By Desert Star Staff Cathedral City, CA –The Coachella Valley Repertory (CVRep) has announced it will debut a new, re-imagined version of the 1978 Broadway musical BALLROOM with book by Jerome Kass, music by Billy Goldenberg, and lyrics by Alan and Marilyn Bergman. As CVRep’s second production of their 2019-20 season, BALLROOM will be directed by CVRep Artistic Director, Ron Celona, with Musical Direction by Scott Storr, Choreography by Jose de la Cuesta and Sets by Jimmy Cuomo. Under the guidance of the authors and Concord Theatricals, the licensor and publisher

of BALLROOM, CVRep’s revised, twenty-six-character version will include all the musical numbers from the original Broadway production, restore several songs originally written for the show, and three new songs by the Bergman’s and Mr. Goldenberg. In addition, adjustments were made to the book by Mr. Kass before he passed away in 2015, and a few songs originally performed as production numbers have been reassigned to specific characters in order to further develop their relationships with Bea, the central character.

It is estimated that the USMCA will result in $34 billion in new investments for the auto industry, and could create 76,000 new automotive jobs over five years. And Hinrichs sees that as good news for the roughly 46,000 workers at

Ford’s 14 manufacturing plants in Michigan. “We support the USMCA because it’s good for the U.S. auto industry, our suppliers that fuel our success, and the workers and families that depend on a strong Ford in this country,” he said. Hinrichs also believes the agreement will modernize policies to match the ways in which auto manufacturing, supply chains and the workforce have evolved in the 25 years since NAFTA. “Let’s get this planned, let’s get it approved,” he urged, “so we can run our business, plan for the future and continue to invest in America.” Mexico has already ratified the agreement. The U.S. Chamber of Commerce is calling on lawmakers to approve the deal by the end of November, with hopes that Canada will ratify it around the same time.

Many IRA owners think that naming their estate as their IRA beneficiary is an excellent way to go. They feel that they have spent time and money consulting with an attorney to draft the perfect will. IRA beneficiary? This would be a wrong move! It can result in scary stuff that can haunt your IRA beneficiaries. If you name your estate as the beneficiary on your IRA beneficiary designation form, your beneficiaries will not be able to stretch distributions over their own life expectancy. They may even have to take a total distribution of the IRA assets in five years. That could be a severe tax hit. There is no way to fix this after your death. To have the maximum stretch options possible, living people or a qualified trust must be named on the beneficiary designation form. If you do not name a beneficiary on your IRA or

you forget to update the beneficiary form after a significant life event, your IRA may also be haunted. Your inaction could result in a scary tax situation for your heirs. If you do not bother to name a beneficiary, generally, the default beneficiary will apply, and that is often the estate, and as we explained is not a good outcome. You could also end up in the same Place if you do not update your beneficiary form after the death of a beneficiary. Failure to name a new beneficiary could result in all the funds going to your estate and the stretch being lost forever. Failure to update your form after a major life event

By Kelly G. Richardson, Esq., CCAL The office of HOA president is important but sometimes misunderstood. In most associations, presidents are selected by board vote (in an open meeting). Here are some ideas as to what to look for in the HOA’s next president. First, a few words on what is not required – a legal, accounting, or executive background. The highest educated or most successful person may not be the best president, since the president is not expected to be an expert in HOA law or accounting – the HOA has experts for that. A successful CEO of a for-profit company could be a terrible president if they are unable to adopt the very different leadership style of the nonprofit corporation. Look for these qualities in a prospective president:

gracefully accept a vote of the board which goes against the nominee? Gets along with people. Is the nominee a positive person and an encourager? Consensus builder. Can the nominee work to build a consensus on the board regarding major issues?

ATTITUDE “Boss” or servant leader? Does the nominee have the attitude of a forprofit corporation in which the president is normally the decision-maker, or that of the nonprofit corporate president in which the board is the decision-maker? Doesn’t need recognition. The best nominees look at leadership as service to their neighbors, not an achievement to be defended. Pick someone who is secure in themselves, and not threatened by criticism or disagreement.

The nominee should not feel that they know everything. A good president recognizes that other directors, residents, and service providers may also have important knowledge and information that benefits the HOA, which the president may not know. HANDLING MEETINGS Listener or speaker? Is the nominee a good listener, or is always the person talking? A president should encourage all directors to contribute to the meeting. Parliamentary procedure. A president normally chairs the meetings, and as such should have at least an elementary understanding of parliamentary procedure to help keep meetings orderly. Balance. They must handle

He brought up Hunter’s “$100,000 a month (Plus,Plus)” income from the Ukrainian gas company Burisma “even though he had no experience in energy,” while also accusing the Bidens of separately getting “1.5 Billion Dollars from China

tweet, before dismissing his likely 2020 election rival as “1% Joe Biden,” and even advising him to “hang it up.” Even though it was lengthy and vicious, Trump’s latest thrust at the Bidens pales in comparison to the sheer scale of Democratic efforts trying to “impeach the 45th.” The latest such attempt involves accusing Trump of meddling in Ukraine’s affairs (a shocking feat certainly never attempted by the White House before) – all in an effort to, allegedly, pressure Kiev into digging up dirt on his opponent. While Trump did ask the Ukrainian president to cooperate with AG William Barr while looking into the Biden’s suspicious dealings, he strongly denies there was any “quid pro quo” or pressure involved. Meanwhile, a second anonymous “whistleblower”

emerged on Sunday with a supposedly damning account of Trump’s Ukraine affair, and this time instead of hearsay he’s rumored to have “firsthand knowledge” of the matter. Whether it provides

actual material for launching the impeachment procedure the Democrats dream of, or if the ‘Ukrainegate’ flops like the infamous ‘Russiagate’ has, remains to be seen.

Deadline Looms for SD Cannabis Measures to Make 2020 Ballot

Possession of even a small amount of marijuana in South Dakota carries a potential penalty of a year in jail and a $2,000 fine. (National Conference of State Legislatures) By Desert Star Staff SIOUX FALLS, S.D. – A group that advocates legalizing medical marijuana in South Dakota has until

October 31 to collect enough signatures for the measure to appear on the 2020 ballot. Melissa Mentele is leading the effort as director of the

group New Approach South Dakota, and says the state has some of the strictest cannabis laws in the nation. Mentele believes state residents should

have the ability to manage their own health without relying on pharmaceuticals. “People are ready,” says Mentele. “Ready to have an alternative to opioids. We are seeing a ton of opioid deaths just in this last year in our state, and people are really starting to understand that you can’t live on pain meds for the rest of your life.” Another advocacy group is collecting signatures for an initiative that would go beyond legalization of ‘medical’ marijuana, and amend the state’s constitution to legalize both marijuana and hemp. The governor has said she believes legalization of marijuana in other states will end badly, and vetoed a bill earlier this year that would have allowed farmers to grow hemp for industrial purposes. This is the third time

Group Fears More Insulin Rationing If MN Lawmakers Don’t Act

By Desert Star Staff ST. PAUL, Minn. – Talks continue at the Minnesota Capitol on how to get insulin into the hands of those who need but can’t afford it. The average insulin price has risen 55% since 2014, according to research from GoodRX. Minnesota lawmakers are trying to address the price hikes, but the GOPled Senate and the DFL-led House have different views on the best approach. For the Minnesota Chapter of T1 International, a group that advocates for people with Type 1 diabetes, Kim Munson is policy and legislative director. Munson warned that, if lawmakers fail to agree and take a vote in special session, waiting until the regular session next spring could be devastating. “First off, we will know more people will be rationing their insulin,” she said. “My

biggest fear would be that we will see another death, like we did over the summer with Jesy Radcliffe, a boy who died over the summer – when just a month before, the session ended and a bill did not pass.” She was referring to 21-year-old Jesy SchererRadcliffe, a Minnesotan who lost his life in July. His family attributed the death to his rationing of insulin. Minnesota GOP leaders are pushing a proposal that calls on drug makers to provide free insulin supplies for up to a year for those who meet income requirements. DFL lawmakers want to allow emergency supplies without a waiting period to determine eligibility. While policymakers wrangle with these options, Munson pointed out that diabetics are trying to let the public know how serious a health crisis this has become. She credits the steady price

Why are we completely not included?” she asked. “It’s a very wellkept secret that people were harmed and that people have been dying for 74 years now as a result of this.” In addition to Cordova, Jonathan Nez, president of the Navajo Nation, also will testify at the hearing. The current legislation is slated to end on July 9, 2022, while the proposed amendment would extend the compensation fund until 2045.

Groups Sue Feds Over Management of Glen Canyon Dam By Desert Star Staff PAGE, Ariz. – A trio of conservation groups is suing the federal government to force it to use climate science in its management of Glen Canyon Dam and the upper Colorado River. In the suit, the groups are asking a federal judge to invalidate a 2016 Bureau of Reclamation environmental study, and order a new analysis using data developed by climate scientists to predict future flows in the upper Colorado River. Gary Wockner, executive director of the group Save the Colorado, alleges the government used flawed information to develop the plan. “We followed this process throughout the drought contingency plan over the last few years, and they still have refused to accept the climate science and the impacts that climate change is going to have on the river,” says Wokner. The Glen Canyon Dam

is in northern Arizona, just south of the Utah border. The groups in the suit include Save the Colorado, the Center for Biological Diversity and Living Rivers. They say the 20-year plan doesn’t present a full range of alternatives based on climaterelated impacts to the river. The Bureau of Reclamation declined to comment on the suit. Wockner says conservation groups followed each step as the plan’s Environmental Impact Statement was created, to see if the government was following guidelines set out in the National Environmental Policy Act. “The EIS process has a draft and a final, and a Record of Decision,” says Wockner. “And during the draft we said, ‘Hey, you’re not using climate science.’ They said, ‘We don’t have to.’ In the final, we said, ‘Hey, you’re not using climate science.’ They said, ‘We don’t have to.’ In the Record of Decision, they responded

that’s decreased in the river could be dramatic,” says Wockner. “And so, the agencies and the states have to take this seriously. Federal law requires that they do, and the federal government failed to comply with that law when

they created this measure.” Wockner believes any plan for the dam needs to consider decommissioning it, either by removing the dam or by modifying it to let the river flow through and drain Lake Powell.

“We’re warming at about four times the global ocean average,” Pershing said. “And so, that means we’re kind of getting a sneak preview of some of the conditions that we expect later in this century that other ecosystems are going to see down the line.” Pershing said scientists studying the Gulf of Maine have an opportunity to come up with solutions to mitigate the effects of warming oceans, and then export those ideas to other regions that will likely be facing them in the next few decades. He added the warming Gulf is affecting a rice-grain-sized zooplankton known as calanus finmarchicusthat’s at the center of the marine food web. “Calanus declining is a really good sign that we’re seeing an ecosystem that’s switching from one that’s more subarctic and subpolar into

an ecosystem that’s more temperate,” Pershing said. Lobster fisheries in the Gulf of Maine are some of the most valuable in the United States. Pershing said in recent years, the Gulf’s warming has swelled the lobster population and increased catches. But he said there’s a catch. “It’s contributed to the decline of lobsters and essentially the collapse of the fisheries in Southern New England,” he said. “And so, we’re really looking towards the future to say, ‘At what point are we going to hit perhaps a tipping point and start to see catches decline here in Maine?’” According to the Maine Department of Marine Resources, fishermen brought in almost a half-billion dollars in lobster landings in 2018.

ID Submits ‘One-Strike’ Medicaid Work Requirement for Feds’ Approval By Desert Star Staff BOISE, Idaho — The public comment period is open on Idaho’s application to the federal government to add work reporting requirements to its expanded Medicaid program. State lawmakers passed a bill this year requiring that recipients age 19-59 work at least 20 hours a week to maintain Medicaid eligibility. Liz Woodruff is a coordinator with Close the Gap Idaho, a network of more than 300 health-care and service organizations. She called the work benchmarks “punitive red tape” that would mean fewer Idahoans have health coverage. “Idaho would be one of the most restrictive programs in the country,” Woodruff said. “It’s a ‘one-strike-you’re-out’ policy – so you miss your reporting for one month, you miss turning in your paperwork, and you lose your health coverage.”

There are exemptions to the proposal, including parents of children under 18, people receiving disability insurance and caretakers. Supporters of the waiver are convinced it would encourage selfreliance among recipients. The public comment period ends November 2. Work requirements were struck down by federal judges in Arkansas, Kentucky and New Hampshire, and Woodruff said she expects Idaho’s provision will also go to court if approved. She said the October 9, 2019

Idaho Department of Health and Welfare reviewed more than 700 pages of comments on the proposal – many from detractors – in just four days. “We were disappointed that there were technical points made about how the work requirements would be administered, the costs that might be incurred,” she said. “The fact that Idaho is a large rural state, that would make it complicated for people to report. And, while they had a section in their new application that tried to ease

our concerns over that, there were no actual changes made to the application itself.” The new application acknowledges that an estimated 16,000 Idahoans would be affected by the requirements. A federal decision on the proposal could take months or years. Woodruff noted Medicaid expansion is going ahead as planned, with open enrollment starting Nov. 1 for coverage beginning in 2020.

Free Medical Clinic Receives $25,000 for Upgrades

By Desert Star Staff Indio, Calif., – The Coachella Valley’s only free medical and dental clinic was awarded a $25,000 Coachella Valley Spotlight grant from the H.N. and Frances C. Berger Foundation. Coachella Valley Volunteers in Medicine (CVVIM) will use the funds for technology upgrades as well as facilities maintenance. “People need healthcare year-round, and for those who are uninsured and underinsured CVVIM is a reliable medical facility that provides care regardless if someone can pay,” said Doug Morin, CVVIM Executive Director. “These funds will help our clinic run more efficiently. We operate primarily through the generosity of volunteer medical professionals, therefore, how the facility runs and how our technology functions are extremely important to serving the needs of clients.” Fundamental to the Volunteers in Medicine model, which has 86 clinics in its nationwide alliance, is the use of volunteers. The Coachella Valley clinic utilizes more than 230 volunteers including physicians,

dentists, nurse practitioners, nurses, and administrative support. To date, volunteers have logged more than 150,000 hours Indio clinic. The value of this donated time exceeds $2 million. “It is inspiring to see these professionals volunteer their time to care for people who might not otherwise get the medical help they need,” said Catharine Reed, Senior Program Officer for the H.N. and Frances C. Berger Foundation. CVVIM was founded by Dr. Ron Hare, a retired physician, local businessman and philanthropist who saw the need for free and low-cost care. In 2008, a local study group verified this need, which found that many people were using emergency rooms for primary care. In 2010, CVVIM opened with the support of all three local hospitals, the City of Indio, and the County of Riverside. Two years later, the clinic moved to its permanent location, a custom-built facility, funded by Riverside County and leased to CVVIM for $1 per year. Since opening, the clinic has delivered more than 35,000 patient visits to about 3,500

A DIY Halloween Creation

SCARY SWEET CEMETERY Recipe courtesy of MilkPEP | Servings: 6

Ingredients: 2 tablespoons unsweetened cocoa powder 2 tablespoons cornstarch 2 cups cold chocolate milk 1 pinch salt 1 large egg 4 ounces chopped semisweet chocolate (about 3/4 cup) 10 ounces chocolate vanilla sandwich cookies (about 20 cookies) 12 gummy worms Directions: In large saucepan over high heat, stir cocoa powder, cornstarch, chocolate milk and salt to incorporate dry ingredients into milk. Cook until mixture starts to boil then reduce heat to simmer until mixture starts to thicken, about 3-5 minutes. In large bowl, using whisk, beat egg, slowly drizzling hot chocolate mixture into bowl, whisking continuously. Fold in chopped chocolate and stir until chocolate has completely melted. Pour pudding mixture into glass baking dish. Place piece of parchment paper on top of surface of pudding. Chill in refrigerator 3 hours, or overnight.

By Desert Star Staff COLUMBUS, Ohio -Exactly how women are faring in Ohio varies by county, according to a first-of-its-kind analysis. In its new “Status of Women,” fact-book, the Center for Community Solutions examined data from Ohio’s 88 counties on women in key areas of life - including health, economic status and educational attainment. Treuhaft Chair of Health Planning at the center, Melissa Federman, said she sees some distinct differences in certain areas between counties. “Looking at education attainment, women are doing well compared to men, but there are some counties that still have a hard time graduating women from high October 9, 2019

school,” Federman said. “Or looking at the gender wage ratio, there’s a range there from 50-60 cents on the dollar to 80-90 cents on the dollar.” The highest median earned income among Ohio women is roughly $56,000 in Delaware County, followed by Warren County, at $50,487, and Geauga County, at $47,763. Federman noted major disparities by county in the diagnosis of late-stage cervical cancer, women in STEM careers, and teen birth rates. Federman said the data is not intended to be a scorecard or ranking of counties, but rather a tool to raise awareness of the status of Ohio women in each individual county. “We’re really hoping that counties will look at this and

think about their policies, their resources, their leadership, and really consider what they can work on that will have the greatest impact for women and their families,” she said. Among other key findings: Fewer than one-third of elected officials in Ohio are women, nearly 20 counties don’t have community health centers, and women of child-bearing age are the demographic most likely to live in poverty. All about ‘self-love’? Victoria’s Secret jumps on ‘body-positivity’ By Desert Star Staff Victoria’s Secret is finally embracing the growing ‘body positivity’ movement and hiring its first size-14 model. The decision is ostensibly all about “self-love” and “championing individuality” — but is it really just a PR stunt? The lingerie brand, famous for its super-skinny models and a long-held commitment to selling “fantasy” rather than reality, hired Ali Tate Cutler as part of a collaboration with UK lingerie company Bluebella. VS didn’t make note of Cutler’s size, however, and fans learned about it from her own Instagram, where she called it a “great step in the right direction for bodies.” This is exactly the kind of move that usually wins companies quick praise, but with its reputation (and bottom line) suffering due to a lack of diversity in its model and product line-ups, the decision to hire Cutler looks like a transparent attempt to grab back some of the market share it lost by steadfastly refusing to jump on the bandwagon sooner. Just weeks ago, the company went for another PR win and hired its first transgender model, Valentina Sampaio. The sudden shift from fantasy to reality coincided with the recent departure of longtime chief marketing officer Ed Razek, who took heat last year for saying the company should not hire “transsexuals” and that customers had essentially “no interest” in seeing plus-sized models. “We market to who we sell to, and we don’t market to the whole world,” Razek said. Yet, with the 71-year-old Razek gone, the company seems to have decided that actually, they do want to market to the whole world — and that probably has more than a little to do with the fact that it has been losing money, rather than a sudden desire to embrace individuality and “self-love.” The trouble for VS started as more bodypositive brands like Aerie and ThirdLove started appearing on the scene, leading its US market share to drop from 33 percent to 24 percent between 2016 and 2018. Same-store sales were down by three percent in 2018. It’s once hugely popular teen-focused Pink line has also been suffering, apparently due to overly sexy ads which are not loved by parents. A survey of teen spending habits and favored clothing brands last year saw VS slip out of the top 10 ranking altogether. In worse news, it found itself on the list of top 10 brands teens don’t shop from a second time. It may not just be the brand’s objection to political correctness that has caused

its problems, however. In addition to being repeatedly condemned for failing to move with the times, VS has also been accused of letting the quality of its products slip. Things began to look even more precarious when the infamous annual VS fashion show was cancelled this year after fewer people than ever tuned in to watch in 2018. The broadcast hit a record low of 3.3 million viewers, compared to five million the year before. In an internal memo, VS parent L Brands CEO Les Wexner said television was no longer “the right fit” for the company. Shareholders have started to worry, too. Activist investor Barington Capital scolded VS in a letter last March for its “outdated” and even “tone deaf” image that had failed to align with women’s “evolving

attitudes” toward beauty. Indeed, it turns out that most women want comfortable underwear and neutral colors and designs more

than they want to imagine themselves in diamondencrusted “fantasy bras.” The question for Victoria’s Secret now is whether

Parents outraged as girls ‘too embarrassed to pee’

By Desert Star Staff Parents of students of a London primary school are complaining that it has introduced gender-neutral toilets without warning and now some girls are too embarrassed to use the facilities, which may potentially harm their health. The Deanesfield Primary School in western London teaches children aged 4-11. When the summer break ended in September, parents of pupils were surprised to find that toilets at the school are now unisex. Some parents complained that their girls would rather endure a full bladder than use a facility they share with boys. “Girls are being forced to hold themselves until they get home which could damage kidneys. My friend’s daughter has been holding herself all day because she’s so embarrassed. It’s not fair on the kids really,” one parent told MyLondon news website. The situation is made

Disney World visitors stranded for hours As sky-line ride malfunctions week after opening

By Desert Star Staff Emergency situations, especially those that pertain to natural disasters, can be difficult to recover from without proper planning, which is why it’s important to take small steps from the start to help protect your family. With the change of seasons comes an increased risk of weather-related emergencies. Make sure to stock the kit with things like bandages, gauze and antibiotic creams. • Multi-purpose tool: Tools with multiple functions can be used for everything from cutting wire to opening bottles. • Sanitation and personal hygiene items: In addition to disinfecting bleach, it’s important to keep things like moist towelettes, garbage bags and plastic ties for personal cleanliness. Report Reveals Unique Needs of Michigan’s Unaccompanied Youths

By Desert Star Staff LANSING, Mich. — Growing up in homelessness is tough for any child, and thousands of kids in Michigan are navigating the streets without the care of a parent or guardian. There are more than 4,800 “unaccompanied youth” in Michigan’s K-12 schools. And a new report said they are vulnerable to physical victimization, sexual exploitation and untreated mental-health issues. Parker James is Kids Count Policy Analyst with the Michigan League for Public Policy, which released the report. “We want to make sure kids are economically secure, that they’re healthy, that they’re safe and that they have a supportive family and community,” James said. “And all of those things are really hard to do if you don’t have a place to stay.” According to the findings, black, Latinx, American Indian and gender-nonconforming youth are over-represented among those under age 24

accessing homeless services. The League has a new tool to help those who work with these youths and young adults to examine the demographics of the homeless population and determine the number of unaccompanied youths in their Intermediate School District. James explained most homeless programs focus on families or single adults, and the report recommends communities strengthen the network of resources tailored to the unique needs of people between the ages of 12 and 24. For example, he noted, drop-in programming is a popular option. “Get creative and use existing infrastructure to create low-stakes programming where youths can come in, get hygiene supplies, get food, take a shower, get those things that they really need,” he said. “And that can be an entry point for other services.” Forty-four percent of youths facing homelessness have reported having stayed in jail, prison or a juvenile detention center at some point. Voter Rights Group Rallies to End Limbo in Battleground Florida

By Desert Star Staff TALLAHASSEE, Fla. -- Voting- and civil-rights groups held a rally outside a Tallahassee federal court Monday, calling for a temporary injunction to allow former felons to continue to register to vote. In 2018, Florida voters overwhelmingly approved a constitutional amendment allowing some 1.4 million felons to regain their voting privileges. But the state’s Republican-controlled Legislature passed a bill signed by Gov. Ron DeSantis requiring all fines, restitution and other financial obligations to be settled in order for felons to complete their sentences. Melba Pearson, deputy director with the American Civil Liberties Union of Florida, said their data shows only 20% of those otherwise eligible to vote under the new law would meet that requirement; about 1 million people still would be left without a vote. “It’s a wealth-based

system,” Pearson said. “If you have outstanding fines that were converted to a civil lien because the court determined you are never going to have the ability to pay, now you’re in a situation where you’re no longer eligible to vote. And that’s just wrong.” Attorneys for the state argue the added stipulations were reasonable interpretations of the language in Amendment 4, claiming the Legislature also included the ability to seek waivers to some financial obligations. The hearings are expected to run through Tuesday. Pearson said voters across party lines voted in favor of voting-rights restoration, and she sees the added requirements as a way to further voter-suppression tactics - especially when Monday was the final day for Floridians to register to vote in the November 5 election. “Again, we still need to go back to the elemental

WI Bills Target Care for Family Caregivers By Desert Star Staff MADISON, Wis. — Gov. Tony Evers’s Caregiver task force explores ways to provide better wages and benefits to the state’s caregivers. And two bills also would help caregivers get updated medical information about the people they care for as well as tax credits. Republican Sen. Patrick Testin of Stevens Point and Rep. Ken Skowronski of Franklin have introduced the Wisconsin Credit for Caring Act, designed to shrink the financial burden on caregivers by providing a tax credit. They’ve also

put forward the Caregiver Advise, Record, Enable Act or C.A.R.E. to make sure those caring for loved ones can get accurate information such as medication management when the person they are caring for is released from a hospital or another facility. Michael Bruhn, state public policy director with the Wisconsin chapter of the Alzheimer’s Association, said it’s time to care for those who care. “We have 195,000 family caregivers in the state of Wisconsin that are providing 220 million total hours of unpaid care at a value

A similar bill providing tax credits was proposed last session but failed to pass due to its estimated cost of $173 million, according to its sponsor.
