1.1 Form a selection panel, inter alia: Make a decision on authorization of the responsible official and on the competition Post the decision on the official website of CMU and media Submit to the Parliament and President requests for nominations to the panel Announce a meeting on the selection of CSO members for the selection panel on the CMU website Hold a meeting on the selection of CSO members for the selection panel Submit proposals on the panel composition to the Prime Minister Approve the panel composition at the CMU meeting Post information on the confirmation of the panel composition on the CMU website 1.2 Conduct selection of NAPC members of NAPC, inter alia: Hold the first meeting of the selection panel Collect materials from potential NAPC incumbents Approve the candidate evaluation criteria for member positions at NAPC Publish information about candidates for member positions at NAPC on the CMU website Select NAPC members and submit suggestions to the Prime Minister, special verification Appoint NAPC members at the CMU meeting Priority 2: Creating conditions for NAPC start-up 2.1 Create a workable environment for NAPC Ensure NAPC start-up conditions Provide adequately-equipped facilities for the needs of NAPC 2.2 Form NAPC chairmanship, adopt key documents on organizing NAPC activity Hold a NAPC meeting to adopt decisions stipulated by law 2.3 Ensure staffing for NAPC Establish the “ceiling” for number of NAPC employees, equalise job package with SCMU staff Approve Regulations on NAPC’s apparatus, structure, and independent structural units Approve the staff list of NAPC Approve staff instructions and special conditions of competitive selection to NAPC Conduct a contest for the selection of a director and employees of NAPC Office, form the staff composition of NAPC Ensure a special training for new staff of NAPC Office Implement a system of training and professional development for NAPC staff Implement a system of performance evaluation of NAPC staff 2.4 Solve other issues to ensure NAPC operations Create an official NAPC website Adopt an official act of CMU on NAPC start-up Adopt NAPC communications strategy Provide access to databases of authorities stipulated by law Approve the NAPC annual report form Establish the Civic Council at NAPC Priority 3: Ensuring NAPC activity as defined by law 3.1 Develop new anticorruption policy (general principles and measures) Approve the national corruption evaluation methodology according to UN standards Conduct a study on corruption level in line with the approved methodology Implement anticorruption programmes in the relevant bodies and local authorities: Methodology for assessing corruption risks in state agencies and recommendations for their elimination Guidelines for the preparation of anticorruption programmes Ensure coordination of anticorruption programmes in the executive branch Organize provision of consultations Conduct appropriate training for employees of authorized units Approve a partnership memorandum with the public in the field of anticorruption policy and implement it Prepare a report on the activities of NAPC, a draft report on state of corruption 3.2 Develop and implement tools for corruption prevention Approve the general rules of ethical conduct of local self-government civil servants Prepare guidelines for the development of industry codes or standards of professional ethics Conduct training on the rules of conduct of local self-government civil servants 3.3 Develop and implement tools for corruption prevention (conflict of interest) Prepare recommendations for the detection, prevention, and settlement of conflict of interest Create a website section on conflict of interest prevention with the possibility of consultations Conduct trainings on the conflict of interests prevention and detection Conduct an info-campaign to explain the conflict of interest and related consequences 3.4 Develop and implement tools for corruption prevention (financial control system) Approve the declaration template of a civil servant and recommendations Approve the procedure for monitoring and verification of a civil servant declaration Approve procedure of informing about significant changes in the property status of the declarant Approve the procedures for monitoring lifestyle of subjects of declaration Approve recommendations for the implementation of the Law of Ukraine "On Prevention of Corruption" Test an opportunity to file declarations online on the NAPC website Unified state register of declarations of civil servants and public disclosure and access to it Conduct an awareness campaign about the new order of filing declarations by civil servants 3.5 Implement tools for corruption prevention (integrity checks) Prepare a draft law on integrity checks for civil servants Ensure its passage in Parliament 3.6 Implement tools for corruption prevention (corruption whistle-blower protection mechanism) Create a website section with information on guarantees of state protection of whistle-blowers Prepare guidelines for the organization of work with reporting about corruption Conduct training on the organization of work with reporting about corruption Conduct an info campaign to expand a practice of reporting about corruption 3.7 Develop and implement tools for corruption prevention (unified registry) Upkeep for unified state registry of persons who committed corruption or corruption-related offenses 3.8 Develop and implement tools for corruption prevention (anticorruption policy in private sector) Establish a working group from NAPC and business representatives to engage in the following: Launch awareness-raising campaign for business regarding provisions of the law Gather proposals for a strategy to implement anticorruption standards by private sector Disseminate information on anticorruption legislation, its implementation Launch training for focal points of legal entities on anticorruption programming 3.9 Support a zero-tolerance environment for corruption Conduct an opinion poll to measure corruption perception dynamics Adopt an action plan to address the issue of tolerant attitude towards corruption Conduct awareness-raising campaigns against corruption as a way to solve problems Evangelize anticorruption activities, legal provisions on preventing / combating corruption
