Coachella Valley Firebirds Name Dan Bylsma Head Coach By Desert Staf Staff PALM SPRINGS, Calif. — Today, the Coachella Valley Firebirds, the 32nd AHL team, is debuting in Fall 2022, and the NHL Seattle Kraken affiliate announced Dan is hiring Bylsma as its first head coach in team history. Bylsma comes from the Charlotte Checkers, home of the defending Calder Cup Champions, where he was named assistant coach by the Seattle Kraken in August 2021. “We’re excited to name Dan Bylsma the first head coach in Coachella Valley Firebirds history,” said
Seattle Kraken general manager Ron Francis. “The head coach of our American Hockey League affiliate plays a critical role in developing future Kraken players. Dan worked with our prospects this past season in Charlotte and brought a wealth of NHL and AHL experience to our new AHL club. Gibson Gives Scholarship in honor of Sister Rosetta Tharpe By Desert Staf Staff The new Gibson Gives Scholarship Program has launched with the Sister Rosetta Tharpe Scholarship-the first-ever music scholarship created in honor of the iconic and incomparable Godmother of Rock ‘n’ Roll, Sister Rosetta Tharpe. The Sister Rosetta Tharpe Scholarship has been awarded to Sierra Guilmartin, a senior at Philadelphia High School for Girls who plans to pursue music at the University of the Arts in Philadelphia in the Fall. The Scholarship, created through support by the Fund for the School District of Philadelphia, marks the first award from Gibson Gives directly to students supporting their post-secondary pursuits in music. Save The Music Foundation has partnered with the School District of Philadelphia since 1999, supporting expanded student access to music education through instrument donations, professional development for teachers, and Music Industry Masterclasses for students interested in exploring careers in music and entertainment. The Rules … On Rule Changes By Kelly G. Richardson, Esq. CCAL Good community rules and regulations (“operating rules,” per Civil Code 4340) help set standards and encourage neighborly conduct. However, good rules also must be enforceable and associations must follow a prescribed rule amendment process. Because rules are amended only by the board, the law requires special procedures to alert members in advance when boards consider a rule change. Civil Code Section 4360 establishes the following two-step meeting process: 1. In the first open meeting the board decides to announce a proposed change, the board must give members at least 28 days advance written notice of an upcoming meeting to

consider a change, a copy of the verbatim proposed change, and a statement as to the purpose and effect of the change. 2. At the second board meeting, the board must allow member comments before voting on the proposed rule change. 3. If the rule change is adopted, a notice must be announced to members within 15 days after the meeting. 4. If the change is controversial, 5% or more of the membership may, within 30 days of notification of a rule change, demand a membership meeting to vote upon its reversal. If a majority of a quorum votes to overturn the rule change, the board cannot reinstate the overturned rule change for one year. The law allows for emergency rules, if immediate action is necessary to avoid imminent threat to health,
safety or to substantial economic loss. Boards may pass emergency rules for up to 120 days but they cannot be renewed. Before changing association rules, consider these process tips: 1. Discuss the rule. If the rule change is too complicated to draft during the board meeting, then delegate someone (the HOA’s attorney?) to draft language for consideration at the next meeting to consider publication of the proposed change. Don’t rush - good rules adopted slowly are better than poor rules quickly approved. 2. Once the motion to adopt the rule change is made in the second board meeting, suspend deliberations and reopen members’ open forum on the rule change. CA Hearing on Regulating For-Profit Health Industry Mergers
By Suzanne Potter/PNS Health industry mergers are a significant driver of high health care costs, and now, California lawmakers are considering a bill to regulate more of these mergers. Assembly Bill 2080 gets a hearing in the Senate Health Committee Wednesday. It would give the state Attorney General the power to place conditions on, or even block, mergers of forprofit hospitals and other primary health care entities. The California Hospital Association opposes the bill, arguing it would give the Attorney General too much power and stifle many types of care arrangements. Anthony Wright, executive director of the nonprofit advocacy group Health Access California, countered that consumers need more protection. “This bill goes to the heart of why health care costs are so inflated,” Wright argued. “And it makes sure that there is public oversight so that access is preserved, and costs are not inflated as the health industry consolidates.” www.desertstarweekly.com
The Attorney General already has the oversight power to review nonprofit hospital mergers and, in 2019, secured a $575 million settlement from Sutter Health over charges they drove up prices. Sutter, the largest health care provider in northern California,
agreed to end what the state considered anti-competitive policies. In addition, the bill would ban anti-competitive contracting industrywide. Wright pointed to a 2018 University of CaliforniaBerkeley study, which found that hospital mergers have increased prices.

“Sometimes there can be a loss of access if the acquiring entity decides to shut down certain services,” Wright explained. “Sometimes the merged entity now has more market power, to charge higher prices.” The bill also includes an appeals process if a merger

The Mental Health Crisis of Moms: What You Need to Know

New Data Debunks Narrative of Youth Crime Wave By Suzanne Potter/PNS A new report from The Sentencing Project debunks the myth of a post-pandemic crime wave fueled by young people. In March, Congress held a hearing about a spike in carjackings in big cities, but the data show a drop in overall robberies by youths in 2020 and a drop in the share of crime committed by children over the past 20 years. Tshaka Barrows, coexecutive director of the W. Haywood Burns Institute in Oakland, rejected calls to ditch progressive policies on juvenile justice. “To think that somehow we don’t need to revisit failed approaches that specifically have a racial impact that’s structural - that dates all the way back to the founding of this country - to me is disingenuous,” he said. “It lacks a true reflection
of the magnitude of what we’re dealing with.” Barrows said he supports restorative-justice programs that rehabilitate young people and keep them out of the criminal justice system. However, he said he viewed the recent recall of progressive San Francisco District Attorney Chesa Boudin as a setback and added that considerable investments in law enforcement have not made communities safer. Report author Richard Mendel, the senior research fellow at The Sentencing Project, said he thinks young people who commit minor crimes should not be expelled or locked up - but instead, redirected to counseling. “You take them away from school, you take them away from activities of rites of passage and adolescence,
and you surround them instead with incarceration, with other troubled kids,” he said, “and it’s a negative dynamic that halts
their natural progression to ‘age out of these behaviors.” State data show the felony juvenile arrest rate decreased
from 2019 to 2020 - from 3.9 per 1,000 to 2.7 at the height of the pandemic.
CA Moving Forward on Constitutional Amendment on Abortion Rights

ballot to enshrine abortion rights into the state constitution. The move is a reaction to the decision Friday by the Supreme Court to reverse Roe
v. Wade and lift federal abortion protections. As a result, nearly half the states are expected to make abortion illegal. However, Rob Bonta,
the state’s Attorney General, slammed the ruling. “This decision is an attack on privacy, freedom, self-determination, equality,” Bonta asserted. “This decision is an attack on women.” Abortion opponents cite religious and moral objections. Friday, Gov. Gavin Newsom signed Assembly Bill 1666, which protects California abortion providers from civil liability based on laws in other states, which may prohibit people from traveling to get abortion care. Sen. Toni Atkins, D-San Diego, Senate President Protem, vowed to help abortion seekers from other states. “Those inhumane laws will not cross California borders,” Atkins stressed. “We will not leave women and families impacted by the fall of Roe v. Wade and the backward, reckless policies of other states without options. We will not

Gavin Newsom to push for a swift transition away from oil and gas. “Elected officials from up and down the state are urging our good governor to stop issuing any new permits for fossil-fuel development,” he said, “and urge the passage, and then sign SB 1020 when it gets to his desk.” Senate Bill 1020, which will be heard today in the Assembly Committee on Utilities and Energy, would set interim goals toward getting 100% of the state’s power from renewable
sources. Supporters of the oil and gas industry have said it provides thousands of jobs and should remain in California’s energy portfolio. Alex Walker-Griffin, vice mayor of the Bay Area town of Hercules, said California must keep environmental justice in mind as it transitions away from fossil fuels. “This is an opportunity,” he said, “for California to reinvent itself, where we have come together and help out some communities that have been really impacted by oil drilling, the refineries that are in their area that have polluted their neighborhoods
