Request for Projects Community Land Trust The Detroit Justice Center (DJC) is interested in supporting community land trusts as an approach to developing sustainability and long-term affordability in housing and commercial spaces in Detroit’s neighborhoods. While there is no “right” model for a community land trust (CLT), for the purpose of this request for projects (RFP), a CLT is a membership non-profit organization that holds and leases property for the benefit of the community and is governed by the community. DJC is seeking to assist three (3) community supported, financially viable residential or mixed-use projects (rehabilitation or new construction) in the city of Detroit by providing the following legal and consulting services, as needed: × × × × × × × ×
Assistance executing all legal steps necessary to operate as a CLT, including, but not limited to, entity formation and completing the IRS non-profit designation application; Assistance identifying and recruiting board members for the CLT Board; Assistance drafting governance and operational documents, including bylaws and ground leases; Community education; Assisting with proposals to public and private funders and relevant government entities; Identifying additional technical assistance providers; Legal assistance in site acquisition; and Strategy for recruitment of CLT residents and business operators.
Minimum Qualifications. Projects will only be considered from submissions demonstrating: × Identified project area × Community needs assessment × Community engagement × Business operations plan × Real estate market analysis × Environmental impact studies × Business plan/pro forma/feasibility study Additional Qualifications. The following qualifications are preferred, but not mandatory: × Plans for continued community engagement; and × Plans for continued community education, including financial counseling. Submittal Requirements. While there is no specific format for project submissions, the following information is required and should be organized in the manner described below: 1. Project Summary (500 words maximum); 2. Current Project Status, including community engagement, site acquisition, and financing; and 3. Technical Assistance Desired. Applicants are encouraged to submit any copies of documents they believe will provide additional support for a project, including organizational charts, resumes, client lists, brochures, memoranda of understanding, etc. Do not send originals you wish returned. Project submissions must be received no later than 5:00 pm, June 31, 2019. The Detroit Justice Center expressly reserves the right to reject any and all submissions.
