The Inland Empire Ronald McDonald House held its gala and awards ceremony, A Few Good Men and Women, on Friday, September 30th. The event was held at the Agua Caliente Casino Resort and Spa. 8 Honorees were chosen for their local philanthropic and volunteer work. During the cocktail hour, guests had a chance to bid on over 200 silent auction items. Items ranged from sports, celebrity autographed items, purses, trips, hotel stays, and even pet services. In addition, there were over 50 pieces of diamond jewelry for women. ALL monies raised go directly to the
Ronald McDonald House.
Nearly 400 people attended to support this wonderful house where people can live while their children get medical care. The place serves almost 47 families nightly and has served more than 27,000 from Riverside and San Bernardino Counties since it opened.
Ronald McDonald House feels that families should be able to worry about their children and not about daily life. Instead, they are concerned about the care they can provide for families during a very trying time in their lives.

State law currently bans sports betting in California. However, state law allows some gambling, such as tribal gambling, the state lottery, cardrooms, and horse racing betting.
Native American tribes have certain rights under federal law to govern themselves, such as certain rights to offer to gamble. This means that the state generally cannot regulate tribal gambling except as allowed by (1) federal law and (2) federally approved agreements between a tribe and state (known as tribalstate compacts). When a tribe wants to offer gambling on its lands, federal law requires that the state negotiate a compact with the tribe. The federal government may issue a compact if the tribe and the state cannot agree.
In California, compacts allow tribal casinos to offer slot machines and other games on tribal lands. These compacts lay out how gambling will be regulated. They also require certain payments to the state and local governments. Tribes can ask for these compacts to be changed, such as when new types of gambling become legal in the state.
California currently has compacts with 79 tribes. Tribes currently operate 66 casinos in 28 counties. Last year, tribes paid around $65 million to support state regulatory and gambling addiction program costs. Tribes also spend millions of dollars on local governments annually (annually). Additionally, tribes operating larger casinos pay nearly $150 million each year to tribes that either does not operate casinos or have less than 350 slot machines.
Prop. 27 would allow licensed tribes and gaming companies to offer mobile
and online sports betting for adults 21 and older outside Native American tribal lands. However, gaming companies — such as FanDuel and DraftKings — could only provide sports betting if they made a deal with a tribe.
Proposition 27 is supported by the state’s gaming industry and has more than $170 million in donations. But the proponents of the measure also have some opponents, including the state’s Democratic Party, card clubs, and Native American tribes. They worry that the proposal will encourage problem gambling and put tribal economies at a disadvantage
against national brands.
It would provide tax revenue for homelessness programs.

While 2021 was a banner year for positive HOA legislation, 2022 turned out to be less helpful in Sacramento for California HOAs. While many bills were introduced this year, only one made it to the Governor’s desk - Assembly Bill 1410. Authored by Assembly Member Freddie Rodriguez from Chino, AB 1410 was signed into law by Governor Newsom on September 30, 2022 and will become effective at the beginning of 2023.
In my many years following HOA legislation, I often see bills that are sparked by a constituent reporting an incident which sounds to a legislator to be a problem deserving action and a new law. However, it is important for legislators to investigate if the incident represents a widespread problem among HOAs, to
ascertain whether legislative involvement is needed.
Unfortunately AB 1410 appears to address issues arising from isolated incidents, as in 33 years of advising HOAs I have never seen any of the issues in this bill actually occurring.
AB1410 makes three changes in California law regarding social media usage, taking on boarders, and failure to comply with HOA requirements during emergencies.
Civil Code Section 4515, enacted in 2018, is essentially a free speech statute for HOAs. It protects the right to meet and canvass or petition members and to circulate information to members and residents.
AB1410 adds a subpart (6) to the list of protected activities in Section 4515(b), which will not allow HOA governing documents (CC&Rs, bylaws, or rules) to ban the use of social media or internet resources to discuss the HOA, legislation, public elections, or other
issues of concern. The new subpart clarifies that HOAs are not required to provide social media or online resources to members or to allow members to post on the HOA’s website.
A new Section 4515(e) is also added, which prohibits retaliation against members or residents for exercising rights under the statute.
Since CC&Rs and rules regulate how homeowners use their homes or common areas, it is hard to imagine how governing documents could regulate social media commentary. I have not seen an association sanction somebody for criticizing the HOA in social media – although I have seen some horrible allegations in social media, where apparently anyone can say anything without accountability. I do not think this new law will have much impact upon HOAs or their members.
Many HOAs have various requirements and limitations regarding rentals of HOA residences. A new Civil Code
Section 4739 says that the HOA may not prohibit owners who live in their residences from renting a room to a tenant so long as the rental is over 30 days. The impact of this new law is that members living in their HOA home can take on boarders (but not short-term).
The third new law from AB1410 is a new Civil Code Section 5875, which will not allow HOAs to pursue enforcement actions (except for enforcing payment of assessments) during a declared emergency if the nature of the emergency prevents the homeowner from preventing

The issue of short-term vacation rentals has gotten the attention of the Palm Springs City Council in recent months, and the Mayor Lisa Middleton has called for a temporary moratorium until the issue can be resolved. The council had begun reviewing the city’s rules and regulations earlier this year, and it hoped to find a balance between neighborhood concerns and the needs of the hospitality industry. The council initially hoped to wait until a workgroup report in the fall to take action.
Short-term vacation rentals are taking away homes from people who need a place to live.
As the number of shortterm vacation rentals in Palm Springs continues to grow, residents are becoming increasingly concerned about how such rentals affect their community. As a result, the city has recently introduced new regulations to address the issue, including a noise limit and a cap on how many homes can be short-rented.
Because Palm Springs is one of the most desirable cities
in the country, many people are looking to invest in real estate as Airbnb hosts. These properties allow people to make extra money by renting out their homes. You can benefit from a steady income stream and control your rental income as a host. However, it is essential to follow the rules and regulations of the city to avoid any legal issues.
STRs are affecting property values.
Many local governments are regulating STRs, and these regulations fall into two general categories: zoning ordinances and police power ordinances.
Zoning ordinances can have many limitations, such as a maximum stay per year or the number of rentals per month. These regulations can also help control overcrowding and noise.
“A recent Supreme Court case in Michigan examined whether STRs should be allowed in residential zones.
The plaintiff, in that case, argued that STRs were a permissible use of a residential property. However, the city argued that STRs did not meet the city’s definition of a
single-family dwelling and thus were not allowed.”

Palm Springs is the only major city in the Coachella Valley to experience a full post-recession recovery in home prices. But a proposed amendment to the city’s code could derail that progress by ending the short-term vacation rental industry. This measure
would eliminate close to 85% of the city’s vacation rentals and cause a dramatic decrease in the city’s property values.
They are affecting school enrollment.
Palm Springs’s city council has acknowledged the need for more regulations on vacation rentals and has directed staff to conduct additional research and community outreach. The process could
take several months. In the meantime, permits will continue to be processed. The council is concerned about the concentration of vacation rentals in the city’s middle-class neighborhoods and the proliferation of nonresident permit holders. Currently, there are hundreds of short-term vacation rentals in Palm Springs.

Collisions between drivers and wildlife are rampant - with 44,000 reported between 2016 and 2020 and likely many more that go unreported, causing injuries, deaths, and property damage.
Mari Galloway, California Program Manager for Wildlands Network in Sacramento, said animals need to be able to migrate freely.
“Especially mountain lions in Southern California, their inability to move is causing genetic abnormalities and potential local extinctions,” said Galloway. “But also in eastern California, we have mule deer corridors, which are severed by some major highways through there.”
Wildlife crossings allow animals to search farther afield for mates, which research says supports genetic diversity.
Galloway added that the endangered desert tortoise and the California tiger salamander, in particular, should now have a much better chance of surviving and thriving.
Kim Delfino, president of Earth Advocacy in Sacramento, said Assembly
Bill 2344 guarantees that Caltrans will now make wildlife corridors a priority.
“They’re going to be planning for it,” said Delfino. “They’re going to be incorporating it into their projects. They’re going to be upgrading their Highway Design Manual. And they will be identifying areas across the state with connectivity hotspots that need to be addressed.”
Seven mountain lions have been found dead on or near the highways of Southern California this year.

Desert Magazine held a “That’s Entertainment” Gala at the old Plaza Theatre in Palm Springs on Wednesday, September 28th. This was Desert Magazine’s Fall Tribute to Showbiz. Over 100 people were invited to this event that would showcase the idea of restoring the Plaza Theatre. Desert Magazine Publisher Tom Niva spoke to the guests about how the Theatre will be renovated and the endless possibilities for what the Theatre will bring to Palm Springs. I had been in the Theatre before it closed and
walking in was like returning old memories to a day gone by. The ambiance is still there. A little uncared for, but you can still see what was there even if the curtains are a bit faded and the walls a bit dusty. You can almost feel its history. Bringing back the glitz and glamour of that era will surely be a big hit with fans.
The event honored the iconic photographer to the stars, Michael Childers, and local Palm Springs City Councilman J R Roberts. Roberts has been spearheading the renovation of the Theatre. With his help and the help of friends and
colleagues, he has helped raise 12 million dollars to restore the Plaza Theatre to its former glory. TV show creator of Frazier, David Lee, got the ball rolling with a donation of 5 million Dollars. They have raised 12 million dollars, but more is needed in case of overruns and future problems.
The Theatre was built in 1936, and the plans are to restore it as it was back then. Famous stars graced its stage in radio broadcast programs and other performances. The Plaza was the home to the Palm Springs Follies for over
20 years and thrilled many locals and visitors who came to Palm Springs. Entertainers in the follies had to be at least 55 years old, and many were much older. The gowns, the singing, and the dancing left many in awe. \Dorothy Dale Kloss, who performed for 15 years in the Follies, attended, and will turn 100 this month. Tom Niva acknowledged her presence and her participation so long ago.
Plans are in the works and will begin shortly. Plans include Earthquake prevention work, repairing and cleaning walls and ceilings. New dressing
rooms and bathrooms, new sound system, and electrical work. There will also be new carpets and seating. The building and infrastructure must be brought up to current health and safety codes. This sounds like a lot of NEW, but everything done will be made to look like it was in 1936. The Theatre will be restored to its former beauty and will be a new venue to showcase Palm Springs. Many artists are already showing interest in performing, and people are looking at the new Theater for other events.
Bringing together volunteers from The Tisch Family Zoological Gardens in Jerusalem, Israel, to The San Diego Zoo for a summer learning experience has for years now been a successful summer event for teen volunteers from Israel having an opportunity to experience a once-in-alifetime experience. Both zoological gardens are considered among the finest in the world and popular with tourists year-round. The
young volunteers were called “aspiring zoo keepers” by a San Diego journalist from the San Diego Jewish Journal.
This year this annual event took place on August 3 at the San Diego Zoo at their iconic Tree Tops room, which once again was reserved for this long-awaited event which had been postponed since 2020, said Helena Galper, longtime consultant since 2000.

Broyles learned very early on about the importance of inclusion. Her older brother Brendan has down syndrome, and her mom was a Special Olympics figure skating coach and a special education teacher. Now in the ninth month of her
one-year reign as Miss America, Broyles has made inclusion her mission and message.
“Inclusion is having a seat at the table and being an active member of that conversation and being heard,” comments Broyles. “It is not just about bringing in a person with a disability, not just about bringing in a person of color, or bringing in a person with a different background – – it is sincerely listening to their input. Inclusion is hearing input from people with many different backgrounds, which ultimately enriches the workforce and makes our communities more enriched.”
Broyles is familiar with The Arc for people with disabilities and was excited to visit another Arc program –Desert Arc in Palm Desert.
“In Alaska, we have The Arc of Anchorage, where my brother has been attending. I was so excited to visit Desert Arc due to my platform. It was wonderful to tour all the
different programs and services Desert Arc offers and learn about how the organization’s work has successfully enhanced the quality of life and created opportunities for people with disabilities.”
Arriving at Desert Arc, Broyles was greeted by cheering Desert Arc clients, holding up hand-crafted banners and signs welcoming her. After spending time with many Desert Arc clients, Broyles also visited virtually with additional clients, which she thoroughly enjoyed.
“She is the first person from the State of Alaska to hold this title, and it is an interesting coincidence that Desert Arc was founded in 1959 when Alaska became a State,” said Ricard Balocco, President/CEO of Desert Arc. “Miss America, thank YOU for visiting Desert Arc today! Broyles has a deep, longstanding relationship with programs supporting people with disabilities. Her older brother, now 22, became a Special Olympics athlete at age 7. Emma and her younger brother would take Brendan a couple of times a week for track-and-field practice while growing up. The Special Olympics athletes became her community growing up, so she learned how to advocate for those with disabilities and how they could advocate for themselves.
“My mom serves on the Governor’s Council for Disabilities and Special Education in Alaska. This inspired me to do what I could to spread the word of inclusion through Special Olympics.”
Broyles currently serves as Celebrity Ambassador for
Special Olympics. When her reign as Miss America ends, Broyles plans to continue her advocacy for inclusivity and people with disabilities. She will continue working with Special Olympics and serving as a Celebrity Ambassador. In addition, one day, she hopes to provide her dermatological services free to the Special Olympics Healthy Athletes Program, which offers free medical services to these athletes.
While keeping busy representing Miss America, sometimes traveling over 20,000 miles a month attending events, Broyles is a student studying Biomedical Sciences and Vocal Performances at Barrett, The Honors College at Arizona State University.

On the last day to sign bills this legislative session, Gov Gavin Newsom approved several measures to improve college graduation rates, particularly for students from low-income communities.
One proposal, Assembly Bill 1705, requires community colleges to place more students in transfer-level courses.
Joshua Hagen - policy director for the Campaign for College Opportunitysaid previously, students had to take high-stakes entry exams that diverted too many people, especially students of color, into years of remedial courses that don’t count toward a degree.
“Whatever classes students took in high school, whatever GPA they had, the best way
that we can support them is starting them in something that will earn them college credit,” said Hagen. “Making sure they get support rather than starting in a remedial class - taking one, two, three semesters before they even get to that starting line.”
Other new laws will expand tutoring services and cancel some student debt for college students who dropped out, so they can afford to re-enroll and finish their degrees.
Hagen noted that another new bill says students won’t lose part of their financial aid from the state if they work hard to win a private scholarship.
“There was nothing to prevent the state from saying, ‘Okay, we will now reduce your state financial aid by $1,000 since you have - quote, unquote - less need,’ “ said Hagen.

As the 2020-2025 Dietary Guidelines for Americans recognize, the time period from 6-24 months is when babies begin building healthy eating patterns and experience eating a variety of foods, including vegetables, fruits and whole grains. This journey can be stressful for parents as they begin to navigate what and how much is right to feed their babies. As parents begin to explore this fun and messy milestone, they often question what and how much is right to feed baby and seek guidance from experts.
While every child is different and parents should always defer to their pediatrician to be sure their baby is developmentally ready for solid foods, consider these six tips and tricks based on frequently asked questions for transitioning to solids from Dr. Whitney Casares, MD, MPH, pediatric medical consultant for Gerber.
n Make sure baby is ready: Most babies start solid foods between 4-6 months old. Watch for signs your baby is ready to start solids like good head control, sitting up with support and swallowing food instead of pushing it back out onto his or her chin. Don’t introduce solids to your baby before 4 months old. Your pediatrician can offer guidance about when the time is right for your little one.
n Timing is everything: When you’re first introducing solids, choose a moment in the day when your baby is happy and alert. Weekends tend to be easier times to start solid foods for families than busy weekdays. The more you can be in the moment with your child during those first feeding experiences, the better for you and him or her.
n Feed your baby the rainbow: Offer baby a diverse array of fruits, vegetables, iron-fortified whole grains and meats. Over the first six months of your baby’s feeding journey, iron-fortified cereals and purees can make feeding your baby convenient and simple. From apple and pear to zucchini, butternut squash and parsnips, Gerber’s 1st and 2nd foods lines offer a variety of purees that are just the right consistency for babies to practice tongue move ments and advance their eating skills. Your baby’s first tries at swallowing solid foods may be awkward and require practice. Offering a small amount of breastmilk or formula before solids can help ensure he or she is not uncomfortably hungry.
n Supervise baby: Babies should always be super vised and seated in a secured highchair when eating, and parents should avoid choking hazards like whole grapes, nuts or cherry tomatoes. Use a soft, rubber-tipped spoon and start by guiding the spoon to his or her mouth with both your hand and your child’s hand on the spoon.
n Baby-led feeding: Consider baby-led feeding as a way to capitalize on the best aspects of baby-led weaning and spoon-feeding. Offer small amounts of nutritious foods in soft, easyto-pick-up chunks appropriate for your baby’s developmental stage in addition to purees by pre-loading the spoon with your baby’s favorite puree or infant cereal for him or her to self-
feed. As your baby gets older, look for baby-led friendly snacks, such as Gerber Lil’ Crunchies, that are specifically designed for babies to selffeed and fortified with key nutrients.
n Don’t get discouraged: Just because your baby makes a “yuck” face after trying a food for the first time doesn’t mean you should give up on it.
