Following the devastating forest fire in Northern Alberta around the city of Fort Mcmurray, the government of Alberta has created a dedicated toll free phone line for new immigrants, foreign workers and applicants under the Alberta Immigrant

Nominee Program who have been displaced over recent days.

The government has announced that applicants

to the Alberta Immigrant Nominee Program (AINP) who have been affected by the recent wildfires in the Fort McMurray area will be given an additional year to maintain eligibility while their application is in queue awaiting processing. Applicants are urged to contact AINP to update their information.

One indicator of active community involvement in society is the presence and increasing number of small and medium scale enterprises and professional services. Undoubtedly, the number of Filipino restaurants, stores and related businesses are on the rise. Professionals engaged in the medical field, financial, marketing, general labour, IT, insurance/investment, legal and consultancy are scattered in all quadrants of the city.

Even in local paper publishing, Calgary probably has the most number (five) of magazines and tabloid in the Prairie.

Local papers offer a venue for businesses and entrepreneurs to reach a larger Filipino and non-pinoy population. It is a sign of a dynamic economic activity. Everyone is wellserved by healthy competition. Prices go down and quality of goods and services goes up.

Patronizing our very own Filipino businesses lends credibility to our kababayan’s knack for entrepreneurship.

Alberta Announces Help for Immigrants and Foreign Workers Affected by Wildfires in one-time emergency financial assistance is being provided too to the people who have been displaced.

There are five Debit Card Location all over Alberta.

After May 20, emergency financial assistance will be moved to Alberta Works offices. More information will come in the following days. All evacuees should register with the Red Cross- no matter where they are located. This will help ensure adequate access to services including access to emergency financial assistance. Register online at RedCross.ca or by phone 1-888-350-6070. If affected residents left driver’s licenses or ID cards behind during evacuation and have not requested a new card yet, please visit any Alberta registry agent locations. New cards will be delivered and expedited to the registry agent for pick up. There are more related information for evacuees on emergency. alberta.ca.

A massive wildfire forced more than 80,000 residents to flee the Fort Mc Murray last Tuesday, May 3. Based on the damage stats; 19,244 structures

has been assessed, $1,921 have been destroyed, $17,156 are okay to occupy, 121 are limited to restricted use, 39 are unsafe to occupy/enter, and seven are still to be inspected.

Albertans can get an online mapping application to survey damage in Fort McMurray. The maps are available at http://cdn. albertamapservices.ca/ FortMcMurray.

A voluntary, phased re-entry for the safe return of Fort McmUrray residents will begin June 1 if future wildfire conditions do not delay restoration efforts. Re-entry should be complete by June 15, to coincide with full restoration of Northern Lights Regional Health Center Meanwhile Prime Minister Justin Trudeau visited Fort McMurray with Premier Rachel Notley to see first hand the challenges faced by the residents of Wood Buffalo and reaffirmed federal disaster recovery support for Alberta last May 13.

The visit was also an opportunity to confirm federal government will expand Employment Insurance benefit eligibility

“If you have an application currently in queue waiting to be assessed and you are unemployed due to the wildfire, your application will be put on hold up to a maximum of one year from the date of evacuation to give you time to maintain your eligibility.

Once you inform us that you have found new or alternate employment in an occupation eligible under the AINP, your application will be returned to its original spot in the queue for processing. Keep in mind that your new employer must also meet eligibility criteria.

If you have received a nomination, your nomination will be maintained and you will be given an opportunity to find new or alternate employment (in an occupation eligible under the AINP and the new employer must also meet eligibility criteria). Be sure to keep the AINP informed of your employment status. If you are actively looking for employment, your nomination will be maintained.”

A $1,250 per adult and $500 per dependent

to include the Edmonton region. Eligibility now matches that of Calgary and the rest of Alberta.

This extension will mean that those who are eligible for EI can claim an additional five weeks of benefits for regular claimants, and a further 20 weeks of benefits for long tenured workers. These benefits will be available

for one year beginning July 3, 2016- and will apply retroactively to anyone who started a claim on or after January 4, 2015 and is still unemployed.

The Government of Canada also announced that it will match every dollar donated to the Canadian Red Cross in support of the Fort McMurray relief effort. “Our commitment

will apply to individual charitable donations made within Canada. It will be backdated to May 3 and will continue until May 31. There will be no financial cap on federal government’s contribution.”

He has more than 20 years of management and business experience in Canada. Prior to establishing his immigration consulting company, he worked for a U.S. based computer company and then at TELUS, the 2nd largest telecom company in Canada in various management positions. He is originally from Manila, Philippines and graduated from DLSU (De La Salle University) in Manila with a Bachelor’s degree in Mechanical Engineering.

I have received several requests from Temporary Foreign Workers (TFWs) to re-publish and update the practical tips published last May 2015 regarding legal options to remain in Canada. Many TFWs are approaching their 4 year limit this year and in 2017.

So here is the updated info:

Due to the Canadian government TFW – 4 year cumulative rule, after April 1, 2015 many Temporary Foreign Workers (TFWs) – who have been working in Canada for four (4) or more years and have not yet received their CIC- PR File Number or Provincial Nomination Certificate - have been asked to leave Canada. All new Work Permit (WP) applications will be checked to determine, if the TFW has been working in Canada for 4 or more years since April 1, 2011… and if so, their WP application will be refused or the WP validity duration will be shortened to meet the TFW - 4 year cumulative rule.

Exemptions the from 4 yr. Rule (Periods not included in the 4 year Cumulative Rule) TFWs who were not working or were laid–off for several months during the period between April 1, 2011 to the present can request for WP extensions to make-up for the time lost when they were not working. To obtain work permit extension, the TFW must be able to provide the CIC with documents that prove there were legitimate breaks from work during the time period covered by their WPs. Examples of legitimate work breaks are: 1. Maternity leave for mothers giving birth provide birth certificate of

child 2. Periods of unemployment – provide letter of termination and employer ROE 3. Periods in the hospital for medical problems – provide proof of hospitalization 4. Extended unpaid leave – provide letter from employer NOTE: Regular vacation leaves are not counted as legitimate work breaks.

TFW Options to legally stay in Canada For TFWs who are nearing their cumulative four (4) year limit listed below are some of their options to remain in Canada: 1. Apply under the Express Entry (EE) Immigration program or the newly reopened AINP program for Alberta.

If you have at least one (1) year skilled work experience (NOC: B or A) within the last 10 years, you can apply to become an immigrant under the Express Entry (EE) Immigration program. All EE applicants need to take the IELTS or CELPIP English language exams. The language requirement under the EE program depends under what EE program you are interested to apply under: a. Federal Skilled Worker (FSW) program – CLB 7 in all language skills for all skilled jobs NOC: 0, A or B. For IELTS – CLB 7 means a score of 6 in all categories and for CELPIP - CLB 7 means a score of 7 in all categories. b. Canadian Experience Class (CEC) program – CLB 7 for NOC: 0 or A jobs (ie. professional and managerial jobs) and CLB 5 for NOC: B jobs (ie. skilled or supervisory jobs). For IELTS – CLB 5 means a score of 5 in all categories, except Reading which requires a score of 4. For CELPIP – CLB 5 means a score of 5 in all categories. c. Federal Skilled Trades (FST) program – CLB 5 for Speaking and Listening and CLB 4 for Reading and Writing. For IELTS – CLB 4 means a score of 3.5 in Reading and a score of 4 in Writing. For CELPIP – CLB 4 means a score of 4 in Reading and Writing.

If you are found eligible and invited by CIC into the EE program, the EE program current processing times are six (6) months or less. Eligible TFWs should apply as soon as they can while their Work Permits are still valid.

The AINP program was re-opened on Jan. 27, 2016.

Some Skilled Workers categories are still not required to take the English tests. AINP application processing times are still long and there is a 5,500 cap. As a fallback position, AINP applicants who are still waiting for their AINP Certificates should seriously consider, if they are eligible to apply under the much faster EE immigration program.

Besides the English exams, there are many other requirements under the

EE program so TFWs may want to consult with a licensed Immigration Consultant (ie. registered member of ICCRC) to assist them in their EE application.

To check, if the person you are dealing with is a licensed Immigration Consultant, go to the ICCRC website and check, if the person is a registered member of the ICCRC. The ICCRC website link is: http://secure.iccrc-crcic.ca/ search-new/EN. Under Bill C-35 law, persons charging consulting fees - who are not licensed as Immigration Consultants or Lawyers could be penalized up to $100,000 in fines and/ or send to prison up to 2 years.

Skilled jobs now eligible under the CEC program Please note that several skilled jobs that were previously suspended in 2014 to apply under the Canadian Experience Class (CEC) are now again eligible under EE immigration program such as: 1. Retail Sales Supervisors (NOC: 6211) 2. Cooks (NOC: 6322) 3. Food Service Supervisors (NOC: 6311) 4. Administrative Officers (NOC: 1221) 5. Administrative Assistants (NOC: 1241) 6. Accounting Technicians and Bookkeepers (NOC: 1311) In the CEC program, there is no educational requirements, just one (1) year of full-time (at least 30 hrs./week) skilled work experience in Canada and meet the English language requirements.

2. Have your employer promote you to a Managerial or Professional job position. Managerial jobs (NOC: 0) and Professional jobs (NOC: A) are exempted from the TFW – 4 year cumulative rule… so TFWs promoted to these positions will not be forced to leave Canada, even if they have already been working in Canada for 4 or more years. To promote employees, the employers have to apply for a new LMIA for TFWs. Some employers are reluctant to apply for Labour Market Impact Assessment (LMIA) to promote their staff because their company exceeds the recently imposed TFW cap for foreign workers. It is important to note that there are three (3) types of LMIA applications. The three (3) LMIA types are: a. LMIA to support a Work Permit application – affected by the TFW cap, if the job is paid less than the provincial prevailing median high wage (In Alberta: $25.38hr.) b. LMIA to support a Permanent Residency (PR) Application c. LMIA to support a PR and Work Permit application Please note that the last 2 types of LMIAs listed

above are exempted from the TFW cap for foreign workers and companies with 9 or less employees are also exempted from the TFW cap. TFWs should inform their employers of this information, just in case the employers are not aware of it.

3. Apply to obtain a Study Permit.

Another option to legally stay in Canada is to change your legal status from foreign worker to student.

Foreign students are not affected by the TFW – 4 year cumulative rule. Students are allowed to work only up 20 hrs./week. Foreign students who graduate from government recognized educational institutions in Canada can apply for Work Permits under the Post-Graduation Work Permit Program (PGWPP).

To obtain a work permit after your graduation under the PGWPP program, you must meet the following requirements: a. You must have studied full time in Canada and you must have completed a program of study that lasted at least eight (8) months. b. In addition, you must have graduated from: a public post-secondary institution, such as a college, trade/technical school, university or CEGEP (in Quebec), or a private post-secondary institution that operates under the same rules and regulations as public institutions, or a private secondary or post-secondary institution (in Quebec) offering qualifying programs of 900 hours or longer leading to a diplôme d’études professionnelles (DEP) or an attestation de spécialisation professionnelle (ASP), or a Canadian private institution authorized by provincial statute to confer degrees but only if you are enrolled in one of the programs of study leading to a degree as authorized by the province and not in all programs of study offered by the private institution. c. You must apply for a work permit within 90 days of receiving written confirmation (for example, a transcript or an official letter) from your institution indicating that you have met the requirements for completing your academic program. d. You must have completed and passed the program of study and received a notification that you are eligible to obtain your degree, diploma or certificate. e. You must have a valid study permit when you apply for the work permit.

A Post-Graduation Work Permit cannot be valid longer than the official length of your program of study in Canada. For example, students graduating from a four-year degree program might be eligible for a three-year year work permit. Students graduating from an eight-month certificate program would only be eligible for a work permit of eight months.

If the official length of your

program of study is: a. less than eight months you are not eligible for this program b. less than two years but more than eight months you may get a work permit for a period no longer than the length of your program of study (for example, if you studied for nine months, a work permit may be issued for a period of nine months) c. two years or more a work permit may be issued for three years A work permit under the PGWPP may be issued for the length of the study program, up to a maximum of three (3) years. A post-graduation work permit cannot be valid for longer than the student’s study program, and the study program must be a minimum of eight months in length. For example, if you graduate from a four-year degree program, you could be eligible for a three-year work permit if you meet the criteria. If you graduate from an eight-month certificate program, you would be eligible for a work permit that is valid for no more than eight months.

4. Spousal or Common Law partner Sponsorship Program.

Canadian citizens and Permanent Residents (PRs) married to TFWs could sponsor their spouses to become permanent residents.

Canadian citizens and PRs who have been living as common law partners with TFWs for at least one (1) year – could also sponsor their common law partners - if they meet sponsorship eligibility requirements and prove that the relationship is genuine and on-going and not entered into for the purpose of staying in Canada.

There are eligibility requirements for a Canadian citizen or PR before they can sponsor a spouse or common law partner. Some of the eligibility requirements are: a. Sponsor must be at least 18 years old b. Sponsor must agree in writing to provide financial support, if needed: for a spouse or partner, this lasts for three years from the date they become a permanent resident, and for a dependent child, this lasts for 10 years, or until the child turns 25, whichever comes first.

The Canadian or PR spouse or common law partner may not be eligible to be a sponsor their partner, if he or she: a. did not meet the terms of a sponsorship agreement made in the past, b. did not pay alimony or child support payments even though a court ordered it, c. receive government financial help for reasons other than being disabled, d. were convicted of an offence of a sexual nature, a violent crime, an offence against a relative that resulted in bodily harm or an attempt or threat to

commit any such offences, depending on the details of the case, such as: the type of offence, how long ago it occurred and whether a record suspension was issued (see Sponsorship bar for violent crime below), e. were sponsored as a spouse, common-law or conjugal partner in the past and became a permanent resident of Canada less than five years ago f. did not pay back an immigration loan, made late payments or missed payments, g. are in prison or h. have declared bankruptcy and have not been released from it yet.

5. Apply to obtain Visitor Visa.

Another option to legally stay in Canada is to change your legal status from foreign worker to visitor or tourist. Visitors are not affected by the TFW – 4 year cumulative rule. However, visitors are not allowed to work in Canada. This option makes sense for TFWs who have already applied for Permanent Residency (PR), whose work permits are still valid and are just waiting for their PR application to be approved. Instead of going back to their home country, they could legally apply to change their status to visitors – while their work permit in Canada is still valid.

To obtain approval for Visitors Visa, TFWs have to show that they have enough money to support themselves during their stay in Canada and will not overstay the authorized period. It also helps, if a relative or a friend – who is a Canadian citizen or PR would be willing to provide a Letter of Invitation that indicates they are willing to financially support ( ie. accommodation, food, etc.) the TFW during their stay in Canada.

Each TFW personal situation is different. The legal options available depend on various factors for each individual and the cooperation and support of their employer. The Philippine Consulate General and the Philippine Emergency Response Team (PERT) are urging Filipinos displaced by the Fort McMurray wildfire to register with the Red Cross, regardless of where they are staying.

This will help them avail of needed services and resources. They can do so by telephone (1-888-3506070) or online on the Red Cross Canada website.

Evacuees in Calgary, whether needing lodging or not, can also get help by going to any of the following evacuation centres: Calgary - University of Calgary - Reception - Dining Centre, 124 University Gate N.W. *For those evacuees arriving at the U of C in their own vehicle, Parking Lot 49 is available.

There are reports that many Filipino evacuees are now in Calgary, staying with friends and family.

Temporary foreign workers and Filipino citizens affected by the fire also face other challenges, including loss of documents and employment. To address these, as well as immediate needs,

the Consulate General is have been meeting with evacuees in Edmonton and Lac La Biche and have set up information booths in the evacuation centres.

Similar efforts will be done in Calgary. Evacuees in the City are also encouraged to get in touch with the Consular office at Suite 920, 517 10th Avenue SW Calgary AB T2R 0A8 or by telephone (403) 455.9343; (403) 455-9457; (403) 4559483; (403) 455-9346.

PERT is working closely with the Consulate General and other Filipino organizations in Calgary to facilitate a more organized response by the community to the Fort McMurray disaster. The most immediate need is the dissemination of critical and accurate information to those affected by the fire and those helping and directly in touch with them. It is important that Filipino evacuees are connected to the supports and services provided by government, the Red Cross and other agencies.

The other areas of collective effort are the following: Continuing liaison between the Filipino community and relief and rehabilitation efforts – There will be ongoing work that includes immediate relief, continuing support to those affected, possible relocation and rehabilitation of Fort McMurray. The community needs to know where their efforts can be concentrated in this long process.

Documentation and mapping of needs – The scale and magnitude of the impact of the fire on the community is important to understand so that we can plan our responses accord-

ingly. How many Filipinos are affected and what are their immediate and long term needs?

Advocacy – Many Filipinos, especially temporary foreign workers, will need support to address their specific issues regarding their employment and visa status and benefits.

Fund raising – Many individual Filipinos and organizations have and will donate to the overall effort, mainly through the Red Cross and other charities.

PERT’s fundraising efforts will be directed to gaps and underserviced needs – especially to evacuees who are falling through the cracks of mainstream supports – and to more long-term needs.

PERT is an ad hoc group that comes together during times of need.

It has gathered support for rehabilitation efforts in past disasters in the Philippines, including the 2006 Ormoc mudslide, 2009 Typhoon Ondoy and 2013 Typhoon Haiyan (Yolanda). The Fort McMurray effort will be its first initiative in Alberta.

Aside from the Consulate General, several organizations have already signified interest in joining this collective effort, including Babae, Philippine Festival Council of Alberta, Tamaraw Seniors, Philippine Catholic Society, Mabuhay Calgary, AKRA, Pinoy Times, Golden Generation Seniors Club, Calgary Nova Lions Club, Filipino Overseas Workers Association of Southern Alberta (FOWASA), Diaryo Filipino, Radyo Pilipino (CJSW 90.9FM), Migrante Calgary and TV Pilipino. First Senior Assembly of CFC HOLD in Calgary Santa Aquino-Posadas WRITER

The Seniors for Christ of Couples for Christ-Handmaids of the Lord (CFC-HOLD) was envisioned during last year HOLD Milestone celebration. It was a celebration giving honor and recognition for the members of the HOLD who have been in the ministry for many past years of dedication and service. It was also a celebration as well for the leaders for their patience, understanding and support given to the elder members during the many events, Christian Program and teachings and retreats.

Thus, Seniors for Christ’s first assembly was organized by the ever-active HOLD leaders composed of Sis. Sally Doromal, Sis. Ting Baleta, Sis. Jay Yap, Sis. Ditas Dela Cruz, Sis. Norie Juarez and other leaders from the North and South Chapter of Calgary.

The assembly was conceived for the seniors to become more active in all aspects of their lives especially in their moral, social and spiritual aspects. It was also an avenue to meet other seniors and share life lessons and experiences.

It is a kind of fellowship once a month under the care of CFC-HOLD leaders.

This assembly will also enable seniors to enhance the remaining

years of their journey on earth by being productive and by being an inspiration to the younger generation and of course, to be able to leave a legacy of our worth to the Lord and to our fellowmen.

In this assembly, seniors will receive and listen to the messages of the Lord. Sis. Sally Doromal gave an inspiring message from the Lord about the blessing of joy in life.

Every day, every moment and every time in life, we experience receiving blessings from HIM. One of these is the feeling of joy. Knowingly and unknowingly we receive joy, things that make us happy.

When she asked, “What makes you happy?” There were different versions of responses and reactions from the seniors attendees. Some stated that waking up early and feeling good makes them happy and joyful to do things for the rest of the day.

Listening to the sounds of nature, chirping birds, swaying waves and watching the sunrise and sunset; walking with friends at the mall and food tripping. But most of all, joy comes from bonding moments with our own family, like having dinner together, going to church every Sunday, praying and attending mass together and spending vacation time together as a family.

During our December vacation as a family

in the Philippines, my 3 grandchildren often wondered why I’m always going home once a year and stayed for 3-6 months long. But when they saw my joy of being there, they realized where my joy comes from. It is really the closeness and bonding moments with my children, grandchildren, nephews, nieces, sisters/ brothers and relatives and friends. The joy of going to beautiful, scenic places visiting different churches together and our fond of eating and going to beaches.

Sis. Sally said that we all have to enjoy life while still alive, grab the chance to feel the blessing of God’s joy in our daily life.

Other seniors who shared made their sad experiences in life as a reward that the joy of having survived the many obstacles in life.

Sis. Norie Juarez encouraged others to share but some were too shy to talk. She as a jolly person has encouraged the audience to open up and talk resulting in a delightful afternoon sharing.

It’s truly worthwhile to attend the Seniors for Christ Assembly. It surely inspire us seniors to lead a happy, meaningful and worthwhile life with this kind of Christian fellowship program of the CFCHOLD.

I salute the organizer and leaders for their unwavering initiative and support for the seniors for Christ. Mabuhay and God bless us all!

The Young Once Senior Association of Calgary (YOSAC) held its 16th Spring Dinner and Dance Party on May 14th at the Polish Canadian Centre.

The hall’s decoration was fitting for the occasion.

Guests and visitors sitting around the tables were at their best attire. The aura of good will, trust, confidence and community lingered in the air. Chattering and pleasantries subdued the background music. Everyone’s excitement was contagious.

Ruel and Dina Santos hosted the evening with enthusiasm, grace and passion. The message delivered by the YOSAC’s president, Francisco “Pepe” Siapno, inspired and encouraged members,

visitors and guests. No less than five presidents of other Filipino groups were also acknowledged.

Their presence attested to the enduring cooperation and courtesy between and among associations.

Hon. Julius Torres’, Consul General, Alberta/ Saskatchewan bio impressed the crowd. His credentials spoke well of what he can offer for Filipinos in this part of Canada. His greetings, far way shorter than his introduction, affirmed and reinforced his office mandate to serve the community.

The crowd savoured and enjoyed the meal and entertainment, respectively. The menu wetted everyone’s palate. For a moment the hall turned to a big karaoke room where singers got cues from the big screens. Once again, singing, proved to be

one of our fortes. Invited dancers, Despina, showed off their belly-shaking movement with smile and allure in their eyes. Violin and keyboard young players added serenity into the occasion.

The night highlighted the coronation rite and marches (farewell and in-coming) of young people’s fund-raising-pageantry winners (and their respective entourage).

Adam Hayden Thomas and Joy Tanner were crowned Little Mr. Philippines 2016-1017 / YOSAC King of Charity 2016-2017, and Little Miss Philippines 2016-2017, respectively.

Rick Libao (YOSAC Vice President) reiterated in his closing remarks the beauty and importance of the nights’ gathering. The remainder of the event was all selfies, chat, and dance – another pleasant social affair for the books.

PHL named world’s 8th top medical tourism hub AZER N. PARROCHA

MANILA, May 9 (PNA) -- A global non-profit association for medical tourism and international patient industry has listed the Philippines as eighth place among the top medical tourism destinations in the world in 2015, the Department of Tourism (DOT) said Monday.

The Philippines placed ahead of countries such as Japan and France, according to a list compiled by the International Healthcare Research Center and the Medical Tourism Association (MTA).

Canada emerged as the top medical tourism destination worldwide followed by UK and Israel which came second and third, respectively.

MTA is non-profit association represents healthcare providers, governments, insurance companies, employers and other buyers of healthcare.

According to MTA, clients of the Philippines for medical tourism come from East Asia (China, Japan, Korea, Taiwan), Sri Lanka, the Pacific Islands (Guam, Palau, Marshall Islands, and Micronesia),

Australia, North and South America, Europe and the United Kingdom, and the Gulf States.

It also noted that Filipino expats and overseas Filipino workers likewise prefer to have their medical procedures done in the country.

Currently, the Department of Tourism (DOT), Department of Health (DOH) and Department of Trade and Industry – Board of Investments (DTI–BOI) have a joint program to promote Philippine medical tourism.

This informal partnership resulted in a roadmap that identified five major segments in the international medical travel sector: tourists, who come for spa and other wellness services; medical tourists, who avail of low-acuity medical procedures; medical travelers, who purposely come to specifically avail of more complex procedures; international patients, including overseas Filipino workers, expats, and retirees; and accompanying guests, either friends or immediate kin of travelers.

Medical tourism in the Philippines caters to

approximately 80,000 to 250,000 patients or clients annually.

As of the DOT, DOH, DTI-BOI’s latest count, 62 hospitals around the country are now internationally accredited.

In a 2014 study by renowned medical tourism author Ian Youngman, global health and wellness tourism market is worth USD438.6 billion and Philippine medical tourism was able to generate USD66 million and USD145 million for 2013 and 2014, respectively.

DOT Director for Medical Travel and Wellness Tourism, Cynthia Lazo, said it is crucial to have a ‘One Country Package.’

“It has to be a country effort, a collective effort of every medical and wellness facility in the country, for the Philippines to be accepted in the medical and wellness market,” she said.

“Our value proposition is, time and again, our 7,107 islands which a medical traveler can choose from, while availing of a clinical or wellness procedure in the country,” she added. (PNA) BNB/ANP

Young people overtake OFWs as leading HIV carrier PNA

ILOILO CITY, May 6 (PNA) -- Five years ago, overseas Filipino workers (OFWs) were considered as main carrier of the human immunodeficiency virus (HIV) but is currently overtaken by young people aged 15 to 24 due to their unprotected and unsafe sexual activities.

Dr. Elvie Villabos, chief of infectious disease cluster head of the Department of Health (DOH) in the region said the young people contributed a lot to the increase of HIV-AIDS cases from one new case per day in 2008 to 27 new diagnosed cases per day in February 2016 or about 31,911 cases by February.

In Western Visayas, the health department diag-

nosed one case every 23 hours per day.

DOH said that from 2011 to 2015, newly diagnosed HIV cases among young key affected populations (YKAP) increased by 230 percent of which, male to male sex and males who have sex with both male and female were the two predominant modes of transmission.

DOH findings also showed that female sex workers and people who inject drugs start engaging in high-risk behaviors during their adolescent years.

Behaviors of the young people at high risk include alcoholic beverages and taking recreational drugs and a high percentage of the young people have sex while drunk.

The high risk age group indulges in unpro-

tected sex without fully understanding the consequence of heir behavior, the DOH said.

Cases from January 1986 to February 2016 include actual AIDS and symptomatic cases with 41 and 264 cases in Iloilo City, 36 and 182 cases in Iloilo Province, 37 and 195 cases in Bacolod City, 14 and 183 cases in Negros Occidental, nine and 79 cases in Capiz, 18 and 58 cases in Aklan, 14 and 33 cases in Antique, and five and 19 cases in Guimaras.

In Iloilo Province, the municipalities with most number of cases are Oton, Pototan, Passi City, Pavia, Calinog, San Enrique, Janiuay, Cabatuan, Barotac Nuevo and Tigbauan.

EU, Spain laud PHL orderly elections; to work with Duterte administration MICHAELA DEL CALLAR

MANILA, May 12 (PNA) -- The 28-member European Union (EU) and Spain on Thursday lauded the orderly conduct of Philippine presidential elections as it vowed to work closely with the incoming government of President-elect Rodrigo Duterte.

In a statement, EU Ambassador to Manila Franz Jessen said he finds encouraging the high voter turnout during the polls held on May 9.

“The EU Delegation and a number of our member states in Manila observed the elections, which took place in an orderly manner. I was encouraged by the high number of people who chose to exercise their democratic rights,” Jessen said.

In a separate statement, Spain, a member of the EU, also praised Filipinos and Philippine authorities on the orderly manner of the elec-

tions, which recorded an 81 percent turnout.

Both the EU and Spain said they look forward to working closely with Duterte’s administration. President-elect Duterte takes over the reins of government as Chief Executive from his predecessor, Benigno S. Aquino III, on June 30.

“The government offers its support to the next President in this new phase that will commence in the country, as well as its commitment to continue in extending the historic ties of friendship and cooperation between our two countries,” said Spain’s Foreign Ministry in a statement.

Jessen said he hopes that the “dynamic” relations between the Philippines and the EU would continue.

“We are now awaiting the official announcement, Rodrigo Duterte is the presumptive 16th President-elect, and I am looking forward to tak-

ing the EU-Philippines agenda forward with him and his administration,” Jessen said.

“The EU has been encouraged by the dynamic development of our relations with the Philippines over the recent years in all aspects, from political to economic, grade and development cooperation,” he added.

Europe’s top envoy to Manila said he expects the new government under Duterte to “continue on this path” under the Partnership Cooperation Agreement that was signed in 2012 between the Philippines and the EU.

Agresibong ipinatupad ni P-Noy ang mga patakaran na mapangwasak sa kalikasan tulad ng Mining Act of 1995, Biofuels Act of 2007, JPEPA, Forestry Code of 1975, at US-RP Visiting Forces Agreement.

Ang mga lupaing nasasaklaw ng mga kasunduang mineral na karamihan ay pag-aari ng mga dayuhang korporasyon ay umaabot ng 1,151,514 ektarya. Inindorso o inaprubahan ng adminstrasyon ni Aquino ang 353 na aplikasyon sa pagmimina.

Lumaki ng 65% ang dayuhang kapital sa malakihang pagmimina mula nang umupo si P-Noy noong nakaaraang taon.

Samantala, lumaki ng halos 40% ang halagang inilabas ng industriya sa pagmimina noong 2010 kumpara sa 2009. Target pa ng pamahalaan na magpapasok ng kapital na $1.4 bilyon ngayon taon at $17.35 bilyon hanggang 2016 sa industriya ng pagmimina.

Sa kabila ng malakas at malawak na panawagan, tinanggihan ni P-Noy ang panukala ng League of Municipalities of the Philippines na magkaroon ng moratorium sa malakihang pagmimina sa buong bansa. Pilit ding sinasalungat ng Malakanyang ang mga resolusyon at ordinansa ng 12 panlalawigang gobyerno na nagbabawal ng malakihang pagmimina sa kanilang mga probinsya.

Patuloy na pagkakalbo ng kagubatan

Sa kabila ng pagdedeklara ng Executive Order

23 (EO 23) o logging moratorium sa mga natitirang kagubatan, patuloy pa rin ang operasyon at pagpuputol ng puno ng mga malaking commercial loggers na nagtotroso sa Cagayan, Aurora, Quezon, Davao Del Norte, Compostela Valley at CARAGA Region.

Sa kasalukuyan, 1,422,190 ektarya ng kagubatan ang nasa ilalim ng iba’t ibang uri ng kasunduan sa pagtotroso.

Sinusuportahan ng administrasyon ni Aquino ang pagpapatupad ng Reduction of Emission from Deforestation and Forest Degradation o REDD Plus na ang layunin umano ay ang pangangalaga ng ating kagubatan. Ngunit, isa itong paraan upang ipribatisa at gawing negosyo ang mga kagubatan na magdudulot ng malawakang pagpapalayas sa mga katutubo sa kanilang mga lupang ninuno. Magiging dahilan din ito ng pagkaubos ng ating mga natitirang kagubatan at palawakin ang mga plantasyon ng puno para sa troso.

Pagtutulak ng maruming planta ng karbon

Dalawang dambuhalang planta ng karbon na ang nagbukas sa administrasyon ni P-Noy – ang 164 megawatts (MW) PEDC Iloilo Coal Power Plant at ang 200MW 200 MW KSPC Cebu Coal Power Plant. Ang dalawang ito ay pagmamay-ari ng malalaking burgesya kumprador at mga dayuhang korporasyon mula sa Korea at Taiwan.

Hinayaan at inako ng administrasyon ni P-Noy ang Php6 Bilyon pagkaka-utang ng kumpanyang Hapon na TeaM Energy Corporation na nagmamay-ari ng Pagbilao Coal Plant. Gayundin, hinayaan na huwag magbayad ng bu-

wis na umaabot ng Php25 milyon ang Aboitiz Company na magtatayo ng coal power plant sa Zambales at Davao City.

Sa kasalukuyan, mayroong 12 planta ng karbon na binabalak na itayo sa Manila City, Bataan, Batangas, Quezon, Isabela, Zambales, Davao City, Davao Del Sur, Saranganni, General Santos City at Zamboanga del Sur. Pagbebenta ng mga pasilidad at yamang enerhiya

Bukod sa pagbebenta ng ating mga kagubatan at kabundukan sa mga dayuhang korporasyon, patuloy din ang pagpapahintulotng gobyerno sa mga dambuhalang korporasyon sa enerhiya na maghanap at kumuha ng likas-yamang enerhiya sa bansa.

Ang pinakamalaking kumpanya sa mundo na Exxon Mobil ay aktibong naghahanap ng langis at gas sa Sulu Sea. Gayundin ang mga dayuhang tulad ng Royal Dutch Shell, BHP Billiton, NorAsian Energy, at Nido Petroleum na pinahintulutan din na magsagawa ng eksplorasyon sa milyong-milyong ektarya ng dagat malapit sa Palawan.

Patuloy din ang pagbibigay ng permiso at kontrata sa mga dayuhan at pribadong korporasyon para sa pagkuha at paggamit ng mga mineral na karbon sa buong bansa. Walang hakbang na ginawa ang gobyerno ni Aquino na imbestighan

ang matinding korapsyon na nagaganap sa operasyon na Malampaya Gas Project na pagmamay-ari ng mga dayuhang korporasyon na Royal Dutch Shell at Chevron US.

Sa ilalim ng Public Private Partnership o PPP ni Aquino, mas pinabibilis ang pagtatayo ng mga proyektong pribatisasyon tulad ng mga dambuhalang dam at bio-fuel plantations. Binabalak din ng gobyerno na sa ikalawang hati ng 2011 isasapribado ang 109MW Naga 1 at Naga 2 Coal Power Plants, 37MW Naga Diesel Power Plant, at 165MW Casecnan Hydroelectric Dam. Patuloy na pamamaslang at kawalang ng hustisya sa mga tagapagtaguyod ng kalikasan

Mayroon nang pitong (7) tagapagtaguyod ng kalikasan ang pinaslang sa ilalim ni Aquino. Kabilang dito ang sikat na botanist na si Leonard Co, Palawan activist Dr. Gerry Ortega at lider ng mga maliliit na minero na si Santos Manrique.

Wala pa ding katarungan at pagresolba ng kaso sa 33 pagpatay, 2 pwersahang pagdukot at 2 bigong pagpatay sa mga tagapagtaguyod ng kalikasan sa ilalim ng administrasyon ni Gloria Macapagal Arroyo.

Patuloy ang pagdami ng mga kaso ng militarisasyon at paglabag sa karapatang pantao sa mga

Walang pagbabago! Ito ang malinaw sa unang taon na pagka-upo sa kapangyarihan ni Noynoy Aquino.

Kung hindi tayo kayang protektahan ng gobyerno mula sa sakunang dulot ng nagbabagong panahon, ang tanging pag-asa ay kolektibong pagkilos at pagkakaisa sa pagharap sa pandaigdigang banta ng pagbabago ng klima sa satili nating mga pamamaraan at sariling lakas.

Kabayan, panahon ng manindigan para sa kalikasan!

Lundbreck Falls The Mini Niagara on the West

It has always been my greatest interests to see nature in action, not just to see the effect after a million years or so in the process but to see the actual moment taking place before my eyes. One that I strive on many of my travels is to see waterfalls; there is something phenomenal about water.

Surely, we cannot discount the effects and definitely we cannot survive without - it restores and destroys and could cause havoc as know it.

My recent travel in the south western Alberta, took me to a place where the force of water; its effects and beauty happens before my eyes. Just a little over 2 hours drive south of Hi way 2 then west of Hi way 3 Crows nest Trail in the municipality district of Pincher Creek along Township 74C, on the side of the road pass the bridge behold Lundbreck Falls dubbed as mini Niagara Falls predominantly to its horseshoe shape and power.

Ample parking near the falls and a few steps from your car, at the edge of wire fence, the massive force of this falls one could not just exhale in awe but to observe what visitors were engaged in their time there. People revel on the challenges it presents – swimming, fishing and undoubtedly for the brave ones – cliff diving.

A curved out stair ways leading to the river’s edge allows access to yet a magnificent view of the falls looking up and several meters away brings you right on the falls where wading or swimming or simply take on some cool mist from the falls on a hot summer day.

My plan of this jaunt is to photograph and hopeful to see it in a unique perspective. As I’ve always done – I don’t just take photos but firstly observe and be one with my surroundings to study and learn from its source and history. Standing beneath the bridge, I quickly surmised a great number of swallows nesting there. They fly around like school of fish in the water busily doing what they’re supposed to be doing without care for my present. Several people enjoying a day of casting line hopeful to catch the big one and some were wading and swimming in chest deep crystal clear water.

I moved around here and there but rested for a bit to take on the view of the falls right in front of it. Gladly, I packed an umbrella as one of an essential piece of my photo arsenal – always

ready whatever element I encounter. It was nearly impossible to take my camera without getting it soaked from the substantial mist pouring over me.

With rain boots on and umbrella on a hat summer day, I am glad to be all prepared to capture some of the best waterfalls images in my collection.

There is a trail adjacent to the stair ways leading up to the opposite side of the bridge. Another breathtaking view can be had overlooking its surroundings and some of the buildings used on the colliery.

A short jaunt to the town to get the feel of its culture and a bite of history was on my agenda to complete my visit here.

As I learned - the town of Lundbreck started off as a coal mine in the early part of the 1900s and population grew steadily to a thousand as people were in demand to work the mine. As the oil discovery in Alberta; it became the fuel of choice for its abundance and many byproducts can be extracted from it - it became the mainstream energy source and killed the coal mining industry until its closure.

Today there are tours that will take you back in the days through travel in the mine and guide explaining its operations. It was named after two coal miners - Lund and Breckenridge who started their mining operation here.

Ways You Can Easily Void Your Warranty Without Knowing It

You might be planning on using a “set it and forget it” approach once you have your vehicle covered under an extended warranty. This is a big mistake you do not want to make.

There are things that you can do or (not do)that will void your car warranty without you even knowing it, but it’s easy to not make these mistakes once you know what they are.

Modifying or aftermarketupgrading your vehicle

If you modify your vehicle from the factory specifications, the modified components will not be covered under warranty, and in many cases your warranty could be completely voided.

What are modifications? Things like: A suspension lift or lower kits, snow plow installed, after-market turbo or super charger, custom audio or video upgrades , oversize tires and wheels.

If your upgrades were factory-installed, make

sure you make this known when you are buying your warranty. Sometimes, for an additional fee you can have the option to have modifications covered as long as they were installed by your vehicle’s manufacturer.

Having a Salvage Title Sometimes if you buy a vehicle from an auction or a private party at an unusually low price, it will have what’s called a “Salvage Title. This means that the vehicle was involved in a situation where it was damaged enough for the owner’s auto insurance company to declare the vehicle a total loss or write-off.

This could be damage from a car accident, theft, vandalism, or even a natural disaster. You face two obstacles when you buy a vehicle with a salvage title: They’re difficult and sometimes expensive to get auto insurance for. And in the rare instance that they can be insured, only liability coverage is available. They’re ineligible for extended warranty coverage. No good company that has a history of paying claims or sell a warranty for a vehicle with

a salvage title.

If you forget to mention (or if you’re unaware) that your vehicle is a salvage title when you buy your warranty, you might not find out until it’s too late that your vehicle’s repairs won’t be covered.

So when you buy a used car, make sure you’re not throwing money away .

And don’t take the previous owners’ or dealership’s word for it.

Always be 100% sure it has a clean title! You can do this easily and cheaply by getting a vehicle history report from Registry or Carfax.

Neglecting routine maintenance You will void your warranty if you fail to do the routine maintenance on it. Rule of thumb: Keep your owner’s manual in a safe place. If you bought your vehicle used and it didn’t come with one, you can find one really easily online.

Always follow your manufacturer’s recommendations for routine maintenance. If you have any doubt, just ask your mechanic to let you know

when you’re supposed to come in again for a checkup. Some newer cars have a warning light that comes on that lets you know when your servicing is due.

Not keeping records of repairs Powertrain warranties designed for high-mileage vehicles usually require you to keep an accurate record of your routine maintenance.

This includes oil and filter changes and sometimes transmission servicing.

Aside from the fact that you should be doing this anyway to insure your car, truck, or SUV has a long and productive life, this also shows that any repairs that your vehicle needs aren’t due to neglect or from having work done by an unlicensed or unqualified mechanic.

If you don’t do this, then need a major repair down the line, and you don’t have anything that shows you’ve been taking good care of your vehicle, your claims could be denied.

Make sure you always keep your maintenance receipts in a safe place and be sure they’re printed out on letter-

head, and not handwritten.

Using your vehicle commercially If you use your vehicle commercially and you did not disclose that information when you bought your warranty, you risk voiding your warranty and not having your claims paid.

Here are some examples of vehicles that are used commercially: Taxi, Limousine, Police vehicle, Construction or work truck and Courier or delivery vehicle. Sometimes you may have the option to pay an extra fee to cover the added risk of placing a warranty on a commercial vehicle.

Commercial vehicles are riskier to cover since they experience much more strenuous use than the average daily commuter.

Many warranties will not cover commercial vehicles at all.

If you use your car, truck, or SUV commercially, make sure you make that known when you’re buying your warranty. This way, you won’t run into any problems when the vehicle does need a repair.

American John Ellis founded the Continuous Oil Refining Company (Later to become Valvoline). While studying the possible healing powers of crude oil, Dr. Ellis was disappointed to find no real medicinal value, but was intrigued by its potential lubricating properties.

A congratulation to the Philippine’s new government! The people spoke clearly with very high expectations in terms of political, social, and economic changes in mind. The shift in power based to south of the country offered a very interesting entry to the country’s history.

The last presidential contest was not about a great leader. It was more of a new social contract between the new government and the Filipino people. Both, for some time, have longed for a country that is peaceful and orderly; graft and corruption-free; economically stable; territorial integrity; healthy populace and secured food supply.

The question now is what is the role of Filipino-Canadians in response and relation to the new government back home?

We could possibly step up our effort to effect the desired change by direct and active partnership with the new government.

Wrap up your mind with this scenario. Say 10% of roughly 800,000 Filipino-Canadians (80,000) donating $20.00 each per year (at P35.00 exchange rate), positive impact is very possible. Say, $20.00 x 80,000 = $ 1,600.000.00 x P35.00 = P56M! This is big amount to support the key priority areas such as additional police officers, agricultural inputs/technologies, small business financing, educational books/supplies, etc...).

Therefore, the changes we are expecting for so long are very much doable. Our

active partnership will bring credibility, respect, prosperity and luster to “Pearl of the Orient”.

The above partnership could be a solid expression of support to help Philippines rise from the quagmire of underdevelopment. Once initiated, this could be the first of its kind in Canada in particular and in North America in general.

No worries about corruption because this is one of the President’s priorities (to eliminate graft and corruption).

What are the consequences? Our love ones back in the Philippines would be the direct beneficiaries

of peaceful and orderly society. They would be free to engage and involve economically, socially and culturally without fear or apprehensions.

Over time the amount of remittances from Canada will decrease. As our love ones are getting better off, we could put more money into our own needs for the future/retirement (savings and investments).

It’s a win-win situation for all.

This year could be the Philippines’ turning point to brighter future. Our involvement and direct partnership is being called for.

To reflect on Mary as Mother of God during this month of May is an opportunity to imitate Mary’s sense of struggling for meaning in life’s troubles and tribulations.

We are not to portray the motherhood of Mary and of all mothers as idealized in the Hallmark cards for Mother’s Day. Behind the sweetness and serenity of most Marian portraits are the bitter moments and turbulent experiences she has to go through as a mother and as a believer.

Mary’s distinctive role in the Christian faith is capsulized in the phrase born of a woman.

Theologians are quite right when they refer to Mary as the first follower of Christ, being with from Bethlehem to Calvary.

Her challenge to understand the mystery of her Son’s life reaches a high point when she listens to the story of the shepherds, narrated in today’s gospel.

Her response is acceptance. She does not ask for explanations. She decides to look forward to the fulfillment of the promise of God’s messenger during the Annunciation. Her attitude is summarized in today’s gospel: “But Mary treasured all these words and pondered them in her heart.”

As we focus on the admirable qualities of motherhood, we should see these virtues as something we all can develop and share with others. The responsibility of nurturing those around us is not exclusive to mothers. It is a responsibility which we can all assume as individuals and as community.

Sana naging sibuyas nalang ang puso ko... para kahit sugatan at durugin ito ng ibang tao sa huli sila pa rin ang iiyak ng husto...

Dear Madame KC, Lahat nag sasabi na ‘’setting the one you love free could give you peace of mind’. Pero I never thought it would be this painful.

I had this on and off relationship for two years. Sa ibang tao, it was almost too good to be true. The first time Richard broke up with me, he said he needed time to take care of matters at home and work. Kinaya ko as much as I could to understand him. Months after the break-up, when I was already starting to date other guys, he asked for a reconciliation. I accepted him back.

Boto ang parents ko sa kanya. He was like a member of the family.

There were even times

when we fought and my mom would take his side.

Funny but true. He was well loved by my family.

Later that year, he told me that he was not so sure of his feelings for me. Both of us worked on it. But all the love, time and effort I gave wasn’t enough to make him stay. And I never realized that I could love someone this much until he had left. Hindi ko masabi sa family ko about it. Richard told me not to close the door yet.

He said that after a year, kung wala pa s’yang girlfriend, it would mean he really loved me. My mind tells me to let go but my heart tells me to stay and wait.

I can understand the first time was really a mistake. But now, I don’t

know. Lahat ng decision ko, I would always consider him. I never complained kung hindi kami nagkikita ng one week or two. I never said anything when he told me his feeling for me had diminished. He said that the friendship we had was so true that he could not afford to lose it. He said he was afraid that time would come when we would have to part ways so he was trying to save the friendship while he still could.

I am working on my papers for my permanent residency. But until now, I’m not sure if I want to stay here for good. His papers will expire soon.

What if he decides to go back to Philippines for good? What if I stay in Canada and then realize that I am waiting for

nothing? I don’t know.

They said that I am still young and should not waste my time on him.

But I love him so much.

Letting go is not going to be easy as they say.

I know God has a reason for doing this to me. But does it have to be this painful? I remember one time you said that letting the person know how you feel and pursuing what you feel are totally different things. All I want is to let him know na mahal na mahal ko siya.

Naniniwala ako na umaasa ka sa taong nand’yan pa para s’yo pero matagal na s’yang wala. Naghahanap lang ng magandang reason si Richard para makawala sa inyong relasyon. You know how men can get away with words. Saving the friendship was just an excuse.

Napaka unfair at selfish when he wanted you to hold on and see if he still loved you after a year had passed.

Hindi masamang magmahal. You may be able to bear the pain when love begins to hurt.

And when it hurts, you may still be able to give even more. You may be even able to love until it hurts no more. But what good does it bring you when the person you love shows no respect for what you feel and

makes lame excuses for his inability to love you back. Love isn’t love until you give away. But love will only have life when it is shared by two people who believe in its meaning, by people who share one goal, one commitment, and by people who are selflessly loyal to each other.

God’s ways aren’t always easy and painless. Some are meant to open our eyes to what we do not see. Some are meant to make us realize what we stubbornly refuse to understand. But all of them will always be meant to make us stronger and better persons. We just have to trust Him on that.
