33 Proposal for Bogotå’s progressively abandoned industrial zone, located right in the city core.
What is an innovation district? It is a physical space in the center of the city dedicated to the economy of knowledge and the promotion of creativity and entrepreneurship. It is a living laboratory of ideas, with communities willing to participate actively, in the progress of the city that has open spaces for the settlement of people who promote innovation and be the vehicle for renovation of urban areas. How does it make up? Similar to an ecosystem, a district of innovation is a unit composed of interdependent organisms (knowledge, institutional, cultural and economicfinancial entities) that share the same habitat. Why a district of innovation? To concentrate the entrepreneurs, companies and institutions of the city around the development of knowledge, to participate in converging projects of high added value and great impact for the city.
Current
Proposal
34 Current
Tool used to study the behavior of the city at the pedestrian level, taking into account the porosity of the first floor of the buildings (light grey stands for aperture and black for closure).
35 Proposal
The proposal seeks a change of porosity, ie greater openness, added to the new continuity of green corridors and pedestrianization. Forestation is used as a mean to generate visual continuities and to emphasize project intentions such as the rehabilitation of the railway or the continuity of the roads.
36
2015 Currently the structure of collective spaces and green spaces is minimal. In addition to the conformation of the apples, which are all very large but solid (no aperture) with absolute homogeneity.
2025 By 2025 the interventions that will have been carried out are: • Consolidation of an intermodal mobility system: the recovery of the railroad for a light rail and the suburban train, the underground subway on the 19th street, implementation of cycle routes and pedestrianization within the innovative belt and the Cundinamarca neighborhood. • The strategic location of certain technologically advanced companies, especially with an emphasis on information and communication, as first anchors and economic attractors, will be located at the “L” limits of the Economic and Financial area. • The rehabilitation of the two most important industrial centers in the sector, such as CCA and Bavaria, to start consolidating the range of equipment for innovation, such as universities, continuing training centers, research centers and technology transfer centers, among others. • The lots destined for the industrial park will have been cleared and it is solved by means of change of texture in the way the pedestrian passage of the Las Américas avenue.
37
2035 From the interventions previously made, the steps to follow are: • The economic belt that is located on the main roads is consolidated, ending with the platform that is located in Carrera 30 with Calle 19. • In the form of urban acupuncture, the area of innovation is being consolidated. • The interactive strip appears, which is composed of industries whose structures were recycled to be reprogrammed culturally. • The industrial park would be forested with different species (cedar, amarrabollo, rubber Tequendama, pine chaquino, liquidámbar and double caper), and for this year it would be in 30% forested. • Start the construction of the strip of housing, whose process will be to begin to consolidate the adjacent edges first with the other stripes and then if it will develop towards the interior.
2045 By this moment, the project will have reached its main goals which are: • To have a strong and consolidated economic and financial band. • Complement the economic activities with innovative facilities that are also social enablers. • Generate an additional 50 hectares of public space and density at the same time, creating almost 100% of effective public space against 100% of private space. • Make housing of social interest a priority in the centre of the city.

45 Background: design of a master plan for Engativá followed by a Partial Plan for the surrounding area to the Jaboque wetland developing: ecological plan, mobility, new technologies and land use.
Why a Civic Center? In order to rethink the collective imagination of civic life, that is, how the people of a Social State of Law are related to it, and at the same time how community and social cohesion can be generated when a search for memory and past is made among all to begin to build a future, this through the main functions of this equipment: • To serve as a basis for community development and citizen participation. • To constitute a sociocultural meeting point, thus enabling an active and creative leisure. • Detect, welcome, encourage and help materialize all kinds of initiatives in the environment. • Provide public services aimed at improving the social and cultural conditions of the environment. • To create meeting spaces for culture, places of free transmission and exchange of knowledge through collective experimentation. • Perform two-way role. Projecting neighborhood activities of interest to the city (fostering knowledge and cohesion between neighborhoods) and being an instrument for disseminating the various cultural initiatives that occur in the rest of the city.

The project area is located in the historic centre of Poirino, an area surrounded by a green path flanked on the south side by the Marconi promenade. The latter is today a tree-lined road that ends in both directions with two large parking lots. The project idea was to work not only on the specific building, the Santo Spirito church, but also to enhance the promenade that runs along it.
It was therefore decided to create in Piazza Italia a green conclusion of the path with steps leading to the main street, via Indipendenza, to entice the citizens to walk the promenade, thus creating an urban garden, the final piece of the green ring that surrounds the area.

Micro-commerce dynamics, activating life in the street.
Informal commerce adds up, making the industrial landscape less rigid.
Trucks become components of the urban landscape being so many and remaining immobile for long periods.
61 The industrial urban landscape from the twentieth century, is based on large and tall faรงades with few windows, leaving little to urban life, in an overwhelming and insecure space for the pedestrians. That is incremented when these monumental spaces get abandoned and its effect is more remarkable when it happens in the city centre. However there are dynamics in which those who occupy this area try to confront this rigidity and appropriate the space day-to-day.
Restaurants and cigar stores creating scenarios for local life.
Recyclers. They recover 10% of the waste generated in Bogotรก, by going from neighborhood to neighborhood, opening garbage bags looking for material that can be recovered.
In the absence of sports facilities, people residing in nearby areas appropriate public space unused by the industry at night and on weekends, turning the streets into, for example, soccer fields.
Terrain vague, past railway now abandoned linear green area. Obsolete and unproductive space, undefined and without specific limits.
62
BEFORE / CURRENT STATE
Empty warehouses in poor conditions occupying large important areas.
Currently active factories but too rigid towards the urban space, long closed faรงades in poor condition.
Public space, shortage of space for collective use. BRT Station. Entrance to the area, connectivity with the rest of the city from the most important vial arteries.
Currently inactive factories. Non-performing legacies inserted on a great location and with historical value.
63
Underused areas, for parking and stocking. Making up more than the 50% of the whole industrial zone.
Abandoned railway, currently used as "landfill", housing for street dwellers, informal commerce, etc.
Very few facilities. Those that exist are private.
Dwelling. Housing coexisting within an industrial urban fabric.
Vacant warehouses, currently for sale and/or for rent.
64
AFTER / PROPOSAL retail, whosale and commercial uses neighboring scale and informal commerce residential green areas facilities storage manufacturing hybrid/mix
Public space. New green areas for collective use. Instead of vacant warehouses in poor conditions.
New factories. Intended as contemporary landmarks. Guided also by the scenarios from the last chapter and liberating ground floor for public space. Replacing buildings in such poor conditions that they were not possible to reuse.
Constant factories. Enhancing currently active/productive spaces.
New faรงades to currently functioning factories. More permeable. Commercial corridor. Attract people from all over the city and respond to the metropolitan demand of what is produced in the area. Direct connection to the linear park. Indoor public space. New green areas for collective use. Instead of vacant warehouses, supporting new functions for the restored building.
New District Recycling Center.
New housing. Spaces added to current buildings.
65
Public space. New green areas for collective use. Instead of underutilized parking lots.
Public space. New facilities for collective use. Added to necessary parking lots.
New hybrid devices. Combining housing with commercial uses and manufacturing/ productive spaces.
Public space. New green indoor and outdoor areas for collective use. Instead of underutilized storage spaces.
New housing. Spaces for living supporting already existing ones.
Indoor public space. New facilities for collective use. Removing from underutilized storage spaces.

industrial zone vs. fun palace/
Theoretical approach Bogotá, Colombia
