The Electronic Travel Authorization, an online form to be filled out by visa-free travellers, was supposed to be a requirement before boarding a plane to Canada starting March 15. Travellers have been free to use it voluntarily since August 2015. But as the deadline loomed, travel and

tourism groups urged the government to hit the brakes until the busy summer travel season ended. They were concerned the new rules hadn’t been communicated well enough to prospective visitors and some might be stuck at the airport without clearance to fly. Foreign diplomats also expressed concern. After several recent talks with travel industry representatives, the immigration department last March 11 changed its tune in an effort to lessen disruption. Its website was edited to say “Visa-exempt foreign nationals are expected to have an Electronic Travel Authorization (eTA) to fly to or transit through Canada, starting March 15, 2016,” but that “from March 15, 2016 until fall 2016, travellers who do not have an eTA can board their flight, as long as they have appropriate travel documents, such as a valid passport. During this time, border services officers can let travellers arriving without an eTA into the coun-
try, as long as they meet the other requirements to enter Canada.”The leniency period is set to run until Sept. 29, said Immigration, Refugees and Citizenship Canada spokesperson Faith St-John. At the initial proposal, beginning March 15, most travelers, even from some visa-exempt countries, flying into or transiting through Canada will require an Electronic Travel Authorization (“eTA”) prior to boarding a flight to Canada. Travelers of all ages will require an eTA when they fly into Canada, including young children. But the Tourism reps are concerned it will cause confusion once mandatory use kicks in. The government appears to be going ahead with plans to require many visa-exempt travellers to use an online security screen starting March 15, despite fears that passengers will be left confused at airports. That’s why representatives of five travel and tourism industry groups sent a letter to the government in December 2015 recommending that it delay man-
datory use of the system until this September, when the busy summer travel season is over. The government has been trying to get the word out about the March 15, 2016 change to travellers through Twitter, Facebook and Canadian missions abroad, including messages this week. There’s information about it in 12 languages on the website of Immigration, Refugees and Citizenship Canada. But the system, more than three years in the making, is already causing headaches for some prospective travellers. Some Canadian dual citizens who don’t have a valid Canadian passport are unhappy they’re being asked to get one to avoid being barred from boarding a flight to Canada. The new system, called the Electronic Travel Authorization and stylized as eTA, is meant to be a quick online security screen for airline passengers who don’t need a visa to come to Canada. They pay $7 and fill out some biographical information from their passport online, which continued on page 4

Consular Office, now what? EDITORIAL Board It was almost four years in the making. Advocates traveled the province and gathered thousands of signatures from more than 120,000 Filipinos in Alberta and neighboring Saskatchewan. With great determination and reason the demand proved valid. The effort paid off. The office of Consul General Julius Torres officially opened during the first week of March 2016. In a telephone interview with Phil Daily Inquirer, Consul Torres reiterated that “Calgary was chosen to bolster relations with commercial establishments, major industries and other diplomatic offices located in the area”. The arrival of Consul General Torres brought tremendous relief to thousands of Filipinos in this part of the country. In the same token, to a certain degree it changed the relational dynamic between and among Pinoy organizations in the city. Weeks prior to the official opening of the office,
certain “individuals” visibly hosted the visit of the newly appointed Consul General. Others call it “political manoeuvring.” This created a debt of gratitude by the office to the sponsoring group. However, the opportunity precluded other groups. The vision of a united and cohesive Filipino community seemed far from reality. In the light of the above development it would be beneficial to review the essence of having this office in Calgary. First, we should not lose sight of the fact that occupants of the Consulate Office are “Public Servants”. As such their main mandate is to address our people’s consular services needs, establish and bolster relations with various agencies and diplomatic offices. It would be uncalled for when individuals or group of people engage the office to advance their status in the community. Secondly, it should be known that the position of Con Gen is “career appointment.” It is a disser-

vice to Pinoys back home if certain time of public servant/s is being spent to activities outside their office mandate. Political appointees on the other hand have more leeway to get involved in various community events. Political appointee’s role is in the area of unifying our community. Career consular appointee’s role is in the area of addressing consular issues. Finally, access to the services of public office is open to all. All demand equal attention and degree of professionalism. Now what? As members of this great Pinoy community, it is just proper for us to be sensitive and respectful of our new Consular Office. Let us help them perform their job well. Let their voice and presence in our midst be felt only in the area of their mandated public functions, which is to deal with the various consular issues. To front them into so many cultural, traditional, entertainment and social functions is off tangent with the very reason of their official function.

There are things in the social media that cannot be extended to real life. One’s identity in the social media can never be totally equivalent to one’s real–life identity. There were times when I wondered why the “likes” on my profile photos do not exceed the number of friends who know me. Shallow it may sound like but it made me wonder and began to lose confidence in myself. But then I realized that not everything is all about the “likes” and comments of people in this social networking site, others may have found popularity in this virtual world, but not at all times should people dwell on these social status in that site. The social media world seems to be conquering the real world creating the current hybrid reality to which most of us are highly exposed. In this hybrid reality, we tend to create the illusion that we can extend our social
media world to our real life. This makes us immoral by creating this identity in this hybridity because little by little we mix things up. In this hybrid world where almost everything can be instant, people tend to extend the speed to their own lives and relationships. Apart from FB, twitter, Instagram to other social networking sites, there are also numerous dating sites that allow people especially those who are too busy to date, to fish out prospective partners. These sites can serve as venues for getting to know one another through constant chats and interaction in the forms of tweets, posts and photos. One can find instant friend and relationships, partners through the internet and of course, one can also end friendship or relationships instantly using this sites. The internet specifically the networking sites has become the world of some people seeking relationship instead of just an instrument venue for building rapport it has become as powerful that many consider basing their
reality on it. It is the gauge personhood, it is where they can make or break their relationship. I have learned that unfriending means rooting out someone from one’s virtual world. It is a way of cutting ties with another person, especially when you do not desire to see the person’s posts in your newsfeed. It is also a way for couples to break up as what happens rampantly nowadays one merely changes the status in FB from “in a relationship” to “single”. In my case I wanted to stop seeing my friend’s posts as this sense of estrangement has seemingly conquered our friendship. I wanted to unfriend her as though I was living in this hybrid reality. Sadly I almost dared to end a relationship through the social media site. I almost forgot that what was started in real life should not be ended in a venue that is apart from reality. This person became my friend when we met in College and not through FB or Friendster. She was my close friend with whom I shared much

Social Media in a Hybrid World of my life secrets and if our level of maturity does not allow us to maintain our friendship and if the allowances for mistakes is no longer there- if ever we are to end our friendship… I realized that we can do it in the world where we started and not through FB. I have nothing against social networking sites I myself use these sites and find these useful in life. I have used the sites to contact people and bug them with my questions. These have served as bridge to friends whom I have not seen or heard for quite some time. I have been able to “communicare” urgent concerns to my friends because all of them are active in these sites. These are just a few of its benefits that one can get from being part of this social media world. But if we post too much of ourselves on these networking sites, if we brag about our achieve-
ments too much, if we share almost everything that we do every day, and if we flood our walls with complaints about every little thing- then we make our accounts nonsensical, self-centered and our world narrows down to our selfies, our whining, our “parinig”. Indeed practically everything about ourselves and of course everything that is done excessively is not good at all. Your world is narrowed down to what only you can see. Everyone can be tempted by this unconscious submergence in our virtual world, which we combine with our reality. Why do we have to dwell in this lonely illusory place when we can live in real life? Where liking is warmer than a simple click, we can have hugs and affirmation more than what we can deliver or receive on Facebook. I think we will be happier if we make this virtual album of our memories
channels and instruments in nurturing relationships, and not the world itself. I have realized then that I do not want to unfriend my close friend anymore. I might have wanted to unfriend my friend before but I know I would still want her as my friend when the storm has passed. The best that I can do is to stay away from the tempting offer of the internet for me to unburden myself of private troubles in public. So from unfriending I am still hoping now that I can refriend her, if such a button can exist to real life. Let us avoid for sometime living in such a kind of a hybrid world. Let us go back to the foundation of using personal communication in the real form and face to face contact or connection. Using social media has its own limitations. Never, never be controlled by it.

The Calgary Filipino Community Workshop hosted by Calgary Catholic Immigration Society(CCIS) was held Feb. 20 at Grace Lutheran Church from 9am-330 pm and well attended. The workshop a communities initiative to support children, youth and families in partnership with Alberta Human Services and Calgary Immigrant Women’s Association(CIWA). Keynote Speaker was Jon Reeves,Regional Director for Calgary Region Child and Family Services and committed to improving
the lives of children,youth and families. Panel members were Michelle Leonce, Mgr. Child and Family Services from the McKnight Office,Cst. Jeff Munday, SE Asia Portfolio,Diversity Resource Team, Calgary Police Services, Noureddine Bouissoukrane and Francia Bodoso from CCIS. Panel discussions included Canadian Child Protection Laws in practice, working with Ethnocultural communities and Cultural brokerage,Family capacity building and settlement referrals Speaker Jon Reeves talked about each family and mindset situations where what is a solution for one family will not
work for another. Parents backgrounds vary from their own parents generation with hi tech world and social media of today and lifestyle changes where many children follow what is Western norm where children coming at a young age and those born in Canada often do not see eye to eye and leads to family conflicts. Parents and children need to communicate more effectively and perhaps meet in the middle when dealing with various agencies like Family Services. Canadian Government ‘delay’ eTa mandatory use is checked against immigration databases. They need to be screened before they’re allowed to board a plane to get to Canada. The program only applies to visitors arriving by air, and United States citizens are exempt. Other countries like Australia and the US have their own version. Canada committed to developing the eTA in 2011 as part of a broader suite of border-related changes agreed to by the Canadian and US governments. Non-US, visa-exempt foreigners make up about 74 per cent of all foreigners who come to Canada by air. Until now, border agents haven’t had much chance to screen them prior to their arrival at a Canadian airport, but the eTA is meant to give them more lead time and lessen the number of people turned away at Canada’s doorstep. Travel and tourism industry officials are also hoping it will give the government an extra level of comfort to make it more palatable to remove visas from several potentially lucrative markets such as Brazil. Though travellers have been able to use the system on a voluntary basis since August, there’s hope everything will run smoothly given the high
volumes expected once mandatory usage kicks in amid the high travel season. “We just want to make sure that the government’s bandwidth is adequate to not only fulfill our humanitarian obligations to the Syrian refugees, but also to ensure that we can competently implement a significant immigration process in such a way that it’s not going to have a negative impact on the business cycle of the Canadian tourism industry and travel industry in its high season, in a time when The delay is good news to Michelle Brideau, a citizen of both Canada and Britain who lives in London, United Kingdom. The eTA, which is electronically linked to a person’s passport, isn’t meant for Canadian dual citizens. They must show their valid Canadian passport to fly to Canada; they can’t just use their other passport anymore. A Canadian temporary passport or Canadian emergency travel document could also work, said another departmental spokesperson, Nancy Caron. “Dual Canadian citizens are not eligible to apply for an eTA on their non-Canadian passport as eTA was set up to screen foreigners for admissibility
to enter Canada. Every Canadian citizen has the right to enter Canada and are not subject to immigration screening. Travelling with a valid Canadian passport provides proof that a person is a citizen and has the right to enter Canada without being subjected to immigration screening,” she wrote in an emailed response to questions. For Ms. Brideau, who has a valid UK passport and an expired Canadian one, that meant she was getting ready to shell out $260 and wait up to 20 business days to get a new Canadian passport before she heads to Canada for a bike tour in June. When she read about the leniency period, she said she was “very pleased.”“This means at least I can apply for my passport when in Canada and save $100 on the passport fee,” she said by email. People required to get an eTA apply online by paying $7 and filling out some biographical information from their passport, which is checked against immigration databases. An eTA is valid for five years or until a passport expires, whichever comes first. In most cases, IRCC says applications are approved within minutes.

Great news!! On March 8, 2016 Immigration, Refugees and Citizenship Canada (IRCC) formerly known Citizenship and Immigration Canada (CIC) announced that it will double the number of sponsorship applications for parents and grandparents that it will accept for processing to 10,000 per year. In 2016, the government plans 20,000 admissions under the Parent and Grandparent Program and reduce the backlog inventory of applications by about 15%. This very good news for Permanent Residents and Canadian citizens who want to bring their parents or grandparents to Canada. If you are considering to sponsor your parents and/ or grandparents to come to Canada as immigrants then read on to understand the government requirements. Included here is the updated chart that shows the required incomes for the past 3 years, if you want to sponsor. Also included is a list of Frequently Asked Questions (FAQs) and their answers for your reference. This year, the 5,000 applications quota was filled quickly after the January 3, 2016 start date. The current policy is first-come, first served ...so interested parties should prepare and complete their sponsorship applications forms and supporting documents by December 15, 2016 and be ready to submit it before the January 3, 2017 deadline. Once the quota is reached, you have to wait the following year till January 3, 2018 to submit your sponsorship application to be processed. Listed below are the government sponsorship eligibility requirements as of Oct. 2015: 1. To sponsor your parents and/or grandparents you must: be 18 years of age or older; be a Permanent Resident,
Canadian citizen or Registered Indian be sponsoring a member of the Family Class; live in Canada; sign an undertaking promising to provide for the basic requirements of the person being sponsored; sign an agreement with the person you are sponsoring that confirms that each of you understands your mutual obligations and responsibilities; prove that you have sufficient income to provide the basic requirements for your family members in Canada as well as the persons included in your sponsorship undertaking. You may also have a co-signer. You are NOT eligible to sponsor, if you: failed to provide the financial support you agreed to when you signed a sponsorship agreement to sponsor another relative in the past defaulted on a court-ordered support order, such as alimony or child support are in receipt of social assistance for a reason other than disability, defaulted on an immigration loan—late or missed payments have declared bankruptcy and have not been released from it yet. were convicted of an offence of a sexual nature, a violent criminal offence, an offence against a relative that results in bodily harm or an attempt or threat to commit any such offences—depending on circumstances such as the nature of the offence, how long ago it occurred and whether a pardon was issued are under a removal order are detained in a penitentiary, jail, reformatory or prison you and your spouse do not meet the minimum necessary income requirements for the past 3 years 2. What does it mean to sponsor parents and grandparents? When you sponsor persons who are members of the family class, you must sign an undertaking with the Minister of Citizenship and Immigration (or with the Ministère de l’Immigration, de la Diversité et de l’Inclusion, if you live in Quebec). The undertaking is a promise to provide financial support and basic requirements for the family members you are sponsoring. Basic requirements are: food clothing utilities personal requirements shelter fuel household supplies This also includes other health care not provided by public health, such as eye and dental care. The undertaking ensures that these persons and their family members do not have to apply for social assistance. The length of undertaking for sponsorship of parents, grandparents and their accompanying dependents is 20 years. Your obligations as a sponsor begin as soon as the person you are sponsoring and, if applicable, his or her family members
arrive in Canada. 3. If my income is not enough, can I have a co-signer? Your spouse or common-law partner may help you meet the income requirement by co-signing the sponsorship application. A common-law partner is a person who is living with you in a conjugal relationship and has done so for at least one year prior to the signing of the undertaking. The co-signer must: meet the same eligibility requirements as the sponsor; agree to co-sign the undertaking; agree to be responsible for the basic requirements of the person you want to sponsor and his or her family members for the validity period of the undertaking. The co-signer will be equally liable, if obligations are not performed. If your co-signer is a common-law partner, you must submit the Statutory Declaration of Common-Law Union . 4. How do I calculate my family size to determine income requirements? The size of the family determines the amount of income you need to make to sponsor. Use the following guidelines to calculate the size of your family: A. Count: a. yourself, b. your spouse or common-law partner and c. dependent children, if applicable. Note: Children under the age of 19 years (single and not in a common-law relationship) who meet the definition of a dependent child must be included in the calculation, even if you as a sponsor do not have custody nor provide child support.

The table below shows MNI income requirements: (refer to table 1). Frequently Asked Questions: Q1: What are Super Visas for Parents and Grandparents? A: Effective January 2, 2014, the Canadian government made the Super Visa a permanent program to provide flexibility for parents and grandparents to come quickly to Canada. The Super Visa is valid for up to ten (10) years multiple-entry. The Super Visa is a Tourist Visa that allows parents and grandparents to remain in Canada up to two years at a time (renewable every 2 years). (NOTE: Parents and Grandparents can initially apply for a Super Visa and come to Canada as Tourist. Later, if they decide they want to become immigrants, their Canadian or Permanent Resident children can sponsor them under the Parents and Grandparents Sponsorship Program).
B. Count: a. the number of persons you are now sponsoring and b. all dependent family members of that person, whether or not they are accompanying. C. Count the number of persons covered by other valid undertakings you have made or co-signed in the past. D. If you have a co-signer, count all persons covered by still valid undertakings made or co-signed by your co-signer. E. Calculate the number of persons covered in steps A to D. The total represents you family size.
Q2. What is the current processing times for Super Visa compared to sponsorship applications for parents and grandparents sponsorship? A: To sponsor parents and grandparents to immigrate to Canada, a person has to submit two (2) sets of application packages at the same time. The 1st set of application package is to assess the eligibility of the sponsor and the 2nd set of application package is to assess the sponsored person(s). The current processing time for Super Visa from the Philippines is several days to about 8 weeks compared to sponsorship applications that could take up to 47 months to assess the Sponsor and up to 76 months to assess the person being sponsored who lives outside Canada.
5. Does the principal applicant need to include a dependent child in the sole custody of a former spouse or partner in their application? The principal applicant must list a dependent child in the sole custody of a former spouse or partner on the application for permanent residence since all family members, whether accompanying or not, must be declared and examined. If a child is not examined, the principal applicant will not be able to sponsor the child as
Q3: How do I pay for my application to sponsor a parent or grandparent? A: Payment to the Receiver General for Canada will be accepted by credit card or certified cheque only. Fees that are paid in any other manner (example: on-line payments, HPMB receipt, money orders) will not be accepted and the application will be returned to the sponsor or representative, where applicable. If an application is returned and the applicant re-submits, the application will be placed
in the processing queue according to the new date of submission. Note that if a credit card is used for fee payment, it must be valid for at least nine (9) months from the date on which the application is submitted. Q4: What makes the Parent and Grandparent Super Visitor Visa different from what is available now as a Visitor Visa or TRV (Temporary Resident Visa)? A: Currently, visitors to Canada usually may only visit for six months at a time. Most visitors who wish to stay longer must apply for an extension, and pay a new fee, every six months. With the Parent and Grandparent Super Visitor Visa, eligible parents and grandparents will pay fewer fees (cheaper) and have some certainty that they will be able to enjoy the company of their families in Canada for a longer period of time. Q5: Is the Parent and Grandparent Super Visitor Visa a multiple entry visa? What’s the difference between the Super Visa and the 10- year multiple entry Visa? A: Yes, the Super Visa is a multi-entry visa that will provide multiple entries for a period up to ten years. However, a person can also apply for a single entry visa, if they wish (this option is not recommended). The key difference is that the Super Visa will have status periods for each entry that last up to two years, while the 10-year multiple entry visa status period for each entry is only six months. The Visitor is allowed to stay is longer without the need to renew visa every 6 months. Q6: If parents and grandparents are already in Canada and their Visitor Visa will expire soon, what should they do? Will they be eligible to apply for the new Super Visitor Visa from within Canada? A: No, they cannot apply from within Canada for the new multiple-entry Super Visitor Visa. The application must processed outside Canada at a Visa office. This does not mean that the parents have to go home to their home country to apply... they just have to submit their application outside Canada while maintaining their legal status in Canada. They can also apply for an extension of their regular visitor status, of up to two years, by submitting an application to the Case Processing Centre in Vegreville, Alberta, so long as they meet all eligibility the criteria.
Q7: How do I check, if the “consultant” with whom I am dealing with and paying a fee is a licensed immigration consultant? A: Licensed immigration consultants are listed in the Immigration Consultants of Canada Regulatory Council (ICCRC) website members’ directory: http://secure.iccrc-crcic.ca/ search-new/EN ICCRC is the regulatory body for licensed Canadian Immigration Consultants established when Bill C-35 was enacted as law effective June 30, 2011. ICCRC is now responsible for regulating the activities of licensed Canadian Immigration Consultants who are members and who provide immigration advice for a fee or other considerations. Stiff penalties are now in effect for persons without a license who provide immigration advice for a fee (ie. up to $100,000 fine and/or 2 years in jail). Starting June 30, 2011, only licensed immigration consultants, licensed Canadian lawyers and paralegals in Ontario who are members of the Ontario Law Society can charge a fee to process and handle Labour Market Impact Assessment (LMIA) applications, Work Permits, Permanent Resident (PR) applications, Family Sponsorship applications and any other services involving immigration. NOTE: If the “consultant” charging you fees is not listed in the ICCRC website member’s directory then chances are the person is NOT a licensed immigration consultant and should be reported to CIC or CBSA for illegal activities. Provide hard evidence (eg. copy of signed Retainer Contract, photo copies of LMIAs, Work Permits, cashed cheques, payment receipts, letters, memos, emails, pictures, video tapes, etc.) that will support your claims. Beware of “consultants” who offer you no GST and does not want to issue payment receipts. You can report unlicensed consultants by calling: 1. CIC at 1-888-242-2100 or 2. March 6, 2016. Calgary. The Filipino Champions of Canada (TFCC) hosted its first Filipino Champions Talk (FCT) at The Bridge, Intact Place in downtown Calgary. No less than 100 people attended the event. The goal of the event was to put into practical application TFCC’s guiding vision: Connect, share and inspire. At the start of the program guests were encouraged to connect with at least three persons that they didn’t know. Later, the audience was asked to bring out their cell phones. Selfie of humongous proportion flooded the room. It went viral, without doubt. These audience participated acts cracked the ice. Uneasiness, formalities and stiffness of the night were mellowed. Smiles around abound. This paved the way to a more welcoming environment for sharing and inspiration. Jerry Caingcoy, found-
er of TFCC, in his opening remarks and message shared his vision and inspired the group. All immigrants (in terms of their perseverance, lifestyle and attitude) are heroes, was

Debt levels in Alberta on the Rise
An Equifax Canada report shows that delinquency rates in Edmonton were 21.3 per cent higher in the final quarter of 2015 than during the same quarter of 2014. The average debt in Edmonton stands at $26,479. There was no budge in the national delinquency rate. Debt delinquency means a consumer is unable to make any type of payment on his or her debt. Alberta is still the highest province in consumer debt. The delinquency rate in Calgary is 17 per cent higher than the same period in 2014. According to the report, Calgarians hold an average debt of $28,421. The average debt, excluding mortgages, held by a Canadian is $21,458. The average length of a car loan in Canada hit 72 months late last year. Some dealers have begun offering terms of 96 months -- or eight years. Albertans owe the most with average debt burden of $27,300. Sandra Landry, a licensed insolvency trustee with MNP Debt, said the report is, unfortunately, not surprising. “A lot of the work here in Alberta is related to the oilfield and as everyone knows, that’s now slowing down,” she said. “We do have some [clients] that were laid off recently and were living off their severance packages. [There are] new layoffs that wouldn’t have happened six or eight months ago. Contracts are starting to run out so there is no work for those employ-
ees,” Landry said when asked about the type of client she works with. Landry said some people are making different types of choices when it comes to their personal finances. “They’re looking at paying a mortgage instead of paying a credit card payment because foreclosure is imminent. We’re seeing a lot more of the personal assets being seized, whether it’s boats, trailers, vehicles. People simply just allow it to happen because they don’t have any other choices,” she said. Landry said Albertans are slowly learning how to live within their new means. “For the next little while, I think it absolutely is going to become the norm,” she said. The Alberta cities have some of the highest debt delinquency rates amongst cities across Canada. In comparison, debt delinquency rates in Toronto and Vancouver fell seven per cent from 2014 to 2015. Provincially, the outlook is grim. Alberta saw a jump of 25.1 per cent in debt delinquency at the end of 2015, with an average debt of $27,576. The province with the next highest jump in debt delinquency is Saskatchewan, with a 14 per cent change and an average debt of $23,941. “Oil-producing western provinces such as Alberta and Saskatchewan and Newfoundland and Labrador in the eastern region are currently trending
upwards, especially over the past three quarters,” the report states. Ian Wallace, a credit counsellor with the Credit Counselling Society, said there has been a 29 per cent jump in the province in the number of clients turning to the society for help. Wallace said Albertans need to have honest conversations about their finances. “Debt is something people don’t like to talk about. It’s an elephant in the room that everyone wants to ignore,” he said. But Wallace said it is imperative to have that conversation in order to sort out personal finances. “Have a conversation about all the debts that you have, all the interest rates you have. What are your payments per month? The second step is you really have to sit down and work out an honest budget for yourself,” he said. Wallace said people talk in broad terms about their mortgage payments, grocery bills, insurance payments and gas purchases. But he said it’s the little things that can add up, such as buying coffee every morning for work. “You have to sit down and do a very detailed budget assessment of exactly how your dollar is being spent in the house. Then you can figure out what can you cut, what can we prioritize and then how do we pay back our debt?” he said. (Canadian News Agency)

Tax season changes for this year The controversial income-splitting benefit ushered in by the former Conservative government in 2014 is on its way out, but some families can still benefit from the tax cut in their returns this year. The Family Tax Cut allows parents or common-law partners with children under 18 years old to split their income to shrink their tax burden. The higher-earning partner can transfer up to $50,000 of income to the lower-earning partner, for a tax credit of up to $2,000. Caroline Battista, senior tax analyst with H&R Block, says income splitting is most beneficial for spouses or common-law partners who have a big difference between their incomes. But she recommends that all families take a look at the credit. “I’ve seen people who might not get the full $2,000. But I had many clients last year that got $300 or $400, and who wouldn’t want that?” Enhanced Universal Child Care Benefit The Enhanced Universal Child Care Benefit, which was introduced in 2015, is also on its way out, with the Liberal government promising to introduce a new, tax-free Canada child tax benefit later this year. However, families will have to account for the UCCB when they file their tax returns this year. The UCCB saw families receive $160 per month for each child under six years old, and $60 per month for each child aged six through 17. Battista points out that families will have to pay

BATANGAS CITY, March 16 (PNA) -- A lawmaker has said the government should press full speed ahead in acquiring needed K to 12 classrooms, equipment and teachers after the Supreme Court (SC) rejected several pleas seeking to stop the implementation of the program adding three years to the basic education curriculum. "With classes in public schools about to end in two weeks, education officials should use the summer break to build or repair schools, hire teachers and buy equipment so all of these will be ready when 21 million students return to schools in June,” Senate President Pro-Tempore Ralph Recto said here on Wednesday Recto said there should be no repeat of the “horrible delays” which plagued classroom-construction and teacher-hiring in the past. The government should exploit good summer weather to finish new classrooms before monsoon rains arrive in June, he stressed. This year, 43,000 classrooms will be built at a cost of Php61.8 billion. Of these, 23,000 classrooms are for the Grades 11 and 12, or what constitute senior high, Recto explained. Congress also allocated Php18.8 billion for 62,320
new teaching posts, plus 17,371 additional support personnel. About 40,000 teaching slots are for senior high, Recto said. “With the first batch of Grade 11 students entering school this June, it is important that their classrooms and teachers are ready by then,” he added. “There’s no excuse that it can’t be done because this is something which has been planned in advance. SC extends suspension of Arroyo plunder trial

report from the STAR, the high court extended the status quo ante order on Arroyo’s trial by two months. The suspension order on the Arroyo plunder case, which ended on February 19, was extended
until April 20. The camp of Arroyo earlier asked the high court to stop the Sandiganbayan from proceeding with the hearings of her plunder case.

The world of Ice Hockey may not be popular for most Canadian Pinoys, but being the national sports and the most popular in Canada, the game has paved its way in the hearts of many of our “kababayans” who were adopted by this Country whether as independent immigrants, naturalized citizens, Canadian-born, etc. Mostly played during the season of winter, this ice sports is one that our very own Canadian born Jordan Degouw loved. Jordan, whose mother Linda is a Filipina and whose father Tony is half Dutch and half Canadian, is only 15 years old. He started off his love for this sport when he was only 7 years old. His parents and his only brother Andrew, as well as his coaches are his driving inspiration for the last 8 years. Because of them, he holds his hockey stick with great pride and dignity. Currently a varsity player for SISEC (Swiss International Sports & Education Centre), Jordan gives credit to his parents for being behind him in his love for Hockey. His practices were mostly spent on outdoor rinks, at the Canada Olympic park and most gyms that have hockey rinks. He is now a trained referee as well. Back in 2013, he played Roller Hockey in California for the Alberta Team. His accomplishments to name a few were being named Most Valuable Player (MVP) just last month by SISEC at the Winsport. The medals and awards he had gotten indeed makes him a well-deserved Pinoy icon in this field. A role model for our young generation. When asked who his favorites are, Jordan is

quick to mention the famous Patrick Kane and Tyler Seguin. He particularly admires their leadership skills and tremendously good team playing habits, which is one of the most important traits that any sports enthusiast must possess. Over the many years of playing, Jordan learned the skills and finds being with his team, is one activity he loves to be in during his spare time. “They’re really a bunch of great guys and I feel very relaxed when I am with them”, says the young Jordan. The team also get to go to different cities to compete. Their bonding on and off the rink which made them very good friends, is one
thing he truly believes will stay. What is his future dream you asked? Just like any ice hockey player who knows nothing can beat boredom but great hockey fix, Jordan dreams to play professionally someday. Not bad for a 15-yr old who learned to juggle between being a regular typical teenager and a serious junior ice hockey player. Jordan Degouw is going to be a household name parallel to those favourites and famous names in the field of Hockey. Our hats-off to you Jordan! If it ain't that obvious, let me point this out to you. The next three comic book movies and Netflix series that will come our way will have a single theme. Good guys pitted against each other because of their differences in ideologies and principles. While this type of plot device isn’t probably new, they make the most compelling storylines in comic books. In 1986, the Frank Miller-helmed The Dark Knight Returns changed the genre and departed Batman from the campy image that it had, and shifted to the dark and serious tone it has now. It is also the first time where two of the world’s finest fought each other to the death. That modern gladiator battle serves as an inspiration for the new movie Batman v Superman: Dawn of Justice debuting next week. The events of Man of Steel saw the destructive power of a god-like being. And Bruce Wayne will be forced out of retirement as Batman to stop Superman. While Clark Kent, as a re-
porter will take on the Batman, scrutinizing his own brand of justice in Gotham. Civil War, is a Marvel Comics cross-over event written by Mark Millar in 2006. Superheroes split between two teams led by Captain America and Ironman. The movie adaptation which is, Captain America: Civil War, will not be a complete departure from the comics even if there are only less than 15 of the Marvel superheroes on screen. And if you’ve watched the latest trailer, Spiderman was there. It couldn't get as much Civil War-ey than that! The US Government holds the Avengers accountable for the destructions caused from their previous battles in New York, Washington, and Sokovia. And the one final straw will be at the cost of hundreds or thousands of innocent civilians. The Superhero Registration Act was passed, and it was where Tony Stark and Steve Rogers doesn’t meet eye to eye.

Daredevil will be back on Netflix on its sophomore season on March 18. Punisher will debut in the MCU after the rights reverted back to Marvel in 2010. As a devout Catholic, Matt Murdock aka Daredevil adopts a no-kill-policy to those he punish. But that will be challenged by no other than Frank Castle. The Punisher thinks Daredevil is “a half measure” and what he has done never stopped criminals on their tracks. But in the end, despite their differences, these heroes will band together to stand against a much common and bigger threat And let’s all watch that unfold in the coming days.
Ottawa, February 25, 2016 – Today, the Honourable Tobias C. Enverga Jr., Senator for Ontario, received the final report of the Special Joint Committee on Physician-Assisted Dying with great concern. “I am morally and ethically opposed to any action that ends another human being’s life, and that denies a person the natural life cycle from conception to natural death,” said Senator Enverga in a statement following the tabling of the report in both houses of Parliament. “Bishop Samuel J. Aquila once said: ‘… we must have the courage to proclaim the culture of life for the common good of society. This is a duty and responsibility …’. I am taking this duty seriously in my work as a senator and will do my part to ensure that we protect those most vulnerable in our society from severe risk of harm,” the Senator
continued. The report is the latest step in the process to comply with the Supreme Court of Canada’s judgement in Carter v. Canada (Attorney General), which has given Parliament until June 6, 2016 to provide a legislative framework under which persons can obtain assistance in ending their lives before natural death occurs. “I am reading the report with grave concern, noting a clear lack of safeguards and protection of the vulnerable that are found in other jurisdictions’ relevant legislation on physician-assisted suicide and euthanasia. This report opens the door for minors, persons below the age of 18, to access assisted dying three years down the road; it recommends that persons with psychiatric condition should not be excluded from receiving medical assistance
in dying; and it recommends forcing physicians who oppose the practice based on their conscience to refer patients to other willing physicians, rather than providing information to the patient and reporting the patient’s wishes to a government agency. There is still much study needed, and I will ensure that the voice of those who are concerned about this report is heard in the Senate of Canada when we debate the report and the forthcoming legislative proposals from the government,” Senator Enverga concluded. A month to go and its time for bathing season, but don’t fret! Here is my summer ready workout and routines to get you ready for the short sunny season as your prepare your tank tops, shorts, bathing suit. Best part is you don’t have to be in the gym to do this!
1. Basic Burpees 3sets 5-10 reps each • Personally this I say is one of the most fat-burning cardio, targeting all the major muscles in the body. Begin in a standing position; now lower your body into a squatting position placing
your hands on the floor in front of you. Then kick your feet back so that you are in push-up position. Lower your chest to do 1 push up, now kick your feet back to a standing position, and jump into the air while clapping your arms overheard. If you are beginner start off
with a 5 burpees in a row then gradually increase to 10 repetitions in 3 sets. 2. Planks 3 sets 10reps each/ increase by 5 reps every week • Planks is my favorite all body-workout. It targets the core, arms and legs. Start by getting into a press up position, then bend your elbows and rest your weight into your forearms and not on your hands. Your body should form a straight line from shoulders to ankles. Engage your core by sucking your belly button into your spine or just “inhale” while maintaining that abdomen firm. Hold this position for 10 seconds then gradually increase to 5 seconds each week. 3. Leg Raise- 3 sets 10reps/increase gradually • For those “puson” that us women are having a hard time getting rid of- leg raise is perfect for forming the lower ab. It also works for the hip flexors. Regular exercise of leg raises help to strengthen the lower back. Lie flat on the floor (on a mat or carpet) and place your arms out to the side on the floor with palms facing down. Engage your stomach and slowly lift your legs to a 90-degree. Keeping your legs straight and
not bending knees. Pause for a second then slowly lower the legs back down. Do the same thing for 10 reps. 4. Body squat 3 sets 1520reps. • Since the dawn of JLo’s butt and now Kim K. infamous derriere everyone wish list for a perfect body is to have that toned behind. Some might think it only targets the bum but also works for the legs, joints, abdomen, back, shoulder and arms. A whole body exercise! I usually do this while cooking to kill time even watching TV. Just stand with your feet slightly wider than your hips, toes pointed slight outward. Arms extended parallel to the ground, palms down. Keep your spine in a neutral position, don’t round your back or hyper extend. Tuck in your abdomen and push your butt back. Then squat down keeping your knees in

Triceps dips 3sets10 reps • Triceps dip is excellent for strengthening the upper body and targeting the tricep, deltoids and pectoralis major. It can be performed simply at home on a bench, chair or a step. Hoist yourself up onto a bench or chair. Make sure it’s stable and will secure your body weight. Hands should be shoulder with apart fingers facing forward and elbows pointing backwards with a slight bend in the elbows. Legs extended out in front of your with a slight end in the knee. Slowly lower your body until your shoulder joints are below your elbows. Push back up until your elbows are nearly straight but do not lock them out. Repeat for 10 for 3 sets.

Gorely, who is a first time visitor to Cebu, said she was amazed by the warm hospitality of Cebuanos, natural attractions and thriving economic landscape. She was in Cebu Monday to celebrate 70 years of diplomatic ties between Australia and the Philippines this year. The Australian Embassy mounted an exhibit at the SM City Cebu Northwing at the Cebu
City North Reclamation Area, which highlights the 70-year friendship between the two countries. Gorely said that if Cebu intends to grow its arrivals from Australia, she highly recommends investing more in advertising and other marketing campaigns, as Cebu is not as popular compared to other Southeast Asian countries like Indonesia, Thailand, and Singapore, which Australian tourists frequently visit. “You already have the making of a perfect holiday, but you need to market Cebu more. You need to do more advertising in terms of building knowledge and familiarity of the brand. You already have a fantastic package to sell,” said Gorely. She was referring to
the province’s pristine beaches, adventure tourism, shopping and natural wonders. She said the country’s tropical weather and Filipino cuisine are big attractions among Australian tourists. Vehicle inspection
Vehicle inspection is a procedure mandated by national or subnational governments in many countries, in which a vehicle is inspected to ensure that it conforms to regulations governing safety, emissions, or both. Inspection can be required at various times, e.g., periodically or on transfer of title to a vehicle. If required periodically, it is often termed periodic motor vehicle inspection; typical intervals are every two years and every year. When a vehicle passes inspection, often a sticker (inspection decal or inspection sticker) is placed on the vehicle's windshield or registration plate to simplify later controls. Inspection stations are places to drive inside to see if a vehicle passes inspection once a vehicle is due for inspection. Most US inspection decals/stickers display the month's number and the year. In some jurisdictions, proof of inspection is required before a vehicle licence or license plate can be issued or renewed. In others, once a vehicle passes inspection, an inspection decal is attached to the windshield or registration plate, and police can enforce the inspection law by seeing whether the vehicle displays an up-to-date decal. There is some controversy over whether periodically inspecting motor vehicles is a cost-effective way to improve road traffic safety. Canada Emission testing programs in Canada include AirCare in the Lower Mainland of British Columbia and Ontario's Drive Clean in southern Ontario only.
Safety testing regulations vary through the different provinces. In Manitoba for example, upon buying a car (new or used), a valid safety check must be done before it can be registered. Dealerships are required to provide the buyer with a new safety, while private sellers are not (if a private seller so chooses, they may pay for, and issue a new safety in order to make it more appealing to buy). In either case, if the vehicle bought has not had a safety test within the last year, the buyer must safety the vehicle before it can be registered with Manitoba Public Insurance. From the point the car is registered, no safety test is required as long as the car remains with the current owner (however, if something goes wrong, auto mechanics and dealerships have the right to refuse to let the client drive away with an unsafe car). The provinces of New Brunswick and Prince Edward Island require annual safety inspections, in Nova Scotia, a safety inspection is required every two years. Ontario and British Columbia require biennial emission testing, although only the Lower Mainland of B.C., which includes the City of Vancouver, and the southern part of Ontario, require any testing. The rest of the province is without such legislation. The story of the donkey Fr. Edmund Vargas
A poor farmer near Jerusalem had a small donkey which was so stupid to do any work. It could not carry anything on its back. So he told his family that he was going to kill the animal. But his children begged him to sell it, rather than harm it. “How can I sell an animal that won’t work?”, the father insisted. His son suggested: “Father, tie the donkey on a tree on the road to town and let it be known that whoever wants it may have it for nothing.” The next morning, that was what the father did. Soon, two men approached and asked to take the animal. “It will carry nothing”, the
farmer warned the men. “The Lord has need for it”, replied one of the men. The farmer could not imagine what the Lord would want with such a useless donkey, but handed it over. The men took the animal to Jesus who stroked the sweet animal’s face and then mounted it without trouble. So it was on the day we celebrate today the Lord’s triumphant entry into Jerusalem, riding on the back of this tiny donkey. The donkey, the rejected animal, is a figure of Christ himself who is to be later rejected by his own people but would eventually become their savior. Christ is referred to as the “stone rejected by the builders, becoming the cornerstone…” (Mt. 21:24) The people and

As we recall Jesus in his triumphant entry into Jerusalem this Holy Week, let us take with us our own wounds and weaknesses so he can transform them into a source of our healing and strength through the power of his resurrection.

Mars Paris, France - Europe and Russia are set to launch an unmanned spacecraft Monday to smell Mars' atmosphere for gassy evidence that life once existed on the Red Planet, or may do so still. ExoMars 2016, the first of a two-phase Mars exploration, will see an orbiter hoisted from Kazakhstan at 0931 GMT Monday on a Russian Proton rocket. With its suite of high-tech instruments, the Trace Gas Orbiter or TGO, should arrive at the Red Planet on October 19 after a journey of 496 million kilometers (308 million miles). Its main mission to photograph the Red Planet and analyses its air, the TGO will also piggyback a Mars lander dubbed Schiaparelli. Easter (March 27) ...on the third day Jesus rose again. He conquered death. And for those who believe in him he gave them the right to become children of God. Their sins were forgiven and life eternal was the consequence. In the midst of plenty and scarcity, just the same Jesus is the answer to all our needs. Why? Because, He will not leave us nor forsake us. He is the same yesterday, today and forever. He is the way the truth and the life no one comers to the father except through him. When and if only you believe, you’ll experience Him.

One of the profound philosophy of this 38 years old chef is that Failure is the Mother of Success. Chef Norben truly thinks the integral part of creativity is experiencing failure along the process. Humba Ingredients: 2 kilos kilo Pork Thigh/leg or Pork Belly, cut into desired portions 1 cup Dried Bananas ½ cup Salted Black Beans ( canned, drain) 2 cup Sprite/7-up 1 cup of Rice Water 1/2 cup Soy Sauce 2/3 cup vinegar (palm vinegar, cane vinegar coconut wine) 2 Tablespoons Cooking Oil 3/4 Tablespoon Black Pepper 7 regular size garlic, crushed and diced 2 Red Onion, medium, chopped 3 pieces Bay Leaves 5 pieces star anise Banana Blossoms (optional) Sugar to taste Salt to taste Procedure: 1. Separate the meat that contains huge chunks of fat from those that are leaner. Put the fatty chunks on the pan and add about half a cup of water then put a lid on it. Allow it to boil. Do this till the fat is already reduced to oil and the meat has started to brown. Stir every now and then to avoid burning. Do not throw away the oil from the fat. 2. Boil the rest of the pork in 1 cup rice water in a separate milk mix gently 3. Pour in the vanilla extract, Ron Barcelo Rum and Baileys continue mixing until smooth 4. Strain the egg-milk mixture using a fine mesh strainer 5. Add a Pinch of Nutmeg and stir it. 6. Use ladle to pour mixture the Aluminum Molds 7. Cut aluminum foil just
pan (put more rice water if what you put on is not enough to submerge 3/4th of the way); add 1 tablespoon of salt. Allow it to boil till the meat is tender and the stock is reduced to half of its original volume. 3. Saute garlic and onion using the pork fat oil until it is brown. Add all the pork together in the pan with the oil. Stir-fry for a few minutes until the meat is slightly brown. If by this time there is too much oil in the pan, you could remove some of the oil. 4. Add the water remaining that was used in boiling the pork (see above instruction). Add ½ cup of the soy sauce, sprite, the bay leaves, the ground black pepper, and the black beans. Then bring to a boil until most of the liquid have evaporated. 5. Add vinegar but do not stir. Add the dried banana blossom. Boil for a few minutes (2-3 minutes). Simmer until a saucy consistency is achieved. Taste it to make sure that it is more sweet than vinegary. If it is too sour, add sugar until the desired taste is achieved. Barangay members in the Philippines turn local heroes in newest game show, ‘Game ng Bayan’ March 7, 2016 (QUEZON CITY, PHILIPPINES) – It’s a whole new ‘bayanihan (community spirit)’ experience as members of the barangays in the Philippines unite for one common goal - to win the jackpot that will help their community - in ABS-CBN The Filipino Channel’s (TFC) newest game show “Game ng Bayan (Game of the Nation),” which premieres worldwide today, March 7, Monday (March 8, Australian Daylight Savings Time
or AEDT, New Zealand Daylight Savings Time or NZDT, Guam, and Japan time). Hosted by the “Idol ng Bayan,” Robin Padilla, with the “Tol ng Bayan,” Alex Gonzaga, the show involves one hundred members of the community who are given a random challenge for a chance to win an identified need of the community such as renovation of daycare centers or basketball courts, light posts, etc.
Joining the hosts is the “Tropa ng Bayan” composed of Eric Nicolas, MJ Lastimosa and Negi, who will guide contestants to become local heroes in their community. “Game ng Bayan” begins with six individuals from a chosen barangay competing in the “Ang Dami Mong Alam” round, where they will be asked a question with multiple answers. Elimination occurs when a contestant answers incorrectly, when a contestant repeats an answer, and

when all possible answers have been exhausted. In this round, only three will remain to move on to the next round, which is “Buksan ang Plato.” In “Buksan ang Plato,” the remaining three contestants will take turns in opening numbered plates and must get three which say “Yehey” under it. In this round, they will be joined by their family or friends to help them make the crucial decision of which plates to open. The first contestant who successfully reveals three “Yeheys” goes through to the next round.
In the jackpot round, one hundred members of the community join the contestant as they work together to accomplish a task that will only be revealed before the round begins. Unity and teamwork will be the only way for the community to win their chosen jackpot prize. Winning barangays from Monday to Thursday will then compete with each other by Friday to determine the best barangay for the week. “Game ng Bayan” is an original concept by ABSCBN. Do not miss the
