FUELING THE WORLD: ASTM ENERGY STANDARDS The vast and dynamic field of energy is the focus of a wide range of ASTM technical committees. Whether it’s aviation fuel, home heating oil,natural gas, nuclear and solar technology,innovative forms of alternative energy, and much more, ASTM standards have a formative and influential role in the research, development, production, marketing and distribution of energy sources around the world.

A CENTURY OF EXCELLENCE IN GLOBAL PETROLEUM STANDARDS

A

logical starting point for the discussion of ASTM energy-related standards is with Committee D02 on Petroleum Products and Lubricants. Since its beginning in 1904, Committee D02 has developed the standards that have helped provide fuels for automobiles and airplanes, lubricants for machinery, and heat for homes. Virtually any product that requires fuels or operates on moving parts depends upon the more than 650 standards developed by Committee D02. Today, D02 is ASTM’s largest technical committee with over 1500 members representing 50 countries. One of the most important contributions that D02 has made is in the area of aviation fuels. D02 standards for jet and aviation fuels help define specific types of aviation gasoline and turbine fuels for civil applications. A critical use of these standards is in describing the quality of aviation turbine fuels from the refinery to the aircraft. These technical documents, such as D 1655, Specification for Aviation Turbine Fuels, contribute to the production of fuels that are clean and free of any contamination prior to use, ultimately leading to the safe and economical operation of aircraft. Moreover, D 1655 is part of the reason why aircraft can refuel just about anywhere in the world and be assured of quality, safety and reliability. Similar to these aviation fuel standards, Committee D02 has also been instrumental in providing specifications that provide for cleaner gasoline and better automobile performance. D02 standards such as D 2699, Test Method for Research Octane Number of Spark-Ignition Fuel, and D 4814, Specification for automotive Spark Ignition Fuel, ensure consumers of the indicated octane numbers when filling their cars with gas. Engine manufacturers, petroleum refiners, and marketers depend on these octane numbers as a primary measurement to match fuels and engines. Committee D02 has also provided standards that address the oil and lubricant needs of automotive engines. Standards such as D 4485, Specification for Performance of Engine Oils, contribute to the quality of oil performance, protecting engine parts from wear and corrosion and improving fuel economy.

D02’s work in the area of diesel fuel was a precursor to its recent activities in the area of biodiesel. An alternative fuel produced from vegetable oils or recycled restaurant greases; biodiesel helps reduce serious air pollutants, such as particulates, carbon monoxide, hydrocarbons, and air toxins. Biodiesel can power any type of equipment that runs on diesel fuel. To support the production of biodiesel, Committee D02 developed ASTM D 6751, Standard Specification for Biodiesel Fuel, a quality standard for pure biodiesel before it is blended with diesel fuel in volumes up to 20 percent. Another alternative energy area that has been on D02’s most recent agenda is ultra-low sulfur fuel. D02 Subcommittee D02.H0 on Liquefied Petroleum Gas (LPG) is developing new low-sulfur fuel specifications that will help advance new low emission technologies such as fuel cells, microturbines, and hybrid electric vehicles where LPG is the fuel of choice. Committee D02 has earned a reputation for high quality, marketrelevant standards that extend throughout the world. With an international membership that is by far the largest of any ASTM technical committee, D02 maintains close alliances and liaison with leading energy consortia and organizations around the globe. Further evidence of D02’s vast global reach can be seen in its Interlaboratory Crosscheck Program. This program, which covers 18 various areas of petroleum, provides labs with a range of statistical quality analysis tools. Of the 1800 laboratories that participate in the program, nearly 50 percent are outside the United States.

Two other important areas in which Committee D02 has had a major impact are standards for home heating oil and diesel fuel. For homeowners relying on oil heat, D02 standard, D396, Specification for Fuel Oils, helps improve the quality of fuels used in oil burning equipment. D02’s role in the development of diesel fuel stretches back over 50 years. First published in 1948, D 975, Specification for Diesel Fuel Oils, has evolved into the definitive standard for diesel fuels used today. This standard plays an important role in the production of diesel fuels used to power vehicles and equipment, such as trucks, buses, tractors, and snow plows.

Class interaction will be stressed by using practical examples of applications of the course material to past and current problems.

Instructor Bob Berner graduated with a Bachelor of Engineering in Marine Engineering from the State University of New York Maritime College and served several years in the American Merchant Marine. He joined Esso International’s Tanker Department as a Repair Superintendent repairing Esso Very Large Crude Carriers (VLCCs) at worldwide shipyards. While employed with Exxon Company, International, Marketing Department, Industrial and Wholesale Division, Bob was involved with Exxon’s worldwide technical support and marketing of marine fuels and lubricants. After retiring from Exxon in mid 2000 Bob served as Sales Director of a “Bunker” Dot Com company, TransportEdge that, planned to internet trade marine fuels with considerable value added programs for both buyers and suppliers. Since retirement from Exxon Bob has also consulted on the early resolution of several marine lubricant issues and ‘Bunker’ quality claims. In addition, Bob has audited a major vessel owners ‘Bunker’ purchasing procedures and served as Expert Witness for ‘Bunker Quality Claims.’

Diesel Fuels: Specifications and Test Methods

his course covers a wide range of diesel fuel issues including specifications, test methods, sampling, and quality control, distribution, current issues and alternate fuels like biodiesel. There will be extensive discussion of diesel fuel lubricity, low temperature operability, and sulfur content. Participants will gain an understanding of the inter-connection of diesel fuel with other fuels and the impacts of quality requirements on refinery production and product availability.

Andy Pickard has worked in fuels and lubricants for more than 38 years, and has been a member of ASTM International for 25 years, participating in test method developments and product standards committees (diesel fuel and other middle distillate fuels, biodiesel, gasoline, ethanol, LPG, and heavy fuel oils). Following academic training in chemistry – with a doctorate in organometallic chemistry - he spent 10 years with Imperial Oil (ExxonMobil in Canada) and 24 years with Petro-Canada.

his course focuses on how specifications are used to control the quality of aviation fuels, and why they affect product performance and availability. It emphasizes practical applications, and ASTM’s role in developing specifications and methods, while highlighting past and current problems in a participatory atmosphere. Methods of testing and manufacturing aviation fuels and transportation systems are explained and demonstrated. Interaction of aviation fuels with aircraft engines and ground equipment is also stressed.

Instructor This ASTM certified trainer is an aviation consultant, has been involved in fuels research and technical service for over 40 years. He recently retired from Chevron Global Aviation. During his career, he was responsible for aviation fuel specifications, quality procedures, and standards. His responsibilities included technical management and technical services for supplying fuels to all aviation applications including commercial airlines, military, general aviation, and aviation consumers. He has been a member of ASTM for many years, and has also been active in other industry groups such as API, SAE, IATA, ATA, CRC, EI (IP) and others. He holds M.S. and B.S. degrees in mechanical engineering from the University of Missouri.
