Their service to the United States stretches back to the country’s very beginning when many cared for wounded Revolutionary War soldiers. Since then, women have blazed countless trails within the Military – from the first to enlist during World War I to those filling combat roles today. Here are 10 facts about the many contributions women have made to the U.S. military. 1. Although not officially enlisted at first, women have served in the U.S. Army since 1775. In the 18th

century, women tended to the wounded, washed and mended clothing, and cooked for male troops. 2. After the Civil War, Dr. Mary E. Walker was awarded the Medal of Honor for her work as a contract surgeon in the Union Army. 3. In 1908, President Theodore Roosevelt established the Navy Nurse Corps. The first 20 women of the Corps were known as “The Sacred Twenty.” 4. Women were officially allowed to join the U.S. military during the last two years of World War I, and 33,000 of them signed up to

be staggered every weekend with social distancing blocked areas marked for fans to sit in. Second, only a limited

number of tickets will be sold for each concert to conform with the state’s limits for outdoor music venues. The first in a series of outdoor concerts starts on Friday, May 21 and Saturday,

May 22 with the band Diggin Dirt. On May 28-29 the band Con Brio will perform and to finish off the month on May 30 Las Cafeteras will perform.

When Airports Get Art Smart

By Pam Price An airport that doubles as a showcase for fine art may seem unlikely at first, but then you might say a place defined by clocks and schedules is not just about transportation but also the experience of movement. In other words, there is a cultural aspect to airports too. As if to underscore that, there’s a growing number of airports where artworks are prominently on display. Sometimes airports install items that represent the destinations they serve: sections of ancient mosaics at Rome’s Fiumicino International Airport and a sampling of Dutch Masters’ paintings at Amsterdam’s Schiphol. Then

there are times when airports go into full-on art gallery/ modern art museum mode. Here are some examples:

Rome-Fiumicino International Airport, Italy The Eternal City is a treasure trove of ancient art, so it’s no surprise that at least some part of Rome’s main international airport should serve as an ambassador of sorts of its artistic heritage. And that place is in the newish Terminal 3, on the upper level of shops and restaurants after passport control. You’ll find a small but well-curated selection of Roman statues, and a recent installation featured a beautiful array of mosaics—

San Francisco International Airport Not surprisingly, awesome San Francisco International Airport steps up to the plate on the creative front. There are contemporary works of art sprinkled throughout the main terminals; one fabulous recent show was The Modern Consumer — 1950s Products and Style” in Terminal 3. At SFO, as one might expect, art is never an afterthought but rather is compellingly curated. The prestigious San Francisco Arts Commission selects the airport’s public

art. There’s also the Louis A. Turpen Aviation Museum for aviation history buffs, which has on display everything from vintage flight attendant uniforms to floral-print airplane seats from the 1970s. Amsterdam Schiphol Airport, the Netherlands Didn’t have time to gawk at the art at the Rijksmuseum during your visit to Amsterdam? No worries, because thanks to some artsy interventions at Schiphol, you can pretend that you did and maybe even pull an innocent fast one on your Instagram followers. We’re talking about the busy airport’s pared-down but very lovely nonetheless version of the famous museum, tucked into

a glass pavilion after security. The curated selection of 17th-century Dutch paintings rotates with the Rijkmuseum’s main collection regularly. Philadelphia International Airport You could do worse than to be stuck in Philadelphia. Philly International is a more art-smart airport, with a long-established program of rotating exhibits appearing throughout the terminals. There may be a whopping 20 exhibits to be found at various points in Terminals A through F. How Philly Moves at the Terminal B-C Baggage Claim is a nearly 85,000-square-foot mural that celebrates the city’s dance traditions.

What Travelers Can Expect as Overdue Summer Plans Take Shape

By Eric Tegethoff With vaccination rates increasing, people are making summer plans again. A webinar is offering Oregonians tips to keep in mind when traveling. The webinar is Tuesday at 11:30 a.m., sponsored by AARP, Portland International Airport and Travel Oregon. Walter Marchbanks,

passenger programs and services manager for the Port of Portland, sensed there’s a lot of pent-up demand since many didn’t take trips last year. He also recognized travel during the pandemic can be stressful, so the Portland airport is doing what it can to make people feel comfortable. “We look at it as being

able to provide some information,” Marchbanks outlined. “Some resources about what the airport is doing to help keep people safe, the types of cleaning that we’re doing, the safety protocols and measures that we put in place.” The Centers for Disease Control and Prevention recommends

people delay travel until they are fully vaccinated. Marchbanks noted one of the changes at the airport are people greeting travelers are not permitted. “Only by exception, if they’re assisting people that might need help,” Marchbanks explained. “So if you have to help a family member to the ticket counter so that they can get a wheelchair or meet somebody that’s coming off a flight and greeting the wheelchair provider and, you know, that type of thing.” Marchbanks added people can check out the

Portland airport’s website to learn more about what to expect, especially if they have accessibility issues and need more details on arrangements. He also pointed out there are people in the airport who can answer questions. “The website will get you so far, but people need direct help. They need direct service,” Marchbanks acknowledged. removed from finance details, as their priority is their art. Like many of us, they have so many other seemingly more important things on the table that they forget to oversee things that they have delegated to others. Mr. De Niro took action, and as soon as the actor learned of the tax lien, he had a check for the full amount hand-delivered to the I.R.S. As one might expect, that usually means extra interest and penalties. The I.R.S. can file a Notice of Federal Tax Lien only after they assess the liability, sends a Notice and Demand for Payment, and if you fail to pay within ten days fully. There could be some extension during Covid. I.R.S. tax liens cover all property, even if acquired after the lien filing. The courts use it to establish priority in bankruptcy proceedings and real estate sales. I.R.S. liens last ten years and usually release automatically if I.R.S. has not re-filed them. However, you’re better off getting them removed immediately, as it will carve a hole in your credit score. Getting the I.R.S. to release a lien usually involves: (1) paying the tax, interests and penalties; or (2) posting a bond guaranteeing payment. Even then, the I.R.S. may take 30 days. State or local government charges to file and release the lien are added

to the amount you owe. Liens and seizures aren’t the same. The lien just makes sure the I.R.S. eventually gets paid. A seizure involves forced collection so the I.R.S. can sell the property and get paid now. But occasionally, even the I.R.S. makes a mistake. The other lesson about liens and levies is that no matter who you are, when bills get to this stage, penalties and interest accrue and costs and expenses to get it fixed. In the case of celebrities, usually, someone has not done what they were supposed to do. Otherwise, the lien wouldn’t be filed in the first place. Other things that cause this is poor accounting and business management. That, too, is a common problem, one that hardly seems surprising for celebrities who often have multiple handlers. As for the rest of us, missing out on notices is easier to happen than you might think. People move and may not receive errant mail. You should use consistent addresses with tax filings, and when you do move, file a Form 8822, Change of Address with the I.R.S. And remember, the longer I.R.S. bills are outstanding, the more you owe. Moreover, by not responding to notices promptly when they arrive, one can often lose certain procedural rights. Just about

everything in the tax system has a timed response, such as 30 or 90 days. If you don’t receive a notice and miss out on a procedural advantage, you may not be able to make it up later. Janice Gough is a Financial Consultant in Palm Springs, located at 1111

Insurance – Does Your HOA Have ALL It Needs?

By Kelly G. Richardson, Esq. CCAL The previous column discussed considerations regarding property insurance, but that is only one of many insurance types which most HOAs should have in place. First and foremost is liability insurance. This is the insurance which covers claims of negligent damage or injury affecting persons (owners, tenants, or visitors) on the property. Civil Code Section 5805 protects the individual members of the HOA from being sued personally just because they are HOA members, so long as the HOA has at least $2,000,000 (100 or less members) or $3,000,000 (over 100 members) in liability coverage. HOAs should discuss with their insurance broker and legal counsel what amount of liability insurance is appropriate, since an allegedly injured party could seek damages beyond the limits of the insurance, and that financial impact on the HOA could

still later be passed along to all the members in the form of a special assessment. Directors and Officers Insurance adds a layer of protection for the unpaid volunteer directors who are making important decisions each year, and who are exposed to lawsuits from unhappy homeowners. Civil Code Section 5800 provides for immunity for HOA directors so long as the HOA carries at least $500,000 (100 or less residences) or $1,000,000 (over 100 residences). This should really be a non-negotiable item for every HOA director in California – make sure the HOA has that insurance in place before joining the board. Just like with general liability insurance, discuss with the broker and legal counsel the recommended coverage levels, as many HOAs may find larger limits of coverage more desirable. Individual owners should have their own homeowner insurance policies, insuring their lot or unit from liability and from property damage incidents. beyond bare walls ready for fixtures and finishes, and the condominium owner without an “HO6” insurance policy may find themselves in dire circumstances if the HOA property insurance does not cover finishes, fixtures, or belongings inside the unit. Fidelity insurance insures against losses from dishonesty by persons handling HOA funds. In 2018 Civil Code Section 5806 was enacted, requiring all HOAs to have such insurance covering directors, officers, employees, and the management. The insurance amount must match or exceed the total of the HOA’s combined reserves account balance and three months of HOA assessments. Earthquake insurance is often a subject of discussion in HOAs due to the potential high damage from major seismic events and the insurance’s high cost and high deductible. Some HOA CC&Rs require such insurance, but most do not. Even if the final decision on such insurance is within the board’s authority, consider taking time to first disclose to the members the pros and cons.

Workers compensation insurance is a good idea for HOAs, even those which apparently have no employees. The definition of “employee” was substantially broadened in 2020, so someone who might have been an independent contractor in 2019 might be an employee in 2020. HOAs should check with their insurance broker about having a minimal workers compensation insurance in place. Injured employees are mostly limited to the workers compensation insurance benefits if that insurance is in place. “Open” Signs Take on New Meaning for Small Business Owners

By Desert Star Staff More than a year into the pandemic, the “open” sign in countless online and retail storefronts has evolved into a universal symbol of the grit of small businesses. Tenacious entrepreneurs nationwide made a way to stay open despite all the obstacles. As part of an effort to amplify these inspiring stories, Wells Fargo has commissioned three artists to design custom “open” signs for businesses that persevered and are also pointing entrepreneurs to resources that can help. Dedicated to showcasing women and diverse voices, illustrator and graphic designer Sophia Yeshi is paired with Roxtography, a woman-owned business based near the Colville Reservation, outside of Seattle. As a result, Roxanne Best shifted from in-person yoga and photography classes to outdoor stand-up paddleboarding classes and photography that embodies her love of nature. Precision Productions, a new rental music studio, was just about to open its doors when the pandemic hit. So

optimistic owner Kasey Phillips, who hails from Trinidad and Tobago, pivoted to a hybrid inperson and virtual studio model, never wavering from his plan to expand the music scene and own his first studio. Taking cues from music while paying homage to Phillips’s Caribbean roots, Korean-born illustrator Deborah Lee, known for her use of bold, vivid colors, interprets how Precision Productions made a way to stay open. “As an artist, it was rewarding to support not just a small business that stayed open in tough economic conditions, but one that’s a platform for creativity,” says Lee. Writer, illustrator, visual artist and community organizer Gabriela Alemán has a passion for helping combat food insecurity. With her comics and pop art aesthetic, she’s working to bring the mission of PREP Atlanta to life, which focuses on offering diverse food truck owners and caterers access to a commercial kitchen. During the pandemic, PREP Atlanta was a venue for keeping the city’s restaurant and food industry afloat, including many

Black-owned businesses. Aleman will combine her art with a shared dedication to feeding the community as she depicts PREP Atlanta’s grit. This project comes on the heels of the July 2020 announcement of the Wells Fargo Open for Business Fund, a roughly $420 million small business recovery effort providing grants to nonprofits that serve small business owners. The fund was created by donating all gross processing fees from Paycheck Protection Program (PPP) loans made in 2020. The company has also committed not to take a profit from the second round of PPP. Overall, the Open for Business Fund is expected to translate into roughly $1 billion in available financing and 7.5 million hours of technical assistance for small business owners, helping them close the gap on rent, utilities and employee pay while accessing expertise to adapt to the future. SpaceX to launch DOGE-1 satellite to the moon in 2022

By Desert Star Staff Fresh from hosting an episode of Saturday Night Live, billionaire meme lord, self-professed ‘Dogefather’ and head of SpaceX, Elon Musk, has tweeted that the meme cryptocurrency Dogecoin will quite literally be going to the Moon. Musk repeatedly plugged Dogecoin during this Saturday’s episode of the SNL. Still, even before a skit in which he pronounced it “a hustle” (jokingly or not) came to its punchline, the cryptocurrency plummeted by almost 30%. However, true to his style,

the space entrepreneur was undeterred, and the memecrypto – which started as a joke before becoming the world’s fourth-largest cryptocurrency – was the first thing he brought up in a post-SNL tweet. It revealed that the eccentric tycoon is not only working on making humanity a multi-planet species but is also dead-set on realizing the dream of Dogecoin fans – which, in Musk’s own words, is sending it “to the mooooonnn!!” Musk then boasted that the alleged launch would put

the “1st crypto in space,” as well the “1st meme in space.” The latter might not be entirely accurate as Musk’s own SpaceX-launched Starman – a spacesuit-clad dummy floating in space in a red Tesla convertible – was packed with popular culture references, ‘Hitchhiker’s Guide to the Galaxy’ included, and could probably be considered a meme in itself. It remains unclear just how serious Musk’s Sunday post was, but knowing his Twitter feed, it may indeed be real – possibly more accurate than the cryptocurrency in question.

Rapid improvement How the tables have turned for California. By Desert Star Staff The state’s seven-day coronavirus positivity rate fell to 1.2% on Tuesday, the lowest rate in the country. Just four months ago, California’s positivity rate was a staggering 17.1%, and hospitalizations were surging to record levels, prompting Gov. Gavin Newsom to declare a regional stayat-home order. Contrast that with Tuesday, when another four counties moved into less restrictive reopening tiers, and Newsom eased the state’s mask mandate to exempt fully vaccinated Californians from wearing a mask outdoors under revised guidance from the U.S. Centers for Disease Control and Prevention. Newsom: “We need to remain vigilant and continue public health prevention measures — like wearing masks when appropriate and getting vaccinated — but the light at the end of this tunnel has never been brighter.”

In another significant milestone, Disneyland is set to reopen Friday after being closed for more than a year. Los Angeles, the state’s largest county and former virus epicenter is poised to enter the least restrictive yellow tier as early as next week along with San Francisco, Marin and Trinity counties — a sign the state is on track to fully reopen the economy by June 15. Newsom also announced plans late Monday to send oxygen equipment to India, which is currently experiencing the world’s worst coronavirus outbreak. Though California has sent supplies elsewhere before — notably, hundreds of ventilators to the federal government — the move underscores how quickly conditions have changed. A few months ago, the Golden State was recruiting health workers from overseas to help overwhelmed hospitals. Still, California isn’t

entirely out of the woods. Rural Humboldt County sees a spike in coronavirus cases linked to superspreader events. And state health officials released data on “breakthrough cases” for the first time Tuesday, showing that at least 1,379 fully vaccinated people contracted COVID-19. Nearly 12 million Californians

are fully vaccinated. Dr. Catherine Blish, a Stanford infectious disease expert: “It’s important to recognize that we don’t expect perfection, but we are preventing a lot of illness and death. Ransomware used in a cyberattack on one of the US’ largest fuel pipelines

By Desert Star Staff Cyber attackers who shut down one of the US’ main fuel pipelines used so-called ransomware to lock up the system. Moving 100 million gallons of fuel a day, the pipeline is a critical target. A gasoline and diesel pipeline running the length of the US East Coast was temporarily shut down following a cyber attack on Friday. The pipeline’s operator, the Colonial Pipeline Company, released a statement on Friday night acknowledging the “cybersecurity attack” and announcing that “all pipeline operations” had been halted in response. We have since determined that this incident involves ransomware,” the company declared in an updated statement on Saturday. Typically deployed by cybercriminals, ransomware locks down systems by encrypting data until the victims pay up. Reuters notes that such attacks have become more common over the last five years. Last month, a ransomware attack in the Netherlands targeted a logistics company and led to shortages of packed cheese and other groceries in the country’s largest supermarkets. The company got its systems back under control but declined to say whether it paid the ransom to do so. Colonial said that it has notified law enforcement and www.desertstarweekly.com

hired private cybersecurity firms to investigate “the nature and scope of this incident.” According to data from the company’s website, Colonial’s pipelines supply more than 45% of all fuel consumed on the East Coast. With its pipes transporting 100 million gallons of gasoline, diesel and kerosene from refineries in Texas to New York every day, a shutdown could very realistically lead to fuel shortages in multiple states. The firm gave no details about when the fuel supply would be turned on again. “We are working diligently to address this matter and to minimize disruption,” its statement concluded. As of yet, there is no indication as to who is behind the attack. However, the pipeline isn’t the first piece of critical infrastructure targeted by cyber attackers. For example, a water treatment plant in Florida was breached by hackers back in February, months after the SolarWinds’ hack’ left upwards of 250 government agencies and businesses unprotected for weeks. The latter incident was blamed on Russia. The Biden administration responded to the attack in Florida by calling on energy providers to beef up their security procedures. “The United States faces a welldocumented and increasing cyber threat from malicious actors,” Energy Secretary Jennifer Granholm said last month. “It’s up to both government and industry to

prevent possible harms… so Americans can rely on a resilient, secure and clean energy system.” Historically, the main
