Movement Grows to Stop New Gas Stations in CA By Desert Star Staff NOVATO, Calif. -- The city of Novato will vote tonight on whether to

allow Costco to build a substantial new gas station, despite strong opposition from locals concerned

about climate change. Novato is the latest front in a battle to reduce dependence on fossil fuels.

By Desert Star Staff The San Bernardino Symphony Orchestra is preparing for the second concert in their hybrid 92nd season. “Tchaikovsky, Vivaldi & Grieg” will premiere Sunday digitally, March 28, 2021, at 3:00 p.m. on the Symphony’s new SBSOtv platform accessible from their website www. sanbernardinosymphony.org. The performance will include selections prominently featuring two exceptional instruments: the Maestro’s recently returned bassoon and a historic 1929 Wurlitzer organ. Shared Maestro Parnther,

“Tchaikovsky and Grieg penned two of the most compelling and deeply expressive works for string orchestra; Tchaikovsky’s Serenade in C Major and Grieg’s Holberg Suite, respectively. We will perform excerpts from both of these incredible works.” Antonio Vivaldi’s Concerto in D minor, one of the Maestro’s personal favorites, will also be performed, but with a creative twist. Specifically, Maestro Parnther will be tackling dual roles as both soloist and conductor on this dazzling work for solo bassoon and orchestra. As mentioned, the bassoon the Maestro

will be playing in the same instrument recently returned to him after it was stolen just two days before the March 2020 concert was canceled due to Covid restrictions. “For my bassoon to be taken two days before my Mozart concerto performance last year... and gifted back in a time for the replacement Vivaldi concerto a year later... there is a sign in all of this,” said Parnther. A Hoppy Easter Cake

By Desert Star Staff Warmer days at the start of spring mean Easter is almost here, and the big bunny himself will be hopping around in no time delivering goodies. This Easter, celebrate with your loved ones with a delicious and colorful Easter Bunny Butt Cake. It can bring smiles and laughter while putting everyone in a light, joyful mood. This cake is fun and bright with a fluffy, moist interior. Complete with chocolate candy eggs, shredded coconut and chocolate chips for little bunny toes, this recipe goes all out to paint a picture of the Easter bunny.

Start by combining whole eggs, egg whites, cream of coconut, crushed pineapple, coconut extract and vanilla extract. In a food processor, pulse flour, sugar, baking powder and salt. Then add butter gradually, 6 tablespoons at a time, for a total of 12 tablespoons. Add dry mixture to a mixing bowl then add egg mixture half at a time. Beat until cake batter is formed. Fill muffin tins 2/3 full and bake 18-20 minutes. The remaining batter goes into an oven-safe bowl to bake for 1 hour, 40 minutes. The buttercream frosting is made with powdered

sugar, butter, milk, vanilla extract and coconut extract. Assemble the cake using pretzel sticks to blend it together to make the bunny butt shape. Frost the cake and spread shredded coconut over it to create a textured appearance. Stick chocolate chips on the bunny’s feet to create toes. Ingredients: Nonstick cooking spray 2 eggs, plus 4 egg whites, at room temperature 3/4 cup cream of coconut 1/2 cup crushed pineapple, drained 2 teaspoons coconut extract 1 teaspoon vanilla extract 2 1/4 cups flour 1 cup sugar 2 teaspoons baking powder 1/2 teaspoon salt 12 tablespoons unsalted butter, at room temperature Buttercream Frosting: 3 cups powdered sugar 2 sticks unsalted butter, softened 3 tablespoons milk 1 teaspoon vanilla extract 1/2 teaspoon coconut extract 4 thin pretzel sticks 1 bag (10 ounces) sweetened shredded coconut 8 drops green food coloring 2 large round chocolate candy melts 6 chocolate chips mini candy-coated chocolate eggs, for garnish Direcetions: - Heat oven to 325 F. - Line muffin pan with four paper liners. Spray ovensafe glass bowl with nonstick cooking spray. - In large bowl, whisk eggs, egg whites, cream of coconut, pineapple, coconut extract and vanilla extract until combined. - In food processor, pulse flour, sugar, baking powder and salt until combined. Add 6 tablespoons butter. Pulse until combined. - Add remaining butter. Pulse until coarse meal forms. - In large mixing bowl, add coarse flour butter meal. - Add half of egg mixture. Beat 1-2 minutes. Add remaining egg mixture; beat until combined. - Fill each muffin cup 2/3 full. Bake 18-20 minutes, or until done. Cool completely. - Pour remaining batter into prepared oven-safe bowl. Bake 1 hour, 40 minutes, or until done. Cool completely. - To make buttercream frosting: In large bowl, add powdered sugar and butter; beat until fluffy. Add milk, vanilla extract and coconut extract; beat until creamy. - Turn bowl upside-down on cake stand until cake removes from bowl. If cake needs leveled, turn cake over and trim to flatten. Frost cake. - Remove wrappers from cupcakes. Using two pretzel sticks, press into base of cupcakes and anchor to bottom rim of bowl cake to create bunny feet. Frost feet. - Take third cupcake and cut muffin top off. Cut muffin top in half. Using one pretzel stick, anchor one muffin top half at bottom of full cupcake to form toes. Repeat with second muffin top half for other foot. Frost toes. - Attach final cupcake with remaining pretzel stick to butt area of cake to make tail. Frost tail. - Apply 1 1/2 cups shredded coconut all over cake. Press chocolate candy melts into bottoms of bunny feet to resemble foot pads. Add chocolate chips to resemble pads for toes. Place remaining coconut in plastic bag. Add green food coloring. Toss in bag until coconut is colored. Spread around base of cake for grass. Decorate grass with chocolate eggs. Tips: Spoon flour into dry measuring cup and level off excess. Scooping directly from bag compacts flour, resulting in dry baked goods. Add 1 tablespoon additional milk if frosting is too stiff. U.S. entry into World War II, the USO rapidly expanded from a patchwork of local efforts with a handful of volunteers into a robust international organization. From Bob Hope to Marlene Dietrich to Bing Crosby, the USO offered now-legendary entertainment

during World War II, as well as programs and services, quickly becoming an essential part of the war effort. “Honorably discharged” by President Truman in 1947 after the end of World War II and reactivated for the Korean War in 1949, it is widely believed March 12, 2021

that the USO was inactive during this time. However, recent findings in USO archives and external sources show that the organization actually never stopped serving. Though the future of the USO was at first uncertain after World War II, it quickly became clear that even in peacetime, its contribution to the welfare of armed forces was essential. With hundreds of thousands of returning troops in-transit and new troops headed for occupation duty overseas -- as well as the many thousands of soldiers and sailors recovering in hospitals -- key government officials voiced a belief that the need for an organization such as

the USO was just as pressing as it was during the war. Then-USO president, Lindsey Kimball said in February 1946, “We face a responsibility to stand by during the difficult days of transition from total war to total participation in an achieved peace.” And stand by it did. With only a skeleton headquarters staff, between 1947 and 1949, the USO continued to operate clubs and lounges, as well as sent entertainers to perform for thousands of wounded service members recovering in hospitals. Lawsuit Filed Over Election Changes in IA By Desert Star Staff DES MOINES, Iowa Iowa’s new law that makes several significant changes for voters has been met with a lawsuit from a civil-rights group. When Gov. Kim Reynolds signed the bill, it was touted by Republican lawmakers as an election-integrity measure that, among other things, reduces early voting from 29 days to 20. It comes in light of the national rhetoric from far-right groups that continue to claim widespread fraud in the 2020 election. He said he’s convinced these changes were made for another reason. “It is not voter security; it is voter suppression,” he said. “It is making it harder for us to utilize our right to vote.” His group, LULAC, contends that constitutional right is being violated with the new law and has filed a Polk County lawsuit. Backers of the changes have said some of Iowa’s county auditors handled absentee voting differently last year, prompting the greater need for uniformity. However, opponents counter that that was to be expected because of the pandemic, and it did not result in fraud. Other voting-rights advocates have said this plan and similar restrictions being pushed in other states respond to the outcome of the presidential election. Whistleblower says NY gov’s order created Covid deathtraps By Desert Star Staff New York Gov. Andrew Cuomo is facing even more scrutiny as reports reveal the state ordered group homes for developmentally disabled individuals to accept positive Covid-19 patients, possibly leading to thousands of cases. Of the nearly 35,000 people living in New York’s group homes for disabled individuals, 552 have died from Covid-19 since last year, and over 6,000 residents and workers have been infected with the virus, according to the New York State Office for People With Developmental Disabilities (OPWDD). Many are now pointing to an April 10 directive from the Cuomo administration, which is similar in tone to a controversial and now-reversed order for nursing homes, which forced such facilities to accept Covid-positive patients, which critics say led to thousands of unnecessary deaths. “No individual shall be denied re-admission or admission to a Certified Residential Facility-based solely on a confirmed or suspected diagnosis of COVID-19,” the directive states. The OPWDD has said facilities were only supposed

to accept patients if they could provide the proper care and safety protocols. If they couldn’t, those patients could remain in the hospital or be housed at a state-run “temporary recovery facility.” Others who experienced the results of the state order firsthand, however, tell a different story. “As far as recovery facilities, we never heard of a separate recovery facility,” care worker Jeff Monsour, who has worked with disabled patients since 1999, said, according to the Washington Examiner. Monsour described situations where facilities took in positive patients but were utterly unprepared to accommodate them, representing rooms where non-positive patients would be housed with positive patients with nothing but a “cloth privacy screen.” He said he believes the dysfunction in the system “goes all the way to the top, to Cuomo.” Part of the problem, according to Monsour, was little to no oversight from the state and mandates that did not account for the seriousness of the situation. Another whistleblower speaking on anonymity condition told the Examiner

that patients were not required to wear masks but could only be encouraged to do so. They could also come and go as they pleased at the height of the pandemic. “We are encouraged to ask them to wear masks, [but] he refuses. He is allowed to do whatever he wants to do. He may come in from being wherever for four or five days, and then we don’t know,” the whistleblower said of one resident. This whistleblower requested the state make efforts to separate high-risk patients from positive Covid cases and others flouting safety protocols but has heard nothing back since May of last year. “It’s been brought to their attention,” the whistleblower said. “We have vacant respite houses. They’re just sitting there; they’re not occupied.” In a statement, the OPWDD’s director communications, Jennifer O’Sullivan, said, “Only residents of OPWDD group homes who were sent to the hospital for COVID-19 treatment were returned to their homes after being deemed safe to return by the hospital physician, in consultation with the residential provider.”

New York state Republicans have aimed at the disabled home’s order, which remains in effect, and officially requested updated infection numbers as of late February. GOP State Senator Mike Martucci, who signed the request letter and is a ranking member of the Senate Disabilities Committee, said in a public statement that he feared “the April 10 order

from OPWDD needlessly put some of our most vulnerable citizens in harm’s way,” adding that like the “deadly nursing home order,” this directive “appears both dangerous and tone-deaf.” In addition to the nursing and disabled home scandals, Cuomo also deals with another controversy, as six women have accused the NY governor of sexual harassment.

Native Americans Anticipate Educational Impact with Haaland at Helm By Desert Star Staff SANTA FE, N.M. -Native American educators say tribal representation at the highest government levels will likely encourage more civic engagement and trust in the government. If Rep. Deb Haaland, D-N.M., is approved for Interior Secretary’s position, she would become the nation’s first Native American Cabinet secretary and oversee the Bureau of Indian Education. Cheryl Crazy Bull, president of the Denver-based American Indian College Fund, said only about 20% of 18- to 24-year-old Native American students are enrolled in college compared with 41% of the overall U.S. population. She argued it’s time they see themselves more broadly represented. “So I view having a Native person in that Secretary of Interior role as

just vital to being able to develop better education,” Crazy Bull contended. On Tuesday, Sen. Steve Daines, R-Mont., and Sen. Cynthia Lummis, R-Wyo., put holds on Haaland’s nomination for the job, saying they want more debate on her positions on oil and gas development. Despite the holds, Haaland is expected to be confirmed. The latest data show only 16% of Native Americans attain a bachelor’s degree or higher, and only 9% achieving associate degrees. Crazy Bull pointed out the case can be made for a more responsive system to the specific needs of Native students. “Education in tribal communities is really about upholding identity,” Crazy Bull explained. “So, her policies and practices around land and resource use, sacred sites; all those things will impact

A Virtual Call to Action to Support Domestic-Violence Programs Today, advocates will reach out to state legislators to ask that the amount increases to $5 million each year of the next biennium budget. According to new federal data, domestic violence incidents rose at least 8% after pandemicrelated lockdowns. Deming emphasized the direct federal funding support for domesticviolence programs has seen drastic cuts over the last couple of years. She noted that Ohio is the lowest in all states that provide budget support for domestic violence services. “Per capita, Ohio is at nine cents,” Deming explained. “Michigan’s at $1. West Virginia is at $1.40. Pennsylvania is $1.49. It’s $1.50 in Kentucky. All of our surrounding states are dedicating significantly more

During the Ohio Domestic Violence Network’s Spring Advocacy Day, survivors of violence, advocates, and nearly 50 legislators will discuss the challenges shelters and survivors face. Micaela Deming, staff attorney and policy director for the Ohio Domestic Violence Network, explained

that domestic violence programs had been there to help survivors seeking safety during the pandemic. “None of our shelters closed,” Deming pointed out. “All of our services have remained open through all of these difficult times. Programs deserve our support, and victims deserve to have the state commit to making sure that we can keep our programs open so that there’s a safe place for families to escape violence.” In 2019, Ohio funded

Report: CA 20th in Nation for Kids’ Well-Being During Pandemic

California is ranked the nation’s 20th best state for children, according to a new report from

the nonprofit Save the Children. Researchers looked at the data on how many families

experience hunger or poverty or lack remote learning tools. Will Dittmar, California state director for Save the Children, said the data on hunger are troubling. “One out of five California households are reporting that they do not have enough food for their kids to eat,” Dittmar observed. “That’s 2.1 million kids in the Golden State.” The report found 10% of California families say they don’t have the right tools to get all their kids on Zoom classes every day. Fifty percent say they’re having trouble paying bills, a number that goes up to 65% for Black and Latino families. Tamara Sandberg, U.S. food security and nutrition advisor for Save the Children, said the pandemic has really widened the income

gap for families of color. “These families are twice as likely as white families to lack enough food, they’re twice as likely to be struggling with housing costs, and they’re about one-and-a-half times as likely to have difficulty paying bills,” Sandberg outlined. The new COVID-19 stimulus bill contains provisions designed to cut the childhood poverty rate in half. And the new Golden State Stimulus, approved in February, provides direct relief to lowincome families and struggling businesses and puts millions into state-subsidized child care. CA Groups Work to Reduce Wasted Vaccine Doses By Desert Star Staff SACRAMENTO, Calif. - Multiple groups are scrambling to find ways to make sure precious COVID vaccine doses are used by the end of each day instead of having to be thrown out. Some local clinics have resorted to vaccinating people who happen to be close at hand; others have their staff members hurry to call friends and family. Leah Russin, executive director of the advocacy group Vaccinate California, is working with community groups in the Bay Area to create a more equitable waiting list system to improve outreach to lowerincome communities. “A local community organizer, either associated with a Black church or a community center or a legal-aid society, will have

pulled together ahead of time a list of people who are otherwise eligible but haven’t yet scheduled their dose,” she said. Meanwhile, two companies, Force for Good and Sheer ID, launched a free new website last week. On extravaccinenotifier. com, people can sign up to be notified if a local clinic or pharmacy has extra doses. A second site, HiDrB. com, is gearing up to do something similar but is not yet active in California. Catherine Flores, executive director of the California Immunization Coalition, said the problem is the sheer complexity of generating a waiting list that reaches the neediest patients while protecting people’s privacy. “I think a lot of the states and a lot of the organizations

Judge reinstates third-degree murder charge against Derek Chauvin

By Desert Star Staff Former Minneapolis police officer Derek Chauvin is now facing an additional charge in his trial over the May 25 death of George Floyd after Judge Peter Cahill reinstated a previously dismissed charge of third-degree murder. The Hennepin County judge granted prosecutors’ request to add the charge on Thursday, giving jurors more options when weighing the potential punishment for Chauvin over Floyd’s death. The selection process for the jury will continue on Thursday. Five members have been seated thus far. Chauvin is also being charged with second-degree murder and manslaughter. Prosecutors argue the former officer killed Floyd after having his knee pushed against his neck for approximately nine minutes while Floyd was handcuffed and on the ground.

Cahill had previously dismissed adding a thirddegree murder charge, but he reversed his decision after prosecutors presented new merit based on an appellate court decision in an unrelated case. In that trial, former Minneapolis police officer Mohamed Noor was convicted of the charge after he shot and killed Justine Ruszczyk after firing out of his squad car, with prosecutors arguing the actions put multiple lives in danger, including Noor’s partner. Chauvin’s lawyers unsuccessfully argued the circumstances of the case differed from their client’s proceedings. Cahill previously argued in October that the third-degree murder charge could “be sustained only in situations in which the defendant’s actions were ‘eminently dangerous to other persons’ and were not specifically directed at

the particular person whose death occurred,” but the Noor decision provided a new precedent. Minnesota Attorney General Keith Ellison praised the court’s decision to add the

new charge, saying it “reflects the gravity of the allegations against Mr. Chauvin.” The Minnesota Supreme Court had already rejected Chauvin’s lawyers’ appeal that sought to prevent
