By Jackie Devereaux Hawthorn, Calif. - The quintessential rock and roll band, The Rolling Stones, performed two sold out shows at SoFi Stadium this past week. Mick Jagger, the lead singer and front man for the band, is 78 years young, and he said that this 2021 tour will be the band’s last. On August 24, 2021, the band lost its longtime drummer, Charlie Watts, to a battle with throat cancer. Watts was replaced by drummer Steve Jordan, a member of Keith Richards’ X-Pensive Winos side project. Approximately 70,000

fans, ages ranging from teens up to 100 (LOL) showed up early to tailgate, walk around, and settle into the new stadium. Tickets prices ranged from $99.50 for the cheapest nosebleed seats up to $1,700 and more for front row or VIP seats. If you wanted a beer, it cost you $17, and parking ranged from $60 - $65 up to $80 for premiere and handicapped parking. Also, you could not use cash anywhere in the stadium. All transactions had to be with a credit or debit card. “The band played 19 songs, and I knew the words

to 17 of them by heart. The two songs I didn’t know were new ones written by Keith Richards,” said fan Tom Devereaux of Desert Hot Springs, CA. Devereaux and his wife, Jackie, booked a hotel room only 3.2 miles from the SoFi Stadium. They got to the stadium around 4:30 p.m. to tailgate until the gates opened at 5:30 p.m. Every fan had to show I.D. and proof of vaccination to gain entry. Security was high with limitations on what kinds of bags you could carry in. All bags had to be clear plastic or small pouches no larger than your hand. “The best part of the Continues on Page 7

Photo by Pat Krause By Suzanne Fromkin The Artists Council will launch its new home at the Artists Center with the NEXUS Exhibition and Sale October 16 - November 21, following an Opening Reception October 15. A.C. Board of Director’s Chair David Hatcher said, “The Artists Center at the Galen promises to become a major creative hub for the greater Palm Desert community as well as for Artists Council members in the Coachella Valley and beyond. We expect the combination of the Artists Council’s 50-year history, and the widely recognized Galen building will draw visitors from near and far.” A.C. Director of Exhibitions Tony Radcliffe announced, “NEXUS will showcase the

creativity and talent of 110 AC members at our first in-person exhibition of 2021. The theme ‘nexus’ means a connected group or series as well as a central point.” Artists Center at the Galen admission is free with a suggested donation on Wednesdays - Sundays from 10 a.m. - 4 p.m. NEXUS may also be viewed online at artistscouncil.com. Director of A.C. Events and Facilities Carole Hatcher reported, “A limited number of tickets for the NEXUS exclusive Private View will be available for $100 each for October 15 from 4 - 5 p.m. The public reception will immediately follow from 5 - 8 p.m., and tickets will be available for $20 each. Sunnylands mourns passing of former Secretary of State Colin Powell

By Desert Star Staff RANCHO MIRAGE, Calif. – The children and grandchildren of Walter and Leonore Annenberg, trustees of The Annenberg Foundation Trust at Sunnylands, offer their deepest sympathies at the passing of former Secretary of State Colin Powell, a longtime family friend who became a frequent visitor to Sunnylands during his tenure as a top military advisor and diplomat. Secretary Powell, 84, died Monday of complications from a breakthrough case of Covid-19 at the Walter Reed National Military Medical Center in Bethesda, Md. It was also reported that he had been treated in recent years for multiple myeloma, a blood cancer that can compromise the immune system. Secretary Powell met the Annenbergs when he was President Ronald Reagan’s National Security Advisor. Then, in the late 1980s, he joined the list of senior presidential advisors, prominent political figures, and

celebrities who periodically convened at Sunnylands, the Annenbergs’ 200-acre winter estate in Rancho Mirage Calif., for working vacations and social events. Powell also served as Chairman of the Joint Chiefs of Staff under President George H.W. Bush and Secretary of State for President George W. Bush. “People always felt welcome,” Powell once said of Sunnylands. “They knew they could be private there; they knew they could have the time to study and think about things. And that’s what so many leaders did when they were at Sunnylands. It’s what I used to do as National Security Advisor, and Chairman, and Secretary of State when I visited Sunnylands.” Secretary Powell and his wife, Alma, bonded quickly with their hosts, Walter Annenberg, who was Ambassador to the United Kingdom under President Richard Nixon, and Leonore Annenberg, President Reagan’s chief of protocol. He

By Desert Star Staff Goldman Sachs exceeded analyst expectations with its latest earnings report on Friday. The financial services firm generated $13.61 billion in revenue in Q3 2021, surpassing

Wall Street estimates of $11.68 billion. Goldman Sachs has generated $46.7 billion in revenue through three quarters, making 2021 the best year in its history after only nine months. Third-quarter results

were driven by Goldman’s investment banking division, which generated $3.7 billion in revenue, an 88% increase year-over-year. In addition, the firm has made several recent moves in sports.

• The firm is helping FC Barcelona sell $609 million worth of private placements to refinance debt partly. • It raised $1.17 billion to fund CVC Capital Partners‘ equity deal with La Liga. Goldman is also helping the NFL find investment partners for its significant media assets, including the NFL Network, RedZone, and NFL.com. After hiring Goldman, NFL Commissioner Roger Goodell reportedly told league staff in a memo that the league plans to leverage live games, events like the NFL Draft, and opportunities around sports betting. In April, Goldman Sachs estimated that the sports betting market could reach $39 billion by 2033. The firm foresees up to 50 million sports bettors in the U.S. when the industry reaches maturity.

Why is real estate in demand? By Janice Gough Some buyers are worried that they might be buying into a sellers’ market and paying too much. First-time home buying is scary, even in a regular housing market. It’s the first major financial decision for most folks. And screwing it up – making a poor choice at the wrong time and can have long-term ramifications. Given that and the craziness in the housing market, it might seem reasonable to sit things out for a bit. It is an easy thing to do. But it’s probably not the right thing to do. That is because it is not wild speculation driving the boom. This isn’t 2005 when it felt like everyone was buying investment properties to flip while leveraging themselves to the max. Instead, we have a simple case of supply and demand. There are a lot of buyers chasing a limited number of available properties. That, by definition, makes it a sellers’ market. But importantly, you should not expect this to end anytime soon. U.S. builders added 1.5 million new housing units per year from 1968 to 2000. But since 2001, that number fell by nearly 20%,

to 1.225 million per year. That may not seem like a huge deal. But it means building over the last 20 years was down 5.5 million housing units. And that’s during a time when the U.S. population grew by nearly 50 million people. This is the real reason housing supply and demand have gotten so out of whack. There simply are not enough homes to go around... And there are more people than ever chasing them. If building doubled from the 20-year average – which it almost certainly won’t, it would take six years to make up the 5.5 million shortfalls. The truth is that it’ll likely take much longer. And that’s a big reason why today’s market is so crazy. The number of existing homes on the market hit an all-time low in January. And while that number has risen since, we’re still 14% below levels we saw this time last year. I realize that this makes it challenging for any buyer in today’s market. And if you’re a first-time buyer, it’s terrifying. But don’t let that keep you from taking action. The supply and demand set up in today’s housing market are entirely out of wack. And even if you are not looking to buy property, you can still take

advantage of it. Even after years of soaring home prices, I’m betting we’ve only seen the tip of the iceberg; right now, buying physical property is a strong bet. But if you don’t want to purchase real estate, you can still take advantage of the housing boom. The craziness from earlier this year has already cooled off a bit. But I don’t expect we’ll see a

true buyers’ market – like the one we had a decade ago anytime soon. That means that if you want to buy, you shouldn’t put it off too long. On the other hand, of course, you shouldn’t go crazy and pay more than you can afford... But don’t give up either. The long-term economic situation means that prices will only rise from here.

New Laws Approved for 2022 – Part II: Good Changes Coming

By Kelly G. Richardson, Esq. CCAL 2021 was the most positive legislative year for California HOAs in a very long time. Today’s column summarizes four helpful changes to California law, one which is already in effect. Senate Bill (“SB”) 391 took effect as an urgency statute immediately once the Governor approved it on September 23, 2021. It allows HOAs during times of declared emergency to hold purely virtual meetings (without the normal requirement of a physical location where members can choose to observe). Notice of the first virtual meeting must be announced to all members by mail, including the contact information of someone who can help with log-in difficulties, and all votes in purely virtual meetings must be by roll call. Assembly Bill (“AB”) 1101 was sponsored by the Community Associations Institute. It makes several changes regarding the safekeeping of HOA funds. The current Civil Code Section 5380(b)(6) requirement of board approval for fund transfers (including payments) now varies based upon the HOA’s size. HOAs of 50 or less members must have www.desertstarweekly.com

board approval for transfers of either $5,000 or 5% of the HOA estimated annual income (whichever is less), and HOAs of over 50 members must have board approval increases starting at the lesser of $10,000 or 5% of the HOA estimated annual income. Several prior exceptions to the rule against commingling HOA funds have been deleted, and the requirement of dishonesty insurance has been clarified to be more consistent with insurance terminology. SB 392 was sponsored by the California Association of Realtors and continues to move toward electronic communication. Starting in 2023, owners may choose whether they wish to receive individual notifications from the HOA by postal and/or electronic mail. If they do not choose, the default method of communication is still postal mail. The remainder of the bill is effective in 2022. A new 4045(a)(5) is created, permitting HOAs to make general notices on the HOA’s web site. New subparts (c) and (d) are added to Civil Code Section 5230, barring the HOA or its management from selling member information to a third party without member consent (some management companies have been doing this under their contracts, without full

disclosure to the membership). Associations and their management firms should encourage members to accept communications electronically. The cost, material, and time expended in sending postal mail can be substantial for larger HOAs. These days, where everyone not only has email but accesses it on their smartphones, email should become the primary mode of HOA communication. restrictions against HOA rentals and requiring HOAs to amend their governing documents before 2022 to correct any unreasonable restrictions. Many lawyers incorrectly told their clients that the law required HOAs to amend their CC&Rs although rules are also “governing documents.” This is expensive and often impossible due to member disinterest. AB 1584 opens a six-month window starting January 1, 2023 and concluding July 1, 2023, in which HOA boards can amend CC&Rs without a membership vote solely to remove provisions violating Section 4741. Crozier also donated substantial funds to the city’s Little League baseball, soccer and basketball teams. “It was so much fun,” Crozier said after receiving his gifts of appreciation. “I love seeing all the kids smiling in their new uniforms. They look like pros now. I want to make sure that every child in town has access to youth sports. No child should be denied or deprived of entry into any sports league because of costs or fees. 1/2 cup chicken stock 2 tablespoons unsalted butter 1/4 cup finely chopped Italian parsley To make rub: In medium bowl, whisk parsley, oregano, thyme, rosemary, garlic, Dijon mustard, oil, salt, black pepper and paprika until well incorporated. To make prime rib roast: Pat prime rib roast dry on all sides with paper towels. Season generously with salt and pepper, to taste. Allow roast to come to room temperature about 30 minutes. Rub Dijon herb rub all over prime rib roast and allow to stand 10 minutes. Preheat oven to 250 F. In large cast-iron pan, warm oil over medium-high heat. Sear roast on all sides until golden brown, 2-3 minutes per side. Place seared prime rib on wire rack-lined sheet pan and place in oven. Cook until internal temperature is 10 F below desired cooking doneness. Rest 15-20 minutes before slicing. To make mushrooms: In large pan, warm olive oil over medium-high heat. Add diced onions and saute about 1 minute. Add minced garlic and lightly saute until fragrant, about 20 seconds. Add mushrooms and pinch of salt and ground pepper to pan. Saute 3-4 minutes, or until mushrooms are tender. Add chicken stock and reduce to onethird in volume, 3-4 minutes. Add butter and parsley to pan and saute until butter is melted and incorporated. Immediately remove from heat and season, to taste, with salt and pepper. Serve mushrooms with prime rib roast.

“Red Rice” Risotto: 3 tablespoons canola oil 1/2 cup diced yellow onion 3 fresh garlic cloves, smashed 1/2 cup diced red bell pepper 1 tablespoon tomato paste 1 large beefsteak tomato (about 1/2 pound), chopped 1 tablespoon Worcestershire sauce 1/4 teaspoon smoked paprika 1 teaspoon kosher salt, plus additional, to taste, divided (optional)

To make ham: Thaw frozen ham in refrigerator 24-48 hours. Remove from refrigerator and let ham come to room temperature, about 30-45 minutes. Preheat oven to 325 F. Remove ham from foil and film. Return ham to foil wrapping and place in oven-safe roasting pan. Roll foil down leaving 2 inches of foil around bottom of ham. Place roasting pan with ham in oven on lower rack and heat uncovered 60-75 minutes, until ham starts to brown. While ham cooks, make glaze. To make glaze: In medium saucepot, whisk fruit spread, rum, cola, Worcestershire sauce, Dijon mustard and salt until well incorporated. Bring to boil then reduce heat to medium. Simmer over medium heat 10 minutes then remove from heat. Cool to room temperature. During last 15 minutes of cooking, glaze ham every 5 minutes.

1/2 teaspoon ground black pepper, plus additional, to taste, divided (optional) 2 tablespoons olive oil 2 tablespoons unsalted butter 1 1/2 cups Arborio rice 4 cups warmed chicken stock, divided 1/2 cup finely chopped Italian parsley 1 cup freshly shredded Parmesan cheese Filet Mignon: 4 Omaha Steaks Butcher’s Cut Filet Mignons (6 ounces each) kosher salt ground black pepper 4 tablespoons canola oil 2 tablespoons unsalted butter 1 clove garlic 1 thyme sprig To make suya dust: In food processor, blend cashews, chicken bouillon, paprika, cayenne pepper, bell pepper, black pepper, ginger, garlic powder and onion powder into fine powder. To make “red rice” risotto: In medium saucepan, warm canola oil over mediumhigh heat. Add onions, garlic and red bell pepper, sauteing until lightly caramelized, about 1 minute. Add tomato paste to pan and saute until fragrant, about 1 minute. Add chopped tomato, Worcestershire sauce, paprika,

1 teaspoon kosher salt and 1/2 teaspoon ground black pepper; continue sauteing until tomato starts to break down and soften, 3-4 minutes. Reduce heat to simmer and cook 3-4 minutes. Remove from heat and finely blend in food processor. Set aside. In separate medium saucepan, warm olive oil and butter over medium-high heat. Add Arborio rice and stir until slightly nutty and translucent, about 1 minute. Add pureed tomato-pepper mixture and 1 cup chicken stock; bring to boil then reduce heat to medium. Add 1 cup stock each time Arborio rice absorbs almost all broth. Continuously stir risotto each time stock is added to rice. Keep adding stock until risotto is al dente and still viscous then stir in parsley and Parmesan cheese. Season, to taste, with salt and pepper, if desired. To make filet mignon: Pat steaks dry with paper towels and liberally season with salt and ground black pepper on both sides. In large cast-iron skillet, warm canola oil over medium-high heat. Place filets in skillet and sear 3 minutes. Flip steaks and add butter, garlic clove and thyme. Baste steaks with butter and allow filets to finish cooking, 3-4 minutes for medium-rare doneness. Rest filets 7-8 minutes. Serve over “red rice” risotto and sprinkle suya dust over filets.
