receive... an invitation packet a basket acts as a motivator to take the invitation in good faith. It personalizes the event and the effort.

the reminders all around the community a thank-you card preemptively engages the resident; surely if there is a thank you card handy there will be someone to meet at the event to give it to.

a RSVP sticker
motivates a mental commitment to attend, and a call to action for the resident immediately following his unpacking of the basket.
logo stickers
are visual markers in the local kiosk to remind residents of the upcoming event, as well as create a sense that others are purchasing for their dinner to attend as well
activities
such as making paper lanterns in the kindergarden groups create excitement amongst the younger generation to attend the event.

show up to the event following the right cues music perhaps the most telling of cues, volunteers start playing music as they set up, alerting residents to prep their dinner to bring down.
flags & lanterns
volunteers set up flags to mirror those printed on the invitation cards, a visual primer to the residents of their commitment
a tablecloth the tablecloth is the largest visual reminder, a salient marker to the residents who may not have the event on their minds that it is, in fact, about to start.

engage ease the residents into interacting meaningfully best/worst of day bins
by encouraging the residents to share moments both good and bad, you prime not only exchange anecdotes, but also to realize that there are others who experience the good and the bad of life as well.
1 1 interactions with volunteers by far one of the strongest ways to create a familiar atmosphere is by the efforts of resident volunteers, who help break the ice.
