By Desert Star Staff SACRAMENTO, Calif. -- Sacramento lawmakers are pressing for health care reforms that they say will help combat COVID-19. The Health 4 All Coalition announced their legislative priorities for 2020 on Monday - designed to get more people covered and cut costs for patients. State Sen. Richard Pan, who also is a pediatrician, said Senate Bill 65 would cap health insurance premiums and copays at a percentage of people’s income. “We need to provide some limits on cost sharing so that people don’t just have coverage but they can actually afford to get
the care,” Pan said. Another bill would have the state of California start manufacturing generic drugs so no company could gouge consumers. Assemblyman Joaquin Arambula, also a doctor, has sponsored Assembly Bill 4, which would open up Medi-Cal to all incomeeligible adults, regardless of immigration status. He said we can’t stop the spread of disease while hundreds of thousands remain uninsured. “Health care is a human right,” Arambula said. “Our undocumented Californians should be

Drive-Up Covid-19 Testing in CV Available by Appointment Only NBC News Staff Riverside County health officials are encouraging Coachella Valley residents who have symptoms and are concerned they could have coronavirus (COVID-19) to get tested at a drive-up facility set up at a church in Indian Wells. “I am pleased that we are working with our local partners to ensure the community has access to testing,” said Chairman V. Manuel Perez, Fourth District Supervisor. Those who want to get tested must have symptoms and must call 800-945-6171 to schedule an appointment before showing up to
Southwest Church. Driveups without appointments cannot be accommodated. Some of the symptoms include fever, sore throat, cough, runny nose or congestion. Those who have risk of exposure may also be tested, which means exposure to a confirmed case or have traveled to an affected area. Testing starts at 9:30 a.m. and runs until 3 p.m. by appointment only. The address is 44-175 Washington St in Indian Wells. Community members may enter off Warner Trail. Testing runs through Friday (March 20). Source: NBC Palm Springs
CA Bucks National Trend, Improves Insurance Rates for Latino Children
Latino children in California are one and a half times more likely to be uninsured than non-Latino children. (Pamela Moore/iStockphoto) By Desert Star Staff SACRAMENTO, Calif. -- California is making gains in getting Latino children insured -- in contrast to the national trend, where decades of progress are slipping, according to a new report. Researchers from
Georgetown University and UnidosUS found the number of uninsured Latino children rose by 122,000 nationwide -- to 1.6 million -- from 2016 to 2018. But report author Kelly Whitener with the Georgetown University Center
for Children and Families says things are looking better in the Golden State. “California was the only state with a statistically significant decrease in the number and rate of uninsured Latino children from 2016 to 2018,” she states. “And
their rate in 2018 was 3.7%, which is well below the national average.” That national average rate of uninsured Latino children grew from 7.7% to 8.1% during that time period. In 2016, California became the first state to make lowincome undocumented children eligible for Medi-Cal. Mike Odeh, director of health policy at nonpartisan research group Children Now, notes that the rate of uninsured children in California’s Latino community dropped by 11% from 2016 to 2018. “California’s leadership and investment in health coverage for all kids, regardless of immigration status, has shown that we can continue to make progress in reducing the number of uninsured kids despite challenging times and some really unhelpful federal policy,” he states. However, disparities remain. Latino children in California are still one-anda-half times more likely to be uninsured than nonLatino children. Families
that are uninsured can get more information online at CoveredCA.com or by phone, 800-300-1506. Whitener blames the worsening situation nationally on an erosion of the Affordable Care Act under the Trump administration, and on fear generated by anti-immigrant policies. “Researchers at the Urban Institute have found that Latino communities and immigrant communities are fearful of getting health coverage, or participating in government programs, because they think there may be immigration consequences for themselves or their family members,” she states. The Trump administration has changed the “public charge” rules, making it harder to get a visa or green card if someone has used certain types of public assistance. Coronavirus Fears Lead to Attacks on Asian-Americans Across U.S.
By Desert Star Staff ANNAPOLIS, Md. -Nationwide panic over the coronavirus has sparked a rise in racist incidents against Asian-Americans in the United States. In a press conference Wednesday, President Donald Trump continued to call the infection “the Chinese virus” and argued it wasn’t a racist term. But Linda Jue, editor at large for the investigative news site 100 Reporters, says the president’s choice of words fuels white nationalist thinking and discrimination against Asians. “In spite of the fact that generally our country has gotten much more diverse,

much more enlightened about race, there’s still a large sector of this society that remains committed to the idea of racism,” she states. “And he’s feeding that mentality.” The Centers for Disease Control and Prevention says race doesn’t play a factor in contracting or spreading coronavirus. Yet AsianAmericans in New York, California, Maryland and other states have reported numerous incidents of bullying and harassment since the outbreak started. Last week, Republican Sen. Tom Cotton of Arkansas also vowed to “punish” China for the virus. Jue says this rhetoric, like Trump’s, will only
inflame more prejudice. She says she recently was the target of a racist incident at a restaurant in Marin County, California, where she lives, which shocked her. But she says the United States has a long record of discriminating against the Chinese. “People tend to think
that because we’re AsianAmericans that we don’t really have a history of the same kind of discrimination as black folks or Latinos,” she states. “But in fact, historically, we do have a history of that. It goes back to the Chinese Exclusion Act of the late 1800s.” The New York City Police Department has made two
hate-crime arrests where victims were targeted with anti-Asian statements. Fears about the coronavirus originating in China also have impacted cities with major Chinatowns. Foot traffic has dropped more than 50% since January in neighborhoods in New York, San Francisco and Seattle.

Thousands of Medical Students are Being Fast-Tracked Into Doctors By NBC PS News Staff (CNN) — Thousands of medical students across Europe are being fast-tracked into early service in an attempt to boost health systems across the continent that are struggling to cope with the coronavirus outbreak. In Italy, this year’s medical school graduates will be able to start working as fullyqualified doctors immediately, months ahead of schedule. Other countries are making sure that qualifying students are joining the workforce as soon as possible, while urging their junior colleagues to volunteer. in the “Cure Italy” decree. The worst-affected country in Europe, Italy has been paralyzed by the coronavirus crisis for much of the past four weeks. Its healthcare system is at breaking point. More than 3,400 people have died and there are almost 2,500 patients in intensive care units across the country, according to official figures. Doctors and nurses are getting infected because there isn’t enough adequate protective gear. The government is hoping that an influx of new, young doctors could help ease some of the pressure. “This means immediately releasing into the National Health System the energy of about 10,000 doctors, which is fundamental to dealing with the shortage that our country is suffering,” university minister Gaetano Manfredi said in a statement quoted by Italian media. The United Kingdom has taken similar steps. The country’s Medical Schools Council told universities last week that amid the outbreak, it was “important that medical schools do not delay qualification and so prevent new doctors joining the workforce in the summer.” The council added that if universities can’t run exams
get in the coming weeks to advise and protect our population and provide the best possible care for people who are already infected.” Medical students from a number of universities across the Czech Republic have also stepped up to help in hospitals and other medical establishments. Aleksi Šedo, the dean of the First Faculty of Medicine at Charles University in Prague said hundreds of the school’s students have signed up to volunteer so far. Šedo said some of them have been deployed to hospital across Prague, working at clinics and helping with admin tasks. Others are babysitting the children
of hospital medical staff, as Czech schools have been closed for more than a week. “It’s an honor for our faculty that its students have spontaneously created an initiative to help our health care and, more broadly, the entire society,” Šedo said in a statement. He said that the current epidemic has placed “unprecedented demands on people.” “At the same time, it is also an extraordinary test of the qualities which we claim to have in calmer times, but which are not really tested that much,” Šedo said. “They are being tested now.” The-CNN-Wire Source: NBC Palm Springs

Oregon Food Bank sits at the hub of 21 regional food banks and 1,400 pantries, meal sites and other assistance programs, and Morgan says they’re figuring out what strategy works for them. “Do the distributions outside, be open longer hours and allow fewer people in spaces at a given time, move to food box distribution versus take your own distribution,” she explains. Morgan says Oregon Food Bank has two focuses going forward. The first is the Families First Coronavirus Act, which passed Congress on Wednesday. The other is a call for people to fill out the census so that resources, such as Medicaid and funding for schools can be distributed accurately. Morgan says this public health crisis has exposed

The General Medical Council, the body that maintains the official register of medical practitioners in the UK, also said that any final-year medical student that is deemed by their university to have met the necessary requirements can be provisionally registered as a doctor and start working. One institution, Newcastle University, said that while it would not be able to run its end-of-year exams this summer, it will still let its final year medical students graduate. “We already have a lot of information on our students. We plan to make graduation decisions based on a number of assessments that have already taken place within the final year, as well as information on each student’s performance from the previous four years of their degree,” a university spokesperson told CNN. A Vision of London at The Marylebone Hotel
At a chic rooftop suite at London’s Marylebone Hotel, a private terrace is de rigueur. Credit: Marylebone Hotel By Anthony Grant In the early 1980s, when everything cool in pop music was coming out of Britain (again), I like many a Yankee had a vision of London as a hotbed of New Romantics and general gorgeousness. This was the era of Duran Duran and Lady Di, and An American Werewolf in London and a prevailing sentiment was that the apotheosis of glamour was really nowhere to be found stateside, but rather was firmly anchored to the banks of the River Thames. That was the London of my dreams, anyway,
so whenever the fates decide to throw me at the British capital for a spell, I am subconsciously seeking to recapture some of that old perceived notion of swish Britannia and of course rarely finding it. At The Marylebone, a Doyle Collection hotel, I found it. And I found it on foot, having zipped into London’s Paddington Station on the Heathrow Express and then hoofing it along George Street. At a point, crossing elegant Bryanston Square, I glanced down Great Cumberland Place and spotted the Marble Arch,
at the edge of Hyde Park. Next up Marylebone, an old guard West End neighborhood (in the City of Westminster) that is nonetheless teeming with activity. In the mid-17th century, this was a village next to London with a roughand-tumble reputation, but you’d never guess it now: it’s a London of unapologetic elegance and dare I say it, glamour. It’s something you sense as you navigate the streets around Marylebone, with their posh pubs and highend boutiques, culminating in Marylebone High Street and
this chic hotel, which is after all only a five-minute walk from the department stores and boutiques of Oxford Street, Bond Street, and Mayfair. The stylish tone is set by the hotel’s chic lobby and Cocktail Bar, characterized by its series of inviting nooks and crannies and playful, elegant terrace. Then there is 108 Brasserie, set on the cobbles of Marylebone Lane and marked out by its striking awnings and red brick frontage—its outside tables, greenery, and elegant lantern lighting recalling a Parisian café. Inside, the curved 108 Bar, with its redstudded seating, provides a lively forum for locals and guests alike, while the raised dining area is an elegant yet relaxed environment for breakfast, lunch, or dinner. For the healthconscious, guests enjoy exclusive access to Third Space at The Marylebone, which features a gym, wellness area, spa treatments, and an 18-meter swimming pool. Many of the luxurious guest rooms feature gracious nods to 1920s chic. Then there are the statement suites – including the acclaimed rooftop terrace suites that rival any in London
for the wow factor, and one of which (I’m told) once welcomed Kendall Jenner and “friend.” But then isn’t gossip one of the critical ingredients of metropolitan glam? I certainly think so, and I think back to my jolly good breakfast at the 108, with my toasted banana bread with ricotta and caramelized pecans, my heritage scrambled eggs and healthy fruity smoothie. For it wasn’t just the food that was delicious, it was also the atmosphere. Sure, the requisite upscale American tourists were clinging to their “International New York Times,” which for me will only ever be a pale shadow of the old Trib, and there was jetlagged me, but there were also locals on the go tucking into their breakfasts before taking on London; swarthy businessmen of exotic provenance (Oman? Morocco?) doing the same; waiters with the kind of faultless timing that you would expect to find in such a suitably sumptuous Londonian lair as this. And there were the lovely dinner and gin cocktails the night before, too—but that’s another story. For more information, visit https:// www.doylecollection.com/ hotels/the-marylebone-hotel
Trump warns against HOARDING over coronavirus
By Desert Star Staff The White House has warned citizens against hoarding daily supplies in the wake of videos showing people fighting for products like toilet paper and hand sanitizer and panicbuying everyday essentials until shelves are empty. President Donald Trump on Sunday spoke with “more than two dozen” grocery store and supply chain executives and thanked them for their work as people flock to stores to stockpile on supplies over fears surrounding the spread of coronavirus. Delivering his daily update on the coronavirus situation, Trump suggested Americans “just take it easy, just relax,” adding that the empty shelves all over the country are the result of “people buying anywhere three to five times of what they would normally buy.” There is no need for anyone in the country to hoard essential food supplies. Just go and buy, enjoy it, have a nice dinner, relax, because there’s plenty of it Though the White House said Americans don’t have to hoard daily supplies, the president told the store executives that stocked shelves with needed items will help Americans feel “safe and calm.” Keeping shelves stocked and meeting the public’s demand has become an increasingly difficult task for supply chain stores, though. Major grocery stores like

CORONAVIRUS: JUST THE FACTS | DISEASE BASICS
What Is Coronavirus? Coronavirus (COVID19) is the disease caused by the new coronavirus that emerged in China in December 2019. It can be spread from person to person and is diagnosed with a laboratory test. According to Johns Hopkins Medicine, diagnosis may be difficult with only a physical exam because mild cases of COVID-19 may appear similar to the flu or a bad cold. There is no coronavirus vaccine yet. Prevention involves frequent hand-washing, coughing into the bend of your elbow and staying home when you are sick. Here are a few frequently asked questions to help you better understand COVID-19, according to the Centers for Disease Control and Prevention.
WHY IS THE DISEASE CALLED CORONAVIRUS AND COVID-19?
On Feb. 11, 2020 the World Health Organization announced an official name for the disease. The name of this disease is coronavirus disease 2019, abbreviated as COVID-19. In COVID-19, ‘CO’ stands for ‘corona,’ ‘VI’ for ‘virus,’ and ‘D’ for disease. Formerly, this disease was
ALISSA ECKERT, MS, DAN HIGGINS, MAMS/CDC
referred to as “2019 novel coronavirus” or “2019-nCoV.”
HOW DOES THE VIRUS SPREAD?
This virus was first detected in Wuhan City, Hubei Province, China. The first infections were linked to a live animal market, according to the CDC, but the virus is now spreading from person to person. The virus that causes
COVID-19 seems to be spreading easily in the community and in some affected geographic areas. This means people have been infected with the virus in an area, including some who are not sure how or where they became infected.
China shows that some people are at higher risk of getting very sick from this illness, including older adults, according to the CDC. People who have serious chronic medical conditions like heart disease, diabetes and lung disease also are at higher risk.
WHO IS AT THE HIGHEST RISK FOR CONTRACTING COVID-19?
IS THIS CORONAVIRUS DIFFERENT FROM SARS? SARS stands for severe
information out of| DISEASE acute respiratory CORONAVIRUS:Early JUST THE FACTS BASICS syndrome.
In 2003, an outbreak of SARS started in China and spread to other countries before ending in 2004. The virus that causes COVID-19 is similar to the one that caused the 2003 SARS outbreak: Both are types of coronaviruses. Much is still unknown, but the CDC reports that COVID-19 seems to spread faster than the 2003 SARS and also may cause less severe illness.
Symptoms and Testing The symptoms of COVID-19 are similar to the flu or a severe cold. If you think you have been exposed to the virus through contact with someone else who has been affected, you should call your health care provider immediately for medical advice. Emergency warning signs and serious symptoms include: • Difficulty breathing or shortness of breath. • Persistent pain or pressure in the chest. • New confusion or inability to arouse. • Bluish lips or face. The Centers for Disease Control and Prevention states that this list is not all-inclusive and urges Americans to consult their medical provider for any other symptoms that are severe or concerning.
WHEN TESTING IS NECESSARY
If you are a close contact of someone with COVID-19 or you live in a community where there is ongoing spread of COVID-19 and develop symptoms of COVID-19, call your health care provider and tell them about your symptoms and your exposure. They will decide whether you need to be tested.

CDC
People who are mildly ill may be able to isolate and care for themselves at home. Your local medical professionals will be able to consider your case and deliver sound advice.
WHAT IF YOU’RE SICK?
The CDC makes the following recommendations to those feeling sick or afflicted with a mild case of COVID-19:
Stay home. People who are mildly ill with COVID-19 are able to isolate at home during their illness. You should restrict activities outside your home, except for getting medical care. Avoid public areas. Do not go to work, school or public areas. Avoid public transportation. Avoid using public transportation, ride-sharing or taxis.

CONTACTING YOUR DOCTORS
People at higher risk for serious illness from COVID-19 should contact their health care provider early, even if their illness is mild. This can help doctors make more informed decisions, like whether or not you should be hospitalized or if you should be tested for the virus. The CDC reports that older
adults and people who have severe underlying chronic medical conditions like heart or lung disease or diabetes seem to be at higher risk for developing more serious complications from COVID-19. If you are very sick, get medical attention immediately. If you develop emergency warning signs for COVID-19, get medical attention immediately.

NBC-PS Kitty Alvarado Riverside County health officials and leaders held a briefing Wednesday to give the latest on the virus that has changed the way we live: coronavirus. New cases in western Riverside County have prompted the county to ramp up operations there. “One is a male over 70 years of age from Corona, the second is a male under 50 from Eastvale,” said Riverside County Department of Public Health information officer Jose Arballo adding they would start giving expanded information on cases to keep the community
informed while maintaining the privacy of individuals. Supervisor Victor Manuel Perez, 4th District Supervisor and Board Chair, who represents the Coachella Valley had the somber task of addressing the three deaths in the county all in his district. “Our condolences and prayers are with these families who have lost loved ones, now the loss of three of our residents is a loss that we all feel,” said Perez adding this is a tough time for the valley. Rumors of a lock down were also addressed by Perez. “I don’t anticipate a lock down per say or closure of roads for example or the national guard coming in, if anything what i do anticipate is people taking this hopefully taking this seriously,” said Perez adding a message of hope, “this will also pass, today may be tough but tomorrow is a new day and every single day that comes is a day in which we can make change.” Officials also say they’re doing their best to secure more personal protection equipment for healthcare
providers and first responders as well as additional properties that can be used as extra hospital space if needed. Officials say if you are in need of testing, you are urged to call your primary care provider and discuss your symptoms and concerns, and or call the county hotline (1-800-945-6171) to set up an appointment but be aware that because of the limited supplies on test kits those first responders and healthcare workers are being prioritized as well as people at high risk, showing symptoms and have been exposed.
Riverside County Officials Urge Social Distancing Mirage, where two residents tested positive and one died are being processed. Testing is also ramping up with a county lab now operational as of Monday. “We currently can test about 60 a day and we are adding capacity daily to that we are also in the process of procuring some additional equipment so that we’ll be able to increase that number up into the hundreds per day, but … we are limited by the test kits themselves,” said Kim Saruwatari, Director of Riverside University System Public Health.
US stocks in for another wild ride on Wall Street By Desert Star Staff US markets are swinging wildly on Thursday after plunging 30 percent from their peak. The failure by Western countries to contain the Covid-19 outbreak is bringing global business to a halt and causing panic among investors. The Dow Jones Industrial Average opened down over three percent before recovering earlier losses. The S&P 500 is also in positive territory after losing three percent at the start of trading. The Nasdaq Composite tech index started one and a half percent lower, but is now up. Despite opening higher earlier in the day, markets in Europe are also slipping. The British FTSE and German DAX are down around one percent during late afternoon trading. The French CAC 40, which was up for most of the day, was also trading less than a half percent lower. The drop came despite the pledge by the European Central Bank to help the region’s economy
through the Covid-19 crisis by introducing a €750 billion ($821 billion) bond-buying program. Stocks in Asia-Pacific finished with losses, with Australia’s stock market being the worst performer again and falling by nearly four percent. China’s Shanghai Composite was down almost one percent, while Hong Kong’s Hang Seng index closed nearly three percent lower. Japan’s Nikkei was also down more than one percent. The market jitters followed yet another bloodbath on Wall Street. On Wednesday, the Dow lost more than 1,300 points to close below 20,000 for the first time since February 2017. The S&P 500 fell more than five percent. The US stock market has been facing wild day-to-day swings amid the coronavirus turmoil, which has forced the US Federal Reserve to announce several rounds of emergency measures to support the economy.

CORONAVIRUS: JUST THE FACTS | FAMILIES
Helping Children Cope It is very important to remember that children look to adults for how to react during stressful times. With the COVID-19 virus gaining international media attention, information about the pandemic is everywhere. If parents seem overwhelmed with the situation, children will naturally react in the same way. As parents, teachers and other adults in the lives of children, it’s up to us to reassure and educate them in the most honest, compassionate way possible.
TIPS ON INTERACTING WITH CHILDREN
Here are some tips on talking about COVID-19 with your children or students, according to the National Association of School Psychologists. • Remain calm and reassuring. • Make yourself available. • Avoid excessive blaming. • Be aware of their exposure to the news. • Maintain a normal routine, if possible. • Be honest and accurate.

COVID-19 can either increase or decrease your children’s anxiety levels related to the virus and the news they are hearing. Remind them that you and the adults at their school or daycare are there to keep them safe and healthy. Always let your children talk about their feelings in a safe way. This will help them get things into the open and allow for opportunities for you to educate them on

The NASP recommends you teaching children the following hygiene measures: • Wash hands multiple times a day for at least 20 seconds (the time it takes to sing Twinkle, Twinkle Little Star slowly). • Cover mouths with tissue when sneezing or coughing and throw away the tissue
immediately, or sneeze or cough into the bend of the elbow. • Do not share food or drinks. • Practice giving fist or elbow bumps instead of handshakes.
CARRY ON WITH NORMAL LIFE
Encourage your child to eat a balanced diet, get enough sleep and exercise regularly.
CORONAVIRUS: JUST THE FACTS | STAYING SAFE
Not only will this give them comfort during disruptions, but it will help their immune system stay strong. Going along with this guidance, you should also take the time to talk with your children. Don’t go out of your way to avoid conversations related to COVID-19. If they have questions, be ready to give them educated answers and advice on dealing with any inquiries they may have.
Protective Measures Avoiding COVID-19 requires smart hygiene and consistent protective measures. There are many simple steps you can take to protect yourself, your family and friends. Follow the steps below to give yourself the best chance of preventing the onset of COVID-19. WASH YOUR HANDS
Clean hands can be the key to making it through the coronavirus pandemic as healthy as possible. Wash your hands often with soap and water for at least 20 seconds especially after you have been in a public place, or after blowing your nose, coughing or sneezing. If soap and water are not readily available, experts recommend using a hand sanitizer that contains at least 60 percent alcohol. When using sanitizer, cover all surfaces of your hands and rub them together until they feel dry. Avoid touching your eyes, nose and mouth with unwashed hands.
SOCIAL DISTANCING
Experts also recommend avoiding close contact with people who are sick. Social

distancing means keeping reasonable space between yourself and other people if COVID-19 is spreading in your community. This is especially important for people who are at higher risk of getting very sick. Avoid large crowds and public gatherings to cut down your risk of contracting the virus. This also includes staying home from
work or school if you’re sick. Think about others who you may be putting at risk and make the responsible decision.
WEAR A FACE MASK IF YOU ARE SICK
If you are sick, you should wear a face mask when you are around other people. Also put on a mask before entering a

health care provider’s office. If you are not able to wear a face mask, try your best to fully cover your coughs and sneezes. Recommend that people who are caring for you wear a face mask if they enter your room.
CLEAN AND DISINFECT
Clean and disinfect frequently touched surfaces on a
daily basis. The Centers for Disease Control and Prevention recommends cleaning and disinfecting tables, tablets, doorknobs, light switches, countertops, handles, desks, phones, keyboards, toilets, faucets and sinks. If surfaces are dirty, clean them by using detergent or soap and water prior to disinfection.
