Valley nonprofits are surprised with

Palm Desert, Calif. – Two local nonprofit organizations were surprised with $10,000 each. Representatives from the H.N. and Frances C. Berger Foundation interrupted two live news broadcasts of News Channel 3’s News at 4 p.m. The first happened on Wednesday afternoon while reporter Marian Bouchot was interviewing Desert X Founder and President Susan Davis. Then, on Thursday, while Bouchot was interviewing Ronnie’s House for Hope Founder and President Jennifer Loza, another surprise was presented.

“These surprise grants

are an exciting extension of our partnership with News Channel 3,” said Catharine Reed, Vice President of Charitable Programs for the H.N. and Frances C. Berger Foundation. “There are many nonprofits in our valley with amazing hearts serving fantastic causes. It’s extremely gratifying to help these organizations help others.”

Tell me more: At once a genre-defying artist and the very sonic definition of New Orleans’ timeless sound, Malcolm “Mac” Rebenack, Jr. — better known as Dr. John — had long spoke about wanting to record a county and western album to pay homage to the songwriters and music makers whose songs had touched him. Rebennack was in the midst of realizing that dream when a heart attack tragically ended his life on June 6, 2019. The Grammy-winning Rock & Roll Hall of Famer who had masterfully fused soul, R&B, funk, rock and blues since the 1950s was only 77. The good news is that the resulting posthumous masterwork Things Happen That Way (released via Rounder Records on Sept. 23) showcase those final recordings and fully celebrate Dr. John’s

groundbreaking six-decade-long recording career. The range of material stretches from a wistful take showcasing his distinctive vocals and piano playing on Willie Nelson’s “Funny How Time Slips Away,” an urgent reading of Hank Williams’ 1951 classic “Ramblin’ Man” and a playful take on the Traveling Wilburys’ “End of the Line” (the latter bolstered by Aaron Neville’s vocals) to his own co-writes with famed guitarist Shane Theriot (“Holy Water,” “Sleeping Dogs Best Left Alone,” “Give Myself a Good Talkin’ To”). Willie Nelson joins Dr. John on a R&B-flavored take of the traditional “Gimme That Old Time Religion.” The album’s closing title track (written by Jack Henderson Clement) is poignant, elevated by Dr. John’s rich baritone and sparse piano work. Tell me more: Who knew that following the breakup of Creedence Clearwater Revival and Derek & The Dominos, a

principal member from each of those illustrious troupes would join forces to write and record a killer full-length album that was never released — until September 2022. CCR drummer Doug “Cosmo” Clifford and Derek & the Dominos singerkeyboardist Bobby Whitlock were joined by bassists Donald “Duck” Dunn and Tom Miller, as well as guitarists David Vega and Mike O’Neill on the previously-unissued California Gold. Recorded at the infamous Cosmos Factory and other area Bay Area studios, the 12-track disc will definitely appeal to fans of classic ‘70s blues rock outfits such as Humble Pie, Grand Funk Railroad and the Doobie Brothers. The terrific track listing includes the aptlytitled “Good Times,” bluesy “Get Down Fever,” soul music mining “It’s Always Darkest Before The Dawn,” hard-edged “Do Or Die” and soaring “I’m Happy Just Being Alive.” My favorite original on the album is the driving “Purple Mountain,” an enticing six-minute rocker bolstered by sublime lead guitar work, deft drumming from Clifford along with Whitlock’s signature lead vocals and

Tell me more: In the wake of the arrival of the global pandemic a parade of talented artists have issued probing and powerful albums that reflect a singular moment in time when the world was seemingly stopped in its tracks. Add Nikki Lane’s name to that list of musical greats issuing a standout album over the past year or so. Denim & Diamonds is a wonderful leap forward for the Nashville-based songstress, with a blend of roots rock, Americana and alt-country showcased across the 10-track disc. The album was completed at a unique point just after the last days of Lane’s extended tour in support of her 2017 album Highway Queen and at the beginning the lockdown forcing everyone indoors. Lane enlisted famed Queens of the Stone Age leader Joshua Homme to help bring her vision to life.

The melodic “First High” with its undeniable chorus, haunting alt-country ballad “Faded,” rousing roots rocker “Born Tough” and defiant “Try Harder” are among the early standouts on the wonderful album.

The tender “Live/Love,” lusty “Black Widow” and haunting closer “Chimayo” continue the album’s firm reach in its last half.

$5.8M Grant Will Train Technicians to Build Out CA Broadband

California will need tens of thousands of workers over the next six years as we continue to build the broadband network to bring high-speed internet to underserved areas.

Now, the feds have awarded $5.8 million to the Communications Workers of America to supercharge its workforce training program.

Frank Arce, vice president of Communications Workers of America District 9, which encompasses California, Nevada, Hawaii, and Guam, said the union is partnering with the Chabot-Las Positas Community College District in the Bay Area to expand its apprenticeship program.

“We’re planning on focusing on underserved communities,” Arce explained. “Make sure it’s a locally based workforce,

people of color, women, veterans, and young people.”

The plan is to open three more paid apprenticeship training programs over the next few years in the Fresno, Chico, and Los Angeles areas. In addition, the state is set to allocate more than $5 billion to extend high-speed internet in rural areas. The Infrastructure Act will bolster the effort with hundreds of millions in federal funds.

Arce pointed out that the grant also will allow the union to partner with employers to bolster working families.

“It’s a great opportunity for people to get some skills and set themselves into a solidly middle-class job,” Arce asserted. “We’re taking advantage of this opportunity to build our infrastructure in the country to see if we can get some Californians out to work.”

Arce noted in the past, unscrupulous subcontractors working for telecom companies have cut

corners and treated workers poorly. But he added the publicly-funded program will raise the standards

to require high-quality materials, workmanship, and employee benefits.

Michael A. Contreras Selected as Cathedral City’s Fire Chief

With more than 30 years of firefighting experience, Michael A. Contreras has been selected as Cathedral City’s newest fire chief. Contreras, a 32-year veteran of the Orange County Fire Authority, was one of six finalists selected to interview for the position through a national search conducted by Bob Murray and Associates.

“After a comprehensive national search, I’m confident we’ve found the right leader for the Cathedral City Fire Department,” said City Manager Charlie McClendon. “Michael’s experience and leadership skills are obvious, but he’s

also a proven relationship builder and collaborator who recognizes the current challenges and opportunities that come with being a fire chief in the 21st Century.”

Contreras has been a member of the executive leadership team at the Orange County Fire Authority (OCFA), which serves 23 cities and the unincorporated areas of Orange County, California. OCFA is a fullservice fire and EMS agency that serves 1.9 million residents over a 587-squaremile area. In 2021, the agency responded to more than 161,000 incidents.

During his 32 years with the Orange County Fire Authority, Contreras has been an integral leader in succession planning, performance management, employee mental and physical wellness, and

managing various emergency management challenges. He currently works the day-today operations of a large, diverse geographic division serving more than 247,000 residents. Contreras also oversees nine fire stations, responding to more than 20,000 calls each year.

Contreras has held many assignments for the OCFA, including training officers. Recruit academy instructor, academy fitness coordinator, academy coordinator, department safety officer, hazardous material specialist, and assistant public information officer, and is a member of the department’s urban search and rescue (USAR) team. He will succeed current Fire Chief John Muhr, who is set to retire on Oct. 13, 2022, after 12 years with the Cathedral City Fire Department.

embraced the musician life and the personae he has come to embrace throughout his career. His rise to fame came with the release of his first album, “Bill Ocean” (1976), which garnered a large international fanbase.

We Can’t Attend Board Meetings!

Mr. Richardson: Meeting outside the regularly scheduled board meeting, the directors are meeting to review and accept the treasurer’s developed budget. Can association members attend as observers only? What is the law on meeting outside noticed open board meetings?? L.B., Martinez.

Dear L.B.: The Open Meeting Act (Civil Code Sections 4900-4955) requires all open board meetings be announced at least 4 days in advance with a posted agenda. A “board meeting” per Civil Code Section 4090 is any time a quorum of the board is, in person or otherwise, discussing anything within the board’s authority. So, if the board is meeting to discuss the budget, that is a “board

meeting” per Section 4090 and it should be announced 4 days ahead. Members must be permitted to attend all open board meetings, so yes, you should be able to observe board budget discussions. Thanks for your question, Kelly.

Dear Mr. Richardson: From March 2020 until several months ago our Board meetings were held via zoom. Now they are in person - which the Board says is required under state law - in a poorly ventilated, often crowded room, no masks required or requested. This is causing concern to some homeowners who are concerned about the current extremely contagious covid variant which can infect even the fully vaccinated and boosted. Is possible to get some special dispensation from the state to permit - or require - meetings by zoom? M.F., Coronado.

Dear M.F.: Purely virtual meetings are not allowed except in the event a declared

emergency prevents the meeting. However, why not add a virtual component to the inperson meetings? Anyone who is unable to attend physically can still attend virtually, which improves communication and participation. I am increasingly supportive of “hybrid” meetings. Since the cost of setting up hybrid meetings is usually minor (subscription to a virtual meeting platform service and purchasing a conference call microphone), most HOAs can and should benefit. Dear Kelly: When the meeting notice was posted for the upcoming board meeting, I asked the management company where the physical location would be. I was told it would be at the management office, which is more than 25 miles away. That seems like an excessive requirement.

Is there anything in the Civil Code that requires the physical location to be at the site of the complex or at least somewhere

closer than 25+ miles?

Dear E.B.: Nothing in the Davis-Stirling Act addresses the location of board meetings, but Corporations Code Section 7211(a)(5) says that board meetings may be held as stated in the notice of meeting or as stated by the bylaws or board resolution. So, unless the bylaws restrict the meeting location, it could theoretically be many miles away from the project. Some HOAs do not have a suitable place for meetings, and others don’t have a setup conducive to a virtual meeting component (assuming a hybrid meeting), so I do

know that many HOAs hold meetings at their management company’s offices. Certainly, there is a point at which the distance is something which should be considered. Finding a suitable meeting place isn’t easy. I have seen clients use/ rent rooms in libraries, churches, restaurants, community recreation centers and even car dealerships! Best regards, Kelly

Firebirds Sign Three Players To A

PALM SPRINGS, CA. – The Coachella Valley Firebirds (@ Firebirds), the 32nd American Hockey League franchise and an affiliate of the National Hockey League’s Seattle Kraken (@SeattleKraken), have signed forward David Cotton and defensemen Jimmy Schuldt and Eddie Wittchow for the 2022-2023 season.

David Cotton joins the Firebirds from a Calder Cup Championship-winning season with the American Hockey League’s Chicago Wolves. In 81 AHL games, the Parker, TXnative recorded 37 points (21 goals, 16 assists) throughout two seasons. Cotton signed

with the Blackhawks’ affiliate following his senior year (20192020) at Boston College, where he served as team captain. In 2017-2018, the former Carolina Hurricanes draft choice (169th overall in 2015) helped the Eagles to an NCAA Hockey East Championship.

Jimmy Schuldt comes to Coachella Valley with 151 games of AHL experience across three seasons, skating with the Chicago Wolves, Henderson Silver Knights, and most recently with the Rochester Americans. In 2018-2019, the 6-foot-1, 203-pound right-handed shot played one game for the Vegas Golden Knights in

the National Hockey League. Schuldt spent four seasons with St. Cloud State University and was named captain heading into his sophomore season. The 27-year-old hails from Minnetonka, MN.

Eddie Wittchow (WITTcoe) brings over 200 games of professional hockey experience to the desert after spending the last three seasons in the Washington Capitals’ organization with the Hershey Bears (AHL) and South Carolina Stingrays (ECHL).

Following four seasons at the University of Wisconsin, the former 2011 Florida Panthers’ sixth-round draft pick signed with the AHL’s Springfield

Thunderbirds. Wittchow, a native of Burnsville, MN, played in Finland during the 2018-2019 season with KooKoo in Liiga.

The Firebirds will face off for their Home Away from Home Series in Seattle this October against the Abbotsford Canucks and Calgary Wranglers. The four games will take place at three venues in the Seattle area. Child hunger is a persistent problem in California and the U.S., especially in rural areas. Now, a new grant program will promote and fund the best ideas around the country to help solve it.

This week, the nonprofit Save the Children launched its new Rural Child Hunger Research and Innovation Lab, which will ultimately award $100,000 to winning projects.

Tamara Sandberg, senior adviser for food security at Save the Children, said the goal is to replicate successful programs.

“The idea of the Rural Child Hunger Research and Innovation Lab is to lift up ideas from within

rural communities, provide them with the support to incubate their ideas, and then funding and technical assistance to try out their ideas,” Sandberg outlined.

Sandberg added that many rural families have difficulty getting nutritious food simply because of their isolated locations, and they may lack reliable transportation to get to stores with fresh food. Since the pandemic, save the Children has distributed bags full of fruits and vegetables to more than one million lowincome families in California.

Dino Pliego, assistant state director for Save the Children in California, said the organization’s analysis of

national data showed hunger among children has not yet recovered to pre-pandemic levels, which affects the ability of children ability to learn as well as their health.

“Here in California, a U.S. Census Bureau survey revealed that one in eight households with children reported not having enough food in their homes this past year,” Pliego reported. “Kids can’t be hungry for knowledge if they are hungry for food.”

About 90% of the U.S. counties with the highest child food insecurity rates are rural, according to the group Feeding America. Community organizations interested in the new grant opportunity must sign up by mid-October and

submit an application for their project by mid-November.

Our Child ‘Abuse Stops Here’ initiative is to significantly expand our preventative care to hurting families, diverting them away from the child welfare system.

We do this by equipping “care communities” that surround them with love, mentorship, support in times of crisis, and celebration. Together, we can exponentially increase the number of children and parents reached, bringing them out of brokenness and isolation and into a lifelong safety net of a loving community. Olive Crest is now serving twice as much as five years ago, and we anticipate continued increases in our service areas, including foster, family restoration and support, agedout foster youth, counseling, and child abuse prevention.”

commencing the evening’s lovely program. Comedian Nazareth, originally from the Holy Land, opened up the program by recounting numerous life experiences and hilarious stories. Next, guests were spellbound by the enormous talent of world-class Bass Baritone Robbie Britt, who performed inspirational and recognizable tunes such as America, God Shed His Grace On Thee, Unforgettable, and Send For Me. La Quinta City Council Denies Proposed Surf Park

Local residents and the La Quinta City Council oppose the proposed surf park and wave pool. The project would be a zoning change and allow the developers to build a resort and wave pool in the community. The development has been a controversial topic for nearly two years. Residents had raised concerns about traffic, noise, lighting, and water.

Residents have raised $66,000 to fight the project.

The project’s opponents are organized and vocal. Mostly, they don’t accept the findings of the city’s staff and final environmental review. Instead, they want city officials to disregard science and act like activists. In addition, they’ve used social media to spread misinformation about the project.

The proposed development would have included a 17-acre wave pool and 150 hotel rooms, and 600 short-term vacation

rentals. The proposal had prompted heated debate and opposition from La Quinta residents and local business owners. And if it is approved, the project would cost at least $100 million and take up 400 acres of undeveloped land in the La Quinta area.

The surf park would have been an artificial paradise with 18 million gallons of water and the world’s largest wave facility. The developer has said the project will use only allowed water and have minimal neighborhood impact.

The proposal’s developer, Meriwether Companies, says the project uses water responsibly and would not impact the environment.

The project developer said the wave pool would have consumed less than one million gallons of water daily. The project’s total water consumption had been approved by the Coachella Valley Water District, which regulates water use in significant developments with 500 or more units. The

water would be sourced from a shallow private well that pumps non-potable water. This non-potable water would be treated

and filtered before being used for the wave pool.

Groundwater is imported from the shrinking Colorado River, and the idea has

drawn criticism because of the proposed water use during the current drought.

Bash for the Barkee’s

Barkee LaRoux’s House of Love Animal Sanctuary held its first fundraiser, ‘Bash for the Barkees.’ Around 100 people attended on Wed. Sept 21st. The event was held at PS Underground in Palm Springs. The attendees realized the importance of this dog sanctuary and its mission. Guests were entertained by over ten performers of the highest caliber. In addition, a small silent auction kept guests busy looking for the right item to buy.

Founder Carlynne McDonald told a story about a phone call from a woman who had put her mother in assisted living and was unable to take her dog, and the daughter was also unable to care for this old dog. This was a story she had heard so

many times. She has spent years in Animal Rescue and knew something had to be done for these old pets who had nowhere to go. These poor animals had just lost their owners or were abandoned.

They looked and stumbled on a property that would provide what they were looking for to house and take care of old pets, some with injuries or health issues. They were looking to provide end-of-life care for these senior animals. They wanted a place minus cages and zoning to allow this kind of sanctuary. Banning Veterinary has been a big supporter.

Barkee has provided endof-life love and care for over 110 animals. They provide warmth, safety, and soft beds in their last years. Other rescue facilities work with

Barkee LaRoux to network and raise funds. They are called Barkee Beloved. Barkee LaRoux only rescues senior pets to give them the end of life that a loving owner would have wanted. Unfortunately, many older animals were abandoned with nowhere else to go to live their last years.

PS Undergrounds served a delicious family-style dinner. The event also had some very talented singers perform. The Desert has some fantastic talent. Talent included Keisha D, who rocked the house, and Bonnie Gilgallon performed Hey Mambo Mombo Italiano with style. Other performers were Francesca Amari, Brian Scott, Dion Kahn, Jeff Barnett, Kitty Murray, Lizzie Schmelling, Tod Macofsky, and Leanna and Miguel. Thanks were given to Siobhan Velarde for planning this event. The performers sang thru the whole dinner hour. Barkee LaRoux
