DHS Clean-Up Teams with MSWD By Jackie Devereaux Desert Hot Springs, Calif. - One lucky local resident will stay cool this summer thanks to the efforts by volunteers of the Desert Hot Springs Cleanup Committee and the Mission Springs Water District. Joseph Selph, a 74-yearold, disabled, retired surgical nurse received the good news in May that local volunteers would clean up his yard, dispose of trash, and cut down dead shrubbery courtesy of the DHS Cleanup Committee. Mr. Selph also got his old, non-functional evaporative cooler replaced thanks to the generous donation by the Mission Springs Water District
and installed by Phil and Mike Segrist Air Conditioning. “Upon learning about the project, Mission Spring Water District was proud to partner with the DHS CleanUp Committee and help Mr. Selph with his evaporative cooler needs,” said Marion Champion, Programs and Public Affairs Manager for the Mission Springs Water District. “Operating properly, evaporative coolers can use between 3 and 15 gallons of water per hour. Working improperly, they can waste hundreds of gallons. To reduce your personal water footprint we recommend customers make sure their

Lynyrd Skynyrd Continues to Soar

Indeed a tragic plan crash on Oct. 20, 1977 that took the lives of three band members including singer Ronnie Van Zant and guitarist Steve Gaines marked the beginning of a series of tragic turns that have seen the passing of guitarist Allen Collins, keyboardist Billy Powell, bassist Leon Wilkeson, drummer Bob Burns, backing vocalist JoJo Billingsley and guitarist Hughie Thomasson.
The latest challenge for the enduring Southern rock troupe included founding guitarist Gary Rossington undergoing emergency heart surgery in July 2021. Fast forward to Friday the 13th (May 13, 2022) and the band was headlining before a capacity crowd at the Los Angeles County Fair in Pomona, CA. Although not able to run about, Johnny Van Zant — who noted he underwent knee surgery a month ago — was on his feet during most of the set and sounded great. Early in the set Van Zant said of Rossington: “He is still on the mend and getting better.” The singer also noted that Rossington had told his
band mates to go to California and “I’ll be there in spirit.” Delivering more than 90 minutes of Skynyrd favorites, this kickoff of the “Big Wheels Keep On Turning’ World Tour” (continuing through the end of September) found Southern rock’s most enduring Rock and Roll Hall of Famers celebrating their survival and legacy with a set that inspired throughout. Touring guitarist Damon Johnson (Alice Cooper, Thin Lizzy) did an excellent job filling in for the recovering Rossington, ably trading lead and slide guitar work with long-time members Rickey Medlocke and Mark Matejka. Early highlights of the concert included the rootsy blues rocker “Whiskey Rock-

Emmi Von Scherr is headed to West Point Academy, where she will run track and cross country. Emmi is most excited to serve her country, and after college, she hopes to rise the ranks in the united states army. “I’ve always been into like the military stuff. I wanted to go Army because it is the biggest branch. West Point is a one-of-a-kind college, and having the duty and honor to serve my country is amazing.” MaryJane Barton will attend Waldorf University in Iowa, where she will continue wrestling. In addition, MaryJane will

study psychology and wants to become a child psychologist after college. “I’m stoked. I’m excited. I always wanted to go to college out of state, and now that it’s actually happening, and I’ve signed papers, and I’m getting all the emails and everything. It’s super exciting.” Sydney Endres will attend Pacific University in Oregon, and she will continue wrestling as well. Sydney says she is excited to join her older cousin at Pacific University. “It definitely was a big deciding factor, like above athletics and academics and location. I think my cousin really sealed the deal for me. After college, I’m going to be pursuing a career as a medical examiner for forensics. I’m pretty excited to see what I do after college.” Longtime wrestling

How the U.S. Got Into This Baby Formula Mess by Desert Star Staff So, how did the U.S. get into this baby formula mess? There are several possible answers to that question. The industry in the United States is multi-billion-dollars. Only four companies control the majority of the market. Abbott Nutrition with almost 40% of the market, Mead Johnson Nutrition, Nestle USA Perrio company. These four companies own a small number of formula factories to maximize efficiency and keep costs down. Despite all of this, they still control 90 percent of the market in the U.S. The government is one of the biggest buyers of baby formula, buying about half

of the entire market. The manufacturers are then given a monopoly in two-thirds of the states. This situation has led to the current problem: formula manufacturers are only available in a small minority of supermarkets and have no competitors. As a result, these companies have a powerful advantage. In some states, supermarkets and pediatricians give this company preferential shelf space. This problem began in the 1970s after the government started buying most of the infant formula market. That means that it is now the largest buyer. The government is essentially WalMart for baby formula. The government’s procurement policies have resulted in a highly concentrated industry. The government’s procurement practices result in artificially elevated demand. Meanwhile, the government has also imposed a new law requiring formula manufacturers to give priority to the Pentagon to protect their national security. The House of Representatives has taken action to address the national baby formula shortage. One of the bills passed would allow the Agriculture secretary to waive restrictions imposed by the WIC program. That program limits which formulas are available for poorer women. The other bill would require manufacturers to prepare contingency plans in case of a formula shortage. The bill passed by

a bipartisan vote of 414 to nine. And in the meantime, a crisis could continue. The U.S. Senators have taken action by writing to the USDA and urging them to investigate the high levels of corporate concentration in the infant formula market. Among the senators who signed the letter are Kirsten Gillibrand (N.Y.), Tina Smith (MN), Elizabeth Warren (M.A.), and Richard Blumenthal (C.T.). Fortunately, the FDA relaxed its rules so that foreign supplies could be imported. Although importing foreign supplies is safer, it requires months to reach the shelves. In addition, the imported formula must be screened and shipped from one country to another.
A glimmer of hope! The Biden Administration announced today that the Department of Defense (DOD) has sourced a second flight to fulfill the U.S. Department of Agriculture’s (USDA)’s request for Operation Fly Formula to transport Nestlé S.A. formula from Ramstein Air Base in Germany to Washington Dulles International Airport. The formula will be transported to a Nestlé facility in Pennsylvania. DOD is contracting with FedEx Express to transport the shipment via its integrated air and ground network. The flight and trucking will take place in the coming days. More details on timing will be announced when available. The Operation Fly Formula
shipments will transport 114 pallets of Gerber Good Start® Extensive H.A. infant formula. This is the remainder of the equivalent of up to 1.5 million 8-ounce bottles of three formulas—Alfamino® Infant, Alfamino® Junior, and Gerber Good Start® Extensive H.A.— all of which are hypoallergenic formulas for children with cow’s milk protein allergy. The first tranche of this shipment announced on May 19, arrived in the United States via DOD aircraft on Sunday, May 22. These formulas have been prioritized because they serve a critical medical purpose and are in short supply in the United States because of the Abbott Sturgis plant closure.

The Drought Emergency Returned, Did Your HOA Notice? By Kelly G. Richardson, Esq. CCAL California has experienced many drought periods, but in January 2014 the drought situation became sufficiently severe that then-Governor Brown declared a state of drought emergency. Soon thereafter, several laws added to the Davis-Stirling Act, Civil Code Sections 4735 and 4736. Civil Code Section 4735 does not allow governing documents to directly or indirectly prohibit low waterusing plants or artificial turf. During a time of declared drought emergency, under subpart “c” of that statute the HOA may not penalize homeowners for letting their yards “go brown.” Section 4736 bars HOAs from requiring pressure washing the exterior of homes during a declared drought emergency. The drought eased, and in April 2017 Governor Brown

terminated the declaration of drought emergency, also ending the application of Sections 4735(c) and 4736… at least for a while. However, Civil Code Section 4735(a) and (b) continued to be in force, as they were not temporary – homeowners have since 2015 had the right to install xeriscapes or artificial turf. That right is not unlimited – the HOA may still set reasonable standards of appearance and maintenance and may ban plants which could create a nuisance for neighbors. Artificial turf must be kept clean, must resemble grass (sorry, you can’t honor your local sports team’s colors with your artificial lawn), and must be maintained. On October 19, 2021, Governor Newsome declared a new state of drought emergency, consequently reviving Sections 4735(c) and 4736. Most HOAs may have missed this fact, given the Covid-19 health emergency
and other challenges. So, since October 19, 2021, HOA members, if they choose to cut back on watering their yards, may let the yard landscape die, and pressure-washing again cannot be compelled. Homeowners - If you suspend watering your yard in your HOA, be a responsible AND good neighbor - keep your yard clean and neat if it’s dry. This is a very good time for associations to re-evaluate their landscaping to determine if long-term savings can be had through cutting back on lawn areas, upgrading the sophistication of irrigation systems, and finding other ways of reducing water usage. Condominium associations sometimes are established without individual water meters, with the HOA paying the water bill. This can be a recipe for water waste, since individual residents may not be as concerned about a sink or toilet left running – they aren’t (directly) paying the bill. May 25, 2022
If the installation of separate water meters is possible and feasible, it may be a great long-term step to get each residence separately metered. If separate metering is not possible, perhaps submetering is available. If there is a single water intake pipe to a single residence, the flow of that water can be measured electronically with a sub-meter. There are companies which install, maintain, and monitor submeters, thereby allowing HOAs to bill their members for their water usage. This might require an amendment to the governing documents, to create the right of the HOA to bill members for their water usage. Submetering allows a water wasting
homeowner to be held financially accountable for their excessive usage of water. Nobody can guarantee how long the current drought crisis will last, but one thing is certain – it is here now, and California HOAs should step up their game and step down their water usage. Kelly G. Memorial Day Weekend Admission at Lake Cahuilla for Veterans
by Desert Star Staff LA QUINTA – Riverside County thanks and honors all who have served our country with free admission and fishing at Lake Cahuilla Veterans Regional Park during Memorial Day weekend, Saturday, May 28 through Monday, May 30. Free admission is open to active-duty military personnel, veterans of the U.S. Armed Forces, National Guard and federal and state reservists, and all other guests in the vehicle. Free entry also
covers all-day use activities such as fishing. To qualify, veterans need to present valid proof of military service. For the general public, Lake Cahuilla Veterans Regional Park will have a $20 per vehicle entry fee on Memorial Day, Monday, May 30. Those fishing need a state fishing license, required for anyone 16 and older. The state fishing license is not sold at Lake Cahuilla Veterans Regional Park but can be
purchased at retailers. The lake will be stocked with catfish a few days before Memorial Day. Lake Cahuilla Veterans Regional Park, the first in the county park system named in honor of veterans, is located at 58075 Jefferson Street, La Quinta, CA 92253. The phone number for more information is 760-564-4712. “Lake Cahuilla Veterans Regional Park is a beautiful place to spend the day, walk, hike, go fishing, or
horseback riding, and just relax and enjoy nature,” said Supervisor V. Manuel Perez. “We welcome veterans, their families and the community to enjoy Lake Cahuilla Veterans Regional Park this Memorial Day weekend.” In August 2017, Lake Cahuilla Regional Park was renamed Lake Cahuilla Veterans Regional Park in honor of veterans. The renaming measure included free entry to the park for veterans and service
members every Memorial Day weekend (SaturdayMonday) and Veterans Day (every November 11). Lake Cahuilla Veterans Regional Park is operated by the Riverside County Regional Park and Open-Space District via a lease with the Coachella Valley Water District and the U.S. Bureau of Reclamation. The park features flags of each military branch, dedication plaques, lighting and landscaping pathways.

The Palm Springs Cultural Center hosted this fun event and presented sponsor Eisenhower Lucy Curci Cancer Center. The Show will benefit The American Cancer Society Desert Spirit Committee. Melissa Neiderman said this year was better than ever. Neiderman is currently the Committee Chair and has been with Desert Sprit for 11 years and hosted the Show. The Show was held on May 20th with Tristan Rogers, best known as Scorpio, as emcee. This is such a fun show to watch as many Celebrities join in Lip Sync to famous songs. This Show
is also a juried show with celebrity judges. Judges included Keisha D, Dolores Robinson, Dan McGrath, Eva LaRue and Kaya Callahan, Peggy Tanous, and Tony Ewing. Judges were asked to speak after each performance and chose a winner. This year, the event honored actor John Callahan, Best known as Edmund Grey, in All My Children’s TV series. Callahan was always ready to support the battle against Cancer. Unfortunately, he passed away in 2020 and is greatly missed. Callahan’s exwife Eva La Rue and daughter Kaya Callahan were Judges at this event. Kristin Hermann was also honored for her constant fight against Cancer when it
hit her family and now is in a battle of her own with breast Cancer. Videos were shown of their lives. Many Cancer survivors were in the audience. Diane Neiderman was the first and a surprise performer who came on stage with three guitarists to perform “I Feel Like A Woman .”Diane is the wife of author Andrew Neiderman and the mother of Diane Neiderman, a Cancer Survivor. Next, Roberts performed amazing rope tricks that thrilled the audience. Next, Kellie McQuinn came with Mitch Cowley to perform “Love Will Keep You Together.” Patrika Darbo wowed with her portrayal of Chicago’s, When Your good to Mama, Mama’s good to you. Carolyn
Hennesy mesmerized the audience with Keely Smith’s “Its Magic .”Michelle & Sean Kanan did a skit with a Battle of the Sexes with “Down With Love .”Judith Chapman was fabulous, and Gretchen Bonaduce and Friends did a fun routine with her group. Each performer was having a great time in this Show. The winner of the Lip Sync Show for 2022 was Will Roberts with his fantastic rope tricks. A large Raffle was awarded to winners, and a donation of $5,000 brought a round of more contributions from the audience. No paddles, just hands raised with monies from people who wanted to support this fight against Cancer. After the Show, the
audience went outside for drinks and appetizers to meet and greet the performers, judges, and guests. The American Cancer Society has a mission to save lives, celebrate lives and lead the fight against this terrible disease. Founded in 1913 when a cancer diagnosis meant Certain death. Sunnylands marks end of season with nighttime dance

Court Case to Decide Fate of Long Valley in Rural Mono County By Suzanne Potter Conservation groups speak out in support of water rights in rural Mono County, saying thirsty Los Angeles is endangering wildlife, ranching and tourism. All parties are awaiting the judge’s decision after a recent hearing. The Los Angeles Department of Water and Power (DWP) argued it has the right to cut off water ranchers use to irrigate Long Valley and Little Round Valley for cattle grazing near the Crowley Lake Reservoir. Wendy Schneider, executive director of the nonprofit Friends of the Inyo, said the DWP bought up water
rights 100 years ago, but the Eastern Sierra is getting the short end of the stick. “We want people to have water to drink and cook with and bathe in,” Schneider acknowledged. “But when our ecosystem is being devastated, so that we can do landscaping for nonnative thirsty plants down south, that does not make sense.” The drought, exacerbated by climate change, has forced significant changes. Last week, the DWP ordered cuts on outdoor watering from three days a week to two. The Sierra Club and Mono County filed the lawsuit in 2018 when the cutbacks
were first announced. They argued the green meadow in Long Valley supports the sage grouse and fish populations, which boosts tourism. Schneider wants to see the DWP expand a program in Burbank to capture stormwater instead of letting it flow into the ocean.
“I think we can get to where the Eastern Sierra is still supplying some water to supplement,” Schneider pointed out. “But there will be much less reliance on it. We need more of our water up here, not less of it, and we need Los Angeles to help us.” Advocates would also like
