“Who Is Alex Trebek?” By Theda Kleinhans Reichman In the late 1990s and early 2000s, “Saturday Night Live” actor Will Ferrell spoofed the very erudite “Jeopardy” host Alex Trebek who often became frustrated by an over-the-top Sean Connery, played by Darrell Hammond, in an SNL version

of “Celebrity Jeopardy.” Trebek got a kick out of the impersonation, saying, “If they’re spoofing you, poking fun at you or mentioning you it’s because you’re part of American pop culture, and that’s a good thing I think.” Sadly Connery died on October 31st at age 90.

Then on Sunday, November 8th Trebek passed away at the age of 80. Trebek’s loss is being mourned by countless thousands of fans, friends and world leaders. Canadian Prime Minister Justin Trudeau called Trebek, born in Ontario, “an icon.” According to

By Desert Star Staff Citing a pair of problems, higher education groups want institutions to make it easier for students to transfer course credits between schools. Members of the Scaling Partners Network say COVID-19 and the economic downturn are likely to lead to more students switching schools. But they aren’t always able to transfer all of their credits, leading to a loss of money and time. Dr. Anthony Carnevale, director of the Georgetown University Center on Education and the Workforce, said institutions mainly function independently rather than in collaboration. “We’ve never made higher education a system,” Carnevale contended. “And we’ve come to the point in our history where it needs to be because the vast majority of the majority - two out of three, at least

- of Americans need higher education to get a good job.” According to the National Student Clearinghouse Research Center, half of the bachelor’s degree graduates attended at least two schools before receiving their degrees. In 2017, Oregon passed House Bill 2998, which led to the Oregon Transfer Compass development to streamline the transfer process. But how many credits can be transferred still depends on the institution? Universities often limit the percentage of credits that can be applied toward a degree if they weren’t attained at that school. The Scaling Partners Network’s call to action noted that students of color are more likely to transfer, so this issue disproportionately affects them. Along with making credits more portable, Carnevale noted funding is necessary to address the racial gap in higher education.

Social Security was created in 1935 as a safety net for the elderly, unemployed and otherwise disadvantaged during the Great Depression. Since then, the basic structure has stayed the same: Retirees draw benefits funded by the payroll taxes of employees. Contrary to popular

opinion, Social Security is not self-funding; rather, the balance of the program’s surplus funds ebbs and flows based on two main factors: the number of workers paying into the system and the number of people drawing benefits. Security’s reserves have benefited from the massive influx of baby boomers to the workforce. Today, however, as more boomers are retiring, reserves are falling. The effect of COVID-19 has only exacerbated this trend, as skyrocketing unemployment has translated into fewer workers paying into the system and more seniors choosing to claim benefits early. The University of Pennsylvania’s Wharton School now warns that Social Security could run dry as early as 2032. In the absence of significant change, benefits will be cut to 79 percent of existing levels at that time. The Fix Will Not Be Fun The formidable task of fixing Social Security lies with Congress, which can either raise taxes or cut benefits to manage the situation. Cutting benefits would be vastly unpopular for lawmakers. Instead, Congress could raise the full retirement age (currently 66 for those born before 1955). This makes sense given that life expectancies have grown significantly since Social Security first began. Congress could also reduce the cost of living adjustment (COLA), which is used to increase benefits annually to

keep pace with inflation. On the tax side of the equation, Congress might elect to raise payroll taxes or expand the benefits subject to taxation. Currently, those earning more than $25k for single filers ($32k married filing jointly) pay ordinary income tax on their Social Security benefits. Congress could also decide to raise funds by increasing the net investment income tax. To date, nothing has been done to address the problem. The longer Congress waits to act, the more extreme the solution will need to be. Assumptions about the future of Social Security often vary by age. A recent study reveals that 80 percent of millennials don’t expect to receive any Social Security benefits when they retire. Older clients, on the other hand, maybe in denial that their

benefits will change at all. There could come a time when Social Security benefits might not increase with the cost of living. One of the things I stress with clients is that Social Security could become stagnant in the future, so we have to figure out ways to build inflation protection into their portfolios. None of us has a crystal ball. We do not know what Congress will do in the future, but we see the system as it stands today is not sustainable. Unless they can find a FIX, there is a threat to the program’s ultimate survival. A large percentage of America is dependent on Social Security in retirement; it would not be in the government’s interest to eliminate the program. Nevertheless, it is vital to view Social Security

Embrace Open Forum!

By Kelly G. Richardson, Esq. CCAL Many HOA boards treat open forum as something to be endured, but if handled properly it can be a very positive feature of HOA meetings. The law requires that all membership meetings (when members are voting, not the board) and open board meetings must have an open forum time, per Civil Code Section 4925(b). This is valuable element of HOA meetings is an opportunity for neighbors to convey information or concerns to board or management of which they might not be aware. This is the part of the meeting in which the board demonstrates its regard for neighborly concerns. Wellrun HOA board meetings should include well-run open forum sessions, so here are some tips which may help. Don’t Delay. Some boards prefer to schedule

open forum at the end of the meeting, but it is better to have open forum early in the meeting. That shows respect to the homeowners, many of whom would like to address the board about agenda items before they are discussed. At the end of the meeting, after the agenda business is concluded, it is too late for their comments on those items. Time Limits. Have reasonable time limits – the law specifically allows it. Three minutes is the most common standard but reduce the time limit to two minutes if at least ten people wish to speak so that everyone gets a chance without prolonging the meeting. Speaker Limits. Per Civil Code 4925, members have the right to attend and speak at HOA meetings. Tenants, owner’s guests, or residents not on title are not members and so do not have the right to attend and speak to the board. Have a limit of one speaker per membership and do not allow each co-owner to speak. November 11, 2020

Listen, Don’t Argue. Open forum is the one time in the meeting in which the neighbors speak and the board listens. Even if the homeowner appears to be incorrect or uninformed, do not steal their time by interrupting. Remember, the board is going to want the audience to listen and not interrupt its deliberations, so it is fair that the directors listen during open forum and show their attentiveness by taking notes. The time to respond or answer questions is after open forum is concluded. Civil Code Section 4930(b) allows a director to briefly respond to open forum statements, to answer questions, or to refer a subject to management, employee, or a committee for response. Let The Forum Be Open. Boards and managers often are tempted to tell an open forum speaker they are off topic, or “out of order.” However, nothing in the law says that topics are limited, so even if the speaker wishes to talk about something outside the HOA, they can use their

Historic numbers of voters cast ballots in the 2020 presidential election and counts still are being finalized across the country. Activists in Illinois and other states are taking to the streets, calling for every vote counted. As director of the American Friends Service Committee’s Chicago Peace Building Project, Mary Zerkel encouraged peaceful protest and offered advice. “Stay with your buddies,” said Zerkel. “Don’t talk to the police and don’t engage any counter-protesters that might be nearby, even though that can be very tempting sometimes. And if you see violence happening and you can find a place to exit

the situation, that’s always a good thing to do.” Zerkel said it’s also essential to respect other protesters’ rights by not photographing anyone without permission and not policing their behavior. Trebek the “greatest host of one of the greatest shows of all time.” He continued, “Thank you for always being there at the end of the day to take my mind off things.” Jamie Lee Curtis thanked Trebek on Twitter, saying, “You were grace and guts and humor and deep love.” Words of praise were also sent by fellow Canadian William Shatner. “Jeopardy” contestants Ken Jennings and James Holzhauer remembered Trebek with love and affection. According to Jennings, “ Alex wasn’t just the best ever at what he did, he was also a lovely and deeply decent man, and I am grateful for every minute I got to spend with him.” And Holzhauer

called Trebek “ an impartial arbiter of truth and facts in a world that needs exactly that.” He continued, “It was one of the greatest privileges of my life to spend time with this courageous man while he fought the battle of his life. U.S. Supreme Court Takes Up Future of Affordable Care Act

By Desert Star Staff FRANKFORT, Ky. -Tomorrow, the Supreme Court hears oral arguments in cases that could decide the Affordable Care Act’s fate. Health coverage for more than

a half-million Kentuckians is at stake, as well as millions of dollars in rural hospital revenue. More than a dozen states ask the court to repeal the 2010 law that overhauled the private health insurance market

and expanded Medicaid. Dustin Pugel, a senior analyst at the Kentucky Center for Economic Policy, said that Kentucky’s uninsured rate was double digits before the ACA. But Medicaid

expansion opened coverage to hundreds of thousands - many for the first time. “And they were able to get care for chronic conditions,” Pugel said. “There was a lot of tobacco cessation counseling; there were cancer screenings. People were able to get old injuries looked at for the first time. And a lot of research showed that it saved lives.” ACA opponents believe the “individual mandate” - requiring people to have health insurance - is unconstitutional. They argue because a previous court struck down the mandate, the entire law should be repealed. The Supreme Court is expected to make its decision by next summer. In addition to allowing coverage for people with preexisting conditions, Pugel said the ACA has had positive ripple effects on local economies. “[Between] 45,000 and

Florida Invests in Short-Term Workforce Programs

By Desert Star Staff Florida is hoping to stabilize the economy by enhancing the skills of its workforce through technical certification programs. The “Get There Florida” campaign was launched to highlight the number of available short-term, high-value technical education programs at the states’ 28 colleges and 48 technical colleges. Henry Mack is the chancellor for career, technical, and adult education at the Florida Department of Education. He said their immediate aim is to help those who’ve lost jobs during the pandemic. “If we are going to again maintain our economic trajectory,” said Mack, “and if we are going to uplift all residents’ lives, we need to sort of promote the value of a public higher education in the way that this program does.” The campaign highlights 17 career pathways offered

through technical certifications from energy to health science, hospitality and public safety. Florida uses $35 million in federal CARES Act funds to help colleges create or expand their program. Mack said those receiving funds will have to submit a progress report to the state Department of Education in January. With massive shifts in the workforce due to the pandemic, from working remotely to dealing with job loss, employment experts say everyone should take advantage of opportunities to learn something new or enhance their skills. New Study Finds Heavier Cell Phone Use Linked to Tumor Risk

By Desert Star Staff BERKELEY, Calif. - A review of scientific literature out this week found that using a cell phone for more than a thousand hours raises your risk of developing a

tumor by up to 60%. Experts from Berkeley and Seoul, South Korea, reviewed 46 studies on cell phone radiation and concluded that pressing a cell phone to your ear for 17 minutes a day

for a decade is hazardous. Joel Moskowitz, director of the Center for Family and Community Health at the University of CaliforniaBerkeley’s School of Public Health, said people

should never hold a cell phone to their head. “People should protect themselves by not keeping the phone on their body or near their heads, particularly when making a call,” said Moskowitz. “But also, whenever the phone is turned on, it shouldn’t be kept near the body. “ The study found that heavy cell use can increase the risk of several types of brain tumors. The Federal Communications Commission says its tests show that normal cell phone use is safe. The FCC recently intervened in favor of the cell phone industry in two lawsuits. One suit alleged that iPhones on the market emit more radiation than the legal limits - but a federal judge accepted the FCC’s tests, which showed the iPhones in compliance.

And with the holiday season near, health officials advise against large gatherings to avoid more outbreaks. Nola Aigner Davis, public information officer for the Polk County Health Department, said pandemic fatigue is still resulting in people not following guidelines in social situations. She advised they should

play it safe for those hoping to have friends and family over for Thanksgiving. “We really want it to limit to you celebrating with your household members,” Davis stressed. “The more individuals we have coming together, and the more of those individuals are coming together from different parts of the state, other states; we have no idea where those individuals have been, and they have probably been in contact with someone who has COVID-19.” She added that especially can put vulnerable attendees, including seniors,

Outreach Limitations Impact Voting for Past Felons

By Desert Star Staff Before the November election, Iowans with past felony convictions were allowed to vote. However, only a small number registered, and advocates point to a short timeframe while hoping for more outreach in future elections. Late this summer, Gov. Kim Reynolds signed an order that restored the voting rights of more than 30,000 people who had completed their sentences. Results are incomplete, but early data show only 3,300 registered. State Representativeelect Christina Bohannan, D-Iowa City, was among those trying to raise awareness. She said the timing was a factor because the order was signed in August. But she also wondered if the Secretary of State and other agencies could have done a more targeted outreach. “My sense is that there was just not a significant effort to really make people’s rights known,” said Bohannan. “And that it came pretty late in the game to really try to do

something for this election.” She said mailings sent out were not specific enough and might not have reached all those eligible because it’s possible their address wasn’t current. However, the Secretary of State’s office said it did heavy media promotion while making numerous resources available - including a specific website for residents who fall under this category. Michelle Heinz is executive director of the Johnson County group Inside Out Re-Entry Community, which serves those returning to society after incarceration. She said most of the people they assist aren’t eligible because they’re still on parole. But she said when notifying those who did qualify, there was some confusion. “Very few actually knew that they were eligible and understood the full eligibility if they were aware of it,” said Heinz. “So, there seemed to be kind of an information disconnect.” Heinz added that most people who are eligible are no longer served by groups

department did not respond to a request for comment before the deadline. Meanwhile, Bohannan said she is hopeful advocacy groups will have more time for coordinated outreach when municipal elections are held next year.

Officials Pushed to Reject Gas Pipeline in Black Communities By Desert Star Staff Coming just days after Maryland committed to a regional wind-energy partnership, a group of environmental advocates urges Gov. Larry Hogan and the state’s Board of Public Works to reject an essential permit for a proposed gas pipeline project. According to a new study, they say Maryland officials need to be aware that the Eastern Shore pipeline will run through mostly minority, disenfranchised communities from Delaware to Salisbury, Maryland. Anthony Field, the Maryland campaign coordinator with the Chesapeake Climate Action Network, pointed out that it’s well-known that fracking poses serious health risks to nearby communities. He said officials need to know Black and Brown’s residents continually sacrifice well-being for infrastructure projects such as pipelines and landfills that other communities can fight against. “It is counter to Maryland’s climate commitments to continue building outgas,” said Field. “But to also kind of just brush aside the issue that this pipeline brings to the local community is an insult and an injustice to those communities. say it will bring gas heat to an area, including the historically Black University of Maryland Eastern Shore, for the first time ever. The Board of Public Works is expected to announce its construction decision in wetlands at its November 18 meeting. Field said the pipeline will impact 1,200 square feet of streams and more than 30,000 square feet of wetlands. Just as important, the kind of drilling used to place pipes can impact residents by what’s known as involuntary blowback. That’s when sludge, mud and sediment back up into houses. “There was a home in New Jersey that was nearby where horizontal directional drilling was being used to lay a pipeline,” said Field. “And it actually caused a small tremor, cracking the foundation in the basement of the home and causing sludge and mud and floodwater to flood up to the first floor of the house. And the house was actually condemned.” The pipeline is already under construction in Delaware by the Chesapeake Utilities Corporation. Maryland’s Department of the Environment recommended approval for the wetlands permit in October but still assesses the project’s impact on wetlands.
