Four men have been arrested for alleged poaching in Koedoeskop. Photo supplied (HPG), the arrests were made as a result of a roadblock. Engelbrecht said the Nissan 1400 bakkie that the suspects were using was ordered to pull over after suspicious behaviour in the area had been reported. “There has been a lot of poaching reported in the area and farmers and police have become more vigilant. In this case, HPG was informed of the vehicle’s presence in the area, and members on patrol followed for a time before ordering

it to stop,” he said. Engelbrecht said the members were horrified to find a number of hunting dogs in the back of the bakkie with three warthog carcasses. “Our members found dogs that were reportedly used for hunting,” Engelbrecht said. “They also discovered that three warthog carcasses had been placed where the dogs had been sleeping. Hunting spears were also found in the back of the bakkie. The

poachers tried to cover everything up by covering the dogs and the carcasses with a canvas.” He said the men were arrested at the scene. The dogs have been sent to the Society for the Prevention of Cruelty to Animals (SPCA) for rehabilitation. “All they know is how to hunt, and they appear to have been mistreated,” he said. “They need to be placed in a safer environment.” A spokesperson for the Thabazimbi police could not be reached for comment.

A Bela-Bela family is making funeral arrangements, while another family is visiting their relative in custody after a dice game went badly wrong. The events took place on Saturday, 6 May, at the Tears of Joy Tavern near the entrance of Extension 6. According to Lieutenant-Colonel Abel Phetla of the Bela-Bela police, Elias Makwela (36) and Amos Moeng (23) had an argument over the outcome of a dice game. They are alleged to have parted ways, but then bumped into each other at the tavern and argued again. Eyewitnesses told the police that the men argued heatedly, and alleged that Makwela stabbed Moeng in the back. Moeng is alleged to have retaliated, and Makwela was seen falling after being stabbed several times. Makwela passed away at the scene, while Moeng was rushed to the local hospital to receive medical attention. Phetla said Moeng was not badly injured, and he was treated and then released instead of being admitted. Moeng appeared before the Bela-Bela magistrate’s court on Monday, 8 May. Phetla said the police are concerned at the number of murders reported lately, and said that the police are working hand in hand with the community to ensure that justice is served. The police encouraged young people to be careful and avoid becoming involved in arguments and fights.

More murders at Bela-Bela concerned residents summoned emergency services. The police have confirmed that the suspect is recovering in hospital under guard, and that the suspect will be appearing before the Bela-Bela Magistrate’s Court as soon as he has been discharged from the hospital. “The families have been notified. They are naturally very shocked,” said Phetla. “The child does not appear to have seen anything, however, and is currently staying with the mother’s family.” The police say that the suspect, who is 30 years old, has no known history of violence.

Lizzy Bapela While Bela-Bela is still recovering from a recent spate of murders and attempted murders, domestic violence has resulted in yet another murder. It is alleged that during the course of an argument, a man choked his girlfriend, who later died from her injuries. This incident took place on Monday, 8 May at the Old Location’s Line 3 at the couple’s rented room. According to Lieutenant-Colonel Abel Phetla, the couple were heard arguing on the day in question, but police could not reveal the nature of the argument. Phetla said the incident took place while the couple’s six-year-old child was asleep in the same room. The woman died at the scene, and it is alleged that the suspect attempted to commit suicide by taking poison. He was rushed to the Bela-Bela Hospital after

Plasma TVs theft on the rise again at Bela-Bela Lizzy Bapela The police in Bela-Bela sent out strong warnings to members of the local community to stay alert as theft of plasma TVs is on the rise again in the area, following months of relative peace. This follows three incidents that happened in the area’s Extension 5 over the past weekend. Bela-Bela Police Detectives’ Commander Lieutenant-Colonel Abel Phetla told The BEAT that the police suspect the suspects could be a syndicate and the same people, since the modus operandi in the crimes is the same. He said in all the recent incidents, the suspects forced open windows at their targeted houses in order to gain entry and stole only the TVs. All the occupants of the affected houses told the police that all was well when they all went to bed the night before, waking up to notice that their houses have been broken into and that their TVs were missing. The complainants also mentioned that they checked to verify that all the windows and doors to their homes are properly closed and locked. The crimes shocked the complainants, who could not imagine how the suspects had opened the windows. All the complainants further told the

Ronél van Jaarsveld Three people died on Friday, 5 May, when the driver of a double-cab bakkie lost control of his vehicle. The vehicle went out of control and left the N1-South near the Kranskop toll gate at around 03:00 in the morning. The Nissan bakkie was towing a trailer that had been secured to the vehicle with ropes, said Warrant Officer James Findlay, spokesperson for the Modimolle police. There were allegedly 15 passengers in the vehicle. Three people died on the scene and seven people were transported to the BelaBela hospital for treatment. The driver of the vehicle has been taken into custody, and the police are investigating a case of culpable homicide. The police also warned motorists not to sleep in their vehicles next to the N1. During a recent incident, a truck driver and his passenger were attacked by two masked men while they were sleeping, and robbed of their cellphones and clothing.

four days. The police confirmed that to this date, the TVs have not been recovered and that the suspects are still at large. The police are investigating cases of burglary and theft as a result.

Man arrested for possession of nyaope Ronél van Jaarsveld A Modimolle resident ran into trouble this week when he allegedly planned to attempt to profit from nyaope sales. 27-year-old Piet Maluleka was arrested on Monday, 8 May when the police’s canine unit received information that he was in possession of the drug. Nyaope is a lethal hallucinogenic drug cocktail that often includes rat poison, thirdrate heroin, cleaning fluids, battery acid, antiretroviral medication for HIV, and tabacco or dagga. Thousands are addicted nationwide. The drug’s effects last between two and four hours and side effects include stomach cramps, back pain, sweating and chills, anxiety and restlessness. Several deaths have been reported. Warrant Officer David Kwinana arrested Maluleka at the Modimolle taxi stand and found 25 packets of the drug in his possession. Maluleka appeared in court on Tuesday, 9 May. “Nyaope is a growing problem among the youth in the town,” said Warrant Officer James Findlay, police spokesperson. “It is especially prevalent in poor areas. We act quickly in these cases to attempt to halt the spread of the drug.”

The appointed trial date where a woman and two witnesses were expected to testify in a case of attempted sexual assault has been postponed yet again. According to Palesa Qoboza (27), who gave permission to use her name, she avoided being raped on Tuesday, 21 February when a man from her residential area of Leseding, in the Bela-Bela Township, allegedly interfered her house and demanded to have sex with her. “He was lying on top of me and wanted to have sex and said he had condoms. He even threatened me if I didn’t give him what he wanted. I knew that our front door was open as I left it unlocked and asked him to get off me so I could get comfortable, but rushed out the front door screaming for help,” she said. Qoboza said the man was apprehended by police after he allegedly attempted to flee. She was assisted by two ladies who were in the area at the time. The 54- year old man, who may not be named until he has entered into a plea, made his first court appearance on Thursday 23 February and was released on bail of R500. He reappeared before the court once again on Friday, 17 March, but the case was postponed to Monday, 10 April to allow further investigations to continue. On that day, the case was postponed to Tuesday, 8 May, as a Zulu interpreter was not available for Qoboza. Qoboza said she has suffered a minor stroke due to stress since the incident had occured. “I would like this case to be over and done with so that I can move on in my life. The stress has caused me to suffer a minor stroke and I am scared that further stress may affect my health,” she told The BEAT. At her last court appearance, Qoboza sat through court proceedings with one of the witnesses, Malisa Tholoza, but the case was postponed once again as court time has elapsed due to another case that had taken place in court. The matter has been postponed to Wednesday, 31 May. “I am still going on with the case, but I am not happy with how my matter is being handled, because the court has stated that I can testify in English rather than have an interpreter at court,” Qoboza said

NTA Chairperson George Kale told The BEAT during their fights that WATA evicted their members from the town taxi rank, back to their longtime operating rank at Eja Monate. He added that they even chased them out of Bela-Bela when they were transporting commuters to various destinations in the area from their respective pick up points. The fighting and alleged lack of assistance from the police with the assault case resulted in Kale and his fellow colleagues expressing dissatisfaction. However, NTA called for peace among the two associations as their actions were not only affecting their business but passengers as well. The BEAT interviewed WATA Chairperson Peter Mogale on Tuesday, 9 May and he confirmed that WATA will be challenging the court order Kale could not be reached to give his association’s side of the story regarding the interdict and the update on the assault case.

Mayor presents career expo Andries van der Heyde Jeremia Ngobeni, the mayor of Bela-Bela, presented a career expo at the Multi-Purpose Centre in the township on Thursday, 4 May, in cooperation with various institutions and state departments. The goal of the expo was to provide information to local learners regarding higher education and career options. Sabina Tabethe, the district manager of the department of education, told learners that her department encourages the youth to plan ahead when it comes to the future, and to study hard in order to fulfil the study requirements in certain fields. She also said pregnancy, drugs, and poor discipline can often be blamed for ruining a young person’s career. She said young people should use their time better and, if

they are good at something, should persist with that and continue to improve. The learners could find more information about the careers of their choice at various booths. Ngobeni said the expo is a part of the municipality’s program to uplift the community, and will be an annual event. “We are planning to meet with educators in the area to discuss the district manager’s words. We would also like to approach the police in order to combat the social ills she spoke of,” he said.

There seems to be complications with regards to funding the planned renovations for the Bela-Bela Magistrates courts. This is according to the court’s manager, Sherley Phalatse, who attended a three-day strategic meeting with the department of justice. According to Phalatse, the department said it currently lacks finances to renovate the court but has not announced that the planned renovations will no longer be taking place. “During our strategic meeting with the Department of Justice it was announced that there is no money to renovate the courts as it was planned since last year. However, the department has not said that these renovations will no longer be taking place and we are currently awaiting an official answer as to when the renovations will take place

Ward councillor Sarna Groenewald, mayor Marlene van Staden, and other officials, met with the residents of Ward 12 at Modimolle on Thursday, 4 May. Van Staden told the attendees from the beginning of the meeting that the municipality’s goal is to become the best municipality in Limpopo. She dryly added that, considering the poor state of some other municipalities in the province, this should not be that hard. “We will focus on the most important things which were promised before the election,” she said. “These include opportunities for more work, an approachable local government, the end of corruption, and repairing the mistakes of the past, and safeguarding the community.” “It is not 1950 anymore,” she said. “We need to make new plans to take our municipality into the future.” The municipality is planning to bring in more

modern technology and systems to improve management. One of these plans is a 24-hour customer care service. Complaints will be recorded on a computer and the resident will receive a reference number. The dismal state of the municipal finances remains a concern. “We have a culture of non-payment which we will need to pay. There are municipalities where the payments rates are above 90% - ours is only 63%. Residents

need to understand that their municipal expenses are just like any other monthly expense, which needs to be budgeted for.” According to the municipality’s calculation, the municipal coffers will still be in the red next year. A R129,65 loss is expected for the 2016/2017 financial year, while R119,097 million is projected for 2017/2018. The municipality does receive a state grant for these people, which the municipality can apply as it needs to - for example, to settle its debts. Residents have until Saturday, 20 May, to present their complaints and comments on the new tariffs that have been suggested. Van Staden mentioned that they are still waiting for approval to upgrade the sewage systems in the municipality. The sewage systems cause frequent problems, with leaky pipes and the like. Funds have also been allocated for the upgrading of the water pipeline from the Donkerpoort Dam and the installation of a generator so that the pipeline can continue to provide water even when the electricity is off, as well as another substation for Phagameng. “The second substation means that we should not have these days-long power outages in the area,” she said. According to Van Staden, Magalies Water will be supplying double the normal water quota by December, if all goes as plan with their upgrades. The possibility of a second pipeline, to be completed within three years, was also discussed.

Fingers pointed following meeting Mzamane Ringane LIM 368 Ward 11 councillor Johann Abrie has accused “drunk” ANC members of disrupting the IDP meeting which was scheduled to take place at the OR Tambo Hall in downtown Modimolle last Wednesday, 3 May. The allegations were made by the ward councillor, who is also the Speaker of the Democratic Alliance (DA) led LIM 368 Municipality in a statement which was released on Thursday 4 May. “The undemocratic ANC culture of disrupting meetings, as was recently experienced in the DA-governed metros of Tshwane and Johannesburg, last night arose in the DA governed Lim 368 Municipality in Modimolle. A small group of well-known ANC activists, some appearing to be heavily intoxicated, disrupted the packed O.R. Tambo Hall where the IDP meeting of Ward 11 was scheduled to take place. Several attempts to accommodate issues raised by the group didn’t bear any fruit,” Abrie said. He said the DA’s Chief Whip Dingaan Motshwene tried to intervene, but was confronted by three members of the group who proceeded to destroy some of the equipment that was to be used by the town’s mayor, Marlene van Staden, in her presentation. “The majority of people who attended last night’s IDP meeting came from an informal settlement which the DA-led Municipality is in the process of servicing with water and electricity. Their hopes to meet the Mayor to discuss infrastructure improvements in the municipality were disrupted by the

They raised the issue even before the day of the meeting, citing that most poor people will be sidelined if the meeting is held in town,” Mahoro said. The ANC whip also told The BEAT that

the Skara Kutumela leadership engaged the ward councillor prior to the meeting, trying to find a solution which will suit both residents who live in town and in the township. Mahoro said the two minibus taxis which were dispatched to ferry people from the ward to the venue of the meeting did not help the community, charging that a selective method was used to transport identified individuals.

WATA extends their services to the community Lizzy Bapela The Warmbaths Taxi Association (WATA) announced and would like for the local community to be aware that they have extended their services. The association announced that residents of Extension 8 are now able to arrive home earlier than before, as their taxis now drive through the section. Previously, the taxis were dropping off passengers at the section’s main roads. WATA Chairperson Peter Mogale confirmed that the taxis are now able to drop off the passengers inside the section and at their nearby corners. Mogale indicated that the condition of the roads made it difficult for the taxis to drive around Extension 8 previously, and said that now that the roads have been paved, the association saw fit to extend their services to their local community, who are their main customers. The BEAT interviewed several passengers and they expressed joy over the news. Some even thanked the local mayor,

Art group provides a local perspective of Africa Month Mzamane Ringane

May is widely known as Africa Month with Africa Day being celebrated on 25 May each year in South Africa and the broader continent. Africa Day was formerly known as African Freedom Day and then later African Liberation Day. This significant day is the annual commemoration of the foundation of the Organisation of African Unity (OAU) on 25 May 1963. Africa Day/Month is celebrated under a different theme each year, with the government focusing on promoting programmes relevant to this day. According to the Department of Arts and Culture, the theme for Africa Month

2017 is “The Year of OR Tambo: Building a Better Africa and a Better World”. Africa Day celebrates the day when the Organisation of African Unity (OAU), the predecessor to the African Union (AU), was formed in 1963. It acknowledges the progress that Africans have made while reflecting upon the common challenges that Africans are faced with in a global environment. The BEAT spoke to members of the Modimolle-based cultural group Makubenjalo Art Foundation which is to be the advocate of African culture across the Limpopo province. Makubenjalo initially began as a school-based cultural group, but has now become one of the most cherished organisations locally.

The organisation also hosts study groups where teachers are assisting learners with their school work on a voluntary basis. The Managing Director of this organisation Tebogo Ntsendwana said the survival of the organisation could be attributed to the local community, the government and lodges which often book them for performances. “On the issue of Africa Day, I would say that this day reminds us that we should always remember where we come from, especially since we shared a common struggle or challenges as countries that were under colonialism,” he said. Ntsendwana said he believes that Africans, including the people of South Africa, must come together in

celebration of this significant event, but further stated that unity must always prevail even beyond Africa Month. “This is the time when we should join our hands and celebrate our independence as African countries,” he told The BEAT. Financial Manager at Makubenjalo Art Foundation Tshidi Motaung said this month should serve as an awareness for the locals to show each other love. “It is also crucial for our government to also play the role of a unifier in the country, by affording equal opportunities to everyone living in South Africa. On the other hand, we should also make it a point that we remind the younger generation to preserve their culture. We come from different backgrounds, but at the end of the day we are one nation,” Motaung told The BEAT.

Mayor calls budget meeting Marietjie Steenkamp LIM368 mayor Marlene van Staden held a budget meeting for Ward 5 in the function centre at Mookgophong. Ward committee member Hercules Louw introduced her to the community and Van Staden presented the budget to the residents. When the opportunity arose for the community to ask questions, it became clear that the budget had been discussed in council at the end of March. “The municipal manager neglected to make the budget available to the public as is required by law. In addition, a Ward 5

council member promised that the budget would be available in April, and that a meeting would be convened on 11 April in order to discuss the budget and receive community input, never happened,” said Phillip van Staden, AfriForum chairperson. Phillip also said that the community was completely uninformed, and added that this was a pity, since the mayor gave an excellent presentation. Manus Booysen asked questions relating to streetlights, the construction of the shopping centre, and land valuations. One resident asked that the bulbs for the streetlights be handed over to residents, who would repair their own streetlights.

The situation in town makes residents feel unsafe and makes it practically impossible for neighbourhood watches to keep the residents sage. Dark streets are an invitation to criminals,” another resident said. Phillip said residents are hoping that the council and the municipality will pay attention to the subject of bills and payments. The payment office’s card machine is often not working, leaving residents in the position of having with withdraw large amounts of money from the bank in order to pay cash.

The license office’s service delivery was also taken up by residents, who described the performance as poor. One resident mentioned that he had gone to another town, where he managed to finish four license applications in a very short time. The new mission of the LIM368 Municipality was set out as follows: maintenance of the existing infrastructure, development of new infrastructure, ensuring that running water and electricity is available to everyone, to provide correct and accurate bills to the community, to create an environment that promotes job creation and investment, and to cut out corruption.

Ngobeni said when asked that there had been a misunderstanding about the date, and said the meeting had been rescheduled to Tuesday, 9 May. The BEAT’s sister paper The Post visited Vingerkraal with DA councillor Kobus van der Merwe on Friday, 5 May. Some residents said that they have been without electricity since 1994, and only received running water from the municipality last year. Van der Merwe said that the municipality has made it known that they plan to provide electricity to the residents of Vingerkraal, but many residents seemed to think that it was his personal responsibility to ensure that they receive electricity. Residents feel that someone needs to be blamed for the delay in executing the promises of the municipality, and Van der Merwe was in for most of the blame. Van der Merwe assured the residents that the delay is with the municipality, not him personally.

Vingerkraal residents were disappointed when no municipal residents arrived to take part in the public participation meeting to discuss the town’s new budget with the residents. Residents’ needs and complaints were heard the following day by Ward Councillor Kobus van der Merwe. Aerobics at Bela-Mall TK Mashaba Bela-Bela’s Mandla Maluleka, a trainer at Virgin Active in Tshwane, has a dream, and it includes seeing people living healthy lifestyles. To this end, he is bringing aerobics to Bela-Mall for two days in May. The first day will be Friday, 19 May, from 16:00 to 18:00, and will have three instructors, while the second, 20 May, will be held from 07:00 to 11:00 and will have five instructors.

The training will include kata-boxing and boot camp, as well as an introduction. There will be a water station available, for those who want

to refill their bottles. “This is something we can give to the people who want to enjoy exercise,” said Maluleka.

Excellent turnout at Executive Mayor’s Race Andries van der Heyde Eager athletes braved the slightly chilly weather on Saturday, 6 May, to attend the popular Waterberg Executive Mayor’s Race between BelaBela and Modimolle. The athletes leapt into action at 06:00 at Laerskool Nylstroom for the 28km, while those braving the 10km race started from Forever Resorts at Bela-Bela for a route that took them through the town and the township. Councillors from the Waterberg District Municipality and the BelaBela Municipality attended the event, some even taking part in the race itself. The first athletes in the 10km race crossed the finish line shortly after 06:30. The men’s winner in the open category was Reghen Magwai of the Born 2 Run Marathon club, who completed the 10km race in 31 minutes and 42 seconds. Paul Nyairo (Nedbank Marathon club) was second with a time of 31:10 while Martin Nkoe (TUT) came third with 32:37. Vuykazi Gebe (CSIR) took gold in the open category for women on the 10km with a time of 39:24. Gift Ramabele (Eskom) took second place with 42:58 while Elmarie King (Magnolia Club) was third with 44:49.

Shortly after 07:00 visitors heard the sirens announcing that the first athletes had completed the 28km race. Gladwin Mkazi of the Boxer Marathon club was first over the finish line with a time of 1:28:42. Moses Kurgat (Nedbank) was second at 1:29:12 while Tebogo Pulusa (of the Dwarsrivier Club) came in third with a time of 1:31:09. Liziwe Mabona of the AMPA Marathon Club was the first woman to cross the finish line with a time of 1:52:27. Hot on her heels Catherine Sosana (Boxer) took second with a time of 1:57:17 while Jane Muday (Temp) came third on 2:04:15. 210 athletes took part in the 10km race this year, while 340 athletes ran the 28km. Mzazi said that the route was challenging but that he enjoyed it. He told reporters that his next race will be in Cape Town in May. Mabona, also last year’s winner in the women’s category, said she has improved on her time of last year, and is looking forward to the South African 21l, championship which will be taking place in June in Port Elizabeth. The Executive Mayor’s Race is held in cooperation with the Waterberg District Municipality, Forever Resorts, and the Warmbad Marathon Club.

The Bela-Bela ladies claimed their first three points of the day in a walkover against Phalalo Disco Academy Ladies FC, and further secured maximum points with a 1-0 victory over Junior Bucks Ladies FC. The Novies Body Building Competition was held at Tshwane on 29 April. The team, consisting of Elias Dikoko, Sello Molokomme, and Andries Chauke, performed well and are looking forward to their next competition in July. Dikoko brought home silver in the 80kg category, while Molokomme took bronze in the same. Chauke, who took part in the 58kg category, brought home silver. Chauke said he would like to do better in future competitions. “I am training hard and aiming for the prize,” he said. The Stream A match was played at Alma near Vaalwater, with the two teams battling it out for maximum points. The result was not a good one for Happy Boys, as they have now been kicked out of the SAFA Waterberg SAB Region’s League race. Boys 2 Men FC who are sitting on the second position of the log with 37 points,

still have a chance to snatch the title. The Vaalwater team is left with two matches to play, while log leaders Qualitho FC have only one game left with 42 points in the bag. The team that wins the Stream A of the league will compete with other winners from the other two Streams (B and C). This coming Sunday, 14 May Boys 2 Men FC will visit Bela Bela Pirates, while NTK Happy Boys will lock horns with Modimolle Home Defenders at the Ephraim Mogale Stadium.
