Housing Advocates Pledge to Lower VA’s Eviction Rates

one of the highest eviction rates in the country, housing advocacy groups gathered this week to figure out how
to solve the problem. The data from Princeton University’s Eviction Lab showed that half of the 10
largest cities in the U.S. with the highest eviction rates are right here in Virginia. They are not quite sure why, but a new coalition formed the Campaign to Reduce Eviction to bring down those eviction rates in Richmond, Hampton, Newport News, Norfolk and Chesapeake. Christie Marra is a staff attorney with the Virginia Poverty Law Center who’s leading the campaign. “We are trying to look at all the different aspects of what might be causing the high number of evictions and we are collecting stories right now,” Marra said. “We have a website, reduceevictions.org. “ Advocates at the meeting said the high rates are fueled in part by a shrinking supply of affordable housing and by housing that’s not subsidized
enough. The group will do a deep dive by analyzing data, providing resources such as legal aid and counseling services to help those who are currently in need. Marra said housing is considered affordable when it costs no more than 30 percent of income, so the issue affects tenants across all income levels. However, the data shows a disproportionate impact in certain communities. “We know in Richmond, at least, that the neighborhoods being affected are neighborhoods where we have high African-American population,” she observed. Some property managers say that filing an eviction is their only recourse when tenants have not paid. The coalition is expected to propose legislation to help tenants fight evictions.
International Activists Link Plastic Pollution to PA By Desert Star Staff PITTSBURGH, Pa. – Plastics have serious negative impacts throughout the supply chain – that’s the message brought to Pittsburgh this week by activists from India and the Philippines. The representatives of Break Free From Plastic, a global movement seeking solutions to what they call the plastic pollution crisis, visited concerned residents of Beaver and Allegheny counties on Tuesday and Wednesday. Jed Alegado, from Manila is a communications officer for Break Free From Plastics. He says they came to the Pittsburgh area to make the connection between the plastic trash that is polluting fisheries, and the petrochemical industry that profits from plastics. “We like to show solidarity between these groups fighting plastic pollution, with groups who have been waging a battle against these oil and gas pipeline
corporations who are actually the root cause of plastic production,” says Alegado. Reports estimate that more than 40 percent of all plastic is used as packaging that is discarded after a single use, much of it ending up in the world’s oceans. Alegado points out that fishermen interviewed in Manila last year reported that plastic trash in the water has become so pervasive it is clogging their nets. “More than half of what they’re catching now are actually plastic instead of fish and seafood which they can eat, and they can sell,” says Alegado. “So, these are greatly impacting their livelihood.” He adds that plastic manufacturers pass the burden of disposing their products on to consumers and those left to deal with the accumulated trash. Alegado says the Break Free From Plastics activists also are visiting locations in
Texas, Louisiana and West Virginia that are confronting the hazards of harmful emissions from petrochemical extraction and processing. “We are talking to
communities waging battles against oil and gas companies which are polluting their air and their surroundings,” says Alegado. A report from the
Center for International Environmental Law says 99 percent of plastics are produced from chemicals sourced from fossil fuels.
By Desert Star Staff INDIANAPOLIS - As the warmer weather sets in and folks in Indiana look for ways to cool off, a new report highlights the dangers of swimming in open water. The research released Tuesday by the group Safe Kids Worldwide shows about 1,000 children die in drowning accidents each year in the United States, and most incidents involve a lake, river, pond, quarry or other natural water source. Children’s National Health System medical director Dr.
Marceé White, a medical adviser for the group, said there are hidden dangers in open water, including currents, vegetation, rocks and sudden drop-offs. “The water might feel shallow and appear shallow as you’re walking out, but then eventually might have a drop-off - and then, you’re in deeper water than expected,” she said. “Certainly, lakes and oceans and rivers having very limited visibility from the murkiness of the water.” The cool temperature of open water also can
decrease a child’s ability to swim. To avoid exposure to contaminants that can cause illness, the Indiana State Department of Health has advised folks to avoid swimming if a blue-green algal bloom is present or if the water temperature is high and the water level is low. The report showed that a drowning scare sends an additional 7,000 kids to emergency rooms each year. White said that’s at least 150 families a week affected by such a frightening event. “Those are the ones
that are presenting to the emergency room,” she said. “There are still families out there that almost drown and did not present to the emergency room, so, there’s a large number of individuals out there that aren’t even accounted for.” To ensure safety, the report suggested that parents always watch children with their full attention when they are in or near water or designate a “water watcher” for larger groups of kids. White offered other recommendations, as well.
“When kids are around open water, they should have a U.S. Coast Guard-approved life jacket on,” she said. “I also would encourage parents to learn water rescue skills and CPR, because those skills can be life saving in the event of a drowning.” She added that people always should swim with a partner, and only in designated swimming areas. The new guideline for normal blood pressure is below 120 over 80, which means numbers that stay over that average for any length of time qualify as high blood pressure. Hypertension damages arteries throughout the body and elevates the risk for stroke. A stroke can threaten your ability to think, move and function, affect language, vision and even cause paralysis or death. Raymond says when it runs in families, earlier detection is better. “If you go to the doctor and find out what it is, sometimes they can get ahead of it and if they can detect it, soon enough then there’s

(BioBarica/Pixabay) By Desert Star Staff HARRISBURG, Pa. - The Government Accountability Office says Congress can take back money that already has been appropriated for the Children’s Health Insurance Program. The Trump administration has proposed cutting federal spending by $15 billion, with almost half coming from CHIP. Since the cuts would come from mandatory spending, the GAO first had to determine if it’s allowable under congressional rules. According to Shawn Gremminger, director of federal relations for the health-care advocacy group Families USA, $5 billion is from funds that states are not expected to
spend, but $2 billion would come from CHIP’s contingency fund, set aside in case states spend more than expected. “That can happen for a number of reasons,” he said, “either because there are more children who get enrolled in the program than was expected, because prices increased at a faster rate than expected, or because of some sort of natural or man-made disaster.” The administration has claimed that because CHIP isn’t expected to spend those funds, the cuts would not affect the program’s ability to function. But Gremminger countered that the whole point of a contingency fund is to have it available if expenses exceed expectations. While May 25, 2018
the other $5 billion may not be necessary for CHIP, past surpluses still have been used for health care. “In previous years, that money has been redirected to discretionary funding for the HHS appropriations bill,” he said, referring to
the Department of Health and Human Services. “So, while it has not always been spent on CHIP, it has been spent toward health care and health care for children.” He said the cuts are being proposed as a way to soften the fiscal impact of the trillion-dollar tax cut passed in December that detractors claim mostly benefits corporations and the rich. The proposed cuts also would take $800 million from the Center for Medicare and Medicaid Innovation. Gremminger noted that the Center was created by the Affordable Care Act specifically to find ways to save on health-care costs. “They’re actually reducing the ability of one of the very few places in government where they are actively working on trying to bring down the actual cost of health care,” he said. “It really makes no sense.” The House is expected to take up a rescission bill with the proposed cuts in early June.

Even though Santa Fe County does not cooperate with ICE, the state of New Mexico under Republican Gov. Susana Martinez does. To be clear, members of Somos un Pueblo Unido are in the thick of a battle against the federal government. For these people, wins can seem temporary, while losses last longer and are felt more acutely. They come in the form of people being deported and families being torn apart. Despite the difficulty in feeling successful, though, New Mexico has proved to be a national leader in resisting deportation. According to Pew’s analysis of data provided by ICE, 143,470 people were arrested during 2017, compared to 110,104 in 2016. (Trump’s first year in office pales in comparison to the 297,898 arrests during President Obama’s first year.) ICE compiles its data based on 24 different regions that mostly follow state boundaries. In 2017, Miami (which includes all of Florida), Dallas (which consists of the northern half of Texas and Oklahoma) and St. Paul (which includes Minnesota, Iowa, the Dakotas, and Nebraska) saw the most significant jump in arrests made by ICE with increases of 76 percent, 71 percent, and 67 percent, respectively. San Antonio (centralsouthern Texas), Houston (southeastern Texas) and San Francisco (Northern California, Hawaii and Guam) saw the lowest increases at 1 percent, 5 percent, and 9 percent, respectively. But those numbers can be misleading. In raw numbers, the Houston region saw the second highest number of deportations, and San Antonio ranked fifth. On the other hand, ICE’s El Paso region, which includes West Texas and all of New Mexico, saw modest growth in the numbers of arrests at 12 percent. But in raw numbers, the region remains the third lowest of all ICE regions with only 1,892 arrests last year. That still ranks above Baltimore (1,666 arrests) and Buffalo, New York, (1,494 arrests), which both saw more significant increases last year of 34 percent and 27 percent, respectively. Considering that New Mexico is a border state, its ability to minimize the number of residents deported stands out. An analysis conducted by the Immigrant Legal Resource Center provides useful context. Continues on Page 8

“Hostiles”--The Western Returns With A Vengeance
“Hostiles” For a long time the “Western” seemed to have disappeared from view, but thankfully in Focus Films “Hostiles,” it has returned with a vengeance--literally. The film, written and directed by Scott Cooper (“Crazy Heart” with Jeff Bridges and “Black Mass” starring Johnny Depp) takes place in 1892 in New Mexico. It opens with Comanche warriors riding in and killing a farmer. They then ride after his wife and three children desperately running away toward the woods behind their cabin. She lives, but her three children are shot to death-the baby dying in her arms. We then cut to Capt. Joseph Blocker (Christian Bale) stationed at Fort Berringer in New Mexico. Much to his anger and disgust, Blocker is informed by his commanding officer that his last assignment before retiring will be to take Chief Yellow Hawk (Wes Studi) and his family back to their homeland in Montana. President Benjamin Harrison
has granted his return as a gesture of goodwill. Blocker was explicitly chosen since over the years he has learned to speak the Cheyenne dialect. He and the chief are ‘hostile’ enemies, so Blocker vehemently refuses the order. However, the Captain is given no choice in the matter-and so the journey begins. As they ride away from the fort, the captain stops to chain Yellow Hawk’s hands in front of him in a gesture of contempt and distrust. Then the group rides on. When they stop trying to rest they encounter the inconsolable mother clinging to her dead baby. When she sees the group of Cheyenne with the soldiers, she becomes hysterical. Eventually, after burying her family with the aid of the soldiers and Cheyenne, she is asked to join them. Blocker promises her he will take her to safety so she can return to her family back East. Right-to-Work Law Could Disproportionately Impact Black Workers
By Desert Star Staff As Republican lawmakers advance plans to protect the right-to-work legislation they passed last year, a study shows the policy could hurt black workers most. The law, which deals with banning mandatory union fees, did not take effect because Democrats and union workers gathered enough signatures to force a vote on whether to keep the law. But the debate continues. Valerie Wilson, director of the program on race, ethnicity and the economy at the Economic Policy Institute, said their analysis found black Missourians would be disproportionately impacted by the law. “The reason this is disproportionately impacting black workers is because black workers are a larger
share of the unionized workforce than they are the total workforce,” Wilson said. “The black workers are more likely to be union members.” According to the study, 13.9 percent of all black workers are unionized in Missouri, compared with 10.3 percent of all white workers, and 9.3 percent of all Hispanic workers. Voters will decide whether to make Missouri a right-to-work state in the August primary election, rather than in November. Wilson said it’s not just black workers who will feel the negative impact of a switch to a right-towork policy if Missourians vote to approve the law. In May 2017, Father Smith took in Jorge Taborda as his first sanctuary case, although Smith prefers the term “Franciscan hospitality.” Taborda arrived with his 16-year-old son, who is a U.S. citizen after his wife was deported to Colombia. And since October, Smith has taken in a second person, Lorena Rivera. “We are called by the gospel and the scriptures to welcome the aliens, to care for those in need,” Smith explained. Despite the work being done by New Mexico communities to keep their residents safe, the Trump administration is determined. The Justice Department is suing California over its new laws that bar private employers as well as state and local jails from cooperating voluntarily with federal immigration officials. The federal government maintains it has complete authority over immigration issues. In Texas, the state legislature passed a law banning sanctuary cities. An injunction had been granted, but a federal appeals court ruled in March that the law could take effect. The court battle will continue. Meanwhile, construction of Trump’s border wall is set to begin in New Mexico as well as parts of the Lower Rio Grande Valley in Texas. Defense Secretary Jim Mattis authorized the federal government to pay for the potential deployment of up to 4,000 National Guard troops for the border mission through September. Arizona and Texas have committed hundreds of troops so far. Many fear that the further militarization of the
border will serve only to cast immigrants in a negative light. With the national landscape more fraught than ever, immigrant rights groups in New Mexico are busy. Somos Un Pueblo Unido has helped facilitate meetings to bring community members together with the law enforcement community and recently conducted a training for 90 Farmington police officers on the benefits of not checking immigration status, which they have ceased doing. Somos was also involved in McKinley County’s decision to cease its cooperation with ICE, and it helped dissuade Luna County, west of Las Cruces, from entering into a deputizing agreement with the agency. In Albuquerque, the election of a progressive mayor has meant a non-discrimination resolution in the state’s largest city is making its way through the city council. North Korea could end up like Libya if Kim didn’t make a deal.
