High Gas Prices Continue to Pad Oil and Gas Profits
By Desert Star Staff As millions of Americans struggle to fill their gas tanks, a new report shows that rising prices are padding the bottom lines of robust oil and gas companies. Exxon and Chevron alone brought in more than $12 billion in profits during the first quarter of 2022, more than 7 billion dollars more than a year ago. Karl Frisch - a senior advisor with the government watchdog group Accountable.US, which

produced the report - said the industry is taking advantage of converging global crises, including the war in Ukraine and pandemic-related inflation. “And rather than spending those billions of dollars in additional profits to help stabilize prices for consumers,” said Frisch, “they are showering those profits on their already wealthy executives.” After suffering years of low oil prices due to overproduction and a drop in demand during the
pandemic, industry groups have argued that more substantial than projected revenues are helping companies get back on track. Others have noted that the drive for high quarterly returns is usual for publicly traded companies with a fiduciary obligation to maximize profits. Frisch said it’s disingenuous for highly profitable companies to point to leaner years as a reason to waste profits that could be put to much better use. He said these companies never lose. “When Big Oil loses money, we bail them out,” said Frisch. “When Bil Oil makes money, they just make money, and they do nothing to help consumers. You’re talking about an industry that took billions of dollars in Paycheck Protection Program funds from taxpayers during the height of the pandemic.” Frisch argued the industry is wasting an opportunity to invest in energy strategies that can better withstand shocks to the global economy. These
shocks are only projected to increase as the impacts of climate change grow. “The best way to limit the impact on consumers is to start shifting away from these fuels sources,” said Frisch. “And that is something that the oil and gas industry already invests in, and they could invest in it even more.” Exxon And Chevron Rake in Over $12 Billion. CCAL The first version of Civil Code Section 4741, banning “unreasonable” rental restrictions, became law in 2021, and also originally required HOAs to amend their governing documents to remove such provisions in 2021. The most common restrictions clearly violating that statute are rental caps lower than 25% and required periods of time after purchasing to being renting (most commonly 1 or 2 years). Since the law is not very clear about what is “unreasonable,” it is hard to draw a sharp line between permitted and illegal rental restrictions. Most HOAs have a very difficult time attaining the voting participation to amend their governing documents. Therefore, trying to comply with the law and quickly amend CC&Rs to remove unreasonable rental provisions

was also difficult and an unknown number of HOAs pursued fruitless attempts to pass CC&R amendments in 2021. Others amended their rules; which are also ”governing documents,” to note certain CC&R sections which may have been rendered illegal. However, the California Legislature fixed this problem by amending Section 4741(f), extending the deadline for CC&Rs correction to July 1, 2022. More importantly, the law opens a six month window, from January 1 to July 1 2022, in which HOA boards may without a membership vote amend CC&Rs solely to remove restrictions violating the statute. The board meeting must be held in open session, and the proposed amendment must be announced to the membership at least 28 days before the amendment is approved by the board. At the meeting approving the amendment, the board must allow comment from members on the proposed amendment. After July 1, 2022, it will

Court Upholds Trail-Blazing Ordinance to Protect Wildlife By Desert Star Staff Animals such as the mountain lion, gray fox and California red-legged frog may now have a better shot at thriving in Southern California after a court victory left wildlife corridor protections in place. A judge recently finalized two decisions that upheld two Ventura County ordinances regulating land use, lighting and fencing in areas vital
to the animals’ passage. Dennis Arguelles, Los Angeles program manager for the National Parks Conservation Association, said the ordinances are the first of their kind in the state. “We think that what they proposed were just common-sense, very minimally intrusive measures to ensure that we maintain that habitat connectivity,”
Arguelles asserted. The plaintiffs in the suit against the ordinances included the Ventura County Coalition of Labor, Agriculture and Business (CoLAB) and a trade group for the construction industry called CalCIMA. They issued a statement vowing to explore “other potential strategies and options to help Ventura County landowners whose
property rights are impacted.” Arguelles noted in January that a UCLA study found genetic defects in Southern California mountain lions attributed to inbreeding when animal populations are hemmed in by development. “Species such as mountain lions are in danger of becoming extinct in our local landscapes because of the lack of genetic diversity,” Arguelles pointed
out. “That’s caused by their inability to move throughout the region and find mates and places to feed.” Four conservation groups joined the suit on behalf of the County of Ventura. They include the Center for Biological Diversity, Defenders of Wildlife, Los Padres ForestWatch, and the National Parks Conservation Association.
For Hunger Action Week, Advocates Press for More Funding By Suzanne Potter/PNS It’s Hunger Action Week, and activists ask lawmakers to use California’s wealth for the people’s health - and harness the budget surplus to battle food insecurity. Advocates hope to phone and zoom in with all 120 State Assembly and Senate members. Their top priority is the Food 4 All bill (SB 464), which would extend CalFresh food assistance to undocumented people of all ages. Frank Tamborello is the executive director of Hunger Action Los Angeles. “With the double hit of food-price inflation coupled with an expected reduction in public benefits due to the pandemic emergency being lifted pretty soon,” said Tamborello. “It’s a critical moment to take up our legislators and tell them that they need to use the state surplus to alleviate the continued suffering.” Pandemic-induced poverty has not diminished. Becky Silva, the senior policy advocate with the California Association of Food Banks, said she hopes it gets bumped up to $120 million in the May 15 budget revision. “A lot of our food banks are still saying that they’re serving double the number of people,” said Silva, “sometimes even triple the number of people pre-pandemic.” Wes Saver, senior policy manager with the GLIDE Center for Social Justice in San Francisco, said he would like the state to implement a planned increase for Supplemental Security Income (SSI) recipients in 2023 instead of 2024. “Despite the federal and state interventions, food insecurity in California remains with profound inequities in communities of color,” said Saver. “More than a quarter of Black and Latinx families reported food insecurity, which is double the rate of white families.” Todd Cunningham is an organizer with the Skid

Protect Youth from Social Media Dangers By Suzanne Potter/PNS As children grow up, parents and caregivers across California face the difficult decision of how to oversee social media use. But is that decision made harder by a lack of legal protections for children in the Golden State? Marc Berkman is CEO of the California-based nonprofit Organization for Social Media Safety. He said he believes Sacramento needs to act now to better protect youth from social media cyberbullying, substance abuse, and even human trafficking. “Our main legislative focus right now is on Sammy’s Law,” said Berkman. “Require social media platforms to give parents the choice to use third-party safety software, to get alerts when dangerous content comes across their child’s social media accounts.” Berkman said the Organization for Social Media Safety has also endorsed pending legislation for better transparency in social media platforms’ terms and conditions
and protections against companies implementing intentionally addictive features targeted at child users. Berkman said he has personal experience leading for change to protect California’s youth better, helping pass a first-in-the-nation law. “My co-founder - Ed Peisner - his 14-year-old son was brutally attacked,” said Berkman. “An associate of the attacker filmed the attack and put it up on social media. And we developed Jordan’s Law after Jordan Peisner, to deter what we now call social media-motivated violence.” After turning over data from her former employer, Facebook, social media reform activist Frances Haugen became a household name to the U.S. government. In an online discussion hosted by the American Federation of Teachers, Haugen reiterated her position that Facebook and its parent company Meta - which also owns Instagram, WhatsApp and other platforms - knows
By Suzanne Potter/PNS Latino civil rights groups are pressing for changes to make up for a significant undercount in the 2020 Census. The most recent findings show the 2020 Census undercounted the Latino population nationwide by almost 5%, more than three times the undercount from 2010. President of the Mexican American Legal Defense and Educational Fund, Thomas Saenz, said the undercount could mean less money for dozens of programs benefiting children and young adults in California, including Medi-Cal and Cal Fresh. “The federal funding
implicates things like education, child care services, transportation, parks, health care,” Saenz outlined. “There isn’t really a federal program or even state, and local decisionmaking will not be affected by an undercount in the census.” Less funding for programs also affects hunger in the state. A report out this month from Nourish California and the California Immigrant Policy Center said 45% of the state’s undocumented residents are dealing with food insecurity. Saenz also wants to see rules to prevent political interference with the census. For example, the Trump administration tried to add a question about citizenship to the census, a question Saenz
