24th Palm Springs International Short Film Festival Opens By Pamela Price Opening night of the 24th Annual Palm Springs Film Festival at the Camelot Theatres in Palm Springs Screening 333 shorts in 90-minute themed programs nonstop between June 19-25 was once again a successful stepping stone for filmmakers. Opening night was sold out while this reporter waited in the lobby, as seating was unavailable for our late arrival! We used the time to review the magnitude of ShortFest’s impact on the film industry; last year almost 4,000 films were available with fascinating categories from Thrills & Chills to Cons & Consequences. Movies ranged from 3- minute Hash Key (France) to 25-minutes Wild Game (Estonia). Adding to this is the ShortFest Forum with panels, classes and pitching opportunities on
topics from technical knowhow to emerging trends covering issues Funding a Filmmaking Career to How to Pitch like a Pro. According to Harold Matzner Shortfest Chairman ShortFest is much more than watching short films to beat the summer heat. It is” mostly about nurturing creative talent and developing filmmakers of tomorrow, ” he says reporting that close to 700 directors, writers, actors, and producers attended this six-day event. That’s is more than the main auditorium of the Camelot Theatres can hold he added. Therefore, as one of those not seated, I recommend you be punctual because you don’t want to miss a moment of this predictably famous film festival. Noteworthy is that ShortFest winners qualify films for Oscar’s, BAFTA and Los Premios Goya Awards,
with more than 100 ShortFest films moving on to receive Oscar nominations and awards. This year Awards range from , the coveted Best of the Fest Award ( $5,000) courtesy of the Greater Palm Springs & Convention Bureau to the Bridging the Boarders Award, ( $2,500) courtesy of the Cinema Without Borders jury, with the award presented to the “Short that is most successful in bridging and connecting the people of our word closer together.” Marilyn Will of Palm Springs, an avid film fan reminded me that the Best of the Fest, June 25 is an all-day screening where fans catch up with award winners an audience favorites at the Palm Springs Cultural Center aka The Camelot. Celebrity Suicides Raise Worries About Copycats By Desert Star Staff Many people consciously or subconsciously emulate celebrities – they dress like them, talk like them and sometimes even have cosmetic surgery so they can look like them. Some people may even want to die like them. With the media coverage of the recent suicides of celebrity chef Anthony Bourdain and fashion designer Kate Spade, psychiatrists such as Dr. Soroya Bacchus (www. soroyabacchusmd.com), author of How to Detox Yourself from Alcohol, are concerned about a potential rise in the suicide rate in the coming months. “We are a copycat society,” Bacchus says. “But there is more to it than just that. A
celebrity suicide may be the real trigger for someone who is already contemplating suicide.” Suicides rose nearly 10% higher than expected in the months following actor Robin Williams’ death in August 2014, according to a Columbia University study in February. Suicides involving the method Williams used (suffocation) spiked 32% over that time. In the months following Marilyn Monroe’s death, suicide rates jumped 12% in the United States compared to the previous year. Mental health experts say exposure to media coverage of a high-profile suicide, especially coverage which fixates on the gratuitous details of a person’s death, can lead to more suicides. It’s
called “suicide contagion.” Dr. Bacchus agrees with the National Suicide Prevention Lifeline that there are several steps you can take if you know of someone who may be contemplating suicide. Ask the question. Asking the question “Are you thinking about suicide?” communicates that you’re open to speaking about suicide in a nonjudgmental and supportive way. Asking in this direct, unbiased manner, can open the door for effective dialogue. Do not ever promise to keep their thoughts of suicide a secret. Listen. Make sure you take their answers seriously and do not to ignore them. Listening to their reasons for being in such emotional pain, as well as listening for any potential
Jeffrey Bernstein, Karen Barone, Tony Barone, Sid Craig. Photo by Rocky Randall reasons they want to continue to stay alive, are both incredibly important. Help them focus on their reasons for living and avoid trying to impose your reasons for them to stay alive. Find Out If They Are Safe. Determine if they already attempted suicide before they talked to you. Do they have a specific, detailed plan? What’s the timing? What sort of access to do they have to their planned method? Be there. This could mean being physically present for someone, speaking with them on the phone, or any other way that shows support for the person at risk. Make sure you follow through with the ways in which you say you’ll be able to support the person. Never promise more than you can deliver. Help Them Connect. Helping someone with thoughts of suicide connect with ongoing supports (like the
Lifeline, 800-273-8255) can help them establish a safety net for those moments they find themselves in a crisis. Follow Up. After your initial contact with a person experiencing thoughts of suicide, and after you’ve connected them with the immediate support systems they need, make sure to follow-up with them to see how they’re doing. Bacchus says it is incredibly important for anyone who knows someone who may be contemplating suicide to seek help for them immediately regardless of when they become aware of the situation. But she said during this time of increased celebrity suicide press coverage, it is even more important than usual. Consider Factor Investing to Reduce Market Risk
By Janice Gough Why Does Wall Street Consistently Profit? They buy and sell to people who don’t understand how the markets really work. The key to high returns is having a disciplined strategy. One strategy used by many today is referred to as the Factor Theory. Discipline theories have been used by many for years. Having a disciplined investment strategy differentiates the professional from the doit-yourself investor. An investment strategy does not have to be complicated.

The emphasis is not on the investment vehicle or manager, ETF or mutual fund, stock or bond. Instead, securities are chosen based on whether or not they display one or more specific attributes or factors. Factor investing is a strategic approach that looks at diversification through a new lens. Outperforming stocks share certain traits, which are given the name “Factors”. There are literally hundreds of potential factors that have been identified. It is simply selecting investments that seem to have the greatest probability of success. Because the approach is more strategy-based than productbased, advisors can select the least expensive, most efficient product that delivers consistent exposure to the chosen attributes. Firms today, are focused on Investments which are those that exhibit consistent factor exposures, broad diversification, low turnover and low costs.
By identifying the right factors and lowest cost possible, an exchange traded funds, (ETFs) portfolio can outperform a similarly allocated portfolio of mutual funds by 20 to 60 basis points. The reason is simple: Innovation and competition in the ETF marketplace has driven down costs, which gives the ETF portfolio a tailwind from a performance perspective. It’s just a bit less expensive, … a difference that compounds over time. By considering particular attributes, capitalization and profitability, allocations into these investments, which prove to outperform over time, create successful outcomes. Put simply, to systematically “overweight” securities that are expected to outperform over time, and “underweight” those that research suggests may underperform will provide success and safety to the investor over the long term. It is truly delivering the best of both worlds, at
a cost far less than that of active management and more akin to indexing. The four factors that are believed to be most influential are: Size: The propensity for small-cap stocks to outperform large-cap stocks over time Relative Price: The tendency for value stocks to outperform growth stocks over time Quality: The propensity for companies with higher profitability ratios to outperform those with lowerprofitability ratios over time Momentum: The propensity for stocks with positive momentum to outperform the market in the near term and those with negative momentum to underperform the market in the near term Two additional factors are also very popular among asset managers, though are not used as often as the first four: Low Volatility: The
tendency for a security’s value to remain stable, changing in value at a steady pace over time Dividend Yield: The tendency for companies who pay steadily growing dividends (relative to their share price) to outperform the market over time. This is highly correlated with the “Relative Price” or “Value” factor. The goal is to build and hold a broadly diversified global portfolio that offers exposure to a designated set of risk and return factors in an efficient, low-cost way.
do not give neighbors carte blanche to do what they wish - the association is only required to make “reasonable” accommodations. If the disabled neighbor creates a nuisance for neighbors, that accommodation may become unreasonable. Neighbor-to-neighbor complaints are always touchy for HOAs - who do they believe? In your case, if your clothing and unit remain smelling of smoke for hours, it would seem a director or manager could quickly observe the smell which is bothering you. Consider asking for an internal dispute resolution meeting with the neighbor and the association. Hiring a lawyer should be your very last option, if everything else has failed. A good lawyer can be very expensive, and the cost of legal conflict can also be stressful. Best, Kelly.
Dear Mr. Richardson: My HOA is getting many questions and concerns, (all negative) from tenants and owners regarding the new marijuana laws. Is there anything that the HOA and/ or individual owners can do to disallow its use? Our local apartment association recommends a full “no smoking” ban but this requires informing tenants and loss of good, paying, responsible cigarette smoking tenants. Would you address this? E.O., Tustin
associations are doing that by amending their CC&Rs or rules. Such a ban, if desired to be permanent, is best included in an amendment to the CC&Rs, since rules can be changed by the board. If a resident documents a need for marijuana use due to disability, the association may dialogue with the resident about whether a non-smoking delivery system would meet the resident’s needs while not bothering neighbors. Thanks for your question, Kelly
Dear E.O.: The passage of Proposition 64 in 2016 did not give residents the RIGHT to smoke marijuana in their homes - that change in the law removed the criminal penalties of smoking or growing (up to 6 plants) in one’s home. A landlord or HOA can still ban marijuana smoking or cultivation, and a growing number of

Must We Have Accept Mary Jane In Our Building?
By Kelly G. Richardson, Esq. CCAL Kelly: Our condo association started a “no smoking” policy, but one owner continues to smoke marijuana often. The HOA sent a notice to stop and called him to a hearing. He had an attorney send a letter stating he is “disabled” and alleging the HOA is discriminating against him. The owner continuously denies he is smoking anything, but continues to smoke. His unit is adjacent to mine and I smell marijuana often as it permeates through his walls into my unit. The HOA instructed me to keep a log of all this owner’s violations of the rule and I have. But they tell me we need still more evidence. Is this a normal process? It’s my word against the other owner’s. My clothes reek of smoke for days. Should I have an attorney write a letter to the HOA stating the smoke smell gives me headaches and I have to open all my windows and turn on ceiling fans to get air to circulate? J.V., Oceanside Dear J.V.: Has anyone noticed the neighbor has contradicted himself? If he denies smoking marijuana, why would he claim a disability? Fortunately for people who truly need marijuana for medical reasons, there are a number of delivery systems other than smoking. Edible forms and vaporizers may be available. Disabilities

Immigration Confusion, Trauma Continues at Southern Border
Immigrant detention facilities in Texas continued to deny Congressional Democrats and other politicians access over the weekend as protesters rallied nationwide. (kqed.org) By Desert Star Staff ALBUQUERQUE, N.M. — The immigration crisis at the southern border continued over the weekend, with politicians angry over being denied access to holding facilities. The government has released a fact sheet for how it plans
to reunite the thousands of families separated, but the Trump administration admitted it won’t happen quickly. Albuquerque Mayor Tim Keller traveled with a bipartisan delegation of mayors to the port of entry in Tornillo, Texas, last week. He
By Desert Star Staff BANGOR, Maine – Some drivers and passengers were annoyed, others angry and afraid when they were stopped last week by U.S. Customs and Border Protection (CBP) agents as the travelers headed south on I-95 in Penobscot County. They weren’t allowed to proceed until they said where they were born and whether they are U.S. citizens. Videos obtained by the American Civil Liberties Union show that agents at checkpoints told motorists if they didn’t respond, they’d be detained indefinitely. One person was arrested. According to Maine ACLU staff attorney Emma Bond, checkpoints like these impinge on people’s rights against unreasonable search and their right to remain silent. “The checkpoints in
Penobscot County are another example of the Border Patrol’s “show me your papers” policies that make all of us less free,” she states. “These checkpoints pose the risk of bias and subjective enforcement that the Fourth Amendment is designed to prevent.” This was at least the second checkpoint this year in Maine. At the Bangor Transportation Center in January, agents boarded Concord Coach Lines buses and asked people about their citizenship. Federal officials say their aim is to capture suspected terrorists and people in the U.S. illegally, and the Border Patrol has the legal right to operate within 100 miles of the U.S. border. As the situation continues to unfold on the U.S. /Mexico border, Bond says elected
By Desert Star Staff CONCORD, N.H. – Some New Hampshire residents and tourists hiking in the White Mountains or traveling on Concord Coach Lines say they’re angry and worried after being confronted by U.S. Customs Border Patrol agents on recent holiday weekends. The checkpoints weren’t at the Canadian border, but deep inside New Hampshire, near some larger cities and tourist destinations. The American Civil Liberties
Union of New Hampshire says it has learned four more checkpoints are planned. Legal Director Gilles Bissonnette says the checkpoints raise strong concerns about policies that may be tantamount to a police state. “We here in New Hampshire pride ourselves on our ‘live free or die’ philosophy, and these checkpoints are totally contrary to that libertarian spirit that we have in the state,” he stresses. “And
said the group was denied access to holding facilitates, and he’s alarmed by the lack of details for reunification. “And that process is a life-changing tragedy for those kids and those parents that they may never overcome,” Keller said.
In recent days, protesters have taken to the streets in New Mexico, Texas, California and other states. Mental health experts have said the trauma of childhood separation is compounded by the violence many children already have witnessed in their home countries. Last week, President Donald Trump signed an executive order ending family separations. Trauma expert Kirk Ward with Denver’s Mount Saint Vincent mental health services said he expects many of the infants and children taken from their parents under the “zero tolerance” policy will suffer developmental problems. “And if they can’t reunite with the caretaker, that will actually begin to alter how the brain views relationships and closeness with others, the more traumatic it will become,” Ward said. Since the Trump administration announced plans to prosecute all immigrants caught along the
southwest border with illegally entering the country, more than 2,300 children have been separated from their parent or guardian. Keller said the U.S. has entered “dark days” when mayors from across the country have to tell the federal government their policies on immigration are wrong. “Because when you actually humanize what they are they trying to de-humanize, everyone thinks this is wrong,” Keller said. “I have never seen anyone watch any of the videos that are out or seen any of those pictures and say, ‘That’s an America that I think is doing the right thing.’” The government says around 500 children have been reunited with their families. The Department of Health and Human Services has placed other children at about 100 shelters in 17 states. At the same time, the Pentagon is drawing up plans to house as many as 20,000 unaccompanied immigrant children on military bases.
Checkpoints by Customs Border Patrol Rile Some Mainers
U.S. Border Patrol agents from the Houlton Station operated an immigration checkpoint on Interstate 95 last week. (Customs and Border Protection) officials, as well as the public, need to get involved in the fight to protect civil liberties. The ACLU of Maine filed a Freedom of Information Act lawsuit in January to get details about Border Patrol enforcement operations in the state, but according to Bond, CBP has refused to cooperate.
“We’ve heard reports of a general increase in immigration enforcement, and that takes several forms,” she states. “We’ve heard reports of DHS agents going to courthouses, which were previously safe places. They’ve been going to bus stations, and now we’ve heard about this checkpoint.”
Bond adds there also are questions of whether people of color are being targeted, whether local police are working with CBP agents and the legality of using drugsniffing dogs at checkpoints, which is now illegal in neighboring New Hampshire.
people don’t like checkpoints – and they shouldn’t.” The Border Patrol has the legal right to operate within 100 miles of the U.S. border. Checkpoints set up in the Granite State over Father’s Day and Memorial Day weekends resulted in the arrests of 22 undocumented immigrants. The ACLU says videos show that agents at the checkpoints told motorists if they didn’t respond to questions, they’d be detained indefinitely. Bissonnette says the
checkpoints create a forced interaction between individuals and law enforcement, compelling people to respond to interrogation when there’s no evidence of criminal activity. He says the tactic is designed to coerce people to waive their rights. “Here you have border patrol detaining hundreds, if not thousands of individuals without any suspicion that they had committed a crime,” he states. “These experiences really fly in the face of what it means
to live in a free society, where you don’t have to answer to federal agents as you’re going about your personal business.” People who’ve been stopped report being asked about their immigration status and in some cases, searched for drugs. In light of the situation on the U.S./Mexico border, the ACLU of New Hampshire says it is also watching to see whether federal policies are causing family separations across the state.

5 Summer Outdoor Entertaining Tips
By Desert Star Staff Summer brings plenty of opportunities to enjoy time outdoors entertaining family and friends. The key to a successful summer party is simplicity: keep things easy so you can enjoy the festivities right along with your guests. Make this season’s barbecues, picnics and family gatherings events to remember with these simple summer entertaining tips: Cook outside: Rather than firing up the oven and heating up the entire house during steamy summer days, turn
to outdoor cooking methods like grilling. Be sure to plan ahead with sturdy tableware that stands up to barbecued meats and other robust items fresh off the grill. Also remember that the grill isn’t just for main courses; you can use it to prepare any number of side items, like skewers of garden fresh veggies. Keep it comfy: With everybody outside, it’s important to keep comfort in mind. If you have access to electricity, you might consider an oscillating fan, which can stir up a cool breeze. Additionally,
the air movement can help deter flies and other pests that can quickly ruin guests’ appetites. Provide ample seating options, including patio furniture, pillows and even blankets on the lawn. Also ensure there are spaces for guests to cool off, whether that’s under a shade tree or a portable canopy or umbrella. Provide sturdy tableware: Some popular cookout foods can be a greasy nightmare without the right tableware to keep the mess to a minimum. Upgrade your outdoor dining experience with
tableware like Chinet Classic White premium-strength plates, platters and napkins so you don’t have to worry about spills and leaks. They also make for easy cleanup when the party comes to a close. Prepare seasonal sides: Let the grilled fare serve as the star of the show and keep the side dishes simple. Fresh, seasonal fruits and vegetables, and staples like potato or pasta salads and coleslaw, make for a well-rounded meal without a lot of fuss. Also opt on the lighter side for dessert. Fresh berries over ice cream or a
Serve Up Some Love This Fourth of July
Grill with your children for an exciting shared experience By Desert Star Staff Many of today’s families have something in the kitchen that previous generations didn’t – more men involved in meal preparation. On the Fourth of July, that trend will likely continue as men, especially fathers, take to the grill to prepare popular summer fare for the family. As millennials shatter stereotypes and share household tasks, fathers are using cooking as a way of bonding with their children by making their favorite family meals together. According to a study conducted by Men’s Health, more men are helping out in the kitchen than ever. Not only are they becoming primary grocery shoppers, but
92 percent of men surveyed said they are preparing meals for themselves and 77 percent are preparing meals for others. Men are also among the ranks of the top food bloggers, often writing about their cooking adventures with their children. Among them is Derek Campanile of “Dad with a Pan,” whose passion for cooking and sharing recipes grew even stronger with the birth of his son. “I’ve always enjoyed cooking for people and mixing different ingredients to come up with something everyone enjoys, but it wasn’t until I became a dad that it truly began to sink in,” Campanile said. “When I cook with my son, food is so much more
than food – it’s pure love. Cooking together makes it fun to come to the table and enjoy great food.” Many times, fatherly chefs include meat in all kinds of recipes, but swapping in an ingredient like Jennie-O turkey for beef makes it easy to modify their favorites into more nutritious choices for the entire family without
sacrificing flavor. Give it a try with this Easy Cheesy Burgers recipe that makes it simple for parents to cook with their kids this Fourth of July. Find more ways to involve the whole family in the kitchen at jennieo.com. Easy Cheesy Burgers Servings: 8 2 packages (16 ounces

Pyrrhic victories? 6 trade wars that impacted the global economy
By Desert Star Staff The escalating trade war between the US and China has dominated headlines, dragged markets down and aroused fears of a full-scale global trade war as several countries respond to new US tariffs with tit-for-tat measures. While US President Donald Trump claimed recently on Twitter that trade wars are “good” and “easy to win” — history paints a very different picture. Here’s a look at six past trade wars and the havoc they caused to the global economy. The Opium Wars When China attempted to suppress the opium trade in the mid 19th century — an illegal activity enjoyed mostly by British traders and the cause of widespread addiction and social problems — it led to armed conflict. Or, as one analyst bluntly put it: “England went to war with China because it was upset that Chinese officials had shut down its drug trafficking racket and confiscated its dope.” China burned more than 20,000 chests of opium, leading to a conflict which resulted in the ceding of Hong Kong to the British and an increase in the number of treaty ports where British ships could trade and reside. A second conflict erupted when the British forces — this time joined by the French — fought again to extend their trading rights in the region. The end result was the establishment of more than 80 new treaty ports in China, the legalization of the importation of opium and rights for all foreign traders to travel within the country. Franco-Italian trade war
Aiming to foster its own fledgling industries, Italy turned to protectionism in 1886, ending its trade agreement with France and placing tariffs as high as 60 percent on French imports. France retaliated, and trade fell dramatically between the two countries. The result was the passing of the protectionist Méline Tariff in 1892 which essentially ended France’s dalliance with free trade. The trade dispute also had the unintended consequence of pushing Italy closer to Germany and the Austro-Hungarian empire in the lead up to World War I. US-Canadian trade wars The Canadian-American Reciprocity Treaty, signed in 1854, was a trade agreement between the United States and the United Kingdom which applied to British colonial possessions, including Canada. After the US Civil War, the Reciprocity Treaty with Canada was abolished; an act which kicked off decades of tit-for-tat trade measures and tariff retaliations. Unfortunately for the US, its protectionism policies led to the fleeing of American companies out of the US — perhaps with sweet irony, to Canada. By the late 1880s, about 65 US manufacturing plants had relocated to Canada — and it took nearly a century for free trade to develop between the US and Canada again. Smoot-Hawley Tariff Act 1930 Some economists blame the Smoot-Hawley Tariff Act of 1930 for exacerbating the Great Depression. Implemented with the aim of saving US factories, the act raised tariffs on
A mock opium-destroying ceremony, commemorating the acts of Qing dynasty in 1839 © / Reuters more than 20,000 kinds of imported goods — despite a petition signed by more than 1,000 economics and threats of retaliation from other countries. The act did not revive the American economy, as its architects envisioned, however. Instead, it is blamed for spreading protectionist policies around the globe, helping global trade plummet by about 26 percent in the years after its signing. Smoot-Hawley “was such a disaster that it’s held sway over American trade policy for over 80 years,” said Joshua Meltzer, a senior fellow at the Brookings Institution who teaches international trade law at Johns Hopkins University. “No one wants to repeat it.” Following World War 2, the World Trade Organization was formed to regulate international trade and prevent a repeat of destructive trade policies. The Chicken War Cheap chickens sparked a trade war between the US
and Europe at the height of the Cold War. The ‘Chicken War’ of 1963 erupted when France and Germany complained about the importation of inexpensive chickens from the US. France and Germany slapped tariffs on American imported chicken and in response, the US placed a 25 percent tax on imports of Volkswagen microbuses, potato starch, dextrin and brandy imported from Europe. The tariff significantly hurt German automaker Volkswagen and it still stands for imported light trucks today. Cuban embargo The first US trade embargo on Cuba began in October 1960 and covered all US exports to Cuba apart from medicine and select foods. The embargo was later expanded to cover US imports from Cuba in 1962. The blockade was ordered by President John F. Kennedy in protest at Fidel Castro’s leadership and his alignment with the Soviet Union.
Taking hypocrisy to dizzying levels, hours before signing the embargo, Kennedy ordered a personal shipment of 1,200 Cuban cigars for his own enjoyment. Later, Kennedy’s press secretary Pierre Salinger visited the Soviet Union and was gifted with 250 Cuban cigars from Soviet leader Nikita Khrushchev, which he smuggled back into the US. The US’s blockade of Cuba still stands today, and it would require an act of Congress to remove it — something which would be highly unlikely, particularly under a Republican administration. If history is any indicator, it seems trade wars are not “good” or “easy to win” as Trump has claimed. In fact, they rarely result in big wins for anyone; they can sometimes have the opposite to the intended effect — and they are ultimately pyrrhic victories whose negative impacts can reverberate for decades.
Russian Money to NRA May Have Had Major Impact
Wayne LaPierre has just left his position at the head of the NRA and been replaced by Oliver North, who was implicated in the Iran/Contra scandal. Trump win the presidency. The NRA acknowledges it has received about 20 contributions from Russians since 2015. Robert Maguire is an investigator with the Center
for Responsive Politics, which runs opensecrets.org. He said the dark money loophole that allows nonprofits to take limitless donations without reporting the source means June 27, 2018
we can’t really tell how much foreign money was spent in the 2016 presidential election. “It’s safe to assume that what we’re seeing is the tip of the iceberg,” Maguire said. “The problem is that there’s no way to track that.” In a letter to Oregon Sen. Ron Wyden, the NRA said it took 23 contributions - mostly membership dues - from Russians or Americans living in Russia, totaling about $2,500. But that figure does not include large payments from U.S. subsidiaries of companies owned by Russian oligarchs. Investigators have found such payments went to others in Trump’s orbit. Direct foreign funding of American campaigns is illegal and could be politically toxic. Maguire said the problem is that it might also be invisible. And he pointed out that in the 2016 presidential race,
the NRA spent three-times what it had supporting Mitt Romney in 2012 - and the money came just as big GOP donors were distancing themselves from Trump. “The NRA spent more money than it has in any previous cycle,” Maguire said. “Without the NRA stepping into that vacuum, it would have severely impacted the chances that he would have won the election.” Maguire said the NRA got what it paid for. After the Parkland shooting, Trump said he might back some gun-control measures - until the National Rifle Association got involved. “The NRA in a matter of weeks had two private meetings with the president,” Maguire observed; “and we saw that sort of initiatives kind of fade away.” www.desertstarweekly.com
No FIFA ban for Shaqiri & Xhaka over eagle celebrations By Desert Star Staff FIFA will not ban Switzerland players Xherdan Shaqiri and Granit Xhaka for the controversial Albanian eagle goal celebrations they made during their team’s 2-1 World Cup win against Serbia. Instead, Xhaka and Shaqiri have been fined CHF 10,000 (US$10,000) each for “for unsporting behavior contrary to the principles of fair-play,” while captain Stephan Lichtsteiner, who joined the two in giving the salute, has been handed a fine of CHF 5,000 (US$5,065). The three had been charged by FIFA over the incidents which took place during Switzerland’s World Cup Group E match against Serbia in Kaliningrad on Friday, where they celebrated the goals by making the sign of the eagle in reference to the Albanian flag. Xhaka and Shaqiri are both of Kosovan-Albanian descent, and Shaqiri also played in boots marked
with the Swiss and Kosovan flag during the match. The players’ actions prompted a furious response from Serbia and calls for FIFA to ban them for at least two games under rules against “provoking public opinion.” FIFA confirmed it had charged the players at the
weekend, but it emerged on Monday that the players had escaped a ban. On the same day, FIFA fined the Serbian FA CHF54,000 (US$54,700) after fans displayed discriminatory banners and threw objects during the game against Switzerland.
Kosovo ceded from Serbia in 2008 and was made a FIFA member in 2016. However, its independence remains a contentious political issue, and it has not been recognized by an array of countries, including Serbia and Russia. Kosovo is mostly populated by Albanians.
Reality check for Russia after ruthless Uruguay run riot
By Desert Star Staff Cinderella’s carriage is still rolling – just about. The underdog hosts charmed neutrals in their first two matches, but a stingy Luis Suarez-led Uruguay showed the standard Russia must match if it wants the ball to continue. As if by the wave of a magic wand, everything fell right for Russia against Saudi Arabia and Egypt, but the spell wore off with a hangover in Samara, where the home team was first unlucky and then poor. A precision strike from Barcelona’s Suarez, a freak deflection, and a quick red card meant the game was over before the first half was out. Despite being unsure what result will guarantee a matchup with Spain, Portugal or Iran in the second round, the two already-qualified teams fielded near full-strength line-ups for their decider. A 0-0 draw would have been enough for Russia, due to superior goal difference, but within ten minutes they knew www.desertstarweekly.com
they would have to find the net at least once. Yuri Gazinskii dived into a late challenge on the edge of the area, and Igor Akinfeev was late diving for his left as Suarez delivered a low shot past a wall that offered little protection. Now searching for a goal, Russia appeared galvanized, with good chances for Denis Cheryshev and Artem Dzyuba, the heroes of its two opening games. But then, just as the game leveled out, a cleared
corner fell to Diego Laxalt, who pulled his shot wide, only for it to strike Cheryshev’s foot and deflect past the wrong-footed Akinfeev. This may have been the deciding moment of the match, had Igor Smolnikov, making his first appearance at the tournament, not decided to commit a second unnecessary foul, mowing down Laxalt in a slide tackle that couldn’t have reached the ball other than by sourcery. He was
lucky his second yellow was not a straight red. Russia’s coach Stanislav Cherchesov symbolically threw in the towel when he took off Cheryshev in the ensuing reshuffle. For several minutes it appeared as if the hosts might crumble altogether, but Russia managed to keep the score level going into the dressing room, and maintained the respect of the roaring crowd throughout the second half. A late goal from Cavani confirmed the South Americans’ superiority but did not change the narrative. Oscar Tabarez’ Uruguay will be pleased at the ease with which it found another gear to produce a confident performance, showing off structure, spirit and familiarity that has taken them into the play-offs. Russia will take solace from knowing that their secondround game will now take place in Moscow’s massive Luzhniki Stadium, though with bogeyman Spain the most likely opponent, the hosts will be hoping for yet another fairytale.

HOROSCOPES ARIES
All that you do, consider and ponder upon has to do with groups, friendships, organizations and the forming of community that restores and reforms society. You know what’s coming. You are concerned with hosting new ideas, creating collective objectives, helping others realize hopes, wishes and dreams that sustain life on earth. There is a mantra that is useful to say. “Let reality govern my every thought and truth be the master of my life.”
TAURUS You search for new values. They have changed over the years. You explore the values of others, listening to their talk of sex, intimacy, money, death, regeneration. You discover your ability to diagnose illness in friends, extending this ability to pets. You like to be the detective and for a while read mysteries that provide courage through conflict. Be not jealous or combative. You will lose. Life in the shadows for a while is best.
GEMINI During this month you will be asked to consider the values within yourself, your abilities, talents, resources and all possessions. You will realize you have vast resources, some of which you will want to give away. You will seek ways of making money and will find

a state of reserved strength that sustains conservative yet liberal values. You will seek comfort and a new love to keep you warm.
CANCER A quiet peaceful change comes into your life. You become sensitive, compassionate and sympathetic towards everyone, especially those in need. You’re drawn to things mystical, religious, spiritual, meditative, functioning behind the scenes and the why isn’t apparent. You seek forgiveness while offering it. You allow no persecutions of any kingdom. Here your Aries comes forth.
LEO The Sun’s golden morning light provides you with heartfelt aspirations and high ideals to learn something new that develops a new level of consciousness leading to wisdom. Remember to never assume a position of knowing until it is experienced or its validity proven. You will expand your mind through travel, study, a philosophy or encountering soil and the earth (gardening). Then you are to teach others. Be adventurous and experiential.
VIRGO When observing you for a time we sense a new level of dignity emanating from you. We also sense a new level of creative self-expression, which in time
can lead the world towards new artforms that restore the art of living to the world. Sometimes, you focus on happiness, things that entertain and are playful with games, children and/ or sports. You speculate on ways resources can emerge into form and matter.
LIBRA You find yourself through relationship interactions, whether intimate, close friends or who and what you identify with in the moment. You want to cooperate, seeking harmony within all situations so a sense of life-in-balance emerges. From person to the political, from social justice to world peace, you travel the range of relationships within the world of humanity’s endeavors. Do you remember the esoteric formula for peace?
SCORPIO Family continues to be your concern – creating, tending to, or writing about one. Your history is like a tree growing within you, its roots go deep; the trunk is your life force, and the leaves how you interact with the world. Realize how important parents were, whether they were good enough or not, all parents are “good enough” in terms of what we must learn (and realizing we choose them). A radical thought. Moodiness may assail you. Take shelter.
SAGITTARIUS
You’re interested new ways of communicating, expressing yourself and talking with family, friends, neighbors and siblings. Most important will be things literary and artistic, either in books, attending museums, music fests or simply reconsidering how to once again bring forth the arts. You love change now and are very adaptable. Realize that others around may not be. Restlessness can upset our organized and artistic apple cart. Draw your greenhouse.
CAPRICORN There’s a sense of well-being, exaltation and a radiant willingness in all that you do. You will initiate new ideas others will accept, reject and react to. This is good. Controversy is productive, calling forth harmony at the core of chaos and conflict. The light of Cancer is creating a state of dignity, magnetism and confidence within. Handling this is Mars retro in Aquarius. Tend with care to
You drop all levels of criticism. You understand forgiveness.
PISCES It’s good to use mantrams (holy words) daily in our lives. They are useful for the dissolution of glamours (esoteric word) - not only of self but when encountering the glamours (distortions, miasmas, illusions) of others. Eliminating glamours helps us focus on goals, a successful life of service and it allows for an honorable ethical reputation. New Research Shows Large Impacts on Crops from Climate Change By Desert Star Staff MILWAUKEE – While warmer average temperatures can have a dramatic impact on colder climates globally, new research shows how much it can affect crop growth if it changes by just a few degrees Celsius. For Wisconsin, one crop that would be affected most is corn. The research, headed by postdoctoral researcher
Michelle Tigchelaar at the University of Washington, shows that a 2-to-4degrees Celsius increase in average temperature would decrease crop yields by at least 18 percent across the United States. Tigchelaar says the range of the temperature increase will be a large determinant on the scale of crop failures. “So with 2 degrees of warming, the effects
are severe but somewhat manageable,” she says. “But with 4 degrees of warming, it becomes really sort of something that we haven’t quite seen before.” The study by Tigchelaar and her team looked at crop yield effects around the globe, including China and Brazil. The research observed weather patterns along with corn yields to predict its findings.
An 18 percent decrease in crop yields would mean a Wisconsin farmer expecting 175 bushels of corn per acre would only bring in about 144 bushels. That would have a large effect on other products such as corn syrup, meat and beets. Environmentally friendly structural changes and crop adaption to higher temperatures are all possibilities for limiting the damage of harvests. For farmers, Tigchelarr
says environmental changes are just one of the ongoing obstacles. “They deal with changes in their environment regularly, so to some degree you can adapt your farming practices by planting of different dates or planting a slightly different variety,” she states. Some scientists expect the development of biotechnology and farm management would allow corn to grow as normal despite climate changes.

Two California Communities Rank in Top Ten for Livability
for many of the same reasons. Nancy McPherson, state director of AARP California, says anyone can search the livability map by ZIP Code to see how their neighborhood stacks up. “It allows people to look at 60 indicators across seven categories of livability – and they are housing, neighborhoods, transportation, environment, health, engagement and opportunity,” says McPherson. Make Summer Safer - Tips for portable power use
By Desert Star Staff Whether used to energize summer fun or provide electricity in the aftermath of a storm, there are multiple ways portable generators can be a solution for seasonal power needs. Portable generators can provide reliable backup power for outdoor recreational activities, as well as protection for you and your family from sudden power outages during severe weather. From adding music and lighting at an outdoor celebration to keeping essentials like refrigerators www.desertstarweekly.com
and fans running during a weather-related power loss, a portable generator can be a convenient and versatile source of portable power. However, it can become dangerous when misused due to the risk of carbon monoxide buildup. “When used properly, a portable generator is a true safety asset and convenient power source for a more enjoyable summer,” said Susan Orenga, executive director of the Portable Generator Manufacturers’ Association
(PGMA). “Like many devices designed to improve our lives, portable generators do pose some risks when misused that can be minimized through proper handling and taking the appropriate safety precautions.” To help mitigate the carbon monoxide-related hazards related to portable generator use, PGMA looks to educate consumers through its Take It Outside campaign and these tips: * Never run a portable generator indoors, including garages, basements, crawl June 27, 2018
spaces, breezeways, sheds or other partially enclosed spaces. * Always place a portable generator downwind and point the engine exhaust away from occupied spaces. This includes tents and campers. * Know that you cannot smell, see or taste carbon monoxide so you may not be aware of a dangerous buildup until it is occurring. * If you feel sick, dizzy or weak while using your portable generator, get to fresh air immediately and call 911 for emergency medical attention.
Sacramento who used the index as a baseline, then took action. “So just this May, the city launched an on-demand ride service at a very low fare, where people can take rides all across the city of West Sacramento to get to the grocery store or medical appointments, or wherever they need to go,” says McPherson. “And they’re doing it in partnership with a local ride-sourcing company. “ She says residents also can use the index ratings to advocate with local leaders, business and nonprofit groups for improvements in clean air and water, and access to libraries, shopping, parks, medical care, jobs, education and transportation.
* Always refer to the generator’s owner’s manual for further information about safe operation and potential hazards. Although these tips apply to all portable generators, consumers looking to purchase a generator can find enhanced safety through models that comply with the ANSI/PGMA G300 standard, which includes carbon monoxide sensors and shut-off features to address carbon monoxide buildup. “The Humans” Move From New York To The Ahmanson Theatre When a Tony Award for the best play winner and finalist for a Pulitzer travels out west, one can’t help feeling excited at the prospect of seeing it. I didn’t even mind the 1/1/2 hour drive time to the Ahmanson Theatre, and armed with my notebook, I was ready to see what I thought would be an extraordinary theatrical presentation. However, what unfolded on stage was an engaging, extremely well executed, albeit predictable, slice of life dramedy.* Despite a very well written script by Stephen Karam and deft direction by Joe Mantello, who guided a highly professional cast in delivering top-notch performances, I found myself wondering why this play had received such acclaim. Granted, Karam took an ordinary slice of life theme and elevated it to an
shouts out incoherent mumblings. One is immediately struck with how devoted her son and daughter-in-law are in taking care of her, wiping saliva from her mouth and making sure she’s comfortable. The festivities begin with lots of funny one-liners. Dad is trying to make a call on his cell phone and is instructed by Brigid to lean into the wall if he wants reception. Despite his friendly demeanor, Dad is often distracted, sometimes gazing out of a window overlooking a dark alley filled with cigarette butts. Eventually he reveals that he is facing severe financial problems after being fired from his job for an indiscretion and the family home back in Scranton, Pennsylvania now has to be sold. He is resentful that his future son-in-law comes from a wealthy family and is a

Here’s the story line. It’s Thanksgiving Day and the Beck family is gathering at the new split-level apartment of Brigid Blake (Sarah Steele) and her boyfriend Richard Saad (Nick Mills). Beautifully designed by David Zinn, it is located in New York City’s Chinatown, not far from Ground Zero. One by one, each family member arrives. There’s the dad, Eric Blake (Reed Birney,) his wife Deirdre (Jayne Houdyshell,) the other daughter Aimee Blake (Cassie Beck,) and Eric’s mother, wheelchair bound Fiona “Momo” Blake (Lauren Klein,) who is in the advanced stages of Alzheimer’s and periodically

trust-fund baby who will receive his full inheritance in just a few years when he turns 40. Dad is not impressed that his future son-in-law is currently working on his Masters Degree in social work and comments, ‘Rich people are pretty messed up.’ Faced with the prospect of downsizing, he laments, ‘Don’t you think it should cost less to be alive?’ Meanwhile, Richard is in the kitchen slicing and dicing. Aimee, an attorney, paces around a lot and is clearly in physical discomfort, forcing her to flee to the upstairs bathroom for multiple potty breaks. Eventually, she casually blurts out that ‘I am not on the partner track,’ and later reveals that she’s been fired because of her health issues and needs surgery. If that wasn’t enough, her girlfriend

Mom, who is the backbone of this lower middle-class Irish family, comes bearing a care package full of useful and not so useful gifts, including a lantern and a statue of the Virgin Mary, which goes over like a lead balloon. As a staunch Catholic, she defends her gift, saying, ‘She’s appearing everywhere.’ There is continuous light banter from mom with amusing non-sequiturs. “I’m back on Weightwatchers.” She comments on a Lifetime movie about a lesbian who gets AIDS, and regarding happiness, ‘It’s better to be unhappy with someone than to be unhappy alone.’ She also manages to get in a dig about her daughter’s unmarried lifestyle. There is an amusing discussion on how to pronounce Carnegie. Is it Car-na-gie, with the accent on the middle two letters or Car-na-gee, with the accent on the first three letters. Trivial? Yes. But it appears that the playwright deliberately wrote stream of consciousness funny dialogue to establish lightness in the opening scene, which for me, telegraphed that there would be serious issues coming down the Blake family pike. Adding to the comedic moments is the running gag of the unseen upstairs neighbor who is constantly dropping
heavy items on the floor, making a loud thud on the apartment’s ceiling. Oh yes. Then there’s the cockroach crawling on the floor, which causes pandemonium, and the light bulbs that keep burning out, eventually leaving the apartment in complete darkness. Dad sits at the table in the pitchblack room holding the lantern, thus ending Thanksgiving Day on quite a bleak note. What we see over the course of this 90-minute play is a microcosm of the human condition as it deals with everyday problems to which we can almost universally relate – health problems, financial challenges, student debt, weight issues, sexual orientation, the care of aging parents with severe mental incapacity, marriage, religion, and infidelity. I believe that covers it. What saves this play from falling into sitcom is the snappy comedic dialogue delivered by this exceptional cast, with special kudos to Tony Award winners Reed Birney and Jayne Houdyshell, whose characters are central to the action. Creating interesting stage business,** Joe Mantello’s acute direction keeps the action moving at a fast clip, while at the same time, insuring that everything we see on that stage is authentic with no
“dead spots” in the action. There is no clear resolution to the individual challenges faced by this family, nor is there a perceivable arc to the characterizations developed by this excellent ensemble. Finally, The Humans, is an enjoyable slice-of-life theatrical experience but runner-up for a Pulitzer Prize? I don’t get it. *Dramedy: A movie or play, that combines elements of drama and comedy. **Stage business: Activities performed by an actor. THE HUMANS Ahmanson Theatre 135 N. A glittering triumphant “Tempest” onstage at San Diego’s Old Globe Theatre
Sam Avishay as Ferdinand and Nora Carroll. Photo by Jim Cox. By Jack Lyons Theatre and Film Critic Member American Theatre Critics Association (ATCA) June marks the month the Old Globe Theatre of San Diego launches its internationally famous Summer Shakespeare Festival in the Old Globe’s Lowell Davies Outdoor Theatre. Opening Nights at the Globe are always eagerly anticipated. But I feel there is a special sort of electricity that runs through the audience for an opening which debuts in a fitting setting that recreates the outdoor venue of Shakespeare’s Old England, with Arden Forest, a favorite location of the Bard for several of his plays. This time the play’s setting is wherever our imaginations believe it is. For me, it was about 600 miles from London on an imaginary island somewhere in the Mediterranean Sea. In short (which Shakespeare’s plays are not), “The Tempest,” centers around Prospera, the Duke of Milan, who has been thrown out of power by her wicked brother forcing her to live in exile on a desert island. For company, she has only her daughter Miranda, spirits who are native to the island, along with her beloved books. The books are the source of
her dark magic, which she uses to lure her enemies to the island so she can exact revenge. But her plot could destroy Miranda’s happiness, so Prospera must choose between her own anger and that of daughter’s future. It’s a Hobson’s choice and dilemma that resonates today in America’s polarizing political machinations of our body politic. For those who think Shakespeare and his plays are outdated, perhaps it’s time to think again as to their relevancy. The Old Globe’s prescient Erna Finci Artiti Viterbi Artistic Director Barry Edelstein, himself a Shakespeare scholar, understands how the hidden magic in Shakespeare’s plays can still inspire and entertain. His tapping of Irish director Joe Dowling to helm the technically challenging Old Globe production of “The Tempest,” is both a stroke of genius and of timing. Dowling ran the famous Guthrie Theatre of Minneapolis for 20 years and is an experienced stage director of some 50 plays who brings a wealth of theatrical riches and experience to the Old Globe’s production of Shakespeare’s last great play; underscoring the importance of forgiveness and redemption. There are twenty-two performers in the 2018 company of players. Led by

Photo by Jim Cox. the wonderful Kate Burton as Prospera, in a cross-gender performance with several other male characters that are also played by females. Burton is a classically trained actor who commands the stage when she’s upon it. In today’s theatre, actors of color play all characters, and some in crossgender performances which is becoming more the norm rather than the exception. Remember, in Shakespeare’s day all the characters were performed by men. We bought the premise then, so it shouldn’t be too difficult for us accept it now. In director Dowling’s splendid production Ms. Burton reigns over her island and those who step upon it. It’s a bravura performance. She is both strong and bitter with her existence. However, in portraying Miranda’s (an appealing Nora Carroll) mother, Burton adds another dimension to her performance: making the resolution of forgiveness and redemption at the end of the play make more sense. Offering solid support to this glittering, technically brilliant, production are Philippe Bowgen as Ariel, Prospera’s loyal island spirit. I remember his highly nuanced comedy performance as Pablo Picasso, in the Globe production of “Picasso at the Lapin Agile”; Lizan Mitchell as Gonzala, Robert Foxworth as Alonso;

The character of Sir John Falstaff and his bumbling mates, Shakespeare’s favorite comic foils, are usually inserted into the action of his plays whenever possible. In this “Tempest” production that ploy falls to the comic characters of the drunk Stephano, and his bumbling, whining friend Trinculo, who play the characters to the hilt by Robert Dorfman, and Andrew Weems, respectively. This stellar production is also blessed with an ensemble cast to die for. The production under the seamless direction of Joe Dowling is a visual feast for the eyes, and not be missed. The Old Globe is without equal when it comes, to technical credits for their productions. Set Designer Alexander

Jonathan Deans, Sound Design is appropriate, and the storm scene that envelopes the characters at the beginning sets the tone for what is to follow technically. The Old Globe’s presentation of “The Tempest” is an impressive production to kick off the Globe’s 2018 season of its Shakespeare Summer Festival in the Lowell Davies outdoor theatre. The production runs through July 22nd. “Much Ado About Nothing,” follows and runs from August 12th through September 16th. And remember, a great country deserves great art. Family Separation Happens in Ohio, Too By Desert Star Staff CINCINNATI — Stories of children being forcibly separated from their parents are adding fuel to the fire for advocacy groups in Ohio already fighting for the rights of immigrants. After widespread outrage over separations along the southern U.S. border, GOP leaders vowed to end the practice. And last week President Donald Trump signed an executive order to end separations. The Intercommunity Justice and Peace Center in Cincinnati is among the organizations in Ohio working to help elevate the voices of immigrant communities. And program manager Samantha Searls said a solution is not that easy, since there are policies that separate families even here in Ohio. “A lot of people may not realize that family separation has been happening for months
if not years now through ICE activity, and it’s recently been increasing,” Searls said. “So regardless of what’s happening on the border, there are still families being separated by our immigration system.” IJPC will host an event Monday night to discuss current policies and educate community members on how they can advocate for immigrants. Saturday is a National Day of Action Against Family Separation, and rallies will be held in cities across the country to coincide with a mass mobilization in Washington. In early June, more than 100 people were arrested by immigration agents at a garden and landscaping company in northwestern Ohio. And Searls noted, just last week 146 people were detained in an ICE raid of a meatpacking operation in Massillon. “These kind of surprise operations are very detrimental
to the community,” she said. “A lot of these people have families and are trying to provide for their communities. And being taken away so quickly is a shock to the whole system.” Searls said immigrant-led
organizations are collecting supplies and donations to help these families, and advocacy groups are working with local officials to ensure fair treatment of those detained. Reporting by Ohio News

By Desert Star Staff BOISE, Idaho – A new law could help prevent child sexual abuse on youth sports teams this summer. After hundreds of cases of abuse within the USA women’s gymnastics team were revealed last year, Congress passed the Safe Sport Act in January. Under the law, youth sports organizations are required to give sexual abuse prevention training, and report abuse allegations to
local law enforcement. With summer sports warming up, organizations are looking at how to stay in line with these new policies. “So many good things happen in sporting organizations, and young people and adolescents blossom into these really great adults, partly because of the experience and the coaching that they get, and all those kind of things,” says David Duro, president and CEO of Treasure Valley Family YMCA.
“But not everybody can be trusted with our children.” Duro adds that volunteers at his YMCA already go through sexual abuse prevention training. There are trainers across the state that can work with youth sports organizations to comply with the Safe Sport Act. Folks can look on the Idaho Children’s Trust Fund website to find out more about these resources. Duro says this type
of crime is prevalent, perhaps even more so than the public knows. According to Darkness to Light, an organization that provides training and resources for preventing sexual abuse, one in four girls, and one in six boys, will be abused by the time she or he is 18. “The incidence of child sexual abuse is just so high, and this one act isn’t going to flip the dial,” he states. “I mean, it’s going to be constant and rigorous diligence to
reverse this trend and to, at some point, eradicate child sexual abuse.” The new law also includes mandatory compensation of at least $150,000 for victims of sexual abuse, and requires that sports organizations put reasonable procedures in place to limit one-on-one interactions between minors and adults. It also sets up an independent, nonprofit body – the U.S. Center for SafeSport – to ensure compliance and investigate abuse complaints.
the infrastructure and the schools and the health system within the community, you still have to follow the same rules,” Peters said. The court ruled 5-4 in South Dakota v. Wayfair, noting that a previous ruling in 1992 had caused states to lose annual tax revenues of up to $33 billion. Some critics say while giant retailers such as Wayfair will not be hurt by the ruling, small businesses doing sales on the internet could suffer losses because of necessary software investments. John Tamny, director of the Center for Economic Freedom at Freedomworks, argued the more government collects in revenues, the more control
it has over the economy and ultimately taxpayers. He added that most small businesses do not have the time or resources to become tax collectors. “The idea of a sales tax is to fund local government,” Tamny said. “If you’re a small business, suddenly you’ve got huge complications to deal with, all because you’re serving the needs of someone who lives in a different state.” Before they can collect online sales tax, other states across the country will have to implement a law much like South Dakota did in 2016, that requires online sellers with more than $100,000 in sales to state residents, or 200 or more transactions, to remit sales tax.

SD Readies to Collect Online Sales Tax After Supreme Court Ruling
In a ruling favoring states’ right to collect sales tax from internet retailers, the U.S. Supreme Court noted that e-commerce has cost states $33 billion annually since 1992. (mohamedhassan/pixabay) By Desert Star Staff PIERRE, S.D. — South Dakota’s Department of Revenue is working on compliance rules for internet sellers who will now be required to pay sales taxes even in states where they have no physical presence. A ruling by the U.S. www.desertstarweekly.com
Supreme Court last week determined states can compel retailers to collect sales taxes for internet-based transactions. Because South Dakota has no income tax, sales tax is more critical, accounting for 63 percent of the state’s general budget. South Dakota Sen. Deb
Peters was instrumental in bringing the case to the Supreme Court. She said local brick-and-mortar stores deserve to operate on the same playing field as e-commerce merchants. “If you’re going to be competing with somebody who is already paying for June 27, 2018

Unplug with an Outdoor-Oriented Vacation
Outdoor sporting. Fishing is a fun and affordable activity the whole family can enjoy. After all, there’s no age limit on the thrill of a catch. Lakes, streams, rivers and creeks are all potential fishing sites and each offers a unique experience, from the scenery to the types of fish you’re likely to catch. Before you head out, be sure to research what permits and gear you’ll need. Some destinations even allow you to rent necessities, so you
may be able to save the hassle and expense of buying new. Wildlife watching. You can see hundreds of species of animals in their natural habitats by visiting a state park or natural area, and birdwatching is chief among those activities for many visitors. State natural areas, prairies and lakes are all good places to catch sights of different bird species, and many of these locations offer hiking paths and trails that make it easy to enjoy some fresh air and exercise along with the scenery. Search the skies. You’ve probably heard the old adage that even the stars are bigger in Texas, and there’s no time like a family vacation to discover whether it’s true. Get away from the city lights and take in some of the best night sky views around at a dark sky park like the state’s largest state park, Big Bend Ranch State Park in the Big Bend Country region. Some parks offer special stargazing programs, events and observatories, or simply bring a blanket, some binoculars and your camera to discover the new world that awaits above. Honor history. There are glimpses into the past
virtually anywhere you go, that appeal to practically any interest. Compare foot sizes with a dinosaur. Wonder at rock art that is thousands of years old. Trace the steps of Native Americans and Spanish missionaries. Churn butter on a farm. Participate in festivals and battle reenactments that pay homage to momentous events of yesteryear. Digital discovery. If you’re skeptical of getting the kids to put down their devices long enough to enjoy some outdoor exploration, geocaching may be just the answer. Geocaching is essentially a modern-day treasure hunt, and there are geocaches to be found throughout Texas, including at Pedernales Falls State Park in the Hill Country region. Use a GPS unit or smartphone app to find the exact location of a geocache nearby. Be sure to make note of the terrain and difficulty levels to ensure the site is appropriate for your group then set out on your adventure, enjoying the sights along the way. rentals, tours and activities, as well as searching for petfriendly hotels. As an added benefit, members of the rewards program can earn rewards instantly to book hotels for them and their furry friends. Consider Nearby Attractions: Not only is a petfriendly hotel a necessity, you’ll also need to consider local attractions. A dog is likely to appreciate nearby parks and lakes for exercise and fresh air, but there may also be petfriendly restaurants and venues in the city you choose to visit. Pay Attention to Reviews: Fellow travelers have become one of the most valuable resources in contemporary travel. Their insight often helps set realistic expectations. Reading reviews
and learning from others’ experiences then adjusting your plans accordingly prior to your trip can help you plan a rewarding vacation for both you and your pet. Take Time to Call Ahead: Even pet-friendly facilities have specific guidelines and expectations, so it’s a good idea to call ahead to ensure
everyone is on the same page. This also allows you to inquire about the availability of special amenities you may require, such as a litter box for a feline traveling companion. Plan your next trip and find more pet-friendly travel resources at Orbitz. com. Family Features
Photo courtesy of Getty Images By Desert Star Staff A family vacation is the perfect time to unwind, but it can be even more relaxing with time spent outdoors enjoying nature in all its beauty. Whether you plan your entire trip around a specific activity or just build in a day or two along the way, you can create some unforgettable memories. Choosing your destination is the first big decision in planning a vacation, and selecting a location that offers
plenty of attractions for the whole family is a smart bet. For example, Texas offers a variety of state parks with unexpected terrain, such as the second largest canyon in the United States at Palo Duro Canyon State Park, or Pedernales Falls State Park with its distinctive river banks where visitors can swim, tube and kayak. Once you have your general destination selected, it’s time to consider exactly how you’ll fill your days.
5 Tips to Take Pets on Trips

Petfriendly accommodations can be easier to find than ever, making it possible to simply take your pet along for the ride. According to a survey by travel website Orbitz, almost one-third of pet parents say they skipped a trip to stay home with their pet. In fact, 40 percent of survey respondents said they would travel more often if they had convenient, affordable pet sitting or boarding. travel with your pet in tow. Opt for Travel by Car: Although several airlines now offer pet-friendly fares, traveling by car is often less expensive and allows you to keep your pet with you at all times. That puts you in control of necessities like food and restroom breaks and lets you create a comfy resting place for your pet to snooze while on the road. Seek Pet-Friendly Destinations: According to the survey, Los Angeles, Phoenix, Washington D.C., Chicago and Houston top the United States for locations with the most pet-friendly hotels. Travel websites make it easy to find hotels that will happily accommodate your pet. For example, Orbitz allows users to book airfare, car

A PETITION FOR PROBATE has been filed by RIVERSIDE COUNTY PUBLIC ADMINISTRATOR in the Superior Court of California, County of RIVERSIDE. THE PETITION FOR PROBATE requests that RIVERSIDE COUNTY PUBLIC ADMINISTRATOR be appointed as personal representative to administer the estate of the decedent. THE PETITION requests authority to administer the estate under the Independent Administration of Estates Act . (This authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed action.) The independent administration authority will be granted unless an interested person files an objection to the petition and shows good cause why the court should not grant the authority. Your appearance may be in person or by your attorney. Other California statutes and legal authority may affect your rights as a creditor. You may want to consult with an attorney knowledgeable in California law. YOU MAY EXAMINE the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code section 1250. young players, the ability to take an active part in a piece of history can hold an element of fascination on its own. One way to explore the game’s history is to visit the World Chess Hall of Fame in the U.S. Chess capital, St. Louis, which currently features a series of exhibitions that highlight the connections between chess, art, culture and history. Plan your visit at worldchesshof.org. Encourage Friends to Take Interest: Chess provides a unique dynamic for a pair of players to converse and bond over the love of the game while developing a mutual respect for one another. Encourage your young player to invite friends to play, and to develop peer relationships through a shared interest in chess. Follow Tips from the Pros For those unfamiliar with the game, keeping tabs on elite players who have perfected it not only gives kids insight on high-level strategy, it offers inspirational role models. “One of the most important things for a young player to remember is that chess isn’t just about planning your own openings and moves,” said grandmaster Fabiano Caruana, who is
currently the No. 1 U.S. player and the first American to challenge for an undisputed World Chess Championship since 1972. “You also have to be conscious of your opponents and their vantage point on the game. That awareness of others is actually a lesson that applies to life in general.” Join a Chess Club: Interaction with players of all levels is not only a fun way to build relationships with those who share a love of chess, it’s a great opportunity to meet fellow players who are eager to trade tips or simply pull up a chair and enjoy a game. Many clubs offer other resources, as well. For example, the Saint Louis Chess Club hosts dozens of international, national and open tournaments, in addition to weekly classes and lectures. Learn more at saintlouischessclub.org. “Introducing a child to chess is a true gift,” Caruana said. “There are so many advantages, from cognitive to social to even financial rewards for students who embrace the game and excel.” Family Features

After Straws, What Will Be Next Plastic Items to Go?
The plastic in straws and other items breaks down in the ocean to small pieces that accumulate toxins. (Joel Bombardier/Flickr) By Desert Star Staff PORTLAND, Ore. — An effort to ban plastic straws is sweeping the nation, and Portland is one of the latest cities to consider eliminating these single-use items. Last week, the city council voted to study ways in which the city can reduce use of non-recyclable plastics, specifically straws. And it directed the Planning and Sustainability Bureau to present a plan by October 1. As the council noted,
plastic straws aren’t the only problem. But Charlie Plybon, Oregon policy manager with the environmental group Surfrider Foundation, said they are a good place to start on the issue of plastic overuse because they are products most of us can do without. “We look at a lot of different places, like in California, places like Malibu,” Plybon said. “They’ve tacked on a lot of other single-use plastic items like forks and spoons and other things that are really a problem
for waste management.” Plybon noted waste managers’ struggle to dispose of these plastics is compounded by China’s ban on some of the United States’ trash. Most critically, he said, plastics are hazardous to marine life. Plastics degrade into smaller pieces that often are eaten by animals. Plybon said they also tend to attract toxins, making them even more dangerous to the creatures that eat them.
Beyond straws and utensils, there currently is an effort to ban the use of closedcell plastic foam containers statewide. But Plybon said single-use plastics are necessary in some ways. “Certainly, when we look at maybe like the medical field and we look at sanitation, there’s absolutely a need for some single-use products and that actually makes the world a safer, cleaner and healthier place for all of us,” he said. Plybon said the birth of the plastics culture happened relatively recently, noting that the country mostly reused items before plastics took hold. He said consumers can’t get us back to that place alone. “It’s not just the responsibility of the consumer, it’s the responsibility of the producers as well,” Plybon said. “And so we really need to not browbeat and shame the consumer constantly, but really look up the chain here to the major producers of plastic and the manufacturers and demand, as consumers, alternatives.” The Surfrider Foundation and other organizations want to see Oregon reduce its use of plastics.
EPA Changes Put Courts in Environmental Spotlight
By Desert Star Staff HARTFORD, Conn. — Environmental advocates say the federal courts are serving an increasingly critical role in protecting the air we breathe and the water we drink. Since Scott Pruitt took over as Environmental Protection Agency administrator, he has repealed or delayed more than 30 environmental regulations, including bedrock provisions of the Clean Air Act, the Clean Water Act and the Endangered Species Act. According to Patrice Simms, vice president for litigation at the environmental law firm EarthJustice, that organization already has filed 100 lawsuits against the Trump administration to try to preserve regulations that protect public health. “The agency is undertaking this effort largely without the benefit of clear justifications and detailed records and data that explain what the agency is doing, why it’s doing it and what the impacts will be,” Simms said. The administration claims that environmental regulations slow economic growth. But critics contend that the EPA disregards the economic value of preserving public health and the environment. For example, eight Connecticut counties are out of compliance with minimum standards set by the Clean

Air pollution raises health risks for people with heart disease, asthma and other respiratory diseases. (Martin Vorel/Wikimedia Commons) Air Act. Simms said when the EPA rolls back regulations, creates loopholes or delays enforcement of clean air rules, communities and individuals pay the price. “It will be harder for those counties to come into compliance,” he said. “And that non-attainment, that dangerous level of air quality, will last longer and end up affecting more people.” Smog increases the risk of heart disease, asthma attacks and other respiratory ailments. Several states, including Connecticut, have joined in lawsuits challenging the repeal or delay of environmental regulations. Simms pointed out that nongovernmental groups have
turned to the courts as well. “Our clients are often community groups, farmworker communities, sometimes other nonprofit environmental and publichealth organizations, scientists,” he said; “and we will continue
to hold the government accountable to the law.” Simms added that the EPA is increasingly challenging the legal standing of those who file lawsuits against it, and bills introduced in Congress could block some legal challenges.
