LANDOWNER PREFERENCE INFORMATION The Landowner Preference (LOP) program allows the landowner and eligible applicants to hunt on the landowners’ registered property if all the procedures below are followed. The landowner MUST register the property on the ODFW Landowner Preference Property Registration form. The landowner must fill out and send in the Landowner Tag Distribution Form for each hunt series type, listing ALL applicants (including the landowner, if hunting). A Hunter/Angler ID MUST be provided for each hunter. Each applicant listed (including the landowner, if hunting) MUST purchase a Controlled Hunt Application for each hunt series, follow the instructions in the Big Game Regulations, and meet the prescribed deadlines. HUNTING AREA ALLOWED with LOP TAG(S) – (OAR 635-075-0010) A landowner preference tag authorizes the recipient to hunt only on those lands owned by the landowner, and meeting the minimum acreage requirements for that hunt, during the season dates for which the tag is valid, except as provided for in OAR 635-075-0010 (4) and (5). Landowner hunting preference tags are valid on the landowners’ property in other controlled hunt areas provided that species, bag limits, and season dates are the same, and the landowner’s property in that area either: (a) Meets the minimum acreage requirements for that hunt; or (b) Is contiguous to other property owned by the landowner that, if added together, would meet the minimum acreage requirements for that hunt. A landowner receiving a landowner preference controlled buck deer hunt or controlled elk hunt tag may not hunt in any other controlled or general buck deer or elk season, except as provided in OAR division 090. Note: If you are hunting outside the boundaries of the registered property you no longer have a legal valid tag to hunt. Only one representative landowner or stockholder of a corporation or Limited Liability Company (LLC), or representative partner of a partnership may register. LANDOWNER DEFINED: 1. A person holding title in trust or fee simple to 40 or more contiguous acres of land, provided that a recorded deed or contract of ownership is on file in the county in which the land is located. 2. A corporation or Limited Liability Company (LLC) holding title fee simple to 40 or more contiguous acres of land; provided however, that the corporation or LLC is registered with the State of Oregon. 3. A partnership holding title in fee simple to 40 or more contiguous acres of land. 4. Persons who hold title as part of a TIME-SHARE ARE NOT eligible for landowner preference. ELIGIBLE HUNTS: include all deer and elk controlled hunts occurring on a landowner’s registered property. Pronghorn antelope hunts with an either-sex or a one-doe/fawn bag limit occurring on a landowner’s registered property are also eligible. The pronghorn antelope hunts are available only to the registered landowner, or stockholder, or partner, and their immediate family members. If an applicant is successful in receiving a LOP pronghorn antelope tag for a hunt with an either-sex bag limit, the LOP tag is automatically issued with a bag limit of one doe or fawn. INELIGIBLE ELK YOUTH HUNTS; LOP Tags are not available for the long duration (August 1 – December 31) or the Melrose 223T (August 1 – March 31) youth elk hunts. See pages 13 and 67 in the 2015 Big Game Regulations. IMMEDIATE FAMILY DEFINED: “Immediate family” for the purpose of Landowner Preference, means a landowner’s spouse, children, father, mother, brother, brother-in-law, sister, sister-in-law, stepchildren, and grandchildren NOTE: Any hunters listed that do not fall under the definition of “immediate family” are considered non- family (NF). TAG DISTRIBUTION FORM(S) DEADLINES: Please refer to page 13 in the 2015 Big Game Regulation for Landowner Preference Program (LOP) information. Landowners applying for limited landowner hunts must have all tag distribution forms and controlled hunt applications th received by May 15 . (Please refer to page 13 of the 2015 Big Game Regulations for a list of hunts) For the following series all tag distribution forms including amended tag distribution forms must be postmarked or th received by September 15 : 100 Series Buck Deer 200 Series Elk (Bull and One Elk) SUSPENSION FROM LOP PROGRAM; If a landowner (or the landowner’s partner, member, manager, employee, or any person using an LOP tag provided by the landowner) is convicted of violation of the wildlife laws arising from participating the LOP program, the department may suspend that landowner from participating in the LOP program for the remainder of the current year plus two additional years. That suspension will include any and all properties associated with that landowner, including properties registered to the individual, as a partnership, or as a corporation, and the suspension will run for the same period of time as the landowner. The department will also revoke any unused LOP tags previously issued for the landowner’s properties. Refer to: OAR 635-075-0003 Division 075 LIMITED LANDOWER HUNTS Landowner Note: For buck deer hunts 141C, 142B, 154C, 156R, 165R, 168R2 and 170R3 and in certain controlled elk hunts, with a bag limit of one elk or one bull, in units where the usual bag limit for bull elk is spike only, LOP tags shall be limited to 5 tags or 10% of the total controlled hunt tags, whichever is greater. The affected hunts are: 226Y, 226R, 248A1, 249A1, 250X, 251A, 252A1, 253X, 254R1, 254Y1, 255R1, 255Y1, 256R1, 256Y1, 259Y, 261X, 262X, and 263X. All tag distribution forms and applications must be received by May 15.


Limiting Landowner Preference Mule Deer Tags The 2013 Legislature in House Bill 2027A made changes to Section 2 of the LOP Program including increasing the number of tags for antlered animals that can be awarded to non-family members as noted below. One of the significant changes was authorizing the Commission to limit mule deer buck tags in WMUs where the mule deer population is below the Management Objective (MO). The Department is proposing to implement the same formula for mule deer currently used for deer and elk hunts that have limited LOP tags. In these LOP limited hunts landowner hunting preference tags are limited to five tags or 10 percent of the total controlled hunt tags for each hunt, whichever is greater. For 2015 the Department will be recommending limiting LOP tags for some buck hunts (100 Series). If the limitations had been implemented in 2014 the Department would have proposed reducing LOP buck tags for mule deer in 18 of 91 “100 Series” buck hunts. Proposals for 2015 tag numbers including hunts to have LOP limitations will be developed spring 2015 using the most current information available and provided to the Commission June 2015. Avoid paying the Amended Tag Distribution fee of $15.00: Limited landowner’s hunts are not guaranteed hunts! You will want to list all hunter(s), in priority order, on your tag distribution form first listing your limited landowner hunt unit number (example: 254Y1) and then list everyone again with an alternate hunt unit number (example: 254Y2) either with an antlered or non-antlered bag limit. Any hunters that are unsuccessful in the main draw, that are already listed on the st tag distribution form for an alternate hunt choice will need to contact ODFW Controlled Hunts after July 1 and request the alternate hunt listed on the tag distribution form be processed. If successful in receiving a tag for a hunt with an either-sex bag limit, the LOP tag is automatically issued with a bag limit of one doe or fawn. MANDATORY HUNTER REPORTING: All Hunters are required to complete a Hunter Survey for all big game tags and turkey tags purchased, even if you did not go hunting or harvest an animal. The deadline to report for all 2015 hunts that end by Dec. 31, 2015 is Jan. 31, 2016, for all hunts that end Jan. 1, 2016-March 31, 2016 the deadline is April 15, 2016. Hunters that fail to report 2015 deer and elk tags by the deadline will have to pay a $25 penalty fee when they purchase a 2017 hunting license.
