“Dreamers Belong Here” Supreme Court rules in favor of ‘Dreamers,’ says Trump can’t end DACA without justification. By Desert Star Staff The Trump administration can’t shut down the Deferred Action for Childhood Arrivals (DACA) program without better justification; the Supreme Court has ruled, nullifying one
of the president’s signature actions on immigration. Trump’s Department of Homeland Security failed to provide an adequate reason for shutting down the program when it declared
Kitty Alvarado Erin Johnson says she and her family went from living on a Property in Pinyon Pines to living in a tent, separated from their children in a matter of days, “I had to leave my kids with my mom for a while because we have nowhere to go.” She says their nightmare started when a man overheard them saying they were looking for a place to rent he told them it just so happened he had a place nearby that he was looking to get rid of and they could lease to own it for $10,000. “We gave him $5,500, which is all the money in the world that we had,
and he drew up this lease paperwork,” she says. She showed us documents that look like an unsigned lease and a receipt, she says she paid in cash. She says they moved in, got cable installed, and were living happily there with their children and pets. But, eight days later, the property’s rightful owner showed up. “And said, ‘well, what are you doing here?’” she says, adding she explained they leased the property and showed him the documents. She says he then later had them escorted off the property without their belongings but

The decision represents a severe defeat to one of the president’s chief accomplishments on immigration, which was a central issue in his 2016 campaign. However, Trump
has the option of presenting a more detailed justification for shutting down the program. When the president initially pulled the plug on Continues on Page 3

CA LGBTQ Groups Rejoice at Landmark SCOTUS Ruling By Desert Star Staff SAN FRANCISCO -- LGBTQ+ groups are celebrating, as the decadeslong struggle for equal rights in the workplace won a huge victory at the U.S. Supreme Court. The high court justices ruled 6-3 Monday that people cannot be fired on the basis of their sexual orientation or gender identity. Samuel Garrett-Pate, communications director with Equality California, said the Golden State already has strong protections - but this decision will benefit millions in dozens of other states. “In more than half of states, there are no state-level protections,” Garrett-Pate said. “So what this says is, indeed federal law protects those employees from discrimination based on the fact that they are LGBTQ+, regardless of what the state law says.” Justice Neil Gorsuch,
writing for the majority, argued that the Civil Rights Act of 1964 does apply to LGBTQ people. Justice Samuel Alito, in his dissent, accused the court of legislating from the bench and argued that the original intent of the law was to cover bias against women or men, not to curb discrimination on the basis of sexual orientation or gender identity. Garrett-Pate said the ruling is a stunning rebuke to the Trump administration, which just on Friday declared anti-discrimination rules in the Affordable Care Act do not apply to LGBTQ+ patients. “So just a few days after the Trump administration tries to say that no, discrimination on the basis of sex is not the same as discrimination on the basis of the sexual orientation or gender identity, the Supreme Court says actually it is,” Garrett-Pate said.
Monday’s Supreme Court decision could serve as precedent to strike down anti-LGBTQ discrimination in other arenas such as housing and education. (Charlotte Florito/Wikimedia Commons) Advocates are calling for passage of the Equality Act, which would make it illegal to discriminate against LGBTQ+ people in all areas of life, including housing, education
and public accommodations. The bill passed the House of Representatives more than a year ago but is opposed by President Donald Trump and remains stalled in the Senate.

During Stressful Times, Men Urged Not to Ignore Signs of Health Trouble
A report from the Kaiser Family Foundation says men have on obesity rate that’s 12% higher than women. Health experts say it’s one of the many reasons why men should stop ignoring health issues. (Adobe Stock) By Desert Star Staff American men have a long history of putting off health checkups. And as Father’s Day draws closer, medical experts say it’s time for men to
be proactive in protecting their health, especially during stressful times. Health risks from COVID-19 and the worldwide protests over racial injustice are among the added
stressors many people are experiencing in 2020. Dr. Robert Kantor, UnitedHealthcare of Minnesota’s chief medical officer, says for men, there’s an adverse effect, especially if
they lean on past tendencies. “They don’t seek help when they need to,” Kantor points out. “They don’t regularly attend to that, addressing their own health. And there’s also the choices that they’ve made throughout their life that puts them at risk.” Kantor says those include bad habits such as excessive drinking and tobacco use. While COVID-19 cases in Minnesota are evenly split between men and women, a study appearing in the journal Frontiers in Public Health says men are more than twice as likely to die of COVID-19. And health departments across the U.S. say African-Americans are disproportionately affected by the coronavirus. Couple that with tensions over racial injustice and Kantor says there’s a heightened possibility of health problems for black men. Kantor says rather than suppress any concerns over mental well-being or
other warning signs, men need to talk things out with a family member and seek professional help. He says scheduling wellness visits are a good prevention tool, and taking these steps can make it easier to manage day-to-day life. “There can be changes in how we behave, how we respond, our internal level of stress that we experience,” he states. According to a report issued by the Cleveland Clinic last year, only half of the nearly 1,200 men surveyed said they get regular checkups. During the pandemic, other surveys indicate men are less likely to wear a mask in public. Kantor says men need to realize that following that guideline helps protects others from the spread of COVID-19, and that it’s not just about protecting themselves. Latinos Urged to Consider End-of Life Care in COVID Era By Desert Star Staff SAN DIEGO -- Latinos make up 25% of the deaths from COVID-19, even though they’re only 18% of the population. So a new bilingual campaign is helping lay out end-of-life care options. The Mexican consulate’s Ventanillas De Salud, or Windows of Health, program is teaming up with American groups that help people face end-of-life conversations. Patricia A. González-Portillo, national Latino communications and constituency director with the nonprofit Compassion & Choices, said the issue is particularly important for Latinos. “We’re the ones with

the highest numbers of hypertension, diabetes,” González-Portillo said. “And so it’s very important that we talk about death, especially right now where going outside to get our tortillas and beans, we can catch this horrible illness that could kill us.” Experts recommend that everyone talk to their families about whether or not you want to be intubated or be put on life-support machines - and lay out preferences for a service and final resting place. González-Portillo encouraged the public to check out the free online bilingual COVID-19 toolkit available at CompassionAndChoices.org. “The most important thing you can do: fill out your advance directive,” she said. “Because when you go to the hospital, that may be the last
time that you see your family.” Maria Otero, also with Compassion & Choices, said Latinos need be their own best advocate - and let their doctor and families know their end-of-life wishes. “Death is not a taboo in our community, but we don’t like to talk about it,” Otero said. “The pandemic has really given us the opportunity to start the conversation with our Latino/Hispanic communities.” The coalition is also sponsoring a series of webinars on end-of-life care available on their YouTube channel. DACA was imposed via executive order by former President Barack Obama, and then-Attorney General Jeff Sessions had repeatedly denounced the program as an unconstitutional end-run around immigration laws. The program allows children of illegal immigrants to remain in the US if they were under 16 when they were brought to the US, as long as they arrived before 2007. DACA supporters argue the program has allowed participants to live better lives and move up the social ladder by accessing programs and resources that are not available to non-citizens.

Legislature Approves Berman’s Vote By Mail Bill
If signed, a vote by mail ballot would be mailed to every registered voter for the 2020 General Election
By Desert Star Staff SACRAMENTO – The California State Legislature has approved Assembly Bill 860, authored by Assembly member Marc Berman (D-Menlo Park), which would require county elections
officials to mail active registered voters a ballot for the General Election this November. The bill cleared its final hurdle in the Legislature today, passing out of the Assembly on overwhelming bipartisan support. AB 860
By Desert Star Staff LINCOLN, Neb. -- Support for renewable energy in the U.S. cuts across party lines, according to a new Yale University report. Three in four Republicans surveyed are in favor of increased funding for clean energy research, generating power on public lands and giving tax rebates for installing solar. Support was even higher among Democrats. John Hansen, president of the Nebraska Farmers Union, says boosting renewable energy would create new jobs, and provide property tax relief by adding to local tax bases. He adds wind and solar also can help farmers. “It’s also a very significant increase in the amount of income,” he explains. “And given commodity prices, anything we can do to bring in additional revenue to help augment our sagging cash flows is
a welcome thing to do.” The report found that moderate Republicans are 35 percentage points less likely to vote for a candidate that opposes action on climate change. But just one in five Republicans surveyed says climate change should be a high priority, compared with more than 80% of Democrats. Hansen points to last year’s 500-year flood, on top of three 100-year floods within a decade in some parts of Nebraska, as evidence that climate change already has arrived. Hansen says last year’s flooding cost Nebraska’s agriculture sector alone $1 billion. He says he’s hopeful that increased support for clean energy will help prevent worst case scenarios projected by scientists. “We need to accept the science, and if we care about our kids, our grandkids, our great grandkids, we need to
now awaits Governor Gavin Newsom’s signature. “No one should have to risk their health – and possibly their life – to exercise their constitutional right to vote,” said Assembly member Marc Berman. “In the midst of a deadly health pandemic, giving all California voters the opportunity to vote from the safety of their own home is the responsible thing to do. I am grateful that so many of my colleagues from both sides of the aisle agree, and I look forward to Governor Newsom signing AB 860. This bill gives voters the peace of mind to know that they can safely participate in their democracy and allows our elections officials to continue making the necessary arrangements for the general election.” Approximately 78% of California’s active registered voters received a ballot in the mail before the March Primary Election this year. Since California held that election, at least 16 states either postponed their scheduled primary elections or switched them to vote by
mail elections due to concerns that conducting in-person voting during the spread of COVID-19 threatens the health and safety of voters, election workers, and the public generally. In anticipation of heightened interest in voting by mail, AB 860 (Berman) proactively ensures that active registered voters in California will receive a ballot in the mail. Importantly, in-person voting opportunities would remain available for voters in a manner that protects the health and safety of voters and election workers. Senate Bill 423 by Senator Tom Umberg (D-Orange County), would require county elections officials to establish and maintain a minimum number of polling places and vote centers for the statewide general election on November 3, 2020. SB 423 was introduced in May as a part of a legislative package with AB 860 to protect both public health and voting rights amid the COVID-19 pandemic. Last week, Sutter County Superior Court Judge Perry Parker issued a temporary
restraining order blocking Governor Newsom’s recent executive order that requires active California voters to be mailed vote-by-mail ballots for the November General Election and requires counties to make available a minimum number of polling places for voters to vote in person. Yesterday, the Third District Court of Appeals put a stay on the Superior Court’s temporary restraining order. The passage of AB 860 will provide much needed clarity for elections officials and California voters about the conduct of this November’s Presidential General Election. Assemblymember Marc Berman represents the 24th Assembly District, which includes southern San Mateo County and northern Santa Clara County in the heart of the Silicon Valley. FDA says hydroxychloroquine no longer approved for Covid-19 emergency use
By Desert Star Staff US regulators have revoked emergency approval for the use of hydroxychloroquine to treat Covid-19. Doctors will still be able to prescribe the drug, recently taken by President Donald Trump himself, for off-label use. Citing the “totality of scientific evidence available,” Food and Drug Administration (FDA) Chief Scientist Denise M. Hinton wrote on Monday that it was “no longer reasonable to believe” that hydroxychloroquine (HCQ) and chloroquine (CQ) may be effective against the novel coronavirus, as outlined in the emergency authorization EUA 039 from April 2020. While admitting that not enough research has been conducted on the drugs’ effectiveness, the FDA argues that, based on the studies so far, the treatment doesn’t work to reduce the viral load in Covid-19 patients. Two early studies observing viral shedding have “not been consistently replicated” by later research, Hinton’s letter said. “Recent data from a large randomized controlled trial showed no evidence of benefit for mortality or other outcomes such as hospital length of stay or need for mechanical ventilation of HCQ treatment in hospitalized patients with www.desertstarweekly.com
[Covid-19],” Hinton wrote. Among the studies looked at by the FDA was the controversial one published in Lancet last month, which was later retracted due to problems with the data. Hinton says the agency disregarded the study from the final analysis. Instead, the letter cited “persuasive evidence of a lack of benefit” coming from the RECOVERY study, a randomized trial sponsored by Oxford University in the UK, which gave HCQ to 1,542 patients out of 11,000 volunteers and ended on June 5. Hinton said that “it is no longer reasonable to believe that the known and potential benefits of CQ and HCQ outweigh the known and potential risks associated with the authorized use.” CQ and HCQ have been used for decades to treat malaria, lupus and rheumatoid arthritis, with known side effects such as arrhythmia, low blood pressure and muscle or nerve damage. The FDA admitted it had very limited data on the incidence of side effects among Americans treated with the drug – 1,762 HCQ treatments, out of 2.4 million seven-day courses dispensed from the Strategic National Stockpile as of May 22.
Trump brought up HCQ back in April as one possible treatment for Covid-19, and last month he revealed he was taking the drug himself, as a prophylactic. Several individuals have come forth to credit the drug with their recovery from the coronavirus. The medical
and media establishments have been overwhelmingly hostile to the drug, however, citing its potential dangers and going so far as to assert it “will kill you.” Covid-19 patients can still receive HCQ and CQ under ‘off-label’ usage rules, but the FDA does not recommend
their use at hospitals outside of clinical trials. As yet, there is no FDAapproved treatment against Covid-19. So far, over 2.1 million Americans have tested positive for the coronavirus, and almost 116,000 have died.

Youths Act to End School-to-Prison Pipeline
Students rallying at City Hall in New York City call for more guidance counselors and fewer police in public schools. (Photo: Urban Youth Collaborative) By Desert Star Staff NEW YORK -- Students in New York City are calling for school safety to be taken out of the hands of the police department.
They call it the school-toprison pipeline, zero-tolerance policies that involve police in minor incidents leading to student arrests, juvenile detention and incarceration.
Since 1998 the New York Police Department has been training and supervising School Safety Agents who have the authority to arrest students in public schools.
But Kobie Fraser, a youth leader with Future of Tomorrow and the Urban Youth Collaborative, says that has encouraged a law enforcement approach to maintaining school discipline. “That can be a role of teachers or their deans, and through restorative justice, once implemented correctly, the student can have time to reflect on whatever the situation may be,” she states. The youths are calling for funding to be redirected from deploying School Safety Agents to promoting approaches that reduce conflict and encourage resolution. Fraser says schools need more resources that can help address the root causes of behavior problems. “More after-school programs, more mental health professionals, more tutoring instead of having police in schools to counteract the learning environment that children should have and

deserve,” she states. Fraser adds that harsh disciplinary practices disproportionately impact students of color, students with special needs and LGBTQ students. In 2011, New York City passed the School Safety Act, requiring quarterly reporting of disciplinary actions, including arrests and suspensions by race, gender, age and location. According to Fraser, that data is helping to change the way police and schools approach discipline. “We’ve received promises from the mayor to implement restorative justice programs in middle schools and high schools,” she states. “We’ve been able to have socialemotional learning added to elementary school programs and secured more funding for social workers.” Fraser says ultimately, students hope to see school safety agents removed from public schools entirely.

Gavin Newsom is also asking for money to be set aside to help small businesses cover the cost of hiring temporary workers or cross training other employees. Statistics show lowwage people of color are over-represented in the small-business workforce. Bridget Shea, California campaign manager with the group Paid Leave for June 19, 2020
the United States, said many black and Latinx new mothers in particular avoid taking paid leave because they have little savings and can’t afford to lose a job. “These are the people that many of us rely on in our daily lives and who continue to be essential in keeping California functioning during this pandemic,” Shea said. A new study from Bay Area Council Economic Institute found small

5 Tips to Build Resilience in School-Aged Children R
FAMILY FEATURES
esilience – the capacity to prepare for, adapt to and grow through disruption, trauma and loss – is a skill many parents want for their children. However, there is more to it than “pulling yourself up by your bootstraps” or persevering through hardships. According to a Pew Research Center survey, approximately 70% of teens between the ages 13-17 cited anxiety and depressions as a major problem among peers, while 55% said bullying was a major problem. Among the pressures facing teens, getting good grades topped the list at 61%. Mollie Marti, PhD, founder of the National Resilience Institute, delivers workshops and trainings around the world to help organizations and communities cultivate resilience – a need, she says, that pre-dates COVID-19, especially among young people. Recognizing the importance of resiliency in youth, Connections Academy, an online public school program for grades K-12, has partnered with the National Resilience Institute to elevate the topic of resilience and share expert advice for raising children who are brave, curious and better able to adapt to life’s ups and downs. “Even before the pandemic, the statistics about anxiety and depression among teens were cause for great concern,” said Marti, who also compiled a guest blog series on resilience-building for Connections Academy. “More than ever, it’s important for parents and schools to actively foster the growth of children who can problem-solve and adapt when facing challenging situations.” Teach Self-Care To ensure your kids can joyfully and effectively contribute to those around them – socially, physically, emotionally and mentally – it’s important to teach them self-care skills. Modeling behaviors such as eating healthy, getting proper sleep, exercising, investing in meaningful relationships and activities, and finding time to reflect, rest and repair can lead to your kids mimicking these acts. Ensuring your children are finding time to care for themselves can help them lead more balanced lives. Create Self-Awareness Children often learn the most about themselves when faced with adversity. Helping your children understand what motivates, scares or frustrates them and what they need to feel valued or loved can help build self-awareness. Understanding those feelings can help them better respond to stressful or negative situations and minimize conflict while also communicating their needs and expectations. Build Relationships and Resources Human resilience is often best cultivated in a community with others, and encouraging your children to actively seek out meaningful relationships can help them build a social support system. For example, because of the online school model at Connections Academy, teachers can spend more one-on-one time with students building strong relationships and ensuring they are thriving both emotionally and academically via phone calls, interactive video lessons, email and in-person events. “We see many students come to Connections Academy because they faced social or emotional challenges at their former school,” said Melissa Brown, Connections Academy director of schools. “I hear from our teachers all the time that they know their students better in the virtual classroom than they ever did in the traditional classroom.” Heather Franz was one of those parents who decided to transition her son to virtual school after he suffered through years of bullying at his brick-and-mortar school. The switch to a safe learning environment at home and the individual support provided by the teachers helped Franz’s son thrive. Practice Regulating Emotions In times of fear, stress or frustration, it becomes more difficult to regulate emotions and take a logical approach to the situation at-hand. To prepare your children to deal with these situations, have them practice breathing exercises when they feel anger or stress setting in, and encourage stress-reducing physical activities such as yoga, meditation or working out. Promote Self-Advocacy Teaching your children strategies to mitigate conflict and to be advocates for their needs and wants can go a long way when facing difficult situations. However, it’s also important to make sure they’re not afraid to seek out help from a parent, teacher or other trusted adult. Encourage them to use direct language and phrases like “I don’t like it when you do that, please stop” when necessary and to recognize stressors – like bullies or social anxiety – and toxic environments. For example, Franz knew it was time to intervene and make a change in her son’s academic environment when he finally told her he needed to talk to someone about his situation. By getting her son treatment for his anxiety and switching schools, she was able to start him on a path toward wellness. As all children will encounter various levels of adversity during their lives, helping them build resources and relationships can ensure they’re prepared to deal with the experiences that await. Creating a Safe Zone for Students When Heather Franz noticed her son was starting to shut down, become withdrawn and his grades were slipping, she became concerned. Another parent brought it to her attention that there might be bullying involved and, upon digging deeper, she realized it was to the point of him “being afraid to say anything in class without being torn apart.” After beginning to have panic attacks at school, Franz’s son was diagnosed by a specialist with anxiety, trauma and post-traumatic stress disorder in the sixth grade. While continuing to get professional help, Franz also opted to put him in a virtual school as crowds in the brick-and-mortar school

environment exacerbated his anxiety, and he sought more individualized challenges. Franz noticed a change almost immediately in her “previously shutdown” son after he started his seventh-grade school year at Connections Academy, which created “a safe zone for her son.” Now in eighth grade, his mood has improved and he’s an honor roll student who frequently wants to take part in activities and have friends over to visit. He’s also working to help other kids with similar challenges, even integrating creative ideas, like putting calming rooms in public schools and other public places, into his school projects.
