By Desert Star Staff Coachella, CA - Over 50 parents, students and community members addressed the Coachella Valley Unified School District Board to voice their priorities on funding allocations of the Local Control Funding Formula (LCFF). The funds for the LCFF were secured through Proposition 30 in 2012 and are designated to support high- needs students such as those categorized as English Language Learners, low-income and foster youth. Since Coachella Valley Unified is at 96% high needs, the District receives a large amount of additional supplemental and concentration dollars to cover these students. The Schools Action Team of Building Healthy Communities (BHC) Coachella Valley has been advocating since 2014 for transparency in the Local Control Accountability Plan (LCAP), the document that lays out how this additional money will be spent, and to ensure the allocation of funding for Restorative Justice practices through the LCFF. Last year, Restorative Justice practices were allocated about $300,000 of which only a partial amount of the money was actually spent. “There is incomplete information on how the District spends their money. Story and Photos by Pat Krause Bianca Rae, Local TV personality, Journalist, Humanitarian and founder of the Bianca Rae Foundation received the 416th Star on the Palm Springs Walk of Stars on June 2nd. Over 100 people attended this star dedication. Many had chairs that were set up, and others stood or sat by the fountain. Rae said she chose the location of the star because it was one of the first places she visited when she moved here. The Star in located near the fountain and the Sonny Bono Statue
at 149 South Palm Canyon Drive. Rae is the youngest recipient of a Star in the Palm Springs Walk of Stars. Speakers included friends and co-workers from the TV station KESQ, Channel 3. Her parents and sister were there from Chicago. They spoke about their daughter with great pride. Her sister told about their childhood and her dedication to family. speakers. Kathleen Bennett, a board member gave Rae a huge bouquet of flowers and a Star Pin. The Miniature star who is usually given did not make the dedication and would be presented later. Proclamations were given designating June 2nd as Bianca Rae Day. Bianca Rae spoke and said she knew as a child she was going to be Bianca Rae and would drop her last name Goutos but she is proud of her last name and her family. She thanked her fellow co-workers as they always have her back and support her. She thanked
all the volunteers who work at her foundation. She planned on being married and had children by age 26, but she said God had a different plan for her. She knew already in second grade that she wanted to be a voice for the voiceless, animals and children. She loves the glitz and glamour of the Red Carpets and interviewing but knew she was put on this planet for more. Rae created the Bianca Rae foundation to help animals by being adopted, and they transport animals all over the country to no-kill shelters. The foundation holds a retreat
for middle school kids who started with 100 six years ago and now has over 500 this year. The foundation’s Fun, Hope & Pups, has raised more than $200,000 for local animal organizations. Rae has been given many awards and emcee’s events each week for charities and serves on a lot of local boards in the Desert. Rae speaks at schools and elsewhere to empower young kids. Rae wants to utilize her platform in TV to make an impact for something worthwhile in the Desert.

The awards give talented local high-school students a chance to compete and represent the Coachella Valley. Winners have an opportunity to go to the National High School Musical Theater Awards, NHSMTA, that will be held in June. The event was held on May 31st with five judges choosing the winners. The Purple Room donated their restaurant stage for this event. The judges included singer and actress Lucie Arnaz, Her husband actor Larry Luckinbill, One Night Only producer, Michael Childers, Singer Patrica Welch and Martin Wiviott,

By Janice Gough It is highly unlikely that investors will match future returns of those in the past 30 or even 100 years. The combination of factors, which caused this growth include low inflation, high global GDP (gross domestic product) growth and higher corporate profits, as revenue from new markets increased the top line. These growth drivers include how Technology helped lower costs, while corporate taxes declined. Some of those growth drivers, researchers point out, have “run their course,” as recent GDP slowdowns and interest rate declines have shown. An example of how expectations have not yet changed to match the new data, are assumptions of U.S. public pension fund managers, who expect real returns of 8% for a 70% stock/bond portfolio mix. While the future path of interest rates may increase twice this year, there is an unclear future of how the Fed will react with economic changes. We will not benefit from the declining interest rates of the past that fueled the economy, since the 1990s. Over the past 50 years, Global GDP growth has been fueled by two factors happening simultaneously; an increase in productivity and employment. This confidence no longer exists, partly due to an aging population. The decline in employment growth will cause a 40% drop in global GDP over the next 40 years, and in the U.S.

Is the Golden Era of Investing Over? This implies that real GDP growth could slow to 1.9% over the next 20 years. The U.S. is currently at 1.2%. Corporate profits worldwide will be affected by three major trends. First, is new competition from EM (emerging markets), noting that EM companies, often play by different rules, including lower costs and a willingness to accept lower returns. Chinese firms already make up some 20% of the Fortune Global 500; while U.S. and European comprise 47%. The second trend is technology and techenabled firms that have reach unprecedented scale in terms of users, customers, revenue and profits. An example of this change is apparent by considering that in 2013, 40% of international call minutes were Skype-to-Skype calls, representing $37 billion of lost revenue for telecom firms. Robotics will begin to eliminate future jobs. By 2021, robots will have eliminated 6% of all jobs in the US, starting with customer service representatives and eventually truck and taxi drivers. These robots, or intelligent agents, represent a set of AI-powered systems that can understand human behavior and make decisions on our behalf, as witnessed with self- driving cars. The third trend affecting corporate profits, especially large-cap ones, is increased competition from small and medium-size companies who are taking advantage of online platforms to achieve scale. CA Senior Advocates Descend on Washington to Fight AHCA By Desert Star Staff SACRAMENTO, Calif. – On Wednesday dozens of senior advocates from AARP, including a sizable delegation from California, will fan out across Washington to talk to their representatives about opposing the GOP health care bill. The House version of the American Health Care Act includes a so-called age tax, which means people between 50 and 64 can be charged five times what younger people pay. Right now it’s capped at three times as much. AARP California state director Nancy McPherson, who will be at the Capitol this week, says the cost spikes could be ruinous for many older Americans. “And on top of that, the bill as currently proposed reduces tax credits,” she points out. “So together
those changes could cost an individual up to $13,000 more a year.” AARP estimates that 840,000 Californians between 50 and 64 buy their insurance on the open market and would be impacted by the age tax. The Congressional Budget Office scored the latest version of the bill and found it would cause 23 million Americans to lose health insurance. Under the Affordable Care Act, or Obamacare, people with pre-existing conditions are protected, including 2.6 million Californians between 50 and 64. But under the AHCA, insurance companies could raise their rates significantly. McPherson says many would be forced into high risk pools, which she says have been tried before, with a very poor track record.

In 2006 only about 30,000 homes had solar panels. The cost of renewable energy has come down as well. Bossong said a decade ago it cost $9 per watt of power generated by solar panels. Today, it’s less than $4 a watt.

By Desert Star Staff DENVER – Thousands of Americans die prematurely from air pollution-related diseases associated with burning coal, and a new study from Michigan Technological University says transitioning to solar would save more than 50,000 American lives each year. Joshua Pearce, the report’s lead author, says investing in solar is more than a public health issue. “But you also produce electricity that has value,” he points out. “And so, let’s say that we did this as a
truly distributed case, and everybody just put up solar on their roof top – so they were offsetting residential electricity. The American public would make $2 million for every life they saved.” Pearce says despite the heavy up-front costs of replacing the coal energy infrastructure with solar, estimated to be $1.5 trillion, there’s a good economic case to be made. Scientists scoured national data for the price of electricity across regions, and found that switching to solar could turn a profit of as much as several
million dollars per life saved. Pearce’s team tapped geographic data to determine the number of deaths due to coal-powered plants in each state. He argues switching to solar should be a no-brainer, and says – for example – if terrorists killed 50,000 people and said they were going to do it again next year, Americans would go ballistic. “But instead, if you were part of an industry that we knew was going to kill 50,000 Americans next year – and your motive was simply to make money – we completely let it go, even

A Reason to be ‘Ticked’ Off About Warm Winter
By Desert Star Staff NASHVILLE, Tenn. -After a weekend outdoors, you may want to check yourself, your kids and your pets for ticks. The Center for Disease Control is predicting an increase in ticks and the diseases they carry this summer because of a warmer winter. Experts say in most cases if you can remove the tick within 36 hours of a bite, you’re protected from any illness. Dr. Donald Bucklin, medical director for U.S. Healthworks, said removing the insect is simple. “The first thing to do if you find a tick is remove it,” Bucklin said. “You don’t have to light it on fire. Just grab it with a pair of tweezers
or a pair of pliers, needlenose pliers, and just pull up. You have to give them a little tug to pull them off, because they’re happy, they want to stay there.” If you suspect the tick has been on the skin for more than 36 hours, you’re advised to call your doctor who may prescribe preventive medicine in case it was carrying a disease. Lyme disease or Rocky Mountain spotted fever are common illnesses transmitted by ticks, but doctors are seeing a new, more serious illness: Powassan. Powassan is rare, but can be fatal in 15 percent of cases. Bucklin said prevention is the best measure. “Ticks are completely
avoidable. If you aren’t brushing up against tall grass and stuff, you’re not going to get a tick,” he said. “So it’s very avoidable and it’s worth buying a bottle of DEET and using it on your pants and stuff before you go out hiking. “ To protect your pets, consider a tick collar or a flea and tick preventive medication. Dogs are more susceptible to tick bites than are other animals. In 2016, there were 581 cases of Rocky Mountain spotted fever in Tennessee. There have been 420 confirmed cases of Lyme disease in the state since 2000, but experts believe that number is larger because of unreported cases.

– and Gov. Doug Ducey and most of the Republican majority in the Legislature get a failing grade.
The report singles out a water bill that gives the advantage to livestock interests over
tribes and public lands. It also pans failed attempts to eliminate the State Parks Board and to legalize snake shot in urban areas. Sandy Bahr, director of the Grand Canyon Chapter of the Sierra Club, says lawmakers also passed resolutions asking that the federal Clean Power Plan be rescinded and that the Antiquities Act be weakened to make it harder to establish new national monuments. “Not only are legislators not promoting environmental protection, but they’re actively working against protecting our air, our water, our wildlife,” she states. Conservative legislators argue that they’re pursuing a pro-jobs agenda. The report gave A-plus grades to five state senators and 17 state
representatives, largely for beating back a number of anti-environment bills. Bahr says the most destructive issue isn’t about the environment, per se – the governor signed a package of bills designed to make it harder to get an initiative on the ballot and easier for lawmakers to get around the ones that do pass. “That really is the main tool that we have available for any kind of statewide change in environmental policy,” she points out. “So making it more difficult and more expensive when it is already difficult and expensive is the absolute wrong way to go.” Conservation and voting rights advocates are challenging several of those laws in the courts.
PA Businesses Condemn Withdrawal from Paris Climate Accord
By Desert Star Staff HARRISBURG, Pa. – Some Pennsylvania business owners say President Trump’s decision to withdraw from the Paris agreement to combat global climate change will damage, not help, the U.S. economy. Trump said the Paris accord would drain billions from the U.S. economy and cost American jobs. But according to James Spencer, president and chief executive of Everpower, a Pittsburgh-based onshore wind-energy development company, renewable energy, not fossil fuels such as coal, is where current and future economic growth and jobs will be found. “Job growth in the renewable-energy sector is at least a multiple of five times greater than annual job growth in the United States,” he says. www.desertstarweekly.com

Kjerstin Klein, the owner of Willi’s Ski Shop in Pittsburgh, says the effects of climate change already are being felt. For most of her business’ 40 years, they could rely on certain weather benchmarks to predict what they needed to order for the coming season. “That has literally just absolutely been thrown out the window the last couple of years,” she says. “We can’t rely on any of the numbers, any of the figures, any of the forecasting tools we used to use.” Spencer believes that in withdrawing from the Paris agreement, the United States as a nation

SD Town a Model of Early Childhood Education’s Power to Unite

South Dakota has become a heartwarming example of how early childhood education can
bring a community together. Nearly a decade ago, Dakota Provisions began
recruiting refugees from Myanmar to work in its turkey processing plant in Huron. As the influx of this new population started, Rhonda Kludt, executive director of the United Way in Huron and other members of the community realized they had an opportunity to welcome these immigrants. So the United Way started the Preschool Partnership Program with the local school district and got their children into preschools around town. “We knew that if those children started their learning experience with other children in the community, they would learn together and grow together and friendships would begin,” she explains. “And a lot of our existing preschools were not full, they were not at capacity because preschool is expensive.” United Way made sure every family that wanted their child in preschool was able to afford it and integrated them into the
seven existing preschools and local Head Start program. Now, Huron looks a lot different than it used to: 46 percent of the town’s school population is culturally diverse. Kludt says the community has welcomed with open arms the displaced people from Myanmar, and the effort was led in large part by bringing education to the young children of the immigrants. “When our community is well-educated, it benefits everyone,” she says. “And our board members often say, ‘I want the children living next door to me to have a good education.’” Kludt adds that it took the work of organizations all around town, and says it’s a model that can be replicated anywhere. “I’ve often said if a little community like Huron with 12,000 people can do this, any community can do it,” adds Kludt.

transparent system so that community members can fully engage in the budget decisionmaking process as mandated by law,” said Silvia Paz, Director for Building Healthy Communities Coachella Valley. “These funds are meant to support students with the highest need to make sure they have the resources they need to succeed. As a parent, I am concerned that the District does not respect us since they are not following through on their commitments and always give us the runaround,” mentioned Sandra Ramirez, parent and organizer with the Council of Mexican Federations (COFEM). The team has worked with several departments at the Coachella Valley Unified School District to design and implement a plan of action. Although there have been some improvements to transparency of funding allocations, there is
still more the group believes the District can be doing. Officials from the Riverside County Office of Education expressed their concern for the LCAP mentioning that the LCAP is incomplete and would not be approved if submitted after the Public Hearing in it’s current form. “It is no surprise to us that the LCAP is not meeting the intent of the law. BHC has brought these concerns to the school district on multiple occasions,” said Paz. Research shows that high suspension rates do not improve school climate and increase the chances that students will drop out. In 2015, Bobby Duke implemented a pilot on restorative justice practices providing students with an alternative to school suspensions. At the inception of the pilot the suspension rate was 13.5%. Since then, suspensions have dropped down to 9%. While it is difficult
to identify exactly what caused a decrease in suspensions, many administrators have attributed restorative justice to having a better understanding of what their students struggle with outside of the classroom. Through restorative justice, teachers and students get

to know each other, building better relationships that prevent conflict. If conflict does arise, students who make mistakes stay in school, take part in a process in which they come face-to-face with the people they have harmed and develop a plan to make amends for wrong- doing. “I am here today because I care about how the District spends the money that is supposed to be for us. I want my school to be better and I want there to be less fights. We all deserve an opportunity to be in a school we love with teachers that know us and treat us well,” said Juliana Taboada, student at Desert Mirage High School. A recent survey of voters in the Coachella Valley Unified School District conducted by Fairbank, Maslin, Maullin, Metz & Associates (FM3) found that voters’ top priorities for LCFF funding are aimed at improving students’ physical and mental
health as well as preparation for the future. Voters also support public reporting of school performance and directing more resources to schools with lower-performing students. With such positive support coming from community members, the Schools Action Team believes that this is the perfect opportunity for the District to listen and implement the vision community members want to see. Mrs. Ramirez closed with saying, “The Public Hearing for the Local Control Accountability Plan (LCAP) gives the community the power to have a voice in how the school budget funds are invested. Next, we work to hold the District accountable for what they are promising.” The final LCAP will be voted on June 15, 2017 and will proceed to be approved by the Riverside County Office of Education, date to be determined. www.desertstarweekly.com

Advocates Warn Proposed Medicaid Cuts Will Harm Economy By Desert Star Staff PHOENIX – If the American Health Care Act passes, and the Medicaid expansion is wiped out, not only would 400,000 Arizonans lose health insurance - another 62,000 would lose their jobs. Those startling statistics from the Arizona Health Care Cost Containment System and ASU are the subject of a public forum tonight in Phoenix. The panel will discuss the benefits of funding Medicaid, known in Arizona as AHCCCS. Dr. Lee McPheters, a research professor of Economics at ASU, is one of the presenters. He says slashing AHCCCS would be a disaster for the state’s economy because one in five tax dollars is tied to the federal funds. “Eventually there’d be a recovery but there’d be a mini-recession in the state,” he says. “Because basically, you’re pulling out something in the range of $3 billion, $4 billion out of the income flow.” Health care is the state’s

Over the past week, 550 of the most talented students and apprentices from across the country were tried, tested and judged while competing at the RBC Centre

Over 200 medals were awarded to the top industry champions in six skilled trade or technology sectors, including: transportation, construction, manufacturing, information and technology, service and employment. The competitors were evaluated based on

‘The Book of Mormon’--On A Mission To Make You Laugh
The Broadway hit “The Book of Mormon” is back in town for an extended run at the Hollywood Pantages Theatre. Trey Parker and Matt Stone, the creators of the long running “South Park” TV series, wrote the book and lyrics for the show along with Robert Lopez. Lopez, a star in his own right, wrote the music for the Disney smash hit “Frozen,” with his wife Kristen Anderson-Lopez. Remember, “Let It Go?” You will if you have kids. The songs throughout “Book of Mormon” are zippy, zany and at times a bit “profanity.” But to their credit, and showing that Mormons too have a sense of humor and fun, they took out an ad in the “Playbill: saying “Our version is sliiiightly different.” (Yes, that’s how they spelled slightly.) They continue: “The musical is entertaining. The book? It’s life changing. Get a free copy at thebookofmormon.com.” The show opens with young elders carrying their book in hand. They sing as they ring imaginary doorbells and introduce us in song to “The Book of Mormon.” Then we meet them again as they are getting ready to receive their missionary assignments. Gabe Gibbs plays Elder Price and comes to this production directly from Broadway. He is a real charmer in every way. Young Elder Price has been a star in all of his studies
and is praying that he will be assigned to mission to the people of Orlando—home of Disney World and Sea World. Alas, no such luck. Instead, he discovers he’s off to Uganda. Worse, yet, he has been paired with Elder Cunningham (Conner Peirson). How could this happen? However, with a stiff upper lip and plenty of self-pride, he decides to make the best of it. On the other hand, the plump, slightly daffy Cunningham is totally delighted. Once they arrive in Uganda, the village they have come to save turns out to be a pretty scary place. And so far the other young Mormon elders there have not made even one convert. Worse, yet, there is a fierce General (Oge Agulue) who terrifies the villagers and the elders as well. On the bright side, there is the lovely Nabulungi (Leanne Robinson). Robinson, who hails from East London, has a beautiful singing voice. She is a charmer and one of the first in her group to want to become a Mormon. Elder Cunningham is smitten by her sweet ways and her interest in converting. On the other hand, Elder Price is ready to head home to Disney World. Depressed, he drowns his sorrow by drinking at least 8 or 9 cups of Starbucks. A big no-no for a Mormon. While Elder Price is temporarily out of the picture, Cunningham decides to

The website contains encrypted messaging services such as Signal, Peerio and WhatsApp for whistleblowers to pass on sensitive data or documents anonymously. Moore, famous for political documentaries such as ‘Fahrenheit 9/11’ and ‘Bowling for Columbine’, has warned that leaking government information “might get dangerous.” In a letter posted to the site, however, Moore said “we’re running out of time” to oust President Donald Trump from his position of power. “From the time you opened this letter to the time you get to the bottom of it, there’s a decent chance that our president will have violated the constitution, obstructed justice,

A soaring musical dramedy revival of “The Spitfire Grill” at NCRT By Jack Lyons Theatre and Film Critic The world of today appears to be in constant turmoil. Culture wars and shooting wars abound here in America as well as on every continent on our fragile planet. Everyone stares too long and make judgments far too quickly when it comes to the strangers we find in our midst. We rely on our tribal or family loyalties, the cornerstones and touchstones of a civilized society that at times is necessary but in so doing robs us of enlightenment and the pleasures that comes when societies reach out culturally to one another. Take the metaphor of food, as one example of how we have expanded our gustatory experiences and horizons over the years. Our American melting pot society is filled with success stories where one can see the advantages and possibilities that a diverse society provides. The current North Coast Repertory Theatre revival production of “The Spitfire Grill”, a musical dramedy written by James Valcq and Fred Alley with music by Valcq and lyrics by Alley, is a shining example of the power some ‘outsiders’ can bring to the table or to a community if just given a chance. Intelligently, sensitively and seamlessly directed by Jeffrey B. Moss, with an inspired ensemble cast of actors who can sing (and boy, do they sing) this uplifting and warmhearted musical is just what American theatre audiences need right about now. The story in short, centers around fiercely independent Percy Talbott (a terrific Aurora Florence), a young, Appalachianaccentedwoman who has just been released from prison. Percy is looking to find a place for a fresh start in life. While in prison she read a travel magazine about the idyllic, small, rural
town of Gilead, Wisconsin which sounded like a good place to begin her new life journey. The local Sheriff, young Joe Sutter (Kevin Earley), who is also Percy’s parole officer finds her a job at Hannah Ferguson’s Spitfire Grill, owned by and operated by a force-of-nature earth mother solidly played by actress Devlin. It’s the only eatery in the town and is frequented daily by loyal residents. The Spitfire Grill has been up for sale for ten years, but has never had any interested buyers. Times have been tough for America’s Midwest economy and Gilead is barely hanging on. Shelby Thorpe, the wife of the out-of-work local stone quarry foreman Caleb (Kevin Bailey) is a caring, young woman played by Soprano Meghan Andrews, who gently tries to make a home life while at the same time occasionally helping Hannah at the diner. She endures the frustration of her proud husband Caleb, who resents her time spent at the Grill and her association with Percy. To further complicate matters, Shelby and Percy have become friends. Post Mistress and town gossip Effy Krayneck, never misses a chance to open the mail before the addressees is nicely played and sung by Maggie Carney who makes the most of her comic relief role as Gilead’s leading gossip and busybody. Also, there is a character called The Visitor who never speaks, but whose haunted eyes speak volumes, is played by Matt Thompson. And, that’s about as far as I’ll go with spoiler alerts. You will just have to see this splendid musical for yourself. The real beauty of this production lies in the multitalented ensemble cast with a director who understands how to craft and shape compelling, poignant, comedic, and dramatic moments and performances from pros who

On- stage chemistry electrifies the entire cast from the minute that Percy comes on stage and sets the tone for all the magic that follows with her song “A Ring Around the Moon”. The story of “The Spitfire Grill” unfolds over fifteen haunting and poetic songs that conjure up echoes and aural memories of John Denver’s “Take Me Home Country Road” along with Valcq and Alley’s original country/folk musical score that features such numbers as: ‘The Colors of Paradise’ sung by Percy and Shelby, ‘Forgotten Lullaby’ lovingly rendered by Hannah, and the rousing “Shoot the Moon” by the company that ends act one. In act two, the numbers
‘Wild Bird’ by Shelby, ‘Shine’ by Percy, and a poignant ‘Way Back Home’ by Hannah, bring the entire company back onstage for another rousing Finale. The nicest part, at least for me, is that this highly entertaining musical is performed without one f-bomb being hurled from the stage. The musical’s creators substituted soaring music, soulful country lyrics, and sheer talent instead of relying on attention-grabbing street language pyrotechnics to win over its audience. However, in the name of transparency, this musical was written seventeen years ago in 2000. My, how we’ve changed. The production is designed by Marty Burnett, lighted by Matt Novotny, with costumes by Elisa Benzoni, and sound design, by Chad Lee Thymes. The excellent

musical accompaniment is headed by musical director Alby Potts on keyboard, guitar/ mandolin by Nikko Nobleza, violin by Catherine Gray, and cello by George Spelvin (that great old theatrical name). In the new and emerging discipline of projection design, Aaron Rumley is right on the money; not too many just the right amount to set the tone and enhance the moods. If I were to mention that some of the song lyrics were a wee bit too repetitious and went on too long, it would probably give my age away. So I won’t. But the soring voices of the company made me forget all that repetition. “The Spitfire Grill” performs at North Coast Repertory Theatre, Solana Beach, through June 25, 2017. Don’t Miss It!

By Desert Star Staff RICHMOND, Va. – Fifteen retired admirals and generals have signed a report arguing that the U.S. should protect its national security by taking the lead in advanced and renewable energy. Retired Vice Admiral and vice-chairman of the CNA’s Military Advisory Board, Lee Gunn, says the timing’s just a coincidence days after President Trump said he wants to leave the Paris climate accord. But Gunn says it is vital for U.S. economic, diplomatic and military standing that we take a leading role in the transition to wind and solar power. He says if we don’t, we risk letting other countries erode our superpower status. “China is in the first position, the European Union as a block is in the second position, and the U.S. has
surrendered leadership,” he says. “I don’t think that means for a moment that we have to stay there.” When announcing his decision, one of President Trump’s central arguments was that the Paris agreement weakens U.S. employment and economic strength. But 1,100 companies, including energy giants such as ExxonMobil, have publicly stated that they favor staying in the accord. The report argues that as advanced energy expands in sub-Saharan Africa, South Asia and other areas, the nation exporting the technology enjoys much greater influence, as well as more job growth at home. By comparison, retired Navy captain and lead author Leo Goff says fossil-fuel exporters have a leverage to bind consuming countries that haven’t made the switch.
By Desert Star Staff Louisiana congressman Clay Higgins is appealing to “Christendom” to “hunt down” and kill anyone suspected of being an “Islamic radical.” The Republican politician made his comments in response to Saturday’s terror attack in London which left seven people dead and another 48 injured. “The free world... all of Christendom... is at war with Islamic horror,” Higgins, a former law enforcement officer, posted
on Facebook on Sunday. “Not a single radicalized Islamic suspect should be granted any measure of quarter. Their intended entry to the American homeland should be summarily denied,” Higgins said. “Every conceivable measure should be engaged to hunt them down. Hunt them, identify them, and kill them. Kill them all. For the sake of all that is good and righteous. Kill them all.” The post is accompanied by a photo from the scene of the attack on London

to white drivers. The study was based on almost 200 hours of footage recorded by California officers. Shocking police body-cam
footage of shootings and other violent incidents is the source of outrage but a new study, which looks at hundreds of hours of the footage, finds black people are also treated differently during more mundane interactions with police. “Routine traffic stops are not only common, they are consequential, each an opportunity to build or erode public trust in the police,” the study’s researchers say in the abstract. “Indeed, some have argued that racial disparities in perceived treatment during routine encounters help fuel the mistrust of police in the controversial officer-involved shootings that have received such great attention.” The study, published in the Proceedings of the National Academy of Sciences, looks at
By Desert Star Staff Two people have died and dozens more have been hospitalized in central Georgia in recent days as state law enforcement agencies begin investigations into a rash of overdoses from what may be the drug Percocet. In the past two days or so, first responders have answered overdose calls in Albany, Centerville, Perry and Warner Robins around the counties of Houston and Bibb, the Georgia Bureau of Investigation (GBI) said, according to the
Atlanta Journal-Constitution. Emergency responders have used “massive doses” of Naloxone, a drug that counteracts opioid overdoses, to treat those who ingested the ‘yellow pills,’ GBI spokeswoman Nelly Miles said. Bibb County coroner Leon Jones confirmed that two deaths occurred from pill overdoses since Sunday, WMAZ reported. The number of people affected by the pills could rise, Miles said. Patients have reported
purchasing ‘yellow pills’ believed to be Percocet, though the lethal substance in the drugs has yet to be identified, the Department of Health said, according to WMAZ. Percocet contains acetaminophen and the opioid oxycodone, and is used to ease severe short-term pain. In a recent survey by staffing firm OfficeTeam, senior managers said 30 percent of candidates display negative body language during interviews. Respondents identified eye contact as the most telling nonverbal cue when meeting with applicants, rating it a 4.18 on a scale of one to five (with five indicating the highest significance). This was followed by facial expressions (3.96). The data reveals that white people are 57 percent more likely to hear an officer make more respectful utterances, such as an apology for being stopped. Whereas, black people were 61 percent more likely to hear less “respectful” commands, such as “hands on the wheel.” Officers tended to speak less respectfully to black drivers “even before the driver has had the opportunity to say much at all,” the researchers found, meaning it’s unlikely that the drivers provoked the officers. It was also found that the severity of the offense had little effect on the officers’ level of respect. The racial disparity

KMIR News Staff Salton City, CA -El Centro Sector Border Patrol agents assigned to the Highway 86 checkpoint, arrested a man suspected of smuggling heroin and cocaine Saturday afternoon. The incident occurred at approximately 5 p.m., when a 22-year- old man approached the checkpoint in a white 1991 Chevrolet Pick-up. Prior to reaching primary inspection, a Border Patrol canine detection team alerted to the driver’s side of the vehicle. Agents referred the man to secondary inspection for further examination. Upon
further inspection, agents found concealed in the truck’s fuel tank. Twenty packages tested positive for cocaine, two packages tested positive for black tar heroin, and six packages tested positive for Mexican brown heroin. The total weight of the cocaine was 25.39 pounds with an estimated street value of $380,850. The black tar heroin totaled 1.97 pounds in weight with an estimated street value of $21,670, while the total weight of the Mexican brown heroin was 3.45 pounds with an estimated street value of $32,775. The man, a United States
Citizen, vehicle, and narcotics were turned over to the Drug Enforcement Administration for further investigation.

Trump seeks to privatize US air traffic control system
By Ken Thomas WASHINGTON - President Donald Trump said Monday that the nation’s air traffic control system needed a modern makeover and urged Congress to approve a privatization plan that he said would increase safety and reduce wait times for passengers. Dismissing the current system as an anachronism, Trump said the air traffic control operations needed to be separated from the Federal Aviation Administration, an approach that U.S. airlines have long championed. But opponents worry that the plan, which would require congressional approval, will give too much power to the airline industries. “We live in a modern age yet our air traffic control system is stuck, painfully, in the past,” Trump said, noting the FAA had been working to upgrade the system for years. “But after billions and billions of tax dollars spent and the many years of delays, we’re still stuck with an ancient, broken, antiquated, horrible
system that doesn’t work.” Trump added with a touch of humor, “Other than that, it’s quite good.” The businessman-turnedpresident’s push to privatize the system came as the airline industry and regulators have managed an extensive period of safety in the skies - there hasn’t been a fatal crash of a domestic airliner in the U.S. in eight years. As he pushed for the changes, Trump was flanked by three former U.S. transportation secretaries who served under Presidents Ronald Reagan and George W. Bush: Elizabeth Dole, James Burnley and Mary Peters. The president’s team invited several Republican members of Congress, including Texas Sen. Ted Cruz and House Majority Leader Kevin McCarthy of California, airline industry executives, union members and others to the event in the East Room. Creating the impression of a bill signing, Trump was surrounded by the lawmakers after his remarks as he signed a decision memo and a letter to Congress outlining his principles for the air traffic control plan. But winning congressional approval could still be an uphill battle for Trump. Sen. Jerry Moran, R-Kan., said the plan was likely to raise costs for consumers and hurt small airports. “All but our largest airports nationwide stand to be hurt by this proposal,” Moran said. Democrats have largely opposed the changes, warning that airline interests would dominate the proposed board, overseeing an estimated 300 air traffic facilities and around 30,000 employees. Democrats have also pointed to the unprecedented safety under the current system and noted repeated computer system failures in recent years by U.S. airlines, questioning whether they are ready to handle complex technology modernizations. House Democratic leader Nancy Pelosi of California pointed to past
opposition from both parties to privatization plans, saying it would “hand control of one of our nation’s most important public assets to special interests and the big airlines.” Business aircraft operators, private pilots and non-hub airports have also expressed concerns they may pay more and receive less service under a private corporation. U.S. airlines have lobbied to separate air traffic control from the FAA for two decades and Trump’s budget plan released earlier this year called for the changes, placing air traffic operations under an “independent, nongovernmental organization.” White House officials said the new entity would be overseen by a 13-member board that will include members from the airline industry, unions, general aviation, airports and other stakeholders. Airlines contend the FAA’s NextGen program to modernize the air traffic system is taking too long and has produced too few benefits. The changes would involve moving from the current system, based on radar and voice communications, to one based on satellite navigation and digital communications. “The president’s leadership means that we can look forward to legislation that gets government out of the way so we can modernize for the future and maintain our global leadership in aviation,” said Nicholas Calio, president of Airlines for America, which represents American, United, Southwest and others. “The nail that sticks out is the one that gets hit…”
By Lisa Lyons So says young Gordon Hirabayashi’s father to his eldest son whose outgoing and curious disposition is being tested by the increased discrimination in Washington state against Asian Americans, both Issei (first generation born in Japan) and Nisei (second generation born in the US); with the escalation of the war and the subsequent bombing of Pearl Harbor, the discrimination increased until it culminated in executive orders to intern all persons of Asian descent in prison camps with no regard to their constitutional rights. Jeanne Sakata’s “Hold These Truths” is inspired by the true story of civil rights pioneer Gordon Hirabayashi. The 90-minute solo show presents Hirabayashi’s fight to reconcile his country’s betrayal while maintaining his passionate belief in the U.S. Constitution. Despite President Obama posthumously awarding a Presidential Medal of Freedom, the nation’s highest civilian honor, in 2012
to him, his story is mostly unfamiliar to many Americans. In 1942, the University of Washington student defied the U.S. government, and his worried parents, by refusing to register and be interned in the desert with tens of thousands of fellow Japanese American citizens who were viewed as a potential threat to national security after the Japanese invasion of Pearl Harbor. Hirabayashi, a Quaker pacifist, also rejected signing a loyalty oath and doing military service. For his acts of resistance, he served time in prison. His unrelenting efforts to reverse the unconstitutional internment of any persons of Japanese ancestry ended up with a case at the Supreme Court - where he lost in a unanimous decision upholding the government’s actions based on “military necessity.” Paving the way to Hirabayashi’s ultimate victory, legal historian Peter Irons discovered myriad military documents, letters and memos admitting that confining

Japanese Americans to camps had not been a necessary security measure: The camps, they implied, were created out of hysteria and racism. This led to the case being reheard by the Supreme Court in 1987 and this time, justice prevailed. The timeliness and irony of the situation is not lost on the audience who chuckled and sighed at various incidents portrayed on stage that sadly echo what is happening now due to the current administration’s policies and
at numerous regional theatres including Portland Center Stage, the Guthrie Theater, Seattle’s ACT Theatre, and locally by Coachella Valley Rep in Palm Springs. Says Sakata, “When I discovered Gordon’s story in the late 1990s, so full of heartbreak but also his irrepressible humor and zest for life...I knew I had to bring his story to the American stage.” She’s done a masterful job in showing the intimate view of one of our country’s shameful periods through the eyes of one eloquent and unrelenting man. In a coda to his father’s early admonition, Hirabayashi shares that what he didn’t say then was the full text of the proverb which is “The nail that sticks out is the one that gets hit…Unless the nail is bigger than the hammer!” That earned well-deserved kudos from the opening night audience followed by a spontaneous standing ovation. Let’s hear it for more ‘bigly’ nails and less hammers! “Hold These Truths” is at the Pasadena Playhouse until June 25th. fears of terrorist threats in the US and the world. Actor Ryan Yu portrays Hirabayashi from his teens to middle age also playing all other parts of the protagonists and heroes of his life including his mother and father, fraternity brothers at UW, law enforcement officials, his Quaker girlfriend and even Supreme Court Justice Patrick Murphy - and does it all seamlessly. His energy is heavily taxed during his 90-minute tour de force, but despite a slight cold, he kept the audience in thrall until the final moments. Kudos to director Jessica Kubzansky (the original director at East/West Players) as well as the excellent technical team of scenic and lighting designing Ben Zamora who does a lot with simplicity, and sound designer John Zalewski whose subtle use of themes and natural sounds adds depth to the production. Playwright Sakata, a successful actor herself, premiered the play in 2007 at East West Players in Los Angeles. It made its offBroadway debut in 2012 with the Epic Theatre Ensemble, and has since been performed
