotgun.” After the shots, he saw “people in the area being shot,” including “a

woman covered in blood.” Highland Park Mayor Nancy Rotering condemned the violence. “On a day when we came together to celebrate community and freedom, we instead mourn the tragic loss of life,” she said. The incident in Illinois follows a series of shootings in the United States that left several dead. Ten people were killed in a supermarket in upstate New York on May 14, and 19 schoolchildren and two teachers in a Texas elementary school on May 24.

California Takes Big Step Toward Universal Health Care By Suzanne Potter/PNS California is poised to become the first state in the nation to give health care to all income-eligible residents, regardless of their immigration status. The Legislature is set to pass the final budget bills this week, which will be signed by Gov. Gavin Newsom shortly thereafter. Cynthia Buiza, executive director of the California Immigrant Policy Center, said it is the fulfillment of an almost decadelong push by the Health4All campaign.

“This is very timely but also long overdue,” Buiza asserted. “For many years, many of our immigrant workers who have contributed tremendously to what makes California, California, have gone on without this very important safety net.” The budget deal represents a massive step toward universal health coverage and is expected to benefit about 700,000 people starting in 2024. However, opponents cite the cost: The budget includes $625 million to cover the first six

months of 2024 and then allocates $2.1 billion per year. Beatriz Hernandez, Central Valley organizer for the California Immigrant Policy Center, said it would make a massive difference in people’s quality of life. “This means that they will finally be able to get

the health care that they need to care for the chronic illnesses that they’ve been suffering for many years,” Hernandez pointed out. “And also be able to get the checkups that they need.” The deal marks the final push to expand MediCal to all low-income

Californians. In 2015, the state expanded Medi-Cal to include undocumented children. In 2020 the program grew to include young adults up to 26 years old. And this year, the program began to accept undocumented adults aged 50 and older.

Protect Yourself Against a Possible Recession By Janice Gough Inflation has reached another multi-decade record. In March, consumer prices were 8.5% higher than a year ago. Energy, food, and shelter drove most of the increase. Meanwhile, real earnings declined. This means that employees could buy less with their money than in 2021. Consumers are getting poorer, prices are soaring, and some of the most critical economic bottlenecks that stand in the way of growth are still present… like the global supply chain challenges. The truth is… it looks more challenging than some experts think. As a result, the U.S. – and potentially the world – will experience hard times ahead. And while the White House will be happy to blame everything on the war in Ukraine, there are more prominent trends unfolding that could make the U.S. economy grind to a halt. Today, I’ll tell you why… and offer investment ideas to help with the decline of your money’s value. Predicted, Persistent .and High Inflation will most likely continue for two and ½ years. Markets have historical trends, and this conclusion is one of them. Back in July 2021, it was clear prices would continue soaring; inflation is here to stay! In fact, by 2025, annual inflation could reach 4%. That means 1/6th of your purchasing power could disappear. That may not sound like a big deal. But remember, this compounds

over time. If you have $10,000 in your savings account, you’re looking at losing about $1,600 in purchasing power by 2025. Can you afford that? Since then, inflation has been hitting one multidecade record after another, and 2022 is no exception. None of the forces driving inflation up are gone. The energy supply is still tight… which translates into higher gas prices. Plus… food, semiconductors, and even commodity prices are surging from supplydemand imbalances. That’s good for the companies selling in-demand products, but consumers suffer. And will continue to do so if the factors behind price hikes don’t change soon. Higher prices are not “transitory,” as the Fed officials say. They are a result of deep economic problems and signal something dangerous. An economic slowdown and, more drastically, a potential Recession. Several days ago, Bloomberg’s ”Recession probability forecast“ jumped from 20% to 25%.In the happy days of post-pandemic recovery, this indicator hovered around 10%. It has more than doubled since then. The last time it was at this level was February 2020… and we know what happened next. But we should not rely on just one indicator to determine where the economy is headed. Joe Biden’s top economic adviser said the country could face “difficulties” ahead, citing high inflation and supply chain issues.

Bloomberg Economics says inflation in the U.S. and the eurozone will likely stay above 8% in the coming months. In other words, inflation might continue running at 40year highs…And this forecast could be conservative. For instance, Bank of America announced in a note to clients that the “inflation shock” is worsening and a “recession shock is coming.” Even in China, expectations are low. The country’s Premier Li Keqiang issued his third warning this week about risks related to economic growth. All in all, the world is facing a challenging year. As an investor, you should prepare for a possible recession. But you can also take advantage of some of the current trends. In fact, one could help you protect your portfolio against both inflation and a recession. In the past, commodities have generally been a good

inflation hedge. For example, gold and silver, often called “monetary metals,” served as safe havens during highinflation periods. But in the post-pandemic world, gold and silver aren’t the only options investors have. To illustrate, an ETF (exchange-traded fund) tracking the price of lithium has appreciated by 27% over the past year. Also… the copper price has increased by about 15%. Meanwhile, the S&P 500 rose by just 7%. Looking ahead, both of these trends will likely continue. Broad markets might stay volatile, and commodities – especially those used in high-technology areas such as electric vehicles (EVs)could continue performing well. When you consider the number of companies releasing their latest E V products, You should consider that lithium will remain an excellent long-term investment.

Does Your HOA Have All Five of the Required Rule Sets?

By Kelly G. Richardson, Esq. CCAL Operating rules are often called “house rules” or “rules and regulations” by associations in California. Rules are modified by HOA Boards under Civil Code Section 4340, and under Civil Code Section 4350(a) must be written. In adopting rule changes, boards must follow the procedure prescribed by Civil Code Section 4360. Most rules are tailored to the needs and desires of a given community, addressing parking, pool use, or other topics. However, there are five rules topics required by statute. Election rules: Civil Code Section 5105 requires associations to have election rules. The statute lists the basic requirements of election rules, including board eligibility standards. www.desertstarweekly.com

These rules apply not only to board elections, but also to any matter on which a topic on which a membership vote is required using the 30day notice and other voting procedures required by Civil Code Section 5100(a). These rules must conform to statute and the bylaws and are now likely out of date, with 2022’s new election by acclamation option under Civil Code 5103. Internal Dispute Resolution (“IDR”) Policies: Civil Code Section 5905 requires associations to adopt a fair and reasonable policy to establish an IDR procedure, in which a homeowner may meet with another homeowner or the board to try to work things out short of litigation. If an association fails to create such a policy, Civil Code 5915 contains the default procedure. Architectural Modification Request Procedures: Boards

frequently receive requests from homeowners who wish to modify their residence or adjacent common area. Civil Code Section 4765 requires associations to have a written procedure for the application process. Without such procedures, homeowners and board alike have no guidance as to how applications are to be processed. Assessment Delinquency Enforcement Policies: Civil Code Section 5730 recites detailed disclosures regarding association handling of delinquent assessments, and under Civil Code 5310(6) is part of the Annual Policy Statement to be published to members. Civil Code 5310(7) also requires that the association policies in enforcing lien rights be specified and annually given to members. Associations might adopt the contents of Civil Code 5730 as rules and then add July 6, 2022

Schedule of Fines: A common disciplinary measure is to impose fines, after a hearing, to discourage members from violating association rules and covenants. However, many are unaware that the only the fines disclosed in the HOA’s rules can be imposed, because Civil Code 5850(c) restricts fines to those as stated in the written fine schedule in effect at the time of the violation. Without a fine schedule, there aren’t fines. All California all common interest developments, regardless of size, must have each of these five rule sets. The IDR, delinquency, architectural application procedures, and fine schedule must be disclosed annually in the Annual Policy Statement required by Civil Code 5310. Election rules must be sent

to all members at least 30 days before an election, per Civil Code 5105(g). Each of these rules must be adopted following the process in Civil Code Section 4360, which requires the exact text of the proposed rule change to be announced at least 28 days before the board vote on the proposed changes. Summerwind Commons Retail Development Breaks Ground By Desert Star Staff PlanB Advisors and Northlight Capital Partners announced the start of construction on their Summerwind Commons retail development at the interchange of I-10 and Cherry Valley Boulevard. A groundbreaking ceremony was held on Thursday, June 23. During the groundbreaking, Bonnie Johnson, Calimesa City Manager, and Kelly Lucia, City Planning Director, praised PlanB/Northlight for their dedication and vision in bringing this muchanticipated project to fruition. The project will significantly increase the retail services available in the Summerwind Community with the addition of 75,000 SF of Retail in Phase One. Eleven retail pads slated for Specialty Grocery, Convenience Store/ gas station, Quick Serve Restaurants, Coffee, Express Car Wash, Day Care, and Medical use highlight the

project. In addition, New Roberts Road will be widened to the ultimate four-lane condition, and a traffic signal will be installed at its shared entrance with the new adjacent BUSD K-8 school. Heat: Heat stroke can occur quickly in dogs. According to Glass, with an elevated ability to interpret sound frequencies audibly and physically, dogs’ sensitivities to loud noises mean some celebrations can make for particularly anxious events. However, while some dogs hide under beds or jump fences to flee the sounds, there are ways to help make fireworks less stressful for canine companions. * Create a calm

environment: Be aware if you or your neighbors plan to launch fireworks. If so, create a space to help your dog handle the noise. A sound machine, lavender oil on his or her collar, and blankets can help. * Remain indoors: Avoid taking your dog outside if you plan to view fireworks or set off your own. When A Maine Lobster Dinner Would Set You Back…$3.95!

By Pamela Price The year was 1955, when the original menu at my father’s traditionally classic American restaurant overlooking the Mississippi River in St. Paul, Minnesota, headlined their menu with “live lobster” delivered directly from Maine to an impressive state-of-the-art lobster tank. It was a true “showcase,” as one restaurant critic said. Coleman’s in the Highland Park neighborhood was one of a select few restaurants treating their lobsters like royalty at the time. After all, according to the menu, those well-maintained lobsters, arriving daily, cost $3.95 each. Each lovable lobster arrived at the diner’s table cooked to perfection, served with “hot butter.” Moreover, they arrived promptly at the kitchen every day except Sunday, as during that era, St. Paul, along with the rest of Minnesota, closed their businesses Sundays. I “helped out” behind the cigar counter, where guests checked their fur coats and heavy winter coats during the winter. The cigar counter was another attraction of sorts. But, of course, there

were no warning labels on tobacco products at that time. Looking back, I realize it was an era without warnings on most anything. St. Paul, the capital of Minnesota, attracted politicians such as former Vice President Hubert Humphrey and entertainers such as Frank Sinatra, Jr., and quartets such as The Ink Spots. But enhancing the drama of it all was that daily delivery of the live lobsters freshly flown in Maine to Minnesota... Each lobster was served with “julienne potatoes” enhanced by a tossed salad bowl showing off the right amount of housemade “french dressing.” A beverage was (hold on to your sun hats), and the cost was included. The check, in 1955, came to $3.95. This impressive dining feast was free of sales tax as well. Fast forward to 2022, and the desert’s famous Pacifica Seafood Restaurant located on El Paseo in Palm Desert is known for its classic seafood menu. Their legendary twin lobsters enjoy a loyal following. According to their current menu, dining on

Senate Bill 54 would require a 25% reduction in plastic packaging and singleuse food-service ware over the next ten years. It results from a compromise reached between environmental groups

Dr. Anja Brandon, the U.S. plastics policy analyst for the Ocean Conservancy, said the scale of the solution needs to reflect the scale of the problem. “I worked with other Ocean Conservancy scientists to estimate that this reduction would lead to 23 million tons less plastic in the state over the next ten years,” she said, “which is equivalent to

nearly 26 times the weight of the Golden Gate Bridge.” Each year, more than 11 million metric tons of plastic are dumped globally into the ocean from land-based sources. The United States only recycles about 10% of its plastic. The bill passed the Assembly Committee on Natural Resources Tuesday and goes before the Appropriations Committee July 6, 2022

Brandon said the bill would require manufacturers to contribute hundreds of millions of dollars to clean up the plastic in the environment. “It would also require that all producers of all single-use plastic packaging

Bad Wolves Unveil New Track “The Body” By Desert Star Staff NEW YORK, NY -Bad Wolves, the critically acclaimed and multi-platinum band, released their new single “The Body” today via Better Noise Music and a lyric video for the song. The track haunts the listener, talking about how far one must go to commit an unthinkable crime. It is the first new offering from the band’s upcoming EP, set for release this summer. They have been working on new music as they gear up to head out on the Rockzilla Tour with Papa Roach, Hollywood Undead, and Falling In Reverse again, but this time with their new guitarist Max Karon. The second leg kicks off in East Providence, RI, on July 27 and ends in Nashville, TN, on August 31. They will also be touring Europe this fall, performing in Germany, Finland, and France, to name a few. “When we were writing this song, we had a goal of trying new things,” said

drummer John Boecklin. “The slap bass and clavichord instantly was new territory for Bad Wolves. It feels good to know this track sounds like nothing we have ever done. It’s a fun track that feels like a mix of Faith no more with a dash of Daft Punk.
