911 System Restored

By Carlos Herrera COACHELLA VALLEY - The 911-phone system is up and running again after the entire, Coachella Valley was without service today. The Frontier Communications 911 telephone system was down for about three hours, leaving residents of the Coachella Valley unable to reach first responders via the three-digit emergency number.

The system went down at 5p.m. While the phone system was off-line, emergency dispatchers in all valley law

enforcement agencies continued fielding calls through a ten-digit telephone number. Officials with the Riverside County Sheriff’s Department said the issue appeared to be with Frontier Communications, the phone provider through which the 9-1-1 centers are connected.

Frontier officials were able to resolve the problem by 8 p.m. However, they are not sure what exactly caused the system to crash.

By Desert Star Staff WASHINGTON, -- A booster for the most powerful rocket in the world, NASA’s Space Launch System (SLS), successfully fired up Tuesday for its second qualification ground test at Orbital ATK’s test facilities in Promontory, Utah. This was the last fullscale test for the booster before SLS’s first uncrewed test flight with NASA’s Orion spacecraft in late 2018, a key milestone on the agency’s Journey to Mars.

“This final qualification test of the booster system shows real progress in the development of the Space Launch System,” said William Gerstenmaier, associate administrator for the Human Exploration and Operations Mission Directorate at NASA Headquarters in Washington.

“Seeing this test today, and experiencing the sound and feel of approximately 3.6 million pounds of thrust, helps us appreciate the progress we’re making to advance human exploration and open new frontiers for science and technology missions in deep space.”

The booster was tested at a cold motor conditioning target of 40 degrees

March 2015 and demonstrated acceptable performance of the booster design at 90 degrees Fahrenheit – the highest end of the booster’s accepted propellant temperature range. Testing at the thermal extremes experienced by the booster on the launch pad is important to understand the effect of temperature on how the propellant burns.

The initial SLS configuration will have a minimum 70-metric-ton (77-

ton) lift capability. The next planned upgrade of SLS will use a powerful exploration upper stage for more ambitious missions, with a 105-metric-ton (115-ton) lift capacity. In each configuration, SLS will continue to use the same core stage and four RS-25 engines.

NASA’s Space Launch System Booster Passes Major Milestone

The twominute, full-duration ground qualification test provided NASA with critical data on 82 qualification objectives that will support certification of the booster for flight.

Engineers now will evaluate these data, captured by more than 530 instrumentation channels on the booster.

When completed, two fivesegment boosters and four RS-25 main engines will power SLS on deep space missions.

The solid rocket boosters, built by NASA contractor Orbital ATK, operate in parallel with SLS’s main engines for the first two minutes of flight. They will provide more than 75 percent of the thrust needed for the rocket and Orion spacecraft to escape Earth’s gravitational pull.

“Today’s test is the pinnacle of years of hard work by the NASA team, Orbital ATK and commercial partners across the country,” said John Honeycutt, SLS Program manager at NASA’s Marshall Space Flight Center in Huntsville, Alabama.

“SLS hardware is currently in production for every part of the rocket. NASA also is making progress every day on Orion and the ground systems to support a launch from Kennedy Space Center in Florida. We’re on track to launch SLS on its first flight test with Orion and pave the way for a human presence in deep space.”

reverse mortgage payouts with smaller distributions from fully taxable retirement plans. This strategy can also help higher-income clients avoid surcharges on their monthly Medicare premiums.

It makes good sense incorporate home equity into a retirement income strategy.

Rather than take money out of your IRA when it is low, a better leverage of assets is to take money out of your house when it is high. You know… buy low and sell high. A reverse mortgage can reduce the risk of clients outliving their savings by allowing them to use loan proceeds during down markets rather than tap a shrinking nest egg.

It can also be used as a supplement to Social Security. Based on the maximum allowable home value of $625,500, you could qualify for a $375,000 line of credit, which would supplement social security by $1,000 a month in tax-free reverse mortgage payments, allowing your IRA to grow untouched for a few years.

For those with huge medical bills, a reverse mortgage can slash a huge chunk from their monthly spending. It provides breathing

room at a time of stress. In addition to serving as a hedge against portfolio depletion, a standby reverse mortgage line of credit can serve as long term care or a deferred annuity, by using the home as collateral instead of paying insurance premiums.

Considering the higher interest rates on bank loans, using your own equity can be much less. Most homeowners actually use the loans to pay off an existing mortgage, reduce other debt or increase their monthly income. Initial setup fees have been dramatically reduced. The upfront mortgage insurance premium has been slashed from 2.5% to 0.5% of the loan amount as long as the borrower taps less than 60% of the available balance in the first year. Mortgage closing costs — for title insurance, appraisal and attorney fees — are about the same as a traditional mortgage or home equity line of credit, and some lenders provide credits to offset upfront expenses, adding it to the cost of the loan. In many cases, the borrower’s outof-pocket cost to establish a reverse mortgage may be as little as $125 — the price of the mandatory consumer counseling fee. For anyone

Dear H.F.: Civil Code 4740(d) requires that, in associations with a complete or partial rental ban, landlords provide the association certain information.

This statute requires that the landlord provide verification of the date the owner acquired the residence and the name and contact information of the prospective tenant or representative. This information is necessary for the HOA to know if the automatic grandfathering of 4740(a) applies because rental bans put in place in 2013 or later apply only to future owners, not those who were owners at the time the ban was put in place.

This information is important for the association to be able to know when someone other than the owner is entitled to live in the residence.

However, even without a rental ban or limit in place, your association could adopt a rule requiring that information to provided, for everyone’s safety.

Dear P.H.: Associations can help both landlords and resident owners by thinking about their rental policies and placing them in their CC&Rs. One very basic such requirement would be that resident contact information must be kept current with the association. If this requirement is adopted as a use restriction or rule, then yes, the association could enforce it with a fine, imposed after a hearing process complying with Civil Code 5855.

For now, the lower court ruling stands, which means his executive orders are on hold. One, called DAPA, would have given temporary work permits to parents of those here legally. The other would have expanded DACA, which helps people brought here as children. Aidin Castillo is a staff attorney with the Immigration Legal Resource Center,

part of the nonprofit “Ready California.” She said the main thing to know - is that the socalled “dreamers” can still apply for the original DACA program.

“The original deferred action for childhood arrivals program, which was launched in 2012, remains available,” she said. “It’s in full effect.

It was not affected by the Supreme Court’s decision.”

California Cuts Rate of Uninsured Children By More than Half E. The report ranks California 36th among states for overall child wellbeing. Jessica Mindnich, with the nonprofit group Children Now, says that isn’t great - but it’s a major improvement over a few years ago, when the Golden State ranked 41st.

She notes even more children will be insured this year, with a law allowing undocumented children to enroll in Medi-Cal that took effect in May. But the report also says California has a long way to go, particularly

Mindnich points out that California ranks 47th in children’s economic wellbeing - and one-third of their parents lack full-time, year-round employment.

“Currently, 23 percent - or roughly one in four kids in California, over two million - are living at or below the federal poverty line.”

Children Now is calling on policymakers to continue investing in children’s programs and services to solidify the current upward trends in young people’s well-being.

Clean Power Plan Would Cut Texans Energy Bills

By Desert Star Staff AUSTIN, Texas – Without changes in the way electricity is produced and how it is used, a new study says Texans will likely see a 49 percent increase in their electric bills over the next 15 years.

But the report from the Georgia Institute of Technology finds that implementing the Obama administration’s Clean Power Plan could halt that increase, saving the average Texas household almost $2,500 dollars over the same period.

Marilyn Brown, the study’s author, says the report clarifies a lot of misinformation about the Clean Power Plan.

“A lot of analysts say that the Clean Power Plan

is going to bankrupt the nation,” she states. “But what we’re showing is in fact, if done wisely, we can save consumers money and also prevent fossil fuels from heating up the planet.”

The Clean Power Plan, introduced in 2015, aims to cut carbon dioxide emissions from power plants by 32 percent by 2030, increasing the use of renewables such as wind and solar and implementing efficiency measures.

The plan was challenged in the courts and, as a result, states are not required to submit their plans for implementation until the case is resolved.

Brown says the plan

reduces the use of fossil fuels such as coal and gas to generate power, not only cutting costs, but significantly reducing greenhouse gases and slowing the rate of climate change.

She adds that another major element of the plan – one that is often misunderstood – is implementing energy efficiency measures.

By Desert Star Staff No longer must you choose between your lawn and saving water. Experts say there are ways to save both water and money that won’t hurt your turf.

“We often see sprinklers watering sidewalks and drives, running during rain, or sending water down the drain from leaky heads,” says Josh Friell, Ph. D, senior agronomist of The Toro Company’s Center for Advanced Turf Technology.

“The good news is there are simple, cost-effective actions homeowners can take to save up to 30 percent in outdoor water usage alone.”

Friell recommends these lawn-care watering tips: First Things First: Most timed sprinklers water in the early morning, without homeowner attention. At the beginning of the season, run each zone briefly during daylight hours to see how the system is operating. Look for broken lines or damaged sprinkler heads, www.desertstarweekly.com

When to Water: Experts suggest watering deeply and infrequently. This helps wet the entire root zone and encourages deeper root growth, which helps the lawn better tolerate mild to moderate drought. How Much to Water: During summer, your grass should receive between 1 to 1 1/2 inches of water weekly, including natural precipitation.

Water requirements vary by turf variety, local weather conditions, and site conditions such as shade. Your local university extension office can be a good source of information to assist in understanding local conditions.

The total water applied can be determined by placing a rain gauge or empty tuna

cans around your yard prior to an irrigation cycle. The Catholic view on homosexuality considers it sinful, and even priests can get in trouble for so much as admitting to being gay. In October last year, Polish priest Krzysztof Charamsa openly accused the Church of making the lives of gay Catholics worldwide “a hell”. The letter was addressed to Pope Francis, following Charamsa’s expulsion from priesthood.

This was after he admitted to being in a gay relationship.

France’s ambassador to the Holy See, Laurent Stefanini, is also openly gay, something that led to the Vatican’s refusal to recognize him.

And in January tens of thousands flooded the streets of Rome to demand the Italian government give up on a law that would provide legal recognition to gay couples, as well as limited adoption rights.

The country remains split on the issue, with many ministers, including interior minister Angelino Alfano, openly against the coalition government of Matteo Renzi greenlighting any laws that would favor the LGBT community.

The Pope likewise did not shy away from remarks on the EU, but expressed optimism the complicated union would find another form of existence after Britain leaving.

Also, perhaps surprisingly, he said the previous Pope, Benedict, defended his views against Church officials who had gone to him to complain the new Francis was being too liberal. According to Francis, Benedict “sent them packing.”

The comments were made as the Pope flew back from a visit to Armenia. Francis did not restrict them to just the LGBT community and women, adding that the Church was “turning a blind eye” to child labor and should apologize for“blessing” weapons, according to Reuters.

Francis was answering a question about a similar

remark by a German cardinal regarding an apology to gay people. He reminded journalists that, according to Christian teachings, gays “should not be discriminated against. They should be respected [and] accompanied pastorally.”

He went on to say: “I think that the Church not only should apologize ... to a gay person whom it offended, but it must also apologize to the poor as well, to the women who have been exploited, to children who have been exploited by [being forced to] work. It must apologize for having

blessed so many weapons.”

Pope Francis is the most progressive pontiff to date and is known for being an outspoken critic of a number of traditional attitudes, with his persona polarizing the religious world. Many Catholics take issue with his views, arguing them to be too ambiguous on sexual morality. His attitude on the LGBT question dates back to 2013, when he first famously said “who am I to judge?”

By Desert Star Staff MADISON, Wis. – Nearly $1 out of every $6 of income in Wisconsin wound up in the bank accounts of the top 1 percent of earners, according to the Center on Wisconsin Strategy (COWS) and the Wisconsin Budget Project.

A report put out by the two groups says this means the income disparity between the haves and have nots rivals the separation at the time of the Great Depression.

Laura Dresser, COWS’ associate director, says this poses a danger for a lot of Wisconsinites.

“Instead of having broadly shared prosperity, we have some who are gaining from the rewards of growth and many who are being left

behind, and that makes making ends meet for those whose wages aren’t going up much harder to do,” she states. “It stresses communities and the schools. It’s hard for families.”

The report says between 1979 and 2013, the average income of the top 1 percent in Wisconsin grew by almost 120 percent, while the average income of the remaining 99 percent grew by only 4 percent.

Dresser says the gap continues to grow, but it’s not really a case of the rich getting richer, and the poor getting poorer.

“Well here what we find, I think, is that the poor are holding steady and the rich are getting a lot, a lot, a lot richer, and the closer you are to the very top of the income

distribution the more that that’s true,” she states.

With the top 1 percent in Wisconsin having an average income of $888,000 a year, that translates to 19 times the average income of the remaining 99 percent.

According to Dresser, policy makers need to adopt a new way of thinking about things to improve the situation.

“Thinking about strong education systems, thinking about strong policies in support of people’s access to good training and good jobs,” she stresses. “That takes some public infrastructure. Nearly 2,000 Portland Janitors Approve Strike

Janitors working in the Portland area are concerned about wages, access to affordable health care, and workloads.

By Desert Star Staff PORTLAND Ore. - Nearly 2,000 janitors in the Portland metro area authorized a strike over low wages and a lack of access to affordable health care last Friday. The custodians don’t want to be priced out of Portland, where the cost of living has been on the rise, including the cost for a home, which

has led the nation this year.

Mark Medina, a custodian and member of the Service Employees International Union (SEIU) Local 49, said janitors have three concerns in negotiations with five of Portland’s biggest cleaning companies.

“Three paramount issues for our members was work rules, health care, and wages,”

he said. “And on these three, the offers that the companies have given us have been meager to say the least.”

Medina said companies have offered to increase janitorial wages by 20 cents an hour over the next year.

However, the union does not feel that’s enough to cover the rising cost of living in the city.

Workload and safety are

other big concerns. Bryan Leeder, also a member of SEIU Local 49, works as a janitor in downtown Portland, wants policies in place to make sure staff are not overworked.

“We want some specifics in language about covering for employees who are absent, instead of just dumping double the workload on one person because somebody is sick or on vacation,” he said.

Medina said the rising cost of housing in Portland and flat wages has pushed him and some of his colleagues out of the city.

“You see wealthier people moving into the downtown area and everything, and then you see workers who live in Gresham, who live in Vancouver, who live in Forest Grove coming into downtown, coming to the Portland area to work,” he added.

Janitors in Hillsboro and Vancouver, Washington have also approved a strike if a settlement isn’t reached.

Suicide Now 2nd Leading Cause of Death Among Youth

By Desert Star Staff Suicide is now the secondleading cause of death among young people in Illinois and across the country, according to new research published today. The report, titled “Suicide and Suicide Attempts in Adolescents,” updates an American Academy of Pediatrics report from 2007, when suicide was the thirdleading cause of death for people age 15 to 19. The new research lists bullying and internet use as big risk factors for that age group.

Dr. Benjamin Shain M.D., Ph.D., of NorthShore University HealthSystem is the lead author of the report. He said online bullying can be as serious as face-to-face bullying.

“Both bully victims and bully perpetrators are affected,” he said. “And the group that’s affected the most is in the group who are both victims and perpetrators, had the highest increase in mental health

concerns, suicidal thoughts and behaviors and suicides.”

According to the Illinois Department of Public Health, for every young person who takes their own life, an estimated 100 to 200 make suicide attempts. Dr. Shain said one the best ways for parents to help prevent youth suicide is to talk openly and calmly with their kids.

And while the report notes that more than five hours of internet use a day is strongly linked with high levels of depression, Dr. Shain warns that simply trying to block access to a teen’s online social network likely won’t help the situation.

“It interferes with having the good relationship, which you need for providing support and guidance,” he added.

“It can have a net negative affect. Whatever you gain in terms of decreasing screen time and monitoring, I think you’re losing much more in terms of being able to provide support and guidance.”

cartoon featuring the newly created Mickey Mouse, took the nation by storm. Disney’s “Silly Symphonies” were next in the studio’s parade of progress. Animated in full color, they too featured sound.

Timeless stories like “The Tortoise and the Hare” and, “The Grasshopper and the Ant” followed. All have endured, remaining witty and fresh despite the passage of time. And

Children from Anaheim to Zanzibar are familiar with Walt Disney’s animated characters— and the magic began many years ago when Walt created a little mouse named Mickey.

According to legend, the idea for Mickey was based on an actual pet mouse Disney kept in his Kansas City studio.

The little fellow was one of a large family of field mice Walt had discovered in his wastepaper basket. Though the mice were housed in cages to keep them out of mischief, the clever little “Mortimer” was allowed to scamper on Walt’s drawing board. In fact, Disney trained the little guy to stay within a drawn circle, tapping the bright mouse lightly on the nose whenever he started to scamper across the pencil lines.

As for Mickey’s birth, well, it’s a remarkable part of animation history. He first appeared on screen at the Colony Theatre in Manhattan

on November 18, 1928. But he wasn’t the same wellmannered mouse we know today.

In the early days, Mickey was rambunctious. But unlike other animated animals of his era, Mickey started his career with a distinct personality and a voice of his own.

Walt had the talented Ubbe “Ub” Iwerks do the first animated drawings for Mickey, and for nearly a quarter of a century, Walt himself was Mickey’s voice.

And lucky for Mickey—before he made his screen debut Walt’s wife Lilian told Walt she thought “Mortimer” was too stuffy a moniker for such a playful rodent, suggesting he call him Mickey instead.

Upon release, “Steamboat Willie,” the first all-talking

It’s hard to believe that Walt Disney has been gone for 51 years, because his magical formula for family entertainment lives on in the 21st century. His fantastic realms of Disneyland, Disney World, and Epcot continue to evolve and flourish.

In fact, his magical kingdoms have spread to other world cities like Paris and most recently Shanghai. Disney Studios also continue to create family-friendly film blockbusters like “Frozen” and the hilarious “Zootopia” which are both billion-dollar ‘Disney Babies.’

T H E AT R E “Big Sky” - Which Could be Subtitled “Big Lies” on Stage

In case you might be wondering about the meaning of the title of Alexandra Gersten-Vassilaros’ dramedy* “Big Sky,” an immediate thought could come to mind.

Maybe it’s the expansive view from the exquisite Ritz Carlton condominium setting for this play, which is in the swanky ski-country of Aspen, Colorado? Skydiving perhaps?

Long plane trip? You would have guessed wrong and the meaning will be revealed later.

What we do know for sure from the opening scene is that Jack (Jon Tenney) and his wife Jen (Jennifer Westfeldt) are being hosted by the Pederson Fund, a potential employer, and have been ensconced in this magnificent chalet beautifully designed by Derek McLane. Falling light snow can be seen through the large windows. An unseen window is a panoramic view of the bucolic mountains. Jen is the first to come in from the cold and immediately glues herself to her cell phone which signals incoming text messages. This

continues throughout most of Act 1. She has a big secret.

Jack arrives and is delighted at the prospects of working for this big company.

He is a Type A personality – outgoing and aggressive. He was let go from his last job and really needs this new situation to bolster both his ego and bank account. He, too, has a secret. Jack breaks open a box containing $400 bottles of wine, compliments of his hosts and pours two glasses of wine. In a funny piece of business, he samples different chocolates, taking a small bite and then putting them back into the box. He makes an awkward attempt at initiating lovemaking by putting his hand on his wife’s breasts but is quickly rebuffed as his she recoils almost in horror. Jen calls it unromantic to which Jack replies: “I put my hand on your chest and hope for the best.” So, it quickly becomes evident that this bucolic setting is in sharp contrast to their 18-year marriage, which seems to be coming apart at

Photo by Darrett Sander the proverbial seams. Lots of drinking ensues with Jen constantly reverting back to her cell phone to check the text messages, which are coming in at a rapid rate. Who are all these texts coming from? In what is probably a symbolic gesture, Jen keeps forgetting to buy groceries so the chalet-designed condo is as barren as her marriage.

Jen’s close friend and confidant is her gay buddy Jonathan (Arnie Burton.) He has been invited to join the family for the weekend and is the voice of reason, for the most part, that is. He is overwrought when Jen reveals that she is having an affair and tries to persuade her that it’s just a passing fancy since her lover is a patient in hospice where she volunteers. That said, could a miracle be afoot? Arnie Burton gives a wonderful performance as the wisecracking Jonathan.

He breathes comedic life into the proceedings, and is a master of the hilarious “slow take.” Despite his let’s party demeanor, he is still grieving over the death of his partner from cancer and

uses medical marijuana to assuage his despair. He is also apprehensive about Jack’s commitment to invest in his pillow company. Jonathan has brought his stash which will change the outcome of everyone’s lives, but that’s all I’ll say about that.

Rounding out this troubled family is Jen and Jack’s 17-old daughter Tessa, an outspoken rather rude young lady who is not blind to the negative dynamic between her parents. She too has a secret, which she shares with poor Jonathan who is on the verge of confessional overload and probably wishes he could shout TMI, TMI! ** She is rebellious and reveals that she is in love with Catoni, a 20-year-old Native-American porter who works in their New York apartment building. She is an A student but has decided that instead of going to college, she is going to take a spiritual road trip across the country with her boyfriend. Oh yes. I should share with you that Catoni means big sky, hence the title. At one point, Tessa convinces Arnie to let her have a hit of his joint which at first he refuses, but she wears him down and gets to take a couple of drags. Gersten-Vassilaros sprinkled in comic lines throughout Act 1 such as Arnie to Tessa: “You’re too young to feel anxious.” Tessa: “Young is the new old.” When he’s not looking, she grabs the bag, puts it in her purse and, at the insistence of her father, rushes off to meet with the daughter of the gentleman from Pederson Fund who is in the process of crafting a final employment offer. This deed definitely does not go unpunished and involves a buffalo. That’s all I’m going to say about that.

Following the playwright’s Act I text, director John Rando keeps the action moving nicely elevating the proceedings slightly above a sit-com.

Rapid-fire jokes are executed in a timely manner but we never really get much below the surface. Act II, however, is an entirely different play, and could best be described as a blood bath of accusations and incriminations. Technically, one must wonder why almost three-quarters of Act II is performed in very low lighting making it difficult to actually see the action unfolding on stage. Yes. I know there is a power outage, but some directorial license could have been employed to compensate for the lost electricity.

The production values are top notch including Costume Design by Denitsa Bliznakova, Lighting Design by Jaymi Lee Smith, and Jon Gottlieb’s wonderful Sound Design including the blizzard’s howling wind which might make you reach for your sweater.

As far as performances, Tenney does a believable job as Jack, a macho man sinking deeper and deeper into a pit.

Robinson’s Tessa is a just a bit “Hollywood” and tries too much to go for the laughs. Despite that, she does having some believable moments. Westfeldt as Jen gives the weakest performance. Vancouver International Airport looks to welcome more Mexicans

By Desert Star Staff RICHMOND, B.C.,Vancouver International Airport (YVR) today congratulated the Government of Canada on easing visa requirements for Mexican nationals. Beginning December 1, Mexicans will no longer be required to hold a Canadian visa and will generally, on the day of entry into Canada, be granted a six-month stay.

“Mexico is a vibrant and growing market for Canada and we are thrilled to see the visa requirements lifted,” said

Craig Richmond, President and CEO, Vancouver Airport Authority. “We welcome measures that open up Canada to more tourists and trade; making it easier to travel to and from our country.”

“Once the cumbersome regulations are lifted we anticipate visitor numbers from Mexico will increase,” said Richmond. “Whenever we ease entry requirements, add new flights or welcome larger aircraft, the entire province and ultimately country benefits from higher tourism spending,

increased tax revenue and creation of new jobs.”

Five airlines offer nonstop service between YVR and Mexico: Air Canada, WestJet, Sunwing, Air Transat and Aeromexico. Together the companies offer service to eight destinations, on nearly 70 weekly flights, and more than 564,000 annual seats.

YVR’s newest Mexican service was launched in May 2015, when Aeromexico began daily, non-stop flights to and from the nation’s capital – complementing Air Canada’s

existing service on this route.

Vancouver Airport Authority estimated the new service would add 160 jobs to the B.C. economy and nearly $10 million in Gross Domestic Product.

In addition to welcoming more passengers to Vancouver, YVR also stands to increase its share of travelers connecting through the airport between Latin America and Asia. The shortest routes between Mexico and Asia pass over the Canadian and U.S. Pacific coastline and Mexican nationals will now be able to transit

through YVR without a visa.

Report: Renewables, Energy Efficiency to Cut CA Electric Bills

– California’s electric bills will go up about 2 percent over the next 15 years if nothing changes in the state’s energy policy, but consumers actually would save about $1,400 over that same period as the state implements the Clean Power Plan, according to a new report.

Georgia Institute of Technology just released a study that looked at the impact of the federal Clean Power Plan on power bills.

And while California already has virtually stopped using energy from coal-fired power plants, researchers found that energy efficiency is the key to low-cost integration

of cleaner energy and to staving off climate change.

“Energy efficiency is not taking cold showers and drinking warm beer,” says Marilyn Brown, the report’s author. “It’s not suffering. It’s not consuming less in order to cut your bills. It means using energy more wisely, purchasing and using equipment in a more efficient manner.”

Many other states rely heavily on coal and can comply with the Clean Power Plan by reducing their dependence on so-called dirty energy over the next 15 years.

The report found that as they do that, households nationwide could save almost $1,900 on their electricity bills.

California is ahead of

the pack with an ambitious goal of getting 50 percent of its power from renewables by the year 2030.

Sachu Constantine, director of policy at the Center for Sustainable Energy in San Diego, says the Golden State is ramping up large and small scale solar.

“So we still have incentive programs for individual customers to site renewable energy on their rooftops,” he states. “Now we’re starting to think about how you include storage with those kinds of resources. “ The Environmental Protection Agency projects that by 2030 the Clean Power Plan will significantly improve air pollution and in

On Monday, King checked in with him to see what has changed in the past six years.

“We have certainly not become less greedy or less stupid,” Hawking replied.

Hawking gave a quick recap of what the world looks like in 2016, saying:

“Six years ago, I was warning about pollution and overcrowding, they have gotten worse since then.”

Despite the grim outlook for our civilization, Hawking said pollution, what he felt was the biggest problem facing humanity, had still not been addressed.

“The increase in air pollution and the emission of increasing levels of carbon dioxide. Will we be too late to avoid dangerous levels of global warming?” he said.

But that isn’t the only thing Hawking is concerned about. When asked about the dangers of artificial intelligence, Hawking explained that increases in technology may be coming at a steep cost, saying: “Governments seem to be engaged in an AI arms race, designing planes and weapons with intelligent technologies.

The funding for projects directly beneficial to the human race, such as improved medical screening seems a somewhat lower priority.”

That does not mean that artificial intelligence may not come without a cost.

“Artificial intelligence

has the potential to evolve faster than the human race.

Beneficially AI could co-exist with humans,” but there must be a line drawn, Hawking said.

“Once machines reach the critical stage of being able to evolve themselves, we cannot predict whether their goals will be the same as ours.”

Hawking is at the Starmus Festival in the Canary Islands where, this year, the festival is dedicated to the lifelong researcher. Hawking has been a large presence in science and mathematics, and his reputation precedes him. One of the many unique things about Hawking is how well he has beaten the odds. Having lived with amyotrophic lateral sclerosis (ALS), Hawking has become gradually paralyzed over the decades. The majority of ALS patients die of respiratory failure within three to five years from the onset of symptoms.

However, Hawking has made it to 50 years and counting.

When asked what keeps him going, Hawking replied: “There are questions I want to answer.”

Supreme Court makes major rulings on abortion, gun rights, corruption

By Desert Star Staff The US Supreme Court has struck down abortion restrictions in Texas, ruled that domestic violence misdemeanor convictions are valid grounds to lose gun ownership rights, and raised the bar for prosecuting public officials on corruption charges.

In the Texas abortion law case, known as Whole Woman’s Health v. Hellerstedt, the Court threw out a previous ruling by an appellate court in a 5-3 decision. Justices Breyer, Kennedy, Ginsburg, Sotomayor and Kagan were in the majority, while Thomas, Alito and Roberts dissented.

The Texas law, known as HB2, required abortion providers to have admitting privileges at local hospitals and facilities similar to surgical outpatient centers. While the state said that the requirements were necessary to protect women’s health, abortion right groups argued that the law was crafted to make it more difficult for women in

Texas to obtain abortions.

The presumptive Democratic presidential nominee Hillary Clinton immediately hailed the decision.

The American Civil Liberties Union (ACLU) also praised the ruling as a “victory for women.”

“Today, the Supreme Court reaffirmed that the Constitution protects not just the theoretical right to abortion, but the right of a woman to actually get one without unwarranted interference from politicians,” said Jennifer Dalven, director of the Reproductive Freedom Project at the ACLU. The Texas law’s restrictions “harm women’s health and place an unconstitutional obstacle in the path of a woman’s reproductive freedom,” President Barack Obama said in a statement praising the Supreme Court ruling.

Former Texas state Senator Wendy Davis, who famously filibustered against the law in 2013, said that today made it “all worth it.”

The Republican Speaker of the House, Paul Ryan (R-Wisconsin), on the other hand, said he was “disappointed in the Court’s decision” and that the GOP will continue to “fight to protect women’s health and promote life.”

Justice Clarence Thomas was the only member of the court who would have upheld the Texas statute outright.

Justices John Roberts and Samuel Alito, two other conservative-leaning members of the Court, said that they favored more analysis, according to SCOTUSblog.

The Court also ruled against two plaintiffs in Voisine v. United States, a case with implications for gun ownership rights. Stephen Voisine and William Armstrong had argued that a federal law that barred them from owning firearms because of misdemeanor domestic violence convictions violated their constitutional rights.

In a 6-2 ruling, the

court upheld the opinion that domestic violence convictions can result in gun ownership restrictions, even if the misdemeanor is only the result of recklessness rather than intent. Justices Roberts, Kennedy, Ginsburg, Breyer and Alito were in the majority, with Thomas and Sotomayor dissenting.

During the oral arguments for the case in February, Thomas actually broke his decade-long streak of not asking questions, grilling the government’s attorney on whether any other constitutional rights could be suspended due to a misdemeanor conviction.

Guns, ammo sales generate big tax revenue

It has been documented that after mass shootings, gun and ammunition purchases surge. However, what has not been documented is how much the federal government gains from these surges.

Joshua Tree International Improv/Comedy Festival Coming To Hi-Desert

By Jack Lyons Theatre and Film Critic If you feel the world is spinning out of control right about now, then you need a time out. The year 2016 has been a roller-coaster social media experience. All of us about now are in need of a dose of the medicine that heals the blues and calms the nerves – comedy.

The Joshua Tree International Improv/Comedy Festival that opens on Friday, July 8th and performs on Saturday, July 9th and Sunday, July 10th is just the Rx that most doctors would suggest to chase away those blues.

The cream of improve/ comedy performers will gather at the Hi-Desert Cultural Center in Joshua Tree located at 61231 Highway 62 - about a half a mile from the entrance to Joshua Tree National Park. Legendary TV and New York Cabaret star/ comic Tom Dreeson heads up the festival as host, with

Richard Weiss as emcee plus 40 of the country’s top improve/comedy performers.

Festival director Jeanette Knight has assembled a stellar cast who will participate and compete in sketches and skits that will be judged by the audience over the three day festival So, if you ever felt that you have what it takes to be a judge in a comedy festival of professional performers, then this is definitely your chance to step up.

If you’re not up to being a judge then just come as an audience member and enjoy the talents of the performers.

Remember, laughter is the tonic that extends our lives on this mortal coil. There are also workshops and seminars being offered to those who seek to improve their social and professional comedy skills. I attended the festival two years ago at the Indio Performing Art Center (IPAC) and had a blast.

Knight has structured the festival into three sections: Friday, July 8th, kicks off with a Gala and social hour featuring heavy hors d’oeuvres

and desserts at 5:30 pm, followed four opening night comedy sketch groups: ‘Identity Crush’, ‘The Very Nick & Zack Show’, ‘ScubaGuys’, and ‘The Fireturtles’.

Saturday, July 9th begins at 3:00 pm with a new act every 30 minutes that go to 11:00 pm. There are also workshops and seminars being held over the three day festival led by Chelsea Coleman, Andy Harmon, Kate Ullman, and

Richard Weiss; all acclaimed Improv professionals.

Sunday, July 10th there is a stand-up comedy act every 15 minutes. You can come and enjoy all of the acts or just those that suit your fancy.

Performances run from 3:15 pm to 8:00 pm, ending with the festival awards. Considering that the temperature these days is hovering in the triple digits, the Joshua Tree International Improv/Comedy

Festival sounds like a great way to spend a weekend in the cool and inviting climate of the hi-desert and be entertained in the bargain.
