By Desert Star Staff Café Europa is a monthly gathering inviting Holocaust survivors to participate in social activities. It acknowledges the fact that survivors share similar memories and experiences. Even though lunch is served, the true nourishment is from the connections with others who have endured similar hardships. Inspired by a café in Stockholm, Sweden where survivors would gather after the war hoping to find lost relatives and friends, Café Europa is now replicated in more than 100 venues around the world. Locally Café Europa is organized by the Jewish Family Service and sponsored

by the Jewish Federation of the Desert. Programs are held at various locations including the Tolerance Education Center. Many of the Holocaust survivors, who share their stories with students at the Tolerance Education Center, participated in the Café Europa program that took place on Thursday, October 24th. The Holocaust Survivors enjoyed a presentation by Rose King, an accomplished author, drug/alcohol counselor, actress, runway model, and motivational speaker. As a result of Retinitis Pigmentosa, Rose lost her sight and is blind. She is the winner of Ms. Senior Palm Springs 2019.

Palm Desert’s 55th Annual Golf Cart Parade

Chairmans Award-Float, and students from Palm Desert High School. Photo by Pat Krause Story and Photos by Pat Krause The 55th Annual Golf Cart Parade was held on Oct. 27th in Palm Desert on El Paseo Ave. Streets were blocked off from Portola to Sage just for the Parade. Fans started arriving early in the morning for the excellent Breakfast. There is much to do all morning before the Parade begins down the street. There is a particular area for kids’ events to keep them busy and excited. Seniors started early also as there were seats set up for viewing of the Parade. Vendors were all along the

Parade route so fans could get something to eat or wander around visiting each vendor. Of course, our firemen and police officers were ever-present, where people could see the inside of the vehicles that protect us daily. Over 8o participants were in the Parade this year. Awards were given just before the start of the Parade, so they had time to get their new award banners in front of their float and display their latest award. Floats came from schools and businesses, including our military and veterans floats.

They estimate that 12,000 to 15,000 people were watching the Parade. This Parade has been going on for so long that people come from all over, not just local residents to view the Parade. Floats were made big and small, lots of people or just a few; there were bands, dancers, dogs, costumed characters, many very elaborate floats, and some golf carts with only politicians vying for votes. Some of the floats took weeks to make. Baseball Dodgers legend Steve Garvey was this year’s, Grand Marshall. If you got

there early, you had a chance to get an autographed baseball from Steve Garvey. The Parade starts after a fly-over of vintage planes. The color guard is always ready to go and start. This year the Golf carts came first and then the dogs and their owners before the floats and bands began. The Parade is always a treat for young and old as everybody loves a parade. The weather usually co-operates for the Parade, and this year was no exception as the temps were mild, in the mid-80s. The winners were:

Planning Charitable Deductions under New Tax Law

By Janice Gough Now is the time to consider gifting strategies for the next several years to maximize the tax changes for deduction purposes. The 2017 tax reform legislation package made several changes that make it especially important for “charitably inclined” people to carefully evaluate their charitable giving plans for 2019. While many people evaluate their plans to give to charity around the holidays each year, for 2019, you must consider gifting strategies for the next several years to maximize the tax benefits of

your generosity. While obtaining tax benefits may not be the primary motivating factor for your gifts to charity, the federal tax deduction for charitable contributions can prove valuable at tax time—and, with smart planning, there’s no reason why you would need to forego these tax benefits under the new tax law.

Changes in Tax Reform Affecting the Charitable Contribution Calculus The 2017 tax reform legislation roughly doubled the standard deduction to $24,000 per married couple and $12,000 per individual in 2019. This tax law change also limits the value of itemized deductions so that fewer people will itemize under the new tax law. For example, the deduction for state and local taxes was capped at $10,000, and the mortgage interest deduction was limited to interest on (new) mortgages of $750,000 or less; thus, some people have fewer reasons to itemize. The charitable contributions deduction itself was left intact. However, you are required to itemize to claim a deduction for gifts to charity. This could exempt many taxpayers from receiving a deduction for charitable donations, without careful planning. One’s income-based limits restrict the charitable contributions deduction to not exceed 50 percent of adjusted gross income (AGI). Also, if you make non- cash gifts in 2018, 30 percent of AGI is allowed if the donation is subject to capital gains treatment. The popular gift of appreciated stock is subject

to this restrictive 30 percent limit. Despite these limits, the wealthy may still benefit from donating appreciated stock. You can still generate tax savings by donating the stock instead of selling it and paying the associated tax. Furthermore, donating appreciated stock allows one to make a more substantial gift because the appreciation in the stock’s value is essentially donated pre-tax.

Conclusion There is no one-size-fits-all approach to charitable giving, but the new tax reform law has not eliminated the tax benefits that can be realized from donating. With careful planning, most clients can continue to support the charities of their choice while still obtaining substantial tax savings. Janice Gough is a Financial Advisor in Palm Springs. California ranks 36th in the nation for quality of education. (Andy Dean/iStockphoto) By Desert Star Staff SACRAMENTO, Calif. — California schools have far too few teachers and other adults on K-12 campuses, and children’s education is suffering. That’s according to a new report from the nonprofit group Children Now.

Researchers compared a typical high school, Gunderson High in San Jose, with similar schools in two other states. They found the student/teacher ratio is 30-to-1 in California, but 20-to-1 in Illinois and 11-to-1 in New Jersey. Teryl Burditt, a first-grade teacher October 30, 2019

from Lancaster, said California teachers are overwhelmed. “Now some of our schools have 33 first graders and no instructional aide,” Burditt said. “We have no planning time. Zero. So, any planning we do is on our own time.” The report found that

California spends about $11,000 a year per pupil whereas Illinois and New Jersey spend $3,000 and $6,000 more per student, respectively. The difference? Schools in better-funded states have more instructional aides, librarians, counselors, coaches, music, arts and technology teachers and extracurricular programs. Burditt said huge numbers of California teachers will be retiring in the next few years - and underfunding will make it hard to recruit and keep replacements. “If they get in and they’re not getting supported, it will be a rough go getting enough teachers into the classroom,” she said. “A little help would go a long way towards keeping teachers in the profession.” California has slowly restored most of the cuts made during the recession, but even at pre-recession levels, California lags far behind other states in educational funding.

Are Your Lungs Trying to Tell You Something?

Photo courtesy of Getty Images By Desert Star Staff Do you get short of breath doing daily activities? Feel like you’re unable to take deep breaths? Are you constantly coughing or wheezing? If you said yes to any of these questions, you may be experiencing symptoms of chronic obstructive pulmonary

disease (COPD), a serious, potentially devastating lung disease also known as chronic bronchitis or emphysema. Though it’s easy to think of these symptoms as just part of “getting older’’ or as problems that come with allergies, often they are not. Nearly 16 million people in

the United States are currently living with a COPD diagnosis, and millions more don’t know they have it. COPD is the fourth leading cause of death in the United States and a leading cause of disability. In people with COPD, the airways that carry air in and out of the lungs become

partially blocked, which makes it increasingly difficult to breathe. If left undetected, the disease can greatly affect your quality of life and your ability to complete even ordinary daily activities. COPD often occurs in people who have a history of smoking or long-term exposure to secondhand smoke and other lung irritants, such as air pollution, chemical fumes, and dusts from the environment or workplace. The chances of getting COPD also increases significantly in people who have alpha-1 antitrypsin deficiency, a rare genetic condition. While COPD develops slowly and worsens over time, its symptoms can be treated and its progression can be slowed, which is why early detection and treatment are so important. If you are noticing any issues with your breathing, talk to your health care provider about getting tested for COPD. The sooner you get a diagnosis, the sooner

treatment can begin. Your provider will design a treatment plan to help address your symptoms and improve your lung function and quality of life. The key to keeping COPD at bay – or preventing it from getting worse – is to understand and recognize the signs and symptoms early and discuss them with your health care provider. The sooner this happens, the sooner you can get back to doing the things you love. Through educational efforts like the Learn More Breathe Better program (https://www.nhlbi.nih.gov/ breathebetter), the National Heart, Lung, and Blood Institute shares valuable information about the symptoms of COPD, as well as how to diagnose and treat it. With these tools, those living with COPD can effectively manage the disease, and those who have symptoms can find the support and assistance they need. Family Features

Proposal Could Put Millions of Electric Cars on Road

A proposal by Senate minority leader Charles Schumer would help build the charging stations needed for the transition to electric vehicles. (rh2010/Adobe Stock) By Desert Star Staff HARTFORD, Conn. – Clean air advocates say combating climate change requires switching from gaspowered cars to clean electric vehicles, and a bill being

proposed in Washington could jump-start that transition. Senate minority leader Charles Schumer of New York has proposed a sweeping measure that he says could take 63 million gas-guzzlers off

the road by 2030 and replace them with electric cars. According to Luke Tonachel, director of the clean vehicles and fuels group at the Natural Resources Defense Council, the proposal

starts with offering rebates to encourage car owners to trade in their gas-powered vehicles for domestically manufactured electric cars. “It is geared towards all car buyers, whether you can afford a new car, but there’s even provisions for getting a used electric vehicle and additional incentives if you’re low or moderate income,” Tonachel states. Tonachel says the plan has the support not only of environmental groups but labor unions and major automakers. Right now, manufacturers depend on overseas factories for batteries and other electric vehicle components. Tonachel says Schumer’s plan would help create a domestic supply chain. “This bill would provide money to establish factories here in America, which is about ensuring that we have high quality, good paying jobs

for the auto industry going forward,” he points out. The plan also would give federal help to build the millions of charging stations that will be needed to make electric vehicles a practical alternative. The Trump administration has been hostile toward efforts to reduce auto emissions and Tonachel says Schumer’s proposal may have to wait for a new administration. But he says there are other measures that both Democrats and Republicans support now. “One of the things that Congress can do right now is extend the existing tax credits, which will also be a good driver for helping to accelerate the transition to electric vehicles.” A bill called the Driving America Forward Act, which would make 400,000 additional electric vehicles eligible for tax credits, has bipartisan support in the Senate.

South Dakota Initiative Successfully Reduces Juvenile Detention By Desert Star Staff SIOUX FALLS, S.D. – In the past six years, the youth detention population in South Dakota has decreased significantly and the number of juveniles committed to the Department of Corrections has decreased by 65%. The reduction is a result of the Juvenile Detention Alternatives Initiative, adopted in 2011. State coordinator Annie Brokenleg says locking youths up can accelerate criminal behavior by harming mental health and can negatively affect future educational and employment opportunities. Instead, she says tools now are used to determine which youths are eligible to participate in after school or evening rehabilitation activities. “They get life skills, they get help with their homework, they do cooking classes, they do community service projects over the weekend, so it’s providing them the

positive opportunities in the community, versus sitting in detention,” she states. Since the early 1990s, 40 states and Washington, D.C. have adopted the JDAI framework to put children in trouble on a better path. Developed and supported by The Annie E. Casey Foundation, the initiative reports that juvenile detention populations in participating states have been cut in half. South Dakota has done even better, decreasing the number of youths in detention by 62%. The detention alternative was introduced in counties that include Sioux Falls and Rapid City, but is now expanding to counties that include Mitchell, Aberdeen and Watertown. Brokenleg says the goal is not only to safely decrease the number of youths held in detention, but also increase options for them to remain in their communities.

Research suggests detention of juveniles can increase the likelihood that they will commit another crime. (aclu.org) “Kids that can be safely supervised in the community, like through the evening reporting center, they’re more likely to graduate high school, they’re more likely to maintain steady employment, and will be less likely to reoffend,” she points out.

In 2018, only 6% of youths failed to appear for court after being released and only 11% of youth re-offended. Despite the progress, Brokenleg says improvements are needed in order for every youth, especially

Gen Z and Millennials Troubled by the Hype By Desert Star Staff COLUMBUS, Ohio — With just over a year before the 2020 presidential election, a new survey reveals the major issues of concern for two generations of young Americans. According to research from the Cause and Social Influence Initiative, Gen Z and Millennials say social causes and movements that resonate in their own lives are most important to them. Climate change tops the list, followed by civil rights, www.desertstarweekly.com

immigration, healthcare reform, and mental health. Lead researcher Derrick Feldmann said they also asked people from both generations about their take on “fake news.” “Seventy-seven percent of the 18- to 30-year-olds view that fake news is real and is in existence,” Feldmann said. “What’s also fascinating about this is that around 73% believe that the election will be influenced by fake news, particularly on some of these social issues.”

According to the report, 48% of respondents said the country is off track, and 44% believe it’s further off track now than before the 2016 election. Gun safety dropped off the list of top social issues for 2019 compared to one year ago. And Feldmann noted there’s a big difference in interest about this issue between these two age groups. “If you have a look at all the online conversation among those two generations, 84% of the gun-control October 30, 2019

conversation comes from Gen Z versus 16% coming from Millennials,” he said. Once they become aware of an issue of concern, a majority of respondents said they would choose to act. And Feldmann said they cited “casting a ballot” as the number-one action. “The options were robust, everything from donating, volunteering, attending marches and rallies,” he said. “But by far, the only category that didn’t have voting as the

number-one way to make change is mental health. The felt persuasion and conversation among peers and friends who are struggling with mental health was the way to address that issue.” The primary reasons respondents gave for choosing not to act is that they don’t know what to do, they think “it’s not my place,” or they believe they are unable to make a difference. Encouraging Youth Sports and Their Benefits

By Desert Star Staff Sports help shape kids’ lives, but due to funding shortages, some school sports programs are at risk. Most experts agree physical activity is an essential aspect of youth development that teaches teamwork, builds confidence and fuels academic potential. However, according to a survey of middle school educators engaged with DonorsChoose.org, 6 in 10 feel their middle school athletic programs are barely funded or underfunded. In fact, a lack of funding accounts for 47% of

cuts to middle school sports programs, the survey revealed. A multiyear program known as “Mission Tiger,” launched by Kellogg, is committed to helping save middle school sports. The initiative started with a $1 million commitment to DonorsChoose.org to fund projects big and small at schools in need. Professional athletes passionate about youth sports, including Olympian Julie Ertz, are teaming up with the program to help underfunded programs. The pro-soccer

midfielder teamed up with Mission Tiger to help a school inspire its students’ dreams both on and off the field by donating new equipment, including soccer balls, cleats, shin guards and more. “Growing up, I learned numerous skills from sports, skills that applied not only to athletics but to my everyday life,” Ertz said. “This is one of the many reasons why I joined the Mission Tiger team – we’re not just giving kids the opportunity to play sports, we’re giving kids the opportunity to

By Desert Star Staff As text-obsessed as we’ve become as a society, there’s still an argument to be made for making a human connection. Here, T-Mobile and Metro by T-Mobile’s digital etiquette expert offers 12 tips on how to perfect the art of mobile communication. With more ways to communicate on our phones than ever before, it’s no surprise that the etiquette around choosing a method to deliver your message is far from clear. A text often seems exceedingly more convenient than a phone call, but, as digital etiquette expert, Elaine Swann, explains, texting is not always appropriate.

3. News: Swann’s rules here are simple: “If it’s big news you’re texting, it should only be good news like I got the job, we got the house, etc.” It’s also okay to text when the news isn’t so good, but only if you aren’t able to talk or if people are awaiting an update. An example would be, “We’re at the hospital, keep us in your thoughts — can’t talk.” Or, if someone is having surgery, texting an update to loved ones is acceptable. 4. Length: This has less to do with the content of the text, and more to do with how long your message may be. Swann says that if your note is short, a text is fine, but if it goes beyond a few short sentences or becomes complex in nature, then that would be your indication to pick up the phone. 5. If you can’t talk, don’t answer: This is a perfectly acceptable — and common — situation to send a text that you’ll call the person back when you’re free.

kinds of big announcements over the phone. 2. Not-So-Good News: When news is life-changing and not in a good way, Swann says this should always be a phone call. 3. When You’re Concerned About Someone: “If you kind of get the feeling that a person is taking a little mental break, it’s fine to text to touch base letting them know you’re thinking of them,” Swann says. “But, if you’re gravely concerned about their wellbeing, then a phone call is more appropriate.” 4. When There’s Lots to Say: Typically, Swann says, you should try to respond in the same manner that you were contacted. However, if you receive a text and have a lengthy response, it would be more appropriate to call the person instead of text back. 5. When You’re Driving: One instance where you should not text, even in response to someone, is of course when you’re driving. If you’re able to use your device hands-free, call the person and tell them you’re on the road and can’t text back. 6. To Clarify an Increasingly Difficult Thread: “We all know that technology doesn’t always translate everything well,” Swann says. “Instead of sending three or four text messages to clarify

develop beneficial skills that can positively impact the future of today’s youth.” Consider these benefits of youth sports: • Teamwork: Sports teach kids the advantages of working together toward a common goal. The ability to collaborate with peers, including those outside a child’s immediate circle of friends, is a skill that provides benefits through adulthood. • Character: Learning how to accept wins and losses gracefully isn’t just good sportsmanship, it’s a life lesson. A playing field puts these lessons to use so kids can practice empathy and other social interactions in a comfortable setting. • Fitness: Sports are a fun way to get kids moving, and this increased physical activity helps build healthy bodies and reduces the risk of diseases. From cultivating a healthy heart and lungs to helping prevent high blood pressure and, ultimately, heart disease, regular physical activity provides numerous health benefits. • Discipline: While free play has its place, kids also need structure and boundaries. Sports come with rules, and kids naturally learn

through positive reinforcement (scoring points or winning a game) and consequences (getting a penalty or losing). • Academics: Studies reveal that physically active children score higher on tests and are more likely to go to college, according to research published by The Aspen Institute. Sports help reinforce learning concepts and habits like repetition and problem-solving. Those skills, along with the sense of accomplishment that comes with learning, are transferrable to the classroom setting. something — a location to meet, understanding directions, etc. — it’s a good idea to call someone and shore up those details.”

7. Asking Someone out on a Date: “This should always be a phone call,” Swann says. “The same goes for breaking up with someone.”

Text vs. Talk – When Is the Perfect Time for Each?

When should I text? 1. Logistics Coordination: According to Swann, daily situations involving logistics — directions, arrival times, departure times, etc. — are always better suited to a text message, as the recipient will have the information easily at hand on their mobile device should they need to review it. 2. Requests / Favors: Swann notes that it’s perfectly fine to send a “Running late, could you pick me up something?” request that involves daily routines like procuring food or running errands.

These Thieves Don’t Want Your Entire ID; Just A Piece Of It

By Desert Star Staff If people weren’t worried enough about protecting their identities, now comes “synthetic identity fraud,” the Frankenstein monster of ID theft where crooks cobble together bits and pieces of different people’s identities to pull off their crimes. “One example of how it works is when a thief will take your Social Security number and blend it with someone else’s address and a fake name to create a fictitious identity,” says Stephen Hyduchak, CEO of Aver (www.goaver.com), an identity-verification service. Synthetic identity fraud isn’t really new, but it’s been growing rapidly in the last few years to become the fastest-growing financial crime. While these identity thieves can use an adult’s Social Security number, they

often target children because they aren’t currently using their Social Security numbers and likely won’t discover the subterfuge until the day, several years from now, when they accept their first summer job or apply for a credit card. “The thieves will use these manufactured identities to apply for government benefits, open bank and credit card accounts, apply for loans or utility services, or even rent a place to live,” Hyduchak says. And, unfortunately, many banks and businesses aren’t doing a good job of making sure they are actually dealing with who they think they are dealing with, he says. As a result, Equifax reports that synthetic identification fraud now accounts for 80% of all credit card fraud losses, and nearly one-fifth of credit card charge-offs.

Hyduchak says there are steps consumers can take to protect themselves and their identities, such as avoid using debit cards whenever possible and don’t put their date of birth and place of birth on social media. With synthetic ID fraud, though, the onus largely falls on businesses, which need to do a better job of protecting their customers, he says. Hyduchak says there are a few clues that could indicate to businesses something is amiss with the person they are dealing with: Criminals often use common male names. In the United States, for example, you can’t get more common than a name like John Smith, and fraudsters use that to their advantage because it’s hard to distinguish people with common names from each

other, Hyduchak says. “Using the data and statistics to play the odds, the criminals use this to trick reports,” he says. Fraudsters don’t have much social footprint. Hyduchak says his team has noticed that fraudsters usually don’t take the time to build much of a social media profile with their fake identifications. “Linkedin profiles with less than two work histories and no college experience are immediate flags,” he says. “Many do not even have a social media profile of any nature.” Applications lack birthdates. In some cases, identity thieves don’t like to give definitive birthdates. “That’s because a search of the common name they are impersonating turns up a lot of individuals with the same name, meaning the ages are

all over the map,” Hyduchak says. “The bad actors try to play the odds and hope to get through compliance systems.” Name and email addresses don’t match. Most adults use an email address that is some variation of their first and last names, perhaps with a number or a middle initial added if someone else already had the email address. “When a name does not match the email, it is something else that is a flag for identity fraud,” Hyduchak says. “Even though each of these pieces can be ambiguous and subjective, they can be a strong indicator of fraud,” Hyduchak says. “It’s imperative that banks and businesses have some sort of identityverification system in place to protect both themselves and their customers.”

Voting Rights Remain in Limbo with Amendment 4 Ruling

By Desert Star Staff TALLAHASSEE, Fla. — The legal fight to restore the voting rights of some 1.4 million Floridians who were formerly incarcerated will carry on, as the 2020 election approaches. Giving a slight victory to voting-rights groups, a federal judge ruled the state can’t deny the right to vote simply because a person can’t afford to pay their court fines. After voters approved Amendment 4, a Republicancontrolled Legislature added restrictions, arguing that all fines and restitution amounts should be paid to complete a person’s sentence. Nancy Abudu, deputy legal director with the Southern Poverty Law Center, said the new law has caused confusion because the state doesn’t really know how many people have fines pending. www.desertstarweekly.com

“And the state has even acknowledged that they don’t know,” Abudu said. “And that’s the reason why one of the claims in the case has to do with the confusing process or nature of this law. There’s no uniform, systematic recordkeeping process in place.” The Florida Rights Restoration Coalition will kick off a statewide bus tour on Saturday to raise awareness for its Fines and Fees Fund to help people who may encounter financial barriers during the voter-registration process. Judge Robert Hinkle’s ruling only applied to those who sued, and he said even they aren’t automatically eligible to vote. That issue will have to be clarified when the Florida Supreme Court hears the case in April 2020. In the meantime, Abudu is encouraging others who have

A coalition of Florida organizations rallies in Tallahassee against Senate Bill 7066, which stipulates all prison-related fines must be paid before a person’s voting rights can be restored. (Trimmel Gomes) paid their fines to register. “There’s enough number of people who don’t owe any financial obligations and they know that,” she said. “And therefore, for sure, October 30, 2019

those individuals should go ahead and register to vote and should hopefully face no obstacles in terms of getting back on the voter rolls.” For anyone wondering

whether they are eligible to register, groups like the Florida Rights Restoration Coalition have said they will hold activities throughout the state to help educate the public.

HOROSCOPES ARIES

How to more fully secure finances and resources held in common and also stabilize relationships? These questions you ponder the next several months. Some answers. Maintain necessary boundaries and confidentiality yet be very truthful with those you trust. Pay bills, organize and safeguard important papers, tend to long forgotten needs (and deeds), and allow no alienation to occur. Share and safeguard more.

TAURUS Important tasks, set aside for months, now need tending and completing. These include cleaning, clearing, home repair, order and organization, ordering supplies, licensing, day to day living needs, commitments and something concerning marriage. Deep emotions emerge from the tests. They will appear in all relationships. Partnerships need deep mindful listening. Sit down together. Communicate heart to heart, Soul to Soul.

GEMINI The nine tests reveal themselves in daily life events, such as scheduling, tending to self, health, animals and serving others. Mercury retrograde asks you – are you taking care of yourself. Ask others to assist you if needed. It’s important that you tend to daily health tasks, set high standards, floss more carefully, act as if you are beloved, be respectful,

and communicate as if the maintenance of the world depended upon it. You can do it all with grace & beauty.

CANCER You might feel restricted, lost and alone and far away from others, especially if family is not around. You may be stretched in four directions, experience financial fears with dreams intruding upon reality. “What’s real?” you ask. This question is all about the tests. You remember to step back and observe, to nurture yourself, and to dream more about what you really desire. And to plant some winter seeds.

LEO You may be concerned about money—lack or loss of it or not receiving your share in a family legacy or will. You may be concerned with having resources to purchase something quite large like a home. You remember nothing large is purchased in a retrograde. Sometimes you hide away enfolded in shadows. If there is persistent grief, take Ignatia Amara (homeopath). Death could be on your mind. Death is our great adventure, a liberation. We’ve experienced it thousands of times.

or separative judgments to take hold. Have the intention to pass the Nine Tests with loving care. Then assist others in their tests. Hold a light up for them in their darkness. Lighting their way. The Light of the Soul.

LIBRA Review all monetary situations—loans, bills, and tithes in order to carefully assess finances in the next three months. This is a good exercise. You’ll find life is generous. In turn, you are to be generous, too. Give to (tithe) those in need. Do this scientifically. A bit each month. Financial differences occur within relationships. Stand your ground by sharing. Then share more. We are given more and more so we can give again and again.

SCORPIO The tests for Scorpio center on one’s self-identity. You will observe your many selves through the lens of who you think you are, who you used to be, and who you really are, now and in the future. This is complex but not confusing. It’s clarifying, especially since the tests are made especially for you. Watch your communication. Mercury will be watching and listening. Always practice Ahimsa (doing no harm). Karma is neutralized.

following 10 tips to help keep homeowners from falling victim to a Halloween trick: • Declutter your yard. Remove outdoor items, like tools and children’s toys, from your walkway and put them away in a secure place. It prevents possible theft as well as potential injuries. • Visibility is key. Try on your child’s mask before they go out on the big night. It will give you perspective on what they can and can’t see and will allow you to better view your own walkway. • Leave a light on. Turn your porch and sidewalk lights on so trick-or-treaters can see their way to your door with no problem. Even a clear walkway is hard to navigate in the dark. • Stay “in” for the night. In addition to porch lights, leave house lights on so trick-or-treaters – and possible vandals – believe you are home, even if you aren’t. Vandals are less likely to do their dirty work out in the open.

Top 10 Ways to Protect Against Halloween Havoc

By Desert Star Staff LOS ANGELES, Calif.– Halloween can be spooky, with more tricks than treats for homeowners. “Halloween vandals can take your house from haunted to downright scary,”

8

DesertSTAR

October 30, 2019

• Keep your pets inside. Some dogs and cats can become easily spooked by strangers or kids disguised in costumes. Pets that become agitated by the doorbell or unexpected guests should be kept in a part of the house away from the front door. • Park it away. Put your car in the garage for the night, if you have the room to do it. This gives potential vandals one less target. • Get smart (tech). Smart home technology is a great way to monitor and secure your property on a night well known for unexpected visitors looking to cause a little mischief. Smart home lights and cameras connected to a mobile device give you finger-tap control of your home’s surroundings, including making it look like you are home while you’re out at a Halloween celebration. • Take down the jump-scares. Avoid pop-up scares at your door or on your lawn. They may be fun,

but the short-term response is overshadowed by the potential for harm to visitors. • Create a game plan. Talk to your neighbors and come up with a schedule to watch your block. Assign watch times and map out potential trouble spots. Invite local law enforcement to your meeting to get additional advice prior to the big night. • Stay covered. Don’t forget to review your homeowner’s insurance policy. Halloween is a busy holiday period with a lot of activity in neighborhoods, so it’s not out of the ordinary to hear reports of ‘pumpkined’ cars or eggdamaged homes. The good news is that the right kind of insurance can help you with many of these costly pranks – talk to your insurance agent before Halloween to review your current coverage. ‘Stuber’ A Lame Summer Comedy Now On DVD

After seeing “Stuber” I certainly wouldn’t want to be an Uber driver. I also wouldn’t want to know this action-comedy twice. While it received a 79 percent audience approval rating on Rotten Tomatoes, most critics were definitely unimpressed. The film stars Kumail Nanjiani (“The Big Sick”) as an Uber driver who is trying very hard to get a five-star rating for his services and Dave Bautista (Drax the Destroyer in “Guardians of the Galaxy”) as Vic, an L.A. cop with an attitude. For Vic, the job comes first, even when it comes to his relationship with his artist daughter (Natalie Morales). As the film starts, we learn that she really wants dear old dad to attend a gallery showing of her work that evening. He promises he won’t forget. Still, when he gets a hot tip on the location of his partner’s killer, he instantly decides to pursue the murderous heroin dealer (martial artist Iko Uwais “The Raid Redemption” and “The

Raid 2”). However, Vic has a big problem. He has blurred vision and is scheduled for a Lasik operation. Since he can’t see straight, in more ways than one, he calls for an Uber driver who turns out to be the mild-mannered Stu. Their ride experiences lead the duo to a strip club for clues and also to a den of drug dealers where the murderer often hangs out. While Vic doesn’t find his suspect, he does discover that the junkies have been giving dope to their hapless dog. To his credit, Vic is an animal lover who rescues the dog and takes him to a local vet. This leads to a shoot out when the murderer shows up. Much to his horror, poor Stu is caught in the middle of the action. The ongoing chase leads to many violent twists and turns, and Stu worries he won’t live to see another day or get his desperately needed five-star review. He also fears he will miss his tentative date that night with Becca (Betty

Gilpin), a lady he yearns for who doesn’t reciprocate. Do they stand a chance for romance, provided he gets out alive in his electric car? “Stuber,” written by Tripper Clancy and directed by Michael Dowse (“Goon”) is rated R for violence and language throughout, some

sexual references and brief graphic nudity. Running time is 1 hour, 33 minutes. “Stuber” is now available on DVD.

Disney’s 2019 “Lion King,” (not the animated one from 1994) is back again.

This time all the animals are computer-generated so that they look like the real African animals they portray. While the look has changed, the basic storyline is still intact. If you missed this charming film on-screen this past summer, have no fear. “The Lion King” is now available on DVD.

The local power company is planning to cut electricity to 940 homes and businesses to prevent more blaze. San Francisco authorities have also warned the residents that even though the blaze won’t approach the city, the thick smoke is likely to cause breathing problems over the weekend. The Kincade Fire has burned over 40 square miles since starting on Wednesday, and Cal Fire said on Saturday that only 10% of it was contained, according to Cal Fire. “You can’t fight a fire that’s spotting ahead of itself a quarter of a mile, half a mile, in some cases a mile ahead of itself,” Cal Fire Division Chief Jonathan Cox said.

Stephen Adly Guirgis’ “Between Riverside and Crazy” at The Fountain Theatre

Montae Russell (Walter “Pops” Washington,) Joshua Bitton (Lt. Caro,) Lesley Fera (Detective OConnor,) Marisol Miranda (Lulu,) and Matthew Hancock (Junior). Photo by Jenny Graham One can pretty much count on outstanding theatrical presentations at the awardwinning Fountain Theatre. The latest production to grace its busy stage is the Los Angeles premiere of Stephen Adly Guirgis’ Between Riverside and Crazy, his multi-award winning play, including the 2015 Pulitzer Prize for Drama. The storyline in this talented playwright’s tightlywritten script, which is skillfully directed by Guillermo Cienfuegos, revolves around the central character of recent widower and retired cop Walter’ Pops’ Washington, brilliantly played by Montae Russell, who gives a highly actualized sub-textual performance as a man beset with almost an unmanageable set of life’s circumstances. First, he refuses to settle a lawsuit with the city emanating from being shot six times by a rookie cop outside a very undesirable bar, which as an off-duty cop, he probably should have avoided. While riddling Walter with bullets, the rookie let loose a string of descriptive epithets directed at Walter’s AfricanAmerican heritage. The lawsuit has been ongoing for decades, but Walter, who was on the force for 30 years, refuses to settle on the grounds that he was shot because he’s black, and the financial settlement is less than the amount he wants. In an effort to blackmail him into signing off on the settlement and Confidentiality Agreement, Walter, who spends his time sitting in his late wife’s wheelchair and drinking heavily, is threatened with losing his rent-controlled Riverside Drive apartment, nicely designed by David Mauer. At this point, he is impervious to threats and really doesn’t care. As if dealing with his

10

DesertSTAR

own predicament wasn’t enough, living with him now is his son Junior, well played by Matthew Hancock, who is newly released from prison for probably selling “hot” merchandise. Junior’s girlfriend, Lulu, played by Marisol Miranda, also lives in Walter’s apartment along with sad-sack Oswaldo (Waldo), who is brought to life by Victor Anthony, who captures the struggles of a recovering addict trying to stay clean and sober. He has just received his 90-day sobriety chip, which he wants to share with his estranged father, an attempt that results in a sad, violent outcome. Marisol’s performance did not rise to the polished theatrical level of the rest of this highly professional cast as although she is clearly “eye candy,” her acting did not leap over the “footlights” and would be more suited to television or film. Out of respect, everyone refers to Walter as “dad” who is basically a foul-mouthed, cynical, angry man who still hasn’t gotten over the death of his wife, Dolores. Perhaps sitting in her wheelchair makes him feel closer to her as he downs drink after drink, beginning with whiskey in his morning coffee, without any outward manifestations of being drunk, which is not unusual for alcoholics. As is somewhat customary for recovering addicts to pick a healthy “addiction,” at the top of Act I, Waldo does a long dissertation on the merits of eating good food, pointing out to Dad the dangers in eating non-organic food. Dad is duly unimpressed and has no intention of altering his eating habits. In an unexpected visit, his ex-partner Detective Audrey O’Connor, played by Lesley Fera, shows up with Lt. Dave

Caro, both of whom, thanks to the excellent script, and spoton directing, create interesting characters who keep their hidden intentions under wraps – at least for a while. The last character to arrive is the Church Lady, extremely well played by Liza Fernandez, who mines the different aspects of her unpredictable character. She is ostensibly visiting Walter to minister communion, but in a hysterical transition from the soft-spoken lady of God, to seductress, administers communion in a most unorthodox method which, under old circumstances, would call for smoking a cigarette afterward. Poor Walter. It’s all too much for him and results in a health issue, followed by yet another visit from his ex-partner Audrey and her now fiancée Lt. Caro, who graced his girlfriend’s finger with a huge diamond engagement ring. It seems there’s more at stake for the good lieutenant than meets the eye. By now, Walter is exhausted, and they are wearing him down to sign the

He may be sick, but he’s not stupid and realizes there must be something big at stake for the good lieutenant and cleverly lays out the rather unusual terms under which he will sign off on the lawsuit. At first, the dynamic duo thinks he’s kidding, but he’s not, and our dear Walter gets the last laugh after all. With regard to the production values, augmenting David Mauer’s excellent set design, are Matt Richter’s lighting, Shen Heckel’s set decoration, and Christopher Moscatiello’s sound design, all worked together in what technically unfolded on stage. Although laugh lines abound in this two-act play, I would not characterize it as a comedy as it deals

Should You Change Your Plan for 2020?

Get Help Paying for Prescriptions

Medicare health and drug plans change each year and so can your health needs. Think about your health status and determine if you need to make a change. Ask yourself these questions: n How does my plan compare to others in covering my drugs? n Are other plans more affordable? n Am I interested in having a plan that covers extra benefits like dental and vision? n Does the network include the specialist or hospital I want for an upcoming surgery?

Anyone who has Medicare can get prescription drug coverage. Some people with limited resources and income may also be able to get Extra Help to pay for monthly premiums, annual deductibles and prescription co-payments related to a Medicare prescription drug plan. If you have limited income and resources, you may qualify for Extra Help to pay for some health care and prescription drug costs. Medicare estimates more than 2 million people with Medicare may be eligible for Extra Help but aren’t currently enrolled in the program. To qualify, your annual income must be less than $18,735 a year ($25,365 for married couples). Even if your annual income is higher, you may still qualify. Your resources must also be limited to $14,390 ($28,720 for married couples). Resources include bank accounts, stocks and bonds, but not your house, car or life insurance policies. To see if you qualify, apply online at secure.ssa.gov/i1020/ start or call 1-800-772-1213.

Consider what matters most to you when it comes to health coverage and be open to exploring your options, like Medicare Advantage plans from private insurers, which allow you to simplify your coverage by combining all your Medicare health and drug coverage into a single plan. Users who choose a Medicare Advantage plan often get extra benefits, like vision, hearing, dental and prescription drug coverage. As another alternative, users who choose Medigap can use any doctor who accepts Medicare and receives help with out-of-pocket costs but need a Part D plan to cover their prescription drugs.

Take Action Before Open Enrollment Ends

Medicare Open Enrollment ends Dec. 7. Now is the time to act if you want to enroll in or make changes to your Medicare health or prescription drug plan for coverage beginning Jan. 1, 2020. Unashamedly intolerant: Veganism promotes a religion of hate By Desert Star Staff You’ve probably heard of transphobia or xenophobia or islamophobia. Well, welcome to the latest invented fashionable phobia, vegaphobia! Vegaphobia refers to meat-eating purveyors of hate, who dislike and fear vegans. Veganism loves to present itself as a brave progressive doctrine fighting off hordes of uneducated, angry carnivores. In reality, it is the ideology of veganism which promotes a religion of hate. Veganism is unashamedly intolerant. anti-meat campaigners are not prepared to allow others to decide for themselves what they should eat. That is why activists upholding the ideology of veganism feel entitled to invade supermarkets and prevent people from gaining access to the meat counter. They are zealously intolerant towards people who choose to adopt a diet that is at variance with their ideology. Veganism has become an unpleasant and sanctimonious ideology that directs its energies towards imposing its lifestyle on society. This is an ideology that is not confined to the objective of eliminating the consumption of meat! Veganism is inextricably connected to a broader project of social engineering. It dislikes consumerism and looks down on people who enjoy driving their cars and taking their family on overseas holidays. The ideology of veganism has become increasingly expansive. It plays a vital role in the culture wars that dominate Western societies. That is why a Guardian essay, sympathetic to veganism, declares that the “consumption of meat is visibly aligned with a certain kind of conservative alpha-masculinity.” The association of masculinity with conservatism is a caricature close to the heart of advocates of identity politics. Add meat-eating to this mix, and it is only a matter of time before the sight of men eating their burgers becomes a symbol of a cultural crime. Veganism attempts to guilt-trip and ridicule meateaters. It has successfully encouraged fellow social justice propagandists to embrace its crusade. The use of the word ‘gammon’ has become part of their woke vocabulary. The term gammon is hurled at supposedly conservative middle-aged English nationalists who still possess the ‘disgusting’ taste for meat. From their standpoint, meat, eating is a marker for nationalism, racism, xenophobia, homophobia, and heteronormativity. Veganism embodies all the worst features of

identity politics. Identity politics regards criticism of its lifestyle as a threat to its very existence. Consequently, its response to criticism is to shut down discussion. That is why it is not surprising that last week, veganist activists attacked the BBC for failing to challenge the supposedly ‘fatuous propaganda’ putforward by food writer Joanna Blythman. Blythman’s sin was to claim that a vegan diet “cannot compare in nutrient density” to meat-based diets. If vegans zealots have their way soon, criticism of their lifestyle – vegaphobia – will be declared a hate crime. Let’s be clear. It is OK not to eat meat. People are entitled to adopt a vegan lifestyle. Everyone is allowed to live according

to their inclination. Still, no one has the right to impose their consumption preferences on others. Unfortunately, veganism has

become a censorious and coercive dogma that encourages its followers to impose their lifestyle on others. And that is not OK. By Professor Frank

MUSIC

BY ROBERT KINSLER

Music Legends Inspire Anew

Albums from two bona fide Rock and Roll Hall of Famers as well several exciting titles from rediscovered artists make for a diverse field of notable new releases. Artist: Neil Young with Crazy Horse Title: Colorado (Reprise) You might like if you enjoy: Neil Young, Pearl Jam Tell me more: Listening to the eagerly-awaited return from Neil Young with Crazy Horse (“Colorado”) is akin to catching up with a beloved old friend. From the gentle melodies and approach on the aptly-pegged “Olden Days,” wistful “Milky Way” and tender “Eternity” to the blistering “Shut It Down” and “Help Me Loose My Mind,” the album finds Young, guitarist-keyboardist Nils Lofgren, bassist Billy Talbot and drummer Ralph Molina locked in and firing on all cylinders. “Colorado” is the troupe’s first effort since 2012’s stellar “Psychedelic Pill,” and the release is often focused squarely on the plight of planet Earth, notably the aforementioned “Green Is Blue” and “Shut It Down.” Young’s keen observations are told with an urgency that proves he has lost none of his celebrated mettle over the past 50+ years. The 13-minute “She Showed Me Love” revisits the territory of some his most potent rockers with Crazy Horse while the acoustic gems “I Do” and “Think Of Me” recall the quiet Americana-swept beauty

displayed across his classic 1992 “Harvest Moon” album. Information: NeilYoung.com. Artist: Ringo Starr Title: What’s My Name? (UMe) You might like if you enjoy: The Beatles, Ringo Starr Tell me more: It is hard to believe that “What’s My Name?” is Ringo Starr’s 20th solo album. But anyone who has seen Ringo Starr and his All-Starr Band in recent years knows the former Beatle and world’s most famous purveyor of “peace and love” continues to release fun and spirited albums featuring his winning signature rock ‘n’ roll sound. Starr’s new album has plenty to celebrate, from the celebratory “Life is Good” and “Thank God for Music” to the shimmering “Magic” (bolstered by Steve Lukather’s artful and flashy guitar work) and scintillating “Send Love Spread Peace” to the genuinely funky “Gotta Get Up to Get Down” (featuring Joe Walsh on vocals and guitar). This writer’s favorite track is the soulful rocker “Better Days”; that track features some of the Rock and Roll Hall of Famer’s best-ever lead vocals amidst a soundscape that actually draws comparisons with some of Duran Duran’s best-known modern rockers. There are several classics covered here, the best being a tender take on John Lennon’s “Grow Old With Me” featuring Paul McCartney on bass and backing vocals. The album closes out with the

exuberant Colin Hay-penned title cut, the perfect way to wrap up the disc. High-profile guests abound across “What’s My Name?” including bassist Nathan East (Fourplay), keyboardist Benmont Tench (Tom Petty & the Heartbreakers) and guitarist Dave Stewart (the Eurythmics). punk push of “Hit or a Miss” and dreamy sheen of “Halo of Pain” to the Latin-tinged feel of “Angel of Losses,” the latter a beautiful showcase for Hunter’s dynamic soprano and Mateus’ nuanced guitar textures. Information: www. DisturbedFurniture.com.

Artist: Jimmy “Duck” Holmes Artist: Disturbed Furniture Title: Cypress Grove (Easy Title: Continuous Pleasures Eye Sound Recordings) (Arevarc Records) You might like if you You might like if you enjoy: Robert Johnson, enjoy: Ride, Siouxsie Willie Dixon, Marcus & The Banshees, King, Otis Taylor Mazzy Star, Blondie Tell me more: The Dan Tell me more: When Auerbach-produced “Cypress Disturbed Furniture reunited Grove” is truly a celebration two years ago to perform and of the otherworldly talents record new music it marked of bluesman Jimmy “Duck” the return of an important Holmes, a 72-year-old great player from New York’s early whose sound connects 1980s underground music listeners with the Delta blues of scene. Now the band’s the early 20th century. On the five-song EP “Continuous newly-issued “Cypress Grove,” Pleasures” is available and is Holmes is joined by a parade re-introducing the art rockers’ of notable guests including timeless approach to a new guitarist Marcus King, drummer generation of savvy listeners. Sam Bacco, bassist Eric The vibe and sound here recalls Deaton and aforementioned groundbreaking bands such as Auerbach who collectively Ride and Mazzy Star, but with recreate the experience of the unique approach of singer dropping by Holmes’ Blue Front Alexa Hunter, guitarist Jorge Cafe in Bentonia, Mississippi Arevalo Mateus, drummer on a Saturday night. The sound Mick Oakleaf and bassist Shin here is not confined to the past, Sakaino . A blend of indie rock, but rather serves as a time poetic spoken word and world tunnel that blends past and music tinges, the five-song present as the freewheeling disc will hopefully serve as fire Holmes often defies rigid and for the creation of a full-length repeating chord progressions in LP from the band soon. The favor of hypnotic grooves (just range of emotions and sounds listen to “Goin’ Away Baby,” probed range from the post“Little Red Rooster” and “All

Night Long”). Other standouts on the excellent album include “Hard Times” (where Holmes tackles Skip James’ song to the lone accompaniment of his own guitar), the roughand-tumble acoustics of “Devil Got My Woman” and his confessional “Gonna Get Old Someday.” Information: EasyEyeSound.com. Artist: Grace Potter Title: Daylight (Fantasy) You might like if you enjoy: Grace Potter and the Nocturnals, Beth Hart Tell me more: Grace Potter’s “Daylight” marks a strong return for the singer/ multi-instrumentalist, whose last album “Midnight” was released back in 2015. This time around Potter continues her mostly-successful quest to blend rock, soul, blues and Americana in creative and artful ways. The soulful blues of “Love Is Love,” loose retro rocker “On My Way,” rootsy acoustic nugget “Shout It Out” and Motown-mining “Back To Me” (the latter featuring the contributions of Lucius) will hit home for fans of the songstress who has always impressed me in concert. The shining gem on the disc is the stunning ballad “Release,” an affecting turn about letting go of someone you love; it doesn’t hurt that Potter delivers some of the most emotive singing of her career on that track and across the disc. Anger as power company shuts off the supply to 800,000

By Desert Star Staff Around 800,000 PG&E customers in California are facing power cuts this week after the company announced it would take

the drastic measure to limit the risk of their power lines sparking severe fires. Some 20,000 customers are already affected, as the roll-out began in some places

at midnight local time and will continue to be widened out to 34 counties across California. Law enforcement in the affected areas is warning motorists to take extra care

on the streets and to bear in mind that traffic lights will not be functioning over the shut-down period. The power cut is being implemented out of fears that unusually high winds could bring lines down, sparking forest and scrub fires that could burn out of control. This summer, the company permanently retired a high-voltage line that sparked the worst wildfire in the state’s history. The Camp Fire killed 85 people and razed the town of Paradise on November 2018. One person remains unaccounted for. PG&E, which filed for bankruptcy in June, is facing $13 billion in claims from the fire’s victims. The company says power restoration will start on Thursday but could continue into early next week, depending on conditions and

line damage. PG&E is coming under heavy criticism for the cut online, with the company’s name and the hashtags #pgeshutoff and #poweroutage all trending on Twitter. Public anger has mainly focused on the company’s apparent inability to bolster its own infrastructure against the wind, and on how bizarre it is that a utility company is even allowed to just shut off power to thousands of homes. Some made light of the impending power outage, saying that waiting for it “feels like waiting for the start of the purge, and planning how they’re going to commit “the perfect crime under cover of darkness. As stores in the affected areas sell out of batteries, some people are just trying to make the best possible use of their remaining electricity supply.

CIA offers disguise tips to kids preparing their Halloween costumes

By Desert Star Staff The US Central Intelligence Agency (CIA) has offered some disguise pointers to children gearing up for Halloween – a public relations stunt that has elicited groans and taunts on social media. On its ‘Spy Kids’ website, the CIA published a helpful guide for “staying covert this Halloween”. The agency recommends that any young person who wants to stay under the radar on October 31

should “try wearing a ball cap or hoodie” to hide their hair, or to pad their clothing with extra layers to “appear larger”. According to the CIA, these small cosmetic changes will actually convince other people that you are the real James Bond – or something. “Need some lastminute advice to make a costume so good, no one will recognize you?” the ‘company’ asked, in a tweet advertising its Halloween

advice. A photograph of a dog “disguised” as a lion was included, just for good measure. Twitter users responded to the corny PR stunt by wondering if the CIA – which regularly “lies, cheats and steals,” according to former director Mike Pompeo – should be teaching children anything, let alone have a “kids” page. Noting the investigation into intelligence officials who

may have played a role in pushing the now-debunked Russiagate narrative, one netizen suggested that former CIA Director John

Brennan could use the agency’s disguise hacks to escape the clutches of the Department of Justice.

Protection for Accessory Dwelling Units and Doorway Icons Coming in 2020

By Kelly G. Richardson, Esq. CCAL Two new laws are coming in 2020 which provide protection for HOA owners in regard to Accessory Dwelling Units (“ADUs”) and religious decorations on doorways. One of the most basic elements of residential CC&Rs is the requirement that residences are limited to “single family” use. However, at least in California planned developments, that requirement is partially overridden through Assembly Bill (AB) 670. That bill, recently approved by the Governor, creates a new

Civil Code 4751 taking effect on January 1, 2020.

www.desertstarweekly.com

Under this law, a planned development lot owner can add a second smaller residence attached to the primary residence, so long as applicable building and zoning codes are satisfied. Accessory dwelling units have been increasing in priority with the State Legislature in recent years. In 2016 SB 1069 passed, creating a requirement that local building departments allow construction of ADU’s

that meet minimal standards (Government Code Section 65852.2(e)). This year AB 670 passed, adding a new Civil

Code Section 4751 to the Davis-Stirling Act. Starting in 2020, planned developments may not have an outright prohibition against ADUs, but may impose “reasonable” restrictions so long as they do not unreasonably increase the cost or effectively make ADU’s impossible. The law only applies to planned developments and does not apply to condominiums, stock cooperatives, or community apartments. Homeowners should check their CC&Rs before seeking an ADU on their property. Some detached home communities actually are not planned developments but are condominiums. Even if the condominium has a “yard,” it is not covered by this law. Planned developments often involve “townhouse” construction, in which homes are attached side by side but still are wholly owned by each owner. Adding an ADU to that

October 30, 2019

kind of planned development lot may not be possible. The statute allows reasonable restrictions by the HOA, and notes that a reasonable restriction is one which is consistent with Government Code 65852.2. This statute, in effect, allows the HOA to require that the owner of the main residence occupy the residence (as opposed to having a tenant in both residences), that only one ADU may be built per lot, that the ADU cannot be separately sold apart from the lot, and that the ADU cannot be larger than 50% of the size of the primary residence or 1,200 square feet in size. Government Code 65852.22 provides for “junior ADUs,” which are created by converting existing space, including at least one bedroom, to a separate residence, not exceeding 500 square feet in size. The HOA also may require that the junior ADU have an “efficiency” kitchen and a separate entrance. The HOA may not require additional parking for the junior ADU resident. Prudent homeowners will consult the appropriate

construction design professional and their association before starting an ADU. Senate Bill 652 creates protection for religious displays on entry doors and door frames by adding new Civil Code Sections 1940.45 and 4706. So long as religious decorations do not hinder the operation of the door and do not exceed a total of 36 by 12 square inches (i.e., 432 square inches), an association cannot restrict a resident from such displays. The resident may be required to remove the display to accommodate repair or maintenance work on the door or door frame. Kelly G.
