Seattle Kraken Affiliate Signs Veteran Defenseman Matt Tennyson to Bolster Blueline
“We couldn’t be more grateful and excited about today’s announcement of the State’s significant investment in the Palm Springs Navigation Center. This funding will allow us to make a significant impact and realtime solutions for our homeless residents,” said Palm Springs Mayor Lisa Middleton. With this funding, the city will continue progressing with design, renovations, and construction. Additionally, the grant provides operational dollars for Martha’s Village & Kitchen, which the city has selected as the operator. The anticipated opening of the navigation campus is in the spring of 2023. “Riverside County is excited that the State has awarded Home key Round 2 funds to the Palm Springs Navigation Center. We are proud to be partners in this holistic effort to bring needed resources to our unhoused residents in the western Coachella Valley,” said Riverside County’s Director of Housing and Workforce Solutions, Heidi Marshall. Home key Round 2 continues a statewide effort to sustain and rapidly expand housing for persons experiencing homelessness or at risk of homelessness. Administered by the California Department of Housing and Community Development, approximately $1.4 billion (FY 2021-22) in grant funding will be made available to local public entities, including cities, counties, or other local public entities, such as housing authorities or Tribal Entities within California.
Home key is an opportunity for state, regional, and local public entities to develop a broad range of housing types, including but not limited to hotels, motels, hostels, single-family homes and multifamily apartments, adult residential facilities, and manufactured housing, and to convert commercial properties and other existing buildings to permanent or interim housing.

The campus will consist of a shelter facility, 80 interim housing units, and complete wrap-around services, including behavioral health care, workforce training, linkage to state and county services, and other resources to get unhoused individuals linked to permanent housing. Riverside County has allocated $5.7 million to the Navigation Campus from the Fourth District’s federal American Rescue Plan Act funding. In addition, the City of Palm Springs is contributing $5.3 million of Homeless Housing, Assistance, and Prevention (HHAP) funds to the project. With today’s $19 million state grant, $30 million has been secured for the Palm Springs Navigation Campus.

Renee Conrad, an estate planning and probate attorney in Palo Alto said a will helps your heirs avoid expensive litigation. “A court is not the best setting for deciding who should handle your assets,” Conrad asserted. “The court doesn’t know your family and friends. And it’s better not to leave that up to the judge, but for you to advocate for yourself by saying whom you want to manage your assets in the will.” Conrad noted that the probate process could be expensive and take up to a year, during which the assets are frozen. She cautioned people to spell out their investments and name a beneficiary and a backup, especially for retirement accounts, in case they outlive the first beneficiary. She added that trust allows you to name a trustee to act on your behalf if you become incapacitated, and it avoids probate. Sam Young, senior director of legacy and planned giving for Compassion & Choices, said people need to have a conversation about mortality, even if it’s uncomfortable, even if you do not have many assets. “People don’t think they need a will because they only think it’s for the wealthy,” Young explained. “It’s not true. You may want to leave specific assets to specific people in many FreeWill.comsituations.”willhelp you list your assets and final wishes with a survey that takes about 20 minutes to complete. The document can then be printed, signed, and notarized.

Aaron Hake, deputy executive director of the Riverside County Transportation Commission, which manages the Western Riverside County Regional Conservation Authority, explained the next steps. “The exact location of the refuge is not yet defined,” Hake pointed out. “If these bills pass, it will then be up to the U.S. Fish and Wildlife Service to decide where they would like to acquire land to establish the refuge.”

The refuge would provide more recreation opportunities for the densely populated Inland Empire and would be an essential link in the wildlife corridors allowing many species rooms to roam. Hake noted Riverside County is home to 146 species covered in the multiple-species habitat conservation plan. “They range from the Golden Eagle, the burrowing owl, rare plants that only occur here and nowhere else on the planet,” Hake outlined. “We have the Western Pond Turtle, mountain lions, the Quino checkerspot butterfly, and those are just a few.” Some of the lands are already part of the Cleveland and San Bernardino national forests. Still, some acreage would be purchased from private owners and thus be newly protected from development.

“It’s also critical information that the public does not have right now,” said Romero. “And we know that consumers really want to do the right thing. They want to buy from sustainable companies.” The bill requires public and private corporations that make more than a billion dollars a year to disclose carbon emissions up and down the supply chain following the international greenhousegas protocol and verify those emissions via a third party. It also lays out fines if they don’t comply. Opponents call the bill a burdensome regulation that would give competitors insight into business practices. Romero said the bill will thwart companies trying to “greenwash” their image and help them set a course toward net-zero emissions. “And without actually knowing what greenhouse-gastheiremissions are,” said Romero, “and whether or not they’re making progress over time and reducing those. So there’s really no information to hold them accountable. There’s no transparency.” The legislative session ends on August 31. The bill has already passed the State Senate. If it passes the assembly, it would have to go back to the Senate for a concurrence vote before heading to the governor’s desk. The bill goes further than a similar federal proposal before the Securities and Exchange Commission, covering only publicly traded companies.

The Annual Policy Statement, required by Civil Code Section 5310, must be sent to members within 30-90 days before the new fiscal year, and must include: Name and address of the HOA’s designee to receive noticesmembersAnnouncementcommunications;thatmayrequestHOAsenttouptotwo different specified addresses; The location designated for posting of general notices; Announcement that members may ask to receive general notices individually; Notice of a member’s right to receive copies of meetingStatementsminutes;ofassessment collection policies and describing the association’s policies and practices pursuing delinquent assessments; A statement describing the association’s discipline policy, if any, including any schedule of penalties for violations; A summary of the HOA’s internal dispute resolution procedures; A summary of any requirements for association approval of a physical change to property; The mailing address for overnight payment of assessments; and Any other information required by law or the governing documents or desired by the board to be disclosed. By Desert Star Staff SACRAMENTO – Earlier today, the California State Senate gave final legislative approval to Senate Bill 916 by Senator Connie M. Leyva (D-Chino), an important bill that will empower survivors with critical information following a sexual assault. By equipping them with this information, survivors can make informed decisions regarding steps they wish to take or not in the post-assault process. “As a legislator, I have fought for many years to empower survivors of sexual assault, as well as prioritize healing and justice,” Senator Leyva said. “SB 916 is a crucial next step that ensures survivors receive clear information regarding their rights in an easy-to-understand and concise manner. I thank my legislative colleagues on both sides of the aisle for supporting this measure. I am hopeful that Governor Newsom will again stand alongside sexual assault survivors by signing this bill.” “I am grateful to Senator Connie Leyva for introducing and moving SB 916 forward. Senator Leyva has been a vigilant advocate for women’s rights, particularly for the rights and empowerment of victims of sexual assault crimes. I am proud to sponsor SB 916 and to have worked once again with Senator Leyva to bring justice and respect to victims and survivors of interpersonal violence,” said Alameda County District Attorney Nancy E. O’Malley, sponsor of SB 916. Following a sexual assault, survivors in California may choose to undergo a forensic medical examination to collect evidence retained in a sexual assault kit. Historically, far too many kits remained untested in police evidence rooms. The law now requires law enforcement to assemble the kits, log the kit into the newly created Department of Justice SAFE-T system, submit the kit for testing within 20 days, and the crime lab must test the kit within 120 days. The victim of the sexual assault crime can track the progress of the forensic kit through a private portal in SAFE-T. In addition, California law (Chapter 692, Statutes of 2017) specifies that the law enforcement agency shall also inform the survivor of the status of the DNA testing of the rape kit evidence or other crime scene evidence from the survivor’s case. California Penal Code Section 680.2 mandates that all local law enforcement agencies develop a card that clearly explains the rights of sexual assault survivors and makes this card accessible to each provider in its jurisdiction responsible for medical evidentiary or physical examinations out of sexual assault. SB 916 will update California law to require that survivors—via the card—be made aware that they cannot be compelled to testify in court. SB 916 will now proceed to the Governor’s desk for consideration. SB 916 is supported by the California District Attorneys Association (CDAA), Leda Health, Los Angeles County District Attorney’s Office, Los Angeles Professional Peace Officers Association, Peace Officers Research Association of California, and Prosecutors Alliance California.
Legislature in 2012 to the DavisStirling Act was to group a variety of required disclosures into two very important disclosure packets – the “Annual Budget Report” of Civil Code Section 5300 and the “Annual Policy Statement” of Civil Code Section 5310. These important disclosures are still often overlooked or incomplete. Until 2014, budgets were required to be issued no later than 30 days before the new fiscal year – or in that next year the board could not increase assessments or impose any special assessment without a membership vote. However, in 2014 this requirement was greatly expanded. Civil Code Section 5605(a) requires the budget and six other Annual Budget Report items be timely prepared and sent to members or the board must seek a membership vote for new or increased assessments during that next year. By Desert Star Staff PALM DESERT – A segment of Ramon Road in Thousand Palms will be resurfaced, and a drainage problem in Bermuda Dunes will be addressed this fall in new county transportation projects approved this week. On Tuesday, the Riverside County Board of Supervisors approved the construction contract for the Ramon Road Resurfacing Project and the Trinity Circle Drainage Improvements Project. Hardy & Harper, Inc. of Lake Forest will construct both projects. The Ramon Road Resurfacing Project will resurface an approximate 0.75mile portion of Ramon Road, from Varner Road to Monterey Avenue, in the community of Thousand Palms. The work is needed due to deteriorated pavement conditions. The Trinity Circle Drainage Improvements Project resolves a long-standing ponding problem on Trinity Circle, a street within the community of Bermuda Dunes. The project will re-grade and reconstruct part of Trinity Circle for drainage improvement. “These projects improve our communities with better and safer roads to drive on, helping people driving to work, taking their children to school, and going to local businesses,” said Supervisor V. Manuel Perez. “They are part of the county’s efforts to invest in our infrastructure and improve county roadways and pavement conditions.” The construction cost is $1.826 million and is covered by the county’s SB 1 funds and gas tax/HUTA (Highway Users Tax ConstructionAccount).isexpected to begin in late October or early November and take approximately six weeks to CONTACT:complete.Darin Schemmer, Office of Fourth District Supervisor V. Before his time at the NCAA D-I level, Tennyson spent the 2008-09 season with the Cedar Rapids Roughriders of the United States Hockey League. “It’s awesome to be back in the Coachella Valley,” Tennyson said. “My grandparents lived in Palm Springs, and my parents live in Rancho Mirage, so the opportunity to be closer to family made the decision to sign here extremely easy for me. Also, I grew up playing hockey in California, and the youth hockey scene here has come quite a long way since then. I look forward to giving back to and playing in front of this great fan base and community.”
