Tragedy on I-10 13 Dead and 31 Injured When Tour Bus Slams into Semi on I-10 in North Palm Springs By KMIR News Staff PALM SPRINGS, Ca. - Federal investigators will conduct a multi-pronged investigation into the tour bus crash that killed 13 people near Palm Springs, including a review of driver’s activities during the casino junket and whether fatigue or medical issues contributed to the collision, an NTSB

official said Monday. ``Our mission is to understand not only what happened but why it happened and to make safety recommendations to avoid having it happen again,’’ National Transportation Safety Board investigator Earl Weener said during a briefing in Indio. Weener said the NTSB probe will move on multiple

tracks, including reviews of human factors, highway conditions, vehicle conditions and interviews with survivors of the crash, which occurred when the bus slammed into the rear of a big rig around 5:15 a.m. Sunday on westbound Interstate 10 west of Indian Canyon Drive. The bus had taken gamblers on a junket to the

A total of 13 people died and 31 were injured. Abele and Weener stressed that no determination has yet been made on the cause of the

US homeowners premium set to surpass $90bn for the first time

By Desert Star Staff DALLAS, -- Aon Benfield, the global reinsurance intermediary and capital advisor of Aon plc (NYSE:AON), today launches its annual Homeowners ROE Outlook report, which forecasts continued growth in direct U.S. homeowners insurance premiums for 2016 despite a decreasing return on equity for insurers. The report reveals that U.S. homeowners premiums increased from USD74 billion in 2011 to USD89 billion in 2015, and will rise to a projected USD91 billion for 2016 given prospective rate activity. The study shows that homeowners insurers

secured an average rate increase of 2.0 percent during the 18 months to August 2016, with rate decreases experienced in the states of Florida, Arizona, Indiana, Ohio, Alabama, and Alaska. The prospective after-tax return-on-equity (ROE) for U.S. homeowners business was shown to be 6.7 percent on a countrywide average (2015: 8.6 percent), and 10.9 percent excluding the state of Florida (2015: 12.6 percent). ROEs are expected to exceed 10 percent in 34 US states – enabling carriers to cover their cost of capital – compared to 36 states in 2015. The report highlights that a continued decrease in reinsurance pricing has offered insurers the opportunity to more extensively utilize traditional and non-traditional reinsurance in their capital strategies and pursue growth opportunities in this highly competitive sector. However, the negative effects of lower investment yields, higher expenses, and an increase in the catastrophe loss ratio resulting from updates to

vendor catastrophe models, are causing insurers to place a greater emphasis on underwriting performance and the development of effective strategies in pricing, claims management, marketing and risk selection. Greg Heerde, Head of Americas Analytics for Aon Benfield, said: “Our study reveals that at prospective 2017 rates, homeowners insurance provides accretive

returns in the majority of states, and opportunities exist for insurers to pursue profitable growth in the line.” Parr Schoolman, Head of Aon Benfield’s Risk and Capital Strategy team, added: “We are continuing to develop tools and services to help provide clients insight, at a granular level, into which homeowners risks are most likely to be profitable.” Developed by Aon

The second disclosure is under Civil Code 5310(a)(7), which requires the association’s policies in pursuing delinquent assessments to be disclosed to all members annually as part of the Annual Policy Statement. This policy could be written by someone who is not a common interest development attorney, but the likelihood of including illegal or otherwise problematic policies is greater without an experienced HOA attorney helping. This represents an undesired and unexpected expense for your small HOA, but this policy probably won’t change much from year, so it most likely is a modest one-time expense. Dear Mr. Richardson, I am confused on special assessments (see below). Soon a project is coming up for our condo association that will have a cost of [15% of our annual budget]. This will require a special assessment to be split among our owners. My question is would we need to do the secret ballot process? I think no because

Who Prepares Delinquency Policy, and Who Votes On Special Assessment? By Kelly G. Richardson, Esq. My question is whether or not this policy requires an attorney to draft it. If so what questions does the policy need to address, to insure that we are within our rights

Dear B.L.: The Davis-Stirling Act contains two different annual disclosures which must be made to all HOA members. Civil Code 5310(a)(6), which is part of the list of items in the Annual Policy Statement, requires that members annually receive a specific statutory disclosure statement. Dear M.W.: Under Civil Section 5605(b), your association board can pass a special assessment of up to 5% of the association’s annual budgeted gross expenses. You have indicated that the assessment actually will be equal to about 15% of the HOA’s annual budget. Your HOA governing documents may speak to this, and most likely will require a membership vote. The individual assessment amount can be misleading – your individual special assessment may well be less than 5%, while the total of the assessment to all owners exceeds 5% of budget. Civil Code 5100(a) requires that the membership vote must be a 30 day notice, double envelope vote - the same process as director elections. Thanks, Kelly

``We’ll try to determine if the driver had any condition which may have contributed to the crash,’’ he said. ``This could include any potential medical condition, vision impairment, impairment by alcohol or other drugs or whether the driver was fatigued. We’ll also look to see if the driver was distracted as a factor.’’ Rescuers on Sunday used a crane to search for victims in the grinding crash that peeled and compressed the coach cabin to almost half the vehicle’s length. Abele said it’s still unclear how fast the bus was traveling when it rearended the refrigerated truck trailer that was carrying food. Authorities said the force of the collision indicated the bus was traveling at a far higher speed than the truck, which Abele said was traveling at about 5 mph, according to the truck driver. The posted speed limit is 70 mph. Vides was listed as the Alhambra-based bus company USA Holiday’s registered owner and sole driver, according to

federal transportation records. California Public Utilities Commission records indicate that Vides and the company were cited in a 2008 crackdown at Los Angeles International Airport for violations on state regulations. USA Holiday had previously run gambling junkets from southeast Los Angeles County and from the Koreatown area, according to the CHP. The bus had been inspected as late as last April and had shown no defects, CHP Border Division Chief Jim Abele said. A guest manifest from the casino indicated that Vides was ``likely’’ in the casino with the passengers, according to Abele, who said the bus arrived at Red Earth Casino sometime between 11 and 11:30 p.m. Saturday and departed at around 4 a.m. Sunday. However, any details regarding Vides’ condition while driving the bus was unknown, pending further investigation. Abele noted, however, that ``there was no appearance of braking.’’ ``There were no skid marks from the bus at the time of the collision,’’ Abele said. He

said Sunday that ``any time we have a bus hitting the back of a truck, we’re going to think fatigue, or a heart attack.’’ A 12-member team from the NTSB arrived in the area Monday to begin its investigation. Weener said the probe would also review the mechanical condition on both vehicles and conditions on the highway, on which traffic was being impacted because of utility work. ``We know that traffic was slow in the area due to the utility work,’’ he said. ``The highway-factors group will look at the type of traffic management and the amount of warning provided to approaching drivers of traffic slowed ahead.’’ Weener said the probe will

also look into Vides’ driving history, USA Holiday and the tractor trailer company, highway conditions, weather and whether the passengers were given any safety briefing prior to the trip. Abele confirmed Monday that the bus was not equipped with seatbelts. Firefighters on Sunday used ladders to get into the passenger compartment of the bus, which had been peeled back from the vehicle’s undercarriage. The fatally injured were riding toward the front of the bus. Abele said survivor accounts indicate that most of the passengers were asleep when the crash occurred. About 15 people injured in the crash were taken to Desert Regional Medical Center in Palm Springs,

which reported that four patients were still in critical condition and one in serious condition, along with one in fair condition. Other patients had been treated and released. Eisenhower Medical Center in Rancho Mirage treated 11 patients with minor injuries, and JFK Memorial Hospital in Indio treated five patients with minor injuries. Abele said the force of the impact was so severe that the truck’s walls intruded 15 feet back into the bus passenger compartment. Abele said a ``black box’’ data recorder would be useful in the investigation, but ndid not know if the 1996 model bus had one. ``In almost 35 years, I’ve never been to a crash where there’s been 13 confirmed fatals,’’ Abele said, noting that the impact was so severe that workers needed more than an hour to search for all of the bodies in the mangled coach. ``So it’s tough for all of us, the CHP personnel who handle it, the firefighters who handle it. It’s been rough,’’ Abele said. Authorities are seeking from any potential witnesses of the crash. Anyone with information is asked to call the CHP Indio Office at (760) 772- 8900. By Desert Star Staff ROCKY MOUNT, N.C. – Thousands of people have been displaced and damage is in the millions of dollars, and yet the destruction caused by Hurricane Matthew barely made a blip on the radar of the state’s front pages. People on the ground working to help those in need are concerned the upcoming election is competing for and winning the attention of the populace, while people on the coast struggle to recover. Community action agencies such as the Nash-Edgecombe Economic Development Community Action Agency in Rocky Mount are among those offering help. Gloria Williams-Wilson, community service block grant director with the organization, explained her concerns.

“People are so caught up in trying to make sure that they get out to vote, and all the stuff that you see on TV is about the election,” Williams-Wilson said. “And it’s sort of like the flood victims have lost their space which should be the front page of the news every night.” A new distribution center will be set up this week in Edgecombe County, and there are already centers in Robeson, Cumberland and Wayne counties offering supplies such as bedding, clothing and even cell phone chargers to those impacted by the storm. Chris Reykdal, will face off first, followed by incumbent Secretary of State Kim Wyman and her challenger, Tina Podlodowski. Benjamin Shabazz, an imam in Seattle and a Vietnam War veteran, plans to attend the debate. He says he’d like to ask the candidates about a concern Ben Carson raised about Muslims during last year’s Republican presidential debates. “One of the things I would like to ask is what are the candidates’ views on a Muslim becoming president, since we pay our taxes, have

put our life on the line, and for the most part are upstanding citizens,” he states. More than 250 Muslim voters will pack into the Muslim Association of Puget Sound for the debate, which will be televised and available to stream online. The superintendent debate starts at 6:30 p.m. and the secretary of state debate starts at 7:30 p.m. The Council on AmericanIslamic Relations looks for the candidates to address public schooling as well as how the candidates will represent the Muslim community. Khalid Lites is a Muslim who grew up in the Evergreen state and served in Iraq and Afghanistan. He also hopes to find a seat at the debate. He says it’s important

for people to understand that other faiths besides Christianity make up the fabric of this country. “I feel that the military was respectful and respected me and my beliefs and I feel that the mass public needs to have awareness that there are other faiths that are contributing to this great society,” he states. Shabazz says Islam teaches its followers to be good citizens to their nation. “One of the things that’s in the book, the Holy Quran, it says, ‘Fulfill all obligations,’” he relates. “And so, every citizen, whatever country they’re in, has an obligation not only to defend it, but to strive for the betterment of it, and to work together with like minded people.”

federal land transfer,” DeGroot said, “because they’re concerned the state would manage the land for profit which would mean a lot more development than we have right now.” The 345-page study found that the state would inherit costly wildfire and litigation issues if it were to take over management. The report also noted that if ownership of public lands was transferred to states, local governments could lose significant federal funding. In 2015, the Wyoming Legislature passed a bill mandating the study, which was completed by Y-2 Consultants. Aaron Kindle, Western sportsmen manager with the National Wildlife Federation’s Rocky Mountain office, said his biggest fear is that if states take over management of the

lands and realize the costs of management are too much to bear, parcels of land currently open to everyone could be sold off to the highest bidder. He said while the study could be a speed bump in efforts to turn lands over to states, he doesn’t think the issue has been put to rest. “It’s kind of a thinly veiled attempt to get access to minerals and timber and oil and gas,” Kindle said. “So long as those minerals and timber and other things like that are on the landscape, I think we’ll see a push to try and get easier access to them.” A rally in support of publicly owned lands, organized by hunting, fishing and outdoor organizations, is scheduled to take place in Casper on November 5.

WikiLeaks releases 17th batch of Clinton campaign chair emails By Desert Star Staff WikiLeaks has released a new tranche of emails from the hacked account of Hillary Clinton’s campaign chair John Podesta. The organization has published more than 26,000 emails on its website over the last fortnight, with a new batch dropping every day. The latest leaks include emails in which Podesta suggests going “postal on the press”, and expressions of concern over the content of Clinton’s Wall Street speeches. Earlier leaks revealed details of Clinton’s Wall Street speeches, ‘Pay to Play’ donations, and staff concerns over her difficulty with apologizing. The emails also reveal how some of Clinton’s campaign team showed contempt towards fellow Democrat Bernie Sanders, as well as their attempt to get the jump on Clinton’s own email server scandal. Yesterday’s leaks showed campaign team members discussing Bill Clinton’s sex scandals, as well as Podesta’s qualms about President Barack Obama’s Afghanistan strategy back in 2009. Monday’s release by the organization marks the 17th consecutive daily dump of emails related to Clinton’s campaign team, bringing the number of published documents to more than 30,200. Goldman Sachs speeches In a January 23, 2016 email leaked Monday, Mandy Grunwald of Grunwald Communications expressed concern over the content of Clinton’s Wall Street speeches. “It’s pretty bad. She is critical to some extent of what led to the crash but the more memorable stuff is totally accomodationist,” Grunwald wrote in a group email to the Clinton campaign about the Goldman Sachs paid speeches. Grunwald then elaborates: “‘I’m not interested in pointing fingers’ Dodd-Frank was just because ‘people needed to do something for political reasons’ Suggesting that people in the industry know best how to regulate it.”

“There are also some very tepid comments about Obamacare. And a ton of foreign policy stuff, including some naive sounding comments about Putin that could cause a whole separate set of issues - but Jake should review all that.” Grunwald was married to Matthew Cooper, a journalist who worked at Time and was investigated along with Judith Miller over the Valerie Plame CIA leak. No love from Gore Emails between Huma Abedin and Cheryl Mills on November 11, 2015 discuss former Vice President Al Gore stating he would not endorse Clinton for president. Abedin tells Mills: “well that was 16 years ago. [H]ard to put on email but there is no love lost in this relationship. [R] eminder that he also refused to endorse in 2008!!!” ‘Fish rots from the head’: Podesta on Clinton 2008 campaign An email exchange with a former White House adviser gives an insight into Podesta’s assessment of Clinton’s illfated 2008 presidential run. The email from January 2008 shows Paul Begala, who served as counselor to president Bill Clinton, mentioning a New York Times report claiming Podesta is about to help in Hillary Clinton’s faltering race against rival Barack Obama. “[T]he NY Times say YOU are joining Hillary’s campaign,” Begala writes, to which Podesta implies he has no intention of stepping in from the sidelines. “Mary [Podesta’s wife] put me in witness protection after reading the NYT,” he said. The correspondence came following Clinton’s Iowa caucus defeat, a major blow to her effort to become Democratic nominee. “I know the fish rots from the head, but I really feel sorry for her. This definitely could have been won,” Podesta writes. Confidential meetings A March 3, 2014 email marked ‘Confidential’ shows an exchange between Podesta, Cheryl Mills, chair of the Democratic National Committee, and Stephanie

Schriock from the Emily’s List PAC. In the mail, Schriock flags a request from a Wall Street Journal reporter seeking information about a meeting at Clinton’s home between herself, Podesta and Mills. “He called me,” Podesta writes. “Tried to get me to confirm Woodward and Bernstein style. Blink twice if I’m far from the truth. I didn’t play along and told him nothing. But he knew a lot.” Cheryl Mills writes back, “what did he know?” Framing coverage of Clinton’s private server In an email exchange on March 8, 2015, an opinion writer for The Hill, Brent Budowsky, forwarded Podesta a copy of an email comment he sent to NBC’s Chuck Todd about a recent show that presumably mentioned Clinton’s private server. “Chuck you neglected to mention that most Republican candidates for president also used private emails, in Jeb’s case you neglected to mention that he also used a private server, and you neglected to mention that a long list of Senate and House Republicans almost certainly use private emails and hide behind the Freedom of Information Act,” wrote Budowsky. “Someday we should have a serious conversation about ratings, and why so many people, myself included, have largely stopped watching this stuff.” Monday’s leak also includes an August 2015 exchange between Clinton’s campaign staff about framing the email server controversy and the best timing for releasing a statement on the issue. “Just talked to Podesta we are thinking we shouldn’t put out the statement at this point because it is so late in day on a Friday the press is bound to respond negatively and it will defeat our purpose in framing this,” Deputy Communications Directer Kristina Schake wrote. “Think we should send it out tomorrow morning.” “In any case, I would vote for having her address this Sunday, so we can legitimately claim she’s trying to move on and address what voters care

about on Monday,” Campaign Manager Robbie Mook wrote. ‘CNN and bed-wetting’ Some colorful subject lines for emails among Monday’s leak include “CNN and bed-wetting,” an email from The Hill columnist Brent Budowsky to John Podesta on July 9, 2015 about Hillary Clinton’s appearance on CNN which “was awful.” “She made statements that were untrue and appeared legalistic, evasive and programmed. And gave the worst possible answer on the trust issue when there multiple possible answers that were all better,” wrote Budowsky. He went on to add that Bernie Sanders had a zero chance of being nominated but “Hillary is going to need every liberal supporting her to vote, which is why I am being very friendly to Bernie and will have some credibility when the time comes to encourage his people to get on the train with Hillary… Considering how long the Clinton campaign was planned, this thing is very weirdly off-key...” ‘Bernie is beating us up’ In a March 2016 email thread, Clinton’s senior policy advisers discussed strategies for responding to Sanders, after he said he was not interested in getting endorsed by Chicago Mayor Rahm Emanuel. “I don’t want the endorsement of a mayor shutting down schools and firing teachers,” Sanders tweeted. Bernie is beating us up over Rahm’s record on schools in Chicago. The Chicago school system is overloaded

with debt and likely to run out of cash before the end of the school year. As a result, they are withholding their pension contributions, and laying off teachers and support staff,” wrote Ann O’Leary, senior policy adviser at Hillary for America. O’Leary said she reached out to Randi Weingarten, president of the American Federation of Teachers union, who proposed sending out a tweet saying that Emanuel and Illinois Governor Bruce Rauner had been bad for Chicago schools. “That sounded like a toxic idea to me given Rahm’s endorsement, but I don’t think this issue is going away,” O’Leary writes before outlining possible options for Clinton to take on the topic. “But I do worry that short of going after Rahm, these options are not going to be satisfactory. So the (c ) option is to stay silent on it for now. Thoughts?” ‘If you’re not in labor’ Working for Podesta apparently means no days off. A 2015 email from Hillary’s campaign chairman to his assistant at the time, Eryn Sepp, shows Podesta giving a presumably heavily pregnant Sepp a couple more tasks before motherhood calls “Seriously, everything ok on your end? You did the arrangements with Hertz,” writes Podesta in an email titled, “One last assignment if you’re not in labor”. “If you can, can you extend the contract till Monday morning the 10th. Mary will drop me on Friday and then use it to return on Monday.”

By Desert Star Staff The Obama administration today confirmed that the president’s signature healthcare plan will see a double-digit spike in prices of premiums next year. Many Americans covered under the socalled “Obamacare” will be down to just one insurer. Before taxpayer-provided subsidies, monthly premiums for mid-level health plans will rise by an average of 25

percent across the 39 states that use the HealthCare.gov website, reports the Associated Press. The 2010 Affordable Care Act, mandating the purchase of health insurance, created the exchange. Not only that, but consumers will have fewer options to choose from, as the number of HealthCare. gov insurers will drop from 323 in 2016, to 167 in 2017. “So, enrollees may need

to change doctors or drugs when they switch insurers,” said Caroline Pearson of the consulting firm Avalere Health. About one-in-five consumers will only have one insurer to choose from after UnitedHealth Group, Humana, and Aetna all scaled back their involvement. “Consumers will be faced this year with not only big premium increases but also with a declining number of

insurers participating, and that will lead to a tumultuous open enrollment period,” said Larry Levitt, who tracks the health care law for the Kaiser Family Foundation. With subsidies, about 77 percent of people currently on the plan will still be eligible for an Obamacare plan for less than $100 per month, according to the administration’s report. The price hike generally does not

affect employer-provided plans. At last count, there are still 27 million Americans without health insurance, which is a historic low and significantly lower than the 47 million who were uninsured when President Barack Obama signed the ACA in 2010. The government estimated that about half of them would be eligible for private coverage through HealthCare.gov.

Report: Youth Should Not Be Behind Bars

By Desert Star Staff DES MOINES, Iowa – Children should not be kept behind bars, according to a new report that examines the ineffectiveness of youth prisons in Iowa

and other states. The research from The Annie E. Casey Foundation pulls together evidence of the failings of youth correctional facilities and recommends they all be closed.

Foundation president and CEO Patrick McCarthy says these prisons have high recidivism rates and do not improve long-term outcomes for youth. “These institutions fail at protecting the community, they fail at turning young lives around, they are unconscionably expensive, they’re prone to abuse, they defy reform and the bottom line is we have alternatives,” he states. In Iowa there are about 700 youth in correctional facilities. McCarthy says the youth are incarcerated for low-risk offenses and often don’t get the guidance and support they need to get back on track. And the report notes systemic maltreatment has been documented in youth prison facilities in nearly half of states since 2000, including Iowa. McCarthy notes there

KMIR News Staff CATHEDRAL CITY, Ca. - A man who allegedly shot his girlfriend, who was found in his car along with their uninjured baby when he was pulled over in Cathedral City, must stand trial on attempted murder, child endangerment and other charges, a judge ruled. Willie Roy Smith III, 25, of San Bernardino, is accused of shooting his girlfriend in San Bernardino, then driving her into the Coachella Valley while she bled in his backseat. Their 3-month old child was

secured in a car seat and covered in the woman’s blood, but was otherwise unharmed, Cathedral City Lt. Glen Haas said. Superior Court Judge Richard A. Erwood determined that sufficient evidence was presented at Smith’s preliminary hearing to proceed to trial on one count each of attempted murder, inflicting corporal injury on a spouse or cohabitant, child endangerment and drunken driving, along with four counts of dissuading a

witness and four misdemeanor counts of violating a court-ordered domestic violence protective order. He is due back in court Nov. 7 for a post-preliminary hearing arraignment. California Highway Patrol officers responded about 4 p.m. May 7 to reports of a reckless driver on eastbound Interstate 10, near Date Palm Drive in Cathedral City, Haas said. Officers who stopped the vehicle found Smith behind the wheel and his bleeding

is an enormous financial toll for youth prisons. While costs vary state-to-state, states pay on average about $90,000 a year for every youth in a juvenile facility. “The money that we are wasting now on these incredibly expensive as well as ineffective institutions, we’ve got to reinvest that money in things that work,” he stresses. “We don’t have any magic solutions for juvenile crime but we have many programs that have evidence of success that we need to invest our dollars in.” The report recommends a four R strategy: reduce the pipeline of children into youth facilities; reform the corrections culture that wrongly assumes locking up children improves safety; replace youth prisons with rehabilitative services; and reinvest in evidence-based solutions.

Finances and resources, personal and with others, are highlighted. Careful attention is needed along with concentration, efficiency, economy and strength. Apply these virtues daily with a slow consistent rhythm. You may uncover more resources. So many things are hidden during Scorpio. Remember others who have much less. Share and tithe. Tithing creates great abundance.

TAURUS You want to move consistently into the future with new ideas and plans but there are so few who understand, few with your illumined vision, and even less with your force of will and stamina. Always you strive for poise during transition times while sending prayerful requests for able, intelligent and financial assistance to manifest. Your research illumines our minds. Your prayers prepare the field.

GEMINI Deep feelings, emerging from early life at home are playing out in your daily life. Be careful of thoughts, actions and communication. Careful that you don’t become project onto others your pain. Don’t hide your vulnerability because everyone will become vulnerable, too. Sharing any sadness eases barriers obstructing heart-felt communication

and contact. You want love. Love comes from contact. We are all learning this.

CANCER You may experience stress and over responsibility in your daily life as more and more tasks seem to be appearing. Along with a sense to prepare for something and to bring balance into daily life. These changes reflect the pulse of the humanity. It’s good to remain within the safety of home. Make changes in small ways. When viewing the big picture offer compassion and dispassion. Children bring both hard work and blessings.

LEO Two things are happening to you. A sense of great creativity and then a pulling back. You may feel separated from others as if certain resources are hiding from you. You very intuitive so observe your thoughts. Is your daily life feeling like a transformation is about to occur? Are financial needs being served? A sudden revelation occurs which expands you into other worlds. Take us with you.

VIRGO Small changes occur in your personal life. Money may feel abundant and then there’s a desire to run away from something restricting you at home. It feels like the seeds of the future, life-changing, are breaking through. You’re

restless for emotional and financial independence. Moving forward comes slowly. Allow inner spiritual intentions to hold you. Transformation arrives for a long visit.

LIBRA You’re called to a past situation and then to a present-future one. Something unusual has occurred that blends the two. The past remains for a while so you can liberate it. Always be kind, in all circumstances. Libra holds a scale. One side may contain judgment, the other love. One keeps you spiritually lonely. The other shifts you into a loving community. Can you identify the two sides and where you’re positioned? Forgiveness is alchemical. The past needs it from you.

SCORPIO For about a year, you will participate in a deep internal expansion, producing changes, all creating your upcoming future. It comes with a revelatory impact. As this occurs, be aware of a need to serve others. Be aware of growing compassion and becoming, if you choose to be, a model for others. As Scorpio is the warrior of the zodiac, you’re prepared for the coming times where the death of the old finally occurs. Strength will be called upon.

SAGITTARIUS You’re restless, yet dutybound, responsible yet

rebellious, seeking security yet craving freedom, pleased yet dissatisfied and stimulated by conflicts. You’re a paradox. Contradictions create tensions, revelations, new psychologically insights. Don’t push them aside. They reveal the Harmony Through Conflict process that Sag works through to bring new consciousness forth. It’s best to work in groups now.

CAPRICORN Do you feel pulled between self needs and needs of others? Are recent events upsetting home, family and relationships? Capricorns have Pluto and Mars influencing them. Very potent experiences may occur. You are on the “cross” of change. It’s imperative to share with trusted others so you do not feel alone. Consider (you and family) studying Compassionate Communication techniques (non-violent communication). It brings forth the language of love.

PISCES You need flexibility in great amounts as interruptions and unexpected events are occurring in daily life, family life, geographically and in terms of self-identity. You cannot prepare for what will happen. You can only soothe the waters with knowledge that what occurs is redesigning your life in ways you could never have designed yourself. You’re capable, sensitive, sensible and smart. And being looked after. Go to church. Families Of Fallen Officers Faced With Losing City Health Insurance By Julie Buehler PALM SPRINGS, Ca. -On October 13th, just five days after two Palm Springs Police officers were gunned down in the line of duty, the city’s Human Resources department sent a letter to the families of the fallen officers stating the families health, dental and vision coverage would end Oct 31st, 2016. In fact, the bodies of these officers had not yet been laid to rest before their families were confronted with the contents of that letter. According to the city, the purpose of the letter that begins “The Human Resources Department extends our deepest sympathy...” was to begin a conversation about the retirement, life insurance and other benefits that the family will receive moving forward. And the technical and detailed information was difficult for Susanna Vega to understand, so she reached out to his former partner and family liaison, Mike Villegas. When he read the letter, understanding

exactly the implications, he directed it to the attention of the Palm Springs Police Officer Association. With the family reeling from the loss of their loved ones, the last thing they needed to worry about, according to POA President Joe Cook, was getting their benefits canceled. Furthermore, he says the city would be doing so illegally and wondered why it was his organization and not the city’s Human Resources Department that was aware of the laws outlining spousal and dependent benefits for fallen officers. “These officers were out over three decades, serving the community, protecting the citizens of Palm Springs and the residents of the Coachella Valley,” says Cook. “And the city is more concerned about getting this letter out to the family... We were just devastated to hear this and thought that this was totally handled wrong, it could’ve been handled better.” City Manager David Ready

says the letter was a mistake and the families benefits are not in danger of being canceled. “I certainly apologizes for that letter. The key thing here is that we need to do everything we can to make sure the families get all of the benefits they are entitled to which they will,” Ready says. “The letter had a couple of sentences in there that were October 26, 2016

not correct and I assure that it will be fixed immediately.” The sentence he was referencing was “Health, dental and vision coverage will end as of October 31st, 2016.” Ready says that is not going to happened, that the sentence containing any kind of deadline for coverage is inaccurate. He also says he’ll meet with the family to

ensure the paper work is completed so they receive the benefits they are due and hopes to explain the oversight to the family in person. When asked if this mistake could cost some city employees their jobs, Ready said he’ll be reviewing that. Source KMIR

For over a century, L.M. Montgomery’s “Anne of Green Gables” stories have captured the imaginations of young girls all over the world. My mom was a fan of Montgomery’s books and she passed her enthusiasm on to her daughters. The story begins in 1907 on Canada’s beautiful Prince Edward Island. Brother and sister Matthew and Marilla Cuthbert (played by Martin Sheen and Sara Botsford respectively) are hoping to adopt a young boy to help on their farm. But instead of a boy the irrepressible and imaginative Anne Shirley (Ella Ballentine) arrives by mistake. Now that this has happened, will the young girl find a way to stay at Green Gables, or will she be sent back to the orphanage? Once again, this delightful story is being retold and it will capture the hearts of a whole new generation. Running time, approximately 90 minutes.

T H E AT R E “The Tragedy of JFK - (as told by Wm. Shakespeare”) BY BEVERLY COHN

“Something is rotten in the state of Denmark.” That infamous line from William Shakespeare’s “Hamlet” was spoken by a palace guard after seeing the dead king walking around the palace walls. To this day, it is used to describe corruption or a situation that doesn’t pass the “smell factor.” Although that line is not in The Blank Theatre’s world premiere production of “The Tragedy of JFK (as told by Wm. Shakespeare,”) director Daniel Henning drew upon “Julius Caesar,” one of the Bard’s most provocative plays as it illuminated corruption, conspiracy, and betrayal in Caesar’s inner, most trusted circle. Brilliantly conceived and adapted by Henning, this production is an edgeof-your-seat thriller. It makes the case that the heinous plot to assassinate President John Fitzgerald Kennedy emanated from the highest placed government officials, the military, and members of his most trusted inner circle. In a stroke of directorial

of these pivotal, historical characters, the dialogue then seamlessly segues into Shakespearean text and begins to create an alternative interpretation of the tragic events leading up to the assassination of JFK on November 22, 1963. Johnson (Brutus)* and Hoover (Cassius) is discussing the president (Julius Caesar) in a hushed tone: “This womanizer has become a God.” Hoover torments Johnson pointing out that he does not get the attention he deserves. One by one, the treacherous Hoover bores his way into those in JFK’s inner circle finally convincing them that it was best for the country if their “king” was dead. During most of these conspiratorial scenes, Lee Harvey Oswald sits quietly with his eyes closed as if awaiting further instructions. It is clear that he has a relationship with LBJ. Johnson is not without inner conflict and Lady Bird, (Portia) on seeing his preoccupation says, “You stare at me with ungentle looks.” She wants to know what is happening and beseeches

Brett Collier and cast of “The Tragedy of JFK” Governor Connally and, well, we all know how that ended. Hoover does not want Bobby Kennedy (Marc Anthony) to speak at his brother’s funeral but finally gives in and Bobby, in front of a flag-draped coffin, gives a heart wrenching variation on that famous soliloquy, “Friends, Romans and Countrymen,” beginning with “I come to bury Jack, not to praise him,” ultimately delicately challenging LBJ’s

(L to R) Jerry Della Salla, Cris D’Annuzio, Brian Brennan (kneeling), Time Winters, Tony Abatemarco, Ford Austin genius, at the opening of this one-act play Henning has each of the characters come on stage one by one to introduce themselves to the audience in present day English as follows: John Fitzgerald Kennedy (Ford Austin,) Robert Francis Kennedy (Chad Brannon,) Lyndon Baines Johnson (Time Winters,) J. Edgar Hoover (Tony Abatemarco,) Clyde Tolson (Cris D’Annunzio,) Jacqueline Bouvier Kennedy (Casey McKinnon,) Lady Bird Johnson (Susan Denaker,) Evelyn Lincoln (Kelie McIver,) Allen Dulles (Bruce Nehlsen,) McGeorge Bundy (Jacob Sidney,) Carlos Marcello/Jack Valenti (Jerry Della Salla,) Gen. Edwin Walker (Jonny Walker,) Gov. John Connally (Jonathon Lamer,) Rev. Martin Luther King Jr. (Brett Collier,) and Lee Harvey Oswald (Brian Brennan.) Roslyn Cohn and John Knight play the roles of aides and pollsters. Following the introduction

him to confide in her, “Knowest thou of any harm towards him?” In the meantime, Jackie (Pompeia) has had a bad dream about a statue spurting blood and entreats her husband, “not to go forth today.” To please her he agrees, “I will not come.” His secretary, Evelyn Lincoln (Spurinna) also begs him not to visit Dallas. However, he is pressured by Hoover and LBJ that he must go as planned and finally gives in, asking Jackie to get dressed so they can depart. She soon appears wearing the pink suit and hat which, I have to admit, gave me a bit of a jolt. They are now in Dallas. Jackie is holding a bouquet of flowers and smiling. Augmenting the onstage action are videos replaying scenes that we will never forget, including the Zapruder film, which captured the motorcade as it passed through Dealey Plaza in Dallas. Shots ring out on stage hitting both Kennedy and

integrity. This is a particularly poignant moment in a play filled with unending dramatic moments from beginning to end. Augmenting this action, are projections of newspapers from around the country with their screaming headlines about the assassination. We also see a video LBJ’s televised speech to the nation. But all is not well in Washington. Johnson and Hoover are at odds with each other and the president is faced with the growing civil rights movement. The march on Alabama is relived both on stage and through video. The ensemble gives a stirring rendition of the Civil Rights fighting song, “Ain’t Gonna Let Nobody Turn Me Around.” We hear Martin Luther King say “We are on the move now,” as he and his protestors head to Montgomery, Alabama. The time frame moves forward. Johnson declines running for October 26, 2016

re-election in 1968 and later on in the year, we once again relive an unforgettable tragedy of Bobby Kennedy being shot in the Ambassador Hotel in Los Angeles, California. Director Henning has put together a remarkable cast, each of whom delivers a riveting, articulate performance. There are several characterizations that are particularly commanding and include, Tony Abatemarco’s J. Edgar Hoover, Susan Denaker’s Lady Bird Johnson, and Time Winters’ Lyndon Baines Johnson. His physical and vocal work so captured the essence of LBJ, that you could almost swear he is alive and well and currently on stage at The Blank Theatre’s production of “The Tragedy of JFK (as told by Wm. Shakespeare.) The production values serve the play well with a simple set by Sydney Russell, lighting by Brandon Baruch, costumes by Naila Aladdin Sanders, and sound design by Warren Davis. The video portions are not credited in the program so one must assume it’s the work of the most creative director. Although the material will catapult you back to a painful time in American history, this highly theatrical presentation of Henning’s provocative thesis is fascinating and is one of the reasons why theatre is such

a valuable art form and must be protected at all costs. To get off topic for just a moment, almost all the small theatres in Los Angeles operate under the banner of Equity Waiver, which is currently under attack by Equity who wants to remove that banner thus demanding that theatres pay their actors union scale. MUSIC Rock Aplenty: All Styles Welcome BY ROBERT KINSLER

Classic rock, prog rock, girl group and power pop styles are on tap thanks to four fabulous releases that celebrate timeless sounds with a 21st sensibility.

Artist: Justin Hayward Title: Live in Concert at the Capitol Theatre (IM3 Global Entertainment) You might like if you enjoy: The Moody Blues, Justin Hayward Tell me more: Fresh on the heels of the release of Justin Hayward’s “All The Way” album comes the DVD release of the concert film “Live in Concert at the Capitol Theatre.” The DVD features the singer-songwriter/ lead guitarist performing 18 songs, including favorites from the Moody Blues, solo career highlights and newer material. An amazing look back at a his 50-year music

career, highlights include an Renaissance flavored “Tuesday Afternoon” (where Hayward plays acoustic guitar while Julie Ragins plays keyboards), the breezy folk rock medley “It’s Up To You”/”Lovely To See You,” his wonderful new 12-string guitar anchored Americana original “The Western Sky,” a solo performance of the holiday gem “December Snow,” and potent versions of the Moody Blues’ “Question” and “I Know You’re Out There Somewhere.” The official “The Wind of Heaven” music video and a solo acoustic performance of “Blue Guitar” and “Who Are You Now” are included as bonus features on the title. Audiophiles can choose between Dolby Stereo and Dolby Surround 5.1. Information: JustinHayward. com or IM3global.com.

Tell me more: Before the release of their new album “The Prelude Implicit” last month, it had been 16 years since progressive rockers Kansas had released an album of new material (“Somewhere to Elsewhere” was released in 2000). The good news is that the seven-member ensemble has returned with an epic album that builds on the legacy of the band’s 1970s masterworks (“Leftoverture” and “Point of No Return”) via virtuoso musicianship, ornate songcraft and timely lyrics that explore love, sacrifice, faith, and mortality with poetic force that is palpable. The fusion of melodic choruses and prog rock has always worked well for the band, and that magical formula will transfix discerning listeners on “The Voyage of Eight Eighteen,” “Summer,” the potent “Crowded Isolation” and other cuts. Artist: The Heaters Title: American Dream: The Portastudio Recordings (Omnivore Recordings) You might like if you enjoy: The Ronettes, the Shangri-Las, She & Him Tell me more: The 1980s music world was about much more than New Wave, neorockabilly, metal hair bands and college rock. The release of The Heaters’ “American Dream: The Portastudio Recordings” is a musical glimpse back at The Heaters, a group featuring Mercy Bermudez and sisters Maggie and Missy Connell. The 10-track disc features remastered and restored songs originally recorded more than 30 years ago on a multi-track cassette recorder, with the shimmering harmonies and propulsive songs blending the magic of the 1960s and ‘80s masterfully. The fast-moving disc is a joy start to finish, with the retro title track, lush “Just Around the Corner,” aptly-titled “Rock This Place,” and tuneful “Love Will Be Hurrying To You” capturing the exhuberence of the musicians’ love of the golden era of girl groups that spanned from the mid-1950s to the late ‘60s. Information: omnivorerecordings.com. Artist: The Legal Matters Title: Conrad (Omnivore Recordings) You might like if you

enjoy: Fountains of Wayne, Crowded House, Matthew Sweet Tell me more: Detroitbased trio the Legal Matters’ sophomore disc “Conrad” is a spirited and wonderful effort that is anchored by the sterling harmonies of band mates Andy Reed, Chris Richards and Keith Klingensmith. But the threesome’s great vocals wouldn’t mean anything without first-rate songs and commanding musicianship, and fortunately those key components are everywhere on the 11-song “Conrad.” The musically textured/ lyrically sharp “I’m Sorry Love,” luxuriant “Minor Key” (that would be at home on a Crowded House disc), scintillating “Pull My String” and yearning “Hip Hooray” are among this writer’s favorites. Modernism takes vintage travel to art By Pamela Price Vintage travel posters caught the eye of modernism fans visiting the Fall Preview of Modernism Week held at the Palm Springs Convention Center Oct. 20-23. The show and sale featured 33 national and international decorative and fine arts dealers reflecting design movements of the 20th century. Fine arts dealer Elizabeth Norris of Vintage Travel Posters was one of the event’s exhibitors, and she discussed her eclectic collection of posters (she had 100 on display) at a lecture held on Oct. 23rd focused on “General Dynamics Posters of the 1950s and ‘60s.” The discussion attracted poster fans to her exhibit where her vast collection fascinated the pre- Expedia, Travel Zoo, and Google crowd that barely recall the era of vibrant TWA, and Pan Am travel posters. Thankfully, those vintage

travel posters became a passion for Elizabeth. She began collecting and curating these time treasures in 1997. Her vast collection was sourced mainly in France where she discovered vintage posters stored in galleries, private collections and even caves. The posters were rolled up to save space, often collecting dust. Seen at her exhibit during Modernism’s preview was an impressive poster, around 2 by 3 ft. advertising Carthusia fragrances, from Capri, Italy. The irresistible appeals of vintage posters are “captivating classics,” said Sue Townsley, who serves on the Cathedral City Public Art Commission. Another poster advertising Orangina soda in bold, blue, and orange is another example of how posters were used to sell products, a genre now transitioning into wise art investments. These images inspired from the original

Photo by Anthony Grant vintage posters often show up on pillows, calendars, glassware, and fashions. Elizabeth’s showroom has been in Berkeley, Calif. For over four years, where she specializes in restoration

services and framing. Her vintage travel posters are a ‘regular’ at Modernism events, a testament to the enduring art of pre-digital advertising. Elizabeth said she plans to exhibit 800 vintage

posters during Modernism Week, Feb.16-26, 2017.

the 23rd floor. In actuality, the writers worked in offices located on the 11th and 12th floors. Simon merely added the two numbers together coming up with the number 23 and thus the title “Laughter on the 23rd Floor. The play, set in 1953 Manhattan, focuses on paranoid Sid Caesar-like Max Prince (a larger than life portrayal by David Ellenstein), the star of a weekly comedy-variety show, and his staff of writers, including Simon’s alter-ego Lucas Brickman played by Brett Alters who maintains a running commentary on the writing, fighting, and zany antics which take place in the Writers Room, especially Max’s on-going battle with NBC executives, who fear his humor is too sophisticated for Middle America. And then the gags, the zingers, and the one uppsmanship ploys begin to fly. Louis Latorto as Milt, a scene stealer if there ever was one, sets the tone for the craziness that follows, and his comedy timing is flawless. Val the harried Russian émigré, is wonderfully played by Nicholas Mongiardo-Cooper an Opera singer/actor and a deft comedian, who nicely balances his role of head staff writer along with a pitch-perfect Russian accent. Brian, the Irishman, and the only gentile on the staff, is pugnaciously played by Christopher M. Williams, who enjoys needling Ira Stone, the staff ‘hypochondriac’ winningly portrayed by Omri Schein, another bona fide scene stealer. Kenny,(played

by Phil Johnson),the only writer who seems to be able to reach and deal with the volatile Max, exudes a calmness and common sense that pleases Max, much to the relief of the other writers. Carol, the only female writer on the staff is solidly portrayed by Amanda Sitton, whose only wish is to be considered as one the ‘guys’. Helen, the staff secretary, ably played by Caroline Drage completes the ensemble. As outstanding as this ensemble is, it is the towering comedy performance of David Ellenstein as Max Prince who sets everything in motion with his entrance and from then on everything that follows becomes a three-ring comedy circus that leaves the audience drained and exhausted from laughing. Heading the creative team led by director Markus is NCRT’s two go-to guys: resident scenic design wizard Marty Burnett and master lighting designer Matt Novotny who deliver the writer’s room with enough space to accommodate nine performers who sport the period-perfect costumes of designer Elisa Benzoni. Melanie Chen designs the sound, and Andrea Gutierrez handles the Props. The Assistant Director is Jacquelyn Ritz. “Laughter on the 23rd Floor” is a stellar production that makes for a most entertaining and enjoyable evening in the theatre, and performs at North Coast Repertory Theatre, in Solana Beach, CA through November 20, 2016.

It now is scheduled to close on November 20, 2016. He’s still got game! No one writes non-stop one-liners, zingers, and comedy situations like Simon. If only our millennials would turn off their ubiquitous I-Phones for two hours and observe the characters and the relatable hilarious situations unfolding on the stage at NCRT, perhaps, we can win back theatre audiences

for a civilized, critical-thinking, informed, theatre community in the good old USA. Remember, comedy is the mother’s milk of a well-adjusted society (especially now, in this divided melancholic 21st century). There weren’t, however, any divided or unhappy people exiting the theatre last weekend. Just smiling, happy faces. Director Tom Markus lovingly recreates Simon’s memory-filled bio-play about his early days as a comedy writer during the ‘golden age of TV’ on Sid Caesar’s blockbuster smash hit “Your Show of Shows”. Under Markus’ watchful eyes (eyes that have actually watched the original NBC shows) he turns the proceedings into a wild and wacky comedy feast. The pacing is manic, the onstage action is frenetic, and

office banter dialogue in the Writers Room is hilarious. His fluid and seamless direction has nine high-energy and gifted actors moving and speaking at warp speed without even getting close to an on-stage collision or missing a beat in the process. How do they do it, you ask? It’s called Rehearsal. Rehearsal. Rehearsal! Theatre actors are like a family. Comedy actors are an even more generous, giving, and close knit group of actors. This superb cast of talented comedians and farceurs is filled with first rate actors – all at the top of their game – resulting in a brilliant ensemble effort. Think of the show as something like ‘The Marx Brothers meet Abbot and Costello’ in the fictional Writers Room in the NBC-TV office building in Manhattan, on

Dezart Performs Kicks Off 9Th Theatrical Season The Tony-nominated “dramedy” about cross-dressing heterosexual men in the 1960s, is timed perfectly for PRIDE Weekend By Desert Star Staff PALM SPRINGS, CA,– To kick-off its 9th season, DEZART PERFORMS will present Casa Valentina, a thoroughly entertaining Tony Award-nominated “dramedy” written by Harvey Fierstein, the multiple Tony Award-winning actor/playwright and American Theatre Hall of Famer. Casa Valentina will run consecutive weekends: November 4, 5, 6 and November 11, 12, 13 at the Pearl McManus Theater at the historic Palm Springs Woman’s Club at 314 S. Cahuilla Road, Palm Springs. “We are thrilled to be presenting this marvelous production to Palm Springs

audiences; ours will be only the second engagement for Casa Valentina following its West Coast premiere at the Pasadena Playhouse last spring, so this is a special opportunity for us,” stated Artistic Director Michael Shaw, director of Casa Valentina. “Presented over PRIDE WEEKEND, we think the subject matter of Casa Valentina will delight, entertain and resonate with a broad Palm Springs audience. About Casa Valentina: CASA VALENTINA runs November 4th November 13th, 2016 Harvey Fierstein’s

raucous dramedy, CASA VALENTINA, is a hugely entertaining production that will have audiences buzzing. This 2014-nominated Tony Award production for Best Play, is based on a factual Catskills resort that catered to heterosexual men who delighted in dressing and acting as women. The period piece returns us to the land of dirty dancing and borscht belt comedy, circa 1962. The play transports the audience to an inconspicuous bungalow colony that caters to this very special clientele -- whitecollar professionals who discreetly escape their families to spend their weekends

safely inhabiting their chosen female alter-egos. Based on real events and infused with Fierstein’s trademark wit, this moving, insightful, and delightfully entertaining work offers a glimpse into the lives of a sorority of “self-made women” as they search for acceptance and happiness in their very own Garden of Eden. Dezart Performs is also pleased to welcome Desert Regional Medical Center as the Title Sponsor for the 2016/2017 Season and Desert AIDS Project is the Presenting Sponsor for the season’s opening production, CASA VALENTINA.

‘Outraged’ Congress may intervene as National Guardsmen ordered to pay back bonuses

By Desert Star Staff Almost 10,000 California National Guard troops have been ordered to repay their recruitment bonuses after an investigation discovered that many of them were ineligible, despite being told otherwise. Lawmakers are trying to block the “disgraceful and insulting” move. Thousands of guardsmen will have to return at least $15,000 per person, or more, after California National Guard officials were found guilty of mismanaging the program and submitting false claims. Last month, 42 auditors completed reviewing bonus and incentive payments and found that 9,700 members had been improperly awarded the money, the Los Angeles Times reported. While many state officials have pleaded guilty to making fraudulent claims, it’s the service members who were unknowingly enlisted that are being required to pay back the bonuses, Military.com reported. The former soldiers have to repay the money to the Pentagon or face interest charges or tax liens. Members of Congress hope to convince the Pentagon to waive the debts, however. “I am outraged that our servicemembers and veterans www.desertstarweekly.com

are being asked to repay bonuses and benefits promised to them when they answered the call to serve our nation,” Representative Julia Brownley, a Democrat representing the 26th District, said in a statement on Monday, adding, “I intend to introduce legislation as soon as Congress returns to waive repayment, and will work with my colleagues to ensure a full accounting of how this mismanagement occurred.” Brownley is not the only California congressperson with hopes to bring this issue to officials’ attention. Duncan Hunter, a Republican who represents the 50th District, wrote a letter to Defense Secretary Ashton Carter, saying, “It remains my firm belief that even the simple request of asking soldiers to repay money contingent on reenlistment is disgraceful and insulting.” “In fact, I find it difficult to believe that either you or your leadership team was aware that such a boneheaded decision was made to demand repayment -- and I ask that you utilize your authority to influence a solution, including a possible legislative fix if determined necessary, that’s in the best interest of the individuals and families impacted,” Hunter added.

Democratic California Senators Barbara Boxer and Dianne Feinstein also wrote to Defense Secretary Carter to appeal to waive the debts, saying that service members were unaware that their bonuses were fraudulent and had “paid a heavy price for their service — including severe injuries sustained after reenlisting.” Democratic presidential nominee Hillary Clinton joined in, saying in a statement, “We simply cannot allow this type of mistreatment of veterans, for any reason,” NBC reported. Even officials within the military have supported forgiving the debt. Maj. Gen. Matthew Beevers, deputy commander of the California Guard, told the Times, “We’d be more than happy to

absolve these people of their debts. We just can’t do it. We’d be breaking the law.” Many of the soldiers had no idea that they were not entitled to the payments. Christopher Van Meter, a veteran with a Purple Heart, was prepared to leave the Army after 15 years of service, but changed his mind after learning that reenlisting would net him a $15,000 bonus, he explained to CNN. “We were in the Iraq and Afghanistan war at the time. And they wanted to keep soldiers in the military,” Van Meter said. However, he was later told that he was not eligible for the bonus that had been used to lure him back into the service. An anonymous service member told Military.com that he had been given a $10,000 bonus to leave the Reserves and join the California National Guard in 2009. “I served two years in Iraq and then came home in 2011 to find out the [California Army National Guard] did not have the correct paperwork and I was required to pay back the bonus,” he said. Adding insult to injury, the government is demanding repayment of the money it never paid out in the first place. “They took $3,000 out for taxes but I had to pay back the full $10,000. How do I get that $3,000 back? The CA ARNG says it is not their problem. I have to work with the IRS. This does not sit well with me

as they took out that money!” the service member said. The problem appears to stem from a combination of mismanagement and fraud. Eight current or former California National Guard members, recruiters or recruiting assistants, were charged with fraudulently obtaining recruitment bonuses in 2014, Military.com reported. But even before that, there were signs that something was amiss with the California Guard’s incentives. In 2011, retired Master Sergeant Toni Jaffe pleaded guilty to filing false claims of up to $15.2 million, according to CNN. Jaffe admitted to submitting claims for members of the California National Guard while knowing that they were ineligible for the bonuses. Investigators have found that many of the California Guard officials participated in the fraud in order to meet enlistment targets – not unlike the recent Wells Fargo scandal – the Los Angeles Times reported. Susan Haley, 47, spent 26 years of her life in the Army and was deployed to Afghanistan, where her oldest son lost a leg as a military medic. Since the Guard found that she was improperly awarded $20,500 in bonuses, she now has to pay a quarter of her family’s monthly income to the Pentagon. “They’ll get their money, but I want those years back,” she told the Times.

HALLOWEEN GUIDE | CRAFTS

Personalize Your Pumpkin

I

t can be hard to make your jack-o-lantern stand out from the crowd of evil faces. Put a creative, personal touch on your creation to keep the whole family talking about your pumpkin for Halloweens to come. THEMES Are you a superhero or sports fan? Show your support with your jack-o-lantern. Line up a row of pumpkins showcasing the logos of your favorite teams or good (or bad) guys. Carve your favorite Star Wars characters or jersey numbers. If you can dream it, you can probably find an online template to help you bring your idea to life. Be prepared to devote some time to this project, as adding the necessary details could take up the better part of an afternoon.

PERSONALIZATION Add your initials or family name to your pumpkin to make it truly one of a kind. There are many ways to do this. You can order personalized vinyl stickers or make your own with a vinyl cutting machine. Mix and match your favorite colors and patterns, or go for polka dotted, striped or glittered versions of your name or initials. For a simple yet elegant aesthetic, paint a black script initial on a white pumpkin. For a truly unique look, press upholstery tacks into a pumpkin in the shape of your initials. Apply your design to a reusable foam pumpkin for a piece of decor that you can use every year.

ARTISTIC FLAIR There’s no limit to the amount of creativity you can put into your pumpkin. This Old House holds an annual pumpkin carving contest, and 2015’s winners included an elaborate scene depicting skeletons wreaking havoc on an unfortunate squash, fancy owls decorated with sticks and feathers, a meticulous recreation of BB-8 of Star Wars fame, a deranged bunny and even Donald Trump’s hairdo. You don’t have to be an artist to put a little flair into your pumpkin. A few basic craft supplies can go a long way toward making your pumpkin stand out. Create a diamond patterned motif with black and white acrylic paint, disguise a pumpkin as candy corn with a tri-colored paint job or carve seasonal messages such as “boo,” “welcome” and “fall” out of small baking pumpkins. Glam up your pumpkin with shiny gold paint or glitter. Turn the pumpkin on its side and use the stem as an elephant’s trunk or a witch’s nose. Carve several windows and a door to turn your pumpkin into a haunted house, and complete the scene by painting on a creepy tree and ghosts. If you put your imagination to work, your squash won’t soon be forgotten.

HALLOWEEN GUIDE | SAFETY

Stay Safe I

t’s easy to get caught up in the fun and forget that, although most of the scare around Halloween is imaginary, there are still real dangers.

Each year, pedestrians are injured while trick-or-treating. Take some precautions to keep yourself and your family safe this Halloween. The following tips from the American Association of Pediatricians and the National Safety Council are intended to keep everyone safe during the celebrations.

COSTUMES • Plan costumes that are bright and reflective. Consider adding reflective tape or striping to costumes and trick-or-treat bags for greater visibility. • Make sure shoes fit well and that costumes are short enough to prevent tripping, entanglement or contact with flame. All costumes, wigs and accessories should be fire resistant. • Because masks can limit or block eyesight, consider non-toxic makeup and decorative hats as safer alternatives. Hats should fit properly to prevent them from sliding over eyes.

CARVING PUMPKINS • Small children should never carve pumpkins. Let them draw a face with markers, then parents can do the cutting. • Consider using a flashlight or glow stick instead of a candle to light your pumpkin. If you do use a candle, a votive candle is safest.

14

DesertSTAR

• Candlelit pumpkins should be placed on a sturdy table, away from curtains and other flammable objects and should never be left unattended.

TRICK-OR-TREATING • A parent or responsible adult should always accompany young children on their neighborhood rounds. If older children are going alone, plan and review the route. Agree on a specific time when they should return home. • Trick-or-traters should stay in a group, remain on well-lit streets and always use the sidewalk. • Tell your children not to eat any treats until they return home. • Teach your children to never enter a stranger’s home. • If no sidewalk is available, walk at the far edge of the roadway facing traffic. • Never cut across yards or use alleys. • Only cross the street as a group in established crosswalks (as recognized by local custom). Never cross between parked cars, and enter and exit driveways and alleys carefully • Don’t assume the right of way. Motorists may have trouble seeing trick-or-treaters. Just because one car stops doesn’t mean others will. • Law enforcement authorities should be notified immediately of any suspicious or unlawful activity.

ISIS carries out massacres around Mosul By Desert Star Staff Islamic State has reportedly massacred scores of people as the coalition’s operation to retake the Mosul continues, the UN said. French President Francois Hollande urged the anti-IS forces to prepare for the aftermath of the jihadists’ defeat in Iraq. According to preliminary information from sources in Iraq, 50 ex-police officers were executed in a building outside Mosul on Sunday, Rupert Colville, UN human rights spokesman, said. On Thursday, Iraqi security forces found the bodies of 70 civilians in the village of Tuloul Naser south of Mosul, he added. “The bodies had bullet wounds, but it isn’t known for sure at this point who was responsible for the killings,” Colville as cited by Reuters. In the village of Safina, about 45km south of Mosul, 15 civilians were murdered, with their bodies thrown into the river to intimidate the population, he said. Also in Safina, six men were tied to a vehicle and dragged around, the UN spokesman said, adding that the victims were apparently relatives of a tribal leader who fought against Islamic State (IS, formerly ISIS/ISIL). IS terrorists reportedly killed three women and

During the forced relocation from the village, “the victims were lagging behind because one of the children had a disability. She was apparently amongst those shot and killed,” Colville said. According to the spokesman, the information came from a “mix of sources” – both civilian and government – in northern Iraq, which the UN had used in the past. “Some of them we can’t even come close to identifying, or even the locations, for protection reasons, particularly for those in areas that are still held by ISIS, and in

other cases there’s a major battle (going on),” he said. Colville expressed concern that “these will not be the last such reports we receive of such barbaric acts by ISIS.” He urged the forces involved to do everything to avoid civilian casualties and to treat IS militants in accordance with international law. Iraqi forces, backed by the US-led coalition, are in the second week of operation to liberate Mosul, the de facto IS capital in Iraq, from jihadists. “Our coalition is now at the gates of Mosul,” French President Francois Hollande said during a meeting of antiIS coalition defense chiefs in Paris, AFP reported.

“The recapture is not an end in itself. We must already anticipate the consequences of the fall of Mosul,” he warned, calling the return of jihadists from Iraq to their home countries in the EU one of the main challenges. According to French sources, there at least 300 citizens of France among the 5,000 jihadists currently fighting in Mosul. Hollande again said that after Mosul, the coalition must retake Raqqa, which remains Islamic State’s largest stronghold in Syria. “We must ensure that IS be destroyed and eradicated everywhere,” the French leader said.

One may take issue with the crafting of the play and the choices Margulies makes, but no one can deny the absolutely astonishing Geffen debut performance of Ms. Marks. It is a tour de force effort born of two talented creative individuals – Ms. Marks and director Mazor. It may be visually off-putting as depicted on stage but it is intellectually stimulating when reflecting on this particular production over a cup of coffee in the comfort of one’s home or at a late night restaurant with a theatre companion. In the technical department, the creative team led by director Mazor, along with Scenic Designer Tom Buderwitz, nicely provides the one room set of a 1980’s Florida condominium complex. Lighting Designer Brian Gale’s provides the right amount of light to see and appreciate the costume designs of Sara Ryung Clement, whose costuming of Ms. Marks characters of Debby/Deborah allows the backstage dressers to perform costume changes with lightning speed. Composer and Sound Designer Lindsay Jones completes the creative team.
