Mama’s House receives grant from H.N. and Frances C. Berger Foundation to help pregnant women in crisis Palm Desert, Calif., – Mama’s House was awarded a $25,000 grant from the H.N. and Frances C. Berger Foundation to help pregnant women in crisis situations. The Coachella Valley Spotlight grant will be used for professional counseling, tutoring, and educational material for women in the Mama’s House program.

“Mama’s House provides shelter for women in crisis

who want to carry their baby to term, whether they plan to raise their child or seek adoption options,” said Jan Lupia, Founder and Director of Mama’s House, which is operated by the nonprofit organization HEARTbeat At 22. “Our program does not stop with simply providing these women a place to live while they are pregnant. We also aim to give our residents

skills to be successful on their own after the baby is born.”

Mama’s House typically assists between 15-20 women each year, most of whom are leaving negative, stressful, even dangerous situations and want to improve their lives. The staff and volunteers at Mama’s House help their residents, 18 and older, with educational goals, job training and job searching, plus basic life skills

and exposure to arts, crafts and music. While at Mama’s House, every resident is required to work toward a GED certificate, if they have not already earned a high school diploma.

“Jan and everyone at Mama’s House really take care of these women. They not only help them during their stay at Mama’s House but also make sure they are ready to live a new life on their own,”

said Catharine Reed, Program Director for the H.N. and Frances C. Berger Foundation.

Boy George comes to Fantasy Springs Resort Casino 80’s Superstars Culture Club will reunite on November 11th

By Desert Star Staff INDIO, CA – Culture Club was one of the biggest pop bands of the 1980’s, racking up seven straight Top 10 hits in the UK and nine Top 10 singles in the United States, and now Boy George and the rest of the band are coming to The Special Events Center at Fantasy Springs Resort Casino on Friday, November 11th.

Signed to Virgin Records in 1982, Culture Club’s appeal stemmed from their flamboyant front man Boy George, whose cross-dressing and heavy makeup created an

image which was completely unique on the pop scene.

George was also noted for his biting wit and frequently came up with cutting quips that won Culture Club media exposure on both sides of the Atlantic.

Their first hit single arrived in autumn of 1982 with the massive breakout smash “Do You Really Want To Hurt Me.” Culture Club’s debut album Kissing To Be Clever rose to the top of the charts in 1983 with follow up singles “Time (Clock Of The Heart” and “I’ll Tumble 4 Ya” rocketing up the charts as well. By the time they released their follow up

album Colour By Numbers with the transatlantic smash hit “Karma Chameleon,” Culture Club was the number one band in the world.

Culture Club broke up in 1987 with various band members going their own ways, but then reunited in 1998, releasing the two-disc set VH1 Storytellers/Greatest Hits. The band then reformed again in 2014 to plan a transatlantic tour which kicked off earlier this year. This will be the first time the band has reunited in over a decade.

Historic Route 66 that traverses Los Angeles and San Bernardino County for 325 miles has the distinction of being one of California’s favorite slices of roadway. It began in 1936 when this paved highway opened up a new world of road travel for those weary of shivering through snow dominated winters and back roads devoid of a quick car wash. My mother traveled across that legendary stretch on the road in 1940 from Minneapolis, MN with

a gal pal, both in search of a glamorous Hollywood career.

Route 66 became a chapter of American road history, and it will be captured at the Mother Roads 90th Anniversary event scheduled for November 10-13 at the Los Angeles International Route 66 Festival. It takes place at the road’s original terminus, downtown Los Angeles. The heart of the entertainment industry in bygone days was Downtown LA, and if you make your way to 7th and Broadway The Historic Broadway Theatre District capture the moment with educational

presentations and live music.

Motorists can still relive the nostalgia of those early days of road travel as the route takes you to architectural landmarks such as Casa del Desierto in Barstow, now home to the Mother Road Route, 66 Museum and the Western American Railroad Museum. Taxation of Inherited IRAs Versus Life Insurance

By Janice Gough You have several options when you inherit an IRA, and the one you choose can have a big impact on how much you pay in taxes. The rules are different for spouses than for non-spouse beneficiaries.

They’re also different for traditional IRAs than they are for Roths, which generally are not taxed when left to heirs.

If you inherit a traditional IRA, you can cash out the account at any age -- even before you reach age 59½ -- without having to pay a 10% early-withdrawal penalty. But you will have to

pay taxes on the money in the account (except for any nondeductible contributions).

If non-spouse beneficiaries don’t start taking withdrawals

by December 31 of the year after the IRA owner dies, then they must withdraw all of the money in the account within five years. Otherwise, you must take minimum distributions from the account based on your own life expectancy, starting by December 31 of the year after the original owner’s death. These required withdrawals are similar to the required minimum distributions (RMDs) for IRA holders over age 70½, but they use a different life expectancy table.

The withdrawals will still be taxable (except for any nondeductible contributions), but the rest of the money can continue to grow taxdeferred in the account.

Spouses who inherit a traditional IRA have extra choices. They can roll the

money into their own IRA, so they don’t have to start taking required minimum distributions (based on their life expectancy) until they reach age 70½. But they’d have to pay a 10% early-withdrawal penalty for money they take from the account before age 59½. If the original IRA owner was 70½ or older and had already started taking RMDs before he or she died, then the beneficiary can continue to take annual withdrawals based on the original owner’s life expectancy schedule or take withdrawals based on his or her own life expectancy.

Many people conserve their IRAs and other Qualified plan assets with the intention of passing them on to heirs. Although qualified plans are generally the best way to accumulate dollars for retirement, they are not necessarily good vehicles for passing money to future generations. This is because

For estate tax purposes, an individual who dies after becoming entitled to income, but who has not actually received it before death, is generally required to include this income in his or her taxable estate. Such income is termed “income in respect to decedent’, or IRD. For income tax purposes IRD assets, unlike other assets, do not receive a stepped up basis at the death of owner.

The recipient of the IRD (the heirs) must include it as taxable income, in the year received.

If it turns out that the inherited assets are subject to estate tax the recipient of IRD is allowed an income tax deduction for the amount of federal estate taxes that is attributable to the IRD. In the situation where both spouses die and their estate was greater than their combined personal exemption,

the IRA will be subject to both estate and income taxes. Even after taking into consideration the IRD income tax deduction, the heirs will loose approximately 65% of the IRA. A better solution and tax tip, and will enable the family to save IRD and estate taxes, would be to purchase a Survivorship life insurance plan using distributions from the retirement plan. The proceeds from the life plan are received tax free to the beneficiaries. If either insured had a serious health problem, the insurance carrier may accept an uninsurable as long as the other insured is in reasonable health. The descendent would receive quite a bit higher amount, tax free.

Do Chairs Vote, and a Rogue Director

Dear F.B.: Civil Code 5000(a) requires that in meetings of the membership, associations use “a recognized system of parliamentary procedure or any parliamentary procedures the association may adopt.�

However, the law does not require use of parliamentary procedure in board meetings, which are less complicated.

Nevertheless, a basic use of parliamentary procedure is helpful to organize the flow of discussion and move the agenda forward.

Dear Mr. Richardson: I live in a small HOA where one board member rules the community. He is the secretary/treasurer, gardener, landscaper, meter maid, fee collector and retired. Two management companies have quit due to this member, who claims they took money from our HOA. Nobody attends any meetings because he intimidates everybody including his own board members. Now with only two board members left is this quorum legal? Plus, there has been no financial report in almost three years.

Our community is worried about the money. We are fed up with this guy for years.

Dear E.B.: If the HOA bylaws set the board at five members, then two members can do only one thing – appoint a third member to establish a board quorum. I am sure this rogue director has good intentions, and considers himself a fierce protector of the HOA. The sad irony is that such a person does far more harm than good to the HOA. Unless and until the community rises up and elects team players, the HOA will continue to falter. Unfortunately, sometimes well-intentioned homeowners, when dissatisfied with progress, will impatiently “take over� for the manager, committees and the even the board. Worse yet, the rogue director who ignores proper corporate process is outside the protection of the volunteer immunities which protect them.

in further discouragement, unhappiness and potentially even legal disputes until the neighbors force a return to proper function. Sadly, my experience is that most of the time the rogue director will not â&#x20AC;&#x153;see the lightâ&#x20AC;? but will be very angry after losing that control (even though it was illegal), and then becomes the HOAâ&#x20AC;&#x2122;s fiercest critic. However, that should not prevent the community from uniting to do the best for the community.

Urban Agriculture Good for Students, Community Health

By Desert Star Staff DENVER -- Back to school for some can mean planting one last crop of vegetables in school gardens before the first frost arrives and boosting student health, according to a Johns Hopkins University study on the benefits of urban agriculture.

Anne Palmer, report co-author and program director for the Food Communities and Public Health Program at Johns Hopkins said gardening helps kids learn where their food comes from and promotes environmental stewardship.

“I think that experience can be a really important piece of their education,” Palmer said. “There is a fair amount of evidence that when kids grow their own food, they’re much more likely to

try different foods, and that can lead to some healthier eating patterns overall.”

Especially for kids living in urban areas, the process of watching worms in the soil, seeds sprouting into flowers visited by butterflies, and eventually harvesting food they can taste, makes life cycles real to students in ways that are hard to achieve in a classroom, Palmer said.

The report also suggested that access to gardens and other green spaces can lead to better mental health outcomes for kids and adults.

Palmer said when vacant lots are converted into community gardens, it changes how people feel about their neighborhood - and their neighbors - and has been linked to reduced crime.

“I encourage people to

put a seed in the ground.

Growing our own food engages us in the world in a way that nothing else does,” Palmer urged.

“And I think we should not discount the importance of staying connected to our natural world.”

She acknowledged that urban agriculture alone won’t solve all the challenges facing the nation’s food system. But the report concluded that it can help reduce food insecurity, get fresh produce into lowincome neighborhoods, minimize pesticides and limit pollution from transporting food across the country.

However, Palmer says it will require long-term support from local, state and federal governments.

Additional forbearance is available with approval from Fannie Mae. In addition, Fannie Mae guidelines authorize servicers to delay foreclosure sales and other legal proceedings in these areas.

5 Health and Wellness Rules to Live by this School Year

By Desert Star Staff At school, kids are exposed to an influx of germs that can cause a number of preventable sicknesses, including cold and flu.

The top germiest schoolbased culprits include water fountains, plastic reusable cafeteria trays, keyboards, toilets and…students’ hands.

To keep your family free from the sniffles all year long, here are five easy-to-follow tips to ensure a healthy, happy and absent-free school year.

1. Teach Kids to Wash Hands the Right Way. It seems simple enough, but research shows that only 5 percent of people wash their hands properly. The CDC recommends following five simple steps: wet, lather, scrub (for at least 20 seconds), rinse and dry. Don’t forget backs of hands, between fingers and under the nails. Handwashing is the best defense against germs, but if soap and water aren’t available, hand sanitizer is a good alternative.

2. Sanitize School Supplies.

Sanitize school supplies, lunch boxes, bottoms of backpacks, etc., weekly.

These items are exposed to a variety of germs lurking in places like gym lockers, on desks and in bathrooms. Use disinfecting wipes on plastic objects, and throw items like lunch boxes and backpacks in the washing machine.

Send kids to school with disposable wipes so they can clean surfaces like desks, cafeteria trays and other surfaces throughout the day.

3. Set a Sleep Schedule.

A regular bedtime and an alert morning go handin-hand. The National Sleep Foundation recommends a calming nighttime routine like reading a book or taking a bath to signal the brain that it’s bedtime, and leave technology like tablets, laptops and cell phones out of the bedroom. If you’re wondering how much sleep your child needs each night, it’s recommended that toddlers receive 11 to 14 hours, preschoolers 10 to 13 hours, school-aged children nine to 11 hours, and teenagers eight to 10 hours.

4. Keep Healthy Snacks and Meals on Hand.

A healthy, balanced diet has been proven to keep kids mentally sharp and focused,

but fast-paced schedules during the school year can sometimes result in quickfix, and often unhealthy, food choices. Keep nutritious graband-go snacks like trail mix and fruit at the ready. 3-D Printers Making Surgeries Safer

By Desert Star Staff KANSAS CITY, Mo. – Advances in technology are allowing doctors to spend less time in the operating room, and that’s much safer for patients, especially younger ones.

At Children’s Mercy in Kansas City, 3-D printers are being used to help surgeons.

Dr. Richard Schwend, chief of Orthopedic Research at Children’s Mercy, recently operated on 10-year-old Kevin Yintia. His hip was severely damaged by infection when he was a baby in the Central African Republic.

Because of that, Kevin was much smaller than average, and that’s when Dr. Neil Mardis, a radiologist, stepped up and created a 3-D image of Kevin’s pelvis so doctors could see what needed to be done before operating.

Schwend says because of that, doctors could create a metal plate that fit Kevin perfectly.

“That metal plate had twists and bends and sharp curves to it, and it’s very hard to bend that during surgery,” he explains. “It takes quite a while. And by bending it ahead of time, we might have saved an hour of surgery time, which makes it for much safer for surgery and less risk for bleeding, and less risk for infection.”

The printers can create bone, vessel or organ models.

That allows surgeons to practice before surgery.

Mardis says because they’re still growing, smaller patients don’t always have the same size bones, so being able to design an exact model or a plate for a doctor is key.

As for Kevin Yintia, he had his surgery, and says he’s ready to start playing basketball.

Here are three tips to help keep kids drug-free this school year and beyond.

1. Get kids active in extracurricular activities.

Adolescents aged 12 to 17 who participate in extracurricular activities are less likely to use alcohol, cigarettes and illicit drugs, according to the National Survey on Drug Use and Health (NSDUH).

Many extracurricular activities are known to have positive effects on students’ grades, attention span and behavior. Afterschool activities will keep kids engaged in something positive while they are outside the classroom and also provide an incentive for staying healthy. By Desert Star Staff BETHESDA, Md., -- As college students arrive on campus this fall, it’s a time of new experiences, new friendships, and making memories that will last a lifetime. Unfortunately for many, it is also a time of excessive drinking and dealing with its aftermath— vandalism, violence, sexual aggression, and even death.

According to the 2014 National Survey on Drug Use and Health (NSDUH), 59.8 percent of full-time college students ages 18 to 22 drank alcohol in the past month; 37.9 percent engaged in binge drinking (5 or more drinks on an occasion); and 12.2 percent engaged in heavy drinking (5 or more drinks on an occasion on 5 or more occasions per month). These rates are higher than those for their non-college attending peers.

The consequences of excessive drinking by college students are more significant, more destructive, and more costly than many

parents realize. And these consequences affect students whether or not they drink.

Statistics from the National Institute on Alcohol Abuse and Alcoholism (NIAAA) indicate that drinking by college students ages 18 to 24 contributes to an estimated 1,825 student deaths, 696,000 assaults by another student who has been drinking, and 97,000 cases of sexual assault or date rape each year.

Early Weeks Are Critical Although the majority of students come to college already having some experience with alcohol, certain aspects of college life, such as unstructured time, the widespread availability of alcohol, inconsistent enforcement of underage drinking laws, and limited interactions with parents and other adults, can intensify the problem.

The first 6 weeks of freshman year are a vulnerable time for heavy drinking and alcohol-related consequences because of

student expectations and social pressures at the start of the academic year.

Parents Can Help An often-overlooked protective factor involves the continuing influence of parents.

Research shows that students who abstain from drinking often do so because their parents discussed alcohol use and its adverse consequences with them. During these crucial early weeks, parents can do a number of things to stay involved.

Parents can help by: • Talking with students about the dangers of harmful and underage college drinking—such as the penalties for underage drinking, and how alcohol use can lead to date rape, violence, and academic failure.

• Reaching out periodically and keeping the lines of communication open, while staying alert for possible alcohol-related problems.

• Reminding students to feel free to reach out to them to share information

which your child expresses interest, investigate offerings at local community centers.

2. Open the lines of communication.

The importance of communicating with your child can’t be overstated. A regular, open dialogue will make children more likely to talk to you about peer pressure and stress—the kinds of factors that can lead to drug use.

You can foster communication by regularly sitting down to dinner as a family and checking in on homework and school projects. Encourage children to invite friends over, so you know more about others with whom they spend their time.

3. Test your child.

If you suspect your child is experimenting with drugs, there are tools that can help you find out for certain

Proposed Power Plant May Face High-Level Opposition

By Desert Star Staff OXNARD, Calif. - A proposed new natural-gas power plant in Southern California will face concerted opposition at the Coastal Commission meeting this week. On Friday, members will consider a recommendation by staff that the Puente Project

be relocated away from the site chosen by the company, NRG, in Oxnard, about 50 miles north of Los Angeles.

Carmen Ramirez, Oxnard’s mayor pro-tem, said her lowincome, primarily Hispanic community doesn’t want a fourth fossil-fuel power plant to pollute the air and threaten

their beaches and wetlands.

“No longer should industrial facilities or critical facilities be placed on the California coast, because of sea-level rise,” she said. “It also threatens endangered species. So this is the worst place to put it on the beach in terms of reliability and the

damage to the coast.”

The Coastal Commission meeting is at 9:00 am Friday at the Newport Beach Civic Center. The power plant got a major boost when the California Public Utilities Commission approved it in May despite strenuous local opposition.

Ramirez, along with many conservation advocates, was very disappointed with the PUC’s decision.

“And there’s some questions and doubts about its fairness, its impartiality, its service to the public need rather than the needs of private investor-owned utilities, Edison, PG&E and San Diego Gas and Electric,” she added.

The Coastal Commission staff has recommended that the project be built elsewhere and has identified several other locations. But the final authority rests with the California Energy Commission, which is expected to issue a decision in the spring of next year.

Loans available for Washington residents looking to become U.S. Citizens

So some credit unions in the Evergreen State are helping eligible residents with loans to cover the cost.

Seattle Metropolitan Credit Union (SMCU) recently joined the Seattle Office of Immigrant and Refugee Affairs to offer the city’s 22,000 legal permanent residents the opportunity to become citizens.

Richard Romero, the credit union’s CEO, says one of the biggest barriers to working with immigrant communities is gaining their trust.

“One of the most valuable results that we want to get from the program is to establish that trust, and be maybe the first financial institution that these people are working with, either in the United States or maybe even in their lifetime,” he stresses.

SMCU is offering loans ranging from $700 to $4,000 for residents and their families who are eligible to apply for citizenship.

NFL Season Projections And Super Bowl Predictions

By Julie Buehler Here’s a look at the season’s Top-5 Must-Watch story lines for the NFL Season: #5 Despite all the changes to the game, the ‘ole adage, “Defense Wins Championships” has never been more true.

Sure, fantasy football has changed the way fans watch the game, as it focuses heavily on offensive stats such as passing yards or rushing touchdowns by individual players. But as we’ve seen in the past few years in particular, defense is the key to a Super Bowl Championship. Square Harvest cofounder Madhavi Krishnan has a background in computer science, and says the startup had a couple simple goals.

Consumers go to the Square Harvest website, select the foods they want delivered, pay online, and then the software sorts the orders and notifies the suppliers. Within 48 hours, orders are packed and routed to consumers.

Using e-cigarettes to smoke weed

By Desert Star Staff Swiss scientists have come up with a novel way to consume medical marijuana with fewer of the harmful effects. All you need is a vaping apparatus and some butane hash oil.

The invention is a deceptively simple alternative to more established weed products like pills, skin patches, suppositories, sprays and syrups. After all, there’s the flavor to consider.

However, the e-cigarette, as it’s called, will also take

away the more harmful effects of smoking a joint.

“Therapeutic cannavaping” actually came out of an idea first floated by recreational marijuana smokers on online forums.

It uses butane gas to trap cannabinoids and bind them together. And you get none of the bad effects from using tobacco – a frequent ingredient to make joints burn more smoothly.

A vape pen is used as the tool for smoking. So, in essence, it’s a streamlining

of two pre-existing ideas into something more userfriendly for people who rely on the medical benefits of smoking weed.

“We were inspired by what is done illegally, underground, on the web fora,” Vincent Varlet, a coauthor of the study and biochemist and toxicologist at the University Centre of Legal Medicine in Lausanne, told AFP. “Normally, they use this form of cannabinoids to get high. Based on what is done illegally, we found that it could

be interesting,” he added.

When the butane and hash oil are combined into the composite BHO (butane hash oil), the concentration of THCa is about 70-80 percent. High temperature treatment turns this into THC (tetrahydrocannabinol – the active ingredient in cannabis).

Turning this into a commercially-available e-cigarette appears a nobrainer. The producer can regulate THC concentration and sell different strengths of the stuff.

Consumption is done via the vape machines.

“Cannavaping appears to be a gentle, efficient, user-friendly and safe alternative method for cannabis smoking for medical cannabis delivery,” and all of that thanks to “the creativity of cannabis users,” the authors say in the study, published in Nature.

Although the jury is still out on the actual long-term effects of vaping, it does appear to be more health-friendly, the obvious advantage being the absence of tobacco.

Not all of their peers think the Swiss idea would take off as smoothly elsewhere as it promises to do in Switzerland.

ITT Tech announces full closure after sanctions

By Desert Star Staff For-profit higher education company ITT Technical Institutes is ceasing operations in response to a series of prohibitions applied by the US Department of Education that included a ban on accepting new students who rely on federal aid.

ITT Educational Services, the parent company of ITT Technical Institutes, announced Tuesday that it “will discontinue academic operations at all of its ITT Technical Institutes”based on actions taken by the US Department of Education (DoE) in late August. The DoE said at the time that it was levying deep sanctions on ITT Tech out of a responsibility “to protect students and taxpayers.”

The for-profit chain of technical schools — with more than 40,000 students at 130 campuses in nearly 40 states — has been the subject of a variety of state and federal investigations over its recruitment and accounting practices, among other issues.

“The actions of and sanctions from the U.S. Department of Education have forced us to cease operations of the ITT Technical Institutes, and we will not be offering our September quarter,” the company said in a news release. “We reached this decision only after having exhausted the exploration of alternatives, including transfer of the schools to a nonprofit or public institution.”

The company blamed its decision on the “inappropriate and unconstitutional” DoE requirements, which included a demand that ITT Tech increase its surety to 40 percent of its Title IV federal funding, or to about $247 million from $94 million, within 30 days.

The company was also banned from accepting new students who rely on federal aid. In 2015, ITT revenue reached $850 million, with around $580 million coming from federal student loans.

DoE also tightened its financial oversight of ITT Tech.

“Looking at all of the risk factors, it’s clear we need to increase financial protection and it wouldn’t be responsible or in the best interest of students to allow ITT to continue enrolling new students who rely on federal student aid funds,” Secretary of Education John B. King Jr. said in late August.

In response to ITT Tech’s announcement, King said Tuesday that the DoE is “committed” to helping students move on.

Student enrollment at ITT Tech has dropped dramatically in recent years amid several state and US government investigations of the company, including a federal fraud probe. ITT has been sued by the Consumer Financial Protection Bureau over loan practices in addition to a spate of other lawsuits brought by states and students alike.

Nevertheless, ITT Tech said Tuesday that the “unwarranted” DoE sanctions were applied without due process and will hurt its students and more than 8,000 employees the most.

The company has “always worked tirelessly to ensure compliance with all applicable laws and regulations, and to uphold our ethic of continuous improvement,” ITT Tech said.

“When we have received inquiries from regulators, we have always been responsive and cooperative. Despite our ongoing service to this nation’s employers, local communities and underserved students, these federal actions will result in the closure of the ITT Technical Institutes without any opportunity to pursue our right to due process.”

The DoE “rejected” proposed “alternatives that we strongly believe would have better served students, employees, and taxpayers,” the company added.

DoE Secretary King said in August that current ITT students won’t “shoulder the burden of the school’s bad behavior.” Those students can continuing applying for federal loans, the DoE said in a blog post detailing students’ options.

Upon announcing the sanctions, the DoE cited actions made by ITT’s accreditor, the Accrediting Council for Independent Colleges and Schools, which has said ITT “is not in compliance and is unlikely to September 7, 2016

become in compliance with [ACICS] accreditation criteria” related to the company’s financial structure, admissions practices, recruitment, job placement, management, and overall institutional integrity.

Shortly after the DoE’s August announcement, the California Department of Consumer Affairs’ Bureau for Private Postsecondary Education demanded ITT Tech halt acceptance of new students at the company’s 15 California outlets. ITT Tech has since said on its website that credits earned by current students are “unlikely to transfer.”

Supporters of ITT Tech have decried the federal actions. A recent Wall Street Journal editorial called the sanctions a “lawless execution” that came “without proving a single allegation.”

Dick Durbin (D-Illinois), who said the department’s moves would “help prevent additional students from being harmed and more taxpayer dollars from being wasted on this company faltering under the weight of its own wrongdoing.”

In July 2015, the DoE announced a rule aimed at predatory practices of forprofit colleges, demanding that education institutions would lose federal funding unless they can show their graduates can actually get jobs and repay student loans.

In addition to ITT, another major for-profit education company, Corinthian Colleges, was effectively shut down in April 2015 after being fined $30 million by federal regulators for reportedly falsifying job placement claims. The DoE offered debt relief to some 16,000 students affected by the company’s closure.

By KMIR News Staff A Rancho Mirage woman who served as executive director of a cosmetic surgery center has been indicted on fraud and identity theft charges, adding to allegations that she and her husband billed insurance companies for more than $50 million in cosmetic surgeries they claimed were medically necessary, prosecutors said Tuesday.

Linda Morrow, 64, was named in a 31-count superseding indictment that added three mail fraud charges, three counts of identity theft and three counts of aggravated identity theft. If convicted, she could be ordered to forfeit more than $20 million gained in the alleged scheme, according to prosecutors.

in federal prison. The six identity theft charges and a separate count of failure to report a felony would add more than 50 years to the sentence, should she be convicted, prosecutors said.

She is scheduled for arraignment in U.S. District Court in Santa Ana on Monday.

Her husband, Dr. David Morrow, 71, pleaded guilty in March to conspiracy to commit mail fraud and filing a false tax return. He is scheduled for sentencing Dec. 2, and could face as much as 23 years in federal prison.

The Morrows are accused of submitting bills for more than $50 million for surgeries performed at their clinic, The Morrow Institute, according to the U.S. Attorney’s Office.

Patients were told that the surgeries would be paid through their union or PPO health insurance plans, while insurance companies were told that the procedures

companies that were allegedly fraudulently billed were Anthem Blue Cross, Blue Cross/Blue Shield of California, Blue Cross/Blue Shield of Massachusetts and Regional Employer/Employee Partnership for Benefits.

Some of the insurance companies refused to pay for patients who were employed by public entities. Mylan announces $300 generic EpiPen at 3x original price

In another attempt at quelling public outcry over the skyrocketing price of the lifesaving EpiPen, maker Mylan has announced that it will begin selling a generic version of its allergy medication injector ‒ at the low, low cost of $300.

EpiPen administers a quick dose of epinephrine to counter a severe, life-threatening allergic reaction known as anaphylactic shock. The easy-to-use injector is made by West Virginiabased Mylan Pharmaceuticals, which bought the rights to it in 2007. Since then, the price of the EpiPen has ballooned,

going from $100 to $600.

On Monday, Mylan unveiled the generic version, noting that the auto-injector’s “list price of $300” for each two-pack carton “represents a discount of more than 50 percent to the Mylan list price.”

We understand the deep frustration and concerns associated with the cost of EpiPen to the patient, and have always shared the public’s desire to ensure that this important product be accessible to anyone who needs it,” CEO Heather Bresch said in a statement.

“Our decision to launch a generic alternative to EpiPen is an extraordinary commercial response.”

The generic version will be identical to the branded one ‒ at both the 0.15-mg and 0.30-mg dosages ‒ and will be launched in “several weeks,” after the company completes labeling revisions.

The announcement comes just four days after Mylan’s last public relations stunt, when the company said it would introduce a savings card that will cover up to $300 of the cost of the EpiPen two-pack for patients previously paying list price.

There are currently few options for the quick delivery of epinephrine. Two of EpiPen’s competitors, AUVI-Q and TwinJect, recalled their injectors over issues with dosages or the devices. Another, Impax Laboratories, isn’t able to produce its Adrenaclick injector ‒ or its generic version ‒ in large quantities.

“We do not have an automated process but we are working on [one],” Mark Donohue, vice president of investor relations and corporate communications at Impax, told ABC News. Not all pharmacies stock either version of Adrenaclick, either, he added.

In March, the Food and Drug Administration (FDA) rejected an application by Teva Pharmaceutical for a generic version of EpiPen due to “certain major deficiencies” that forced the product to be “significantly delayed” into 2017 at the earliest, Teva said.

That decision paved the way for EpiPen to corner 95 percent of the epinephrine injection market, FiercePharma reported at the time. However, Mylan had already hiked the price of its branded auto-injector to maximize profits in anticipation of competition from Teva’s generic version, Marianne Udow-Phillips, director of the Center for Healthcare Research & Transformation at the University of Michigan,told USA Today. Without competition, Mylan shouldn’t have needed to produce a generic EpiPen, she noted.

“It’s highly unusual for a generic product to come out in this way,” Udow-Phillips said.

“It clearly shows how much pressure Mylan was under.”

However, she noted, “It’s still a huge profit margin for them.”

Mylan’s stock took a 10 percent hit last week after a number of senators called on the drug maker to explain

the runaway cost of the lifesaving injector. Senator Amy Klobuchar (D-Minnesota) led the charge, with Judiciary Committee Chair Charles Grassley (R-Iowa) following suit. On Wednesday, Senators Susan Collins (R-Maine) and Claire McCaskill (D-Missouri) also sent a letter to Mylan asking for an explanation.

Bresch is the daughter of another senator, Joe Manchin (D-West Virginia).

On Wednesday, Democratic presidential nominee Hillary Clinton bashed the “outrageous” price hike, and calling on Mylan to lower the cost. The company has been a donor to the Clinton Foundation.

Mylan’s political outreach led to the 2013 “EpiPen Law” encouraging the use of Mylan’s auto-injectors in schools around the US, leaving the taxpayers to foot the bill. EpiPens are classified by the FDA as both a drug and a medical device that requires specialized training.

As such, pharmacists in 29 states will not be able to just switch from the branded version to Mylan’s generic one, ABC News reported.

Mylan has given 700,000 EpiPens to schools for free, the company said recently.

Boise Fits Bill for Refugees Seeking New Start

By Desert Star Staff BOISE, Idaho – Boise has accepted more Syrian refugees for relocation than New York City and Los Angeles combined, according to The New York Times.

Boise and other midsized cities are attractive relocation destinations because of their affordability.

Jan Reeves, director of the Idaho Office for Refugees, says resettlement programs like his have to consider that these people, who are often fleeing war in their home country, are starting their lives over with the most basic needs.

“That’s one of the responsibilities of the resettlement program is to make sure that the first permanent housing arrangement they have, which is usually an apartment, is furnished and has an adequate number of beds and cooking utensils, and various things that a household needs in order to function,” he explains.

Last fall, President Barack Obama said the U.S. would admit 10,000 Syrian refugees by September of this year. The country reached that goal a month early.

Since last fall, 104 Syrian refugees and about 1,100 refugees in total have been resettled in Boise.

The Obama administration recently increased the number of Syrian refugees accepted into the U.S. Just over 100 have settled in the past year in Boise. Once the refugees arrive, Reeves says his agency does what it can to ensure they find employment and contribute to the local economy.

“The expectation is that they will become self-sufficient as quickly as possible after their initial resettlement,” he stresses. “So, the program in place is directed toward that end, that people will be

preparing for employment, families will be self-sufficient through employment.”

Reeves adds some refugees come with high levels of education and often struggle to find jobs that allow them to use those skills because of language barriers. Reeves says there’s a separate program to help these individuals.

The initiative Neighbors United Boise – a network of nearly 50 organizations including Reeves’ agency and the United Way – is working to provide a welcoming

atmosphere for refugees so they can begin to feel at home after they arrive.

Reeves says that’s the most important part of relocation.

“When you get to know people through meaningful contact and you see the common things that you share, you appreciate the story that a refugee may have to tell about his or her life,” he relates. “This develops some bonds of friendship that are really important in this whole process.”

President Announces Salton Sea Partnership

help a lot of folks all across the West,” said Obama.

The plan essentially fast tracks the work being done now by agencies like the Salton Sea Authority.

Bruce Wilcox, the state’s assistant secretary of the Salton Sea who worked on building the plan says the commitment put forth by a diverse group of agencies is impressive, “It’s a breakthrough on Salton Sea management both the state and the federal government have pledged to work together on funding for projects at the Salton Sea.” Included in the deal, an investment of $29 million to fund research for geothermal

energy development at the Salton Sea. “That geothermal development is a step in the right direction for further development of geothermal resources at the Salton Sea, so this establishes a framework that we can all work with moving forward,” says Wilcox.

Wilcox says water from the Colorado River will stop flowing to the sea in 2017 making it a critical time to take action, “Between all of these agencies we should be able to move forward much faster and get more accomplished and we’re very excited and ready to go.” Source: KMIR

13 dead, 50+ injured in wave of Chicago shootings

By Desert Star Staff As people across the US celebrated Labor Day, Chicago was rocked by multiple shootings that left at least 13 people dead and dozens injured over the long weekend.

The Memorial Day weekend this May saw 69 shootings with at least 6 of them fatal.

Monday evening saw the latest homicides when two men in their early twenties were fatally shot when a someone in a minivan opened fire at a group of people on sidewalk in the Lawndale neighborhood on the West Side, according to Chicago Suntimes. Fiftytwo people were shot at during the week-end.

Two people were killed in a shooting at Ogden Park at around 7:20pm local time on Monday, as more than 100 people celebrated the national holiday there. Emergency crews were called to the scene, according to Chicago Fire Department Commander Walter Schroeder, as cited by the Chicago Tribune.

One of the victims, aged 47, was walking his dog when he was struck in the chest by bullets fired from a nearby vehicle, according to Chicago police spokeswoman Officer Michelle Tannehill. A second man was also shot in the chest while hanging out in the park. He began running when he heard gunshots.

The two victims were taken to Stroger Hospital, where they were both pronounced dead, according to Tannehill.

There was another shooting in the Windy City just 30 minutes prior, at around 6:50pm, on the 900 block of West 58th Street in the Englewood neighborhood.

The incident began when someone inside a light-colored vehicle drove past a man and fired multiple shots, hitting the victim in the back, according to Chicago police spokesman Officer Kevin Quaid. The man was pronounced dead at St. Bernard Hospital and Health Care Center.

Earlier on Monday, a 44-year-old man was shot and killed while driving in the Back of the Yards neighborhood, after a group in a van began harassing him. The man tried to drive away, but one of the van’s occupants opened fire and hit him in the head, neck, and back. He was pronounced dead at Stroger Hospital. The victim struck several parked cars while attempting to flee, according to Tannehill.

A van matching the description of the one the shooters were driving later crashed on Western Avenue.

Two men jumped out and attempted to flee, throwing a weapon in a clothing donation bin at a gas station. They were later taken into custody and a rifle was recovered, according to police. www.desertstarweekly.com

Police were called to a separate incident at the 4500 block of South Whipple Street in the Brighton Park neighborhood at around 1:25pm, where they discovered the body of a 22-year-old man with a gunshot wound to his chest. The victim’s roommates found his body lying in a driveway, according to Quaid.

At around 9:30am on Monday morning, officers were called to the 6800 block of South Emerald Avenue in Englewood neighborhood, where two men had been shot, police spokesman Officer Jose Estrada said. One of the men had been shot in the head and was taken to Advocate Christ Medical Center, where he was pronounced dead. The other man, 26, suffered a wound to the upper left shoulder and a graze wound to the head.

He was taken to Stroger hospital in critical condition.

At around 6:20am, before many people had even woken up on the national holiday, an 80-year-old man was fatally shot in the face in Chicago’s South Shore neighborhood. He had been standing outside when he and the assailant began talking.

The assailant fired multiple shots, according to Tannehill.

Officers found the man lying on the ground unresponsive, spokeswoman Nicole Trainor said. He was pronounced dead at the scene, according to the Cook County medical examiner’s office.

A suspect was arrested.

An unconfirmed report on Twitter, which cites a local police scanner, also said that five people had been shot in a separate shooting, two of which have since died. If true, it would bring the Labor Day toll to nine people killed and 10 people injured.

A string of non-fatal shootings also occurred in the city, beginning at 10am on Monday. A 30-year-old man was left critically wounded after being shot in the Austin neighborhood. The incident occurred when a dark van with two people pulled up to the man, and an assailant got out and began firing shots, according to preliminary reports. The victim was taken to Mount Sinai Hospital with a gunshot wound to the upper left shoulder.

Just hours later, at around 3:20pm, two people were shot in the Back of the Yards neighborhood, while standing on a sidewalk. A 27-year-old man was shot in the back and was in critical condition at Stroger Hospital. The second victim, a 23-year-old woman, was shot in the stomach and taken to the same hospital in serious condition.

August, which experienced 90 homicides, was the most the city has seen in a single month since June 1996.

With four months to go until the end of the year, homicides in 2016 have already reached almost 500, exceeding last year’s total of 481, according to police data.
