Registration started at 7am and the walk began at 8am. The event

started in the street across the Gardens on El Paseo. Several hundred people took part in a fun event where they followed an instructor on stage dancing to YMCA and other upbeat tunes. This got everyone in the mood for the walk. Men, women, and children all took

part where laughter and camaraderie were the norms.

Many others watched from the sidelines also danced with them because it was just pure fun.

The city blocked off El Paseo just for this particular walk. Pink t-shirts were everywhere. Several women

wore gray t-shirts that read, Flat is the New Pink, for women who have survived breast cancer and opted not to have breast reconstruction. One woman was proud to show her surgery scars buy covering them with a beautiful floral design tattoo. I saw a lot of

mothers that brought young children in strollers and other young children to make the walk. Men were also prominent during the walk to support this great cause. I talked with local baseball great Steve Garvey, Continues on Page 2

The story follows Hannah’s magical adventure through space as she completes her project for the science fair, and

the solar system comes to life. Hundreds of K-5 students star as they play the parts of the Sun, Planets, Moons, Meteors, Asteroids, and even a Stand-Up Comet routine, along with special cameos from some Famous Scientists.

Embedded in the songs, lyrics, choreography, and costumes are S.T.E.M. (Science, Technology, Engineering, and Math) concepts that have demonstrated to not only increase children’s interest in science but improve academic scores and sense of self-esteem.

Through a grant from the Anderson Children’s Foundation, NASA’S Space School Musical will be implemented and produced by KidTribe in schools throughout the Coachella Valley, at no cost to the school. Nearly 400 attend SAAB Western Regional Conference at CSUSB

By Desert Star Staff Nearly 400 college and high school students and administrators from throughout the inland region attended the Student African American Brotherhood (SAAB) Western Regional Conference at Cal State San Bernardino.

The conference, “One Brotherhood, Many Voices: Creating Systems for Success,” was designed to engage, develop and train disadvantaged, underrepresented and under-served young males of color into becoming productive and contributing citizens in society. The twoday event featured guest speakers, panel sessions for educators and students.

The first day’s sessions were attended by about 130 college students

and administrators from throughout the inland region and was moved to the Doubletree Inn in San Bernardino Oct. 12, due to concerns of a potential Southern California Edison-ordered Public Safety Power Shutoff.

The conference then moved to the CSUSB campus at the Santos Manuel Student Union on Saturday, Oct. 12, where about 260 high school and college students attended, said Aaron Burgess, the executive director of the student union. The event also had students from the Sacramento and San Diego area, Burgess said.

The conference was geared toward young males (especially of color) along with educators, corporate professionals, civic/community

leaders, researchers and philanthropists interested in advancing and supporting successful educational pathways to help leverage the talents and to create change for students at the middle school, high school and college levels.

CSUSB President Tomás D. Morales, who serves as a member of the organization’s national board, said the university has honored to host the conference.

“With chapters at more than 200 middle schools, high schools and college campuses nationwide, SAAB offers tremendous benefit, especially to underrepresented young men of color.”

The conference guest speakers were: author, speaker and consultant Richard Taylor; author,

speaker and educator Brian Heat; and Jordan Harrison, president of the SAAB Alumni Association and inspirational speaker.

The session topics included: Cultivating a Passion for Success; Creating Systems for Success: Celebrating SAAB’s Success; Telling Our Success Stories; and How to Establish a SAAB Initiative.

Morales praised the organization’s chapters for their work in helping young men, especially of color.

“SAAB provides social, cultural and spiritual enrichment as well as college degrees and achieving lives of purpose and success. It helps individuals fight against economic and cultural barriers to develop self-confidence,” Morales said. “It is sensitive

to existing environments and does not discriminate or limit membership based on race, gender, sexual orientation, religion or any other primary diversity dimensions.”

Morales said the university’s SAAB chapter is extremely active, hosting regular study sessions and seminars for students of all ages, and works with a number of nonprofit groups.

“Our students also serve as mentors, helping newcomers avoid the traps and hurdles they have experienced.”

Burgess said as a result of the conference, the university is looking forward to meeting with area K-12 school districts to start SAAB chapters at area high schools.

Interior Department Supported $315 Billion in Economic Activity

The report highlights Interior activities covering conventional and renewable energy, recreation, non-fuel minerals, irrigation, and conservation that resulted in $315 billion in economic output and supported 1.8 million jobs during the year – up from $254 billion in economic output and 1.6 million jobs in 2016.

said Secretary Bernhardt. “The Department of the Interior is entrusted with managing a wide variety of activities on public lands that support nearly two million jobs and generate $315 billion in economic impact, benefitting local and state economies. Today’s report highlights the significant contribution our public lands make in our economy, which continues to grow under President Trump’s leadership.”

Interior-managed lands and waters produced 923 million barrels of crude oil, 4.6 trillion cubic feet of natural gas, and 322 million tons of coal in FY 2018. Oil, gas and coal produced from Interiormanaged lands and waters supported an estimated $151 billion in economic output and an estimated 643,000 jobs.

National Parks, National Wildlife Refuges, National Monuments and other public lands managed by Interior hosted an estimated 486 million recreational visits in FY 2018—up from 473 million in FY 2016. These visits supported an estimated $58 billion in economic output and an estimated

452,000 jobs nationwide.

FY 2019 Prospects are High The economic impact of Interior-managed public lands under President Trump is also expected to show increases in FY 2019 due to expanded recreational access, regulatory reforms, increased energy production,

and more projects being approved for development.

Regulatory reforms have also netted a considerable impact, uplifting the economy without sacrificing critical environmental protections.

In FY 2018 alone, regulatory reform actions resulted in a savings of roughly $2.5 billion in net present value.

The policies being implemented under the Trump administration continue to drive economic growth on public lands and across the economy. Many New Laws Will Affect HOAs in 2020

By Kelly G. Richardson, Esq. CCAL In recent weeks Governor Newsom signed many bills into law which will affect California HOAs in 2020. Upcoming columns will discuss these new laws in more detail, but here are the items which associations may wish to know and start preparing for with the coming new year.

One of the most significant new laws is Assembly Bill (“AB”) 5, which changes the legal definition of employee.

This creates a new Labor Code Section 2750.3 and affects any HOA using “independent contractors” which might be reclassified as “employees.”

Under this statute, a worker is an independent contractor if the HOA actually and contractually does not control or direct the person in the course of their work, the work performed is outside the HOA’s normal business, and the worker also normally and independently performs that work for others.

The conversion of workers to employee status may create sick leave and other obligations for the HOA, including of course payroll withholding duties.

Senate Bill (“SB”) 652 adds a new Civil Code Section 4706 to the Davis-Stirling Act and prohibits HOAs from banning religious items on entry doors or door frames, so long as the items do not exceed 36 by 12 inches, do not interfere with

the door closing, and are not obscene or threatening public safety. The association may require the resident to remove the item during association maintenance, repair, or replacement of the door.

SB 323 adds several new requirements to the HOA election process, specifies allowable board eligibility standards, and prohibits HOA suspension of voter eligibility.

AB 670 adds a new Civil Code 4751, prohibiting planned development associations from “unreasonably” restricting the construction of accessory dwelling units.

SB 326 requires periodic inspection of vertical elements in HOAs. The first inspection must occur by 2025, and again every nine years afterward. It applies to balconies, walkways and other above-ground elements attached to the buildings.

SB 754 amends Code Section 5100 and allows associations with 6,000 or more members to forego counting of ballots if the number of candidates at the close of nominations is not more than the number of open board seats.

SB 222 adds new language to the Fair Housing laws contained in the Government Code, adding veteran or military status as a new protected class. Discriminations in housing based upon veteran or military status will be just as illegal as race and other illegal discriminations.

AB 1596 adds fentanyl October 16, 2019

to 2005’s Methamphetamine Contaminated Property Act, and requires cleanup in mobilehomes including those in mobilehome parks. Since there are mobilehome parks which are common interest developments in California, the law will apply to some HOAs. The law will permit local health officials to direct cleanup of properties contaminated with fentanyl.

While not legislation signed by the Governor, the new California Fair Housing Regulations created by the Fair Employment and Housing Council will take effect in 2020.

The regulations are the first state Fair Housing regulations in the country. Also taking effect in 2020 is a new Health and Safety regulation changing

the signage requirements for swimming pools regarding unattended children.

There are many changes in 2020 in the laws affecting HOAs, and boards and managers should seek advice from HOA legal counsel regarding how these changes will affect their associations.

A Drug Test to Get Unemployment Benefits?

By Desert Star Staff DES MOINES, Iowa – The Trump administration has approved a new regulation allowing states to include drug testing as a condition for anyone receiving unemployment benefits.

Generally, workers can collect unemployment if they’ve lost their jobs by no fault of their own and meet other eligibility criteria.

Michele Evermore, senior researcher and policy analyst for the National Employment

Law Project, said the low unemployment rate means businesses already are paying less in unemployment benefits.

She called the regulation “an expensive solution in search of a problem.

“I think at the end of the

day, what this rule is about is just making it harder to get benefits,” she said, “and it’s a not-so-subtle attack on the character of unemployed workers – who, by definition, are involuntarily unemployed.”

If the economy cools down in states that implement drug testing, Evermore said, local business could suffer because every dollar spent during the height of a recession generates $1.60 in economic activity.

Iowa is one of eight states that doesn’t require a waiting period for unemployed workers to qualify for benefits, although legislation was introduced last session to try to overturn that.

With more states decriminalizing marijuana, opponents of the new regulation fear fewer workers may apply for jobs that require drug screening. Evermore said states that adopt the drugtesting requirement could create unnecessary hurdles for people who’ve lost their jobs.

“I don’t really get the sense that people are that overly concerned that somebody might have some marijuana and then get an unemployment check,” she said. “I honestly don’t think that that’s a public-interest concern that very many people share.”

Iowa’s attempt to make workers wait to collect unemployment was one of nearly 170 laws introduced in multiple states this year to alter unemployment benefits.

The new regulation comes at a time when more Iowans than ever are working; the state’s unemployment rate of 2.5% is among the lowest in the nation. Mississippi, Texas and Wisconsin had enacted drug-testing laws that were put on hold while the regulation was pending.

In Western NC, 60-Mile Corridor to Highlight Cherokee Cultural Sites

By Desert Star Staff FRANKLIN, N.C. — After preserving a sacred Cherokee site in Franklin, known as the Nikwasi Mound, members of the Eastern Band of Cherokee Indians and a local conservation group are now developing a 60-mile cultural corridor.

The corridor will run between Nikwasi Mound and another heritage site called Cowee.

Juanita Wilson is co-chair of the Nikwasi Inzitiative, the organization behind the project, which she said was sparked by the effort to protect Nikwasi Mound.

“The Cherokees honored it, considered it to be their spiritual center. But Nikwaski - which is, in the Cherokee word ‘nah-kwee-see’ means the ‘star place’ - and that’s what they named it,” Wilson said. “And we speculate that that’s because some of the trade that went on, other

than agricultural, was around the mica, because there were some mica mines.”

Once completed, the Cherokee Cultural Corridor will follow the Little Tennessee River and include historical information on Cherokee settlements, trade relationships and traditional knowledge of plants and agriculture.

The Nikwasi Mound is the only remnant of a Cherokee settlement that thrived more than 500 years ago. Wilson said she thinks the cultural corridor will attract tourists and boost the area’s economic growth.

“We went from saying, ‘It’s cool to have these two mounds,’ to, ‘You know what?

This could be a real economic opportunity,’” she said.

Farmworkers, Advocates Rejoice as CA Ends Sale of Chlorpyrifos

By Desert Star Staff BAKERSFIELD, Calif.

– Farmworkers’ groups are celebrating the end of at least a decade-long battle to ban a toxic pesticide in California after the state Environmental Protection Agency announced a new deal with manufacturers of chlorpyrifos. The pesticide no longer will be sold to growers in California after Feb. 6.

Nayamin Martinez, director of the Central California Environmental Justice Network, said studies have linked chlorpyrifos to serious health effects in kids.

“It’s a very dangerous chemical that can cause harm, especially in brain development, for unborn children and young children who live in close proximity where this pesticide is applied,” she said.

Chlorpyrifos is widely used to control pests on a variety of crops, including alfalfa,

almonds, citrus, cotton, grapes and walnuts. Farmers still can spray their existing stocks through the end of next year as long as they respect buffer zones. The state has dedicated $5 million for grant money to search for an environmentally friendly alternative.

In 2016 under President Barack Obama, the EPA had decided to ban chlorpyrifos nationwide, but President Donald Trump’s first EPA director, Scott Pruitt, reversed the decision against the advice of the agency’s scientists. Martinez noted that Dow Chemical, a chlorpyrifos manufacturer, donated $1 million for the Trump inauguration.

Three county districts were scored with a rating of urgent concern in a report released by the Sacramento Native American Higher Education Collaborative (SNAHEC) in collaboration with the Community College Equity Assessment Lab (CCEAL) at San Diego State University (SDSU). While these districts have low enrollments of Native American students, these low enrollments may mean that Native students feel even more targeted and isolated. The report titled, From Boarding Schools to Suspension Boards: Suspensions and Expulsions of Native American Students in California Public Schools found the following suspension rates: The report contributors called on Gov. Medicare Open Enrollment: OR Beneficiaries Encouraged to Compare Plans

By Desert Star Staff PORTLAND, Ore. – Starting Tuesday, Medicare enrollees and folks new to the program can review their plans or sign up for 2020.

Open enrollment in the health insurance program runs

from Oct. 15 to Dec. 7, giving nearly 860,000 Oregonians the opportunity to change their coverage if they choose.

Lisa Emerson is a Medicare program analyst with Senior Health Insurance Benefits Assistance (SHIBA),

which helps Oregonians navigate Medicare enrollment. She says there are more than two dozen plans to sift through.

“So it’s very important to compare them and do that on an annual basis, because

you could save considerable money,” she states. “And also, just making sure that you have the coverage of benefits that you need in the new year, making sure that certain prescriptions are covered on the individual prescription drug list.”

AARP Oregon encourages folks to look at their options during open enrollment to make sure they have the right plan heading into next year. Changes go into effect at the beginning of 2020.

The SHIBA program receives a federal grant to assist Medicare beneficiaries

and consists of a statewide network of counselors who can walk people through the process. The agency works with local partners to provide in-person assistance as well. Emerson encourages folks to reach out.

“SHIBA can be a great advocate and provide counseling and information and assistance,” she stresses Oregonians can find assistance online at SHIBA.Oregon.gov, or by calling 1-800-722-4134.

And Emerson says the assistance program is always looking for volunteers.

This annual film festival is sponsored by the Franco-American Cultural Fund and is a collaboration between the Directors Guild of America, the Motion Picture Association, The Writers Guild of America West, and France’s Society of Authors, Composers, and Publishers of Music (SACEM).

It should be noted that due to space limitations, I’ve restricted my comments to film.

Patrons, industry folks, actors, and media representatives gathered for the Opening Night Gala at the Directors Guild, which officially kicked off this year’s festival. After feasting on a wide variety of nibbles and libations, we were ushered into the Renoir Theatre for the screening Les Misérables, co-written by Alexis Manenti and director Ladj Ly. Shown for the first time in the U.S., in association with Amazon Studios, it won the Los Angeles Film Critics Award for Best First Film and is France’s 2020 Oscar submission for Best International Feature.* I must say that would not have been my first choice as we’ve seen a variation on that theme many times before. The story revolves around low-income housing projects in the Les Bosquets neighborhood of Montfermeil, France. It features bad cops, a good cop, petty thieves, the Muslim Brotherhood, and a sad group of street kids left to their own devices who figure out how to retaliate against the abusive cops - nothing that we haven’t seen before. (Cast: Daniel Auteuil (Victor), Guillaume Canet (Antoine), Doria Tillier

(Margot), Fanny Ardant (Marianne), Michael Cohen (Maxime), Denis Podalydès (François), Pierre Arditi (Pierre) In my opinion, a much more compelling film, with a very unique storyline, is In Safe Hands. Written and tenderly directed by Jeanne Herry, who assembled an excellent acting ensemble, each of whom gives a heartfelt performance, the story takes us through the fascinating, intricate, and gentle process of adoption in France. One could only wish we had a similar, almost painless procedure. (Cast: Sandrine Kiberlain, Gilles Lellouche, Élodie Bouchez, Olivia Côte, Miou Miou) Other films worth mentioning: Hungry for Love, written

by Laure de Colbert and well-directed by Renaud Bertrand, the story revolves around the coming of age or “spring awakening” of a young girl named Chloé, fascinatingly played by Luna Carpiaux, who captures the teenage angst of young Love.

The story takes us through the trials and tribulations of her first Love, as well as touching upon the potentially devastating consequences of social media. (Cast: Luna Carpiaux, Armelle Deutsch, Marilyn Lima, Jules Houplain) Conviction is a fascinating courtroom drama written by Isabelle Lazard, Karim Dridi, and Antoine Raimbault, who is a first-time director. Based on a true story, the drama revolves around the second trial of Jacques Viguier, a law professor accused of murdering his wife, who mysteriously vanished ten years ago. The story is both compelling and intriguing, as parts of a complicated puzzle are woven together. Highly polished performances are given by the ensemble. (Cast: Antoine Raimbault, Isabelle Lazard, Karim Dridi, Marina

Foïs, Olivier Gourmet, Laurent Lucas, Jean Benguigui) One of my favorite films is Papicha, a stunning look at the life and times of young girls in Algeria trying to live like normal teenagers. The powerful script written by Fadette Drouard and Mounia Meddour, who also directed, draws back the curtain on what a group of young women endured because of Sharia law, sometimes enforced by violent women wearing burkas. Despite the looming brutality, these spirited young women attending a private school manage to enjoy some of the forbidden activities.

A joint venture between France, Algeria, Qatar, and Belgium, hopefully, one of those countries will submit Papicha for Best International Feature consideration. (Cast: Lyna Khoudri, Shirine Boutella, Amira Hilda Douaouda, Zahra Doumandji) Writer/director Jérémy Clapin’s, I Lost My Body, won both the Audience Award and COLCOA Critics’ Award.

Honestly, the reason for the awards escapes me. The film basically revolved around a hand searching for its body.

(Cast: Hakim Faris, Victoire du Bois, Patrick d’Assumçao) Cyrano My Love, one of two closing night films, won the American Students Award. I absolutely loved this wonderfully written and directed film by Alexis Michalik, who also plays the lead role of the 20-year-old playwright who is commissioned to write a play while struggling with writer’s block. Based on Michalik’s hit play, the story is set in turn-ofthe-century Paris and said to be somewhat based on fact. It is a hilarious look at how this playwright stumbles upon lines for his script. Cyrano My Love is deliciously photographed by cinematographer Giovanni Fiore Coltellacci, who captures the beautiful textures of that period. (Cast: Thomas Solivérès, Olivier Gourmet, Mathilde Seigner, Tom Leeb) The second closing night selection was La Belle Époque.

Written and directed by Nicolas Bolduc, who also did the cinematography. (Maybe too many hats?) The story revolves around a theatrical troupe that specializes in historical reenactments. I found the film tedious, and as it was getting late, I actually thought about

leaving before the ending, but my professionalism prevented me from so doing. Suddenly the fire alarm sounded, and lights began flashing around the perimeter of the room.

We were asked to vacate the theatre but in a few minutes, were allowed to re-enter.

However, I barely sat down in my seat when we were asked to leave again. With fire trucks outside the Directors Guild building, I decided to call it a night. (Cast: Thomas Solivérès, Olivier Gourmet, Mathilde Seigner, Tom Leeb) The film was screened the next day, but alas, due to a prior commitment, I was unable to make that screening. Oh well. A Flavorful Fall Meal for the Entire Family GRASS-FED LEG OF LAMB

Prep time: 10 minutes | Cook time: 2 hours, 45 minutes | Servings: 8

By Desert Star Staff When fall comes around, it brings many iconic flavors, festive traditions and family meals, along with cravings for warm, hearty dishes. For your next gathering of loved ones, whether it’s a special occasion, sporting event or simply spending quality time together, serve a classic comfort food perfect for a small crowd.

While a roast leg of lamb

may be considered timeintensive or best-suited for special occasions, it can be a surprisingly stress-free dish to prepare at home. A simple way to update familiar dishes, grass-fed lamb, available at your local Whole Foods Market, is easy to cook; prepare it the same way you would grass-fed beef.

This grass-fed leg of lamb recipe, for example,

Lamb: 4 1/2-5 1/2 pounds Atkins Ranch grass-fed leg of lamb, at room temperature 1 3/4 ounces butter, softened 3 cloves garlic, crushed 1 teaspoon roughly chopped thyme leaves salt, to taste, ground black pepper, to taste 1-2 handfuls thyme sprigs 1onion, sliced 1/2 cup olive oil Meat Sauce: 1 cup beef stock 3/4 cup creme fraiche or sour cream lemon zest, finely grated 1 tablespoon wine vinegar 1 bay leaf salt, to taste, sauteed mushrooms (optional) sauteed green beans (optional) steamed carrots and snap peas (optional) - Heat oven to 320 F. - To prepare lamb: Using sharp knife, make 4-5 shallow slits in lamb. In bowl, mix butter, garlic and chopped thyme. Coat butter mixture in slits and sprinkle lamb with salt and pepper, to taste.

- Place thyme sprigs and sliced onion in base of roasting tin and place lamb on top. Drizzle olive oil over lamb. Roast 2 hours, 45 minutes.

- To make meat sauce: Remove lamb from oven 30 minutes before end of cooking time. Place lamb on board then tip juices into saucepan. Place lamb back in roasting tin and return to oven.

- Skim fat off roasting juices. Add beef stock to remaining juices and bring to boil.

- Reduce heat and add creme fraiche or sour cream, lemon zest, vinegar and bay leaf.

Simmer until sauce reduces some. Season with salt, to taste, to counteract acidity.

- Remove lamb from oven and rest covered loosely with foil and tea towel 10 minutes before carving.

- Strain sauce into bowl or gravy boat and serve hot with lamb and sauteed mushrooms, green beans or steamed carrots and snap peas, if desired.

I was particularly impressed by the freewheeling jazz-meets-funk of “Shu Ba Da Du Ma Ma Ma Ma,”a jazzy take on “The Gangster is Back,” a solo rendering of bluesman Robert

Johnson’s 1937 masterpiece “Come On In My Kitchen,” and early version of his then workin-progress “Fly Like an Eagle.”

Later, a legendary appearance

by Miller and Les Paul captured at Fat Tuesday’s in 1990, and archival performances ranging from the Monterey International Pop Festival in 1967 to “Live From Austin City Limits” in 2011 all thrill. Indeed, the DVD features 21 live tracks captured across six decades.

The audio recordings expand the Milwaukee-born artist’s legacy to be sure, no sooner than with the opening track on the collection – a 10-minute tear through Little Walter’s 1953 single “Blues with a Feeling” at the Fillmore West in San Francisco in 1969.

From the high-powered opening track from the Bishop’s Daredevil Stunt Club (“Christine You’re Mean”) to the Beatlesque offering from the Last Hurrah (“Saturday in the Sunshine”) that closes things out, the sixty-nine selections make for a terrific marathon listen.

This writer was super excited to see some of his favorite music makers included on this set; Bird Streets thrill with

the previously-unreleased harmonies-adorned “The Rabbit,” Lannie Flowers excels on the infectious “Straight to the Blues,” and Peter Holsapple is at his confessional best on the probing “Commonplace.”

Standouts on disc one of this expansive collection include the propulsive Britpopstyled rocker “Bitter Pills” (courtesy of Velvet Starlings), the progressive psychedelic pop of Pikal’s Zombies-meetsHollies “Balik Sa Trabaho,” and the Lilacs’ rollicking “If You Get Home.” Disc two is home to the luxurious sound of the Top Boost’s “Dreaming” (featuring guest Roger Joseph Manning Jr.), the driving “Oh My Girl” from the Sharona, the stunning “Lonely Place” from Three Hour Tour, the Americana-tinged “Cowboys” from the Occasional Orchestra, and the prog-rock tunefulness of Rainy Day Crush on “Heartbreak (Or How to Get Over It).” Disc three is bolstered by the chamber pop of Ulysses’ “Calendar Street,” Danny Wilkerson’s dazzling “Too Much of A Good Thing,” Scott Gagner’s intoxicating “Bella,” magnaphonic’s aptlytitled “Daydream” and the exhilarating “Run Away” from Belgium’s Alain Pire Experience.

Entertaining with Ease

QUICHE CUPS IN MUFFIN TINS Ingredients: 5 eggs 1 cup skim milk 1 1/2 cups shredded Swiss cheese 1/4 cup chopped green onion 1/2 teaspoon dried thyme 1/4 teaspoon salt 1/8 teaspoon pepper nonstick cooking spray 18 thin slices Eckrich Deli Ham Directions: - Heat oven to 350 F. - In bowl, whisk eggs. Add milk, cheese, onion, thyme, salt and pepper; stir to combine.

- Spray muffin pan with nonstick cooking spray.

- Place one slice ham in each chamber.

- Spoon about 3 tablespoons egg mixture into each chamber so each is three-fourths full.

- Bake about 25 minutes, or until toothpick inserted into center comes out clean and tops begin to brown.

- Remove from oven and cool about 10 minutes.

Sunnylands’ ‘ShakeOut’ event offers info on emergency prep

By Desert Star Staff RANCHO MIRAGE – Along with thousands of organizations throughout the state, Sunnylands is inviting the public to learn about the importance of emergency preparedness as part of The Great California ShakeOut on Thursday, Oct. 17.

From 9:30 a.m. to noon, various community organizations and school groups will be at Sunnylands Center & Gardens in Rancho Mirage to share information on the preparation’s residents need to make in the event of a major earthquake or other natural disaster.

At 10:17 a.m., corresponding with other drills around the Coachella Valley and the state, guests and staff at Sunnylands will participate in an earthquake drill that will interrupt all Sunnylands activities for 15 minutes. An alarm, public announcements, and Sunnylands staff will guide guests through the drill and to nearby

evacuation areas. Immediately after the drill, tours and programming will resume.

Participants and activities include: · An earthquake preparedness game on the Great Lawn with students from Abraham Lincoln Elementary School in Palm Desert. · Palm Desert High School medical students practicing triage procedures and talking to the public about their program. · Students from Rancho Mirage High School’s culinary academy presenting an emergency food plan they created, including a menu, shopping list, and storage safety for 10 days. · Animal Samaritans sharing information on how to prepare for an earthquake if you have pets. · The Rancho Mirage Community Emergency Response Team discussing its emergency response program, and distributing its “Rocket Rules” activity books that offer

safety information for children. · Southern California Edison sharing information on emergency preparations. · Students from Ronald Reagan Elementary School in Palm Desert presenting projects on the science of earthquakes.

DHS Announces Appointment of Chief of Police

By Desert Star Staff Desert Hot Springs, October 15, 2019: On Tuesday, October 15, 2019, during the regular meeting of the City Council, the City of Desert Hot Springs will appoint Jim Henson Chief of Police for the Desert Hot Springs Police Department.

Chief Henson has served in law enforcement for 28 years. He holds a Bachelor of Arts degree in Psychology from Ashford University and is nearing the completion of

his master’s degree from Cal Baptist University. Since joining the Desert Hot Springs Police Department in 2005, Chief Henson worked in both the Patrol and Detective divisions before being promoted to Sergeant in April 2014. On February 7, 2015 he was promoted to Commander and on March 6, 2017 he was promoted to the rank of Deputy Chief. Chief Henson was responsible for overseeing the day to day operations of the Department and continued

in this position until being appointed as Acting Chief of Police on May 24, 2019.

During his tenure, Chief Henson has received multiple awards including Officer of the Year in 2009 and 2011 and the Mayor’s Big Heart Award in 2019. He has provided the City of Desert Hot Springs Police Department and our community with exceptional service over the past 14 years, and the City is pleased to announce his appointment as Chief of Police.

Air Canada courts woke police with gender-neutral welcome that is... EVERYONE?

By Desert Star Staff Addressing passengers as ‘ladies and gentlemen’ is discriminatory against those who don’t identify as either, so let’s just call them ‘everybody,’ Air Canada has decided. So, no more gentlefolk on board.

Employees of the top Canadian airline were instructed to drop the longtime tradition of calling their passengers “ladies and gentlemen” (or “mesdames et messieurs” when speaking French). Instead, passengers will be addressed as “everybody” and “tout le monde,” local media reported.

The reason, of course, is that some people have more complex attitudes to their gender than the majority of humanity, and presumably feel excluded when they hear the greeting

“ladies and gentlemen.” After all, Air Canada was named the nation’s Best Diversity Employers for 2019 and it has to fulfill its reputation as such.

“We work hard to make sure all employees feel like valued members of the Air Canada family, while ensuring our customers are comfortable and respected when they choose to travel with us,” the company said in a statement.

The move follows an earlier decision to allow passengers to put an “X” instead of “M” or “F” when booking tickets. The new rules were introduced “to ensure an inclusive space for everyone, including those who identify with gender X,” Air Canada said.

Well, it’s always good to make people more comfortable and accepted,

although some inclusiveness advocates may find it too mild a move. After all, there are supposedly six genders for people to choose from – or 58, or over 100, depending

who you ask – and only three possible letters on the form.

Air Canada was definitely sensible in choosing “everybody” instead of extending the binary list of

honorifics, as they may have faced a backlash for not being inclusive enough. Hopefully nobody gets offended with the new, less polite address.

State Works to Reduce Traffic Collisions with Wildlife

By Desert Star Staff CARSON CITY, Nev. — Animals in the road cause an average of 500 traffic collisions a year in Nevada

- which is why experts on wildlife, transportation and development are meeting for a summit today at the Governor’s Mansion in Carson City.

Each year, those collisions kill one or two people and cost taxpayers between $19 million and $22 million.

for the game division of the Nevada Department of Wildlife, said underpasses and overpasses built to allow safe wildlife crossings make a huge difference for species such as elk, mule deer, wild horses, bighorn sheep, bears and the desert tortoise.

“Those corridors are essential to the wildlife.

Otherwise it can really influence their ability to survive winters or capitalize on the best nutrition so that they can have the most offspring,” Wakeling said.

Biologists fit animals with satellite tracking collars and use computer models to determine their migration patterns.

Wakeling said wrecks involving animals have gone down as much as 98% in places where the diversions have been built, especially along Interstate 80 and Nevada Highway 93.

Nova Simpson, Northern Nevada biological supervisor with the Nevada Department of Transportation, said the

summit will strengthen relationships between state agencies and city and county planners. She hopes that by working together, they can incorporate wildlife corridors into new developments before they are built.

“We could work with the land developers to provide some nice corridors through some of these developments if we plan ahead of time,” Simpson said. “And that would help not only the wildlife but also the community and the roadways if we can all work together.”

The state also would like local planning officials to ask home and business owners to remove things that attract wildlife, such as fruit trees, and require measures such as fences and bear-proof trash cans that discourage animals from becoming a nuisance.

City of Desert Hot Springs Announces Appointment of Finance Director

By Desert Star Staff Desert Hot Springs, October 15, 2019: On Tuesday, October 15, 2019, during the regular City Council meeting, the City of Desert Hot Springs will appoint Geoffrey Buchheim as Finance Director.

Geoffrey has worked in governmental finance since 1994. He earned a Bachelor of Science degree in

Business Administration with an emphasis in Finance from Humboldt State University.

He also holds a Certified Management Accountant designation. Geoffrey has worked for the City of San Bruno, the City of Menlo Park, and the City of Alameda. He was hired at the City of Desert Hot Springs in May 2018 as the Finance Manager and took over the role of Acting

Finance Director in June 2019 following the retirement of the previous Finance Director, Linda Kelly. During this time, Geoffrey completed the 2019/2020 City budget and has demonstrated his aptitude and ability to excel in the role as Finance Director. Teachers Promote Bill to Guarantee Maternity-Related Leave

By Desert Star Staff SACRAMENTO, Calif.

– Teachers are speaking out in favor of a bill that would grant them and other classified employees six weeks of paid time off for pregnancy, miscarriage, childbirth and recovery.

Many of these educators have to use their sick time because they don’t pay into the state disability insurance fund, and thus don’t benefit from it.

Charity Berg Garcia, a second-grade teacher in Watsonville, says the first few weeks of bonding with a newborn is crucial.

“If we’re educating kids to make them productive members of society, we also need to be able to invest in our own children and not neglect them,” she states.

Opponents of the bill say it could cost the state tens of millions of dollars.

Gov. Gavin Newsom has supported extending maternity leave in the private sector as part of his pro-parents agenda, so supporters are

hopeful that he will approve this bill before the signing deadline this Sunday.

Katie Serbian, a counselor and professor with the San Diego Community College District, says the current policy is part of the reason for the state’s teacher shortage.

“That affects the quality of people that are going to be attracted to the profession,” she states. “The ability to retain quality teachers will be affected by this pretty abysmal maternity leave policy.”

Natalie Bennetts, a middle school teacher from Morgan Hill, says a lot of women try to time their child’s birth for the summer but it’s not foolproof.

She says many new mothers use up all their paid leave for the baby and then can’t afford to stay home if they don’t feel well.

“Coming back to work absolutely exhausted, you’re going to bring home a bunch of illnesses being around a classroom of sick kids,” she states. “And your kids are going to get sick. And to have that burden of having to show

Tips to Improve Wellness and Prevent Stroke

By Desert Star Staff Stroke is often thought of as something that happens to older people, but more people under 50 are having strokes due to increased risky behaviors, such as smoking and untreated high blood pressure.

Strokes don’t discriminate, according to the American Stroke Association, a division of the American Heart Association, the world’s leading voluntary health organization devoted to fighting cardiovascular disease and stroke. They can happen to anyone, at any age. About 1 in 4 people worldwide will have a stroke in their lifetime.

However, up to 80% of first strokes may be prevented.

“Healthy habits can protect and improve brain function and lower your stroke risk,” said Dr. Lee Schwamm, MD, American Stroke Association volunteer chairman and executive vice chairman, department of neurology at Massachusetts General Hospital.

In recognition of World Stroke Day, the American Stroke Association offers these five tips to help reduce your risk of stroke and maintain mental sharpness as you age: • Keep blood pressure in mind and under control.

High blood pressure is the No. 1 controllable risk factor for stroke. Work with your doctor to manage your blood pressure and get it into a healthy range (under 120 over 80).

• Eat colorful fruits and veggies. Eating lots of fruits and vegetables can lower blood pressure over time, which may help reduce your stroke risk. Some fruits and vegetables, such as mangos, avocados and blueberries, are especially rich in vitamins and minerals that improve brain function and heart health.

• Rest up. Getting 7-9 hours of quality sleep each night can improve brain function both today and longterm. A soothing bedtime routine and avoiding screen time before bed can increase the quality of sleep you’re able to get. Sleep-related breathing issues may also increase stroke risk, so seek treatment right away if you suspect sleep apnea or similar problems.

• Meditate. Emerging science shows practicing mindfulness and being aware of your breathing may reduce blood pressure.

A quick way to be mindful anytime is to pause, notice your breath and observe details in your surroundings.

• Take a hike. Getting active activates brain cells, encouraging them to grow and connect more efficiently.
