Over the centuries, United States has been enriched by the millions of people who have come from all corners of the world. On Thursday, June 7, the Tolerance Education Center presented the book “We Are One.” The book, written by Russel D. Hiles, is a celebration of the diversity of the American people. In 2002 its author, Russel D. Hiles, began an unusual project of photographically documenting the many
ethnic groups that comprise the American population. In the process, he captured the culture and personality of 30 different groups as represented by their native dress, celebrations, parades, festivals, and other activities. The book is organized into six historical periods, each focusing on specific ethnic migrations to the New World and their impact on American society. These range from Native Americans and Eskimos in the 1500s, through groups like the Russians and Irish in the 1700s, to the postwar waves of Cubans and Southeast Asians. Russel D. to a stable source of income, maybe a strain when returning to private life. The post-military job search may take longer than you think. You should have enough to cover six to nine months of living expenses. Start by putting at least 10% of each paycheck into a liquid account, such as a moneymarket fund or high-yield savings account. If you own a home, apply now for a homeequity line of credit, which can be an excellent fallback source of cash and will be easier to qualify for while you’re still in the service. Keep in mind that you are not charged interest on this account unless you use it. Having a good credit score (FICO) of 700 plus can help in your job hunt and your ability to get a low-rate loan. Employers check credit scores as a part of their hiring process. Active-duty military personnel and their spouses can obtain free copies of their FICO score (saveandinvest. org). Also, check your credit report at AnnualCreditReport. com and fix any mistakes. Your score can be significantly improved by reducing your debt and paying your bills on time within one year. If you’re deployed overseas, protect your credit report from identity-theft scams. Contact any of the three credit reporting agencies (equifax.com, transunion. com, and experian.com) and request an “Active Duty Alert” on your file. That requires
lenders to verify your identity before approving new credit lines and removes your name from pre-approved credit offers for two years. One of the most significant assets for veterans is a VA mortgage. Even if your credit isn’t perfect, you can buy a house with a loan backed by the U.S. Department of Veterans Affairs (VA). In today’s low-interest rate environment, a V.A. loan may not require a down payment, with interest rates of about 4%, and lower closing costs. If you’re disabled, the government will also waive its funding fee, usually 1% to 2% of the loan. By planning, but you can apply for a VA mortgage while still on active duty (you generally need to have served for at least 180 days to qualify), and loans are given after leaving active service. Buying a home in a lower priced market with excellent potential for growth may present lower housing costs than rent. It will also be the key to long-term security. Service members may have earned up to a third of their income, tax-free. Leaving active duty can be a shock when comparing tax-free exclusions for active duty and non-taxed benefits, such as housing and moving allowances. Although you may find a job making twenty percent more, your net take home may be less. For help estimating how much you’ll need to earn as a civilian to match your take-home
military pay, go to the payment calculator at gijobs.com. A right place for general financial advice is the “especially for service members” section at the Consumer Financial Protection Bureau. Another important financial decision, especially for those with pre-existing health conditions is to take advantage of converting their $400,000 ($100,000 for spouses) group life insurance benefit to a selfowned benefit. You will be guaranteed issued and not be surcharged due to health

Before Amending CC&Rs, Avoid “Ready, Fire, Aim!”
By Kelly Richardson 1. First, check with the members. Amending CC&Rs usually takes a supermajority (i.e. more than simply a majority of the quorum), so strong membership support is essential. Drafting a great amendment is meaningless if the homeowners will not vote for it. 2. Avoid controversial amendments, such as amendments changing assessments so that some members pay a higher or lower amount or unpopular use restrictions. 3. Some amendments do not require a membership vote. Under the Civil Code, amendments deleting developer marketing provisions (Section 4230) or removing illegal discriminatory restrictions (Section 4235), or simply changing the old Civil Code references to the current (Section 4235), are all amendments which can be adopted by the board of directors in an open meeting.
4. Get out the vote. Explain to the members that the failure to vote (abstaining) is the same as a “no” vote. Divide up the community into sectors and divide those sectors among volunteers. CC&R amendments are not often very interesting, and apathy is usually their greatest enemy. 5. If you cannot meet the supermajority required by your CC&Rs, Civil Code 4275 allows the HOA to file a court petition to seek judicial approval - however, to petition, more than 50% of all members, not just a majority of the quorum, must vote in favor. These petitions really should be viewed as a last resort, due to the legal, mailing, and copying cost involved. 6. The EXACT text of the amendment must be sent out with the ballots - even if it was already previously distributed. This is required by Civil Code 5115(e). When sending amendments to members, help them by sending TWO versions - one “redlined”, showing what is being removed and what is being added, and another version showing the text as it will read if it is June 17, 2018
approved. If your association is pursuing a complete rewrite of your CC&Rs, don’t worry about this last item - a “redline” version will be too complicated. Instead, consider sending along a summary of “highlights” of what will be new or different in the proposed CC&Rs. 7. While trying to amend your association CC&Rs, consider whether bylaw amendments are also needed. More may be accomplished with the same vote (and effort). Bylaw amendments usually require less votes to approve, and a court can also order them approved under Corporations Code 7515. 8. If homeowners wish to speak in opposition, allow them speak. Normally, boards explain with the amendment package explain why it should be passed, in HOA meetings, or newsletters. If some members strongly oppose the amendment, the Wittenberg v. Beachwalk case reminds us that the board cannot prevent others from expressing opposition. Besides, if there is a significant amount of disagreement, the board should slow down and work
more to build a consensus. CC&R amendments should be widely supported. 9. Have an attorney prepare the amendment. CC&Rs are a legal document. I occasionally discover that a client presented an amendment which unknowingly violates the law or contradicts another part of the CC&Rs. Your association attorney should be involved very early in the amendment process, to avoid wasted effort. 10. Make sure your amendment is recorded. Once the amendment is filed with the County Recorder, all owners and future owners are deemed by law to have legal notification and are therefore bound by it. Kelly G. Iowa Farmers Monitor Trump’s Ultimatum on Trade
By Desert Star Staff DES MOINES, Iowa — The price Iowa farmers are getting for soybeans is 50 to 70 cents better than this time last year, but whether that will
continue may depend on the outcome of trade talks between America and its closest allies. President Donald Trump delivered a threat to trade partners meeting in Canada
over the weekend, saying they must dramatically reduce trade barriers or risk losing all access to the U.S. economy. Iowa State University economist Chad Hart said until the recent
trade dispute, it looked like Iowa farmers were on course to benefit from a seventh year of record exports. “Corn had had the second-best export year it ever had; ethanol just had a record export year,” Hart said. “But I think U.S. ag is sitting here going, ‘We could have more if we could calm this trade situation down.’” At a weekend summit with leaders of Britain, Canada, France, Germany, Japan and Italy, President Trump said his ultimate goal is the elimination of all trade duties. Global tariffs are currently around 3 percent, or close to their lowest levels ever, according to data from the World Bank. Hart said this year’s crop planting is almost finished, and because markets prefer stability, farmers would like a better sense of what will happen when they take those crops to market. He said he believes many Iowa farmers are still optimistic the president can negotiate even better trade policies for the U.S.
By Desert Star Staff Desert Water Agency (DWA) and the Palm Springs Animal Shelter (PSAS) have formed a partnership for the second year in a row to promote dog adoptions during the summer months. Desert Water Agency donated and also provided a new water dispenser for animal shelter staff and volunteers. Desert Water Agency is also providing travel water bowls and bandanas to the shelter to send home with every dog adopted during the Dog Days of Summer, June through August. Each week DWA will place a photo of an adoptable senior or long-term dog in their lobby and employee break room. The agency plans to highlight the program in its newsletter and post photos of the adoptable dogs on Facebook, Twitter, and Instagram. “Desert Water Agency and
Palm Springs Animal Shelter both provide our community with important services,” said Board President, James Cioffi. “This partnership will increase the visibility of both organizations and hopefully lead to more adoptions.” Summer months can be hard on four-legged friends, so DWA and the shelter will be sending out reminders to keep pets (and their owners) adequately hydrated. The summer is also a difficult time at the shelter as there are fewer volunteers and adoptions. Friends of the Palm Springs Animal Shelter is the only public shelter in the Coachella Valley operating under a nokill philosophy. They continue to work to find homes for all animals through the long, hot summer while making sure dogs are walked daily, and ongoing socialization and training takes place as part of their Canine Enrichment Program.
“During the hot summer months, we see a decrease in our adoptions and our volunteer base,” said Friends of the Palm Springs Animal Shelter president Tamara Hedges. “We work hard to find homes and care for lost, stray and homeless pets all
summer long. We hope this partnership brings awareness to our needs year round.” In 2016, the City of Palm Springs participated in DWA’s turf buyback program and converted 39% of the turf area at the city dog park, giving dogs the chance to

“He’s looking to strike a better deal, he’s taking a harder-line approach than previous administrations have,” Hart said. “It has, if you will, bigger risk but a bigger return potential as well.” Farmers have seen lower pork prices due to Chinese tariffs imposed earlier this year. And last week, Mexico said it too would hike prices for U.S. pork in retaliation for tariffs announced on steel and aluminum imports from Mexico. Hart said long-term tariffs by Mexico could hurt Iowa farmers even more than the Chinese tariffs. “But Mexico is big in corn, they’re big in soybeans, they’re big in pork, they’re big in beef, they’re big in ethanol,” he explained. “The idea is basically all the big ag commodities that we produce here in Iowa, Mexico is a major market for.” The U.S. Chamber of Commerce has predicted Iowa is “at risk” of losing 138,000 jobs related to trade with Canada and Mexico.

Perfectly portable watermelon dishes Watermelon and Bulgur Wheat Salad Servings: 4 4 cups seedless watermelon, cubed 2 cups cooked bulgur wheat 2 cups arugula 2 cups grape tomatoes, halved 1/4 cup chopped mint shaved pecorino romano cheese, to taste Dressing: 1/2 cup olive oil 1/4 cup balsamic vinegar 1 garlic clove, crushed 1 tablespoon honey, salt, black pepper In large serving bowl, combine watermelon, bulgur wheat, arugula, grape tomatoes and chopped mint. To make dressing: In liquid measuring cup, whisk olive oil, vinegar, garlic, honey, salt and pepper until well combined. Just before serving, pour dressing over salad and toss to combine. Top with shaved pecorino and season, to taste. Serve immediately.

Servings: 1 2 cups cubed watermelon 2 rounded tablespoons collagen 2 tablespoons heavy cream In blender, combine watermelon, collagen and heavy cream; blend. Pour into glass to serve.

Primary Results Boost Environmental Justice in CA
By Desert Star Staff SACRAMENTO, Calif. – The election results are trending positively for environmental justice in California – with the likely defeat of Proposition 70 and the passage of Proposition 68. Prop 70 would have required a two-thirds majority for the State Legislature to appropriate funds for climate change-related projects. Lucas Zucker is policy director at the Central Coast Alliance United for a Sustainable Economy (CAUSE), which successfully fought off a power plant proposed for Oxnard. Opponents maintain it would be unwise for California to take on more debt. At a time when park visitation is at an all-time high, the Trump administration’s proposed 2019 budget would cut 2,000 full-time National Park Service positions, bringing the staff loss to over 4,000 in the last six years. Fashion designer Kate Spade dead in apparent suicide By Desert Star Staff Famous handbag designer Kate Spade was found dead in her Park Avenue apartment, the New York Police Department has confirmed. Spade, 55, apparently hanged herself. She was found by her housekeeper on Tuesday Morning, hanging from a red scarf tied to a doorknob, the New York Times reported citing the NYPD. She left behind a note, but the police did not disclose its contents. Born Katherine Brosnahan, she met Andy Spade - the
brother of actor David Spade - while at Arizona State University. They launched Kate Spade Handbags in 1993 and married in 1994. Initially famous for handbags, Spade’s brand quickly expanded into clothing, jewelry, shoes, eyewear and other products. She sold her shares in the company in 2006, to spend more time raising her daughter, Frances Valentine. Her new business line, named after Valentine, was launched in 2016. Spade was inducted into the Entrepreneur Hall of Fame in 2017.

by a friend in his hotel room early Friday morning, according to CNN anchor Jake Tapper. “It is with extraordinary sadness we can confirm the death of our friend and colleague, Anthony Bourdain,” CNN said in a statement Friday morning. “His love of great adventure, new friends, fine food and drink and the remarkable stories of the
world made him a unique storyteller. His talents never ceased to amaze us and we will miss him very much. Suicide Prevention Text Line Expands By Desert Star Staff ST. PAUL, Minn. - Crisis Connection, which is operated by Canvas Health, has answered Minnesota calls to the National Suicide Prevention Lifeline for decades - but says it might stop if it doesn’t get some funding from the state. The company had requested almost $1.4 million in state funding last legislative session, saying that amount would allow enough staffing to answer 95 percent of calls, but lawmakers said it was too expensive. Canvas Health chief executive Matt Eastwood said the suicideprevention lifeline stays afloat with money from a variety of sources, including smaller state contracts, but it isn’t enough. “We end up losing between $100,000 and $300,000 a year operating the service,” he said. Crisis Connection reported that it gets about 52,000 Minnesota calls per year, www.desertstarweekly.com

He will share his own history and how the entire drag community was impacted by this momentous event. The uprising is widely considered to be the single most important event leading to the gay liberation movement and the modern fight for LGBT rights in the United States. Lara Croft Springs Into Action in ‘Tomb Raider’ On DVD School is out, summer is here--time to check out some cool movies at home on DVD. One the whole family can enjoy together is “Tomb Raider,” starring Oscarwinning Swedish actress Alicia Vikander as Lara Croft. In her first incarnation, Lara Croft was a sexy, voluptuous cartoon figure wearing short shorts in a video game franchise. She was a character young teenaged boys could relate to. When she transferred to the big screen, Lara Croft was first played by Angelina Jolie. Now in the new Tomb Raider film, the iconic warrior is Alicia Vikander (“The Danish Girl,” and “Ex Machina,” a science-fiction thriller). This time we find out more about Lara’s background. As the story begins, she is working in London as a bike courier. Although she is the daughter of Richard Croft, a wealthy entrepreneur and adventurer (Dominic West) she is not living off of his money. He has been missing for seven years, but to take money from his estate would mean that he is dead and in her heart she feels he might still be alive.
Lara is now 21, and Kristin Scott Thomas (“The English Patient”) and Derek Jacobi (“Gladiator,” “The King’s Speech”) advise Lara to accept her inheritance. They also show her a small box. Inside is a key and a note written by her father. Suddenly she grabs the box and runs out of the office. As a result, she finds a book that contains the mysterious secrets about the ancient Japanese queen Himiko buried on the island Yamatai. She immediately flies off to Hong Kong hoping to find the answer to her father’s death. Soon she is befriended by Lu Ren (Daniel Wu) who agrees to sail with her to the mysterious island across a very treacherous sea. When they crash land on the island during a deadly storm, they are captured by the evil Mathias Vogel (Walton Goggins) who is desperately searching for the tomb and its deadly secrets. He steals the book from Lara, hoping it will have the information he needs. Will Lara find out what happened to her dad? Will she and Wu get out alive? There are many cliffhangers, literally, and plenty of action.

A missing letter can change everything for a patient Tymia McCullough, of Georgetown, S.C. is a spirited 12-year-old who aspires to be a pediatrician and model when she grows up. She is also battling sickle cell disease, an inherited disease that causes red blood cells to form an abnormal crescent shape. Sickle cell disease patients can suffer a range of conditions, including acute anemia, tissue and organ damage, terrible pain and even strokes. With no widely used cure, regular blood transfusions are one of the most common treatments for sickle cell disease. Last year, when McCullough arrived at the hospital, the blood type she needed for her transfusion was not available. “It was the scariest, most frightening moment of a mother’s life, because I thought that she would not be able to get it,” said Susie Pitts, Tymia’s mother. “In that moment, in that experience, I was very afraid. I was scared for my daughter’s life—what was going to happen if she didn’t get the blood she needed?” Eight hours later, the nurse came running through the door with the needed blood product.
Red Cross launches #MissingType campaign to urge new blood donors to give

Without Census Recognition, LGBT Pay Gap, Inequalities Go Unnoticed By Desert Star Staff SEATTLE — The U.S. Census provides important information on communities, but it won’t be counting the number of LGBTQ people in 2020 - and that’s a problem, according to a new report. The Census Bureau will count same-sex marriages, as it has in the past. But the Bureau rescinded a question that would have asked people about their sexual orientation and gender identity. Matthew Caruchet, author of the Economic Opportunity Institute report, said the question could have provided important information on an area with little research: the LGBT pay gap. He compared this issue to the women’s pay gap, which can draw on decades of census data. “When we don’t have an accurate count of LGBT people or what their situation is, we can’t address the problems that face that community,” Caruchet said. “And it’s easy to
say that problems don’t exist, because there’s no data.” Caruchet noted that data on the number of homeless transgender youth, for instance, could help direct the allocation of resources such as housing. He added that information gleaned only from the number of same-sex marriages is misleading, as it won’t include unmarried couples and people who are bisexual. Data in the report from Seattle in 2016 provides a snapshot of the LGBT pay gap. housing and places of public accommodation. New Hampshire is the last New England state to pass such a law. According to Cathryn Oakley, state legislative director and senior counsel for the Human Rights Campaign, it’s a big win, because it’s very important to have non-discrimination protections in place. “It’s a really big deal to ensure that folks have recourse if they are discriminated against,” Oakley said. “And it also will hopefully prevent such discrimination from happening in the future.” New Hampshire is now the 19th state in the country to provide legal protections for transgender individuals. One important factor to consider is what each manufacturer’s warranty covers and how long the coverage lasts, as well as whether you’re going to purchase additional coverage through a vehicle service contract. While these items can offer you peace of mind, sorting through them can be tricky. Before heading to a dealership, check out this quick look at four of the most common types of warranties and additional mechanical coverage offered on new and used vehicles. Bumper-to-Bumper: The “basic” or “bumperto-bumper” warranty is the most comprehensive factory warranty and covers all the original components and systems of a vehicle, excluding wear-and-tear items like tires, brake pads and wiper blades. One important area this type of warranty covers is the electrical systems. Today, vehicles are packed with electronics and computers, and repairing these can get expensive. The bumper-to-bumper warranty on a new vehicle usually lasts for three years or 36,000
miles, with some brands extending coverage to four years and 50,000 miles or five years and 60,000 miles. Powertrain: “Powertrain” or “Drivetrain” warranties generally cover the engine, transmission and other mechanical components, and are commonly featured in vehicle ads because of their long length of coverage. Most new vehicle powertrain warranties last for five or six years, with some brands offering up to 10 years of coverage. For new hybrid electric powered vehicles, some manufacturers offer an additional warranty to cover components that are specific to these vehicles. Corrosion: Intended to convey the quality of a vehicle, some manufacturers cover repairs for rust or premature deterioration of major sheet metal with something called a “corrosion and rust” or “body integrity” warranty. If you spend a lot of time along the coast or in areas where salt is used on the roads, this coverage can be a significant benefit. Most corrosion warranties cover the vehicle for five to seven years. Vehicle Service Contracts: Unlike warranties provided
by the manufacturer with a new car or truck, vehicle service contracts (VSCs) are purchased by the consumer from a dealership or thirdparty. VSC coverage can be tailored to fit a customer’s needs and budget, and can cover mechanical components, electronics and even luxury equipment like power seats or a navigation system. men: Get a checkup from your primary care physician. Doctor Safina Koreishi is a family medicine physician and medical director of the Columbia Pacific Coordinated Care Organization. She said there’s a whole host of things men should keep their doctors up-to-date on, including weight, diet, blood pressure, and smoking and drinking habits. Primary care doctors also are good resources for talking about issues such as depression. Koreishi noted in the past few decades, it’s become more socially acceptable to bring up mental health. “But I think we still have
a ways to go when it comes to mood, in terms of helping men feel comfortable talking about it,” Koreishi said. “I think women tend to feel somewhat more comfortable, if I’m going to make a generalization.” Depression is a major public health issue. According to a new report from the Centers for Disease Control and Prevention, suicide rates across the country have increased by more than 25 percent since 1999. Koreishi said men might be wary about visiting the doctor because they assume a checkup will include a prostate exam. But these exams aren’t common anymore unless someone is showing signs
or has a family history. She said men might also stay away simply because they don’t have a relationship with a primary care physician. “That’s absolutely, I think, paramount in people’s comfort in having a lot of these conversations, especially things that may not seem to the general public as being what they think about is talked about in a doctor’s office,” she said. From Little Rocket man to Dear Kim: Drama set for talks in Singapore By Desert Star Staff Donald Trump and Kim Jong-un started as archantagonists trading insults and threats of war. But now with Trump saying it’s Kim’s only shot at peace, the world is holding its breath waiting for their historic meeting in Singapore. Donald Trump and Kim Jong-un are meeting in Singapore on Tuesday at around 9am local time and their historic summit will be the first face-to-face talks ever between a sitting American president and a North Korean leader. For decades, Washington and Pyongyang barely spoke to each other, neither after the Korean War, nor after the fall of the Iron Curtain. Rare instances when they did engage in talks were limited to negotiating release of American detainees or other issues. More frequently, both the US and North Korea exchanged insults and threatened military action, and it seemed like nothing was going to change. All of a sudden, it did. Flip-flops: From personal insults to talks When Trump took office, there was nothing in his rhetoric that could predict any effort to make peace with North Korea. The tycoon-turnedpresident’s first year in White House was tainted by heated exchanges with Kim. Trump had famously called the North Korean ruler ‘a Little Rocket Man’, and was furiously labeled “mentally deranged dotard” by Pyongyang. Reacting to North Korea’s ballistic missile launches and a 2017 nuclear test that caused widespread international condemnation, Trump fired off a series of insulting tweets,
including the one in which he claimed his nuclear button was bigger than that of Kim. Aside from the boyish escapade, the situation in the Korean peninsula quickly got serious. The US and its ally South Korea began massive military exercises, probably seen in the North as war preparations. At times, the Pentagon was sending carrier strike groups, nuclear-capable submarines and strategic bombers to the region, prompting Pyongyang to threaten strikes on American military installations in the South and beyond. At the time, Trump vowed to unleash “fire and fury” the likes of which “the world has never seen,” and also claimed the US is “locked and loaded” if there’s a need to take on North Korea. But in early 2018, North Korea made a power move and sent a team and high-ranked delegates to the Winter Olympics in Pyeongchang, South Korea. Preliminary negotiations between two Koreas started, followed by the first – largely successful – meeting between North and South Korean leaders since 2007. In March, Trump surprised the world by accepting an invitation from Kim to meet in person, which Pyongyang delivered via Seoul. Shortly afterwards, Singapore has been selected as a venue for the historic meeting. However, the path to the summit has been rocky, with Trump calling it off completely and saying he will pull out of the talks if something goes wrong. But after some diplomatic bickering and tit-for-tat outbursts, the pair will now sit down together.
“The entire world is watching the historic summit between [North Korea] and the United States of America, and thanks to your sincere efforts ... we were able to complete the preparations for the historic summit,” Kim reportedly told the Singaporean Prime Minister, Lee Hsien Loong, who he met in anticipation of the summit. What’s in store for Trump-Kim summit? The historic summit’s agenda is shrouded in mystery as neither leader officially announced his position. However, judging by what American officials were saying, the US wants North Korea to give up its nuclear weapons completely under international supervision. In exchange, Washington could offer security assurances to Kim and his government, as well as economic relief, according to State Secretary Mike Pompeo. But readiness to talk doesn’t mean you should expect to get a final deal in Singapore. President Trump has described it as a “get-toknow-you situation” and said “it’s a one-time shot and I think
it’s going to work out very well.” He predicted that he will know “within the first minute” if the Singapore summit, which has been under threat of cancellation, is a success. “Just my touch, my feel, that’s what I do,”Trump explained. Some experts say the progress is only possible if the US is willing to give – as well as take. “There’s too many people in Washington who see an agreement with North Korea as something to be avoided,”Gregory Elich of the Korea Policy Institute, told RT. He said he believes the US wants the North to accept a “kind of capitulation model again.” Trump’s & Kim’s doppelgangers got it done Meanwhile in Singapore, whose prime minister had already met with both leaders, Trump’s and Kim’s lookalikes were shaking hands and tasting seafood at a mock gettogether. Director of the White House National Trade Council Peter Navarro preached against the Canadian Prime Minister during an interview with Fox News Sunday when asked whether US President Donald Trump’s very personal attack on Trudeau was warranted, given that Canada is the second biggest trading partner of the US. Navarro, who was introduced as the “architect” behind Trump’s plan to slap Canada, Mexico and the EU with tariffs on steel and aluminum, did not hold back his fury, turning
the heat up even higher. “There’s a special place in hell for any foreign leader that engages in bad faith diplomacy with President Donald J. Trump and then tries to stab him in the back on the way out the door,” Navarro said, echoing the words of Trump’s chief economic adviser Larry Kudlow. Hearing Today for Bill to Ban Prosecution of Children Under 12

By Desert Star Staff SACRAMENTO, Calif. – Juvenile-justice groups are planning to pack a public hearing today in Sacramento - to support a bill that would ban criminal prosecution of children under 12 unless they’re charged with murder or rape. Senate Bill 439 will be considered by the Assembly Public Safety Committee starting at 9 A.M. Patricia Lee, president of the Pacific Juvenile Defender Center, says California currently has no minimum age for prosecution in the juvenile system. “They’re babies,” she says. “They’re not competent to understand
the nature of proceedings. They cannot assist in their defense. It’s a no-brainer.” Statistics show that in 2015, California authorities made 687 referrals to prosecute children under 12, including one five-year-old and 12 seven-year-olds. However, that constitutes less than one percent of the 87,000 juvenile arrests made in the state that year. Opponents of the law say prosecutors need to have discretion in deciding whether a child should be criminally prosecuted. Lee suggests that children aged 11 and under accused of crimes should be offered help from the child-welfare, mental-health and behavioralhealth systems because
the juvenile-justice system isn’t designed for them. “When we see children being brought in, 11 and 10, sometimes 9 years old, the detention facilities are not equipped to work with these youths,” she explains, “We see the very young who are brought into custody totally deteriorate.” This same bill, sponsored by state Senators Holly Mitchell D-Los Angeles and Ricardo Lara D-Bell Gardens, was introduced last year as a part of a package of six juvenile-justice reforms. Five of them passed, and this one was held over until this year’s legislative session.

Study: The Health Effects of Overnight Shift Work By Desert Star Staff ALBUQUERQUE, N.M. – A new study confirms it doesn’t take long for altered sleep patterns to affect a person’s health. While people who work night shifts make up about 20 percent of the global workforce, a University of Colorado study asked a group of men to live like they worked the night shift for just a few days. Lead study author Christopher Depner says pulling an all-nighter even once can
disrupt more than 100 critical proteins in the blood, including those that influence blood sugar, energy metabolism and immune function. “For the proteins related to energy expenditure, some of those proteins were changing in a way where participants were actually using less energy across the day, which could actually lead to weight gain and obesity over time,” he explains. Researchers recruited six healthy, male subjects
in their 20s for the study, to spend six days in the sleep lab, where their meals, sleep, activity and light exposure were tightly controlled, and their blood was checked every four hours for protein levels. Depner believes the findings could lead to new treatments for night-shift workers, who are at higher risk for diabetes and cancer. He notes the study is the first to examine how protein levels in human blood vary over a 24-hour
period and how sleep and meal timing impacts them. “We simulated shift work, but it applies for sure to jet lag and, yeah, college students pulling an allnighter for studying, or even if you just really change your sleep-wake schedule over the weekend,” he adds. Depner believes the study results also could enable doctors to someday time when people are given medications, vaccines and diagnostic tests around the circadian clock.
“As we start to identify how these proteins cycle across the day, we can identify the best time of day to administer some drugs,” he notes. “And this could help us potentially reduce the dose that we need for the drugs, minimize side effects and things like that.” Other studies have confirmed that long-term night-shift work can contribute to certain cancers, heart disease and ulcers, among other health issues.

Sessions takes aim at heart of Obamacare — coverage for pre-existing conditions KMIR News Staff The Trump administration said in a court filing late Thursday that it will no longer defend key parts of the Affordable Care Act, including the requirement that people have health insurance and provisions that guarantee access to health insurance regardless of any medical conditions. The decision, announced in a court filing in Texas, is a rare departure from the Justice Department’s practice of defending federal laws in court. Texas and other Republican-led states are suing to strike down the entire law because Congress recently repealed a provision that people without health insurance must pay a fine. The repeal takes effect next year. Texas says that without the fine in place the requirement to have health insurance is unconstitutional and that the entire law should be struck down as a result. The administration said it agrees with Texas that the socalled individual mandate will be unconstitutional without the fine. It also said that provisions shielding people with medical conditions from being denied coverage or charged higher premiums and limiting how much insurers can charge older Americans should fall as well. But it said the rest of the law, including Medicaid expansion, can remain in place. In many ways, the lawsuit, filed in February, is a replay of the politically divided litigation that ended with the Supreme Court upholding the health care overhaul in 2012. In the new suit, California is leading a group of Democrat-led states in defending the law. The major difference is that the Justice Department under President Donald Trump has largely switched sides. Attorney General Jeff Sessions said in a letter to Congress on Thursday that Trump, who campaigned on
repealing the law and nearly did so his first year in office, approved the legal strategy. Donald Verrilli Jr., President Barack Obama’s top Supreme Court lawyer who defended the law, called the decision “a sad moment.” “I find it impossible to believe that the many talented lawyers at the department could not come up with any arguments to defend the ACA’s insurance market reforms, which have made such a difference to millions of Americans,” Verrilli said. Shortly before the government’s court filing, three career lawyers at the Justice Department withdrew from the case and were replaced by two political appointees, according to court filings. Timothy Jost, law professor emeritus at Washington and Lee University in Virginia said the Trump administration is trying to persuade the court to do what it was unable to achieve in Congress last year — essentially, repeal key parts of the Obama health law. Jost said it’s telling that three career Justice Department lawyers refused to support the administration’s position. “It’s just one more part of the story of trying to politicize the Justice Department,” said Jost, a supporter of the health law. Despite the Justice Department position, the Health and Human Services Department has continued to apply the health law. Indeed, sign-up season for 2018 under the Trump administration resulted in only a slight enrollment drop-off from Obama’s last year. Insurers are now finalizing their premium requests for 2019, and Jost said the Justice Department filing may prompt jittery carriers to seek higher rates. “The question is, what does this do to insurance markets now?” said Jost. (Steven Depolo/Flickr) By Desert Star Staff COLUMBUS, Ohio – The U.S. Supreme Court on Monday upheld Ohio’s voterpurge system, which some say means voters need to be especially vigilant about their registration status. In a 5-4 decision, justices said Ohio’s method of using “failure to vote” as a basis for the removal process does not violate the Federal Voting Rights Act. Secretary of State Jon Husted called it a victory for election integrity, but the executive director of Common Cause Ohio, Catherine Turcer, contends
it’s a blow to democracy. “All of us have the right to vote but that doesn’t mean that we have the right for that vote to count,” she says. “We need to be proactive as voters. We need to confirm that we’re registered to vote because decisions like this can have really unintended consequences.” If someone in Ohio fails to vote in a single federal election, the state sends an addressconfirmation notice. Removal is triggered if the voter fails to respond and does not vote for another four years. In its ruling, the Supreme Court said it has no authority to
determine if the process is an ideal method of maintaining voter rolls, but only to decide if it violates federal law. Counsel with the Democracy Program at the Brennan Center for Justice Jonathan Brater, says there are many reasons that voters skip elections. “Maybe they don’t like the candidates, maybe they forget to vote, but they’re still very much eligible and very much have the right to vote,” he says. “So for people in the category, of which there are many, there’s now an additional danger that they’ll be removed, show up to vote in
2018 or a subsequent election and then find themselves missing from the rolls.” Brater notes that many other protections still are in place, and says other states should not interpret the ruling as a green light to initiate aggressive purges of the rolls. “You can’t purge people based on the fact that they changed residence without first sending them a notice and then waiting two federal elections before removing them,” he adds. “You can’t do large, systemic voter purges within 90 days of a federal election; and you have to conduct your purges in a way that is uniform, nondiscriminatory and complies with the Voting Rights Act.” Turcer’s advice for Ohioans is to confirm their registration at MyOhiovote, and then to always check the paper when casting a ballot. “If, in fact, you are voting on a touch-screen machine, make sure that you’re actually also verifying that the paper actually matches your vote,” she stresses. “You can find that a little bit lower than where you’re voting.” This collaboration is funded in part by Media in the Public Interest and the George Gund Foundation.

By Desert Star Staff Unless you’ve been living under a rock for the past few months, you’ve heard about the impending death of net neutrality. Well, after much debate and consternation, that day has finally arrived. Net neutrality is dead. But wait. What exactly is net neutrality? Net neutrality is — or was — the rule that ensured telecommunications companies would treat all internet traffic equally, could not speed up or slow down certain websites and could not charge more for using certain services. It also meant that companies could not give preferential treatment to their own content; for example, Comcast, which owns NBC, could not treat the content from NBC more favorably than that of a competitor. The law was repealed in December by the Federal Communications Commission, but it only came into effect today. A fierce debate has surrounded the concept of net neutrality. Opponents of the net neutrality law — including big broadband providers like Verizon, AT&T and Comcast — argued that getting rid of net neutrality would lead to new investment and a more open and competitive internet.

Supporters of net neutrality, on the other hand, say that its death will lead to certain content being blocked by internet providers, slowing down and throttling speeds on certain websites, internet tolls and a situation where users may have to pay to use everyday services. Here are some of the doomsday predictions about a not-so-distant future internet without net neutrality: 1. Pay to use your Facebook One of the biggest fears surrounding the end of net neutrality is the potential emergence of internet ‘bundles,’ comparable to cable bundles where you pay a certain amount to receive a specific number of popular TV channels — just with popular websites like Facebook, Twitter, Instagram etc. instead. The fear is not totally irrational; in Portugal, where there is no net neutrality law, internet providers have already started offering bundles that include various combinations of websites; a music bundle, a social bundle, a messaging bundle, a video bundle etc. Users can still access all the sites without paying for the bundle — but if you do, you risk going over your data quota, and if you do, well, you’ll have
to cough up extra funds. 2. Pay more, or no Netflix Without net neutrality, it technically becomes legal, for example, for an internet provider like Comcast to give preferential treatment to a video service like Hulu, which it owns, while slowing down other services like Netflix — and that would obviously be undesirable for Comcast subscribers who use Netflix. 3. Your favorite sites censored – legally In the days of net neutrality, internet service providers were not allowed to block access to any website — unless that website was in breach of the law. Now, though, they can technically block anything — which, if it happened, could lead to things like political censorship or the blocking of websites that publish independent journalism. That kind of thing would cause a massive uproar and no doubt protests and backlash for any provider that tried to do it — but it’s not illegal, so the possibility exists. 4. Small startups get crushed by speed charges Since it is now legal for companies to speed up and slow down their services as they wish, customers could be forced to choose between an overall slower service or higher costs. That June 17, 2018
leaves both less well-off individuals and businesses with fewer resources at a distinct disadvantage. To put it simply, internet service providers could start charging companies to ensure their content loads at a decent speed, which is very important if a company is to be successful online. A small start-up company may not have the financial resources to essentially buy its way into the club that gets preferential treatment — which would make trying to compete with the giants nearly impossible. The alternative to these doomsday predictions is that not much will happen at all. After all, the rules on net neutrality have changed multiple times already — six times in the last 10 years, in fact. Some experts say that could give big companies pause about embarking on new strategies that could become illegal again in a few years. But only time will tell if the latest decision will lead to the slow death of the open internet as we know it — or whether the predictions have been too drastic. In reality, the result may be somewhere in between.

Even for pets that donít have a full-blown food allergy, food intolerance can create problems that are easily remedied with a change in diet. ìThe length of time a pet has been on a food does not seem to affect the risk of developing adverse food reactions,î said Dr. Jennifer Adolphe, PhD, a companion animal nutritionist and registered dietitian. ìA pet can react to a food after just one feeding, or after many months or years on the same food. Just like people, every pet is different, so the degree of sensitivity to an ingredient can vary.î Knowing the warning signs is the first step toward understanding whether your pet is suffering from a food-related intolerance. Cats with food intolerances may show symptoms such as: * Vomiting and diarrhea * Bloating and related symptoms, such as gas * Skin irritation, which is typically rare in cats Dogs may display these symptoms if they are suffering from sensitivities to certain foods: * Excessive paw licking or chewing with paws often turning red as a result * Chronic or recurrent ear infections * Visible fur loss www.desertstarweekly.com

First, consult with your veterinarian to rule out any health conditions. Once your pet receives a clean bill of health, switching the food your pet eats may help alleviate his or her symptoms. Home-Cooked Elimination Diets: An elimination diet is a specialized diet that is fed to pets and excludes all suspect ingredients. Once a diet is found that resolves the symptoms, a pet is then fed potentially aggravating ingredients to see if symptoms reappear. If they do, an adverse food reaction is confirmed. The elimination diet will need to be closely monitored by a veterinary professional and followed for approximately 6-8 weeks to determine success.
