By Desert Star Staff INDIO, CA. - Mosquitoes continue to test positive for West Nile Virus (WNV) in the Coachella Valley. Mosquitoes collected from traps near Monterey Avenue and Hovley Lane tested positive for the virus, the first virus detection

in Palm Desert this year. In an effort to reduce mosquitoes and the risk of transmission of mosquito-borne viruses to people, the Coachella Valley Mosquito and Vector Control District will carry out targeted control methods where infected mosquitoes were trapped.

The event was held at the Desert Willow Golf Resort. The honorees will be given their awards at the 2019 National Philanthropy Day, NPD, in the Desert. The event will take place at the Hyatt Hotel in Indian Wells on November 8th. The Gold Ribbon committee chose the honorees from a list of nominees. People and businesses are asked to nominate those who have contributed or given of their time and money in the most philanthropic way where they

truly make a difference. The nominees this year for Outstanding Philanthropists were Penny Jacobs, Shelley Kaplan, and the Egans. James and Carol Egan were chosen. The outstanding Fundraising Volunteer was Sally Berger who along with Karen and Tony Barone and Dr. Priscilla and Charles Porter was nominated. Usually, three nominees are chosen, and one of the three is honored. The Outstanding Nonprofit Founder Award went to Jo Rosen who was nominated along with Dimitri Halkidis and Ron Celona. Hybrid plans are created by adding an LTC rider to an annuity or life insurance plan. The rider on an annuity may triple the payout of the funds in the plan, when the insured qualifies for LTC., whereas the LTC riders added to Life Insurance could represent a set amount of payout or may accelerate the Life insurance proceeds to provide funding. The life insurance policy or annuity will still provide a standard death benefit, either in the form of death proceeds or annuity payouts to the contract beneficiaries even if the long-term care feature is never accessed. Exchanging a current annuity or life-insurance contract in a tax-free exchange can also allow one to purchase a hybrid policy without using a large sum of money. Who’s Responsible for Your Parents’ Nursing Home Cost? It’s Not Who You Think! As parents age, we should consider that being their children, may, in some cases, hold us financially responsible for our parents’ nursing home costs. This is no longer an outlandish idea, but one that has actually been legally enforced in the courts within the last five years. Filial responsibility laws are state laws that can necessarily hold adult children liable for their parent’s long-term care costs. While these laws rarely make the news, they are on the books in 28 states and can provide a powerful motivation to encourage parents and

children to plan for their future LTC costs and to take steps to develop a plan for paying for parents’ long-term care needs. One of the critical modern cases enforcing filial responsibility laws was a Pennsylvania case in which an adult son was held liable for $93,000 in nursing home costs required to care for his mother after she was involved in an accident. The court, in this case, found the son liable, even though his mother’s Medicaid application remained pending at the time, and without regard to whether other potential sources of payment (including two other siblings) existed. In another more recent case, however, the court required one sibling to make monthly payments to his brother to pay for the cost of their mother’s long-term care. One brother was providing a significant portion of his mother’s care in the home and, because he was able to prove that his mother could not provide for herself financially, and he was able to obtain a court order to require his brother to contribute to the cost of that care By providing a viable LTC insurance alternative, a broker can help their client avoid the shock of unexpectedly facing the financial burden of paying for parents’ nursing home costs, whether they are legally obligated to do so, or simply want to help their parents receive the best care possible.

Even if you feel that it is farfetched that filial support laws will apply to you, providing for parents when they need care is a priority for many people, and it’s vital for you and them to know that they do have options for planning for these costs that don’t involve merely dipping into savings or taking on debt. “Hybrid” or “combination” annuity-LTC products can provide a solution for many clients who want to make sure their LTC needs are covered, but can’t finance the cost of traditional insurance. One appealing aspect of combining an annuity (or even life insurance) with long-term care coverage is that these hybrid products eliminate the risk that the client will never require long-

Tips Regarding HOA Committees By Kelly G. Richardson, Esq. Most associations find committees helpful. Here are some tips to maximize their value to the HOA: 1. Committees can be “ad hoc,” i.e., temporary, or ongoing: Committees typically address a major ongoing area of concern or take on the study of larger or complicated issues. 2. A committee is a group: A committee should have at least 3 or 4 members. When a committee dwindles down to one or two persons, it is no longer a committee and should be restocked with volunteers or disbanded. 3. Appointments in the open: Committee appointments (or removal) should occur in open meetings. Committee members are not “personnel” and so discussions about committee rosters are not eligible for closed session. 4. Committee service not perpetual: Committees normally serve at the pleasure of the board. If a committee is not performing well, committee members can be replaced, and if the committee is not required by

How Children Can Receive Free or Low-Cost Preventive Care Medicaid and CHIP benefits include vaccines, regular checkups, dental visits By Desert Star Staff Children are among the most vulnerable populations when it comes to measles and other highly contagious diseases. Giving babies the recommended vaccinations by age 2 is one of the best ways to protect them from 14 serious childhood diseases, including measles and whooping cough. For many families, Medicaid and the Children’s Health Insurance Program (CHIP) can help cover these vaccines and provide free or low-cost health coverage to help keep kids healthy. Measles is an extremely contagious virus. According to the Centers for Disease Control and Prevention (CDC), measles is so contagious that if one person has it, up to 90% of the people close to that person who are not immune can also become infected.

During the first three months of 2019, 387 cases of measles were reported, more than the total cases reported for all of 2018. More than 20 states have reported measles cases. Your child may be one of the millions of uninsured children that are eligible for free or low-cost health coverage through Medicaid and CHIP, which can allow your child to get vaccinated against measles and other serious childhood diseases. He or she can also receive benefits like regular checkups, dental visits, eye exams, emergency services, prescriptions and other preventive care. Report Shows NYS Near Bottom for Children’s Economic Well-Being

By Desert Star Staff NEW YORK – New York is one of the richest states in the nation, but a new report shows the state’s children are not sharing in that wealth. The Annie E. Casey Foundation’s 2019 KIDS

COUNT Data Book ranks New York 42nd in the nation for the economic well-being of its children. According to Larry Marx, policy committee co-chair of the Rochester-Monroe Anti-Poverty Initiative, half of

the children in Rochester, the state’s third largest city, live in poverty and there are similar high childhood poverty rates found in every corner of the state. “And that’s just unacceptable,” Marx stresses.

“There’s a chance in the final days of the Legislature to do something around the earned income tax credit expansion, which would be one of the biggest and best ways to lower childhood poverty.” The KIDS COUNT Data Book rates New York 35th for indicators of family and community, such as children in single parent households or living in high poverty areas, 17th for education and fifth for child health. Leslie Boissiere, the Casey Foundation’s vice president for external affairs, says overall the well-being of children in the United States improved in 11 of 16 categories between 1990 and 2017, but racial and ethnic disparities persist. “Children of color, in particular black children, Native American children and Latino children, face significant barriers and obstacles that really lock in their potential and lock in their ability to contribute to

By Desert Star Staff SACRAMENTO, Calif. — A new report ranks California 35th in the nation for overall child well-being - a slight improvement over last year. The 2019 Kids Count Data Book from the Annie E. Casey Foundation showed the state has made great strides in health but still lags in economic well-being. Kelly Hardy, senior managing director of health policy with the nonprofit Children Now, said 18% of

California’s children - about 1.6 million kids - live in poverty. And 46% live in households with a high housing burden. “That’s partly due to the high cost of housing in California that many families with children are spending a lot of their income on housing and are living below the poverty line,” Hardy said. The state has made huge progress in getting kids insured - 97% of children in the state are covered. Several years ago, California opened

up Medi-Cal to undocumented children and the new budget is expected to extend eligibility to 19-25-year-olds, regardless of immigration status. That should improve measures of maternal health. On education, the state has made gains in fourthgrade reading and eighthgrade math proficiency but still ranks 36th overall. The data showed California’s 9 million children are very diverse: 52% are Latino, 28% are white, 13%

are Asian or Pacific Islander and 6% are black. By Desert Star Staff HARRISBURG, Pa. – Advocates for seniors are urging state lawmakers to help more than 1.5 million Pennsylvanians who take care of family members. Family caregivers in the Keystone State provide 1.4 billion hours of unpaid assistance every year, valued at over $19 billion dollars. Proposed legislation, known as the Family Care Act, would help working Pennsylvanians take time off from work to care for themselves, close family members or a new child without sacrificing their jobs or livelihood. And Joanne Grossi, state president of AARP Pennsylvania, says paid leave makes economic sense for the state, too. “People will end up aging at home as opposed to going into expensive nursing homes, and possibly even going on to Medicaid, which takes financial assistance, both

from the state and the federal government,” says Grossi. The bipartisan Family Care Act has been proposed in both houses of the General Assembly. Advocates expect the bills to be introduced in the coming days. Grossi adds that people who are forced to leave their jobs to care for a parent or loved one not only sacrifice income, they may also jeopardize their own future financial well-being. “They’re going to have less Social Security benefits or retirement benefits, so this is also a way to make sure that our future Commonwealth retirees have the financial security that they need,” says Grossi. Workers who take paid leave under the Family Care Act also would not have to apply for unemployment or state entitlement programs, and could keep their jobs while on leave. The leave would be

Winn said that Type O-negative blood especially is sought after because it can be given to patients of all blood types. It’s estimated that only 10% of people who are able to donate blood actually do so, and Winn said this might be the weekend to change that. Blood donations are always needed, he said. “That might be for an

emergency, or for cancer treatment or surgery, or complications that occurred during childbirth; these are all things that might happen any day of the year,” he said, “and so it’s our job to make sure that there’s blood on the shelf and available at the hospital whenever it’s needed.” Potential blood donors must be at least 16 years old, weigh at least 110 pounds and be in good health. Winn said anyone with questions about his or her eligibility should call a blood-donation center. “We far prefer that method than anyone assuming on their own basis that they’re not eligible to give blood,” he said. “We call that a self-deferral and frequently, we find that selfdeferrals are made inaccurately, because not all of us have that level of expertise that the staff at the blood center does.” An estimated 6.8 million people in the United States give blood each year. New CA Budget Moves Closer to Universal Health Coverage

By Desert Star Staff SACRAMENTO, Calif. – California’s new $214 billion budget, passed by the state Senate on Thursday, moves the Golden State closer to universal health coverage. The plan, which is expected to be signed by Gov. Gavin Newsom, puts almost $1.5 billion over three years toward subsidies to lower the premiums for people who buy health insurance through www.desertstarweekly.com

the “CoveredCA” exchange. Anthony Wright, executive director of the nonprofit Health Access, says the aid is tailored to low-and middle-income people who make between $17,000 and $72,000 a year. “About a million Californians might get some help to better defray the costs of healthcare,” says Wright. “Of those, about 300,000 get enough help that they may be newly covered from

previously being uninsured.” State lawmakers propose to pay for the expansion with a state-level mandate that everyone carry health insurance or pay a fine. The budget also sets aside $100 million to allow low-income, undocumented immigrants, ages 19 to 25, to sign up for Medi-Cal. Critics of the budget say the extra spending is unwise and complain that it was June 19, 2019

made possible by a new gas tax of five cents a gallon – a policy they opposed. Wright notes the budget also restores several important benefits to Medi-Cal – things that were cut during the recession 10 years ago. “It’s a shame that it’s taken 10 years of an economic recovery to finally get these key benefits restored, whether they be podiatry, audiology, speech therapy,

optical and other key medical services,” says Wright. The budget also ends the so-called “senior penalty” in Medi-Cal, by changing the income limits to make about 27,000 additional lower-income seniors and people with disabilities eligible for the program. Rallies Tomorrow in Las Vegas, Nationwide Call for Impeachment

By Desert Star Staff LAS VEGAS, Nev. – Momentum toward impeachment is growing, as protesters are expected at 130 rallies across the country tomorrow, including in Las Vegas. Participants in the “day of action” are calling on Congress to begin an impeachment inquiry into President Donald Trump, based on the 10 instances of obstruction of justice laid out in the Mueller Report. Kenia Leon, the senior Nevada organizer with the nonprofit group Indivisible, says the Constitution gives Congress the power to pursue the matter – despite a Justice Department memo barring criminal prosecution

of a sitting president. “Seriously, like, how much more obstruction do we have to see? How much more evidence do you need? No one is above the law,” says Leon. “And this is a natural next step that Mueller basically left on their doorstep. And it’s their responsibility to do their job.” Leon also cites President Trump’s comments from Wednesday, when – in a televised interview – he said he’d be open to receiving dirt on his opponents from a foreign government during his reelection campaign – something that is illegal. The rally starts at 11 a.m. Saturday in front of the federal courthouse on Las Vegas Boulevard.

So far, no member of Nevada’s congressional delegation has come out in favor of starting impeachment proceedings. Leon says they will have to answer to the voters in 2020. “It’s basically showing folks their integrity and where they stand,” says Leon. “If you’re going to be here, do your job, great. If you’re not, then we’re going to get rid of you.” U.S. House Speaker Nancy Pelosi has said she is open to impeachment but needs more time to see how the congressional investigations play out. Others believe the matter is sure to die in the Republicancontrolled U.S. Senate.

State Lawmakers Seek to “Ban the Plastic-Bag Bans” in Ohio

By Desert Star Staff To help protect the environment, three Ohio communities have passed bans on single-use plastic bags, but now state legislators are trying to keep the bans from going into effect. Orange Village, an eastern suburb of Cleveland with a population of about 3,300, was the first community to pass legislation successfully banning plastic bags, like the ones found in grocery stores, in 2018. “There were a lot of us on council, starting with Council President Brandon Duber, that wanted to do something to something to help the environment and set an example to our peers,” said Orange Village Councilman Scott Bilsky, who personally reached out to smaller businesses in the community to make sure they supported the ban. Just last month Cuyahoga County and Bexley, a Columbus suburb, passed similar bans. However, some state lawmakers feel as if these bag bans have a negative impact on small businesses. They argue that plastic bag bans force merchants to spend more money on paper bags,

which are more expensive than the customary plastic. Ohio lawmakers have introduced House Bill 242, a corresponding bill that would prevent local bans or taxes on plastic bags. The bill states that the proposed legislation will “authorize the use of an auxiliary container for any purpose, to prohibit the imposition to a tax or fee on those containers, and to apply existing antilittering law to those containers.” According to the National Conference of State Legislatures, only three states have completely outlawed plastic bags: California, New York and Hawaii. More states have enacted legislation preventing local governments from doing the same. They are Arizona, Idaho, North Dakota, Minnesota, Iowa, Missouri, Oklahoma, Texas, Mississippi, Indiana, Wisconsin, Michigan and Florida. Since being elected in 2011, Cuyahoga County Councilwoman Sunny Simon has strongly advocated against the use of plastic bags in order to help protect Lake Erie. The pieces of plastic that litter Erie’s shoreline are also harmful to humans, according to a study by Sherri Mason, a professor at the State University of New York at Fredonia, Lake Erie is polluted with about 46,000 pieces of plastic per square kilometer. When plastic ends up in Lake Erie, animals eat these pieces of plastics, and the pollutants slowly work up the food chain to humans. In total, over 100 million pieces of plastic pollute Lake Erie, according to Mason’s study. Last month, Cuyahoga County followed Orange Village, banning plastic bags from grocery stores, retailers and markets throughout the entire county. The ban is set to take effect January 1, 2020. The proposed bans will not affect plastic bags used for pet waste, newspapers, dry cleaning, restaurant orders or prescriptions. Alongside the legislation, Simon plans to roll out an educational campaign, giving Ohio’s second-largest county information about the hazards and perils of plastic pollution, how harmful plastics end up in Erie and why this ban

makes sense for the county. “I think with that education, that people really buy in and understand that we need to do something about it,” Simon said. Just two hours after Cuyahoga County Council members voted to eliminate plastic bags, the city of Bexley, about 145 miles away, followed suit. Bexley’s city council voted 6-1 to approve the legislation. House Bill 242 was introduced on May 13, just two weeks before the ban was passed in Cuyahoga County and Bexley. Now it remains unclear if the ban will ever take effect in Ohio. Some of the state representatives strongly oppose individual communities passing these bans. The sponsors of House Bill 242 did not return repeated calls to comment on their legislation for this story. Simon says local governments are forced to pass their own environmentalprotection laws because it is unlikely that the state of Ohio will do it. When Bexley’s city council voted 6-1 in favor of banning plastic bags last month, Councilman Richard Sharp,

a self-declared conservative, was the only dissenting vote. “We should encourage people to be responsible and make the decision on their own,” Sharp said in last month’s meeting. Sharp’s ideas for environmentalism partially coincide with the newly proposed House Bill 242. “We need to educate our children, make them woke, that it is their responsibility to take care of the issue, not the government to tell people what to do,” Sharp said. Simon said that the conservative makeup of Ohio’s government has been one of Cuyahoga County’s greatest challenges in preserving Lake Erie. House Bill 242 is another barricade that stands in the way of the movement for which Simon worked so diligently. NBC PS News Staff President Donald Trump is threatening to remove millions of people living in the United States illegally on the eve of formally announcing his re-election bid. The U.S. Immigration and Customs Enforcement next week will “begin the process of removing the millions of illegal aliens who have illicitly found their way into the United States,” Trump said in a pair of tweets Monday night. “They will be removed as

fast as they come in,” he wrote. An administration official said the effort would focus on the more than 1 million people who have been issued final deportation orders by federal judges but remain at large in the U.S. The official spoke on condition of anonymity to explain the president’s tweets. Other U.S. officials with knowledge of the preparations have said the operation was not imminent, and that ICE officials were not aware the president would make public

sensitive law enforcement plans on Twitter. The officials spoke on condition of anonymity because they were not authorized to speak publicly. It is unusual for law enforcement agencies to announce raids before they take place. Some in Trump’s administration believe that decisive shows of force — like mass arrests — can serve as effective deterrents, sending a message to those considering making the journey to the U.S. that it’s not worth coming.

Trump has threatened a series of increasingly drastic actions as he has tried to stem the flow of Central American migrants crossing the southern border, which has risen dramatically on his watch. He recently dropped a threat to slap tariffs on Mexico after the country agreed to dispatch its national guard and step-up coordination and enforcement efforts. A senior Mexican official said Monday that, three weeks ago, about 4,200 migrants

were arriving at the U.S. border daily. Now that number has dropped to about 2,600. Immigration was a central theme of Trump’s 2016 campaign and he is expected to hammer it as he tries to fire up his base heading into the 2020 campaign. Worker productivity, how people feel about the work they do and the level of engagement, improves with a view of nature.â€? Directions: Heat oven to 350° F. Line 9-by-13-inch baking pan with foil; allow overhang. Grease foil with nonstick cooking spray; set aside. In large bowl, whisk 2 cups flour, 1/2 cup powdered sugar, cornstarch and salt. Using pastry blender, cut in butter until mixture resembles crumbs. Press mixture into bottom of baking pan. Bake 18-20 minutes. To make filling: In medium bowl, whisk eggs, sugar, remaining flour, lemon zest, lemon juice and light cream. Pour filling over hot crust. Bake 15-20 minutes. Cool completely on wire rack. Grasp foil overhang and lift from pan. Cut into bars. Sprinkle powdered sugar over bars before serving.

Fox drew 5,324,000 viewers for Sunday’s game, topping 4,492,000 for the Americans’ 0-0 group-stage draw against Sweden in 2015. The game was the most-watched Englishlanguage soccer telecast in the country since last year’s

men’s World Cup final. In addition, Sunday’s match averaged 84,000 viewers online, the secondmost streamed Women’s World Cup match. The first two U.S. matches averaged 3,975,000, up 2 percent from 3,902,000 from four years ago. The U.S. has advanced to the knockout stage and will finish group play on Thursday against Sweden.

World Premiere of British Playwright Peter Quilter’s “BESTSELLER” Any writer who has ever stared at a blank piece of paper will recognize the angst of coming up with that first line. This is illustrated in the world premiere production of Peter Quilter’s BESTSELLER at the International City Theatre in Long Beach. The West End and Broadway playwright, whose plays have been translated into 27 languages and performed in over 40 countries, has written a clever script, which comically takes you into the hearts and souls of a group of writers who have converged on an isolated lakeside cottage in the British countryside for a retreat. The loving proprietor of this temporary oasis for writers is Maureen, wonderfully played by Wendy Worthington who, in referring to writers, says such delicious lines as “They walk that tight rope between eccentric and psychotic.” Under the mostly tight direction of Jane Page, the action begins with a young writer named Damien (Ian McQuown) typing away at his typewriter – yes, typewriter. His forte is writing ultra-violent characters with a propensity for bizarre acts of mayhem. Referring to Damien’s work, Maureen quips, “If it gets to be too much, we keep the police on speed dial.” The other writer is a rather flamboyant, and outrageously flirtatious “Queen of Romance Novels” Shelley, (Alexandra Ruth Wright) a successful novelist who specializes in schmaltzy love stories using her serial romances and or engagements as fodder for her characters. None of the men in her life are safe from her salacious pen. She admits, “Everything I write is pure trash.” The final writer to appear is Alex, (Eric Myrick) who is devastated by recent traumatic events when both his girlfriend and agent dumped him at the same time. Regarding the actor playing Alex, it seemed his concentration waivered, so at times he looked uncomfortable and wasn’t quite sure of what to do with his body, sometimes resorting to a very subtle form of grimacing. What is particularly fun about this production is the playwright bringing to life the characters being written by the playwrights, all of which are characterized by the very talented Julia Davis and Sam Spanjian. The first to emerge are from Shelley’s latest novel about two shipwrecked people who swim to a deserted island. He is sexy, and she is scantily clothed and being somewhat of an airhead, is more concerned about the fact that she lost her cell phone than being rescued. She barks commands at him

about building a shelter and finally exasperated he shouts, “I’ll collect the twigs – you go see if there’s an Ikea.” Another set of characters that come to life is from Damien’s book called “The Necklace of Death.” We see two murderers who have just bludgeoned someone to death and stole her necklace. The male character looks like a stock Igor, the traditional cliché hunch-backed assistant or butler. His coat and face are covered in blood and according to his female boss, and ringleader of this murderous duo, comments that he looks like he got caught in an “explosion of a ketchup bottle.” Laugh lines abound throughout Quilter’s script, one of which is from Damien, “I may kill people, but it doesn’t stop me from having good manners.” At last Alex is unblocked and writes a story about a Russian couple – Tatiana and Victor. Although separated for six years, neither one will leave their home. So, the court orders a wall be built, separating both sides of the house. The writer decides he doesn’t like the Russian characters, so he changes them to an American couple living in Milwaukee named Brandon and Crystal. While many playwrights cannot write a strong second act, Quilter’s Act 2 is just as much fun as Act 1. It begins with Igor sneaking down the stairs to search for the necklace, which he thinks is real “purty.” His boss catches him in the act and holding a shotgun, insists that he toss the necklace to her. She snarls, “That’s the worst throw I’ve ever seen.” The merriment continues, and the shipwrecked Jessica and sexy Sergio are eventually rescued. Soon the time arrives for the writers to pack up their materials and head home. Maureen serves one last cup of tea to her departing guests.** Clearly, the funniest scenes are when the imaginary characters spring

off the written Page and come to life. The pivotal character is Worthington’s Maureen, who at one point reminisces about her husband Charles who disappeared during a walk around the lake. “Our love was gentle and easy like a summer breeze.” She hopes that one day she will hear a knock on the door and he will reappear. One of Quilter’s witty lines, “We’re all on the edge of madness,” could sum up the effect the political climate in Washington is having on the country. A temporary respite would be a ride down to Long Beach to catch this very entertaining evening of theatre. *(Directing is acute attention to detail and one overlooked by Page is when Alex enters, supposedly with a rain-drenched umbrella and coat, both of which are completely dry. ‘The Mustang’--An Unusual Horse Story “The Mustang,” directed and co-written by Laure de Clermont-Tonnerre, marks the young French woman’s film debut. And even though she is French, her first film has a very American theme and setting. It begins with a mass government roundup of mustang horses ordered by the Bureau of Land Management to keep their numbers under control. Some of these wild creatures will be sent to prisons to be trained by inmates because bonding and working with an animal will help criminals get in touch with their more gentle side. When the Mustangs are domesticated sufficiently, they will be sold at auction “The Mustang” focuses on one very uncooperative inmate named Roman Coleman, played by the excellent Flemish actor Matthias Schoenaerts (“Far From the Madding Crowd” and “The Drop”) who performs without a trace of an accent. Schoenaerts European films include “Bullhead” and his Caesarwinning “Rust and Bone.”

During this onscreen story, you learn to care about Roman, hoping he, like his horse, can be rehabilitated. Roman, serving an elevenyear sentence for domestic violence, is sullen and unresponsive in his sessions with the prison psychologist (Connie Britten) telling her, “I’m not good with people.” Since he is not a people person in any way, he is assigned to outdoor work, shoveling up horse manure. Soon a very difficult horse later named Marquis draws his attention as it kicks violently at the walls of his stall, desperately wanting to be free. The horse is as defiant and unfriendly as Roman. During his outdoor clean-up tasks, Roman is befriended by a cheerful, outgoing fellow inmate, Henry Davis (Jason Mitchell), who talks to him about what it takes to become a horse trainer. Eventually Roman catches the watchful eye of Myles, the old no-nonsense horse trainer instructor (Bruce Dern) who enlists him to work as a one-on-one trainer for

Marquis. At first, Roman is reluctant to take on the assignment because he is afraid of the unruly horse, but the determined Myles won’t take “No” for an answer. To win over his horse, Roman is told to talk soothingly to the animal without yelling at the beast and calling him “a stupid animal.” Being kind to one another takes time for both the horse and Roman.

Roman also has trouble connecting with his pregnant teenage daughter Martha (Gideon Adlon) who comes to see him in prison. Her motivation for a visit is to demand that he sign emancipation papers so she can leave the state with her boyfriend. That doesn’t go well. There are lovely moments on screen as Roman bonds with his wild mustang Marquis.

As we witness the interaction between man and beast, this unlikely horse story also shows the viewer what it is like to be incarcerated. Prison life can be even more dangerous than working with an unruly wild horse. “The Mustang,” from Focus Features, is rated R for language, some violence, and drug content. an interview with President Trump in the White House on Sunday. The president was elaborating about his “fantastic financial statement” that one day “might” be made public, when somebody coughed behind the camera. Trump stopped and suggested that he redo his answer. “He’s coughing in the middle of my sentence. I

don’t like that, you know? “If you’re gonna cough, please, leave the room. You just can’t, you just can’t cough,” he added, shaking his head in apparent disapproval. The culprit appeared to be Trump’s chief of staff, Mick Mulvaney, judging by the reaction of Stephanopoulos. This could not be confirmed from the footage, however. June 19, 2019

The interview for ABC’s ‘This Week’ program was conducted in the Oval Office and the Rose Garden. It touched on a range of issues, from Trump’s re-election campaign and the Robert Mueller report, to his yet-tobe-released tax returns. On the latter, Trump said he wanted the public to see his ‘phenomenal’ financial statement because it

shows how well he did his job. However, taking a decision to make the records public is “up to lawyers, it’s up to everything else” except him, Trump added, before lashing out at Democrats for seeking his tax returns. The president said his opponents were trying to undermine his campaign with demands for financial transparency.

Historical knowledge may illuminate the moments that shaped a loved one’s life or simply satisfy a curiosity about events and people that occupied a different place in time. For Heart Attack Survivors, Emotional Well-Being is Vital By Desert Star Staff SEATTLE – The physical recovery after a heart attack can be grueling, but a person’s emotional and mental recovery can be just as intense – and in some cases, even more trying. About four years ago, Sara Hoffman was on a flight from Seattle to Mexico for her wedding when she suffered a heart attack known as a “widow maker” because of its poor survival rate. Hoffman was only 37 at the time and living a healthy lifestyle she thought would shield her from a genetic disposition toward heart disease. Two days after the heart attack, Hoffman was in Mexico for her wedding. But when she got home, she started feeling isolated and lonely. “You’ve just gone through this traumatic thing and, you know, your heart is one of your most vital organs, and now feeling like it could happen again at any time,” says Hoffman. “And how do I trust my body again to know that

I really am okay, even though the doctor’s telling me I am? How do I truly know that?” Hoffman says having a heart attack in her 30s made her feel even more isolated, and she struggled to find support groups for people her age. As many as one in three heart attack survivors suffers from depression, according to the American Heart Association. The app “My Cardiac Coach” from the AHA helps address emotional wellbeing after heart attacks. It can give folks expert advice, track their blood pressure and weight, and connect them to support groups. In collaboration with Washington state-based health insurer Premera Blue Cross, My Cardiac Coach also offers mental-health screenings. Hoffman says she wishes this app and its healthscreening function had been around after her heart attack. “If you are answering the questions in a way that show that you might be suffering

look like they’re doing okay, doesn’t mean they aren’t experiencing depression. She says it’s important to ask them how they are feeling.

8 Wildfire Preparedness Tips for Riverside County Residents

By Chris O’Rourke The drought may have ended, but Californians are now facing another potentially destructive wildfire season because of the winter rain. Ground moisture and warm springtime temperatures have led to a vegetation growth spurt, which is clearly evident in a drive around Riverside County. Residents need to take precautions before wildfire season heats up, especially those living in high-risk areas like Hemet, Palm Springs or Riverside; the following tips will help give you a head start: 1. Create a 100foot buffer zone. The first zone is the 30 feet area closest to your home and it should be green and clean landscaping— making sure to keep gutters, roofs and lawns clear of debris. Trim tree limbs so they are at least 10 feet

away from your living space and trim unruly bushes. Keep your lawn well-manicured and landscape with plants free of flammable oils and waxes, like Douglas’ sage or succulents. Vegetation in the next 70 feet should be thinned, removing flammable plants and brush surrounding your home. A good rule of thumb is to leave at least 20 feet of clearance between groups of trees. 2. Replace exterior home materials with less flammable ones. Use fire-resistant roofing and siding and, if possible, build exterior home walls with stucco or brick. Consider upgrading to double pane and tempered windows because they are stronger and less flammable. Place screens over vents to guard against drifting embers from nearby fires. California law requires a spark arrestor constructed out of 12-gauge minimum welded or

woven wire mesh screen, with openings no larger than a half-inch over your chimney outlet. Finally, do not connect wood fences to your home because they can serve as an easy path for fire to follow. 3. Move flammable and combustible items away from structures. Items that should be at least 50 feet from your home include wood, patio

furniture, picnic tables, boats, gas cans and propane tanks. 4. Create a water shield. Check hoses and sprinkler systems to ensure you can spray your roof and exterior structure walls with water in the event of a fire. You may need a ladder to access those areas, so be sure to have one handy. Install an irrigation system such as outdoor sprinklers for your defensible space. 5. Create a detailed home inventory. An inventory of your possessions will help speed up the insurance claims process if needed. Document your valuables through photos or videos and save your receipts digitally. Also, be sure to keep your inventory in a safe place like a fireproof, waterproof lock box or digitally backed up in a secure Cloud storage site. 6. Assess your insurance coverage annually. It’s important to check in with your insurance agent on a yearly basis to ensure you have the proper amount of homeowners insurance

coverage. This includes updating your home inventory and letting your agent know about renovations, which will help ensure you have the right amount of coverage for your upgraded home. 7. Carefully read all your policy documents. Know what’s covered, what’s not and how much insurance coverage you have. If you have questions, consult your insurance agent. 8. Have the documents you need before you call. If you’re affected by a wildfire, be sure to have your insurance policy number and a description of damages and photos ready for your insurance agent. By Desert Star Staff CONCORD, N.H. -– A new report ranks New Hampshire number one in overall child well-being, but advocates for kids and families say it’s no time to be complacent as there’s room for improvement. The new Annie E. Casey Foundation Kids Count Data Book showed while the state ranks second in the nation for health and fourth for education, its ranking for economic well-being dropped from third to 10th. Rebecca Woitkowski, early childhood

policy coordinator with the nonprofit New Futures, said many residents hit hardest by economic factors live in rural areas, which lack access to jobs and community services. “Primarily this is a difference between rural and urban areas in our state,” Woitkowski said. “Family support services, like home visiting and other services offered at family resource centers, are proven to mitigate adverse childhood experiences and help children’s brains develop on track and set up kids for success later in life.”

She said the legislature has laid some groundwork to improve access to services around the state, but more could be done to address these disparities. The report said about 26,000 New Hampshire children live in poverty. New Hampshire also has one of the highest rates of opioid abuse in the country, and Woikowski said tackling that crisis is crucial to ensuring children’s health and well-being. “New Hampshire has some particular challenges with our child protection, mental

Teen Vogue blasted for ‘promoting sex work’ as ‘real work’ By Desert Star Staff Teen Vogue is facing backlash for “promoting prostitution” after publishing an article which advertises sex work as “real work” to its audience, which is made up mostly of girls between the ages of 12 and 18. The article headlined “Why Sex Work Is Real Work” was initially published in April but has received renewed attention and criticism after the magazine decided to promote it again on Twitter this week. In the piece, Dr. Tlaleng Mofokeng argues for the decriminalization of sex work across the world, citing global efforts to ensure better labor rights for the women involved. The continued criminalization of sex work is “a form of violence by governments and contributes to the high level of stigma and discrimination” around prostitution, she argues. Yet, large chunks of Mofokeng’s article come across more like an advertisement for sex work as a potential career path than a simple argument for decriminalization – with little said about the dire circumstances which often lead young girls into that world. Mofokeng tells teen

readers that people often “misunderstand” what sex work actually is, writing that “sexworker services” can include “companionship, intimacy, nonsexual role-playing, dancing, escorting and stripping.” She also suggests that relationships that started off as sexual could “evolve” into “emotional and psychological bonding.” The idea of “purchasing intimacy” can be affirming for people in need of “human connection, friendship and emotional support,” the article says, seeming to promote prostitution as a kind of caring profession serving people in need. Mofokeng even compares her work as a medical doctor offering advice and treatment for sex-related problems to sex work, arguing that she is not criminalized for her work, so “sex workers” should not be either. I am a doctor, an expert in sexual health, but when you think about it, aren’t I a sex worker? And in some ways, aren’t we all? Teen Vogue’s tweet on Sunday with the caption “Yes, sex work is real work!” received instant backlash, with many accusing the magazine

of promoting prostitution to vulnerable minors. One user pointed out that girls are often forced into prostitution by human trafficking gangs and not all “sex workers” are campaigning to have the so-called “work” they are forced into being made legal – a side to the story never explored by Mofokeng. Responding to the piece in May, former prostitute Dana Levy argued that support for full decriminalization, which would turn the sex industry

into a “legitimate financial business” is “not shared by most people in prostitution.” Levy argued that adolescent girls from dysfunctional and poor backgrounds can become confused when they see the sex industry lobby presenting prostitution as a “social mobility tool” and succumb to the myth of “easy money.” Yet, Teen Vogue was obviously unmoved by the stories of rape, drug abuse, lack of control, PTSD and ruined lives that emerged after

it published the story – and decided to keep promoting the article anyway. It’s not the first time Teen Vogue has courted controversy with articles arguably inappropriate for the age range of its target audience. In 2017, it published a “guide to anal sex,” which it said can be “awesome” and encouraged readers to “give it a go.” Earlier this month, it was also criticized for advising minors on how they could obtain abortions without their parents’ knowledge.

Holly Binns – director of Conserving Marine Life on the Gulf Coast and in the U.S. Caribbean for The Pew Charitable Trusts – says once the coral is gone, the damage is almost irreversible. “Unfortunately, once these deep-sea corals are damaged, they’re very fragile and they can take decades or even centuries to recover,” says Binns. Binns says an extra benefit of these restoration plans is the development of better maps to locate coral reefs and other ecosystems in the deep ocean. “A lot of our ocean has

yet to be mapped, and it’s only in the last 10 or 20 years where the technology has been good enough to allow scientists to get into these very deep waters,” says Binns. “Using remote operated vehicles and submersibles, they are now able to get down into the deep ocean.” Restoration projects are funded through a $20 billion settlement fund with BP, the oil company that owned the Deepwater Horizon rig. Comments for the deepsea habitat restoration project can be made by letter or online with the U.S. Fish and Wildlife Service. The Open Ocean Trustee Implementation Group is planning to spend about $130 million over the next seven years to study, restore and manage deepsea habitat, including coral communities in the Gulf. – says the project aims to restore damaged habitat for fish, sea turtles and other inhabitants of the ocean’s middle and lower depths. “We’re trying to identify areas that are not in conflict with any existing fishery, but are extremely valuable in terms of conservation, so that those areas will be protected,” says Brooke. “So, if and when whichever fisheries it is start moving into the deep sea, at least we have those valuable areas protected.” Public comment is being taken about the plan through the end of June. 5 Ways States Can Unify Behind Marijuana and Reap the Benefits

By Desert Star Staff Medical marijuana is now legal in 33 states, but some have been slow to reap the economic benefits. Advocates say this is because of a long legislative and legal process that delays the rollout of legalization and results in numerous restrictions. “How the states regulate marijuana varies greatly,” says Sarah Lee Gossett Parrish (www.sarahleegossettparrish. com), a cannabis industry lawyer. “Each state has to decide how much a patient can possess, where and how they

can obtain it, and what medical conditions warrant a physician’s recommendation for its usage. “The more permissive state regulatory systems result in more patients and usually in more dispensaries.” Oklahoma, though regarded as a conservative or red state, is viewed as one of the most liberal when it comes to medical marijuana laws, Parrish says. And about a year after voters approved medical cannabis in Oklahoma, business is booming in the state. Now comes Oklahoma’s

“Unity Act,” signed into law in March. Parrish says it was designed to streamline state regulation of medical marijuana without impeding commerce and imposing too many restrictions. “The Unity Act further develops Oklahoma’s medical marijuana program, an exemplary model for states that seek a more permissive regulatory scheme,” Parrish says. “There are compromises added for employers, but overall it benefits the patients and entrepreneurs. Oklahoma rolled out its medical marijuana

program quickly and efficiently, wisely avoiding the quagmire of regulations that strangle the industry in other states.” Parrish explains some key provisions of the Unity Act that promote the industry’s growth while ensuring proper oversight: Sale of seeds. “The Act includes language allowing commercial growers to sell seeds or clones to other commercial growers, thereby providing a much-needed legal way for new growers to obtain seeds and clones,” Parrish says. “Language that would also have allowed the sale by growers to patients or caregivers was deleted.” Patient confidentiality. “The Act preserves confidentiality of patients and caregivers, making the handling of all records subject to all relevant state and federal laws, including HIPPA (Health Insurance Portability and Accountability Act of 1996),” Parrish says. Employment Issues. The Act permits employers to refuse to hire workers for safety-sensitive jobs, examples of which are listed in the legislation. It provides that employers are not required to permit or accommodate the use of medical marijuana at the

place of employment. “It also recognizes employers’ right to establish written policies about drug testing and impairment in accord with current Oklahoma law,” Parrish says. Seed-to-sale quality and safety checkpoints. The Act requires a medical marijuana seed-to-sale inventory tracking system, and mandates quality testing by licensees. “This includes testing for contaminants and THC/CBD content,” Parrish says. New licenses. The Act creates a medical marijuana transporter license, a testing laboratory license, research license, a caregiver license and an education facility license. “These components show how the Unity Act represents a concerted effort to create a working framework for regulation and oversight,” Parrish says. “It’s encouraging to see both sides of the aisle work together to achieve a common goal,” Parrish says. “Oklahoma is on its way to becoming a thriving cannabis industry, and that’s good news for everyone.” Source: Sarah Lee Gossett Parrish

Trade is a job creator, not a job killer

By Howard Dean Congress will soon vote on the United States’ updated trade agreement with Mexico and Canada. This much-needed update, called the United StatesMexico-Canada Agreement, will create jobs, open up new markets for U.S. businesses, and strengthen ties with two of America’s most important allies. Speaker Pelosi and Senate Minority Leader Schumer are both smart legislators. They know the path to victory in 2020 runs through moderate districts. In the recent midterm elections, my party flipped 40 House seats in Republican strongholds like Texas, Kansas, and Oklahoma by promising policies that tangibly improve the lives of middle-class Americans. USMCA is one such policy. Public support for the trade agreement has increased significantly since U.S., Canadian, and Mexican leaders finalized it last year. A new survey found Americans favor ratification of USMCA by a 4-to-1 margin. The deal promotes a fair, rules-based trade environment that would help American workers flourish. Consider how the pact would help farmers. USMCA eliminates some of the barriers that prevent American farmers from selling poultry, eggs, and dairy products in Canada. almost 3 million people. That number will grow if Congress ratifies the agreement and enables farmers to export more food to our northern neighbors. Or consider how USMCA would boost wages for workers in the auto industry, which supports over 7 million U.S. jobs. To receive duty-free treatment under USMCA, 75 percent of a vehicle’s value must originate in North America, up from the current 62.5-percent requirement under NAFTA. This change would create more jobs at auto-parts suppliers. USMCA also requires nearly half of all car parts to be made by workers earning at least $16 an hour. That provision would ensure American manufacturing workers earn strong wages. This deal has the strongest labor provisions of any U.S. trade agreement in history. It requires all three countries to protect labor rights recognized by the International Labor Organization. It also makes it easier for Mexican workers to form unions and collectively bargain. That’ll help American workers by raising wages and benefits in Mexico -- thereby making it less attractive for U.S. companies to shift production and operations to our southern neighbor. And USMCA would make it easier for America’s 30 million small businesses to access the Canadian
